The North Shore Connector Project for the Port Authority of Allegheny County involves TBM mining a pair of subway tunnels through soil and rock under the Allegheny River and a narrow city street. Along the tunnel alignment are a historic building on shallow foundations and modern buildings on deep foundations, one constructed directly over the alignment during the latter phases of design. This paper provides an overview of the general site conditions, and technical basis for excavation support and tunneling decisions. Deformation limits, ground improvement, monitoring and mitigation plans, geotechnical baseline report development, and risk management will also be discussed.

The empirical rock failure criteria play an important role in predicting the mechanical behavior of rocks, since affecting parameters on the behavioral properties of rocks are complex and numerous. Usually the empirical failure criteria are obtained by statistical methods, namely by means of fitting the mathematical function onto the experimental data. For evaluation and verification of the results, however, the quality and accuracy of the fit must be considered. This paper studies the efficiency and accuracy of conventional empirical rock failure criteria using a new approach, which is based on the analysis of uncertainty amplitude on the constant parameters of each criterion. The approach adopted here, is based on the combination of some parameters such as Mean Squared Error (MSE), Root Mean Squared Error (RMSE), type of function, degree of freedom and the confidence level of constants. Correlation coefficient (R2) is then a comprehensive test and can be used effectively for comparison and accuracy of empirical rock failure criteria.

The Cripple Creek diatreme-intrusive complex is known primarily for its vein telluride-gold ores and, for major veins, their great vertical range (>990m). Less well-documented are the ores dispersed into the wallrocks adjacent to veins, the ores associated with hydrothermal and tectonic breccias, or mineralized zones within fluvial, lacustrine, and volcaniclastic rocks deposited within the diatreme complex. The ore-gangue minerals Here precipitated from oxidized, alkaline fluids that yielded an abundance of carbonate, sulfate, and oxide minerals along with minor base metal sulfide and precious metal telluride-s. Wallrock alteration is quite limited adjacent to veins and somewhat more extensive within hydrothermal and tectonic breccias.

Minerales Monclova, S.A. de C.V. (MIMOSA) is owned by Grupo Acerero Del Norte (GAN). This company has 4 underground coal mines and 1 open pit to feed it?s steelmaking facilities located in the city of Monclova in the North of México in the state of Coahuila. The current underground mines are Mine 3, 5, 6 and 7 and the future projects are Mines 8 and 9. In the last years Mines 2 and 4 have been closed because they finished their coal resources. The remaining mines have bigger production and developments requirements in order to accomplish the goals of the company. The mines have been working in deeper and gassier areas. These conditions have required improvements in the ventilation design and methane control systems for all the mines. In some cases the ventilation of some of the MIMOSA?S mines has been increased 80%, and besides this, an intensive methane drainage program has been applied using horizontal in-seam boreholes and gob wells. The short-term ventilation plan includes the construction of 3 new vertical shafts with 5 and 6 meters diameter for Mines 5, 6 and 7 and the purchasing of bigger new main and backup fans for each one of these mines. One of these vertical shafts and the purchasing of the first 2 fans is already in process. This paper will explain the evolution and results of the ventilation and methane drainage systems in MIMOSA and the ventilation planning for the future years.

"Since ancient times, storing and conveying water via underground water systems and tunnels has been touted for its strategic advantages. Underground cisterns and tunnels assured protection of essential fresh water supplies from man made contamination and especially from enemies who would gain an advantage by disrupting an adversary’s water supply in a siege. Modern day engineers do not usually specify tunnels for reasons of avoiding deliberate contamination or siege — however, they are just as enamored with the idea of building tunnels for water conveyances.Such was the case for the San Francisco Public Utilities Commission (SFPUC). The SFPUC provides drinking water to 2.6 million residential, commercial and industrial customers in the San Francisco Bay Area. The SFPUC’s water system includes 257 km (160 miles) of transmission pipelines and tunnels from the SFPUC’s largest reservoir, the Hetch Hetchy Reservoir inside Yosemite National Park, to San Francisco. About 129 km (80 miles) of the system consist of tunnels. A 30-km (19-mile) section of the tunnel network, called the Mountain Tunnel, was thought to be at risk of a catastrophic failure in its concrete-lined section of 18 km (11 miles). For much of the project planning process, a new replacement tunnel was presumed to be required according to the tunnel planners.Originally constructed between 1917 and 1925, the Mountain Tunnel has been in continuous service since 1925. The 30-km (19-mile) tunnel is located downstream of the Hetch Hetchy Reservoir water source in Yosemite National Park, between the Early Intake and Priest Reservoir (Fig. 1). Approximately 18 km (11 miles) of the tunnel is lined with unreinforced concrete. Though the condition of the tunnel was being monitored through water sampling and periodic inspections, there was growing concern that the tunnel lining was at risk of a partial collapse that could interrupt water delivery for up to nine months. The SFPUC was faced with a decision to construct a new bypass tunnel to replace the lined section of the Mountain Tunnel or to rehabilitate the existing tunnel."

I have spent my entire life in the mining industry pursuing what I believed was an honorable profession that provided products that were critical for our social and economic well being. Now I am told that all of my efforts been for nothing and that I have been doing something morally wrong - mining. This view of the future is not one that the mining industry has to allow to unfold. A determining factor in how things will turn out is continued improvement of the industry's environmental performance. To some extent, the current state of affairs in the United States is a result of the common perception that greedy corporations (usually foreign) are somehow ripping off US citizens of their native birthright or natural treasures in the name of corporate profits. Implicit in this view is the belief that corporations will take shortcuts or violate the environment in the name of profits. I have 26 years of experience in working in the copper, uranium and gold industries. Profits during those years were meager and difficult to find (Fig. 1). In fact, when I began working fresh out of college, I chose copper, which was then selling at around $1/lb. By the time I left copper mining, it was selling for 45 cents/lb. I then moved to uranium, which was selling for $52/lb. By the time I left it was $16/lb. I finally picked gold, which was then at ($650/oz). There is a whole generation of engineers, geologists and professionals who have spent two decades downsizing, closing mines, improving costs and getting smarter about how the mining industry does what it does. The environment, health and safety are areas where there have been great improvement. There are five characteristics of corporate governance that are critical for a company to develop and an industry to embrace if environmental, health and safety excellence is to reach new heights in the labor pool.

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

Conference themes are usually chosen by organizers to reflect the current state of the industry. The Colorado Section MPD came up with what may be the most appropriate theme of a mining conference during the last few years. The local SME MPD section’s theme of its 56th annual conference was “The Wild, Wild World of Mining.” The current boom can be felt in all aspects of the industry, including exploration, mining, processing, sustainability, and economic and political issues. Each of the 25 speakers at the conference, held in Colorado Springs, CO, touched on how the boom has impacted each of those aspects. The meeting attracted about 110 people from around the world.

Storage and transport systems are essential for mineral processing. Section 10 includes systems for storage and transport of dry bulk materials, slurries, and water necessary for operation of mineral pro¬cessing plants. All aspects of these systems are presented, including material characteristics; dry material placement in and reclamation from storage stockpiles and bins; dry material conveyance; hydraulics (liquid flow and pumping); slurry characteristics; slurry storage and reclaim, slurry flow (distributors, launders, and pipes), and pumping; water (primary and secondary process, reclaimed, fire, cooling, and domestic) supply, transport, and storage; equipment selection and sizing; power transmission; controls; and health and safety. The mate¬rials considered include crude ore; process and other water supplies; initial, intermediate; and final in-plant materials; finished materials; and tailings and other waste products. Section 10 is a compilation of practical operating data for engineers, technicians, and plant opera¬tors. For the design of mineral processing plants, including selection and sizing of equipment, the design engineer should consult with equipment manufacturers, suppliers, engineering firms, and plant op¬erators with specialized experience in particular materials handling methods. When unusual conditions are encountered, actual pilot or full scale testing may be required to insure adequate design. Operation of mineral processing plants is dependent on the proper engineering and construction of storage and transport systems for dry bulk materials, slurries, and water. It is obvious that processing plants cannot produce the required quantities of semifinished and finished products unless these material can be transported adequately to, through, within, and from the plant. Costs of storage and transport systems may exceed 50% of the total capital and/or operating costs. Considerable attention must be given to the design, layout, and engineering of these systems. These systems are interrelated with the mineral processing method and it is necessary to determine the best combination of mineral processing method and storage and transport systems. Storage and transport systems perform a major supportive func¬tion to mineral processing. The final selection of these systems depends on the final selection of the processing method and related systems (environmental control, tailings and waste disposal, etc.). The process¬ing method determines the characteristics of materials to be stored and transported; distances, elevations, flow rates for transport; and storage requirements. Flowsheet After selection of the processing method and related systems, a flowsheet must be developed. This flowsheet should indicate produc¬tion rate, percent solids or moisture, and specific gravity for all initial, intermediate, and final products or product flow streams. It also may be necessary to know the size analysis, chemical analysis, abrasiveness, and other physical characteristics of various product flow streams. The flowsheet provides basic information for plant layout, storage requirements, and selection and sizing of process and transport equip¬ment. Storage and transport systems often function improperly be¬ cause of inadequate flowsheet data or process revisions, resulting in improper equipment selection and sizing. Further details on plant design are presented in Section 33. After selection and sizing of process equipment, it is necessary to select the type of material transport equipment to be used for in¬plant materials handling as well as crude ore, tailings, and final prod¬ucts. The storage and/or surge requirements, including capacity and location, then are determined. Storage and/or surge capacity is neces¬sary for leveling production rate fluctuations due to variations in material characteristics; production scheduling; equipment mismatch¬ing, failure, or breakdown; and scheduled maintenance downtime. Variations in ore grindability will cause fluctuations in throughput or production rate for grinding mills and variations in ore grade will cause fluctuations in production rate for concentrating equipment. Variations in material moisture content and percent solids can have serious effects on the capacity of material transport equipment. In some cases, a blending system may be desirable or necessary to reduce variations and to obtain uniform production and/or metallurgy. Storage capacity often is needed because of different production schedules for various phases of the mining and mineral processing complex. As an example, the mine and coarse crushing plant may operate on a one- or two-shift-per-day schedule while the fine crushing plant and concentrator on a three-shift-per-day schedule. This would require storage between the coarse and fine crushing plants. Another example would be load-out storage where unit trains are used to haul concentrate or final products. The concentrator could be operated on a three-shift-per-day schedule while only I to 2 hr may be scheduled for unit train loading. This would require adequate load-out storage so that the concentrator can be operated continuously. Process equipment with mismatched capacities requires storage or surge capacity between the mismatched equipment to achieve oper¬ating efficiency. As an example, the fine crushers may have greater capacity than the rod mills. Storage between the fine crushers and the rod mills permits both the crushers and rod mills to be operated at optimum capacity with the crushers actually operating or running a lesser number of hours per day. Mismatched capacities for process and transport equipment also may require storage or surge capacity. Mismatching of equipment capacities most often occurs because of the difficulty in equipment sizing. Thus, the design engineer must anticipate where in the flowsheet these mismatching capacities are likely to occur while making every effort to assure that equipment is selected and sized properly. Equipment breakdown can cause major operating difficulties and lost production. These breakdowns can be reduced with adequate scheduled maintenance. Lost production due to nonscheduled down¬time caused by equipment breakdown can be reduced further by standby equipment and storage and/or surge capacity ahead of essen¬tial mechanical and electrical equipment. As an example, standby pumps and conveyors often are available as part of the in-plant trans¬port system. Storage and/or surge bins and tanks often serve dual functions, such as dewatering, mixing, and smoothing production rate fluctuations.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. Subsequently, the need for dust control was recognized and measures were instituted. Silicosis is characterized by progressive breathlessness on exertion and develops over the course of years. For open pits developed in tropical climates the upper portions of the pit walls are often located in residual soils and weathered rock. Due to the presence of relict structures, and the relatively low strength of the residual soils and weathered rock, design slope angles in these materials have to be developed by blending the results of kinematic assessments of geologic structures with rock mass stability analyses and traditional soil mechanics. Background information on the engineering considerations of residual soils are discussed, and the results of geotechnical assessments for proposed pit design of the Brisas del Cuyuni Project, located in southeastern Venezuela, are presented.

Industrial minerals are critical to most aspects of modern society. They are pervasive in both industry and in everyone's lives (McVey, 1989; Barsotti, 1993). They are also the dominant class of minerals produced in the United States but this fact is little known outside the industry. For example, in 1993 (U.S. Bureau of Mines, 1995, table 1) industrial mineral dollar value was double that of metals ($20.86 billion vs. $10.88 billion) and employment levels were nearly so (74,000 vs. 40,000). A further difference is that transportation tends to dominate production costs (FOB end user) whereas they are much less significant in other mining ventures or other industries. Finally, metal mines are more concentrated west of the Mississippi; industrial mineral operations are more prevalent to the east (U.S. Bureau of Mines, 1995, p. 16-17). The significance of transport cost is discussed in Part 2, which is essentially Barker and Austin, 1995. Part 1 will update and expand portions of Barker and Austin (1995) and provide a more detailed discussion of import/export relationships using a China/United States reference point because of China's dramatic influence on some industrial mineral markets since the mid-1980s (barite, etc.).

Characterization of ore and waste-rock material using automated quantitative micro-mineralogical techniques (e.g., QEMSCAN® and MLA) has the potential to complement traditional acid-base accounting and humidity cell techniques when predicting acid generation and metal release. These characterization techniques, which most commonly are used for metallurgical, mineral-processing, and geometallurgical applications, can be broadly applied throughout the mine-life cycle to include numerous environmental applications. Critical insights into mineral liberation, mineral associations, particle size, particle texture, and mineralogical residence phase(s) of environmentally important elements can be used to anticipate potential environmental challenges. Resources spent on initial characterization result in lower uncertainties of potential environmental impacts and possible cost savings associated with remediation and closure. Examples illustrate mineralogical and textural characterization of fluvial tailings material from the upper Arkansas River in Colorado.

With a rich mining history that dates back to the Klondike gold rush of 1896 to 1898 and continues to thrive today, Yukon has experienced several ?boom-and-bust? cycles. However, during the world?s most recent mining ?bust? Yukon has held strong and has re-mained one of the world?s hottest destinations for mineral exploration. In fact, the area even exceeded forecasts in 2009, more than doubling last year. And the near-future looks just as bright.

The need to increase ore recovery and pillar stability caused the Magmont Mine staff to investigate the use of sandfill to accomplish both tasks. The use of hydraulically stowed classified mill tailings as a subsidence preventative will be discussed as well as the use of sandfill in pillar recovery and as a part of the regular mining cycle.

In recent years, slabs with a rough surface have captured a large share of the ornamental stone market. However, the main technologies used for this type of treatment are based on mechanical shock (bush-hammering) or thermal treatment (flaming or flame-finishing). These traditional technologies are widely used, but have many limitations that decrease their usefulness. The purpose of this study was to develop a technology that enhances the natural colors of the rock and produces a rough surface without compromising its mechanical characteristics, in contrast to traditional technologies. This report shows the technical, economic and aesthetic results obtained with a new water-jet treatment and compares it with competing technologies.

Part of a major sewer expansion for the City of Columbus, Ohio. The Big Walnut Outfall Augmentation Sewer?Part II (BWOAS) consists of 13,200 feet of tunnel of 12-foot tunnel passing mainly through glacial deposits with a water head of up to 2 bar. A Lovat RME167SE was used to drive this tunnel with steel fiber reinforced precast segmental liner used for support. This paper will discuss the concepts for tunnel sup-port and TBM selection, the problems encountered with the TBM sealing systems and the solutions used to repair the machine.
