The South African Minerals Development Act (?the Act?) has been promulgated and will come into full force and effect once it is gazetted. Thereafter, all Old Order mineral rights will have to be converted into New Order mineral rights within a 5-year period, probably by the end of 2008. The conversion of rights will be achieved only with the demonstrated inclusion of empowerment groups in the conversion applications. In addition to the Act, the first draft of the proposed Royalty Bill (?the Bill?) was released during the week beginning 17 March 2003. Comments on the Bill?s contents had to be submitted before 30 April 2003. The contents were to be considered in terms of applicability and acceptability to the South African minerals industry, where after proposed comments and suggested amendments were to be submitted to the relevant State Treasury office. Specifically referring to the Bill, the general response from the industry is one of concern. Since any royalty is tantamount to a tax, the general feeling is that the current mining taxation rates are already internationally competitive and to increase these effective rates, notably at differing rates depending on commodity type, will have an adverse impact on the South African mining industry. A number of these impacts can be mitigated to some degree, depending on the flexibility of the State to address the major concerns.

Testwork at Goedehoop Colliery showed that fine coal, essentially?150 microns can be successfully beneficiated using froth flotation. Both conventional and column flotation were tested. It was found that the traditional stirred tank type of flotation machines used in conventional flotation produced the best recovery of fine coal. After extensive testwork it was decided to develop a flotation machine on Goedehoop Colliery that would combine stirred tank and quiescent column technology. It was thought that this design would give the best combination of recovery and selectivity. The Multicell was developed and is producing results acceptable for Witbank coal flotation. As amostras foram submetidas a testes de usinagem de curto tempo. Os compósitos com 70% de AlN foram utilizados como ferramenta de corte e apresentaram resultados satisfatórios para os parâmetros de corte. Análises de Microscopia Eletrônica de Varredura (MEV) permitiram a análise da microestrutura e o desgaste da superfícies após os testes de corte.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Itmann No. 3 Mine, located near Mullens, West Virginia. The electromagnetic environment created by 250-volt-dc and 550-and 950-volt-ac machinery in two longwall panels was measured and is reported. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. It is recorded using broadband analog magnetic tape, and the noise data is later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific, measured results are given in a number of spectral plots and amplitude probability distribution plots.

THE North Mount Lyell Mine is situated on the southern side of Mount Lyell at an altitude of 1750 ft. above sea-level. The average rainfall is 117 in., and there are generally several light falls of snow during the year. Despite the heavy rainfall, which is fairly evenly distributed over each of the twelve months, the climate is equable and not unduly rigorous, and, provided that the mine employee is suitably clad, it is only on exceptional days that he experiences any discomfort by becoming wet journeying to and from the mine.The majority of employes reside at Queenstown, and are conveyed by special trains to and from the top of the haulage, which is less than a mile from the mine. The mean surface temperature at the mine is 46° F., with a maximum variation from 26° F. to 85° F., the relative humidity generally being higher than in other districts. The rock temperature is 48° F. on the 200-ft. or Main Adit level, and 54° F, on the 1200-ft. level, giving a rise of 6° F. for 1000 ft. in depth.The ventilation of the mine is natural, the downcast being served by the Crown and Blocks shafts and the Crown mullock pass, and the upcast air is carried away from the workings by the Main shaft and the Nos. 1 and 2 mullock passes. The quantity of air circulating varies from 25,000 cub. ft. to 35,000 cub. ft. per minute, the greater quantity moving in the colder weather. The downcast air in traversing the wet shafts becomes saturated and enters the level at the rock temperature of 54° F. in winter and about 56° F. in summer, while temperature readings of the outcast air indicate that it varies very little.In the southern end of the mine the Blocks shaft downcast air upcasts through the different stopes, and their mullock passes, to the level above for each level to the 700-ft. level, where it passes to one of the main uptakes. The Palabora Mining Company has successfully extended the life of its operation by developing a 30,000tpd block cave underground mine below the now closed open pit. The process of transitioning from surface to underground mining has been technically, operationally and managerially challenging. This has been due to a number of factors; in particular, the development of a block cave in a very competent rock mass. The competence of the rock mass is clearly demonstrated in the open pit that preceded the block cave, one of the steepest deep open pit excavations in the world. With cave breakthrough, however, the pit was ?instantaneously? deepened by 400m causing a major failure of the northwest wall involving close to 100Mt of waste material.

The Mouat mine, Nye, Mont., was reopened in 1953 by the American Chrome Co. under a Defense Minerals Production Administration contract. Operations were terminated in 1961 after completion of the contract. Mining methods employed during this period are described in detail, and cost data are presented by years for 1953 through 1959. Ultramafic rocks of the Stillwater complex in Montana contain the largest domestic resource of chromite, and the Mouat mine has been the largest producer. Mine reserves were estimated in 1960 to be about 4.4 million tons containing 22.5 percent Cr203. The chromite deposits occur as a series of overlapping bands or lenses roughly paralleling the steeply dipping layers of the complex. Only two of the chromite layers have proven to be of economic importance. One layer is 2 to 1.6 feet wide; the other is 3 to 8 feet wide. Shrinkage stoping was generally used throughout the mine, but various methods of ore breaking, scope drawing, chute construction, etc., were tested to improve output and lower costs. Long-hole stoping proved to have limited use. Breasting down benches, developed outward from the center of the stope with air-leg drills, was satisfactory only in wider scopes. At the close of operations, the company had standardized the use of lightweight stopers to advance a flat back by breaking from a centrally located face. Mining costs were reduced 47 percent during 7 years of operation.

A complete service system was established for the monitoring of personnel exposure to N02 based upon the use of passive dosimetry. This system is structured such that minimum effort is required of the user: manufacturing, analysis, reporting, and record keeping functions are provided by the service organization. A field evaluation program was carried out in a dieselized mine to assess the performance of two passive dosimeters, the Walden GASBADGE TM dosimeter, and a tubular dosimeter developed at New York University. Side-by-side comparisons were carried out to evaluate dosimeter suitability for monitoring in the field, and to assess relative accuracy characteristics.

The mining sector, which has an important place in terms of raw material and energy supply, is referred as a sector with one of the highest fatal accidents in comparison with other sectors. In this century, where occupational health and safety awareness has increased, it is important to review the past accident statistics and to determine the current deficiencies by using the information in the inventory. In this study, the Malmquist total factor productivity index (MPI) has been utilized to investigate the changes in the work accidents occurring in the Western Lignite Corporation (Turkey), where underground and surface production methods are applied, and to determine the measures to be taken. According to the results obtained, both the decrease in production amount and the increase in the number of accidents caused inefficiencies during the period in concern due to the expected 10-year economic life of the mechanized system operating in the underground production panel that came to an end in 2007 and the flooding took place in early 2017. Compared with the underground operations, it has been determined that production can be carried out at the appropriate scale despite the heavy working conditions encountered due to the changing climatic conditions and the progress of production in the surface operations.

The approximately 2800 Ma old Ventersdorp Contact Reef is a unique Witwatersrand orebody, from which about 6% of the world?s gold production is derived. A major portion of this production is mined at depths exceeding 2500 m and deepest levels of mining are at about 3600 m. The orebody?s hangingwall consists of volcanic rocks. This differs from the older Witwatersrand orebodies, which have quartzitic hangingwalls. The thickness of the Ventersdorp Contact Reef is generally about 1.20 m, but is highly variable, at an average dip of about 18°. A pronounced unconformity beneath this orebody is also expressed by varying footwall rock type characteristics and frequent rolling of the reef plane. These rolls follow topographic variations of the palaeo-surface. More geological than rock mechanics studies were performed on the Ventersdorp Contact Reef prior to 1992. Recently, however, a multidisciplinary team comprising various rock engineering and geological disciplines has delineated geotechnical areas by a novel technique. Geotechnical areas are defined by distinct footwall/hangingwall rock assemblages. The presence of three footwall and two hangingwall rock types results in the definition of six geotechnical areas across a distance exceeding 60 km, including about 10 gold mines. Distinct rock mass behaviour has been documented in three of the six geotechnically defined areas. Different rock mass behaviour is expressed by features such as mining-induced fracturing, closure rates, fall of ground characteristics and seismic character. Some geological features override the rock mass behaviour as defined for the individual geotechnical areas. These are undulations of the orebody or the frequency, characteristics and attitude of major discontinuities. It is concluded that the concept of geotechnically subdividing orebodies is not only important for facies delineation and the associated grade, but also needs to be considered for safety aspects, in determining factors such as the appropriate support to be employed.

"IntroductionTITANIUM is probably the most widely publicized metal today. Much has been written, both in the lay press and the technical press, about its properties and potentialities. In view of the fact that Canada possesses large quantities of titanium-bearing ore, and could conceivably become a major producer of metallic titanium, it was felt that a paper dealing mainly with the physical metallurgy of titanium would be of interest to this Institute. This paper is concerned chiefly with the useful properties of titanium and its alloys and the fundamentals governing the modification of its properties by alloying.Physical Properties of TitaniumTitanium belongs to a family of metals that have been termed 'gas sensitive' (I), because their mechanical properties are altered by certain gases which they readily absorb and retain. Other metals of this group are zirconium, hafnium, vanadium, columbium, tantalum, and chromium. Titanium has a strong affinity for oxygen and nitrogen and once it has absorbed these gases they cannot be removed either by melting in vacuum or by any degassing agent. These gases, when present in excess of about half a per cent oxygen plus nitrogen, render the metal brittle and useless as a structural material.Some of the typical physical properties of titanium are listed in Table I along with those of common structural metals for comparison."

"Bumps in coal mines have been recognized as a major hazard for many years. These sudden violent failures around mine openings have compromised safety, ventilation and access to mine workings. Previous studies showed that the violence of coal specimen failure depends on both the interface friction and width-to-height (W/H) ratio of a coal specimen. The mode of failure for a uniaxially loaded coal specimen or a coal pillar is a combination of both shear failure along the interface and compressive failure in the coal. Unstable interface failures provide a sudden de-confinement to coal rib, thus triggering uns and compressive failure in the sidewalls. The compressive failure of a coal specimen or a coal pillar can be controlled by changing its W/H ratio. As the W/H ratio increases, the ultimate strength increases. With a proper combination of interface friction and the width-to-height (W/H) ratio of pillar or coal specimen, the mode of failure will change from sudden violent failure, which is brittle failure to non-violent failure, which is ductile failure. The main objective of this paper is to determine at what W/H ratio and interface friction the mode of failure changes from violent to non-violent. In this research, coal specimens of width-to-height ratio ranging from 1 to 10 were uniaxially tested under two interface frictions of 0.10 and 0.25. The results are presented and discussed.INTRODUCTIONCoal mine bumps are sudden, violent bursts of coal from a pillar or pillars or a block of coal, resulting in a section, the whole pillar, or the solid block of coal being thrown into an open entry. These bursts are accompanied by very loud noises (Peng, 2008). Several case histories in mining have long described coal pillars or coal faces failing violently with an accompanying ejection of debris and broken material into the working areas of the mines (Campoli et al., 1987; Osterwald, 1962; Peperakis, 1958; Garvey et al., 2013). Because of the catastrophic nature of these sudden failures, understanding the causes of coal mine bumps is essential to create a safe underground working environment. This phenomenon has motivated many ground control researchers to conduct extensive field investigations throughout the past century. Rashed and Peng (2014) compared the mechanical properties of two kinds of coal, one from bump and the other from non-bump-prone mines. They found that coal itself does not play any significant role in coal bumps and recommended that future research should focus more on the local variation of geological conditions such as the interface friction between pillar and roof and between pillar and floor."

We still need to innovate, but it is getting harder. The real price of metals is declining, return on shareholder value is lower than other industries, and there is a shorter-term focus on staying viable in a capital-intensive industry where timeframes for implementation of new technologies can be long (+I5 years). In this environment, the levels of R&D spent by major minerals companies are remaining steady at around 0.2%-0.5% of revenue. This is not large and to remain viable in the future, we need to be smarter about the way in which we do R&D. The mining industry is a knowledge-based industry. Driving down the cost curve demands innovation, which demands knowledge. To be smarter and more effective in our approach to innovation, a new paradigm is required Generating, capturing and using knowledge has evolved from Mode 1 (discipline based and clear distinction between basic and applied research) to Mode 2 (multidisciplinary, team-based approached with flow between basic and applied activities). Mode 2 is now seen to be much more efficient and to deliver better appropriability (Tegart 2003). To survive, we need to innovate, and the best way to do this is collaboratively. Some examples and pointers for the future will be given in this paper. THE CURRENT SITUATION The Rand report and other recent studies have painted a grim outlook for the mining industry. The real price of metals continues to decline (Figure 1) and profit margins remain thin. This is reflected in shareholder returnwhich are well below other industries (Figure 2)-and current management strategies-which reflect something of a "survival mode." Abandoned underground coal mine areas must either be sealed or ventilated to comply with federal mine regulations. Ventilation of these abandoned areas is often impractical due to roof falls and inadequate primary mine ventilation. If the area is sealed, a very complex ventilation system is set up. In which the gob "breathes" in and out due to barometric pressure fluctuations. The Gob Assistant is a computer program (for use on IBM compatible personal computers) which allows the prediction of air flows into and out of a sealed mine area. Gas flows with applicable control techniques are also modeled. This information is presented to the user who will decide which control technique, or combination of techniques will ultimately be applied. The Gob Assistant is an intelligent gob simulator that can reduce the guesswork involved in predicting the effects of sealing and control techniques before they are applied. This paper provides the fundamental principles upon which the Gob Assistant is based, verification of these principles, and an explanation of how these principles were integrated into the Gob Assistant.

High-production methods like longwall mining with hydraulic powered supports are necessary to increase underground coal production in India. Longwall mining had a mixed success record for Indian geo-mining conditions. In this paper, an analysis is presented to optimally design an array of chain pillars in multi-seam longwall mining panels in the deepest coal mine in India. The study found that a chain pillar of 80-m width and 195-m length is necessary for long-term stability without any reinforcement. It was also observed that an optimum chain pillar can be designed by providing suitable side reinforcement (side bolting) which will reduce the chain pillar dimensions to 55-m width and 160-m length. Optimum design of chain pillars will reduce the coal locked up in these chain pillars by ~ 77%. This will also reduce the gestation period of longwall mining panel development. This paper also evaluates the maximum tensile subsidence strain induced at the surface and finds that the values are within the safe working limit of 3 mm/m. Thus, this paper finds direct application in the design of future multi-seam retreating longwall mining panels in Indian geo-mining conditions.
