IN many ways, the Annual Meeting of the Institute in February was the most successful yet held. Attendance surpassed even that of the 75th Anniversary Meeting in 1947 with its international flavor. The number of technical sessions and the number and quality of papers presented almost certainly set a new record. The banquet was the best attended of any yet held even though the price reached a new high. Despite the demand for almost 1700 tickets to the banquet, some felt that the price-$13.50-was higher than they could afford. There are two points of view: One is that this is the big social event of the year for members and that it is worth from three to five dollars more to have it at the Waldorf and to have a luxury menu, as we did this year, with turtle soup, a fish course, guinea hen for the entree, and wild rice (which we understand is $3.50 per lb) for a vegetable. The other point of view is that a seven or eight dollar banquet of more simple food at the Commodore Hotel would more than make up in appeal, especially to the younger and less well-heeled members, what it would lack in glamour.

INTRODUCTION This paper presents the basic principles which must be followed to create a truly inherently safe mining system. The need to relate the support mechanism to be employed to the ground reaction curve and basic rock mechanics principles will be pointed out. The support system must function in concert with the deformations that are inherent in the selected mining system. Following the support selection, the mechanics for installing support must be developed. This is best done through a cooperative effort between mine engineers, mine operators, safety personnel, equipment sup- pliers, and government inspectors both state and federal. Accident statistics, near miss statistics, review of equipment used by others, geologic features, etc. will necessarily have to be studied. The goal of equipment development and selection should be to develop inherent safety by removing the miner from the hazard area or by providing absolute protection for the miner if he must work in close proximity to the potential fall of ground. COAL is the basis upon which the activities of the industrial nations of the world rest today. In order that the coal industry may bee restored to a reasonably healthy condition, it is essential that both the operator and the miner should understand that they are directly concerned and that their selfish interests demand that they take an active, intelligent, self-sacrificing view of the entire situation and do their part in restoring and repairing the economic structure. Foreign credits, foreign debts, unstable exchanges, destroyed markets, and inability through lack of credit to carry on as before, all require our attention and cooperation. DEEP CONCERN AS TO FUTURE There is deep concern as to the future and a realiza-tion on the part of some of these leaders of industry that they will have to sacrifice their personal time, away from their desks and the details of business, in order to cooperate with other groups in studying the situation and endeavoring to find the best method of utilizing their knowledge in improving conditions and averting further disaster. It is most unfortunate for the country and for labor itself that the labor chiefs are blind to these necessities, and hostile to every effort to secure their cooperation in rebuilding prosperity.

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a1 technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Colum-bia and British Columbia, to give service to users of Portland cement.

Past investigations into the possibility of concentrating the low-grade iron ores of the Gogebic Range in Wisconsin have been hampered by the complex association of the constituent minerals. In part the problem arises from the fact that the iron occurs essentially as two minerals, hematite and goethite, having nearly the same chemical composition but exhibiting different physical properties. Individual grains of these minerals are usually so small that the ore must be ground to a size finer than 325 mesh if substantial liberation of the minerals is to be secured. Appraisal of beneficiation tests on this iron ore requires, therefore, some method of determining quantitatively the contents of constituent minerals in the various products of the beneficiation. Because of the chemical similarity of the two iron minerals, chemical analyses do not provide a means of differentiation. Although the minerals are different physically, they are both opaque and friable, and as the ore must be ground to a very fine size for liberation to be secured, quantitative microscopic methods of analysis are extremely difficult at best. In an effort to overcome these analytical problems, a quantitative X-ray diffraction analysis method has been developed at the University of Wisconsin for the research program on iron ore beneficiation.

Foreword I HEREWITH present some notes on the use of Portland cement to cement in the casing, and for plugging, to exclude water from oil and gas wells, and the methods employed. I have used my best efforts to make each step of the operation of cementing wells perfectly clear. The information is the result of actual experience and observation. The illustrations are from original drawings made especially for this paper. Portland Cement It is not necessary to discuss here the manufacture of cement. Any established brand of the slower setting Portland cements may be purchased with the confidence that it will harden, if properly used, and exclude water from and plug wells efficiently. Setting.-By the setting of cement is meant its initial change from a soft or plastic mortar to a friable solid. After the cement has become thoroughly set it is still very weak and can be readily pulverized in the fingers. Setting is thought to be effected by the crystallizing out of the silicate and the aluminate of lime, which are soluble in water in their anhydrous form. After dissolving in the water they pass to the hydrated state, in which they are insoluble, and hence are precipitated in a crystalline form.

Of the potential applications of nuclear explosives to mining, excavation is perhaps the most obvious and the best understood, and probably the most practical for use in the near future. Large quantities of rock and earth can be moved by proper emplacement of nuclear explosives, but economic and practical relationship must be determined between the known capabilities of nuclear explosives and the required excavating to remove overburden. On an energy yield basis, even the cheapest of the present commercial explosives cost more than the most expensive nuclear explosive. Comparing the energy yield of a megaton thermonuclear device with the yield of TNT shows that one energy yield per dollar is 400 times greater for the thermonuclear device. However, small-yield nuclear devices (a few 10's of kilotons yield) are less efficient blasting materials than chemical explosives, with the result that the heat of explosion is utilized less effectively. While only 1 lb of conventional explosive is required to excavate 1 cu yd of rock, or about 2 million cu yd per kiloton, nuclear devices excavate from 100,000 to 300,000 cu yd per kiloton. This changes the economic situation, and it is thus apparent that nuclear explosives are cheaper only for the large explosions.

AMONG the main interesting developments in the coal market have been the changes that have taken place between the consumer groups. Important signs of these changes began to appear many years ago, but in a modest way, and were apparent only to the few fuel experts making broad statistical determinations. It is doubtful, however, that any of these experts appreciated the significance of their early findings, and perhaps none had the imagination to consider how extensive these changes might be eventually with respect to solid fuels sales and distribution. (Reference here will be principally to bituminous coal.) Railroad Fuel Major changes in coal use did become pronounced after World War II, and it did not take an expert to see what was taking place and how serious the impact was likely to be. First, was the case of the steam and diesel locomotives. The railroads had been considered the best coal customers; they were steady and large purchasers and usually paid a better price than most others. Railroad fuel provided the basic mine realization and it often was the source for operating cash during general market slumps. It was the outlet for 20 pct of the bituminous coal production, as much as 110 million tons in 1946.

INTRODUCTION 1. The application of retreat longwall mining to the North American coal mining conditions is becoming more advantageous as more experience is gained. The productivity results being achieved and potential possible illustrates that this system can be keystone of future underground coal production. 2. In the American coal fields multi-entry is normally practiced as this allows profitable longwall development with existing equipment and systems. Difficulties are being experienced however in the longwall retreat phase by the collapse of multi-entry roadways and excessive use of supplemental support in the following panel tailgates. In some instances the headgate of an operating face can also be in difficulty. 3. Jim Walter Resources Mining Division is developed on a mining plan that calls for three retreat longwalls at each of its four deep mines which have varying depths of cover and immediate roof and floor conditions. The 63 Mine has experienced longwall entry difficulty and there were differing viewpoints with respect to the best development systems to adopt particularily regarding the number of entries and pillar sizes. In an attempt to reconcile these different points of view J.W.R. asked Dr. Wilson to examine the problem and this paper outlines the new approach developed.

WHEN a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be con-sidered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essen-tial wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool, materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered.

THIS paper deals principally with investigations undertaken by the Welding Research Sub-committee of the Welding Committee of the Emergency Fleet Corporation. The general object of the investigations has been to extend the use of welding in the construction of merchant ships and, specifically, to provide a definite basis for obtaining the best economy and efficiency in employing welding in place of riveting in the construction of the hulls of such ships. Composition of Ship-plate Steel The chemical composition of the steel employed in such hull construction varies with the thickness of the plates. Through the courtesy of Mr. H. Jasper Cox of Lloyd's Register of Shipping, the following information may be given concerning the kind of steel plate employed in American Shipyards in 1918 for the hull construction of merchant ships. Lloyd's requirements do not relate to the chemical composition. They require a tensile strength of 58,000 lb. per square inch (40.75 kg. per sq. mm.) for their lower limit and 72,000 lb. per square inch (50.59 kg. per sq. mm.) for their upper limit. For the information of the Committee, Lloyd's obtained from their surveyors at various works data of the carbon content, which is as follows:

The development of blast-furnace practice in America in the direction of large yields is mainly the history of our working since the year 1880, as the advancement that has been made in the last decade is greater than that in the third of a century previous. A new era in the manufactnre of pig-iron began in 1880 with the putting in blast of the Edgar Thomson furnaces. These furnaces at once leaped to the front as pig-iron producers, and have maintained that position—with but one brief interruption—ever since. I shall, therefore, confine myself mainly to a description of these works, showing the changes in design and practice by which these results have been achieved. In order to show more clearly the progress that has been made since 1880, I shall refer briefly to the best work that was done in the ten years previous to that time. The Struthers furnace, in Ohio, was one of the first to attract attention in the matter of large outputs. This furnace was 55 feet high, 16 feet in diameter of bosh, 9 feet in the hearth, and about 8 feet 6 inches at the stock-line. The fuel was raw coal. This furnace, in December, 1871, made 1602

The iron ores of southeastern Cuba present a subject of exceptional geological interest. Their relations to the inclosing rocks are varied and in some cases unusual. The problem of their geological origin is not a simple one and for this reason has occasioned some divergence of views among previous observers. Profiting, however, by these earlier studies and by more detailed field and laboratory observations as well as by the experience of added years of mining, much more satisfactory descriptions and interpretations can now be prepared. Previous Work In 1884, interest in the southeastern coast of Cuba became active among the consumers of iron ore along the Atlantic seaboard of the United States. Active development was undertaken by the Juragua Iron Co., Ltd., a corporation affiliated with the Bethlehem Steel Co., and the Pennsylvania Steel Co. The property of the Juragua company, which is situated about 15 miles east of Santiago, was studied in June and July, 1884, by Dr. James P. Kimball, at the time Professor of Economic Geology in Lehigh University and one of the best known of American mining geologists. Dr. Kimball published on his return two papers, the first important descriptions which we have of the local geology.1 It is

ONE of the properties of copper, which has done much to give it its present prominent place among the useful metals, is its electrical conductivity, a property which has now become the chief criterion of 'the value of the commerical product. In pursuance of that distinctively American principle that, 1' the best is none too good," metal of the highest conductivity is usually called for even where such extreme purity is of no advantage, for instance, in the making of brass and other alloys. The average brass-founder feels nervous unless his copper is so very pure that it shows a conductivity of 99 or 100 per cent., while the character of the zinc used is usually overlooked in his anxiety. Electrolytic refining has made it possible to produce copper of a' very high degree of purity, the metallic impurities averaging but a few thousandths of 1 per cent.; oxygen, usually present in the form of cuprous oxide, bringing the total up to about a tenth of 1 per cent. The published data bearing upon the relationship between chemical purity and electrical conductivity is, however, very scant,' nearly all the work that has been done having dealt with alloys carrying considerable quantities of the foreign elements. In this paper I have brought together the results of experiments extending over a period of several years that have been carried out with the idea of determining the amount of various elements which would lower the conductivity 3 or 4 per cent.-a series of impure coppers rather than alloys. Noranda's Grey Eagle mine and mill, in the Siskiyou Mountains of northern California, began shakedown operations in the late fall and early winter of 1982. This paper describes some of the unique features in mineralogy, milling, and water treatment operation at Grey Eagle. In addition, major start-up problems in the mill and water treatment plant are discussed along with measures taken to correct these problems.

(Canal zone meeting, November, 1910.) A DISTINGUISHED engineer, the active head of a large mining company, has said that surveying attains the dignity of a profession only in the hands of a few men-the few who know how to keep notes that will be understood by even a novice without further word of explanation. Of all mine-records, survey notes are perhaps the most important. The maps made from them serve as a working-guide, and as framework for other data ; and when, from any cause, access to underground workings is shut off, the surveyor's record often becomes invaluable. So seldom does a surveyor have a chance to check underground surveys by making a closure, that he is compelled to rely on the precision of each step of his work for the accuracy of the final result. When data are fully recorded on the spot, the notes, even in the hands of second parties, become evidence of the care and precision with which the surveying was done. It is worth a great deal to be able to pick up the work of a former surveyor where it was left o$; and to be able to carry it forward without retracing from the beginning. The purpose of this paper is to describe the survey-note system of a mine now under my direction, in which underground surveys had to be relied upon entirely for the proper division of rich ore-bodies between neighbors, thereby placing a premium on accurate surveying and permanent records. In survey-work, it soon turns out that paper is the least item of expense, and that little is gained by trying to economize note-book space. For many purposes it is best to record notes on cards or loose-leaves, which may be left in the office at the end of the day's work, and need not be carried into the mine again, there to become smeared with grime and grease. The spectral reflectivity of zirconium in light of 441 to 668 nanometers (nm) wavelengths and air immersion has been determined. Bireflectance and apparent-angle -of-rotation measurements show zirconium to be optically isotropic when examined in light of approximately 484 nm wavelength. There is a direct relationship between bireflectance and the tilt of the basal pole of zirconium from the surface normal. This relationship allows the determination of the spatial orientation of the basal pole of an individual single crystal within a coarse-grained poly crystalline section to within± 2 to 3 deg for angles of basal pole tilt from 0 to 90 deg. In recent years considerable attention has been given to the quantitative determination of optical properties of opaque minerals by use of vertically incident, plane-polarized light. In particular, Cameron' and Cameron et a1.2 have developed criteria for the identification of a large number of anisotropic ore minerals based upon measurement of the apparent angle of rotation and the ellipticity or phase difference of the reflected light. It was shown by Larson and Pickle-simer3 that apparent-angle-of-rotation measurements may also be used to determine crystallographic orientations of grains of noncubic metals. In particular, it was shown that the basa.1 pole orientation in space of zirconium grains can be determined to ±3 deg for those grains with basal pole tilts of 10 to 90 deg from the plane of the section. Another, even more widely studied, optical property is reflectivity. cameron4 has commented upon measurement of the reflectance of plane-polarized, vertically incident light and Bowie and Taylor5 have made such measurements an integral part of their system of ore-mineral identification. Leow6 has reported on the spectral reflectivity of molybdenite and has used reflectivity values to calculate refractive indices and absorption coefficients. Cameron7 has made use of reflectivity values to ascertain aniso-tropic ore mineral symmetry and Piller and v. Gehlen8 have evaluated sources and importance of errors in reflectivity measurements as applied to calculation of optical constants. cambon9 has shown that reflectivity measurements using vertically incident, plane-polarized light are useful in the investigation of metals and in the identification of phases present in alloys. Bronson10 has made preliminary measurements on the optical anisotropy of beryIlium and Mott and Haines11 have published qualitative data on the intensity of light reflected from sections of bismuth, tin, and aluminum when these metals are microscopically examined under crossed polarizing plates. Koritnig12 has correlated the reflectivity of homogeneous solid solutions with their chemical compositions. From the above work and investigations in progress by this author, it is apparent that accurately determined values for the reflectance of vertically incident, plane-polarized monochromatic light from carefully polished surfaces of noncubic metals can prove useful in identification, composition determinations, and crystallographic orientation applications. Finally, reflectivity values, when measured in two media of differing refraction index and related to standards whose spectral reflectivities in these media are known, can be used to calculate optical constants such as refractive index and absorption coefficient. These constants may prove of use to those concerned with problems of electron band configuration. This paper reports the spectral reflectivity of zirconium measured in light of 441 to 668 nanometers (nm) wavelengths and air immersion. It also gives maximum bireflectance values for a prism section of zirconium in these wavelengths and shows how bire-flectance may be used to determine the crystallographic orientation of zirconium single crystals. Because of the lack of information on the reflectivities of the standards in oil immersion, no attempt is made to calculate the refractive indices or absorption coefficients although it is recognized that such values may be of fundamental importance. METHOD Single crystals of zirconium were cut by electro-discharge machining from a single-crystal rod grown from iodide bar by an electron-beam zone-melting process.13 The crystal sections were mounted in cold-setting epoxy resin and mechanically polished to a plane, uniform, bright surface. Each crystal was then chemically polished in a 26/26/43/5 mixture (by vol) of water, nitric, lactic, and hydrofluoric acids to remove the mechanically damaged and smeared surface layer. Final polish was obtained by electropolishing at 30 v in a bath of methyl alcohol and perchloric acid (98/2 by vol) at -70oc.14 Reflectivity measurements were made using a photometer system designed and developed at Oak Ridge National Laboratory and described in detail by Larson.15 Briefly, the reflectivity measuring system consists of a reflecting microscope; a double-beam, null-balancing photometer array; a mechanically driven microscope stage; and a direct X-Y readout of the reflectivity of the specimen relative to its orientation on the microscope stage. The measuring photometer receives its signal from the specimen through a slotted Wright occular placed on top of the photovisual head of the microscope. The reference photometer receives light through a flexible glass "light pipe" from a mirror in the reflecting system of the microscope. Monochromatic light is attained through use of interference filters (15-nm half-peak width pass bands) placed in front of a stabilized Vickers 12 v, 100 w, tungsten-filament, quartz-iodide lamp.

R. H. Sweetser, Sault Ste. Marie, Ont. (communication to the Secretary*):—The recent work of furnace No. 1 of The Algoma Steel .Co., at Sault Ste. Marie, Ontario, using for fuel, first all charcoal, then a mixture of charcoal and coke, and finally all coke, upsets the estimates given by Mr. Hall in the last two paragraphs of his interesting paper. Furnace No. 1 was built for a charcoal-furnace, and it was run on charcoal fuel from March 6 until July 9, 1905; then, for a week, a mixture of charcoal and coke was used, and, since then, coke alone has been the only fuel. It is to be regretted that at no time, during the run on charcoal, was there enough charcoal on hand and " in sight" to warrant blowing the furnace as hard as it should have been blown. During April and May the supply of charcoal limited the amount of blast to about 8,000 cu. ft. of air per min.; in June, to about 8,900 cubic feet. For a few days in July about 10,000 cu. ft. were blown, and then the maximum daily output, 173 tons (2,240 lb.), was reached. At all times the quality of the charcoal was poor, having been made from wood cut from three to four years before. Doubtless this furnace could have produced 200 tons of iron per day, even with this quality of charcoal, provided the supply had been sufficient; and with
