The Bureau of Mines has sponsored a comprehensive research program to enhance the safe, effective, and efficient use of blasting technology by the mining industry. Recent research results of the surface mine blasting program were presented at a seminar on April 25, 1987, in Chicago, IL. Many of the topics discussed at the seminar are presented in this proceedings. The new research described in these papers includes computer monitoring of rock motion, the influence of blast delay times on rock fragmentation, blasting effects on Appalachian water wells, blast vibration measurement near structures, and the reduction of accidents through improved blasting safety.

Surface subsidence events induced by underground longwall coal mining operations can cause various disturbances to surface structures ranging from integrity and stability to functionality problems. Highway bridges, as a kind of special road construction that can only tolerate smaller movements and deformations than road pavements, are particularly susceptible to severe influence caused by subsidence-induced ground movements and deformations. However, based on accurate subsidence prediction and correct influence assessments, efficient and effective mitigation and remediation measures can be designed and implemented to ensure the continuous service of bridges, safety of the travelers and smooth mining operations. In this paper, based on the predicted final and dynamic surface movements and deformations, the techniques to assess subsidence influence on the integrity, stability and functionality of bridge structures (e.g., decks, beams, abutments, etc.) are presented. A number of mitigation measures to protect the bridge structures are recommended along with an actual application case.

"Abstract - The Midas Pond gold prospect, central Newfoundland, is hosted by sheared and altered felsic and mafic pyroclastic rocks of the Tulks Hill volcanics, Victoria Lake Group, and has been trenched and tested by 19 diamond-drill holes. Gold values are sporadic, with the best diamond-drill intersection assaying 7.3 g/t over 0.9 m, and the highest grade channel sample containing 14.7 g/t over 1.15 m. Alteration and mineralization are confined to a 200 m wide brittle-ductile shear zone. This shear zone formed in response to regional D1 deformation, and the shear zone fabric parallels the regional S1 foliation. D2 deformation resulted in broad Z-shaped flexuring of the shear zone. The deformation was probably related to the ca. 396 Ma to 420 Ma Salinic Orogeny.Advanced argillic alteration and an extensive halo of Fe-carbonate and pyrite surround the gold mineralization. Alteration minerals include pyrophyllite, paragonite, quartz, plagioclase, chlorite, fluorite, Fe-carbonate, and pyrite. As such, the alteration seems to reflect combined epithermal (argillic) and mesothermal (carbonate) mineralizing environments. The argillic alteration and fluorite represent a regional hydrothermal effect on the felsic volcanic rocks; whereas, the Fe-carbonate and pyrite represent a mesothermal alteration associated with auriferous quartz veins. The Au, which is spatially associated with pyrite, occurs in three structurally-controlled vein sets. These veins are confined to the contact between a highly deformed breccia (the banded mafic tuff) and structurally overlying, altered felsic tuffaceous rocks. The vein sets include: V1 boudinage veins that parallel the shear-zone fabric (C-shear veins), and V2 and V3 extensional fracture veins which are controlled by an S2 fracture cleavage. V1 veins are the earliest and contain the lowest concentrations of Au. V2 and V3 veins are concentrated within the hinges of the D2 flexures.Pb isotope data for galena separates indicate that the Pb in the vein systems was probably of local derivation. Sulfur, C, and O isotope data for mineral separates are similar to data for typical mesothermal lode gold deposits. Fluid inclusion data suggest the presence of at least three hydrothermal fluid types in the region, viz., (1) an early saline fluid which produced the argillic alteration, (2) a CO2-bearing fluid directly related to the auriferous mineralization, and (3) H2O-NaCl fluids which flowed through the Midas Pond shear zone at a lateral distance from the zone of mineralization. The mineralizing fluids are interpreted to have been CO3 -2-rich types which originated through metamorphic dehydration and decarbonation of mixed island-arc and continental crustal rocks. Gold precipitation resulted from the reaction of these fluids with the Fe-rich breccia unit. Pre-existing and simultaneously crystallizing pyrite served as loci for Au precipitation."

TVI Resource Development (Phils) Inc. Canatuan mine is a polymetallic ore deposit located in the Province of Zamboanga del Norte on the island of Mindanao in the Philippines. The deposit consisted of an oxidized capping of gossan overlying a Besshi type volcanogenic massive sulphide lens which is near surface and flat lying. Construction and development of a sulphide processing plant began in early 2007 and commissioned in November 2008. During the initial stages of sulphide operation, high copper (Cu)-low zinc (Zn) ore was fed to the plant. Marketable copper concentrate at 91-95% recovery was produced utilizing a high-pH bulk sulphide rougher flotation and 2 cleaning stages. Because of increased levels of Zn of the ore body, a Cu/Zn separation circuit was initiated in early 2010 following an intensive laboratory test work program. This Cu/Zn separation circuit was necessitated because of the copper ion pre-activation of the sphalerite that lead to the zinc being readily recovered to the copper rougher concentrate. In-situ activation of zinc (in the pit and stockpiles) was caused by the leaching of secondary copper minerals in the ore (particularly from the dominant copper species, chalcocite and covellite). This problem required the development of metallurgically complex and intensive reagent regime to effectively depress the activated sphalerite. As well, the immediate reactivation of zinc after it has been depressed, at the onset of Cu/Zn separation flotation, added additional metallurgical complexity to the process. Subsequent to the Cu/Zn separation circuit, an unconventional, yet proven effective, simultaneous cyanide detoxification-zinc flotation circuit was set-up to recover the zinc. Laboratory test work results realized Cu-Zn recovery differential from a Cu/Zn separation circuit of over 40-45%. This performance has been achieved in the plant, at 72% Cu overall recovery. With the gradual improvements on-going with zinc circuit capacity and effective zinc separation being achieved, zinc recovery has currently reached 40%.

"IntroductionThe Beaverlodge Operation of Eldorado Nuclear Limited is a uranium property located near the north shore of Lake Athabasca about 7 miles from Uranium City, Saskatchewan.The mill is a 2000 tpd carbonate leach operation producing a high grade yellowcake concentrate.The Lamella Thickener was purchased to replace a 55 foot conventional unit which had deteriorated beyond repair. The cost of the unit was considerably lower than for a conventional unit, installation was much simpler and the unit is much more compact allowing it to be installed in the mill basement and be insulated completely.The unit was sized according to the results of tests performed both by the supplier and Beaverlodge engineering staff. The supplier guaranteed overflow clarities of less than 100 ppm suspended solids. The Lamella thickener was developed by A. Johnson Co. of Stockholm, Sweden, is manufactured under license by Parkson Corporation of Ft. Lauderdale, Florida and is distributed in Canada by A. Johnson Co. of Montreal."

IN general, billet-type or long slender ingots are used when it is desired to produce directly from the ingot in one conversion a product of medium or small cross-sectional area. They are designed to eliminate the blooming and billet-mill stages of the usual procedure. As used at Connors, they constitute a means of keeping a continuous rolling mill busy in the production of high-quality small rods, small angles, hoop stock, baling ties and concrete reinforcing rods without the need for a blooming or billet mill. They represent sound steel with the best surface that is commercially practical to use in the rolling of small continuous mill products.

The new legislative regime applying to the mining industry has been in force for nearly two years. However the parameters for the permits required under the Crown. Minerals Act 1991 and the resource consents required under the Resource Management Act 1991 are still being established. Mining operators will benefit from participating in the development of policies and plans currently being formulated by local authorities. The Energy Legislation Amendment Bill currently before the House contains amendments to the Crown Minerals Act to clarify points of uncertainty and to reduce transaction costs where possible.

In Australia, responsibility for abandoned mines can be unclear. With a few exceptions, state and territory governments have become responsible for abandoned mines on Crown land and private landholders are responsible for abandoned mines on freehold land. Abandoned mines pose risks and opportunities across the full suite of sustainability themes (environmental, human health and safety, socio-economic and community development) after mining ceases.Across Australia, there are more than 50 000 abandoned mines recorded, ranging in size from individual shafts to large polluting open cut mines. Addressing the safety and environmental impacts of these sites, as well as the socio-economic development opportunities of significant rehabilitation projects, requires the implementation of effective policies and programs. Qualitatively defined graded scales or ‘rubrics’ have been used for many years in student assessment and increasingly in the performance assessment of other sectors (Davidson, 2005). While risk-based maturity models have been used for safety prioritisation (Westrum, 1993; Hudson, 2007; DRET, 2008; Hancock, 2010) and evaluation of organisational development (Esteves et al, 2010), this paper is the first to adapt maturity models for the evaluation of abandoned mine rehabilitation programs in Australia.In this paper, we used indicators based on the national policy for abandoned mines to assess the maturity of abandoned mine programs. Fourteen elements of maturity were identified (Unger et al, 2012) under the five chapters of the national policy for abandoned mines (MCMPR and MCA, 2010). Jurisdictions were then evaluated and ranked on their maturity on the basis of information that was web-accessible. Information transparency of abandoned mines policies and programs is in itself one element of the maturity chart. Each jurisdiction in Australia was compared with one another and with a Canadian jurisdiction; the British Columbia (BC) Crown Contaminated Sites Program (CCSP), which represents leading practice (Unger, 2009; Unger et al, 2012).Our research found that in some jurisdictions in Australia there is little or no information on abandoned mine programs or individual abandoned mine sites on government websites, while other jurisdictions provided very detailed program information on planning, funding and implementation. Each jurisdiction in Australia, for which web-based information was available, had some elements where they were more mature than other Australian jurisdictions. For some elements, maturity ranked equivalent to the BC CCSP, but most Australian jurisdictions were less mature. There was only one element where a single Australian jurisdiction ranked higher than the BC program in maturity. Legacy mine policies, programs, priorities and funding information via departmental websites are easier to find in some jurisdictions, indicating progression toward greater transparency and more mature programs. A systematic approach to monitoring and evaluating abandoned mines programs is essential for accountability as it can demonstrate liability reduction over time and continual improvement. The mining industry in Colorado faces the same problems the industry faces throughout the United States and the world — record low commodity prices and increasing regulatory and environmental restrictions that seemed designed to curtail mining activities. Despite those obstacles, the mining industry in Colorado still contributes about $8 billion annually to the state’s economy in the form of base and precious metals, industrial minerals, coal and associated service businesses and jobs. So the 300 attendees at the102nd National Western Mining Conference felt reason-ably positive about the industry in their state. The meeting is the Colorado Mining Association’s annual conference and was held at the Broadmoor Hotel in Colorado Springs in November. The theme was “Mining in the New Millennium — Achievement + Innovation = Survival.” Experts from Colorado’s mining industry and abroad discussed the challenges faced by the mining industry as it enters the new millennium. They offered insights into how the industry will operate during the early years of the 21st century and how it will survive low prices and increased regulatory restrictions.

Their suggestions on how to handle culture shock will be of interest to expatriate managers, operators, social workers, and engineering and construction personnel posted to overseas operations, as well as to nationals posted to other parts of their own country.

During the course of the major research in the Metallurgy Department of the University of Melbourne into the creep characteristics of lead and .its dilute alloys, it has been the practice to prepare the majority of test specimens from rolled strip. From time to time during the progress of the work, certain variables involved in. the rolling of the experimental ingots have been investigated. It is proposed to collect together in this paper the results of these experiments. Some general features relating to the type of deformation produced have been discussed in a previous paper.While it is admitted that the conditions prevailing through this work differ' in some respects from those of industrial rolling practice, it is felt that many of the factors investigated have an important practical significance. The overall slope angle (OSA) of pit walls plays a crucial role in the financial return of open pit mines. The work showcases a novel design methodology where non-planar geotechnically optimal pit walls with an OSA steeper than what is used in current design practices are employed without compromising mine safety, i.e. the optimal profiles are featured by the same Factor of Safety (FoS) than their traditional design counterparts. In the current design practice, pit wall profiles are often designed to be planar in cross-section and the profile in between ramps especially tend to be defined by a constant inter-ramp angle.

Significant movement to an existing slurry wall which serves as a retaining wall on 'O' Street in Southeast Washington, D.C. initiated the Department of Public Works for the District of Columbia to invite specialty contractors to propose a rehabilitation and stabilization for the failed slurry wall. Nicholson Construction Company proposed and was awarded a contract for the construction of an anchored precast lagging and soldier pile wall to be located approximately 4 feet in front of the existing structure with granular fill placed between the new and existing walls. Stabilization of the existing slurry wall also included drilling horizontal weep holes and demolishing the failed panels down to the existing ground surface. A new and improved drainage system was also constructed to increase the amount of water directed toward the existing storm sewer system running along 'O' Street. This paper provides a detailed account of these construction activities.

Addition of sodium nitrite-borax, sodium hydroxide, sodIUm carbonate, lime, or sodium silicate reduced wear of forged steel balls and cast iron slugs in wet grinding a complex zinc-lead-copper sulphide ore in laboratory ball mills. Maximum wear reductions were 27 per cent (forged steel balls) and 33 per cent (cast iron slugs) with sodium hydroxide and nitrite-borax additives respectively.Potential measurements of balls and slugs during grinding, and analysis of the data in terms of corrosion theory demonstrated that corrosive wear had been reduced or prevented by these additives. Actual per cent wear reductions were not equated to the rate of corrosive wear because of the undefined interdependence between abrasion and corrosion in wear processes. The investigation verifies that in laboratory ball mills corrosion is significant in the wear of grinding media and wear can be reduced by corrosion inhibition and pH adjustment.

The area (330 sq. miles) shown on the map of the Brocks Creek District (Fig. 1), was mapped by the Northern Territory geological party of the Aerial, Geological and Geophysical Survey of Northern Australia. This work was done in two stages:-(i) In 1935, an area of 30 sq. miles around the Golden Dyke mine was mapped by P. S. Hossfeld, Senior Geologist, and A. H. Voisey, Assistant Geologist. The results were described in a detailed report (10).(ii) In 1939, an area of 300 sq. miles in the Brocks Creek district was mapped by C. J. Sullivan (Senior Assistant Geologist), and V. M. Cottle and S. N. Kiek (Assistant Geologists) under the general supervision of P. S. Hossfeld (Senior Geologist).An outline structural map, together with some geological notes was published (1), but that map does not show the amphibolites, and the relationship between ore occurrence and general geology is not emphasised. The publication of the detailed maps and reportwas postponed indefinitely as a result of war. The original mapping was based on air photographs with a scale of approximately 1 in. to 1,200 ft., and all detail which could be shown at that scale was mapped. Features recorded included rock types, details of structure, mineralisation, and surface workings, creeks and soil boundaries. Underground mapping was also carried out. The present map is much simplified from the original, but it is hoped that it shows sufficient information to reveal close relationship between structure, granite, sills of amphibolite and gold occurrence. About 50 per cent. of the area is covered by deep soil or alluvium, and in these portions the geology of the underlying rocks was not determined with accuracy, though in many places strike trends could be deduced from air photographs.Because the A.G. & G.S.N.A. had published the geological notes and map referred to above, and because the publication of the detailed report and maps is still postponed indefinitely, approval has been given by the Bureau of Mineral Resources, Geology and Geophysics (which took over the affairs of the A.G. & G.S.N.A. at the termination of its operations) to the preparation of the present paper so that information would be available to the public.The views expressed in this report are those of author. The results of the investigation suggest that in areas where granites are predominantly concordant with bedding, ore deposits may be found at approximately the same stratigraphic horizon. It is thus important to correlate beds even though their relationship may have been obscured by faulting and folding.

Effective communication is a sought-after non-technical skill in the health, safety, and environmental (HSE) function and is fundamental in achieving an organization’s safety objectives. While different channels are used to communicate HSE matters, many organizations employ posters, videos, and/ or signs containing images to convey information. Communication through signage and graphical hazard symbols has been regulated in standards, but vast sections of HSE communication are bespoke communications and exist outside the sphere of standards. Effective HSE communication through images requires an understanding of the organizational culture in which the images will be used, as well as an understanding of the semiotics of the images themselves. Creative interpretation within HSE communication can create situations where the message that was received is not the message that was intended, leading to confusion and misinterpretation. This paper is aimed at elucidating the semiotics of South African HSE visual content. It was found that the indexical mode of images was most preferred in visual communication, and text-only designs the least preferred. Senders and receivers of messages differ in their opinions on the complexity of HSE communication.

"The Caribou underground mine, 50 km west of Bathurst, the Restigouche open-pit mine, another 30 km west and the concentrator located at the Caribou mine site resumed operations in July 2007 after a nine year shutdown. The Caribou operations achieved commercial production on Jan 1. By June, 2008, all metallurgical targets had been achieved or surpassed with the production of lead and zinc concentrates assaying approximately 50% Zn and 45% Pb respectively with recoveries exceeding 80% for Zn and 70% for Pb.The deposit features very fine-grained massive sulphide mineralization, which in the past has proven difficult to process. ISA Mill Ultra Fine Grinding Technology in combination with conventional flotation technology is used to process these complex oresSeveral modifications arising from experience gained from past operations, an extensive research project at Lakefield Research and post startup flow sheet and reagent alterations have been employed to achieve this break through performanceThis paper describes the design, start up and optimization of the Caribou operations including the many challenges faced including the flotation of mineral particles with K80s ranging from 35µm to 8µm.HISTORICAL BACKGROUNDThe Caribou massive sulphide deposit was discovered by Anaconda geologist Cam Cheriton in 1959. Anaconda initiated an extensive underground exploration and discovered a super gene copper blanket which was developed into a small open-pit mine-mill operation that ran from 1970 until the depletion of the copper ore in 1974. East West Minerals, an Australian public company, purchased the mine in 1986 and operated for only seven months producing a single bulk lead-zinc concentrate. In 1995, Breakwater acquired the Restigouche Open pit and Caribou underground deposits. Breakwater began milling operations in July 1997 but Caribou Mine failed to commercialize production, and the company decided to shut it down in August 1998, because of declining metal prices. The mill was plagued by mechanical and design problems, but deficiencies in metal recoveries prevented the operation from reaching desired levels."

ABSTRACT: Strength, deformability and fluid flow properties of rock joints are to a great extent controlled by the surface roughness. The hydraulic conductivity of a rock fracture depends on the aperture distribution, the surface roughness and the contact area, each of which depend on the stresses that act on the fracture plane. However, despite much recent work, a complete understanding of the relationship between void space geometry, contact areas, applied stress, and hydraulic conductivity has yet to be achieved. Moreover, although in situ rock joints are subjected to both normal and shear loading, few studies have been conducted to investigate the effect of shear displacements on fluid flow through a single rock fracture, and which have addressed the issue of flow anisotropy induced by shearing. Experimental flow tests show that with increasing shear displacement, the fracture becomes heterogeneous and anisotropic, and becomes more permeable in the direction parallel to the displacement (Yeo et al., 1998). On the other hand, dry shear tests show that the surface fails in areas facing the shear direction (Grasselli and Egger, 2003). Moreover, the experimental results confirm that the shear strength of rock joints is direction-dependent. In this paper, a three-dimensional morphological description of several a natural fractures that have undergone shear displacement were generated using the Automated Topographic System at the University of Basel. The data analysis method of Grasselli (Grasselli et al., 2002a) is used to determine the surface parameters that are known to control the shear strength. Simulations of fluid flow through this fracture, in various directions relative to the direction of shear, are conducted using an FEM flow simulator. The results constitute the most detailed analysis yet undertaken of the relationship between shear displacement, shear strength, and fracture transmissivity. RESUME: La rugosité des joints en roche joue un rôle primaire sur la réponse hydromécanique du massif fracturé. En effet, la conductivité hydraulique des discontinuités en roche est influencée par la rugosité, et par la distribution des ouvertures et des zones de contact, dont chacun dépend de l’effort normal et du cisaillement qui agissent sur la surface du joint. Les essais d'écoulement en laboratoire montrent que si cisaillée, la fracture devient anisotrope, et plus perméable dans la direction parallèle au déplacement (Yeo et al., 1998). Obgleich in letzter Zeit viel in dieser Richtung geforscht wurde, kann der Zusammenhang zwischen Porenraumgeometrie, Kontaktflächen, wirkendem Druck und hydraulischer Leitfähigkeit noch nicht vollständig erklärt werden. Obwohl Klüfte in situ sowohl Normal- als auch Schubspannungen ausgesetzt sind, wurde der Einfluss von Scherverschiebungen auf den Kluftwasserfluss und die daraus resultierende Fliessanisotropie in einer einzelnen Kluft bisher kaum untersucht. Experimentelle Untersuchungen des Durchflusses zeigen, dass die Kluft für größer werdende Scherverschiebungen heterogen und anisotrop wird wobei die Permeabilität parallel zur Verschiebungsrichtung ansteigt (Yeo et al., 1998). Andererseits zeigen trockene Scherversuche, dass die Oberfläche an Stellen versagt, die gegen die Verschiebungsrichtung anstehen (Grasselli und Egger, 2003). Des weiteren bestätigen die experimentellen Ergebnisse eine Richtungsabhängigkeit der Kluftscherfestigkeit. In diesem Artikel wird eine dreidimensionale morphologische Beschreibung mehrerer natürlicher, durch Scherspannungen verschobener Klüfte vorgestellt, die vom Automated Topographic System der Universität von Basel erstellt wurde. Das von Grasselli (Grasselli et al., 2002a) entwickelte Datenanalyseverfahren wird zur Feststellung der die Scherfestigkeit bestimmenden Oberflächenparameter herangezogen. Mittels einer FEM-Simulation wird der Durchfluss durch eine solche Kluft in verschiedenen Richtungen simuliert. Die Ergebnisse stellen die bisher ausführlichste Analyse des Zusammenhangs zwischen Scherverschiebung, Scherfestigkeit und Durchlässigkeit (Transmissivität) einer Kluft dar.
