My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

From the point of view of the metallographist, the adaptation of x-rays to the study of the crystal structure of metals is of the greatest importance. While one may hardly consider the findings resulting from x-ray study as revolutionary, their positive nature, compared with the deductions we have been forced to accept from the work that had gone before, gives firmer ground on which to build and furnishes new fields for speculation. Prior to the advent of the crystallogram, the best work on the crystal structure of steel was that of Osmond and Cartaud.' They concluded, from their investigation with percussion figures formed at various temperatures, that alpha, beta, and gamma irons belonged to the cubic system and that they showed well-marked specific characteristics and could not have the same internal structure. What the internal structures were, they had no direct method of determining; but from a consideration of the fact that the 001 plane (that parallel to the cube face) is a plane of perfect cleavage and minimum hardness in alpha iron and that the 111 (octahedral) plane is by far the most important in the crystallography of gamma iron, they were led to suggest the simple cubic arrangement as that of alpha and the face-centered cubic arrangement as that of gamma iron. They suggested the body-centered cubic arrangement as that of beta iron. The atomic arrangement of the various crystal forms of iron has been quite definitely determined in recent years by means of x-rays and the work of Westgren2 and Weatgren and Phragmen3 has been rather conclusive. They not only determined the atomic arrangement of alpha, beta, and gamma iron but also that of the high-temperature modification delta.

This paper gives the results of an investigation of the specific resistance and temperature coefficient of the electrical resistance of nickel and its important alloy, monel metal. For most of the pure metals, the temperature coefficient of resistance is approximately 0.004 per degree centigrade at 20" C. Nickel and iron, however, are exceptions. This property is important as it gives us good material for the construction of thermometers and other instruments involving electrical control. A summary of information on this subject has been publishcd by the Bureau of Standards.l The present experiments antedate this publication by several years and as the information obtained is not contained in it, the results of the experiments arc published as additional information. Electrical Properties of Pure Nickel It is generally conceded that the lowest values for electrical resistance are obtained in the purest metal. In the case of nickel, the best material obtainable is electrolytic nickel, which contains approximately 99.80 per cent. nickel, 0.15 per cent. iron, and 0.05 per cent. copper. Any cobalt that may be present is included in the nickel figure. If the elcctrolStic sheet has been deposited without intermission, it is possible to cut a section from the sheet and roll it into wire without melting. By this means a nickel wire may be obtained that is uncontaminated by any of the impurities always taken up by nickel during melting. With the constantly increasing sales competition, coal to be sold today must meet the test of quality in every respect. The producers must be able to make all marketable sizes that will meet such general requirements as follows: 1. Ash content must be consistently low, depending upon the use to be made of the coal. 2. Sulfur content must be controlled accurately according to requirements. 3. All sizes must be positively free from visible impurities. 4. Free moisture of washed sizes must be reduced to a minimum. 5. The freezing of wet coal in cars must be prevented. 6. The percentage of fines in small mixed sizes must be controlled to give the uniform and proper combustion when used on various types of automatic stokers. 7. The undersize particles or degradation caused by handling must be kept to an absolute minimum in all sizes loaded. Many difficulties may be met in bringing any particular coal to meet these quality requirements, because the extent to which the quality of a coal may be controlled is determined largely by its physical characteristics. Preparation of an Impure Coal Bed The application of modern and scientific methods in the controlled preparation of bituminous coal from a bed in the mid-western field will illustrate the results that can be accomplished by adequate preparation: The bed referred to contains coal inherently excellent as to low ash and other desirable characteristics; in fact, the coal itself is one of the best in the field. It is, however, divided into four layers by dirt bands of soft shale 1 to 2 in. thick. It also contains much sulfur in the form of sulfur lenses and laminated sheets. Horsebacks or rolls varying from 6 in. to 12 ft. in width are encountered in the mining of the bed and heretofore have rendered it practically unworkable. The mines operating in this

0PINION was general that this year's meeting of the Institute of Metals Division was one of the best in its history. In addition to its full and exceptionally fine program of professional papers, there were several other features of general interest-an in-spiring annual lecture by Dr. Cecil H. Desch which appears in abstract elsewhere in this issue, Mr. Sing-master's talk on the zinc industry at the annual dinner, and the presentation of the James Douglas Medal to one of the members of the Division, Dr. Zay Jeffries. Four technical sessions of the Division were held, dealing respectively with zinc, copper, aluminum, and general metallography, and in addition there was a joint session with the Non-ferrous Metallurgical Committee of the Institute. All of the papers presented were at-tended with much interest and followed by considerable discussion. The papers on plastic deformation of zinc by Messrs. Mathewson and Phillips, Romig, and Hoyt were of particular interest and awakened an extended discus-sion. They well illustrated the progress which is being -made today in the understanding of the mechanism of flow of metals, and the ingenuity of the authors in their crystallographic method of attack of this difficult problem was quite generally admired. A very old subject was treated in a modern way by Messrs. Corson and Bain in two papers on the harden-ing of copper and copper alloys. There has always existed a myth that the ancient Egyptians were masters of an art not possessed by ourselves; viz., that of hard-ening copper. This myth must have been quite defi-nitely dispelled in the minds of all those who listened to this admirable paper. Mr. Corson has applied the modern art of precipitation hardening to this old prob-lem with substantial success, employing small amounts of chromium, nickel, silicon, and cobalt for this purpose. The commercial application of these very important .developments of Mr. Corson is being actively investi-gated at the present time.

FOR many years the treatment of mine timbers with preservatives was confined to a few pioneer plants in the United States, and it is only in the past few years that the practice has grown appreciably. In a field study of the mine timber situation in Illinois, Pennsylvania, and further study of the situation in the country as a whole, I found that most mine operators did not keep records on mine timber that would afford the necessary data for determining the possible savings from preservative treatment. Some primary questions the mining engineer should be able to answer before making his decision on preservative treatment. for a particular mine are: (1) Quantity and cost of timber going into permanent workings annually; (2) quantity and cost of annual replacements due to decay; (3) life of untreated timber in different places; (4) desired life of timber. With the necessary facts in hand, he can then con-fidently select a method of treatment and preservative that is best suited to his needs. In former years when timber was cheap and an abundant supply could be had close at hand, as was the case in the majority of mining regions, the mine op-erator did not concern himself much except to see that enough was supplied to keep the workings safe. The cost figure for timber and labor, distributed to cost per ton of ore, was all the bookkeeping necessary. With present costs of timber, labor, and increasing length of haul to the mine, many operators are paying closer attention to timbering costs and studying them in. more detail. Some of the larger and more progressive opera-tions now keep detailed' figures that give information on all phases of their timber problems. The State of Ohio is among the pioneers in the production of oil and gas. Numerous anticlinals, such as the Macksburg, Cow Run and Newport, have been thoroughly developed, and the pools found in connection with them are quite in accord with the structural theory. Numerous oil and gas pools found in the Berea sand, however, demand a different explanation. The study of these pools belongs to the sub-surface geologist, as it is possible to understand the factors controlling "off-structure" accumulations only after a careful study of well records. By carefully analyzing the various conditions over a large territory, it is possible to understand the otherwise meaningless mass of data that one may have at hand, and put it into tangible shape, from which various conclusions may be drawn. The territory here discussed includes Belmont, Guernsey, Muskingum, Noble, Monroe, Morgan, Washington, Athens and Meigs counties, containing the majority of the prolific oil and gas pools of the Carboniferous system in southeastern Ohio. The general dip of the strata is to the southeast, the entire territory lying on the northwestern flank of the Appalachian geosyncline. The best known oil- and gas-producing horizon in the territory is the Berea sand, which lies near the lower part of the Mississippian, with the Sun-burry shales (the coffee-shales of the driller) above, and the Bedford shales below it. The Bedford is underlain by the thick Ohio shales. The Ohio and Bedford contact is considered to be the dividing line between the Carboniferous and Devonian systems. The Berea is one of the most persistent of recognizable oil and gas horizons; its outcrop has always been found in its expected place, and it has always been penetrated whenever the drill went deep enough. It is not expected, however, even of the most uniform formations, that no lithological variations should occur, and the Berea is no exception. Nevertheless, there appears to be a certain regularity in its variation, the main features of which directly affect the accumulation of petroleum.

J. H. Schlobohm (Joy Manufacturing Co., New York) —This paper has been read with a good deal of interest; however, there are several salient features which Mr. Mitchell has overlooked. The initial emphasis on selection should be placed on type of material to be loaded and method of mining involved. There is no possible connection in the comparison of scraper or Joy Lohite loaders with loaders of any other type. Neither can an operating comparison be made between "Rocker type" loaders and those equipped with loading head and gathering arms. Each unit has its application, but the application depends on material and the mining system involved. Mr. Mitchell's compilation of data on various loaders, while it represents a great many facts, does not represent true operational data, i.e. Table I, column heading "Max. Rated Capacity for 7 hr;" these figures are meaningless inasmuch as little or no time at all is allowed for tramming or switching or moving the loader from place to place. Table I, column heading, "Best Reported Field Shift," would be a better source of operational data, assuming of course that conditions, applicable to each class of loaders, were average to avoid enthusiastic performance figures. Table I, column heading, "Repair Parts Cost per Ton," is still another item which will not stand up under comparison unless the loaders involved are put into type classes, i.e., there are simply no means possible to show the repair costs of scraper loading versus a caterpillar mounted loader in abrasive material. The source of information here is also important. Actual field tests have proved that these costs are of a constant nature. Manufacturers are striving to hold them to a minimum and many interesting studies have been made. A fairly recent example of this in a large United States gold producer has proved that Joy HL-3 loaders can be consistently average, less than $0.025 per ton mucked. This cost represents repair labor and parts over a two year

Several methods1-3 are being used to determine the WL and individual Rn-daughter concentrations in uranium mine atmospheres. The best of these methods is the one given in Ref. 3. According to this method, the WL and the Rn-daughter concentrations are determined from the total a-counts observed during three consecutive time intervals. Its only disadvantage lies in the fact that rather involved calculations are necessary to convert the observed counts into WL or pCi/l (picocuries per liter). There are, however, counting intervals that give simple weighting coefficients for the observed counts. This fact makes it possible to convert from a-counts to WL or pCi/l with the aid of a graph. After some trial runs on a computer the following equations emerged as the basis for the most practical procedure: [ ] NA, N.., and & stand for the number of RaA, RaB, and RaC atoms per liter of air. C(t1,t2) denotes the counts observed from time t. to time t2 (in minutes) after the end of the 5-min sampling period. E is the detector efficiency and V is the flow rate in liters per minute. With an accuracy loss of less than -5% one finds from [Eq. 1] by adding the corresponding terms: If the WL would have been calculated according to [Eq. 2] instead of using the graph, the result would have been 0.31. Since the values used for C's under [Eq. 3] represent the exact number of counts from a Rn-daughter mixture in equilibrium with 100/3 pCi of Rn the exact WL of this mixture can be calculated easily. Computer-assisted data storage and retrieval in the geosciences is coming of age. A growing awareness of the need of the geological and mining community for effective access to existing data has triggered studies and development programs on many levels; governments, professional societies, industrial concerns, and the academic world are all active in this field. Developments in the past decade in computer hardware and software lend hope to the geoscientist searching for a means of expediting the flow of data. The new concern of the earth sciences coming together with the blossoming child of technology, computing, has led to serious study of the geoscience information problem. Active system development is under way in several areas. The papers presented at this Symposium effectively sample the spectrum of present day activity in machine-based geologic data storage and retrieval. These papers show the reader where the action is in this field today. Both long-range studies and plans and operational systems are discussed. Several studies and research efforts have been undertaken on a national or international scale. Robinson discusses the activity of the international geological community in these Proceedings. He speaks from a position of authority as Chairman of the International Union of Geological Sciences' Committee on Storage, Automatic Processing and Retrieval of Geological Data. A study of a "coordinated information program for geological scientists in the United States" documented by Smith, et al.1 proposes a "long-range information program ... responsive to the entire geosciences community . . . (to) draw on the best of large-scale information systems technology." The European geologic community is embarked on project Geosemantica 70, started at the Ecole Nationale Superieure des Mines de Paris. Dixon discusses some results of this work in a following paper. The Canadian study of geological data storage and retrieval on a national scale is reported in a volume edited by Brisbin and Ediger.2 The Canadian report presents detailed recommendations for recording and coding geologic data for automatic process-

THIS topic was discussed at the meeting in St. Louis in September, 1917, and at the meeting in New York in February last, but in the interval the war has accentuated in measurable degree the necessity for considering human relationship, not only as between nations, or in the treatment of our returning soldiers, but with respect to the relations between labor and capital in industry. It is my firm conviction that no other subject will have so large a place in industrial and political life during the next decade as this. Heretofore, the employer has been so engrossed with the financial, mechanical, and technical aspects of his business that he, has been willing to muddle through 'his relations with labor as best lie might and, on the other hand, the laborer has been so engrossed in his endeavors to secure a livelihood under whatever living and working conditions might be offered him that he has given little thought to his relations to his employer, until some misunderstanding has ended in disagreement and strike. No thinking man doubts that were the machinery available for friendly, personal, face-to-face consideration of the problems confronting employer and employee, there would he fewer disagreements, fewer strikes, and a better and more settled industrial situation. The necessity for some such medium for exchange of views has resulted in the organization of labor and, in some measure, of capital. Each party, engrossed only in defending its own viewpoint, has generally tried to gain its point by might rather than by right. Gradually, however, the representatives of both elements are beginning to appreciate that when the machinery for bringing them together in friendly communion is available their differences frequently settle themselves. There remain yet vast numbers of employers and of employees who are not organized and to whom the opportunity of friendly discussion of differences is not available; for these the machinery should he provided.

THE briquet plant of the Lehigh Coal and Navigation Co., at Lansford, Pa., has previously been referred to.1 It has passed. the stage of experiment and now rests,, on a foundation practically and financially sound. The purpose of this paper is to explain how success has been attained, and to set standards for the development of hard-coal briquetting which may eliminate future failures. All the conclusions are based on actual results, avoiding speculation and theory. Up to three years ago, the L. C. & N. Co. used coal-tar pitch as a binder in making hard-coal briquets. The plant operated with a monthly output of 300 to 600 tons and was unable to meet its own expenses. Naturally, no one was satisfied, especially as the ideals of a smokeless briquet were still unrealized. Then came the Dutch oil process, introduced in this country by the General Briquetting Co. of New York. This process uses as binder a small percentage of heavy residue of petroleum, which, being liquid, permits great economy of handling; it also did away with the most objectionable fumes of the former briquets. This oil2 is not absolutely smokeless; heating the fresh fuel to red heat liberates some low-volatile hydrocarbons, yielding a white smoke which is not objectionable. On the other hand, this oil adds to the briquet about 7 per cent. of volatile matter, giving the product a heating capacity equal to that of the best free-burning anthracite coal. The average silt used in the manufacture of these boulets averages 16.5 per cent. chemical ash, corresponding to 12,000 B.t.u. per pound of coal. The Hydrolene used as binder runs about 17,500 B.t.u. per pound, and approximately 7 per cent. of it enters into the mixture, hence 12,000 X 0.93 11,160 B.t.u. 17,500 X 0.07 1,125 B.t.u. Total 12,355 B.t.u. per pound of briquets

The production of oil in Mexico during 1929 was approximately 45,000,000 bbl., or 5,000,000 bbl. less than in 1928. The production of the fields near Tampico showed a decline of over 10,000,000 bbl. for both the light and heavy crudes, which was partly offset by an increase of over 5,000,000 bbl. in the production of the fields in the Isthmus of Tehuantepec. During 1929 the retrenchment policy followed by practically all the companies was continued and no material improvement should be expected until the unsatisfactory conditions that brought about this situation are remedied. A new administration has just assumed control in Mexico; it should remain in power for 6 years, and the progress of the oil industry during that time will depend primarily on the policy pursued by the new government with respect to oil development. Development During 1929, there were drilled 214 wells as compared with 371 in 1928 and 583 in 1927. The percentage of producers in 1929 was 47.2 as against 34 per cent. in 1928. The new wells did not show water as quickly as in 1928, particularly in the Cacalilao field, where the greatest number of producers was brought in, their average initial daily production being 380 bbl. The flush daily production per well in the Southern fields was 1730 bbl., while the wells in the Isthmus of Tehuantepec came in with an average of 770 bbl. Development is summarized in Table 1. In the Southern fields 63 wells were drilled in 1929, of which 23 were producers, the best being drilled in Paso Real. This development tends to show that the southern extension of Dos Bocas-Alamo fault from Alamo to San Isidro terminates at San Isidro. The two wildcat wells completed in 1929, one in Magiscatzin and the other in Xicotencatl, were failures, and at the end of the year there were eight wildcat wells drilling and material was being hauled for two more.

THE task of recovering most of the contents of an oil and gas reservoir economically presents many and varied problems. In order to attempt intelligently a solution to these problems, an understanding of fundamental physical laws is essential. As the pertinent facts needed in applying these laws to recovery problems are not readily obtainable, observation must be made and the data tabulated. Here, good judgment must be exercised, for at best the information is meager. The engineer is well fitted to undertake the task of solving this problem. In my opinion, the decision on the part of some production executives to allow the engineer to cope with the oil recovery situation and other problems, is an outstanding example of improvement in production methods. The executive head must make this decision or the qualified engineer will be working under a severe handicap with the present system of supervising the production of oil and gas. A qualified engineer should have not only the required technical training but also enough field experience to enable him to understand the difficulties encountered in producing oil and gas. Such a man tactfully cooperating with the practical oil man can greatly improve present methods of oil recovery. The realization that nature's forces have not been efficiently controlled in past recovery of petroleum deposits has recently brought distinct improvement in production methods. Papers are to be presented at this meeting discussing in detail improved methods of conserving gas in both flowing and pumping wells, and also methods of lifting oil after Nature's supply of gas has proved inadequate. The application of back pressure to producing oil wells has not, to my knowledge, been extensively applied in Oklahoma or Kansas up to the present time. Most of the flowing wells are allowed to flow through the casing until the rock pressure has been dissipated. However, some flowing wells have been tubed before the well stopped flowing through the casing. Recording pressure-gages can be installed to study well performance.

This paper gives the results of an investigation of the specific resistance and temperature coefficient of the electrical resistance of nickel and its important alloy, monel metal. For most of the pure metals, the temperature coefficient of resistance is approximately 0.004 per degree centigrade at 20" C. Nickel and iron, however, are exceptions. This property is important as it gives us good material for the construction of thermometers and other instruments involving electrical control. A summary of information on this subject has been publishcd by the Bureau of Standards.l The present experiments antedate this publication by several years and as the information obtained is not contained in it, the results of the experiments arc published as additional information. Electrical Properties of Pure Nickel It is generally conceded that the lowest values for electrical resistance are obtained in the purest metal. In the case of nickel, the best material obtainable is electrolytic nickel, which contains approximately 99.80 per cent. nickel, 0.15 per cent. iron, and 0.05 per cent. copper. Any cobalt that may be present is included in the nickel figure. If the elcctrolStic sheet has been deposited without intermission, it is possible to cut a section from the sheet and roll it into wire without melting. By this means a nickel wire may be obtained that is uncontaminated by any of the impurities always taken up by nickel during melting. Two samples of nickel wire obtained from different electrolytic nickels had the follolving electrical resistance and temperature coefficient of electrical resistance: Specific Temp. CofEE. Meeting, Aug. 20, 1913, B te, Montana, at 12.45 p.m.-On, the written request of 27 members of oft Institute residing in Montana, the Montana Local Section was established, and the following Committee was appointed by the President of the Institute to complete the organization : E. P. Mathewson, Chair pan; Frank M. Smith, Vice-Chairman; D. C. Bard, Secre-tary, Montana State School of Mines, Butte, Mont., Oscar Rohn, James L. Bruce. The President reported the appointment of a Committee on Mining Law, the names of whose officers and members are given on page xxxv of this Bulletin, and these appointments were approved. It was voted: That the Committee on dining Law be requested to establish a Sub-Committee on Censorship, a majority of whom shall be lawyers; and, further, that no paper on mining law be recommended for publication to the Committee on Papers and Publications, unless it is previously approved by the Sub-Committee on Censorship of the Committee on Mining Law. The President reported progress in the matter of co-operation between the Institute and the United States Bureau of Mines, through Committees of the Institute. The President reviewed the history of plans for a union or affiliation with the Mining and Metallurgical Society of America, and the following minute was then adopted : " The Board of Directors of the American Institute of Mining Engineers has carefully considered for several months the question of union or affiliation with the Mining and Metallurgical Society of America ; and, while at an earlier time and under other circumstances, such. a union might have been accomplished, yet under present circumstances the Directors of the Institute deem such union inexpedient. "While thanking the Mining and Metallurgical Society of America for its consideration of the matter, we believe that further discussion of the subject will serve no useful end, and we conclude it best that the Society and the Institute continue their useful functions and friendly relations side by side, as heretofore."

THE problem of the curtailment of forces in large numbers does not often come to employment departments and is, therefore, a problem that many departments are not prepared to handle intelligently. Those companies that are able to measure the individual efficiency of each man would probably lay off men according to their individual ability, irrespective of dependents, citizenship, or other considerations. During the war when labor was scarce, the business of the employment manager in industry was hiring men and carefully placing them where they were best fitted to work. The careful selection of employees had developed to a considerable extent before the war, and was becoming a recognized science. In the last few months, however, the cancellation of copper contracts, the accumulation of large stocks, the necessary curtailment of production because the copper could not be sold, and lack of any immediate prospects of the copper market opening, have led to a universal reduction of forces; and the problem that industry now confronts is that of discharging rather than employing. The problem has been aggravated by the cancelation of contracts in many war industries with the consequent turning loose of hundreds of thousands of men, a great amount of unemployment, and the return of the soldiers and sailors. The problem has now become one of reduction of working force with the least hardship and the least injustice, and yet caring for the returning soldiers, sailors, and marines who have been in the service of the government for nearly 2 years, and who have offered the supreme sacrifice. The Copper Queen Branch of the Phelps Dodge Corpn., operating at Bisbee, Ariz., found it necessary, along with all of the-other copper companies of the country, to reduce its force materially. In making this reduction it was, after due consideration, decided to classify employees with respect to dependents, length of service, and citizenship. The question of individual efficiency or workmanship was not considered. Copper
