This paper presents the calibration of a real-time aerosol monitor, the TSI DustTrak?, to the NIOSH 5040 method being used by the Mine Safety and Health Administration (MSHA) for compliance enforcement evaluation. The standard NIOSH 5040 instrument for compliance evaluation of diesel particulate matter (DPM) has an inherent time lag of up to two weeks for laboratory processing of sample results. Therefore, providing the underground mines with a means of quantifying DPM conditions in real-time, will enable them to efficiently and effectively manage DPM levels to ensure compliance with the regulated limit.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

Residence time distributions (RTDs) were estimated by water tracing in a number of wet overflow ball mills (diameters 0.38 to 4.65 m) producing dense, coal-water slurries. In open-circuit mills of 0.38 m diameter and various length-diameter (L/D) ratios, the mean residence times of solid were also determined from measured mill holdups. Holdup increased with increased mill feed rate, but the mean residence times of coal and water were still equal to each other. The experimental residence time distributions were fitted to the Mori-Jimbo-Yamazaki semi-infinite, axial mixing model, and the dimensionless mixing coefficient was determined for each of 25 tests in single- and two-compartment mills. This coefficient was found to be independent of the feed rate but linearly proportional to the D/L ratio. The mixing coefficient was smaller for two-compartment mills than for single-compartment mills, showing that there was reduced mixing introduced by the diaphragm separating the compartments. Equations are given to scale residence time distributions for changes in mill diameter and length.

The subsurface investigation for the Reach 4 Tunnel was expected to be completed in a single phase. This assumed that data from two nearby previous tunnels, combined with limited new subsurface information and surface mapping would be sufficient to characterize the rock behavior. Unforeseen rock conditions and complex faulting led to the recommendation for a second phase. This decision was not reached easily, as much of the follow-on work required helicopter support, and associated costs. The second phase of drilling found significantly more variability than the first phase and led to a very different and better understanding of the geologic and geotechnical conditions, and rock characterization.

As part of the City of Portland, Oregon?s East Side Combined Sewer Overflow Tunnel Project, nine separate 2,130 mm (84-inch) diameter reinforced concrete pipe microtunnel drives totaling approximately 2,380 m (7,808 ft) are being constructed to divert flows from several of the existing outfalls to the main tunnel. The drives were constructed in challenging ground conditions that include soft soils under the ground-water table, large amounts of wood and metal debris, and close proximity to sensitive structures. While all of the drives will be addressed, the focus of the paper will be on the 931 m (3,055 ft) continuous drive connecting Outfall 46, currently the longest microtunnel driven in North America.

This summary of international mineral exploration activities for the year 2005 draws upon available information from literature, industry and U.S. Geological Survey (USGS) specialists. It provides data on exploration budgets by global region and mineral commodity and identifies significant mineral discoveries and exploration target areas. It also discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based on these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2005. They include budgetary statistics provided by Metals Economics Group (MEG) and information on regional and site-specific exploration activities in 2005 compiled by the USGS.

The trend for using larger equipment in open pit mining to achieve cost effectiveness raises the question about the optimum economic point of scale in the current world of globalization. The present paper treats this question through the prism of a new methodology of assessing the impact of the size of production equipment on the economic outcomes of coal mining ventures. The methodology incorporates a production scheduling optimization model that implements both principles of mine planning, coal quality optimization and waste deferment. The implementation of the waste deferment principle dealing with the spatial and time aspects of the mine sequence arrangement allows the adequate modeling of the optimality of production equipment scale through the use of mine investment parameters, such as, purchase and ownership costs and discounted cash flows analysis. A case study is provided to illustrate the applicability of the new methodology.

Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for Fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% [Gigliotti et al. 1991]. In order to properly determine workers’ exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop guidelines and test procedures for identifying all noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. Once the high noise sources are identified, promising engineering controls can be tested and evaluated to reduce the noise of the sources. The measurement system used to analyze the noise sources included stationary dosimeters in a documented repeatable pattern and a time-motion study of the cutting cycle and operator’s work cycle. Significant results from the underground measurements show that the highest sound levels recorded are at the stageloader discharge segment and tailpiece controls and remained at about the same level throughout the test.

INTRODUCTION As illustrated in Figure 1, the Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system (METRO) ultimately will comprise 100 miles of line divided among 10 routes. At this time about 46 per cent of the system is under construction or in operation. Planning and design of an additional 38 per cent is at an advanced stage. Of the 84 miles under development or construction, about 10.4 miles consist of soft ground tunnels, and another 1600 feet of mixed face. This paper describes most of the factors considered by designers in setting grades for such tunnels. It is hoped the paper will be a useful guide to planners and engineers in developing similar transit systems. The problems faced in Washington, including those related to geology, are not so unique that the solutions cannot be applied to other systems. The paper also may be of interest to contractors who have not perceived the logic behind the selection of a particular vertical alignment. An attempt is made to explain the background constraints that make most tunnel alignments a compromise among competing alternatives. Readers might assume that the choice of alignments is largely controlled by geological conditions. In fact this is merely one of many factors to be considered.

Rock reinforcement systems are used in open pit and underground mines to stabilize the rock mass in-situ and provide safe working conditions. Significant progress has been made to date in the design and implementation of rock reinforcement systems to accommodate bad rock conditions and larger excavations. However, the rationale for the design of rock reinforcement systems remains essentially the same and can be categorized into three groups, namely 1. to create a beam of competent rock in stratified formations, 2. to resist sliding motion in jointed rock, 3. to passively support the superincumbent loads in highly stressed ground. Case histories of the rock reinforcement sys¬tems that illustrate these design approaches will be presented in this paper.

Monitoring slope displacement in open-pit mines can help predict collapses and prevent serious damage, injuries, and fatalities. Early detection of movement may indicate the need to modify slope geometry, initiate dewatering if the slope is wet, or consider artificial support measures such as cable bolting. Slope monitoring at the Berkeley pit was carried out with varying degrees of intensity and continuity for about 15 years. Some of the old mine records are still intact and accessible. Slope monitoring data can therefore be collected and published for the benefit of other mine operators. Because prediction of slope failures is empirical in nature, publication of several well documented case studies will be a valuable contribution to the industry. Background - Berkeley pit Open-pit mining of copper from the Berkeley pit, located on the east side of Butte, MT, began in 1955 and ceased in 1982. During that time, about 1 Gt (1.2 billion st) of material were removed to form a pit about 1.8 km wide by 2.1 km long (6000 ft by 7000 ft) at the rim, and 550 m (1800 ft) deep as measured from the high hill on the northwest side. From the south side, the pit only measures 365 m (1200 ft) deep. The Berkeley pit was first owned and operated by Anaconda Minerals Co., and subsequently by Arco. Following its closure in April 1982, the mine began to fill with water. Washington Construction purchased the property in 1986, and Montana Resources Inc. began mining to the east of the Berkeley pit in July 1986. Numerous instances of slope failure were recorded during the course of mining and several intensive geotechnical investigations were conducted in an effort to optimize the mine design. One of the last and most comprehensive studies was initiated in 1977. For purposes of geotechnical analysis, the mine was divided into nine design sectors on the basis of geologic conditions, geographic orientation, and economic importance (Fig. 1). Only two of these sectors - the concentrator and the southeast corner - are considered here. Material properties were obtained from several studies of samples collected from the mine and adjacent areas. Traditionally, mineral sands are evaluated by preparing several mineral products using a combination of heavy liquid-, magnetic-, and electrostatic methods. Whole-rock assays (WRA) are then conducted on ilmenite, rutile and zircon products in order to determine trace element contents, which may affect project feasibility. Combined methods can be time consuming, expensive and even outdated due to the use of banned and toxic chemicals such as clerici solution. Coupled with large field-sample quantities, these procedures can potentially introduce unacceptable sampling and related errors. Modern mineralogical analysis techniques can provide complete mineralogical inventories on a single THM product, reducing the amount of processing involved in satisfactory characterization of early exploration samples. A small exploration sample can be processed to produce a small THM concentrate using readily available gravity/density methods. In turn, the THM product is submitted for Whole Rock Analysis (WRA) and mineralogical inspection by X-ray diffraction (XRD), and microscopic evaluation. Modal mineralogy and textural data can be determined using optical methods, automated image analysis, and scanning electron microscope (SEM) based systems. Benefits of automation are reproducibility and the capability of rapidly analysing thousands of particles as opposed to manual optical methods. Automated systems include the use of Automated Digital Image Analysis (ADIS), and SEM-based systems such as the Mineral Liberation Analyser (MLA) and QemSCAN. For detailed mineral chemistry, microanalysis techniques ranging from electron microprobe (EMPA) to Secondary Ion Mass Spectrometry and Laser Ablation Mass-Induced Coupled Plasma-Mass Spectrometry (LAM-ICP-MS) are used. Examples of these automated and analytical methods are presented. ADIS at SGS-Lakefield Research uses optical characteristics to identify and measure mineral species in THM samples; rutile, pseudorutile, ilmenite and leucoxene can be distinguished. Analysis of a single THM product provides bulk modal mineralogy and grain size distribution of particles and the individual mineral grains. Textural information is also obtained detailing mineral associations as well as degree of alteration. Where textural and chemical resolution renders mineral identification ambiguous, SEM-based methods offer better resolution. Examples of this ambiguity are shown in this paper, which leads to QemSCAN as the preferred method where within-grain variability is concerned. Sampling and measurement strategies are followed to meet study objectives, providing a value-added framework for a sequential, cost-effective strategy, which will meet due diligence and bankable accreditation criteria. Studying a THM product by electron microprobe and LAMICP-MS may reveal potential fatal flaws related to mineral chemistry. Low detection limits in the range of 200 to 500ppm are possible using electron microprobe analysis for suitable matrixes (U, Th in zircon). For the detection of ultra low level elemental contaminants, LAM ICPMS is the most accurate method of evaluation. Elements including U, Th, La, Ce, Nb, and V in Ti-minerals can be determined down to 50 ppm.

Filtration is an important solid liquid separation technology employed widely in the mineral processing industries. The effectiveness of the filtration operation can be influenced by numerous variables, related to the particulate phase, the slurry rheology and the equipment. The classical approach for analysis is based on Darcy's law. Knowledge of the cake poremicro structure and its correlation to macroscopic cake properties is required to model the filtration operation from a fundamental point of view. Since cake formation seems to occur randomly, a 3D Monte Carlo method was used to simulate cake formation. The configuration for simulation was a space with width of 500 m, length of 500 m and height of 4000 m. Size distributions of five different industrial products whose particle size distributions follow the Rosin Rammler distribution function were used. The particle shape was assumed to be spherical. The simulated cake structures were described in terms of volume porosity (volume of pore space per unit volume of cake) and surface porosity (area of pore space per unit area of a cross section). The results indicate: 1) it is possible to simulate 3D packing, which mimics cake structure, using the Monte Carlo method,2) segregation phenomena occurs during simulated cake formation, 3) the values of calculated porosity for simulated samples B, C, D, and E were lower than those determined for corresponding industrial products Br, Cr, Dr, and Er, and 4)some structures of simulated samples seem to correlate with laboratory leaf test data obtained for different products from plant operations.

The Washington, DC Water and Sewer Authority (WASA) has implemented facility planning for the Anacostia River Projects portion of a program to bring its Combined Sewer System (CSO) into compliance with federal water quality regulations by 2025. The program includes approximately 19 kilometers (12 miles) of deep CSO storage/conveyance and flood relief soft ground tunnels, construction, vortex drop, overflow, maintenance and air release shafts, as well as near surface diversion structures and conveyances. The Project encompasses major technical and non-technical challenges including completion under a federal consent decree schedule, construction within the confines of heavily developed urban areas, difficult ground conditions, major infrastructure crossings, and close coordination with several major public agencies. This paper discusses the planning stage considerations related to the geotechnical investigation program, discusses obstructions that influenced alignment selection, and provides two examples of preliminary estimates of settlement induced ground movement due to the tunnel and shaft construction.

Coal mine longwall face ventilation is an important component of the overall mine ventilation system. Increases in the production rate due to higher capacity mining equipment tend to increase methane emission rates from the coal face, which must be diluted by the face ventilation with a minimal opportunity for assistance from additional control equipment (i.e., surface boreholes). Increases in panel length, in some mines approaching 6,100 m (20,000 ft), and panel width provide additional challenges to face ventilation designs. Face ventilation can also be affected by communication with the methane-laden gob gas reservoir. Except in a two-entry system, belt air cannot be used to ventilate the face in the US, except in limited cases. This relatively recent requirement has further challenged the mining industry in maintaining adequate longwall face ventilation. To assess the effectiveness of current face ventilation practices, a face monitoring study was combined with a tracer gas test on a longwall face. The study was conducted at a US mine operating in a thick, bituminous coal seam with some self-heating tendencies. Multiple gob gas ventholes were located near the face and produced a small portion of ventilation air in their production flow. Initial results show that emission rates on the longwall face showed a very limited increase in methane concentrations from headgate to tailgate despite the occurrence of methane delays during monitoring. Increases in methane concentrations in the tailgate entry in the vicinity of the longwall face T-junction appeared to be produced primarily by gas flow from the gob, not from increased emissions from the face. Barometric pressure variations were substantial over the course of the study and varied on a diurnal basis, as is typical of many mining operations. Suggestions are forwarded for reducing longwall face methane concentrations.

Archean supracrustal rocks of the South Pass greenstone belt of western Wyoming have been the State's most prolific source of gold and iron ore. Actual gold production statistics are incomplete, but as much as 400 to 500 thousand ounces may have been mined with some silver and tungsten as a by-product. Iron ore was also mined from the greenstone belt for 22 years, and production totaled more than 90 million tons. Immediately south of the exposed greenstone belt in the Oregon Buttes area, Tertiary boulder conglomerate, which has been eroded from the granite-greenstone terrain, may contain a gold resource of 28.5 million ounces (Love and others, 1978). The amount of gold placered from stream alluvium derived from these Tertiary conglomerates is unknown.

The Los Angeles Metro Eastside Extension light rail project included a 1.5 mile underground segment, which consisted of twin 18'?10" ID tunnels, bored with two EPB-TBMs. One of the major project challenges after the completion of the bored tunnels was the excavation of six cross passages within alluvial geology below the water table and with low ground cover. Sequential excavation methods were employed and this paper details the design, ground treatment, support measures, and construction methods used to mine these cross passages beneath the congested urban streets of the City of Los Angeles.

Today?s modern mining operations have literally dozens of applications and systems generating data whose information very often, are not crossed or centralized for operational decisions. In remote locations, the information and situation awareness is typically limited to the location itself. In addition, access to that information is limited to a small, select group of personnel that have received training on how to interpret the results. When the situation affects another area of the mine then information is relayed to the applicable areas involved. Few workers have time to analyze the situation thoroughly, to see how it affects the mines symbiotic relationship within all areas of production. If the capability to correlate and measure events and situations that affect your overall key performance indicators are not in place, the opportunity to identify process improvement becomes more difficult.
