An important part of process control engineering is the implementation of the basic control system design through commissioning to routine operation. This is a period when basic concepts can be reviewed and improvements either implemented or recorded for application in future systems. The experience of commissioning the process control systems in the Homer City coal cleaning plant are described and discussed. The current level of operating control performance in individual sections and the overall system are also reported and discussed.

The most significant influences are described: the National Environmental Policy Act of 1969; the Federal Water Pollution Control Act Amendments of 1972; and implementation of the Florida Environmental Land and Water Management Act of 1972. Further discussion includes: critical examination of the recently completed EPA Areawide EIS; potential effects of the Resource Conservation and Recovery Act of 1976; the Surface Mining Control and Reclamation Act of 1977; current local and state laws; and summary of studies on radiochemical effects of mining, seepage from gypsum ponds, and dewatering of waste clays.

24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

Engineers today face a tremendous challenge. Growing population and rising standards of living all over the world are creating unprecedented and accelerating demands on and for all kinds of technology. At the same time, the public is becoming more and more conscious of--and concerned with--the impact of technology on human welfare. The growing controversy over the Supersonic Transport is a case in point, It is clear that the modern engineer must expect to spend a growing share of his time considering this dilemma and evaluating the tools that are available to him, not only with respect to their adequacy for the job at hand but also their capability for meeting the increasingly demanding--and, in many cases, conflicting--requirements of the future. This meeting seems a particularly appropriate place to speculate about the future of mining technology. The summary of the state-of-the-art in surface mining contained in the papers scheduled for the International Conference, together with the recently published Surface Mining volume, constitute not only a major contribution to the technical literature but also form an impressive record of technologic progress. That record, and the advanced technology displayed in the exhibits, and to be discussed in the SME technical sessions demonstrate engineering achievement in which the mining community can justly take pride.

An appropriate scale-up methodology is very useful for ball mill design and optimization of the grinding circuit. To date, the scale-up is based on the selection and breakage function model using lab mill data. However, a major drawback of that approach is that the charge motion in a lab mill is vastly different from that in a large industrial mill. Therefore, in the methodology proposed here, first the energy of individual collision in the mill is computed employing the discrete element method (DEM). Then the breakage of particles as a function of collision energy is studied in a separate experiment. Together, this information constitutes what is known as collision energy based population balance model. The appropriateness of this model is shown for different batch grinding mills.

INTRODUCTION Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of contaminant metal ions and other chemicals on the flotation. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances, cations such as Ca2+, Mg2+, Fe2+, and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions. Some adsorption (abstraction) experiments were also performed. Experimental materials and methods The barite used was a high-purity, naturally occur¬ring mineral sample (Kings Creek, SC). The material was ground in a porcelain mill and a fine fraction (mean particle size 11.49 µm) separated out by air elutriation. The mean size was determined by an aqueous sedimentation method using a CAHN electro-balance. In the method, an 0.6-g sample of the barite was dispersed in 450 cm3 of pH 7 water containing 0.01 g of sodium tripolyphosphate. The mean particle size was denoted X0. The stability of the barite suspensions was determined by a comparison of the mean size of the investigated barite suspension aggregations with the mean size of barite powder determined in the presence of sodium tripolyphosphate. The mean sizes (X) of the barite aggregations were determined using the same amount of water and barite sample as in the measurements of dispersed barite particle size but without the presence of polyphosphate. The ratio X/Xo is thus a measure of the stability of a suspension (the greater the ratio, the less stable the suspension). The adsorption (abstraction) experiments were carried out in polyethylene bottles containing 1 g of barite powder in 200 mL of solution. The solids were added to a solution containing a known concentration of metal chloride salts (AlCl3, FeCl2, MgCl2, and CaCl2) . The pH was controlled by both HCl and NaOH addition. The suspensions were agitated in a shaker for three hours. The final ion concentrations in solution were determined by atomic absorption analysis. The electrokinetic measurements were made using a Komline-Sanderson Zeta Reader in a conventional manner. All experiments were carried out in the presence of 1.0x10-3 k.mol/m3 NaClO4. Visiting Spring Canyon, a historic coal mining district near Helper, Utah, I was impressed by the great accomplishments that had taken place there. A tour book of the region tells of a period that began in the early 1900's, when the land was still very much the Old West, when settlers lived out their lives in coal company towns and produced a resource that was to build a nation (Cunningham, F., 1990). Between 1912 and the early 1970's, 11 mines had come and gone in that narrow canyon less than 15 kilometers long. Spring Canyon is a historic district now, but I could not dwell too long on the richness of its history. I was there to look for evidence of PCBs.

This paper discusses the design of long panels for longwall mining at Twentymile Coal Company (TCC) from conception to implementation. The case study of the long panels at Twentymile includes extensive mine plan reengineering in the early 1990's to world record production months in 1996 and 1997. The obstacles of subsidence engineering, environmental regulations, conveyance, ventilation, equipment design, and continuous miner (CM) development timing had to be overcome to successfully begin longwall production within a 4 year time frame. The background and some detail for each of these areas listed will be discussed to show how the coordination of many facets must be pulled together to implement a successful long panel mine plan.

Sand bed filters are used to remove large and small particles from liquid streams. The large particles are removed by the straining action of the filter bed and the small particles are removed by particle deposition on the surface of the bed particles. Particle deposition, while being essential for the filtering action of colloidal particles, is not the only process that occurs in the filter bed. Other processes that occur are (1) the substrate becomes filled with particles limiting further deposition, and (2) some deposited particles are resuspended. The sum total of all these processes determine the performance of a filter bed.

Many underground instabilities, such as excessive shield loading and roof falls, occur at longwall faces causing safety problems and production losses. Such instability problems are directly related to roof conditions which can be categorized using geological information. . However, most geologic information describing anomalies and variations of immediate and main roofs are not available before mining resulting in unexpected problems in a longwall face. It is apparent that the evaluation of these geologic anomalies provides a great benefit for longwall stability. The purpose of this study is to evaluate roof categories associated with geological anomalies employing fuzzy set theory. The evaluation is based on real-time monitoring information, such as shield leg pressure, developing load on shields, intervals of periodic weighting, and the ratio of developing loads during periodic to normal times. This paper introduces the application of fuzzy set theory for characterizing roof conditions and evaluating of roof similarities.

Lignite open cast mine "Dubrave" is the largest lignite mine in Bosnia and Herzegovina. The open cast mine was designed with two external waste dumps. Waste dump "West" is the major dump, while "Cajici" dump is used for dumping waste taken from leveling the terrain. The major waste dump contains 14.6 million cu.m. of waste, while the side waste dump contains 3 million cu.m. of waste. Existing situation with available sites for depositing the waste shows that additional space for dumping the waste must be provided. Three options can be taken into consideration. The fact is that none of the three options are suitable for the current production situation. This article deals with the optimization process for obtaining the optimal variant where a waste dump can be located and selection of the most valuable option.

Coal is a term applied to vegetable matter (trees, grasses, etc.) which was subjected to heat and pressure through geologic ages. This resulted in a change in both the physical and chemical properties. Because its chemical composition is variable, geologists classify coal as a heterogeneous mineral rather than a homogeneous mineral. Peat represents the initial, unconsolidated stage in the development of coal. This coalification continues with time and the application of temperature and pressure to lignite, subbituminous, bituminous, and anthracite toward the theoretical graphite end member.

Mine production systems (MPS) are characterized, more or less, by the following properties: uncertainty, subjectivity, impreciseness, polysemy, instability, indefiniteness and lack of data. From modern study aspect these MPS mathematically belong to the class of fuzzy systems. With this in mind, the usage of fuzzy sets is recommended as a methodology that treats impreciseness, indefiniteness and complexity of mine production systems in a satisfactory manner. Fuzzy modelling, discussed in this pa- per, is applied as a mathematical implement. The objective of the paper was to show production optimization in practice on the ex- ample of bauxite open pits where fuzzy linear programming (FLP) was used following the criterion per income. The variables in criterion function are linguistic variables while both variables and variable restrictions are presented by triangular fuzzy numbers (TFN). Waste clay ponds are a necessary part of the phosphate rock beneficiation process. They are large, averaging a square mile in size; unsightly, in that they protrude 20 to 50 feet (6 -15 meters) above natural grade; stabilization and reclamation is slow; and they have had a history of catastrophic failure. The State of Florida has never published a specific rule regarding the configuration or height of these ponds, but has enforced numerous policies along these lines. The current rules are given and interpreted, along with the reasoning for current policy. In addition, an overview of the history of the policies, and an attempt at explaining the reasons for the changes that have occurred is given. The industry has been forced to make major monetary decisions, having effect for decades on mine economics, in a constantly changing regulatory environment. The Bureau of Mine Reclamation is confident that a direction of regulation has been solidified, but changes are still to be anticipated.

An investigation of the removal of finely divided silica, coal, and alumina particles less than 20,µm in size has been carried out using liquid fluidized and packed beds. The bed particles used included 48x100, 100x150, and 150>200-mesh silica, corundum, and ilmenite particles. Important variables examined included surface charge, flow rate, pH and amount of bed particles. Surface charge has been identified as the most important variable in this system. Van der Waals force also assumes a very important role in the recovery of fine particles in fluidized and packed beds. In addition to interaction between large and fine particles, interaction between fine particles themselves assumes an important role in the overall recovery.

Mini-projects studying the flotation chemistry of paper de-inking were incorporated to an educational program at Michigan Technological University with support from the paper recycling industry. Interfacial activity of frothing agents, surfactants and polymers in de-inking flotation systems has been studied through flotation, atomic force microscopy, zeta potential, contact angle, surface tension, and froth stability measurements. These fundamental studies were developed to understand microscopic and molecular effects occurring in flotation of ink particles that may lead to improved designs in de-¬inking flotation processes. Fundamental studies indicate that ethoxylated alcohols are efficient frothing agents in flotation and can be used to clean the recovered paper from hydrophobic ink particles. Next, it was further supported in this research that the fatty acids activated by calcium ions act as collectors in flotation of ink particles. Finally, improvements in de-inking flotation are reported in laboratory tests involving aqueous solutions of polymeric flocculants.

Providing adequate airflow to effectively dilute and remove diesel pollutants in large mine working headings is a little researched area. A simulated diesel mucking operation was carried out in the Exxon Colony Pilot Mine in Colorado to establish expected levels of diesel pollutants in dead-ended working headings. This heading was nominally 15.3 m (50-ft) wide by 9.2 m (30-ft) high. Two face ventilation systems were tested using sulfur hexafluoride tracer gas to represent the diesel pollutants. The results of these tests showed that conventional face ventilation systems operating at high flow rates could adequately ventilate diesel equipment in the 447-522 kw (600-700 hp) range, even in a dead heading 91.4 m (300 ft) in length.

"Urban tunneling projects are usually extensively monitored. Most of the instruments used rely on benchmarks providing a sustainable datum throughout the life of the project. The monitoring program also is based on a predicted model of deformation induced by specific construction methods. Events can interfere with those assumptions and eventually alter the stability of these datum. In addition, the anticipated ground conditions and hence the theoretical deformation model often differ from reality. Satellite Radar Interferometry provides useful information to overcome the weakness of the hypothesis made before construction. It is also a powerful tool to ensure the continuity of the monitoring program throughout the life of the project, accurately describing the true effect of the project on the surrounding environment. This paper emphasizes the benefits and limitations of this technique for urban tunneling applications, illustrated by examples of major tunneling projects around the world. MONITORING URBAN TUNNEL PROJECTS Why Monitoring? Retrofitting existing tunnels or constructing new tunnels – including access and retrieval shafts, portals and cross passages – implies an alteration of the neighboring soil structure. Excavating, dewatering, grouting, loading tie backs, etc. artificially modifies the natural equilibrium of the pore-water pressure, of the water table level and of soil stability. In many cases, the effects are immediate: ground loss, deformation of utilities, settlements of buildings, and distortion of infrastructure are a few examples resulting from construction activity.Instrumentation and Monitoring Scope To control and mitigate the risks of damage associated with the above effects, tunnel projects usually include an instrumentation and monitoring program. Depending on the level of geotechnical, structural and environmental risk, the magnitude of this program varies. Projects with a low exposure to risk may restrain the program to conventional methods such as limited topographical surveys and intermittent manual readings of geotechnical instruments. On the other hand, iconic projects with high risk or with controversial history may implement complex and extensive instrumentation plans, involving highly technical solutions such as Automated Motorized Total Stations (AMTS – see opposite Picture 1), Multi-Point Borehole Extensometers (MPBX), In-Place Inclinometers (IPI) and a wide series of fully automated geotechnical, structural and environmental sensors. In this case, all the devices are usually connected to field data loggers collecting raw data around the clock at frequencies ranging from days to seconds, depending on the sensors."
