The United States Bureau of Mines has been conducting investigations of electrical equipment curing a period of more than 25 years in an endeavor to encourage the development of safer electrical equipment for coal mines. In order to conduct these investigations in an orderly manner they are carried out under a published schedule of tests known as Schedule 20, which specifies detailed requirements for motors, controllers, etc., and fees covering the various inspections and tests made as part of a routine investigation.

First - aid training is an essential part of safety programs in the mining industry , but it is only a means to an end ; first -aid training will not eliminate accidents , but unquestionably it is of considerable value in any accident prevention program . Numerous features should be incorporated in any efficient , well - developed safety plan ; in addition to first -aid training safety work , to be reasonably effective , should include the establishment and maintenance of a safety organization , safety competitions between mines or sections of mines , safety- inspection committees , accident - investigation committees , safety meetings of mine officials , safety bulletins and posters , employees ' safety publications , Holmes Safety Chapters (which provide for monthly safety meetings of all employees ) , and numerous other activities looking to safe operation of mine or plant . These features are supplementary to the fundamentals of safety-- adequate and effective supervision and discipline . Years of experience , however , have demonstrated that first - aid training is a good accident -prevention auxiliary and should be made an integral part of every company's safety program . Many safety-organization plans have failed because they have been based upon the assumption that the supervisory force should be given full authority and responsibility for achieving safety and eliminating accidents and that the workers , who are most vitally concerned , are nonessential . First -aid training causes the employees to feel that they have a personal and full participation in the safety program and is now available so readily that no individual or organization has any valid excuse for not having it . Early investigations made with a view to bettering health and safety conditions among the employees in the mineral industries demonstrated the need of prompt care of injured employees because , under the difficulties inherent in the occupation , seemingly unimportant wounds , when not treated promptly, became infected and caused permanent disability and even death . Many seriously injured persons , brought out of mines and plants by fellow workers who were ignorant of the approved methods of giving first aid or of safe means of transportation

Need for lightweight building materials was created in the latter part of the nineteenth century by a radical change in building design in which dead load or structural weight was transferred from thick, heavy, load- bearing walls of former construction practice to a load-carrying framework of beams and columns with thin walls. This new design was brought about by the introduction of structural steel followed by reinforced concrete and structural concrete as materials for the erection of the load-supporting frame. The new materials and method of construction made possible the erection of skyscrapers and the building of bridges with long spans, and made feasible additions of one or more floors to existing buildings. As size and design of the load-bearing framework are controlled chiefly by dead load, the natural result was a. search for and use of light- weight materials in partitions, floors, and exterior walls. However, these thin walls created problems of heat and sound. insulation, so that building materials which possessed good heat- and sound-insulating properties in addition to light weight were objects of extensive research. One group of materials developed to fill this need comprised lightweight concretes, of which some were obtained by the use of lightweight aggregates. Although the advantages of lightweight.materials were evident from the first skyscrapers, there was a transition.stage.between the old bearing- wall and modern skeleton-frame types of building, with the heavy and massive construction of the former superimposed upon the latter. Hence, it was not until the period between 1910 and 1930 that the new lightweight concretes were recognized and used more extensively in the erection of large, nonresidential buildings. From this type of construction, light- weight-aggregate concretes entered-fields of residential and small non- residential building; in which they were found desirable for production of prefabricated, large-size; masonry units. Although the weight of each unit was reduced sufficiently to enable one man to handle it easily, properties of the new concretes other than light weight were the principal factors in the ready acceptance of these new materials in residential building. Manufacture of precast units includes complete lines of masonry and back-up blocks, bricks; floor beams, columns and partition, roof, and floor tiles and slabs. Recent improvements in casting machinery, development of the vibration-pressure machine, and a more thorough study and knowledge of the requirements and properties of the concrete mix have all contributed materially to the rapid expansion in use of lightweight aggregates in this industry.

A lignite from Milam County, Tex., has been oxidized by air at temperatures from about 27° to 300° C. for varying lengths of time. The oxidized coal was carbonized at 500° C. in a laboratory assay unit, and the products of carbonization were measured and analyzed. The data presented suggest that, as lignite is progressively oxidized, tar yields are decreased and gas yields are increased in a ratio approximating 1:1. It is surmised that tar-yielding structures in the nonoxidized coal produce gas, principally, when the coal is oxidized. Char-yielding structures of the nonoxidized coal give rise to additional water of decomposition after oxidation and pyrolysis. As lignite is subjected to greater oxidation, the gaseous product evolved on pyrolysis becomes almost entirely carbon dioxide. Tar yields decrease with an increased degree of oxidation, so that the reduction in tar yield may be used as a qualitative measure of oxidation. Pilot-plant drying and carbonization, where air is used as the transport gas and where some air is included in the drying and carbonizing gases, induces some oxidation of the coal particle. The short residence time in a fluidized system with reference to the oxidation environment limits the oxidation.

For each hydrocarbon, compositions are given for five fuel-to-air ratios--two lean, two rich, and one stoichiometric--at five pressures, from 1 to 20 atmospheres, and at an ambient temperature of 25° C.

The Federal Coal Mine Health and Safety Act of 1969 requires each mine operator to implement the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare. This program requires frequent sampling of "high-risk" face workers and periodic sampling of other underground workers. Dust samples are collected by the coal mine operator and weighed at the Bureau's Pittsburgh Field Health Group, and the results are processed by the Bureau's Automatic Data Processing Section located in Denver, Colo. This paper presents the system employed by the Bureau to weigh the dust samples and to process and store the data.

A detailed description is given of radio apparatus for controlling a coincidence outfit for relative gravity measurements. This is probably of little interest, since many types of apparatus could be used. The general method employed is the interesting thing about this paper. As long ago as 1883 von Sterneck made a proposal to control two coincidence boxes with the, seine, clock, and many persons have suggested the use of radio for this purpose. In accomplishing this it would appear to the reviewer that this method is probably inferior to that used by the Marland Oil Co., but Berger and Brückner must be given the credit for important advances in the coincidence method. In their apparatus a clock at a central station actuates a relay, which operates a short-wave transmitter (40 m.). At the receiving station the amplification is accomplished at low frequencies... The signal operates a relay which moves a slitted screen in a coincidence apparatus. This screen has been improved considerably, to decrease the mean error in observing a coincidence. As usual, a telescope is used to observe the flashes of light. It has a scale in its focal plane and positions of successive flashes are easily read off and recorded by a second observer. This makes possible' a: higher accuracy in determining the exact instant at which coincidence would have occurred at the zero point on this scale. This method obviously depends on the constance of the mechanical and electrical lag inn both sending and receiving apparatus, and may be adversely criticized from this standpoint. -- A. E. Ruark.

More than 500 fires are now burning in abandoned coal waste banks and coal deposits in the United States. Once established, such fires can burn for decades, and extinguishing them by conventional methods such as surface sealing to exclude air, excavation to remove fuel, or flushing to cool the fire zone is usually difficult and always expensive. Burnout Control, a technique developed by the Bureau of Mines for the control of abandoned fires, involves the accelerated combustion of coal in place with total management of the heat and fumes produced. A burning waste bank or mine is placed under negative pressure relative to the atmosphere, and heat and combustion products are drawn from the combustion zone through an exhaust ventilation system. Heat produced appears as sensible heat in the exhaust, at temperatures as high as 1,000° C (1,832° F), and can be recovered for the production of steam, hot water, process heat, or electricity. The Bureau's first field demonstration of Burnout Control was at Calamity Hollow in Allegheny County, PA (near Pittsburgh). Calamity Hollow was the site of an underground mine in the 1900's and was surface mined in the 1940's. In the winter of 1961-62, a fire of undetermined origin was discovered in the exposed coal. In 1963, the Bureau constructed a trench barrier around the fire and a surface seal over the affected area. The fire was isolated, but not completely extinguished. In 1979, when the Bureau began work on the Calamity Hollow Mine Fire Project, to demonstrate controlled burnout, the fire was still smoldering on the hot side of the trench barrier. The project, which was begun in December 1979 and ended in July 1982, consisted of the design, construction, operation, and subsequent dismantling of a Burnout Control ventilation system. This report is the fourth in a five-part series that describes the Calamity Hollow Mine Fire Project. The first report, part 1, describes the design and construction of the field installation. Part 2 will present the results of a continuous 4-month burnout operation. (Because part 2 involves the analysis of a substantial body of data, it will not be published until after publication of parts 3, 4, and 5). Part 3 describes the instrumentation used to control and monitor the progress of the burnout operation. This part (part 4) and part 5 both deal with the closeout phase of the field demonstration. The quenching of the fire is described in this report, and part 5 will describe the final excavation and backfilling of the heated zones. The reports in this series document the Calamity Hollow controlled burnout demonstration, which showed that (1) controlled in situ combustion is a feasible method for controlling underground fires in abandoned mines, (2) the resultant thermal exhaust output is sufficient for energy utilization, and (3) water injection with fume exhaustion is a potentially effective method for cooling large underground fire zones. Further trials of both Burnout Control and water injection with fume exhaustion are planned.

The helium resources base of the United States was estimated by the Bureau of Mines to be 1,070 Bcf as of January 1, 1985. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas reserves, 280 Bcf, (2) helium in probable natural gas resources, estimated at 243 Bcf, (3) helium in possible natural gas resources, estimated to be 287 Bcf, and (4) helium in speculative natural gas resources, which makes up the remaining 260 Bcf. These helium resources are further divided into depleting, non-depleting, and stored classifications. The depleting resources are those associated with natural gasfields that are, or will be, produced for the natural gas they contain. Almost all of the helium in potential (probable, possible, and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 900 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, those in shut-in, abandoned, or otherwise nonproducing natural gasfields, are estimated to total 133 Bcf. There is 37 Bcf of helium in storage in the Federal Government-owned Cliffside Gas Field near Amarillo, TX.

Objective To identify techniques to reduce the probability of gob gas explosions. Background In the last 6 years, seven explosions of methane and/or coal dust occurred within worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many mine seals and caused much damage external to the sealed area. Three of these gob gas explosions occurred in one mine in Alabama over a 3-year period. Fortunately, the explosion forces and the toxic gases that vented from the sealed gob area did not cause fatalities or injuries, but they destroyed several large seals. If miners had been inspecting or working near these areas, the potential for serious injury and/or death would have been high. The United Mine Workers of America and the Mine Safety and Health Administration (MSHA) requested that the National Institute for Occupational Safety and Health (NIOSH) help identify the mechanisms for lightning penetration into the gob and recommend ways to reduce the probability of occurrence of future explosions from such lightning penetrations into sealed areas of underground coal mines. Because three of the explosions occurred in a single mine, special attention was focused on these particular explosions. The first occurred in April 1994 in a sealed area, which enclosed about 1.35square miles of abandoned workings (gob). This explosion destroyed 3 of the 38 seals that surrounded the gob. These seals were less than 2,000 ft away from three 4.5-in-diam steel-cased test wells that extended from the surface into the mine entry. At the time of the explosion, the National Lightning Detection Network (NLDN)verified 12 lightning strikes within 10 miles of the mine, including several above the gob. After the 1994 explosion, the damaged seals were rebuilt using an acceptable seal design capable of with standing a 20-psi explosion, as required by 30 CFR 75.335. On January 26,1996, a second gob explosion destroyed five more cementitious pumpable seals less than 2,000 ft away from those destroyed in 1994and even closer to the steel-cased wells. The NLDN verified72 lightning strikes in the area of this second gob explosion. Compressive strength analyses of fragments from the destroyed seals showed that strengths ranged from 11 to 138 psi, with an average of83 psi. This is over 100 psi below the minimum 200-psi compressive strength requirement for cementitious pumpable seals. These seals were again replaced. On July 9, 1997, the third and most violent explosion occurred in the same vicinity of the last two explosions. Three more cementitious pumpable seals were destroyed, including one newer seal that exceeded the minimum 200-psi compressive strength requirement. "INTRODUCTION Many ore deposits were discovered in the Wallapai Mining District, which covers the Cerbat Range in Mohave County, Ariz., during the early period of mining there from about 1865 to the 1890's. A considerable amount of production was obtained from shallow lead carbonate ores that carried considerable gold and silver.Mining was revived in 1906 and again during the First World War, and soma of the mines were deepened into the underlying sulfide zone. Substantial quantities of metal were recovered from two mines, the Golconda and the Tennessee-Schuylkill, that were, developed to depths of 1,600 and 1,400 feet, respectively. The Golconda is credited with $6,500,000 gross productions. 2/ This mine was not operated after 1917. The Tennessee-Schuylkill is still operating after a yield of about 300,000 tons of ore that averaged 4.33 percent lead and 7.74 percent zinc and contained an appreciable amount of gold and silver.Many of the old mines were reopened in 1942 or 1943 under the stimulus of premium prices for lead and zinc. A large proportion of this work was finished with loans from the Reconstruction Finance Corporation. It was believed that a good deal of lead and zinc could be recovered from the mines if a custom mill for concentration of the ores was available locally."

The Bureau of Mines conducted radiation-ventilation studies in six large underground uranium mines to investigate the extent of radon-daughter exposure experienced by the miners and to analyze the ventilation systems to set what changes were required to achieve recommended radiation standards. The studies entailed tracing and measuring the mines' ventilating air, quantitatively and qualitaitively, from its entrance into the mines, through production areas, and lack to the surface. Pressures consumed in creating airflow through mine circuits were determined by altimeter surveys. Air quantities were measured with anemometers or by chemical smoke cloud methods. Air quantities delivered through tubing were determined using U-tube water gages to magnahelic gages to measure velocity pressures. Radon-daughters were filtered from mine air to measure alpha activity; activity levels were converted to "working levels," the established unit for reporting miner exposure. Attention was given to locating unnecessary contamination influx sources and recirculating air. The radiation-ventilation surveys showed that where basic principles of food ventilation were not followed, high alpha radiation levels invariably resulted. Some mines required more primary air for controlling radiation levels throughout active areas, but more efficient use of available air was generally possible. Premature contamination of intake air was prevalent where development Openings intersected ore or passed by worked-out stopes. Several auxiliary systems were inefficient in secondary distribution, recirculating air already too highly contaminated for ventilation. Many got these common problems can be traced try the lack of dine planning with radiation control in mind.

The possibility of cheap electric power for a number of mining areas in this country has suggested to many the idea of electric smelting of nonferrous ores in small units at or near the mines. The electric smelting of nonferrous ores was tested fairly thoroughly 20 years ago by United States Bureau of Mines and by others, and the fact that it did not achieve continuing workable success in any instance is sufficient proof that it offered no advantages at that time.

"This study reports a new property of the important NAD(P)H-dependent flavoenzymes, glutathione reductase, lipoyl dehydrogenase and ferredoxin- NADP oxidoreductase, that can catalyze a one electron reduction of metal ions such as chromium(VI) and vanadium(V). During the enzymatic reduction process, molecular oxygen is reduced to H2O 2 , which reacts with the reduced metal complexes to generate hydroxyl radicals. Since the hydroxyl radicals have been suggested to play an important role in Cr(VI) toxicity, this study provides a basis for a recent observation that Cr(VI) mutagenesis is strongly oxygen dependent. These results also point to an enzymatic pathway for the metabolism of some metal ions and concomitant generation of hydroxyl radicals. l. INTRODUCTIONThe purpose of this communication is to report that some important NAD(P)H-dependent flavoenzymes (glutathione reductase, lipoyl dehydrogenase and ferredoxin-NADP+ oxidoreductase) can catalyze one electron reduction of metal ions such as chromium(VI) and vanadium(V) and simultaneously reduce molecular oxygen to generate Hi02 and, eventually, the ""OH radical. This finding is significant because (i) the known substrates for the flavoenzymes are organic species and not metal ions, and (ii) the report on the enzymatic formation of the ""OH radical provides a new pathway for understanding the mechanism of genotoxicity of some non-ferrous metal ions. For example, it has been suggested that OH radical is likely to be the major species responsible for Cr(VI) genotoxicity [1-5). The 'OH radical is generated through the reaction of Cr(V) complexes with cellular Hi02 [4,5]. Cr(V) itself is known to be generated from Cr(VI) in various biological systems, in particular, microsomes [ 6), mitochondria [7] and mitochondrial electron transfer chain complexes [8]. However, no specific enzyme responsible for the Cr(V) generation has been identified except possibly glutathione reductase [4]. In this study we have used ESR and spin trapping techniques to show that the flavoenzymes can generate Cr(V) and provide a catalytic redox cycle for 'OH formation in such reactions. Reduce the potential of haulage related injuries in underground mines by providing a method for quickly assessing the state of repair of mine haulage track. The Problem Currently, there are no established standards or procedures for inspection or cleaning of underground mine haulage track. Many track defects are hidden from an inspector because of layers of dirt and debris on the ballast, spikes, fishplates, etc. When a visual inspection can be performed, it may be highly subjective, except for a few items that can be categorized or counted, such as missing bolts or spikes. Track inspectors may even become tolerant of defects that can gradually worsen. For these reasons, mechanical inspection methods are needed to supplement visual inspections. Approach The Bureau investigated this problem and designed a towed vehicle to both mechanically clean and inspect underground coal mine haulage track. The vehicle was developed using a systems approach, paying particular attention to human factors issues such as operator field of view, operator ingress-egress, control positioning, and seating design. The prototype was built using simple fabrication techniques and off-the-shelf components.

Oxidation procedures based on the chlorine-hypochlorite system were investigated for improving gold recovery from carbonaceous gold ores. The oxidation pretreatment prior to cyanidation was accomplished by (1) addition of sodium hypochlorite to ore pulp, (2) by addition of chlorine to ore pulp, and (3) by generation of hypochlorite in situ by electrolysis of a brine solution used to pulp the ore. Gold extraction of 90 pct was achieved by cyanidation of carbonaceous ore that had been pretreated with 20 Ib per ton sodium hypochlorite at 50° C for 4 hours. Similarly, pretreatment of the ore pulp with 35 1b chlorine per ton at 24° to 30° C and 15 hours reaction time resulted in 89-pct gold extraction by subsequent cyanidation. Concomitant studies showed that electrolyzing the pulp prepared with a brine solution was equally as effective as electrolyzing hypochlorite and chlorine for oxidizing carbonaceous ore constituents that are deleterious to cyanidation. Gold extraction of 90 pct was obtained by electrolysis when 275 lb of are was treated at 200 amp for 7 hours in an 8-to 10-pct salt solution. Power consumption was in the range of 60 kwhr per ton.

This paper describing the mining practice at the Utah Copper Co., Bingham Canyon, Utah, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Utah Copper Co. operates the low-grade open-out copper mine at Bingham Canyon, Utah, which is 30 miles in a southwesterly direction from Salt Lake City. In addition to the mine the company operates two flotation concentrators, the Magma plant and the Arthur plant, which have a combined capacity at maximum metallurgical efficiency of 60,000 tons daily. The concentrators are at Magna, about 18 miles from the mine. The company operates its own standard-gage railway, known as the Bingham and Garfield Railway, between the mine and the mills (fig. 1). Concentrates are smelted at the Garfield smelter of the American Smelting and Refining Co., situated 4 miles from the mills.

Mining officials, as well as members of the Bureau of Mines staff, in their efforts to make mining safer are confronted from time to time pith complicated problems concerning solution of which there is a diversity of opinion. To reduce these differences of opinion as much as possible and to obtain a generally acceptable decision on any mine-safety question, the Director of the U.S. Bureau of Mines established the Mine Safety Board on June 1, 1924- *** to consider questions arising within any divisions of the Bureau that require a definition of tie Bureaus s collective opinion as to safety practices, safety devices, or safety methods for underground operations or open-pit mining. The approved2/decisions shall form the basis of teaching and policy for the Bureau.
