NORMALLY, the Britannia ore mixture contains chalcopyrite and pyrite as the chief sulfide minerals, together with minor amounts of gold and silver and a low zinc content. Reduction is accomplished by jaw crushers underground, followed at the concentrating plant by Symons cone crushers, rolls, and ball mills. The standard flotation practice, evolved during several years of experimentation, provided for bulk flotation of the two sulfides, after primary grinding to only approximately 35 mesh, followed by regrinding of the bulk concentrate, with subsequent separation of the chalcopyrite and pyrite to make a marketable concentrate of each mineral. This so-called standard milling practice has previously been described in detail in U. S. Bureau of Mines Information Circular 6619. A modification will he discussed here. IT SEEMS strange that so many years after the pas¬sage of the first acts requiring registration or licensing of engineers, so few members of the mining branch of the profession are aware of what has taken place. Laws regulating the practice of engineering have now been passed in 19 states of this country, and in many others, such legislation has been proposed. That such laws are necessary for the protection of life, health and property, as is stated in most of them, is doubted by many. That the standing of the engineering profession will be improved by them is certainlyy open to question. That such laws are a welcome addition to the regulation of business by governmental agency, is not likely to be a general opinion. That once more, and in spite of appeals to engineers to interest themselves in affairs of government, an active minority has succeeded in imposing its will on a passive majority, seems but too true. However, the laws are there and information regarding them should be of use and interest to those most directly concerned.

INTRODUCTION The Basalt Waste Isolation Project, conducted by Rockwell Hanford Operations under contract to the U.S. Department of Energy, is assessing the feasibility of the disposal of commercial radioactive spent fuel/high-level waste in deep geologic formations in basalts beneath and within the Hanford Site in southeastern Washington State. The Basalt Waste Isolation Project mission is to identify and characterize a potential geologic repository site in basalt and to develop associated facilities and technology required for the potential permanent isolation of radioactive wastes in basalt formations. In support of the Basalt Waste Isolation Project, a laboratory testing program was conducted to evaluate the performance of the Council for Scientific and Industrial Research's "Doorstopper" biaxial strain cell. To support site characterization studies and the design of repository openings, in situ stress measurements will be conducted within the reference repository horizon (~970 m). The Doorstopper is one of the instruments being considered for use in these measurements. It was selected because it requires only a small volume of work to achieve stress relief, which is important in a closely jointed basalt. Also, test durations are short, permitting a large number of measurements to be made within a given time to increase confidence in the results. Within the reference repository horizon, temperatures are expected in the range of 40º to 60°C with a humidity of up to 100%. For this testing program, test conditions were selected to closely resemble those expected within the repository horizon. The Doorstopper test, mainly developed by Leeman (1964), is a strain rosette relief method of measuring rock stress in situ. The Doorstopper consists of a four element, 45º strain gage rosette

Coal refuse slurry impoundments are dams constructed of coarse coal refuse to impound fine refuse (slurry) and water (25 to 30% solids). Both products are waste from coal preparation plants. A number of these structures in West Virginia, Pennsylvania, and Kentucky were investigated to determine embankment stability. During the investigation a variety of embankment designs were encountered. The investigation determined the soil and geological characteristics of the embankments and the sites. This was accomplished by a test drilling and monitor installation (observation wells and piezometers) program, geologic study, and large-scale mapping which allowed subsurface profiles of the embankments to be constructed. The laboratory testing program concentrated on textural classification of the coal refuse, permeability, and determining strength parameters to be utilized in the stability analyses. For the stability analyses, the modified Fellenius slip circle, simplified Bishop slip circle, and analysis for translational failure were utilized. In all stability analyses hydrostatic pressure and seismic acceleration probability were considered. This investigation indicated that 62% of the embankments analyzed were in a stable condition. The coal seam, the type of roof rock, and the gradation of the refuse influence the degree of compaction obtainable and the permeability of refuse. The shear strength of coal refuse appears to be controlled by its composition, moisture content, degree of compaction, amount and grain size of fines present. This investigation demonstrated these embankments should not be treated as pure state-of-the-art dams consideration must be given to the particular properties of coal refuse and the total refuse disposal system. Refuse dam slurry impoundments generally lack the site selection phase that is standard practice with siting most other types of dams.

FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. " Whether an iron-ore should be roasted is a question which very seldom arises ; at least, this question seldom ought to arise. With the exception of the red impalpable oxide, the whole series of ironores require roasting—even the specular iron-ore, if it is very compact—but the best oxide, if too compact, works badly in the furnace. All other ores should be subjected to calcination. Some ironmasters are in the habit of using the hydrates raw, but this should riot be done where clay-ores are smelted or where the hydrates contain either chlorides or phosphates. But in the latter case, the pig metal will be cold-short if there is too much phosphorus. Under all circumstances, however, it is best to roast the ores if we expect good metal and well-regulated furnace operations. " The object of roasting ores is to produce higher oxidation and to expel injurious admixtures. In both cases liberal access of atmospheric air is required ; we should, therefore, so arrange our roasting operations as to fulfil these conditions, from which it will appear that different ores require different treatment."* The above may be considered an extreme, and perhaps erroneous view; but there is no question as to the absence of a general appreciation concerning the value of preparing ores of iron for smelting in the blast-furnace.

THE essentials of the electrolytic zinc process, as now used in commercial plants, date back to work done by Letrange in 1881. He used sulfuric acid to leach roasted sulfide and ,oxide ores, purified his solution very much as we do now, and electrolyzed the purified zinc sulfate solution. Ten years later Hoepfner developed a process using chloride solutions, and built three plants. One in England operated until 1924 in one of the works now merged in the Imperial Chemical , Industries, Ltd. Ashcroft built a plant in 1898 in the Broken Hill district of Australia. He used both chloride and sulfate solutions.. While his work failed, the aid his published results have been to later workers has made him an outstanding contributor to the de- velopment of the electrolytic zinc process. A good deal of work was done in the following years, aiming to electrolyze zinc chloride solutions and fused zinc chloride. Quite a bit of work on sulfate solutions was also done in the last years before the war. With the outbreak of the war, metal demand and rise in metal prices provided the stimulus which resulted in the remarkably rapid commercial development of electrolytic zinc. In this last period of development, all the work brought to commercial fruition has been with sulfate solutions. The high-density process, or the Tainton process, is used, as you know, in the Sullivan electrolytic zinc plant at Kellogg, Idaho, and will be used in the Evans- Wallower plant now being built at East St. Louis. The low-density process is used by the other plants now operating in the United States and other countries. There are now in operation and under construction four electrolytic zinc plants in the United States, two in Canada, two in Italy and one each in Australia, Rhodesia, Poland, Norway and Germany.

The authors of the paper above mentioned have sent the following statement to correct erroneous com-ments and implications in their article with the re-quest that it be published: "In the above mentioned article the reference to Bendelari jigs is used in the generic sense as applying to the mechanically driven diaphragm jigs. No attempt was made to dif-ferentiate between the various machines as installed on different dredges. The Natomas Company use a jig of their own manufacture. The Yuba Company installed the Placer jig as manufactured by the Pan American Engineer-ing Company. "The Pan American Engineering Company also manufactures the Crangle jig under their own name. This is a diaphragm jig in which the pulsations are produced by intermittent flow of water through the patent Crangle Valve and it has no driving mechanism."

THERE is at least one concrete indication that Soviet Russia's two most important iron ore producing centers are seriously depleted. While keeping in mind Russia's penchant for reverse propaganda, one piece of evidence indicates that Magnitugorsk in the southern Urals and Krivoi Rog in the Ukraine have been mined to a point where lower grade ores are being recovered. An article in Pravda, Soviet newspaper, by I. P. Bardin. a Russian metallurgist, says that ore presently mined must undergo an expensive enriching cycle before it can be used in blast furnaces. Com- pounding Russian metallurgical troubles is the low quality of coking coals. High ash and sulphur content typifies the coal Badin talks about. Coal from the Ukraine, Eastern Siberia, Kazakhstan, and the Far East requires extensive treatment before it can be used, according to the article in Pravda.

Considerable work has resulted in the development of a formula by which the strength of coal pillars for an L to T ratio of up to 12 may be estimated. One of the factors involved in this formula is the coefficient of friction between the coal pillar and the adjacent rock with which it is in contact. This paper presents the results of studies on sandstone, limestone, shale and coal and the coefficient of friction between coal and the other three under wet and dry conditions. With the coefficients of friction thus determined and the use of results obtained earlier by Meikle and Holland, it seems probable that coal pillar strength may be more closely estimated. Several investigators1-3 have found that the com-pressive strength of cubical coal specimens can be correlated by an equation such as

Laboratory permeability measurements at elevated pressure and at temperatures ranging from 20º to 150°C have been conducted on samples of Ironton-Galesville sandstone. The purpose of this testing was to identify and characterize important physicochemical processes occurring in association with the injection and withdrawal of heated ground water at the U.S. Department of Energy's Aquifer Thermal Energy Storage (ATES) field site in St. Paul, Minnesota. Results indicate that permeability decreased significantly as temperature was increased and that dissolution of the dolomite and silicate cementing agents and accompanying changes in mechanical properties may occur in the heat storage aquifer at St. Paul. Further, loss of permeability with temperature in laboratory samples may be caused by the change in the mechanical structure of the sample. Tests at ambient temperature to evaluate the effect of particle migration under conditions of reversed flow indicate that this process will not significantly impair formation permeability at the St. Paul site.

THE early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 334 million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20° to 90° and some are on the invert in, many sharp folds and faults. PLANNING The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been maintained. Locations of stripping areas are determined as follows: 1. By constructing cross sections over the areas and drilling sufficient diamond-drill or well drill holes to study the strata and to determine the location, thickness and pitch of the beds.

Johnstown is the site of the extensive iron, steel, and wire-works of the Cambria Iron Company. It is situated at the western base of the Alleghany Mountain, 275 miles from Philadelphia, and 78 miles from Pittsburgh. The valley in which the town and its ironworks are located, has an average elevation of 1160 feet above tide water. Johnstown, in its main features, is a modified duplicate of Pittsburgh. It is located at the confluence of the Little Conemaugh and Stony Creek rivers, which, by their union, form the Conemaugh River, just as Pittsburgh is situated at the junction of the Allegheny and Monongahela rivers, which together make the Ohio River. The site of Johnstown is in a cutting through the lower productive coal measures, 500 c feet deep, with steep slopes along the valleylimits, exposing, in sharp-cut terraces, the outcrops of the coal and iron-ore beds; the whole surmounted by the shales and sandstones of the barren measures.

Streams and rivers are the principal channels into which the weathering products of rocks and their contained ores are funneled. The inorganic load of a stream system is a crude sample of all the earth materials in the drainage basin of the stream, and the heavy mineral assemblage of sediments is one of the oldest and most successful guides to certain kinds of bedrock ore in unexplored terrain. Early application of this method was made possible by the ease of separation and identification of heavy minerals in the field with the simplest equipment. Water analysis for traces of base metals became a practical possibility about eight years ago with the development of rapid chemical tests that could be carried out at the field site. Since that time the water method has been widely used in mineral reconnaissance, and a substantial number of discoveries have been reported. Here again, the techniques developed for this work were relatively simple and could be performed easily at the field site.

MUCH has been said and written of the "Big Inch," of the terrific obstacles encountered in its construction, of the colorful and tough men engaged in its building, but little has been publicized of the engineering and economic problems behind the scenes. Long before Pearl Harbor it was apparent to the petroleum industry that a critical oil shortage could be expected along the Atlantic seaboard, owing to delay in tanker deliveries as a result of convoy movements, and to allocation of vessels for foreign shipments. This area, with a normal consumption of approximately 1,800,000 barrels per day of oil and products, was almost entirely supplied by tanker. Pipe lines supplied an average of only 20,000 barrels per day in 1939, 40,300 barrels per day in 1940, and 55,000 barrels per day in 1941. A small amount of oil and products was also delivered via barge.
