During 1938 the Russian oil industry, while able to increase its production 4.69 per cent above the preceding year, was not successful in correcting some of its basic difficulties, and the industry's position as it entered 1939 was unsatisfactory. The internal political difficulties of 1937 and 1938 took a toll in the oil industry as they did elsewhere in the U. S. S. R., further complicating the solution of the problems facing it, most important of which still remain: lack of experienced and responsible leadership, able to make quick decisions; undisciplined and migratory labor; and insufficient and often unsatisfactory quality of the various equipment needed by the industry and its ineffective distribution. Recent developments in the U. S. S. R. suggest that during 1939 the management will be granted more latitude and hence somewhat better results may be anticipated from the executive branch, provided, however, the "purges" do not recur. The labor should be better disciplined and should not shift as easily, owing to the introduction, at the close of 1938, of individual labor passports to all workers in the country, the principal purpose of which is to correct those two deficiencies. It is not anticipated, however, that the service of supply will show any appreciable improvement in 1939, partly because of inherent difficulties and partly because the manufacturers of heavy machinery are working primarily and necessarily for munitions. Production Production of crude oil during 1938 is estimated at 224,714,000 bbl., as compared with 212,742,000 bbl. in 1937, an increase of 4.69 per cent but 12.76 per cent below the planned output. While there were no major readjustments in the source of supply of crude oil, both the older districts, Baku and Grozny, were barely able to maintain their 1937 levels of production, the increased output being supplied primarily by the fields of Maikop and Ural Permian Basin districts. Although it is obvious that in any flotation process we must have a froth, in recent years the development of collecting reagents has caused the possibilities of better frothing agents to be overlooked. Some investigators have even gone so far as to say that the number of satisfactory frothing agents was sufficient. A little consideration will show, however, that the reagents available in the past were far from ideal frothers. The properties of an ideal frother for flotation work may be set down as follows: 1. It must form in low concentrations a copious but not too persistent froth. 2. It must be insensitive to hydrogen-ion concentration of the pulp; that is, it must froth equally well in an acid or alkaline medium. 3. It must be insensitive to salts, even in high concentration. 4. It must be absolutely noncollecting to both sulfides and nonsulfides. 5. Its frothing properties must not be affected by collecting reagents, including soap, the most generally used nonsulfide collector. 6. It must readily emulsify and disperse any insoluble collecting agent that is likely to be used. Clearly the existing frothers do not qualify. Pine oil, for example, is an acceptable frother for many purposes but if used in soap flotation a delicate balance between pine oil and soap must be struck because, as pointed out by Coghill1, these two reagents are incompatible in certain concentrations. The objections to soap itself as a frother are obvious, and the cresols and their substitution products all have some collecting power and very little emulsifying power. The mechanism of frothing in flotation was early explained on the basis of the Harkins-Langmuir theory of oriented molecules.2 These investigators showed that if an organic compound having an unsym-metrical molecule (in which one end of the molecule contained water-

The purpose of this paper is to discuss the relative merits of the large 31/8-in. machine and the small 2 1/4-in. tappet machine in driving development-headings; and although the data here presented were obtained from cross-cut headings alone, experience has shown that the results are equally true in drifting, raising and winzing. Recently we drove two parallel cross-cuts through the same formation, using a 3 1/8-in. machine at the breast of one crosscut, and a 2 1/4-in. machine of the same make at the breast of the other. The results of this work afforded an ideal comparison, since in both cases the headings were advanced through rock practically of the same hardness and breaking-properties, the amount of sludging was equal, and there was no difference in the condition of the steel or the machines, the air-pressure or the experience of the operating crews. Some operators in the Cripple Creek district contend that there is ground which cannot be handled with the small machine, the holes being too small to contain enough powder to "pull " the ground, etc. The results obtained in working the property of the Portland Gold Mining Co., however, show that the ground worked by them does not fall in this class. During a period of two years there have been driven, with the small machine, 4 miles and 308 ft. of development-headings, through a diversity of ground, including Pike's Peak granite (a coarsely porphyritic type of granite), highly indurated andesitic or pho-nolytic breccia, true massive andesite, trachytic phonolyte, tuffs, and along dikes of decomposed basalt and hard phonolyte. In every instance a satisfactory record was made. The headings here describe? mere driven through highly indurated andesitic breccia, having a hardness of from 5.2 to 7.2 and a sp. gr. of from 2.2 to 2.8. Short-range mine planning (less than five years) previously was accomplished using contour and isopac maps, pencil and paper, an abacus, and our lucky quarter. Through the use of both micros and mainframe time sharing, Glenrock Coal Company (GCC) has been able to virtually put the old equipment away (except the problem solving quarter). In the process, GCC has saved many man-days and eliminated the more tedious parts of mine planning, such as picking elevations off a map with an engineer's scale and repetitive calculations. These savings have allowed GCC to do a more extensive job of mine planning as well as offer more alternatives, making GCC better prepared for possible economic changes. Mine planning, simply, involves looking at what has been done and deciding what needs to be done using various constraints. The application of this concept is not as easy as it sounds. The need for experience and insight cannot be replaced by a machine, but machines can supplement a person's ability by doing the bookkeeping and the repetitive work. Through the application of computers and their accessories, GCC has brought mine planning to a more modernized state. The following paper will detail the development and use of one system as used at GCC. THERE have already been so many subjects of a purely mechanical nature presented to the Institute of Mining Engineers, that it is unnecessary for me to apologize for adding another to the list. When a new invention, or what is supposed to be a new invention, claiming simply an improvement on the well-known devices, is to be described, it is usual to point out the defects of the old and give a history of the object or the art up to date. But, as no doubt a large proportion of the members of this Institute know as much, or more, about the history and use of the steam-engine indicator than I do myself, I will not further preface the subject, than to remind you that what called for the Richards's improvement on the Watt's indicator was high speed ; that the leading improvement was the reduction of momentum in the reciprocating parts; and that this was accomplished by making the parts lighter, and reducing the travel of the heaviest of them, and consequently the speed and momentum. The use of the indicator has been extended, for the speed of steam-engines and other prime movers has been increased, until one engineer at least, John Cooper, of Philadelphia, says, "I want an indicator that will work up to a thousand revolutions." Mr. Thompson, of the Buckeye Steam-Engine Company, of Salem, Ohio, has improved on the Richards's indicator by another reduction in the momentum, which is done by putting the parallel motion nearer the fulcrum of the pencil arm, reducing both weight and travel. The characteristic feature of the indicator I am going to illustrate is a still further reduction in the same direction, which is accomplished by dispensing with the parallel motion altogether. All phases of plant operation must be synchronized so that the A number of interruptions in the flow of material may be reduced to a minimum. In the majority of plants operating under a labor agreement, time lost during the operating shift cannot be made up with overtime. With the work week restricted to 35 hr., the ratio of productive time to total time justifies extra effort in keeping the plant operating at capacity during the productive shift. This does not apply when central plants with adequate storage are operated by multiple shifts. In such installations the problems become similar to those of any factory or mill where added units, parallel circuits, or excess capacity serve to maintain the average production during intervals of maintenance shut- down. These plants, by special agreement, may run continuously, barring mechanical interruptions. The control of plant operation is in those procedures that are practiced to obtain from the run-of-mine product a high recovery of clean coal products to meet adopted trade standards and consumer specifications at the lowest possible cost. Correlation of all factors for continuous operation requires more than mechanical perfection in the plant. The run-of-mine coal must be delivered to the preparation plant without delays and the clean coal and refuse products taken away. Power supply and water requirements must be adequate. Signal systems must be established for emergency stops and to facilitate resumption of coal flow.

Lime made in a coal-fired rotary kiln has two distinct parts: the interior of the pebble which constitutes about 90% to 95% of the mass, and the surface dust layer which is the remaining 5% to 10%. Uncalcined carbonate and impurities in the product may be present and will not contribute to the hydration reaction. Sulfur, in the form of calcium sulfate, inhibits the hydration reaction out of all proportion to its actual weigh- percent concentration (perhaps more than 100 times). If the stone contains dolomite, this will also inhibit the reaction as its rate of hydration may be nearly three orders of magnitude slower than that of calcium oxide. Early in the hydration reaction dolomite appears practically intert, but given sufficient time, it will hydrate. The heat of reaction is nearly the same as for calcium oxide, but the time necessary for complete hydration may be hours; whereas for calcium oxide it is only fractions of a second. The dust layer on the surface also inhibits hydration as it contains a collection of compounds which have low heats of hydration. This layer can tie up additional calcium and delay or prevent its reaction. In addition to these chemical processes, an important physical characteristic of the lime is its specific surface area. This is effected by the thermodynamics of calcination and the original stone grain chemistry. All of these factors are agglomerated in the gross slaking rate of lime.

Do not write until you have something to say. Think first; then write. In order to be understood, you must know what you wish to say. Clear writing is the consequence of clear thinking. Therefore consider your subject well before you begin to write; ruminate on it; marshal the salient facts in your mind; saturate yourself with the ideas you wish to express and with cognate ideas; then express yourself deliberately. If you are bubbling over with your subject the words will come, but you might as well expect to sail without a breeze as hope to give life to words without the living thought. Here I may advert to the fact that among the uneducated it is a common expectation to acquire the knack of writing without taking the trouble to study the art of literature. I overheard a woman in a suburban train remark to her neighbor: "I'd like to be able to write well without stopping to think about it". She was one of many that would like to do a thing well without the trouble of thinking; but it cannot be done in respect of anything to which thought is essential. The possession of a good voice does not justify a person in expecting to sing successfully to a large audience; before singing in public one has to master the technique of singing; one has to learn first how to breathe properly, how to enunciate, and many other things. The successful singer is an artist, not a megaphone. Most of us would regard a man or a woman without any training in the art of singing as a fool or an impostor if he or she were to give a public concert, yet we do not recognize the equal foolishness and imposture of persons that write books before they have studied the technique of writing. IN order properly to evaluate the data related to geomagnetic surveys, it is highly desirable to have all the available information concerning the magnetic properties of the, involved media. This is true of surface as well as subsurface formations and becomes of increasing importance as advancement in instrumental and interpretative technique permits the analysis of relatively slight magnetic reflections of buried masses. Since the magnitude and areal distribution of the usually complex resultant magnetic field at the surface of the earth is a function of the susceptibility1 of the involved matter, it necessarily follows that susceptibility determinations will afford valuable data for geophysical correlation. The present method was developed to meet the need for routine analysis of specimens in the geomagnetic laboratory where it was felt that general utility, ruggedness, ease of manipulation and reproducibility of results was of greater importance than extreme sensitivity.

There has been a considerable amount of research developed which shows that the close contour cutting of an excavation prior to removal of the central core will increase ground stability while concommitantly, reducing the number and size of blastholes required to create the excavation. To date, the industrial development of this technique has however, centered on the development of equipment based on simple cutter movement and mechanical rock cutting. The advent of reliable field operable high pressure waterjet cutting equipment with the very low reactive force required to hold the head in position has opened the way for a much smaller and more manueverable system. The advent of small, micro-computers allows the programming of accurate profiles for cutting tools on excavation equipment. The combination of these two technologies will allow the generation of complex as well as simple, excavation profiles and lead to the potential pre-support of the opening before major excavation is completed. A brief description of the necessary components and their functions is encorporated in the initial prototype design as given.

MUCH attention has been directed to mine-air flow in recent years, more especially in Great Britian where there is frequent reference to a theory of fluid flow developed by English engineers. Briefly stated, this theory is that for similar passages of the same relative roughness, in which fluid flow occurs, the conditions of flow are exactly the same for equal values of the product W D V, where W = density of the fluid, D = diameter of the passage through which flow occurs, V = mean velocity of flow, and m = absolute viscosity of the fluid flowing. This, the "Reynolds Criterion" of fluid flow, had its origin in the work of Prof. Osborne Reynolds' more than 40 years ago. Later, Lord Rayleigh amplified the theory2 which has been conclusively proved for small pipes by the experiments of Stanton and Pannel3 over a large flow range, and by Lacey4 over a somewhat more limited range. Concordant results on small pipes have also been obtained by numerous other investigators with single fluids over more or less limited ranges of flow. According to this theory results in one medium, such as water, are immediately applicable to another, such as air; and experimental results on models are (theoretically, at least) applicable to full-scale designs. This is of great importance in aeronautics and can be of considerable value in mine ventilation research. Hodgson, in a recent paper,5 has outlined the application of this theory to mine-air flow and recent English experiments' on the resistance of a timbered mine airway have been expressed in this form.

THE attention of physicists and metallurgists has been directed toward the study and explanation of the deformation textures in metals for the past 15 years. In 1920 N. Uspenski and S. Konobejewski1 were first able to show that the symmetrical X-ray diffraction effects that had been previously reported by E. Hupka2 and others in metal foils were caused by a directed arrangement of the crystallites. Since then, the systematic study of textures resulting from the application of the pure forces of tension or compression to polycrystalline materials hag been supple-mented by many investigations on deformed single crystals, which have greatly added to our knowledge of deformation. However, despite the valuable information secured from these comparative studies only four investigations upon cold-rolled single crystals of any of the face-centered cubic metals have been reported in the literature. This lack of quantita-tive data is especially unfortunate because of the much greater practical significance of rolling textures and their effects in both cold-rolled and annealed materials. This investigation was undertaken for the purpose of specifying the deformation of rolled single crystals in the hope that such information might later facilitate the explanation of polycrystal-line textures.

THE process of recrystallization has not as yet been explained satis-factorily. Some definite conclusions could be drawn from recent investi-gations, such as, for example, that recrystallization is a process of nucleus formation and crystal growth 1and that the orientations of the nuclei correspond to some fragments of the original crystals, which have been considerably distorted during deformation.2 There are, however, a number of metals and alloys crystallizing in the face-centered cubic system, which form a particularly simple orientation if recrystallized as a sheet.3 Such a sheet is almost a single crystal with the cubic axes parallel to the rolling, transverse, and normal directions of the sheet. This preferred cubic or (100) orientation of the recrystallized sheet has been considered to be very different from the rolling structure of the same metals,4 but there are two reasons why this last supposition remains open to controversial discussion. The first reason is academic: In practically all cases except the one mentioned above, close correlations and similarities between rolling and annealing orientations have been observed; for instance, in iron and steel sheet.6 Secondly, no deformed metal actually forms a-simple orientation. In any thoroughly investigated case a number of different orientations and considerable scattering or deviations from the ideal orientations have been found., It is generally true that investigations on single crystals have shown that a definite orientation is approached in stretching or in compression of an originally undisturbed crystal.7 In the special cases, however, where the initial orientation was close to an important crystallographic direction that differed from the final "ideal" orientation, the resulting orientation changed very little by deformation, staying somewhere in the vicinity of the initial orientation." SEVERAL years ago my firm was representing the Mt. Lyell Co. of Australia, which was shipping its blister copper to a refining works in the United States. After the contract had been running for many months, the superintendent of these works discovered that if water was poured upon the surface of the bars much of it would disappear into the interior through blow holes. -Some experiments made by him showed that this could be a considerable amount, so that copper which had been rained on before it was weighed, although the surface appeared dry, nevertheless would contain water. It had frequently occurred in our experience-as samp-lers that the drillings from a lot taken by boring would come out quite wet, and in some cases, indeed, water would drip into the sample pan placed below the bars, due to the fact that the drill had penetrated a cavity or cavities containing water, which presumably got into the cavities at the time the copper was water-cooled after casting, there being, perhaps, no outlet to the surface. So far as I know, until this discovery at the refining works, no. one had thought that rain could penetrate into the interior of blister copper; at least in any quantity sufficient to be considered.

THE Fremont test for measuring the energy consumed in breaking a notched bar of steel is not so well known in this country as it deserves to be. The test specimen used in this test is about 3/8 by 1/4 by about 1 1/4 in., notched with a hack saw on the lower side to cause the piece to break at a fixed point. A weight of 10 kg. falling 4 m., and provided with a knife or chisel which strikes the specimen, breaks the test piece by impact. The residual force in the falling weight after it has broken the specimen is recorded by a suitable device, and the difference between the total energy and the residual energy of the weight (in kilogrammeters) is the force consumed in breaking the specimen. An experience of several years with the Fremont testing machine has shown its great value in readily detecting brittleness not revealed by tensile testing or slow bending testing. I this paper it is proposed to discuss (1) the supersensitiveness of the test as applied to cast steel and (2) its value in revealing the effect of heat treatment under certain conditions. .

Report of President The important fact of the year 1916 is that on July 25 contracts were executed by which the American Society of Civil Engineers because an additional Founder Society and arranged to make its permanent home in our building. The contracts provide for the construction of three additional stories to the building, the American Society to pay the cost tip to $250,000, this being considered equivalent to what each other Founder Society had contributed, the American Society to participate in the original Carnegie gift and have an equal share in the property with each other Founder society. The construction of the addition to the building is under way, $62,525.04 having been expended thereon in 1916. It has been found that, clue to war conditions and the advanced price of materials, the cost of the addition will be $300,000. The founder societies have been requested to assume the extra $50,000, one quarter each. This work is in charge of a Building Committee consisting of H. H. Barnes, Jr., Chairman, E. G. Spilsbury, Charles Warren Hunt and Charles F. Rand. At the request of the Founder Societies, important alterations were made in the lecture halls on the fifth floor of the building to make the same suitable for social functions of the societies. The cost, $6,642.08, was advanced by the United Engineering Society but is to be paid eventually by the Founders. The Library of the civil Engineers is being merged with the Library of the United Engineering. Society and the other founder societies. At the present time the membership of the four founder societies is 29,000 and of associate societies 23,000, so that a total of 52,000 engineers now have their headquarters in our building. The value of the real estate now owned by this Society is $1,647,171.16. This sum will be increased at the end of 1917 by the amount of the cost of the addition to the building.

The Morning silver-lead-zinc mine of the Federal Mining & Smelting Co. is about 'two miles northwest of Mullan, Ida. The lode is a metasomatic fissure vein. The orebody is approximately 2000 ft. long within the bounds of the property and varies in width from knife edge stringers to 50 ft. It has been developed to a depth of 3600 ft. and stands nearly vertical in Revett quartzite, which .strikes north 65" west. The high-grade veins and lenses are generally mixed with waste (siderite, quartz, and quartzite). The average grade of ore to sorting plant in 1921 was 4 oz. silver per ton, 8.6 per cent. lead, and 4.1 per cent. zinc. Wall rock stands only a short time without timbering. The minimum angle of gravity flow is 45". The ratio of waste sorted out to ore is 6 per cent. No gases are generated underground and temperature has no influence on mining operations. Fresh air is forced down the air raise and up the main shaft. Drifting and Stoping Main drifts 12 ft. wide and 13 ft. high are driven every 200 ft. (vertically) and are connected by raises 125 ft. apart. These raises consist of three compartments (chute, tramway, and timber slide) and are for the purpose of ventilation, access, and hoisting supplies to stopes. Ground is stoped between raises. Chutes are placed every 25 ft. for drawing off ore broken in stopes. Waste for filling is obtained from waste raises off the stope in walls or waste is dumped from the level above down the chute compartment of raises, which is bulkheaded so that waste can be drawn off at any floor as required. Timbering Posts and caps for square sets (varying in diameter from 6 to 24 in.) are cut to length in a sawmill on the surface. No preseratives are used. THESE ores occur in the Laurentian rocks in the town of Clifton, St. Lawrence County, New York. The Clifton Mining Company have opened these magnetites upon their estate of 23,000 acres, on the waters of the Grasse River, an affluent of the St. Lawrence, which flows for about nine milt",3 across the estate, exposing a section of the formation, and affording ample water-power at numerous points. In approaching this district from De Kalb Junction, upon the Watertown and Ogdensburg Railway, the observer passes from the zone of the specular ores, which abound to a great extent in Jefferson County, across a belt of non-metal-liferous limestones, continuing for some miles intermingled with metamorphic rocks, and gradually giving place to heavy beds of granitic and porphyritic gneiss, the weathered surfaces of which present a gray and rough appearance, from the washing out of the feldspar; leaving the quartz very prominent, and completely disguising the real character of the rock, which, when freshly broken, has a lively reddish appearance from the predominance of flesh-colored and red feldspar. Beds of fine-grained quartzite appear also intercalated in the granitic gneiss. These are the dominating rocks of the magnetite region, but the magnetite is always found, so far as the speaker's observation extended, associated with beds of calcite, carrying hornblende, black and green, biotite, and brown garnet interspersed with yellow and magnetic pyrites. The strike of these rocks is about northeast, and their dip about 40' to 45' southeast
