THE Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: "Congress has always been most generous as to the disposition of the national lands. . . . There was land for all, and it was the government's glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

IN the NiAl phase diagram the NiAl (CsC1-type) phase field extends over a large composition range. At elevated temperatures the nickel-rich phase boundary extends to a composition of about 70 at. pct Ni, a value which is within 5 at. pct of the Ni3A1 (Cu 3 Au-type) phase boundary.' At room temperature, however, the maximum nickel content is only about 60 at. pct. Experiments have shown that alloys containing greater than 63 at. pct Ni when quenched from temperatures below 1000°C contain the equilibrium phases NiAl and Ni3A1. On the other hand, when these same alloys are quenched from temperatures above 1000°C and examined microscopically, a typically martensitic decomposition product appears in the microstructure as shown in the micrograph of Fig. 1. The structure of the martensitic phase has been determined by employing powder X-ray diffraction techniques to be an "ordered" AuCu type (Strukturbericht Llo, space group P/4 mmm - DL). The diffraction pattern of this phase differs from that of AuCu in the appearance of superlattice lines. The structure is shown in Fig. 2. The open circles represent nickel atoms and the half-shaded circles represent nickel and aluminum atoms which are randomly distributed. The sites represented by half-shaded circles would be occupied solely by nickel atoms at a stoichiometry of Ni3A1. The alloys used in this investigation were prepared from 99.99 wt pct Al and 99.99 wt pct Ni by arc melting charges of varying compositions in a water-cooled copper hearth using a tungsten electrode in a gettered argon atmosphere. In all cases chemical analysis agreed within $ at. pct with the nominal compositions of the alloys. Annealing treatments were carried out in a vertical resistance furnace through which a stream of argon gas was flowing. Specimens, which were wrapped in tantalum foil, were quenched by allowing the specimens to drop into a bucket containing iced brine. THE Salida smelting plant, owned by the Ohio & Colorado Smelting & Refining Co., is situated at an altitude of 7,000 ft., about 2 miles west of Salida, Colo., and 215 miles southwest of Denver. Salida is a division point on the. Denver & Rio Grande R. R. where the narrow-gauge line serving the Sari Juan region joins the through standard gauge. This narrow-gauge road also serves the coal and coke companies at Crested Butte and the lime quarries and mines at Monarch and Garfield, which are only 20 miles distant. These facts, together with the possibility of an appropriate site, doubtless influenced the builders to locate at this point. The smelting plant and yard occupy 80 acres of land on the northeast side of the Arkansas River. The slope of the ground is such as to permit of the ore being delivered by cars at a point 25 ft. above the feed floor; and in front of the furnaces there is a fall of 50 ft. for the slag clump. A recent purchase of river bottom has provided slag room for 20 years. As originally constructed, the plant consisted of four blast furnaces, 40 by 144 in. at tuyeres, two copper-matting furnaces, dust chamber, stack, power plant, blowers, sampling works, and one railroad trestle about 16 ft. from bed floor to rails. Later 12 hand roasters of excellent design were added and the practice of smelting leady matte in-a copper-matting furnace was abandoned. Since the plant passed under the present management the equipment has been increased so that the following is a brief description of the same at this date: Two lead blast. furnaces, 48 by 180 in. at tuyeres, 17 ft. 6 in. tuyères to feed floor; four lead blast furnaces, 40 by 144 in. at tuyères, 17 ft. 6 in. tuyères to feed floor; two copper-matting furnaces, not used; blast-furnace flue, 900 ft.; area 245 sq. ft.; blast-furnace stack, 150 ft.; above furnace floor, 190 ft. When smelting a 500-ton charge per day, the gases approximate 63,700 cu. ft. per minute and travel at a speed of 260 ft. per minute.

The D'Arcy Exploration Company Ltd. has been granted prospecting licenses in Great Britain to explore four different types of prospect. In the south of England (Dorset, Hampshire and Sussex) the objective lies in Jurassic and Lower Cretaceous beds. In an area of approximately 4470 sq. miles, covering parts of Nottinghamshire, Lincolnshire and Yorkshire, the search is directed to testing Carboniferous rocks. In northeastern Yorkshire a single license covers structures in which the Permian limestone will be explored. In Scotland, southeast of Edinburgh, the company holds another single license where Lower Carboniferous horizons are the objective. Southern England Among the more important "indications" that led D'Arcy Explora-tion Company Ltd. to undertake a testing program in southern England was the discovery of sands in the Wealden (Lower Cretaceous) series of Dorset, impregnated with oil residues. Traces of oil and bitumen were also found in limestones of the Portland and Purbeck beds of the same area. In addition, traces of petroleum had been recorded from Upper and Lower Jurassic beds in borings, more especially those drilled in the course of coal exploration in Kent and Sussex, and an outcropping oil sand was known to occur in Wealden beds near Pevensey in Sussex. Besides these tangible proofs that at least some oil has been generated in this area, _the Jurassic beds, as developed at outcrop in Dorset and elsewhere, include considerable thicknesses of strata that may well be considered as possible source rocks of petroleum. A regional view suggested that these possible source rocks extended, without great thinning, beneath at least the southerly parts of the Weald of Sussex, the South Downs and still farther south beneath the English Channel. It appeared, and still appears, a reasonable conclusion that, where suitable structural conditions occur in this tract of country, an oil accumulation of commercial value may be found. Of the several possible anticlinal structures, those at Portsdown (Hampshire) and between Henfield and Steyning (Sussex) were selected as sites for the first test wells. Heavy metal contents in stream waters, sediments, and selected aquatic algae were determined for the upper Meramec River basin, Missouri, of 3905 km2 (1508 sq mi) area and site of the proposed and controversial Meramec dam and reservoir. Six distinct drainage areas within the basin are: (1) a lightly industrialized and farm area, (2) a primitive forested- ranch area, (3) an area which includes the Northern New Lead Belt, (4) the westward drainage of an old and extensive barite mining area, (5) the main trunk of the Meramec River, and (6) short north-divide tributaries of the Meramec River. Lower Paleozoic sediments rest nonconformably upon eroded and hilly Precambrian igneous basement. This locally rises as major inliers and also makes up the St. Francois Mountains to the east. Major lead, and lesser zinc, copper, cobalt, and nickel mineralization occurs in the buried Cambrian Bonneterre dolomite. Residual barite is present along the eastern fringe of the basin and is derived from the Potosi formation. Some 62 water samples, active stream sediments (AS), bank samples (BS), and 11 selected aquatic algae samples were collected in the various drainage areas and analyzed for copper, lead, zinc, cadmium, nickel, arsenic, and mercury contents. Heavy metals in water have a maximum range of 1-120 ppb (parts per billion), and this for zinc. The AS and BS sediments have orders of magnitude greater acid leachable metal contents in the -80 mesh fraction, with lead hawing the greatest range of 11-1028 ppm. Heavy metal content of stream-algae approaches that of the sediments in which they grow. Most anomalous heavy metal accumulations occur near mining and milling activities and in the streams draining such areas. Significant distortions of the primary dispersion pattern militate against geochemical exploration for hidden ore zones, but do demonstrate the mining, milling, and smelting activities of man, and sporadic mineral occurrences in younger horizons.

Introduction Estimates performed on potential future plants must by their very nature be either order-of-magnitude or budget (preliminary) estimates. Of the three types of estimates recognized by the American National Standards Institute (ANSI Standard Z94.2), order-of-magnitude and budget estimates are the least accurate. Order-of-magnitude estimates have an expected accuracy of plus 50 percent to minus 30 percent. In other words, it is anticipated that actual project cost will be no more than 50 percent above the estimate and no less than 30 percent below the estimate. Budget estimates, or preliminary estimates as they are often called, have an expected accuracy of plus 30 percent to minus 15 percent. The reason that greater accuracy cannot be expected in performing estimates on proposed new facilities is simply that insufficient data is generally available to permit performance of a highly accurate estimate. As stated in ANSI Standard Z94.2, a definitive estimate, i.e., an estimate with an expected accuracy of plus 15 percent to minus 5 percent," . . is an estimate prepared from very defined engineering data . . . (including). . .as a minimum, fairly complete plot plans and elevations, piping and instrument diagrams, one line electrical diagrams, equipment data sheets and quotations, structural sketches, soil data and sketches of major foundations, building sketches and a complete set of specifications." In other words, the engineering of the project must be fairly well underway to permit a definitive estimate to be performed. Such is the case only after the construction decision has been made, all potential alternatives evaluated, and major expenditures committed for a particular course of action. This situation is beyond the scope of this chapter. The chapter is directed to comparison of various technological alternatives for which site specific engineering data is not generally available. Accordingly, such comparisons can be made only by utilizing preliminary or order-of-magnitude estimating techniques.

Introduction and Previous Work In the search to find a copper-base alloy with high strength properties, it was considered that the addition of a small amount of an age-hardening element to a binary system with useful strength properties might result in a series of alloys of theeretical and practical importance. The copper-nickel system was selected for its basic properties and chromium was added as the age-hardening element in view of the small percentage involved and its decreasing solubility with decreasing temperature. A study of the Cu-Cr binary alloys was undertaken as a preliminary investigation. However, in view of the response of these alloys to heat treatment, the scope of this phase of the investigation was widened.

DIFFUSION coefficients of RaD (PD) and RaE (Bi) in a Bi-0.255 atomic pct Pb alloy have been measured by the methods outlined in a previous paper.' The following changes were made in the experimental procedures: the bath was made up of about 400 to 500 g Bi; and no correction was made for the volume change of bismuth on melting. The data are presented in Table I and Fig. 1. A least-squares analysis of the data yielded D = (0.120 t 0.09) exp ( -9680 + 1070/RT) D- (0.0465 0.001) exp (-8100 + 466/RT). Statistical analysis of the data indicated that the activation energies are significantly different at the 50 pct level, but not at the 75 pct level, while the D values are significantly different at the 97.5 pct level, but not at the 99 pct level. The differences are thus not as clear-cut as they were for lead. However, bismuth diffuses faster than lead in high bismuth alloys as well as in lead. The high activation energies, more than twice the value calculated from viscosities, are in good agreement with the results of Grace and Derge.' No data were obtained at higher temperatures because of gas bubble formation in the capillary. The kinetics of dissolution of metallic copper in aqueous cupric ammonium carbonate solutions were investigated. The major variables studied were temperature, agitation, and the cupric, cuprous, ammonia and carbonate concentrations. The rates of copper dissolution from rotating discs were determined by measuring the weight loss. The dissolution rate increased with the square root of the disc rpm and doubled when the temperature was increased from 20°c to 40°C.

Expectations for coal in the early to mid-1970s prompted the government and industry to pursue research and development programs to increase underground and surface mining coal Productivity and net coal recovery. Several programs concerned advanced surface mining methods for thin seam coal recovery. Three such programs, along with related areas of interest, presented in this paper are: extended depth augering for trench-strip applications; high recovery auger heads for enhanced recovery; and variable wall mining in low cover longwalls. Conceptual development is examined, prototype testing is discussed, and potential operations are considered.

Actual test specimens used in the previous laboratory wear investigation,' were fully characterized and the data is given in Table 1. THE purposes of this paper are (1) to show that the mineral matter content of coal is satisfactorily represented by the Parr formula; that is, Mineral matter = 1.08 Ash + 0.55 Total sulfur (2) to compare ash-to-mineral-matter ratios with factors by which ash values must be multiplied in order that dry, factor-times-ash-free values shall equal Parr unit coal values; (3) to examine such ash-correction factors and to compare them with similar factors corresponding to certain simplifications or modifications of the Parr formulas and (4) to show that ash-correction factors used for simplification in calculating approximate unit coal calorific values cannot be. correctly used for the conversion of other determined values in an analysis to the unit coal basis, but that each type of calculation requires separate treatment in simplification.

It has been the custom of the Railroad Commission of Texas to hold hearings each month with respect to existence and imminence of waste of oil and gas in Texas and its prevention, and to issue orders restricting the production of oil to the reasonable market demands and allocating production to the various fields in Texas. The practice of designating the actual days during the month on which wells are to be shut down was discontinued in the order for November 1942, and orders issued thereafter contain only the number of shut-in and producing days for the month. Orders issued by the Railroad Commission are divided into two main subdivisions, the first a general shutdown order of all oil wells in the various fields in Texas, and second, the exception of certain fields to this general order. Table I shows the producing days for all of the fields in Texas for 1944 under the first of these classifications : The fields that have producing schedules varying from the general order may be divided roughly into three subdivisions, as follows: Table 2 shows the producing days for certain fields that were prorated as a group throughout 1944. Other fields which were occasionally included with this group were also prorated under the general order and by special orders. The producing days for these irregular fields are shown in Table 4. In Table 3 are listed fields that were exempted from any shutdown days during December 1944, the majority retaining this exception throughout 1944. Certain fields included in the general order were added to this group on the first day of the month shown.

A 6-ft diam core drilling machine has successfully completed seven mine shafts in Virginia and West Virginia to depths as great as 465 ft. There is no practical depth limitation to this new system-a potential method in formations not easily penetrated with other large-scale drilling programs-and higher penetration rates and larger diameters are possible in some formations already being drilled successfully by other methods. The core barrel on the machine is fitted with rolling cutters such as those used on oil field rotary bits, so that less torque is required than with other large- scale drilling systems. The core is made with a wider kerf than is achieved with other coring methods, providing more working room for core drilling.

THE problem of establishing practical techniques for evaluating natural corundum ores arose from the desire to improve the existing purchase specifications for crystal corundum procured by the Federal Government for stockpiling. Such purchase specifications had been developed for a large number of products, including minerals and ores considered to be critical and strategic because of the country's dependence on foreign sources of supply. It will be apparent to anyone considering the subject of purchase specifications that the determination of whether or not a submittal meets the specifications is a prime consideration. Consequently satisfactory specifications for minerals should not only incorporate physical, chemical, and mineralogical requirements that are practical but should also establish the means by which both buyer and seller can be assured that materials meet stated requirements.

It is generally admitted that a god, practical and commercial set of specifications for the use of the many purchasers of cast-iron does not exist. A few good sets are in the hands of large buyers, but even these are very different, contradictory, and not intended to cover a wide range of product. Furthermore, most of them have been prepared to cover but one branch of the industry. It is strange that purchasers of cast-iron have not looked into this question long ago and demanded good, uniform cast-irou. Probably cast-iron has been discarded from many uses because of its failure in a few instances, even though the failure was due to ignorance of the quality of the iron, or perhaps to abnormally bad iron. Some foundrymen seem to consider all gray iron from a given foundry as uniform, especially if they know that it has been made from certain well-known brands of pig.
