In characterizing tars obtained by the low-temperature carbonization of North Dakota lignite, infrared spectra have been an invaluable aid in both qualitative and quantitative examination. Quite, early in the tar-research program of the Federal Bureau of Mines it became evident that the small number of published spectra available for hydroxy-aromatics would be inadequate for comparative purposes when dealing with the wide range of compounds present in coal tar; therefore, compiling a catalog of spectra was begun as a continuing part of the tar program. Because these spectra should be valuable to other investigators in this and related fields, they are being presented in these reports. This supplement to the original publications presents the spectra (figs, I to 32), representing 32 compounds, largely phenolic materials. The major problem of this project has been the availability of materials for examination. Most of the compounds included in this supplement were synthesized at the Bureau of Mines Lignite Research Laboratory. Some were obtained from commercial sources, whereas the compound 2'-hydroxy-l-phenylnaphthalene was synthesized at the Bureau of Mines laboratory in Bruceton, Pa. A survey of the literature eras made covering the use of aqueous non-aqueous, and fused-welt systems for the electrowinning or electroplating of molybdenum metal. The survey was prepared in order to provide background for further investigations directed toward the electrodeposition of pure molybdenum metal from either aqueous or nonaqueous mediums. While a thorough effort was made to cover all available references, a critical review was not attempted nor does this survey pretend to be exhaustive in nature.

The U.S. Bureau of Mines Information and Analysis Directorate collects world-wide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

The Bureau of Mines has studied the electrochemical parameters important to the preparation of coatings of the platinum-group metals. Using molten mixtures of sodium and potassium cyanides in an inert atmosphere, techniques have been developed that permit the preparation of baths for platinum, rhodium, and iridium electrodeposition. Cyclic voltammetric and slow sweep rate linear polarization techniques have been utilized to determine optimum potential and current values for preparation of plating baths and for the electrodeposition of coatings. Techniques are described for the deposition of platinum and rhodium coatings at near 100 percent anode and cathode current efficiencies, and for iridium at approximately 80-percent efficiency. Palladium deposition from these molten cyanide baths remains un-satisfactory. The chemistry of the palladium-containing cyanide bath is discussed. Examples of scanning electron microscope photomicrographs of typical platinum coatings are presented. Techniques are described for the preparation of platinum coatings on large objects.

The paramount importance of water to life of all forms on the earth is too well known to require elaboration in this brief paper. It has repeatedly been termed the most valuable of all our mineral resources. Its importance is justifiably recognized in the extensive areas covering the earth which receive sufficient rainfall to sustain a relatively luxuriant vegetation; but in those areas where rainfall is insufficient to support anything but a relatively meager plant growth, the location of a water supply and its development become of even more vital interest to those attempting to obtain a living from the soil. Geological investigations concerning the water supply of the United States have been most extensive, important work having been accomplished by Federal, State, and local governments and by private enterprise. A casual examination of the titles of the 739 Water-Supply Papers published by the United States Geological Survey3/ alone testifies 'to the vital nature of our water resources and the extensive work that has been done on them.

"One-phase of the accident prevention program of the Bureau of Mines is the determination of the explosion hazards of various combustible gases and vapors encountered,mining and allied industries and the development of means and methods of eliminating them.Gasoline is foremost among the combustible-liquid's as to quantity used and variety of applications in industry, It is a chief contributor to the causes of fires and explosions, taking an enormous yearly toll in property damage and considerable loss of lives.The results presented in this report evaluate the effect of various gaseous inert substances, which owing to their chemical composition, should be of considerable value in the prevention of gasoline fires and explosions. The substances investigated are as follows: Nitrogen (N2), automobile exhaust gas (85 percent N2 + 15 percent CO2), carbon dioxide(CO2), dichlorodifluoromethane (CCl2F2-Freon-12), trichloremenofluoromethane (CC13F-Freon-11), and dichloromonofluoromethane (CHCl2F-Freon-21).The general term ""gasoline"" designates a combustible liquid of such characteristics as to give satisfactory operation without preheating in spark-ignition-type internal-combustion engine. It comprises a complex hydrocarbon mixture having a limiting distillation range and produced commercially by distilling or ""cracking"" crude petroleum or other various petroleum stocks. Small proportions of other substances may be incorporated in the gasoline to enhance its antiknock properties or operating characteristics in internal-combustion engines and to increase its stability during storage, transportation, and use.It is thus seen that gasoline may have rather wide variations of chemical and physical properties, and it would: appear that the results of any investigation dealing with one particular gasoline might not be applicable to other types. However, as indicated by the results given in this report, the inflammable properties of different gasolines at normal atmospheric temperatures are influenced largely the mars volatile hydrocarbons containing 5, 6, 7 carbon atoms- in the molecule, and that the heavier constituent of higher molecular weight have a minor influence on the inflammable properties at ordinary temperatures."

Three coals from the Wilkes on - Carbonado district of Pierce County , Washington , were subjected to washability analyses to estimate the amount and quality of washed coal obtainable . Because the coals were unusually difficult to clean , the washability examinations were supplemented by table tests , tests in dense - medium cleaning units , and flotation tests . None of the coals could be reduced to the desired 10 percent ash by tabling and the response to flotation by two of them was poor . Dense -medium treatment provided coal of the desired quality , but with the most difficult coal the recovery efficiency was lower than usual .

A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.

The recession that took hold of the domes-tic mining industry in 1981-82 finally abated somewhat in 1987, resulting from increases in many commodity prices, especially in the metals sector, and from continuing success in lowering operating costs. By no means was the work finished; the mining industry was in a sense entering a new era. The struggle for survival was still very evident for many companies and various commodities, but increasing productivity and profits were accompanied by indications that these trends were more long term than short term. Raw nonfuel minerals produced in the United States during 1987 had an estimated value of $26.3 billion, an increase of $2.9 billion over the 1986 value. This is the fifth consecutive year that the value has increased. Except for a decrease in 1982, the value each year has increased since 1971, or 15 of 16 years. The value of raw metals production increased by an estimated 28%, an impressive improvement since the drastic fall in 1982. Industrial minerals growth was comparatively flat, with an estimated in-crease in value of 0.1 %, continuing a trend of the previous 2 years. Metal mine production dropped considerably in 1982 and maintained its resultant lower level until 1987, when production significantly recovered.

Of the 15 selected non fuel mineral commodities detailed in table 12, only 3 indicated increases in worldwide consumption in 1992. As in 1991, decline in consumption levels of the selected commodities can be attributed to reduced levels of use in the former U.S.S.R. and Eastern Europe. Of the remaining 12 commodities, 2 magnesium and cadmium, stayed relatively the same, while the other 10, including iron and steel, all recorded decreases. Global consumption of iron ore is estimated to have fallen about 3.5 % or about 30 million tons. This is a greater decline than what was estimated for production of iron ore, which is down only 2.7% or nearly 26.5 million tons, suggesting an addition to stocks. The consumption trend for iron and steel has been declining since 1989. This has mainly been due to the continued drops in use in the former U.S.S.R. and Eastern Europe. Even as the European economy begins to turn upward, there may only be a slight increase in consumption of iron, steel, and cement, considering the high cost of construction needed to modernize factories and buildings in Eastern Europe. Many feel that the economies of these countries are limited by the current status of their industries.

From evidence made available during the investigation, it was concluded that the first of a series of explosions occurred at 1:15 to 1:20 p.m. September 21, 1951, in an underground vault that housed pressure regulators on the gas-distribution lines that served Brighten. This explosion damaged the pressure regulators and permitted high-pressure gas to enter the distributing mains and individual-service lines. As a part of the gas-distribution system was not provided with means for protection against such excessive pressures, gas gained access to the interiors of many residences in this area and caused a series of disastrous explosions and fires, which took place during a period of approximately 2 hours after the initial explosion in the pressure-regulator vault. Two persons were killed in the first explosion in a residence, and a third person died of a heart attack attributed to the excitement that prevailed during the explosions and fires, Twenty-three persons were listed as injured. Forty-one residences were either destroyed or damaged - 11 by explosion and the remainder by fires, which developed as a result of gas leakage into residences. Fifteen residences were listed as "completely down" or "gutted." Unofficial estimates of property damage ranged from $1,000,000 to $1,500,000. In view of observations made and information obtained during the investigation, recommendations are presented in this report relative to the natural-gas distribution system in Brighton, which may be helpful in the prevention of similar accidents in this and other communities.

This Country Documentation Report presents the development of economic indices for Zambia for the period from 1970 through 1981. The work done through the Bureau of' Mines, Minerals Availability Program, under Contract number J0225001. This contract calls for the development of twelve index time series describing factor input costs in the mining sector of 95 countries. The twelve index time series describe the costs of: 1) mining wages, 2) construction wages, 3) equipment and repair parts, 4) bits and related steel, 5) timber and lumber, 6) fuel, 7) powder and blasting agents, 8) tires, 9) construction materials, 10) industrial materials, 11) transportation, and 12) electrical power. These indices combined with weight factors being developed by the personnel of the Minerals Availability Field Office (MAFO) of the Bureau of Mines in Denver, Colorado, will be used to perform instantaneous updates of all costs relating to the mining industry. The indices were developed primarily for use in the Bureau's Minerals Availability Program in assessing the worldwide availability of nonfuel minerals.

Low-temperature carbonization product yields for 129 coals representative of 12 Utah coalfields were estimated, using regression equations developed from heating value and proximate and ultimate analysis data. It was shown that yields of char, tar plus light oil, water of decomposition, and gas, as well as the gas volume and the heating value of the gas, could be predicted with reasonable accuracy. Published and experimental results from eight Utah coals carbonized at selected temperatures in the 4500 to 1,000° C range were used to determine the effect of temperature on product yields. Carbonization temperature, heating value) oxygen, and volatile matter of coal appear to be the principal variables influencing carbonization product yields. Data presented show that the heating value and the residual volatile matter in low-temperature char may be predicted using relationships developed from proximate analysis data for 220 coals.

The new international fact of life that has emerged in the 70's is that foreign energy sources can no longer be considered either reliable or low in price. As a result, the United States is turning its full attention to its domestic energy resources. The figures about proved domestic reserves are often used to reassure us about the Nation's energy future: assuming a 50 percent recovery factor, there are at least 219 billion tons of recoverable bituminous coal and lignite, of which 31 percent is available by surface methods; proved reserves of crude petroleum and natural gas liquids total 34.3 billion barrels and 6.4 billion barrels, respectively. There is also about 4 billion tons of recoverable anthracite coal, a premium low-sulfur fuel of high heating value, which is all but priced out of the market because of the high costs of producing it. Total fossil fuel resources are even larger, although there are no guarantees concerning how much might become usable, and when, and at what cost. The figures, however, are impressive. They include the equivalent of about 200 billion barrels of oil potentially recoverable from high grade oil shale; 100 billion barrels in "heavy oil" deposits; and the equivalent of 25 to 35 billion barrels of oil in domestic deposits of "tar sands," and substantial quantities of conventional oil and gas resources. PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. Safe operation and system integrity are two important properties of a mine hoist electrical system. Previous methods used to assess these systems, though rare, have involved extensive downtime and required skilled personnel. The recommended design considerations presented in this report are for a proposed automated system that will perform real time measurements, calculations, and recordings of pertinent performance data. Included are equipment installation and test procedures to be used with the system. The report also contains descriptions of the hoist performance criteria, and how they are to be collected.

This paper describing the mining practices at the Ground Hog Unit of the Asarco Mining Co., a subsidiary of the American Smelting and Refining Co., is one of a series being prepared by the United States Bureau of Mines on mining methods, practices, and costs in the various mining districts of the United Stated. The Ground Hog mine is at Vanadium in the Central mining district, Grant County, N. Mex., about 1.0 miles east of Silver City and 2 ½ miles southwest of Santa Rita. A branch line of the Atchison, Topeka & Santa Fe Railway connects Vanadium with Deming, about 45 miles southeast.

The work covered in this report is a continuation of an earlier feasibility study by the Federal Bureau of Mines and points out improvements in the skull-melting method for casting reactive metals such as titanium, zirconium, and hafnium. Machined graphite molds with laminated sections can be reused many times. Large tube sections can be produced by spin casting. Graphite powder is the best expendable mold material, but binders for this use must be compounded carefully. The effects of current and furnace atmosphere on the dependent variables of the casting technique are shown. Because of developments in casting technology for titanium which eliminate the basic problems of melting and pouring the metal, opportunities for improvement in the method have increased. The mold material and gate and riser configurations require particular attention. The limits of application of the casting method have yet to be defined. New knowledge in anyone of these areas could result in marked improvements and simplifications in casting methods.
