Approximately half of all the fuel energy used in the United states is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

In 1984/85 financial year Australia produced 529 thousand barrels per day (kbd) of crude oil. By far the major contribution (453 kbd) was light waxy oil from offshore Gippsland, Victoria. When these discoveries were made in the latter 1960s, imported oil was available in abundant supply and at low prices. Because of this, the Gippsland producers persuaded Government to control the marketing and pricing of their crude, and thus provide the required security of offtake. Political events in the middle East created supply shortages during the 1970s, and dragged up government selling prices for OPEC crude oil. Thus Arab Light crude that sold for less than US$2/barrel (bl) in 1970 reached $34/bl in 1981. Following the consequent decline in world oil demand, in 1982, Australian refiners sought to evade their obligation to lift Gippsland crude. Hence, in 1983, the Government was forced to introduce a floor quota of 385 kbd of Gippsland crude liftings and to allow producers to export any additional production refiners did not require. On expiry of the old arrangements, Government introduced a partial free market from January 1985, whereby the balance in excess of 350 kbd may be sold to Australian refiners at negotiated prices, or exported as before. In 1984/85 exports were some 90 kbd and will be higher in the current year. About half this total has been exported by BHP, providing valuable experience and lessons which are described in the paper.

This information circular describes research the Bureau of fines has conducted to improve technology for recovering precious metals from low-grade resources. Many of the reported findings are recent, and some of the work described is ongoing. Topics discussed include cyanidation of carbonaceous gold ores to enhance gold recovery, a new method for precipitating mercury during cyanide leaching of gold ores, a staged heap leaching process to generate suitable solutions for direct electrowinning of gold, the use of anion-exchange resins to recover gold from cyanide solutions, and precious metals recovery from electronic scrap.

Groundwater restoration is an uranium leaching. Information on the technology, costs, and the current permitting regulations is of vital operators and to firms considering in important aspect of in situ effectiveness of the current state and federal government importance to in situ leach situ leaching. This study, funded by the U. S. Bureau of Mines, describes: (1) all recent restoration attempts at commercial in situ leach operations, (2) restoration costs reported by the industry, (3) empirical equations that predict the amount of groundwater flushing required to meet the current restoration criteria, and (4) in situ uranium permit requirements for the states of Texas, Wyoming, New Mexico, Utah, Montana, Colorado and South Dakota, and Federal requirements.

ABSTRACT: The Victor diamond mine is located in the James Bay lowlands, 90 km west of the First Nations village of Attawapiskat. The project was the first of its kind in northern Ontario. The process plant was designed to produce a 95 to 98% by weight diamond concentrate through three stages of comminution, dense medium separation, and proprietary X-ray technology for final recovery. The plant was commissioned over a period of six months, commencing prior to substantial completion of construction. Through effective planning of the commissioning phase, the Victor mine start-up was safely completed nine months ahead of schedule.

Sylvite of Canada, a wholly owned subsidiary of Hudson Bay Mining and Smelting Co., operates an 8000 TPD potash mine and refinery located nine miles North East of Rocanville, Saskatchewan. Prior to Hudson Bay's entry in 1968 into potash mining and refining, it was one of the more traditional and conservative Canadian Mining Companies whose principal business had been for many years a successful copper-zinc mining and smelting operation located at Flin Flon, Manitoba. The potash reserves being mined by Sylvite were acquired through the acquisition of Francana Oil and Gas. This acquisition was at the time when several major potash mines were being developed or had recently been brought into production in the Province. These mines are owned by either very substantial Canadian Mining Companies or Multi-National Mining Companies with considerable potash mining experience. At that time, it became very apparent because of the new mines coming into production, potash mining and refining would quickly become a very competitive industry. Because of long term considerations, Hudson Bay decided to proceed with the development of its potash reserves, recognizing the Mine and Refinery would have to be the most advanced available in order to successfully operate. This report deals with the mining operation at Sylvite and the degree of success Sylvite has achieved.

"The need for energy conservation has been of increasing concern since the early 1970's, when the cost of petroleum based energy began to escalate rapidly and security of supply became uncertain. The cost of energy from alternative sources has also increased due to development costs and environmental restrictions.These developments have had a serious impact on the mining industry, which is energy intensive. The impact is magnified as lower grade ores are treated, and more energy is consumed per unit of product. Although nickel was in use in alloys long before the Christian era, the metal was not discovered until 1751, when Cronstedt recognized it in niccolite from Sweden. The Chinese apparently used a nickel alloy, known as "pahfong" thousands of years ago and Persian coins dating farther back than 200 B.C. consist of a copper-nickel alloy similar to some of those now in use in coins. The pure metal was first prepared about 1775 and the metal was refined for commercial purposes some years later. The nickel industry did not attain much prominence until the ores in New Caledonia were discovered. Exports of ore from that country began in 1875 and since that date there has been an ever-increasing world output of nickel and a great expansion in the uses of the metal except during short periods of commercial and industrial depression. Previous to 1875, for a number of years, Norway was the chief producer, although the metal was mined also in Sweden, Finland, Italy, Germany, Austria, France, China, the United States and other countries. With the discovery of nickel deposits in the Sudbury district, Ontario, a new factor was introduced into the nickel industry and Sudbury has since become the overwhelmingly dominant feature in the world's nickel markets. Although nickel was first discovered in Canada as early as 1848 near the north shore of Lake Huron and nickel-copper sulfides were found in 1856 by surveyors working close to the present location of the important rnine at Creighton, in the Sudbury field, it was not until 1883 that any importance was attached to this field. In that year copper sulfide attracted attention where the main line of the Canadian Pacific railroad was being projected across Canada to the Pacific coast. Mining began near this discovery in 1889 but in the meantime operations had begun in 1886 in other parts of the field and by 1890 about 100,000 tons of ore had been raised. In the Sudbury field, as in Norway and at the old Lancaster Gap mine in Pennsylvania, the ore was first mined for its copper content and difficully in the refining of the copper led to the discovery of the important proportions of nickel in the ore. The over-all apparent single-phase permeability of fracture-rock systems was studied using two different two-dimensional models. In a strict sense the results are applicable only to these models, yet may give some insight into real reseruoir behavior. The regular fracture-matrix model can have any number of regular fracture sets. All fractures within each set have the same orientation, width and spacing. The gross behavior is amlytically equivalent to that of an anisotropic permeable medium. In the heterogeneous fracture systems, individual fracture conductivities vary within a two-dinensioml network pattern. A computer program calculates the overall permeability after the conductivities are randomly placed in the network. The calculated permeability depends upon the distribution of these conductivities and the particular fracture pattern into which they are placed. Although detailed information on actual reseruoir fracture systems is not available, this study shows how some of the possible variables may affect obserued gross reservoir characteristics. INTRODUCTION Characteristics of reservoir rocks are determined by direct (core analysis) or indirect (logging and production tests) examination. Both methods, singly and together, are widely used in reservoir evaluations. For fractured reservoirs a problem exists in relating characteristics of cores to the in situ reservoir properties. Knowing fracture characteristics can be of value in determining production mechanisms. Because of the limitations of observation, the intimate details of a fractured rock system will never be known. One approach in analyzing fractures is to study the behavior of some conceptually simple models. The two models analyzed contain features which may be realistic, yet are mathematically tractable. Flow is considered in two dimensions only, with the plane of interest at right angles with the fractures. This concept represents the horizontal flow in a reservoir system with the fractures oriented vertically. Only single-phase, laminar flow is considered. The regular fracture-rock system permeability is calculable from a simple analytical expression. The heterogeneous system requires a computer program for calculating overall permeability.

The era of Hatch in Africa has seen the doubling of furnace power in retrofit projects using existing crucibles to developing the highest intensity immersed electrode operations in the world. The panic bars (and associated linkage's and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on Self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars are characteristically of the "fire door" type that is frequently encountered on outside exit doors of many public and soma commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes are added to the face equipment machinery for which they are required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in 'Guidelines for the Design and Installation of Devices for Deenergization of Self-Propelled Electric Face Equipment/Automatic Emergency Brakes" by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. X-ray fluorescence spectroscopy used for the analysis of mill samples results in improved control of flotation concentrators.Techniques and equipment for sampling pulp streams, filtration and drying, grinding, briquetting and X-ray fluorescence analysis of samples have been developed.The current methods in use permit the analysis for lead and zinc in six pulp samples within 30 min total elapsed from the start of sampling. The X-ray method gives a precision at least equal to the former routine wet-way assay methods.The equipment is used also for pilot plant control, as a means of solving complicated analytical problems and in the rapid qualitative analysis of exploration samples.INTRODUCTIONIn milling and concentrating operations, classical methods for the assay of lead and zinc have been mainly of use for accounting purposes and for the post-mortem examination of plant operations, but have been of little value for rapid mill control. Where attempts have been made to apply these methods to control assaying, it has been necessary to modify the procedures and introduce short cuts which have tended to reduce their reliability.Even with these shortened procedures, the time taken to obtain a limited amount of information rendered them of little value for the control of milling operations where sudden, large fluctuations can occur. In recent years, a number of new and rapid analytical techniques, based on physical rather than chemical principles, have been introduced.These include direct reading emission spectroscopy, x-ray fluorescence spectroscopy and atomic absorptionspectroscopy.

The Bureau of Mines estimated the potential availability of rare-earth oxides (EtEO), including yttrium, and thorium, which is also contained in the rare-earth bearing minerals monazite and bastnasite, from 38 'properties in market economy countries (MEC's). Only nine of the properties evaluated produce or would produce REO as the primary product; the others contain REO as a byproduct, chiefly from mineral sands operations recovering rutile, ilmenite, and zircon. Nearly 77% (2,578,000 mt) of the total 3,355,000 mt of recoverable RE0 evaluated is from producing properties. It is estimated that 21% (705,000 mt) of this total is from properties that could not realize a positive rate of return at the January 1984 market prices for the recovered commodities. At production capacities assumed for this evaluation, the amount of RE0 potentially available from producers ranges from an estimated 46,500 mt in 1986, to a peak of 50,900 mt in 1992, to 49,900 mt by the year 2000. Total MEG production in 1984 was estimated at 40,700 mt. Assuming demand does not increase sharply, producing properties can continue to fulfill overall REO demand through at least the end of this century.

THE John Fritz Gold Medal for 1929 was presented to Herbert Hoover at the Executive Mansion on April 25, at a luncheon given by Mr. Hoover to present and past members of the Board of Award, preceding medalists, and presidents and secretaries of the American societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers. The presentation party of forty engineers which gathered at the White House, from all parts of the United States, was made up of past presidents of the four senior national engineering societies that established the John Fritz Medal and included five men who had received the medal in previous years. These former medalists were Edward Dean Adams, J. J. Carty, J. Waldo Smith, Elmer A. Sperry and Ambrose Swasey. This medal is the highest honor bestowed by these four national engineering societies, having a membership of 60,000. It is awarded not oftener than annually for "notable scientific or industrial achievement, without restriction on account of nationality or sex." In accordance with custom, the award to Mr. Hoover was made tentatively and without announcement in October, 1927, and was formally con- firmed and announced one year later.

"Xanthate is a sulfide collector that has been widely used in flotation for almost a century. It is inexpensive, easy to synthesize and apply, and produces good metallurgy in the right applications. However, a major drawback of xanthate is that it decomposes easily and generates CS2 gas in transportation, storage and operation, which can be harmful to human health. Also, excessive xanthate in tailings pond leads to toxicity of the process water and potential damages to aqua-life systems. New regulations in Ontario require that the TWA (time-weighted-average) value of CS2 in the work place is below 1 ppm, which is 1/10 of the previous limit. The stringent regulation may eventually sweep other regions of Canada with the increased awareness of healthy working conditions and environment protection. Therefore, it becomes very important to find xanthate replacements which will be “green”, i.e., environmentally friendly.In this research work, a systematic procedure is used for collector evaluation using the Sudbury nickel sulfide ores from Vale’s Ontario operations, starting with the collector properties (MSDS) evaluation, followed by batch flotation tests, miniplant tests, plant trials and economic evaluation. It is found that the most promising xanthate replacement is dithiocarbamate.INTRODUCTIONSulfide mineral flotation has been practiced since the early 20th century. Its industrial importance is well recognized as mineral concentrates from flotation can be economically smelted and refined to provide primary metals. Collectors play a vital role in froth flotation. There are reagents possessing both a polar group that binds them to the mineral surface and a nonpolar group that is oriented away from the surface to attach air bubbles. The introduction of xanthate as a sulfide collector in 1925 was a remarkable development in froth flotation (Keller, 1925). It is low cost, easy to synthesize, water soluble, simple to control in application. Most importantly, it has strong capability and usually good selectivity for sulfide mineral flotation, which have been keeping its application prominent for almost a century."

Numerical simulation of coal pi1lar loading has traditionally been a difficult task due to the unique and highly variable properties of coal and the inability of numerical procedures to duplicate these properties. This simulation was based upon material properties developed from laboratory tests of coal cubes and examined against coal pillar strength data developed from actual underground measurements. The coal cube measurements indicated the coal followed a nonlinear Mohr- Coulomb failure criterion. The in situ measurements showed that a pillar yield zone developed similar to Wilson's hypothesis and, at high confinements, the pillar core seemed to followed a pseudo-ductile behavior. The strain-softening material model, based on a 1inear Mohr- Coulomb failure criterion, simulated coal cube and pillar behavior at moderate load conditions. However, at high loads the models were inaccurate, due to an inadequate failure mechanism and/or to changes in the pillar constraints at the coalbed interface.

Longwall face-to-face transfers can cost more than $100 per minute in lost production potential and $100,000 for personnel and supplies. Such high costs make extensive planning and control of the transfer process a critical necessity for the economic feasibility of longwall operations. Operations research techniques are used for the analysis and modeling of longwall face-to-face transfers. Transfer data has been collected from companies who operate, over 35%, of the total US longwall faces. Comprehensive sequence networks of existing longwall transfers were developed; simulation was used to generate models of transfers under Carving conditions; and the economic feasibility of tine-cost tradeoffs in the transfer procedure was investigated.

The Bureau of Mines has investigated the availability of columbium from 19 deposits (3 producers and 16 nonproducers) in 7 market economy countries (MEC?s). Brazil has the largest recoverable columbium resource, posessing approximately 2.39 million metric tons Wmt), or 69 pet of the MEC total (3.47 Mmt). The Western Hemisphere countries of Brazil, Canada and the United States contain 3.14 Mrnt of recoverable columbium or 90 pnt of the MEC total. Columbium recovered as a byproduct of tin mining is not included as part of MEC resources in this study. Currently producing mines are Araxa and Catalao in Brazil, and Niobec in Canada, These three mines have 2.42 Mmt of recoverable resources or approximately 69 pct of the MEC total. It is estimated that these mines, operating at full capacity, could satisfy cumulative MEC demand (based on an annual growth rate of 5.1 pct) for the next 20 yr. The United States is totally dependent upon foreign sources for its columbium supply. The majority of U.S. columbium is imported from Brazil in the form of steelmaking- grade ferrocolumbium. Canada has been the sole source of pyrochlore concentrates since Brazil discontinued exports in 1981. The United States also imports small (but important) quantities of columbium as columbite concentrates from Nigeria and Brazil, as columbite contained in tin slags from Thailand and Malaysia, and as synthetic concentrates from the Federal Republic of Germany.

Five watersheds, ranging in size from 29 to 49 acres, were selected in East-Central Ohio to investigate the hydrologic and water quality conditions occurring before, during, and after surface mining. Four of the watersheds will undergo surface mining, involving either the Number 6, 9, 11, or 8 coal seams, and one watershed having an outcrop of the Number 6 coal will be operated as a control watershed. To determine the premining hydrologic and water quality conditions (Phase 1), physical information was obtained for each watershed and instrumentation was installed for obtaining hydrologic data and water quality samples. In addition to topographic maps, soils and vegetation maps were prepared. Stratigraphic columns were developed from geologic cores; networks of observation wells and of soil moisture access tubes were installed; and weather stations were established to measure temperature, humidity, wind and solar radiation, and to collect precipi¬tation samples. Field data were collected over a 10-month period for one watershed and for about 8 months on another watershed before surface mining began. The other watersheds continued in the premining data phase. These data were for precipitation, temperature, relative humidity, wind speed, solar radiation, snow and frozen soil, soil moisture, infiltration (rainfall simulator), spring discharge, runoff from watersheds, and ground-water levels. Also, samples of runoff and ground water were obtained for chemical analyses and additional samples of runoff were acquired for suspended sediment load determinations. Over the study period, precipitation was not very representative of the long term averages, but data are available from the control watershed for a representative 7 year period which should prove invaluable in modeling the hydrology of the project watersheds for the premined conditions. Spring discharges (before mining) from the upper aquifer of two of the watersheds averaged only 508 and 652 gallons daily. The proportion of precipitation occurring as surface runoff from the large watersheds ranged from 8 to 36 percent and the peak discharges from 5.86 to 81.95 cfs. Base-flow and runoff water samples from four of the watersheds (unmined conditions) were collected and analyzed quantitatively for 39 water quality parameters. Monthly precipitation samples sediment fractions of the base flow and runoff were analyzed for 22 and 17 parameters, respectively. The average concentrations of the water quality parameters for the watersheds (unmined), except for suspended solids, were as low or lower than the EPA recommended maximum allowable concentrations in drinking water. Several parameters in precipitation equaled or exceeded the levels of corresponding parameters in runoff water. The average concentration of suspended solids in storm runoff ranged from 118 to 1110 mg/l, and for base flow the range was from 44 to 247 mg/l; the higher concentrations were associated with the watersheds exhibiting the greatest disturbance. Iron ranged from an average of less than 3 µg/1 to 228 µg/1. Manganese ranged from less than 41 µg/1 to 334 µg/I. Ground-water systems (unmined condition) are described for the five project watersheds. Each watershed was found to have two major perched aquifers within the top 250 feet. Generally, these perched aquifers involve local flow systems, though flow across watershed boundaries in some areas. Recharge is mostly from local precipitation and discharge is mostly as spring flow, base flow, evapotranspiration, and leakage through the underlying confining bed. Shallow ground water was commonly of the calcium bicarbonate type. Although dissolved-solids concentration was generally 200 to 600 mg/1, brackish or salty ground water was present in several areas. A composite hydrologic model for the project watersheds will consist of separate ground-water, unsaturated flow, overland flow, and evapotranspiration component models. The ground-water model (a modified quasi-three--dimensional U. S. Geological Survey model) operates on a grid network and the newly formulated unsaturated flow model was divided into overlying prismatic elements for numerical solutions. The unsaturated flow model includes provision for incorporating the evapotranspiration model. An available distributed kinemetic overland flow model was utilized. An analyses was made of one of the costs of reclaiming coal mines; the legal and administrative costs of complying with legislation. Such costs borne by coal companies under the Ohio law are thought to be a surrogate of these costs under the new Federal law. Regression analyses were used to relate the legal and administrative costs to acres in the permit and the tonnage of coal produced.
