INTRODUCTION The Control Problem The need for automatic control in flotation plants stems from frequent and randomly occurring disturbances to the feed slurry. Typical disturbances occur in the solids feedrate, the slurry percent sol ids, and the mineralogy and flotability of the gangue and valuable minerals. In plants where semi -autogenous grinding mills (SAG) are used, feedrate changes are very large and changes in feed percent solids of 1m or more are common. Mineralogy changes between valuable minerals are common, as are changes in the host gangue rock. As these changes occur, the operator can attempt to compensate for them by making adjustments to the flotation cell levels, the dosage rates of the collectors and frothers, the pH, and in some cases the aeration rate of the cells. This problem is sometimes complicated by the fact that different sections of the flotation plant will be processing different ore types at the same time. Potential Savings with Control Flotation control brings about savings or plant improvements in two areas; the first is in improved metallurgy and the second is in reagent savings. Improved metallurgy includes increases in the average plant recovery and achieves target concentrate grade level s more consistently. Average recovery increases between 1.0 and 5.0 percentage points have been widely reported (Paakkinen, 1979; Sutherland, 1984). Reagent savings of up to 40 percent have also been reported (Hales, 1985). VARIABLES OF IMPORTANCE Control led, Manipulated, and Disturbance Variables The initial step in the analysis of the flotation control problem is identification of important variables which can affect the efficiency of separation. The efficiency of separation is represented by a group of controlled variables which can quantify the performance of a flotation circuit. This group includes variables such as grade, recovery, tonnage through- put, and circulating loads. The efficiency of separation of a flotation circuit may generally be defined by a grade recovery map, where each point on this map re- presents a set of operating conditions (see Figure 1). However, the combination of operating conditions must be set to operate close to the economic optimum. INTRODUCTION As the experience in Canada indicates, it is becoming more and more common to evaluate major mining projects, especially those relating to uranium, with respect to their environmental effects. As part of this evaluation public hearings are becoming the rule rather than the exception. In this area the 1970's and presumably the 1980's can be characterized as the age of "Environmental Assessments" or "Environmental Impact Statements" which form the basis of these hearings. These documents tend to require significant amounts of research, data collection and effort in their preparation, and tend to be closely scrutinized by the hearing body and by groups in opposition to the project. This opposition is becoming more organized and sophisticated. The assessment or impact document, together with the evidence supporting it during the hearings can: (a) mean the difference between a lengthy and hence costly hearing and a smoother, shorter and less expensive one, (b) result in requirements for extensive modification at the expense of the proponent to his project, (c) result in the proponent being required to carry out extensive studies, research or monitoring programs, and (d) conceivably may in certain situations result in the project actually being turned down. Therefore, while on the one hand it is important to have available technical answers to concerns relating to uranium, its associated and perceived hazards, it is getting more and more important to be able to present these answers in both a written and oral format in such a way as to meet the criticism and concerns of the opposition, be they citizens in general or special interest groups including environmental lobbyists. JURISDICTION From a Canadian perspective, the first legal question to be answered is which level of government has jurisdiction over uranium mines in general and specifically over aspects relating to the environmental effects, including the health and safety aspects, of uranium mines and

In recent years, we have witnessed many innovations in the equipment used in handling bulk materials. Not too long ago, any sizeable stockpile of coal or iron ore was attended by one or more material handling bridges. More recently, large stockpiles have been built with mobile equipment of' the earth moving type with bulldozers and front end Loaders being utilized in reclaiming operations. The most recent stocking and reclaiming device is the rotary bucket wheel machine. The early bucket wheel machines built in the United States were developed for the strip mining of coal. We understand that the first American machine was built in the Midwest in 1944. This type of unit was developed in an effort to reduce the cost of removing overburden and to provide satisfactory spoil disposal. As the available coal reserves under shallow cover were exhausted, the cost of removing the deeper overburden with conventional equipment became too great for these operations to continue profitably. The first machine has now been followed by six or seven additional units, the largest of which can handle material at a rate of more than 7000 cubic yards per hour.

Hydrocyclones and other dynamic separators are normally fed with pulps of water and solid particles. The particles have different sizes, shapes and densities and, except in the special case of mono-characteristic particles, are segregated into size, shape and density. Segregation is magnified by the high values of centrifugal acceleration in the hydrocyclones. This paper develops the theory of the segregation, indicates the major variables involved and reports experimental data of segregation under different operating conditions for mixtures of magnetite and/or ferrosilicon and non-magnetic minerals.

The effect of pulping reagents on the flotation de-inking of laser printed wastepaper was investigated with regard to the removal efficiency of toner and mineral filler particles for different pH values. These results show that caustic pulping causes the toner to be released from the fibers at larger particles sizes. On the other hand, acid pulping not only causes the toner to be released at smaller particles sizes but also increases the concurrent flotation removal of mineral filler particles. It was experimentally observed that the froth generation and stability during flotation were improved for acidic pH values.

Cooperative Education is by no means a new idea. The first such program was instituted at the University of Cincinnati in 1906 by the late Dean Herman Schneider with twenty-seven engineering students participating. Today, more than fifty years later, there are in excess of one hundred institutions' with some such program in which thousands of students, are participating in the fields of Liberal Arts, Engineering, and Business Administration. At the same time, according to a conclusion reached during a study of work-study college programs, copyrighted in 1961 by Thomas Alva Edison Foundation, and from which we quote; "We were amazed at the lack of-information about cooperative education among school and college staffs and students, among parents and employers, and on the part of the public generally."

A joint research program between the U.S. Department of the Interior's Bureau of Mines and Cyprus-Yampa Valley Coal Company is being conducted at the Foidel Creek Mine, Oak Creek, Colorado. This program goal is to study the effects of state-of-the-art, high-speed, automated longwall mining on health and safety, and primarily, ground stability under various geological conditions. The Bureau installed an automated data monitoring system, known as the Ground Control Management System (GCMS), to monitor in real-time the effect of rapid mining on pillar and face loading, stress redistribution in and around the longwall panel, and caving characteristics of the roof. The Bureau's GCMS, combined with the company's existing monitoring systems, which include environmental monitoring, a computer programmable conveyor belt system, and gamma ray roof control thickness indicators, has been effectively used to improve safety at the face, increase productivity, and reduce production costs.

Hydraulic fracturing has gained in popularity in recent years as a way to determine the orientations and magnitudes of tectonic stresses. By augmenting conventional hydraulic fracturing measurements with detection and mapping of the microearthquakes induced by fracturing, we can supplement and independent1 y confirm information obtained from conventional analysis. Important information obtained from seismic monitoring includes: the state of stress of the rock, orientation and spacing of the major joint sets, and measurements of rock elastic parameters at locations distant from the wellbore. While conventional we1l 1ogging operations can provide information about several of these parameters, the zone of interrogation is usually limited to the immediate proximity of the borehole. The seismic waveforms of the microearthquakes contain a wealth of information about the rock in regions that are otherwise inaccessible for study. By reliably locating the hypocenters of many microearthquakes, we have inferred the joint patterns in the rock. We observed that microearthquake locations do not define a simple, thin, planar distribution, that the fault plane solutions are consistent with shear slippage, and that spectral analysis indicates that the source dimensions and slip along the faults are small. Hence we be1 ieve that the microearthquakes result from slip along preexisting joints, and not from tensile extension at the tip of the fracture. Orientations of the principal stresses can be estimated by using fault plane solutions of the larger microearthquakes. By using a joint earthquake location scheme, and/or calibrations with downhole detonators, rock velocities and heterogeneities thereof can be investigated in rock volumes that are far enough from the borehole to be representative of intrinsic rock properties.

Historically, Bingham is a rail pit, starting with steam locomotives in 1906 and converting to electric locomotives in 1923. Ore production was maintained through an effective utilization of available rail equipment. From time to time as it became necessary to deepen the pit and as stripping ratios increased, various studies were made on alternate material haulage systems. Utilization of diesel locomotives, conveyor belts, and trucks have all been subjects of study, however, conversion from rail haulage utilizing electric locomotives could not be justified. Because of the gradual decline in ore grade, a program was approved in 1963 to raise ore production to 108,000 tons per day. This was designed to return copper production to the 1950 level. Attainment of this production level by expansion of the rail system had definite limitations and built-in inflexibility. Track and trolley wire relocation causes shovel down time in excess of that required for normal maintenance. Instability of the dumps and the resulting additional track maintenance increases greatly as the volume of waste material to be handled daily expands.

The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

Texas Utilities Generating Company (TUGCo) surface mines lignite for use as a boiler fuel at mine mouth generation stations. Currently, the annual lignite production requirement of approximately 28 million tons necessitates mining across approximately 1,600 surface acres each year. The mining operations, located in Freestone, Panola, Titus, and Hopkins counties, Texas, have drastically disturbed some 13,000 surface acres to depths of up to 110 feet since initial startup in 1971. The TUGCo mining philosophy, a commitment made prior to initiation of mining operations and prior to any mining regulations, includes a return of mined-out land to private ownership in the most useful state possible. In the areas of TUGCo operations, the local economies are based upon agricultural production. Historic land use surveys have typically shown a trend from row crop production to pastureland for cattle production. During the 1960?s, the percentage of acreage devoted to row crop production approached zero with respect to the total acreage devoted to agriculture. TUGCo reclamation operations have therefore emphasized restoration of land to a state that is favorable to cattle production

An appropriate scale-up methodology is very useful for ball mill design and optimization of the grinding circuit. To date, the scale-up is based on the selection and breakage function method using lab mill data. However, a major drawback of that approach is that the charge motion in a lab mill is vastly different from that in a large industrial mill. Therefore, in the methodology proposed here, first the energy of individual collision in the mill is computed employing the discrete element method (DEM). Then the breakage of particles as a function of collision energy is studied in a separate experiment. Together, this information constitutes what is known as collision energy based population balance method. The appropriateness of this method is shown for 38-cm ball mill.

The title of my paper today is "public relations challenges for the pending minerals crunch". There isn't anyone in this room who would dispute. That the minerals industry has always had public relations challenges . . . No matter what the circumstances, mineral shortage or abundance. The industry suffers from an image that is second to none in longevity. It defies all actuarial formulas of the past or the future. Never mind that such an image is outdated, distorted, overstated, and reiterated. I submit that the minerals industry had public relations challenges long before there was anything called public relations. This account of egyptian mining practices, recorded for posterity by Diodorus Suculus at the end of the second century, b.c., is indicative. "On the confines of Egypt . . . And Ethiopia is a place which has many great mines of gold, where the gold is got together with much suffering and expense. The kings of Egypt collect together and consign to the gold-mines those who have been combined for crime, and who have been made captive in way . . . Sometimes only themselves, but sometimes likewise their kindred. "Those who have been consigned to the mines, being maw in number and bound with fetters, toil their tasks continuously both by day and all night long, getting no rest and jealously kept from all escape.

The title of this paper implies the presence of silver, nickel, and cobalt minerals at, the Alhambra mine. Perhaps this should be amplified to include uranium, as pitchblende also occurs, possibly in mineable quantifies. A brief history of the Alhambra mine is of interest, both from a historical angle and as pointing up the importance of geology in the-present development. The Alhambra is one of several mines in the Bullards Peak or Black Hawk dis¬trict, ass it is more familiarly known, in southwestern. New Mexico, which was mined for silver in the 1880?s and 18901s, Silver valued between $500,000 and $1,000,000 was extracted from the mine in the 10 years prior to 1893, when operations ceased. Almost all the silver mined was native silver, although a small quantity of argentite was produced. Nickel and cobalt were recognized in the ores, but they were thought to be of no consequence.

A Reichert cone concentrator was installed in an aggregate plant circuit to recover the extremely fine "flour gold" known to exist in the deposit. The gold content of the bank-run gravels averages about 0.1 grams per ton (about $1.45 per ton), based upon $14.47/g (345O/ounce) gold. Tine Reichert cone, in conjunction with a conventional shaking table, re- covers in excess of 85% of the gold. A screen analysis of the gold particles shows 44.1% is -i4 microns (-200 mesh) in size. The plant operates with a two-man crew.

The paper presents the development of a thermodynamic based network analysis model. It uses transient heat flow algorithm for computing the heat flow from strata and predicts the environmental condition in different branches of the network. Along with the environmental condition, the mass flow distribution in network is computed by using nodal pressure method based on linear theory approach. The algorithm has been coded using object oriented programming approach and it has been validated in actual field condition. The correlation is satisfactory.

Conventional triboelectrification based dry coal beneficiation methods require ground coal as a prerequisite feed material, energy intensive static-in-line mixer or cyclonic tribocharger configuration, and transport and/or improvement in the design of free-fall separators to improve the separation efficiency of [me pyrite/mineral matter from coal. The proposed paper illustrates the two concepts. First, the use of ceramic media in a polyurethane lined attitor in achieving simultaneous grinding and differential charging. Second, the use of an electrocentrifuge to selectively separate coal from mineral matter present in the triboelectrified mixture. It is of interest to note that some ceramic media can satisfy the requirements of both desired density and work function to achieve grinding and differential charging.

The use of activated carbon as an alternative to Merrill Crowe precipitation to recover gold from pregnant leach solutions is recognized. Recovery using activated carbon, however, suffers from the interference, due to organic fouling, clay content and increasingly from the presence of elements such as copper. Ion exchange separation technology is familiar to the mining industry (uranium) and its potential application to the gold mining industry is evaluated with considerable efforts by research workers in South Africa, Australia, and North America. The present paper reviews in detail the status of the research work that identifies potential opportunities.
