Under the seventh 5-year plan (1986-90), the Chinese Government continued to implement reform and to open the country further to the outside world in order to accelerate the growth of its national economy. As a result of expanded foreign economic exchanges and domestic achievements in education, science and technology, and cultural and public health undertakings, the national economy was strengthened. In 1988, there was impressive growth in the Chinese economy. The gross national product (GNP) grew by 11.2070 reaching $373.4 billion; 2 the national income grew by 11.4070 to $310.9 billion. The major problem in the Chinese economy was the imbalance between high demand and insufficient supply. Chronic shortages resulted in price increases and high inflation, which averaged 19% for China as a whole and about 30% in urban areas. Macroeconomic stability took precedence over market-oriented reform initiative. Because of rapidly growing inflation, the Government re-imposed price controls and rationing in major cities in the fall of 1988. China continued to be a major world producer of minerals, metals, and fuels. Output of the principal commodities continued to rise. The largest in-crease in production was salt which rose 24% in output in 1988; followed by sulfuric acid, 14%; cement, 12%; soda ash, 9%; caustic soda, 7%; and steel, 6%. For fossil fuels, the increase in output of natural gas was 14% in 1988; followed by coal, 3%; and crude oil, 2%. The output of electricity by thermal-fired powerplants rose by 9% while that for hydroelectric power-plants rose 7%. Although China's overall energy output has increased annually since 1980, the growth in demand continued to outstrip the supply.

The United States Bureau of Mines has within its ranks a group of engi- neers who are engaged in working out quarry problems, the solution of which will be of general benefit to the industries involved. The problems undertaken are approached in a systematic and thorough manner, all the evidence for and against any proposed change or new development being collected as carefully as an attor- ney would prepare his data on an important case. Unlike the attorney, however, the Bureau engineer does not take sides; his judgment is based entirely and in- partially on the array of facts presented. In order to gain the desired infor- mation he visits many plants, consults with the leaders in the industry, works out experiments in his laboratory, and supplements this information with a stu- dy of all available literature already published on the subject in any part of the world. As an engineer who has for eight years conducted such inquiries in the stone industry, I propose to discuss the Bureau of Mines viewpoint; and it may be of interest to consider with me in a brief and general way the engineer's method of looking at quarry problems, and some of the results attained through past and present labors. While the Bureau has conducted no investigation directly for the crushed- st one industries, two years of investigative work at cement-plant quarries, and work now being conducted at lire-plant quarries, has a very direct bearing on the problems of the crushed-stone industry, since stripping, drilling, blasting, loading, and transportation are similar in many respects in all stone quarries. The results of cement-plant quarry investigations are to be found in Bureau of Mines Bulletin #160. RECORD production of portland cement, crushed limestone, marble, lime, and clays highlighted the mineral industry of Alabama in 1959. Among the States, Alabama ranked second in production of bauxite, and third in output of iron ore, scrap mica, and native asphalt. Alabama's mineral industry was dominated by the mining and processing of coal and iron ore, which accounted for 51 percent of the total value of production in 1958 and 1959. Other important industries were cement manufacturing, petroleum, and stone quarrying. Leading companies were Tennessee Coal & Iron Division of United States Steel Corp. (coal;. iron ore, limestone, lime, and magnesium compounds), Southern Cement Co. Division of American-Marietta Co. (cement, lime, limestone, and miscellaneous clay) , Woodward Iron Co. (coal and iron ore), Alabama Power Co. (coal), and Ideal Cement Co. (cement lime, and miscellaneous clay) .

"The increasing realization of the fire hazards involved in the use of wooden shingles caused the National Lumber Manufacturers' Association to beginsome five years ago a search for a suitable fire-resistant paint. The problem was submitted to the Educational Bureau of the Paint Manufacturers' Association of the United States and work was started by Mr. Henry L. Gardner at the Institute of Industrial Research, Washington D.C. in collaboration with Dr. Herman von Schrenk, a timber expert of St. Louis.The results of this,work have been described by Heckel, in ""Asbestos"", (Heckel G.B., Asbestos in the Paint Industry, Asbestos, Vol. 2, July, 1920,pp.- 5-10).,,who gives the following formula for one of the colors as typical: It will be noted from this formula that ""asbestine"" forms 33% of the total liquid pigment by weight or 31.8% of the solid constituents. Hockel in the article referred to describes this paint,as ""asbestiform"" and assumes since ""asbestine"" is magnesium silicate it must be the chrysetile variety of ""Asbestine"", however, is not asbestos but is a trade name for a fibrous variety of talc mined in the Gouverneur district, St. Lawrence County, New York. This rather natural error persists through the article and credits asbestos with many desirable properties which are characteristics of talc."

Until now there has been controversy about which tests should be performed to diagnose early Hand-Arm Vibration Syndrome (HAVS). Initial screening questions, especially about tingling and numbness, routinely given to patients prior to examinations proved to be a very important tool in the diagnostic process1, 4. However, standardized tests that are simple, quick, valid and reliable are needed to support a diagnosis of HAVS. Purpose: To find the most valid and reliable tests to diagnose HAVS. Material and Methods Five major tests were performed on Group I and Group II. Group I: Control group of 12 volunteers including students, nurses, secretaries and physicians with no history of using vibrating tools (age 20 to 50y, mean age 38.5y; 5male, 5 female.) Group II: 12 workers (age 17 to 65y, mean age 39y; 9 male, 3 female) were sent by a local trade union with a history of using vibrating power tools on their jobs for varying amounts of time (mean 12.2y, from 0.5 to 35y.) Pre-enrollment survey showed that each had more than 4 complaints commonly associated with use of vibrating tools (including numbness, tingling, weakness, pain, finger color or nail changes, temperature change, and difficulty moving.) 1. Sensory nerve conductive tests: Amplitude and nerve conductive velocity (NCV) were evaluated. 2. Cold Stress-Temperature recovery time tests were done on the index finger of the dominant hand following these steps: Confirm water bath is within 4-5º C. Place the finger temperature probe on pad of the index finger of the dominant hand. Record temperature every 15 seconds. Place subject’s hand in the cold- water bath for exactly five minutes. Record temperature every 15 seconds for ten minutes. 3. Blood test: Venous blood was taken by a 21-gauge needle with the yellow collection tube adapter. S-ICAM, Sera Thrombomodulin, Norepinephrine levels were evaluated by Henderson Research Centre, Canada. 4. Finger Sensory Evaluation: Semmes-Weinstein monofilament test and 2-point discrimination tests were performed on bilateral fingers. 5. Digital blood pressure test: blood pressure was measured in bilateral index fingers. Results 1. A number of highly instrumented free fall tests were performed on an arrestment system for a man cage in a vertical shaft. Tests were conducted in the U.S. Bureau of Mines free fall test tower at the Colorado School of Mines. A single tooth safety dog was used to stop on 4x6-in. Keruing (Phillipine mahogany) wet and dry wood guides. The safety dog had a penetration depth of 1 in., an adjustable width from 1-1/2 to 2-1/4 in., and a tooth angle of 80 deg. Twenty-seven free fall tests were performed covering a range in weights from 3-1/2 to 10-1/2 tons, hoisting velocities from 850 to 1350 feet per minute. Average g loads were measured from a low of 0.6 to a high of 3.4. The electronic instrumentation included piezoelectric and seismic mass accelerometers, strain gages on structural and mechanical elements, load cells in the guides, and distance measuring. Computer analysis was used to correlate with experimental measurements used to calculate stress. A statistical analysis gave no indication that the velocity or area affected the wood crushing stress. The instrumentation revealed a chatter occurring during the stop as shown by the accelerometers, strain gages, and load cells. Additional work is required to analyze this newly discovered phenomenon. The chatter imposes loads much higher than the average g load.

In 1989, Alabama&apos;s nonfuel mineral industry produced a State record of $463 million of nonfuel mineral commodities, an increase of $4 million over that reported by the State&apos;s mineral producers in 1988. The new record marked the fourth consecutive year in which mineral production increased over that of the previous year. Alabama ranked 22d among the States in total mineral value. Cement, stone, and sand and gravel were the three leading mineral commodities produced, accounting for 77% of Alabama&apos;s total mineral value. During the year, there were several acquisitions by Alabama cement and stone companies, and the only tantalum mine in the United States completed its first full year of operation.

This paper describes a comparison of the fatigue failure responses of older versus younger lumbar spine cadaver motion segment specimens. These specimens were repeatedly subjected to loads simulating those experienced by the spine in lifting a 9 kg load in different torso flexion postures (0, 22.5, and 45 degrees of flexion). An older sample of 36 motion segments (average age 81 years + 8 SD) is compared with a younger sample of 18 motion segments (average age: 47 years + 9 SD) with respect to the number of cycles to failure and results of survival analyses evaluating the effects of flexion and bone mineral content with and without the younger data set. Compared to the older sample of spines, the younger sample exhibited many more cycles to fatigue failure in all the torso flexion conditions (10020 versus 8267 average cycles to failure in 0 degrees flexion, 7124 versus 3262 in 22.5 degrees flexion, and 3229 versus 263 cycles to failure in 45 degrees flexion). The increased cycles to failure in young specimens is likely due to the increased bone mineral content (BMC) in younger motion segments (30.7 g + 11.1 g per motion segment versus 27.8 + 9.4 g). Cox regression analyses modeling both flexion effects and BMC indicate that betas are similar when just older spines are modeled and when younger specimens are included in the analysis. Betas for survival analysis models with and without younger specimens generally show little change for flexion (2.716 versus 2.756 for 22.5 degrees [0 degrees referent], 3.926 versus 3.380 for 45 degrees [0 degrees referent]). Bone mineral content shows a similar protective effect in both models (Betas: -0.127 versus -0.087). Overall, comparison of the models indicate that risk ratios are similar for 22.5 degrees flexion, slightly increased for 45 degrees flexion and slightly more protective influence predicted for BMC in the combined sample versus the older sample alone.

"INTRODUCTION One of the various phases of the work by the U.S. Bureau of Mines, in its endeavors to minimize the hazards that attend coal mining, is the investigation of electrical motor-driven machinery. The object of this investigation is to foster the development of explosion-proof machines for use in gassy mines. This investigation is conducted under the provisions of Schedule 2C, which prescribes the inspection and tests made upon motors, controllers, and other electrical parts to determine their ability to withstand internal explosion without discharge of any flames. The method of conducting these inspections and tests is described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, published in 1929. Formal approval of a machine for use in gassy mines is not granted by the Bureau of Mines until the machine is found to comply with the requirements, including inspection and test. When it is approved it is entitled to classification as a ""permissible"" machine.The high regard in which machines approved by the U.S. Bureau of Mines are held by engineers of other countries is attested by the growing number of shipments of permissible equipment; to other nations, including Australia, Russia, Norway, Japan, and Manchuria."

ISO8662-4, “Hand-held portable power tools - Measurement of vibrations at the handle - Part 4: Grinders” is under revision. The new revision shall harmonize ISO 20643 “Mechanical vibration - Hand-held and hand-guided machinery - Principles for evaluation of vibration emission” which, among others, requires measurements in three directions and declared values related to the upper quartile of real-use vibration. To get the most suitable test method, a round robin test was made for evaluation of the two test methods proposed by the ad-hoc group working with this standard revision. Methods Seven laboratories measured the vibration from four grinders of different sizes, with and without autobalancing units. The laboratories come from universities, health & safety laboratories and grinder manufacturers. Two measurement methods are evaluated with respect to repeatability and reproducibility: 1. Grinding on a well-defined mild steel bar with depressed center wheels according to detailed test instructions. The test sequence starts and ends with 10 seconds of running the grinder in the air, when measuring the unbalance contribution to the vibration coming from the unbalance of the grinding wheel. Between these runs the average vibration during 60 seconds of grinding is measured. Three operators do five grinding tests per grinder. 2. Measurements using an aluminum unbalance disc similar to the one defined in ISO8662-4. Each operator runs the grinder four times, between each run the unbalance is moved 180 degrees to avoid variations caused by the play between the test wheel and the spindle. The averaging time is 10 seconds. Each grinder is tested by three operators. Repeatability is the spread within a lab between operators and over short time period for one machine and reproducibility is the spread between laboratories and over longer time periods for one machine. Instrumentation and transducer location are chosen according to ISO8662-4 and circulated test instructions. Results Both the repeatability and reproducibility is poor for the real grinding test, see figure 1. The coefficient of variation for repeatability is approximately 40% higher for the grinding test and the coefficient of reproducibility is 60% higher for the grinding test than for the unbalance disc test.

Coal resource data from public and private sources, in conjunction with previously published data, were used by the Bureau of Mines to determine the location and extent of strippable coal resources in Colorado. Total strippable resources of approximately 18 billion tons were estimated in 12 separate coal regions, fields, or deposits. Coal recoverable by contour mining techniques was not included. Criteria used in defining strippable resources were a minimum coalbed thickness of 2 feet and a maximum overburden thickness of 150 feet, except where the coalbeds are of exceptional thickness. Ail Colorado coal is either Cretaceous or Tertiary in age. Cretaceous coals occui In the Dakota Sandstone, the Mesaverde Group, and equivalent formations while Tertiary coals occur in the Dawson Arkose, the Fort Union and the Wasatch Formations, and equivalent formations. The strippable coal ranges in rank from bituminous in the Yampa region to ligniferous in the Denver basin. Ali this coal is low in sulfur content (less than 1 percent); ash content is low to high; heating value ranges from 3,000 to 12,000 Btu&apos;s per pound. Ash from the lignite of the Denver basin was found to contain an abnormally high percentage of kaolinite which conceivably could be recoverable as alumina.

The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers&apos; organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators&apos; associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

The Bureau of Mines made laboratory batch and small-scale continuous flotation tests of a sample of pegmatite rock from a deposit of the Lithium Corporation of America, Inc., near Kings Mountain, N.C., to determine the feasibility of producing commercial-grade spodumene concentrates. Various reagents and flotation procedures were tested to determine the optimum conditions for floating the spodumene and retarding the gangue minerals. The best results were obtained when sodium fluoride and lignin sulfonate were used as the pulp conditioner and oleic acid was used as the spodumene collector. The continuous flotation tests indicated that commercial-grade. spodumene concentrates analyzing 6.4 pct. Li2O could be produced with recovery of 77 pct. of the lithia in the ore.

"INTRODUCTION A report giving experiments dealing with factors affecting the floatation of the most commonly occurring silver minerals was published years ago. At that time we could not obtain suitable samples of many of the so-called sulfo-salts of the base metals, which are generally silver--bearing and which comprise an appreciable percentage of the natural silver ores. Since Leaver and Woolf's work was published, samples of impure tennantite and enargite have been obtained, and considerable experimental flotation work has been done with synthetic mixtures prepared from these samples. During the present national emergency, research dealing solely with the recovery of gold and silver must necessarily be curtailed. However, many deposits of strategic minerals and critical base metals contain an appreciable amount of gold and silver, the recovery of which would aid greatly in recovering the strategies by taking care of a considerable part of the cost of treatment. Because of this, the recovery of precious metals should not be overlooked entirely. As the Bureau of Mines is now utilizing all of its facilities for the development of increased domestic productions of strategic and critical minerals, this is the last report not concerned primarily with such minerals that will be published until the war ends."

Significant advances in longwall mining technology and equipment have occurred over the last decade. By the late 1990s, longwall mine output accounted for 40 percent of all underground output in the U.S., and today longwall mines account for approximately 50 percent of coal produced underground in the United States. A 53 percent increase in average shift production rates has occurred over the last fifteen years. This increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust provides an ongoing challenge for coal mine operators. The National Institute for Occupational Safety and Health (NIOSH) has completed a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify dust generation from major sources on the longwall section and to determine the relative effectiveness of the different control technologies in use today. Substantial reductions in dust levels were realized at sampling locations on the face when compared longwall surveys conduct in the 1990?s. This paper summarizes the results from the underground dust surveys and discusses current longwall dust control technology and operating practices.

A mineral survey of 19,350 acres of the Gooding City of Rocks Wilderness Study Areas (WSAs) in the north-central Snake River Plain was conducted by the U.S. Bureau of Mines in 1984. No formal mining districts are known in or near the study area. Forty-two placer claims within and adjacent to the study areas cover the Clover Creek diatomite deposit. Minor production from four pits was reported by the owners. The diatomaceous sediments are underlain by dacitic welded tuff and capped with basalt. Five exposures or blocks totaling 416 million tons of the diatomaceous material comprise the Clover Creek deposit; four of the blocks are in the study areas, out are predominantly covered by basalt. The North Clover block, just west of the areas, is only partially capped, and could be mined by open pit methods on the western flank of the exposure. The minable wedge contains an inferred marginal reserve of 35 million tons of diatomite possibly suitable for filter aid, filler, insulation, and other applications. At a production rate of 150,000 tons/year, total mining and milling costs for high-grade filter aid diatomite would be about $100/ton. The deposit is classed as marginal because products from this deposit may be inferior to currently marketed diatomite products. The market is well supplied by developed sources.

Annoyance, fatigue, and musculoskeletal pain have been reported during prolonged exposures to propulsion-generated vibration in military propeller aircraft1. The objective of this study was to determine the vibration mitigation properties of selected seat cushions and the effects of occupant seating posture during exposure to higher frequency multi-axis vibration associated with military propeller aircraft. Methods A Navy E-2C Hawkeye crew seat was mounted onto the Six Degree-of-Freedom Motion Simulator (SIXMODE). Six seat pan cushion configurations were tested during exposure to an E-2C vibration signal collected in the field1. Seat pan cushions 1 – 5 were used with the original E-2C seat back cushion. Cushion configuration 6 included seat pan cushion 5 with a prototype seat back cushion. Triaxial accelerometer pads were mounted onto the seat pan and seat back cushions to measure the vibration entering the human. Data were collected for seven subjects seated upright with their backs in contact with the seat (back-on) and not in contact with the seat (back-off). Spectral analysis techniques were used to analyze data at the two dominant frequencies associated with the propulsion system (propeller rotation frequency (PRF) ~18.5 Hz, and blade passage frequency (BPF) ~73.5 Hz). Overall accelerations were also calculated between 1 and 80 Hz. Vibration Total Values (VTVs) were calculated using the weighted seat pan and seat back (back-on only) accelerations and compared to the comfort reactions given in ISO 2631-1: 19972. Results In general, the highest accelerations observed at the seat pan occurred in the fore-and-aft (X) direction at both the PRF and the BPF for all cushions and both postures. The most pronounced effect was at the BPF in the X direction, where all configurations showed significantly lower seat pan accelerations than configuration 1 (original E-2C cushion) with the back-on posture. Configuration 5 was the exception with the back-off posture (Fig. 1A, Repeated Measures ANOVA, P<0.05). The most pronounced effect of posture occurred at the PRF in the X direction, where all cushion configurations showed significantly lower seat pan accelerations with the back-off posture (Fig. 1B). All configurations except configuration 2 showed similar VTVs as compared to Configuration 1 (Fig. 2, P<0.05). Configuration 2 tended to show the lowest weighted acceleration levels. The value of mineral production increased 6.2% in 1976. With the exception of coal, practically all commodities registered an increase in production and value; most had an increase in unit value. Total value exceeded $1 billion for the first time. The increase in nearly all nonmetallic mineral production was a complete reversal of the 1975 experience. Alabama led the Nation in the production of crushed marble and was second in bauxite and scrap mica, third in oystershell, third in kaolin, and fifth in dimension limes-tone and dimension marble. International Trade.-The international trade passing through the Mobile customs district was valued at $2,524 minion in fiscal year 1976, up 20% from that of the previous year. Of the total value of trade passing through the district, 52% of the value of experts and 89% of the value of imports were handled through the port at Mobile. The major export Commodity was coal through McDuffie Coal Terminal which amounted to nearly 2.9 million tons, up from 2.4 million tons in 1975. TONNAGE of natural abrasives sold or used in the United States in 1959 increased 12 percent. Artificial abrasives produced in the United States and Canada jumped 24 percent. These proceedings consist of an overview of the underground metal and nonmetal mina fire protection research currently being conducted by the Bureau of Mines. The following papers address the areas of prompt, reliable fire detection, fire planning and warning, fire suppression, and personnel protection. Selected topics are included here that cover fire protection systems for shafts, underground fueling areas, and mobile underground mining equipment; spontaneous combustion, improved stench, and product-of-combustion fire warning systems; computer-aided ventilation modeling; fire doors; and an investigation of fire hazards in mine timbers. The projects described provide a current documentation of problems being addressed.
