This is also the case in the production of ferrovanadium, where, increasingly, materials such as discarded capacitors, spent catalysts, slag, dust and sludge are used. As the V-content in the raw material varies greatly, the demands on process technology are very high. The share of perturbing elements depends very much on the source of the raw materials, which, in turn, makes a corresponding optimization of the various refining steps necessary. The raw materials are mostly available as oxides, which means that carbon, silicon or aluminium are used as reducing agents. Thermodynamic calculations were used to show especially the behavior of vanadium and phosphorus at different process conditions.

"A SHORT WHILE AGO I enquired about The Mining Society of Nova Scotia. In all honesty I was apprehensive about addressing such a body if it was highly geared to the technical aspects of discovering and obtaining mineral resources. I was told that this would not be the case. Rather, there would likely be in attendance a broad cross section of people from business, industry and government and from across Canada and the U.S.A. Thus there would be an interest in a free-wheeling discussion of the prospects for industrial development in Cape Breton. Accordingly - being one who hates to miss an opportunity - I intend to exploit the invitation of your executive by being, over the next short while, frankly promotional. I would like to talk about what I consider to be some of the most important attributes of Cape Breton for industrial development and identify some of those prospects. Secondly, I will quickly review some of the things the Cape Breton Development Corporation is doing these days to stimulate some of that industrial development."

Waste filling has been employed for many years for supporting the walls of stopes and preventing failure and subsidence of the surrounding and overlying rock formations, and its effectiveness for this purpose has long been recognized. It is used for permanent support in ground where timbering (including square-setting) is inadequate for more than temporarily supporting the walls of the excavations. It should be rioted, however, that effective as a good, solid fill may be in resisting heavy side pressure and direct weight, its usefulness for supporting large areas of back and preventing breaking and movement of the overlying rocks is limited. Even the strongest and most uniform rocks will break if the unsupported span becomes too great; and since filling cannot be packed tightly against a horizontal back there is always a possibility of the back breaking and consequent subsidence if the maximum self-supporting span is exceeded. Planes of separation, such as bedding and fault planes, slips, and joints, are common in all rock masses; these may occur above the stoping area where their presence cannot be ascertained by observation. If too much reliance is placed upon filling for the support of a large horizontal area of back (as contrasted to support of vertical or steeply inclined walls) large masses of rock may break along a. plane of weakness, compress the fill, and leave an open space into which caving of the overlying rocks may continue until the space is filled. In this paper the term "waste filling" includes any filling material other than ore - waste mine rock, rock from surface quarries or opencuts, sand and gravel, mill sands, or slags from smelting operations.

The fatigue-failure characteristics under high-frequency (10 KHz) cyclic loading were determined for a marble, granite, and quartzite. The rock speci-mens were cyclicly loaded (using a high-power piezoelectric sonic transducer) at a constant strain amplitude generated by forming a longitudinal standing stress (strain) wave in the cylindrical test specimen. The number of load cycles required to fail each rock type at a given strain amplitude was deter-mined. The fatigue fractures were tensile in nature and the fracture load amplitudes were as low as 30 pct of the static tensile strength. Also the internal heating of the rock caused by the material damping (internal friction) was measured. The damping and internal heat generation in the specimens was analyzed to show that nearly all of the power input can be accounted for as a change in enthalpy in the specimen. Using these results the thermal strain in the rock was calculated to evaluate its contribution to fatigue failure. The thermal strain was found to range up to 30 pct of the dynamic strain amplitude depending on the load amplitude and the number of load cycles. The specific energy required for failure was determined and possible applications of the high-frequency fatigue fragmentation process are discussed.

The Rise and Shine Shear Zone is a mineralised low-angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. The zone is commonly believed to be similar to the actively mined Macraes deposit. The Rise and Shine Shear Zone occurs in the immediate footwall of the Thomsons Gorge Fault, a regional scale Cretaceous normal fault that juxtaposes chlorite zone schist against biotite zone schist. Most mineralised rocks are deformed and record a progression from early stages of semiductile deformation to more brittle cataclasis. Folds in mineralised rocks trend northwards. The mineralised schist is hydrothermally altered with variable silicification, sericitisation, chloritisation, replacement of titanite by rutile and carbonate alteration. Gold is associated with pyrite and arsenopyrite and occurs in both ductile and brittle microstructures. Sheared and mineralised schist is cut by north-striking fault zones which host mineralised quartz veins. Veins in the shear zone contain hydrothermal albite. Trace element analyses show enrichment in As, U, Th and rare earth elements. Many of the above features are similar to Macraes deposit, but there are important differences. In particular, the Macraes deposit is hosted in lower grade rocks and truncated beneath by a normal fault, Macraes has no U or Th enrichment, Macraes veins have no albite and folds at Macraes trend NW-W. Rise and Shine mineralised rocks have no Cr enrichment and no hydrothermal graphite.

"In our increasingly competitive market, attempts to improve productivity by increasing axle loads have placed more severe demands on rails. CP Rail thus requires stronger, tougher, and more wear-resistant rails from steel manufacturers. The choice of any rail steel is always a compromise between technical and economic factors. The technical assessment of a candidate rail consists of laboratory and field testing. Laboratory evaluation of rail steels cannot adequately model many service conditions and must, therefore, be supplemented by long-term field testing. The field testing conducted on CP Rail is the subject of this paper.Long-term, in-track, assessment of candidate rail steels begins with the selection and re-laying of a test curve representative of the intended service with both the candidate rail and a control rail steel (i.e. the present intermediate or premium rail standard). The wear performance of the candidate rail is evaluated, in relation to that of the control rail, using data obtained with a rail profilometer developed by the Research and Development Department of CP Rail. Qualitative observations are also periodically made to evaluate the relative susceptibilities of the two rail types to surface defect formation. Testing continues until stable metal loss patterns are achieved. Relative life predictions are then made and detailed monitoring of the test site is discontinued.CP Rail's in-track assessment program for premium rails has resulted in the establishment of a new CP Rail premium rail standard - low-alloy, head-hardened, rails have replaced high alloy rails. The wear/fatigue lives of these new premium rails exceed those of our previous standard by more than 50%, and they also exhibit excellent weldability. CP Rail will continue to evaluate new premium and intermediate strength rail products."

An evaluation was made of one of several improved underground communication systems sponsored by the U.S. Bureau of Mines. The system evaluated was installed in a typical metal/non-metal room and pillar mine and utilized UHF repeaters connected to a unique distributed antenna and passive reflector system which provided mine-wide communications. A microprocessor controlled data collection system was assembled and installed for the evaluation. Data consisting principally or times and durations of messages and identities of the originating transceivers was collected between February and August of 1982 (6 mos.). Analysis of the data shows that the principal benefits are reduction in time required for unscheduled maintenance and repair, enhancement of safety, and better coordination of production activities. A cost benefit analysis shows a net benefit over cost, although it is also concluded that the capacity of the system is greater than can be justified by current activity in the mine.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. PACMANUS is an actively-forming seafloor analogue of volcanic-hosted massive sulfide orebodies, situated on the crest of an andesite-dacite-rhyodacite ridge overlying rifted older arc crust in a back-arc basin. Hydrothermal deposits range from Mn-oxide crusts to Cu-Zn-rich massive sulfide mounds and chimneys containing significant Au and Ag. Preliminary data suggest a substantial magmatic component to fluids and metal sources, and we speculate that PACMANUS is the cap to a complete hydrothermal system including subvolcanic and intrusive-related mineralisation.

STATISTICAL data on injuries and employment pertinent to metal mines and to their mills, and/or processing plants are presented in this Information Circular for the calendar year 1960. The information pertains to metal mines, as well as ore-dressing plants and primary nonferrous smelters, refineries and reduction plants, and their auxiliary works. These data are voluntarily submitted annually to the Bureau of Mines by the operators, and contribute greatly toward the promotion of safety in the mineral industries. The data presented are classified according to the principal mineral produced and include information on copper, iron, lead-zinc, gold-silver lode, gold placer, uranium-vanadium and miscellaneous metals. A breakdown of miscellaneous metals by commodities is shown in table 19, page 41. The data also relate to workers engaged in production, exploration, development, construction, and maintenance and repair work, as well as supervisory personnel and office- workers at the mine or plant site. Methods of Coal Preparation Fundamentally, the object of coal preparation is to increase, economically, the value of a fuel by making it more suitable to the uses of the consumer. This can be accomplished in three major ways: 1.Screening or sizing 2.-Mixrng or blending 3.-Cleaning By combinations of any or all of these methods we can prepare coal to meet standard specifications-a process of standardization which is the more desirable the more nearly it approaches the unvarying quality of packaged goods, where the package you buy today and tomorrow is the same as that you bought yesterday. It should be noted that it is readily possible to get good cleaning and still have poor preparation because of faulty screening and mixing, and, on the other hand, it is possible to get a passable grade of cleaning, combined with good screening and mixing facilities.

Remote sensing, in general, is the recording of light and heat from a planet's surface within a certain range of the electromagnetic spectrum. For the Earth, systems capable of this recording are the MultiSpectral Scanner (MSS) and SLAR. The former is the recording system used in satellite and will be discussed in the next section. SLAR stands for Side Looking Airborne Radar. This device sends invisible radar waves which illuminate the Earth's surface. The reflected waves are subsequently recorded as images. The system can operate through darkness and dense cloud cover, and is particularly suited for the study of geological structures at both large and small scale (Wayland 1976). Remote sensing techniques are now widely being made use of in mineral exploration, especially for those last remote 'sanctuaries' where geological data are meagre or non-existent. For places like Borneo, West Irian, the Amazon Basin etc. remote sensing, in the form of both satellite imagery and SLAR, is of considerable help, in fact more often than not the only help, to delineate geological provinces, geotectonic domains and meaningful lineaments. In the case of New Zealand, well made geological maps at scale 1:250 000 by the Geological Survey are available to the public and these provide useful preliminary grounds for the selection of target areas. However, even in this case LANDSAT imagery can be of aid as will be shown later.

"Fluorspar mining occurred in the St. Lawrence area from the 1930s until the mid 1980s. In 2013, CFI discovered a new ore body, the AGS vein, which proved amenable to more economic open pit mining methods. A new mill was designed to produce 200,000 tonnes per year of high quality, acid-grade fluorspar concentrate. The simple mill flowsheet includes crushing, dense medium separation (DMS), grinding, sulphide flotation, pulp thickening, fluorite flotation, thickening, and concentrate filtration. The type of flotation cell used is being installed for the first time in North America. Site clearing commenced in the spring of 2016, followed by mill building erection completed by the fall of the same year. Civil and mechanical installation as well as site-wide construction was completed by the end of September 2017. Commissioning commenced, and at the time of paper submission mill production is on track to ramp up to full capacity by the beginning of 2018. This paper will focus on the use of fluorine NMR analysis applied to fluorite and the development of on-stream analysis, flotation cell selection and the decision to install the new cells, and the water control program designed to maintain process control with the least possible environmental impact.HISTORY St. Lawrence is located on the south-eastern coast of the Burin Peninsula in Newfoundland and Labrador. The first occurrence of fluorspar in the St. Lawrence area was recorded in 1843 by British geologist J.B. Jukes (DNR 2010). Fluorspar was likely extracted in small quantities prior, however commercial fluorspar mining did not commence until 1933 at the Black Duck Mine. The Black Duck Mine operation processed ore by washing and screening – acid-grade was hand-picked from the oversize, the undersize was sold as a lower grade product. The Black Duck Mine was closed in 1941 (Wilson 2010). The American Fluorspar Limited (New Fluor) commenced operations on the Director vein in 1936, and was bought by Alcan in 1942 (Cooper 2012). Alcan also developed the Iron Springs as well as the Tarefare deposits. The Black Duck Mine mill had closed, and a new mill was built. This new mill crushed the ore prior to dense medium separation, the sinks of which were sent to Quebec for use in Alcan’s aluminum smelter (CFI 2016). Alcan shut down it’s mining operations in 1977 due to the dropping price of fluorspar as well as labour disputes. In 1986, the British-based Minworth Limited began producing ore from underground at Blue Beach North and Blue Beach South, as well as from open pits at Tarefare and Director veins (Cooper 2012). A new mill was built by Minworth in order to process the ore using flotation to produce an acid-grade concentrate. The low price of fluorspar caused Minworth to shut down operations in 1990. Whilst exploration has been ongoing, no mining had occurred in the area since 1990."

Publications on hard rock tunnel support design in the South African mining industry have originated primarily from the goldmines during the past 50 years. Little has been published to date on the platinum and chrome mines of the Bushveld Complex. This paper covers the search for a suitable design methodology for off-reef tunnels at Impala Platinum Mine, situated on the Western Lobe of the Bushveld Complex. The fall of ground accident statistics for off-reef excavations of the mine are presented and the available rock mass quality evaluation systems are reviewed. The Q-Tunnelling Quality Index (or Q-Index) is selected because it assesses the important driving factors behind falls of ground at Impala. Two off-reef excavations are evaluated using the Q-Index, and it is shown that minor modifications are required for implementation at Impala. It will take some time before support design throughout the mine is based on the outcome of proper geotechnical investigations based on the Q-Index. Widespread implementation of such support designs should help to solve the fall of ground problem in off-reef excavations while at the same time reducing support costs.

The phosphorus content of the banded iron formation (BIF) and of the associated iron ore deposits in the north west of Western Australia is known to vary widely, a fact which has considerable econ~mic significance. Trendall and Blockley (1970) have described the variety of textural appearances of apatite in the Hamersley Group BlF, and suggest that apatite may account for the entire phosphorus content of the unaltered BIF.A preliminary investigation using an M.A.C. electron microprobe analyser has shown that, at least in some iron ores and in partially enriched BIF and associated shales, the phosphorus occurrence is more complicated than this. A suite of samples was examined from one location which covered the entire Dales Gorge Member and some adjoining macrobands in the Mt. McRae shale, together with samples selected for their high phosphorus content, degree of ore enrichment, and position relative to the enrichment zone. Calcium apatite was not observed in any sample of ore from this sequence, despite its ubiquitous occurrence in the BIF. Silicate mineralogy in the enriched regions also differs from that in the BIF, but this change has not yet been studied in detail.The phosphorus content of goethite in one orebody is often high and appears to be in solid solution in the goethite structure. It shows little or no variability on a micro-scale within a grain, except where theremay be a zoned enrichment near boundaries and solution channels. There is also a limited solubility of phosphorus in hematite (the maximum observed by the author is 0·1 per cent P); but where the hematite is martitic (after magnetite) its phosphorus content is always low or zero. In some bands, martitic hematite has been hydrated to goethite, and this also has a very low phosphorus content. Phosphorus was not found in the silica or silicates in the ore, and even when iron enrichment is just beginning, a limited suite of samples from the BIF suggests that the phosphorus content of the chert microbands is almost entirely in the microscopic goethite nuclei (after riebeckite) scattered throughout the chert. The ADS system was developed to reduce accidents related to haul trucks operating under low visibility conditions in surface mining and construction sites, which is based on the GPS, mesh-wireless networks, and the Google-Earth 3D graphic engine as the graphic interface and mine-mapping server. This system has the capability to pin-point and track vehicles in real time using a 3D interface, which is based on user-based AutoCAD mine maps using the Google-Earth graphics interface. All equipped vehicles are shown in a 3D mine map stored in a local server through a wireless network. When low visibility conditions are present, the system indicates available exit/escape routes for driver safety. The research results indicate that the ADS system potentially increases reliability and reduces uncertainty in open pit mining operations by customizing the local 3D digital mining map, constructing the truck 3D models, tracking vehicles in real time using a 3D interface and indicating available escape routes for driver safety.

Dissolved and suspended solids are present in the free water of tailings ponds. This Bureau of Mines study was designed to identify the influences of the slime zone in preventing these solids from reaching the environment outside the tailings pond. The finite-element method was used to determine the rate of discharge of subsurface water from the Van Stone tailings pond in northern Washington. The slime zone was sampled and tested for the first time, and results were interpreted and incorporated into the mathematical model. Computer results were verified by installing and monitoring piezometers in the field and by a simulated (16- by 1/2- by 3 foot) laboratory model. Output from the numerical model defined critical seepage zones and revealed that proper pond design and maintenance can reduce pond seepage losses to a minimum. Minimization of seepage requires maintaining the pond water level over the slime zone. Sufficient physical, chemical, and limnological data were collected and analyzed to conclude that the only realistic reflection of synergistic effects is obtained by study of the indigenous biota in combination with quantitative chemical and physical data. Proper planning and management of the milling and waste disposal operations are the key to minimal pollution.

Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.
