The instrument for the rapid determination of carbon in steel, described in this paper, was developed originally to facilitate the operation of the pilot-sized open-hearth furnace in the Jones & Laughlin Research and Eevelopment Laboratory. In this small furnace, with its shallow bath, the drop in carbon is accelerated, and a rapid, reliable test for carbon content is indispensable. This problem becomes rather acute when it is desired to finish heats at a carbon content higher than can be estimated with any degree of accuracy by the fracture test. Several independent methods for determining carbon were investigated, therefore, and it was found that a relatively simple magnetic device could be made to give reproducible results. A laboratory instrument was designed and set up for the use of the furnace operators. It was tested exhaustively in the laboratory and was used with considerable success for following the carbon content in the furnace bath. As soon as sufficient data had been compiled to indicate that the instrument might have a wider application, a more rugged model was constructed and placed in the mill to be tested on commercial heats. Finally, about a year ago, instruments were furnished to the plant open-hearth shops, and these have been in use since that time. In making gold alloys possessing certain physical properties, such i~nportant factors as corrosion resistance, color, hardness and melting points must be considered. All of these requirements depend directly upon the composition. It is possible to obtain the same colored gold alloy by using different compositions, but in doing so one may bring in some undesirable property. Other investigations have been carried on in this field by F. E. Carter,' E. M. Wise12 and L. Sterner-Rainer2 To make a complete study of the effect of composition upon these properties, a systematic investigation was carried on involving a range of copper content from 85 to 65 per cent. Elements such as zinc, silver and nickel were used to replace in part the copper content. The gold content in all the alloys remained constant. Only 10-karat gold alloys of those containing 41.6 per cent gold will be considered. All of the alloys were made in an induction furnace. Each alloy was cast in a 3 by 1/4 by 3/4-in. ingot. The method of obtaining the melting points and making color determinations was described in a previots paper.4 The Rockwell B scale with the 1/16-in. ball and 100-kg. weight was used for all hardness determinations. The submersion of test pieces in concentrated nitric acid is one of the standard corrosion tests used in the optical trade. A test piece in the 50 per cent cold-worked condition, % by 2 by 0.045 in., is blanked from a skip using a die, and the weight loss per square inch of surface is taken as a means of comparison. The time for this test is 2 1/2 hr. of actual submersion of the test picce in the acid. This standard test was applied to all of the 10-karat gold alloys discussed in this paper. The tensile tests were made upon strips of the dimensions shown in Fig. 1. The test pieces after blanking were annealed at 1300" F. for 20 min. and cooled in air. Thc "drop of the beam" method was used in determining the yield point, as there was a very marked "drop" when the yield point was reached.

Future of State and Federal Oil Regulation. BY NORTHCUTT ELY (Trans , vol 118 2400 words) The Interstate Oil Compact, ratified by six states and Congress in 1935, replaced the petroleum code, invalidated with other codes by the Schechter decision This compact endeavors, first, to conserve reservoir energy of oil pools through substantially uniform conservation measures by the states, second, it recognizes the state rather than the Federal Government as possessing the necessary police power for that purpose, third, it establishes an interstate advisory commission, so that orderly production in one state is not penalized by uncontrolled production in another, fourth, Federal interests are recognized in the control of hot oil, regulation of imports and fact-finding forecasts of supply and demand by the Bureau of Mmes It is not as complete an instrument as proposed by the Federal Oil Conservation Board in 1932, but is workable, and will be effective in proportion to the support given it by the industry Three results may follow First, now that fear of Federal control has subsided, the industry may lose interest in the compact and let it fall to pieces, second, if vigorously supported by the industry, the compact can accomplish most of the conservation objectives sought by the Federal control measures now believed unconstitutional, third, if the Compact fails, Federal regulation is almost certain to be revived, and can probably be sustained in connection with neutrality legislation, regulation of interstate pipe lines, and coordination of Federal and state gasoline taxes Nearly every step toward governmental regulation has originated within the industry state proration, the Federal petroleum code, Federal control of imports, Federal control of hot oil are examples The Compact shows a trend toward coordination between the powers of the industry, the state government, and the Federal Government If this arrangement fails through lack of interest by the oil industry, the next step is likely to be absorption by the Federal Government of the other two factors involved in the situation

It is claimed that the first mining of copper by Americans in Arizona was done at Ajo, near the Mexican border, in 1854,* a year after this region had been added to the United States, under the terms of the Gadsden purchase. A group of adventurers, organized at Los Angeles under the name of the Arizona Mining & Trading Company, came, to the district. This party of prospectors consisted of 20 men, led by Major B. Allen, J. D. Wilson, and William Blanding. † They went first to Yuma, where the party divided, some of them going southward into Mexico while the remainder took the trail to Tinaja Alta, where they heard of the copper deposits of Ajo, which is 85 miles southeast from Yuma.‡ They found attractive outcrops of copper ore, and set to work energetically, but their operations suffered many interruptions, because that part of the country was still controlled by the Mexicans, who were uncertain about the exact position of the new international boundary. The Mexicans tried to expel them, but they held their ground. The first shipment of ore, consisting of native copper and cuprite, came from what is now the western end of of the New Cornelia workings; it was hauled in ox-carts to San Diego, 400 miles across the desert. § Later shipments were hauled to Yuma and floated on barges down the Colorado river to the Gulf of California, whence the ore was loaded on

The sand and gravel industry is the largest nonfuel mineral industry in the nation (Drake, 1972), Table 1. In 1970, the production of sand and gravel totaled 944 million tons valued at $1.1 billion. California, which leads the nation with more than 140 million tons, together with Michigan, Ohio, Minnesota, Illinois, Wisconsin, and New York, account for 43 % of the total production in the nation. In commercial usage, "sand" applies to rock or mineral fragments ranging in size from particles retained on a No. 200 sieve (0.074 mm openings) to those passing a No, 4 sieve (4.76 mm openings). "Gravel" consists of rock or mineral fragments larger than 4.76 mm, ranging up to 3%-in. maximum size. The construction industry consumes 96% of the sand and gravel produced; the remainder is sand used for specialized products such as glass (see the chapter on "Silica and Silicon"). Utilization The building industry uses sand and gravel chiefly as aggregate in portland cement concrete, mortar, and plaster; the paving industry uses sand and gravel in both asphaltic mixtures and portland cement concrete. Aggregate is commonly designated as the inert fragmental material which is bound into a conglomerate mass by a cementing material such as portland cement, asphalt, or gypsum plaster.

The microstructural changes during rolling and at various stages of recrystallization in (111)[112] oriented single crystals of Si-Fe have been studied by transmission electron microscopy. At very low deformation, the dislocation structure consists of jogged dislocation lines, edge dislocation dipoles, and numerous dislocation loops, which may be interpreted by the jog-formation mechanism in moving screw dislocations. Up to 70 pct rolling reduction, no sharply defined cells are formed. Subgrain forma- tion takes place somewhat earlier in the annealing process than in a similarly processed (110)[001] crystal. This may be partly responsible for the reported difference in the rate of recrystallization between (111)[112] and (110)[001] crystals. Evidence indicates that the formation of recrystallization nuclei occurs largely by the coalescence of sub -grains. This is consistent with previous observations on other Si-Fe crystals. AVAILABLE data in the literature indicate that the main features of rolling and annealing textures in (111)[112] and (110)[001] crystals are essentially similar. The Ottawa river, the northeastern boundary of the Province of Ontario, and the dividing line between the latter and the Province of Quebec, has long been famous for the rafts of timber floated over its waters from the depths of the forest, and other poets besides Moore, have immortalized its beauties in verse. But with the ad vent of the railway which now pierces the forest solitudes, the days of rafting were numbered ; and the boat song is now heard no more on "Ottawa's tide," or at such long intervals only, that, when heard, it seems an echo of the past. The lumber trade is fast leav ing Ottawa City, the old headquarters of the business; and such square timber as is now cut is gradually finding other outlets than shipment to Great Britain, and other channels of transportation than the Ottawa river. Skirting the northern shore of this great river runs a vast chain of hills, assuming at times the altitude of mountains. Their geological character marks them as remnants of the earliest land of this conti nent. Following the course of the St. Lawrence from the Gulf of that name to the confluence of the river with the Ottawa, the course of which latter they then pursue, the range has been styled " the Lau rentians." Rolling in long undulations, with rounded, rather than rugged or pointed summits, they leave a margin of 8 or 10 miles, dipping in a gentle slope to the water's edge, rich for agricultural use, and dotted here and there with farms and settlements. Beyond this margin bold hills stretch northerly to blue mountains, rich in iron, lead, plumbago, and other minerals. The Apatite District.—One of these minerals is apatite, or phos phate of lime, the use of which as a material for the manufacture of superphosphate as a fertilizer has become the basis of the industry bidding Fair to prove ere long one of the chief elements of Canadian trade. So rapid has been the growth of this new industry that if the lumber business were to disappear from this mineral district, its void would be filled by that which has sprung up in connection with phosphate.

The coal industry, one of the great basic industries in the nation, plays a major role in the American economy. Coal is the principal fuel used in generating tremendous quantities of low-cost power so necessary to the nation. Two-thirds of the electrical energy and one-fourth of all energy consumed in the nation is produced from coal. Large-scale production of steel, cement, and chemicals is vitally dependent upon this natural resource. Because of extensive reserves and low mining cost, it is one of the few natural resources in which the United States is a significant exporter. During 1965 in excess of 500 million tons of coal were produced, almost 10% over the previous year; more than 50 million tons were shipped to foreign markets. The utility market gained approximately 8% during the year for a total of 242 million tons.

WHEN bronze is melted in open-flame furnaces a considerable amount of slag is formed during the melting operation. This slag maybe incidental to the melting practice or it may be formed intentionally by slag-forming constituents added to the furnace charge to provide a covering for the melted metal. When this slag is removed from the furnace, it contains, in addition to the free metal carried with it by the skimming operation, a considerable amount of metal as oxide either combined or mechanically mixed with it. By the usual crushing and washing methods this metallic oxide generally goes to the tailings pile, so diluted by other foundry waste that its recovery is economically impossible. If this furnace slag is not mixed with other foundry waste, practically all of the metal oxide as well as the free metal may be recovered by some form of smelting operation. The first side of the problem to be considered is the amount of slag produced. It may not be true that the majority of foundries have no record of the amount of slag made, but it is certainly true that a very great many either have no record or pay little attention to it. Usually the collection of furnace slag for one normal week's run will be sufficient to determine the advisability of its being handled in a different manner from the crushing and concentrating generally employed. If a large representative sample of the accumulation is crushed and concentrated and the recovery compared with the results of a careful assay, it will be found that a large percentage of the total metal content was lost in the washing process. The percentage of loss will be greater than the metallic oxide content, as some free metal in extremely fine particles always is carried away in grains of slag. From such a comparison, it may be determined whether or not the slag should be melted, sold or treated as before. An example of an actual test of this kind is given below. In a foundry melting 50,000 to 80,000 lb. of bronze per day, a week's accumulation of furnace slag and ladle skimmings amounted to 16,500 lb.-over three times as much as the foundry superintendent estimated before the accumulation was made. IT is a common observation that the improvements introduced in practice since the first announcement of the cyanide process have been almost entirely mechanical. Although a good deal of study and research has been devoted to the chemical problems involved, the results obtained appear trifling in comparison. Few of the suggested modifications in the chemical treatment have come into practical use and those only in limited fields. Nevertheless, if we study the recent history of the cyanogen compounds from a somewhat broader standpoint, we shall find that considerable additions have been made, not only to our knowledge of their chemical properties, but also to their applications for industrial purposes. The present review of these advances naturally falls into two divisions: (1) processes involved in the treatment of ores; (2) manufacture of cyanides and other related compounds. PART I. ADVANCES IN THE CHEMISTRY OF ORE TREATMENT BY CYANIDE In the attempt to extend the scope of the process, various ores have been encountered which contain gold and silver in such forms that they will not yield satisfactorily to ordinary methods of cyanide treatment. . In some cases the difficulty is due to the excessive action on the solution of base metals present in the ore; in others, to the occurrence of minerals such as dyscrasite (the native alloy of antimony and silver), or a supposed oxidized manganese compound containing silver, which are either altogether insoluble in or very slightly attacked by cyanide. A particularly troublesome case is that of the so-called "graphitic" ores, containing carbon in some form which has the property of precipitating gold and silver already dissolved.

Abstract-The kinetics of copper cementation on a rotating disc of pure aluminum were studied as a function of chloride ion concentration, rotational speed of the aluminum disc, hydrogen ion concentration, copper ion concentration, and temperature. The optimum experimental conditions for all the parameters were determined. Chloride ion was found to destroy the naturally existing aluminum oxide film, and enabled the cementation reaction to proceed. A two-step rate, observed in most of the experiments, was attributed to the attainment of a roughened surface. An Evans diagram for the copper-pure aluminum system was constructed and utilized in predicting the controlling mechanism of the system. At low temperatures (<33°C), the rate with an experimental activation energy of 20.36 kcal mol-1 was controlled by the presence of an oxide layer. While at higher temperatures presence of an oxide layer. While at higher temperatures (>33° mol-1 was controlled by ionic diffusion. The deposits obtained were pure copper and not a copper-aluminum alloy. The amount of aluminum dissolved was determined for each experiment, and the maximum excess consumption was found to be only 40%. The structural characteristics of the copper deposits were studied using a scanning electron microscope. These observations indicated that the deposits were either bulbous, massive crystalline, or dendrites of different degrees of fineness depending on the experimental variables. The reaction rates seemed to depend on the deposit structures in a predictable way when a particular experimental parameter was varied.

The great advances made in mechanical engineering during recent years through the use of alloy steels, as illustrated by the development of the airplane and automobile, may be ascribed primarily to the application of nickel as an alloying element. The ternary system iron-carbon-nickel has a wide industrial application and forms, further, thefundamental basis of the even greater class of the widely used quarternary steels such as nickel-chromium, nickel-silicon, and nickel-vanadium. As is not uncommon with such cases of virile growth in an industry, the application of the alloy steel in a largely empirical manner has outstripped its scientific development so that a fertile field for metallographic research still remains. In this field, the basic nickel steels require first consideration and are the subject of the present investigation, which is offered as a preliminary to the study of the more complex alloys of industrial importance Of the principal tools of metallography—microscopic examination, determination of mechanical properties, and thermal analysis—the last has developed much more slowly in its application to industrial needs so that the situation often exists that heat treatment operations are based on empirically determined temperatures; that is, temperatures deterrnincd without regard to the actual transformation characteristics of the alloy. This situation is undesirable as there is no uniform standard for comparison of results. It is due, outside the usual difficulties involved in temperature measurements, to the pioneer character of much of the published work; to the lack of definiteness of the Ac, transformation,1 particularly in low-carbon steels; to the failure to define operating conditions completely; and to the paucity of information correlating thermal characteristics with results of heat treatment.

AT THE request of a committee of the Engineering Division,1 National Research Council, a study of the properties of boiler plate at various temperatures up to about 900° F. (482° C.) has been instigated. The following is a report of preliminary tests made on two grades of ½ -in. plate and includes a description of the apparatus used in the determination of the proportional limit. Detailed reference to the many published investigations in connection with the properties of steel at various temperatures will be omitted from this report. Suffice to state that results obtained for variation in tensile strength elongation, and reduction in area with temperature are in substantial agreement with the effects now generally considered to be correct. Comparison of proportional limit values with results obtained by other investigators will be found in the conclusions.

THERE are strong indications that chromium steel will one day hold the balance of power among all types of steel. Today, it is going to the forefront in military and civilian use. Stainless steel has received a tremendous impetus because of military demands. Chromium plays a primary, and possibly the most significant roll in the manufacture of stainless and other high temperature alloys. By any standard, chromium ranks among the most strategic of metals. Jet planes would still be on the drawing boards instead of flying in MIG Alley. Many of its more recent applications are the closely guarded secrets of the Pentagon and Government laboratories. Chromium has forged far ahead of the days when it merely decorated an automobile or made the American kitchen sparkle. The United States consumed one half of all chromium ores produced in the world during the past 50 years and 55 pct of those produced in the past decade. During those same periods, some 85 pct of world production of crude ores came from mines in the eastern hemisphere. Cuba is the only substantial supplier in the western hemisphere and most of the Cuban ore is suitable for use only in refractories. In presenting the strategic aspects of the chromium situation it will be helpful to give certain technical data as background without going beyond the detail needed for the survey. Use Pattern Ores containing chromium are consumed by the metallurgical, refractory, and chemical industries. In the United States, postwar consumption by these industries has been in the approximate proportions .of 47:37:16, respectively. (communication to the Secretary*) :-No doubt there are as many different methods of starting a blast-furnace as there are men who assume that responsibility. Having blown-in a furnace a few years ago in a manner similar to that outlined by Mr. Sweetser, things went along so well at the start that I had time for a little reflection on what was going on inside the furnace. I saw the wood turned to charcoal practically, and it occurred to me, why should I use wood when I could put in the charcoal in the. first place, and thus save a lot of time, and also eliminate the dangerous gas from the wood, which is the cause of most of the accidents in starting up a furnace. I had a furnace out for repairs and decided to use no cord-wood in blowing in. I put in about a carload of charcoal and used no wood except some shavings and oily waste at each of the tuyeres. The furnace had 16 tuyeres and was 100 by 22 by 14.5 ft. Hot rods were put in each tuyere&apos; and the blast started immediately at 11 a.m. Within 5 mill. the air was all driven out of the stack and the gas lighted of its own. accord at the top of the furnace. It was allowed to burn for 5 min. longer and then the bell was closed and the gas taken to the last stove and the last boiler on the gas-main. It was all clone so quietly that it was hard to realize that the gas was down. The tuyeres were as bright as if the furnace had been in blast for a long time. I have learned since that others have used the same method, but they had not passed the good advice along.

The papers of Mr. W. J. Keep, read before this Institute, have called attention to the influence of aluminum in cast-iron and on iron and steel castings. The information in these papers is interesting and valuable, as showing the modifications which iron undergoes when dosed with sufficient aluminum to form a distinct alloy, the quantity of the alloying metal used being such that the amount remaining in the casting is sufficient to be readily discovered by analysis. The same is also true of the so-called aluminum-steel patented by R. A. Hadfield, where the proportions specified are such as to leave in the finished steel from one-twentieth to one-tenth of one per cent. of aluminum. Whether these alloys are of practical utility or not has thus far . not been proved by any extended tests on a large scale, and until such evidence is forthcoming it may be safely held, provisionally, that such a use of aluminum is of doubtful utility. But there is another function which this metal can perform that has been known for some time, and which has passed beyond the experimental stage, viz.: its beneficial effect in securing sound ingots. It appears to be a general property of all metals when in the fluid state and at a temperature considerably above their points of fusion, to contain gas, either dissolved from the air or frorn the furnace, or else self-evolved by internal reactions. Silver, perhaps, shows this power in the highest degree, and mercury and lead in the least; midway stands steel—the quantity of gas which it can hold in solution, or " occlusion " as it has been called, varies with its temperature, its composition, and its mode of manufacture. When the steel sets in the mould, a portion of this gas escapes, causing blow-holes, surface defects, boiling-over, wildness, and quite a long train of troubles, familiar to all practical steel-makers. Eveleth Taconite Co. was chartered on July 29, 1963, and is 85% owned by Ford Motor Co. and 15% by Oglebay Norton Co. The latter also serves as managing agent. The location of the company&apos;s facilities is depicted in Fig. 1. The Thunderbird mine is located midway between the cities of Eveleth and Virginia, Minn. (Fig. 2). The Fairlane plant and General Office are located approximately 10 miles south on the St. Louis River near the community of Forbes (Figs. 3 and 4). The crude ore and the finished pellets are transported by a common carrier railroad, the Duluth, Missabe & Iron Range Railway Co. The facilities are also serviced by the Duluth, Winnipeg & Pacific Railway Co. Pellets are hauled year around by the DM&IR to its docks 60 miles south in Duluth, Minn. Ford Motor Co. consumes its share of the high grade pellets at its Rouge plant in Dearborn, Mich., and Oglebay Norton Co. sells its share in the open market. HISTORY Following six months of preliminary engineering by the initial staff of Eveleth Taconite Co. and the Western Knapp Engineering Div. of Arthur G. McKee & Co., the project was approved by Eveleth&apos;s board of directors on Apr. 17, 1964. THE emphasis in some political quarters on hemispheric unity and defense indicates Latin American mineral resources should be more extensively developed. However, United States mining companies have, in many instances, been discouraged by the laws of southern neighbors. At the same time, some of the countries have liberalized their mining laws in an effort to attract investments from the United States. The resultant confusion has been detrimental to all concerned. Ownership of Mineral Deposits Examination of the mining codes of Latin American countries shows that, without exception, governments reserve the right of direct ownership of all mineral resources. Ownership can be divided between the Feredal Government and the states or among the Federal Government, the states, and private individuals. However, in the majority of the nations constitutional authority vests all mineral rights solely in the Federal Government. Mexico is the only country that has expressed Federal ownership as imprescriptible; the other republics have not defined the exact significance of government ownership. The implication derived from the general economic and political climate is that all mineral resources are ultimately to be regarded as a national heritage. Whether a concession granted to an individual or corporation carries any right of private property is shaded with a variety of meanings. The exceptions at one extreme are Argentina and Bolivia, whose laws state explicitly that a concession granted to a juridical person is an act of the state, and the land becomes the private property of the individual, and the concessions constitute real property. However, in Mexico mining concessions or grants do not create rights of fee-simple ownership. The concession only conveys the exclusive right to explore, develop, and work the deposits. The mining property remains the property of the state. In some instances exploitation concessions represent a compromise between private and government ownership. In Honduras the period granted to a mining enterprise is fixed at 90 years. At the end of that time, the enterprise and all installations revert to the state without compensation.
