In the interest of safety in mining, the Bureau of Mines recommends: 1. That cages or skips used for hoisting or lowering men in vertical and steeply inclined shafts shall be provided with safety catches designed to prevent falling of the cage or skip if the hoisting rope or other connections break; and 2. That cars used. for hoisting or lowering men with ropes in slopes shall be provided with arresting devices, other than ordinary brakes, that come into action if the hoisting rope or other connections break. In presenting this decision, it is recognized that the principal requirements for safety in hoisting operations are the use of hoisting ropes of ample size and strength to provide a factor of safety recognized as adequate by the best en engineering practice; their proper care, protection against undue wear and corrosion, and frequent inspection; and immediate removal of ropes from service when inspection or tests cast doubt upon their further safe serviceability.

The Bureau of Mines and the Alabama Power Co., jointly, conducted the first experiment undertaken in the United States in underground gasification of coal in place, at Gorgas, Ala. Milton H. Fies, manager of coal operations, Alabama Power Co., proposed the cooperative investigation to Arno C. Fieldner, chief, Fuels and Explosives Branch, Bureau of Mines; and assisted in supervising the experiment. The objectives of the experiment were to determine whether coal in place could be burned successfully and whether the burning could be controlled; the effect of the fire on the coal bed and the overlying strata; and the yield and quality of gas that could be obtained.

This report is volume 2 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report describes the Geology and Reserves subsystem of the Master Design Simulator. The two functions of this subsystem are: 1) the design of a geological data library to provide input to the other subsystems of the simulator; and 2) the calculation of coal reserves and associated values and grades under various user-specified conditions. The subsystem uses a weighted moving average method to interpolate between the borehole values, and provides output in report format, graphical plots and/or storage on magnetic tape or other storage devices for later retrieval. The application of the subsystem as an independent model with test results and comparisons with other methods of computing reserves is also presented. The appendix comprises a users manual for the model, and includes a program listing.

Past failures of coal refuse embankments have resulted in more intensified efforts in inspections of coal refuse sites. Inspections, however, are mainly qualitative and time consuming. In August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photointerpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Bibliographies of literature reviews in the area of past coal refuse embankment failures, monitoring instruments and methods, and photogrammetry are included.

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied an 11,980-acre part of the 33,300-acre High Rock Canyon Wilderness Study Area, CA-020-913B, in order to evaluate its identified mineral resources. No mineral resources were identified during this study, and no significant amounts of gold, silver, mercury, gem-grade opal, or placer gold are present. The study area is located in Washoe County, NV, about 53 miles southeast of Cedarville, CA. No mining districts or mineral production are known, and no oil and gas leases are in the area. No current claims are in the area; however, six placer claims were located in 1911 in High Rock Canyon near its confluence with Mahogany Creek.

Low-cost housing, like automobiles, should be appraised in the light not merely of first cost but of upkeep as well. Even more important than the number of miles the family car will go on a gallon of gasoline is the number of days the family home can be kept comfortable on a ton of fuel. A furnace tender who tossed every third shovelful of coal into the ashcan would lose his job promptly, but the effect is the same when homes continue year after year to pour out precious heat through uninsulated roofs and walls, Greater economy in household heating means even more to the national economy than to the individual, especially now that we are preparing for defense. Our fuel resources, although large, should be conserved. If less fuel is used for civilian needs, augmented requirements for defense can be met without unduly increasing the number of men needed at the coal mines and oil ells or adding new producing units that might complicate ultimate readjustment to peacetime conditions when the emergency is past and over-expansion of many industries brings new problems if unnecessary demands for transportation facilities are reduced, public carriers will be able to haul more munitions, and manpower needed for national defense will be released; and by protecting workers from health hazards in their homes additional man-hours of productive effort will be gained. Moreover, reducing the running expenses of houses by proper heat insulation helps home owners to maintain payments on property, and by minimizing foreclosures helps to stabilize the financial structure of the country. In short, here is a situation where the interests of the individual and the Nation are identical and the greatest good for the greatest number is obtained without sacrifice to anyone.

The U.S. Bureau of Mines and the State of Indiana cooperated with AMAX Coal Co. and its consultants to determine the effects of coal mine overburden blasting on nearby pipelines. Five pressurized 76-m pipeline sections were installed on the Minnehaha Mine highwall near Sullivan, IN, for testing to failure. Four 17-to 51-cm-diameter welded steel pipes and one 22-cm PVC pipe were monitored for vibration, strain, and pressure for a period of 6 months while production blasting advanced up to the test pipeline field. In contrast to previous studies of small-scale, close-in blasting for construction, these tests involved overburden blasts of up to 950 kg per delay in 31-cm blastholes. Analyses found low pipe responses, strains, and calculated stresses from even large blasts. Ground vibrations of 120 to 250 mm/s produced worst case strains that were about 25 pct of the strains resulting from normal pipeline operations and calculated stresses of only about 10 to 18 pct of the ultimate tensile strength. No pressurization failures or permanent strains occurred even at vibration amplitudes of 600 mm/s.

Coal mine ventilation systems are often subject to high leakage rates. As a result, changes in airflow resistance will strongly affect the efficiency with which air is delivered to the working place. One major source of airflow resistance is the line brattice used to direct air from the last open crosscut to the working face. Because it is a great distance from the fan, the resistance of the line brattice can result in more overall leakage than an equivalent resistance closer to the fan. Substituting auxiliary fans for brattice eliminates this source of resistance, with improvements in system efficiency and cost. Also, in some mines, the leakage that leads to spontaneous combustion can be reduced. The benefits obtained by several different brattice and fan substitutions have been studied by Mine Ventilation Services, Inc., Lafayette, CA, under contract to the U.S. Bureau of Mines. Changes in main fan duty were compared with additional costs associated with auxiliary fans. Results indicate that in some circumstances, considerable leakage reductions and cost savings are possible.

The Automated Breathing Metabolic Simulator (ABMS) is a versatile machine capable of performing almost any physiologically appropriate respiratory simulation. The first ABMS was delivered to the Bureau of Mines by IBM in 1973. Since then efforts have been made to refine the systems and components which make up the ABMS including the Breathing Simulator Module (BSM), Gas Analysis Module (GAM), and Supervisory Controller (SC)-each of which are also capable of stand-alone operation. Since September 1980, Reimers Consultants has been testing and modifying the ABMS and its components in order to improve the equipment and to develop simulation criteria and parameters. Changes have been made to the Phase I Design Plan and Performance Specifications; future improvements based on current experience are recommended; and test results of full scale testing conducted by Reimers Consultants in November 1983 on several types of breathing apparatus are reported and illustrated.

In this report, the application of the PHU/MVS program is demonstrated through the use of a simple but realistic mine ventilation program. The report details, the problem description, the input data required and the various output features of the simulator. The PSU/MVS program is written in Fortran IV for use with IBM 370/168 computers. A version of the program that can be used in CDC computers is also available. A ventilation network consisting of 531 branches, 300 nodes and 5 fans took 48 seconds for solution on The Pennsylvania State University's IBM 370/168 computer. Appendix I of this report is the User?s Manual for the program. Appendices II and III contain the input data listing, and selected output listing for; the application. Appendix IV provides tables for leakage, friction factors and shape factors.

A series of analyses of possible mining excavations associated with the development of copper nickel deposits of the MINNAMAX site in Northeastern Minnesota is presented. Specific areas such as roof and pillar stability and excavution orientations are addressed. The majority of these analyses were conducted using a boundary element method but some cases were also analyzed using the finite element method. Comparable results were obtained using the two methods but the boundary element method required less data preparation time and computer run time. Results of the analyses, as well as indicating the capabilities of geotechnical numerical models, provide some insights into behavior around multiple excavations in jointed rock.

Between 1987 and 1988, the Bureau of Mines studied the mineral resources of the White River National Forest and part of the Arapaho National Forest to appraise the resources present and to determine the types of deposits, and their location, that could be mined economically if sufficient demand and metal prices existed. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. This report summarizes a more comprehensive minerals report on the Forests prepared by the Bureau of Mines and was written for a general audience without a background in geology or related fields. Mineral resource information indicates that in the Gore Range-the area between Tennessee Pass and Gilman may contain large base-and precious-metal deposits, and could be the focus of exploration activity in the near future. The Breckenridge mining district was found to have a moderate to high likelihood for mineral exploration and possible development of gold. Recent exploration and minor development work has occurred in several other areas: Montezuma, Kokomo-Tenmile, and Upper Blue River districts, and portions of the Sawatch Range.

Cost System The cost system reported here is a suite of computer programs which incorporates the logic and information flow structure as outlined in earlier chapters. Specifically, computer programs have been devel¬oped to: 1. compute labor, operating, and capital costs, 2. summarize cost and production data, and 3. compute the minimum acceptable selling price for coal. While the cost system can be executed independently, it is de¬signed primarily for use with the Master Design Simulator and there¬fore must conform to the overall system hardware. The computer model is written in Fortran IV for use with the IBM System 360/370 computers as well as with compatible units such as the Univac 1110 and CDC-6600. For ease in error detection and program modification, the model was constructed with a main routine and eight subroutines. The main routine reads and stores the data necessary for the cost computations and calls the subroutines in logical sequence. The subroutines perform the cost computations and data adjustments for reporting purposes. Each subroutine performs the cost computations for its particular com¬ponent of the cost cycle. The program operations are described in the following narrative outline. Control Subsystem As previously described, the main routine is a passive element, reading and storing input data and directing execution to the active subroutines for cost calculations. "INTRODUCTION In accordance with the outline of investigation described in a previous report 5 of the Bureau of Mines dealing with the use of acrolein for detecting leakage of methyl chloride from unit--type refrigerating systems, the work has been extended to include an investigation of its use in a multiple system, This report gives the results of analysis of samples of the gas from representative units of a multiple system charged with methyl chloride containing approximately 0.9 per cent acrolein by volume, The results furnish a basis for estimating the Warning that would be given in event of leakage. Introduction Research has shown that when an emergency occurs, work-ers often do not get the information they need to take appropriate action. Important information about incidents is either not com-municated effectively or not at all to those affected by the event. The "Emergency Communication Triangle" safety talk focuses on the content of emergency warning messages. It presents a procedure using mental cues that can be used by senders and receivers of emergency warnings. The talk includes graphics for use during the presentation, as well as references for more information. Background Interviews with 48 miners who had escaped one of three different underground mine fires revealed that warning information provided to them was inadequate. Either insufficient information was provided to miners inby the fire areas or they failed to ask the questions needed to let them plan and execute an effective escape. Most of the miners who evacuated from these three mines did not have information that would allow them to make decisions about efficient escapes. The communication breakdown came from two directions: (1) the individuals providing the warning did not offer details about the situations even though some were known and (2) the individuals who received the warnings did not ask for clarification of the situation. The lack of information allowed miners to continue attempting to place cues into normal frameworks after they should have evaluated the situation as abnormal and threatening. The uncertainty created by the lack of information influenced their decision-making and therefore their actions. Approach Researchers at the NIOSH Pittsburgh Research Laboratory have developed a training intervention that can be used by senders and receivers of warnings during a mine emergency. This material was developed for use in short safety training sessions such as start-of-shift safety talks. The information can be presented in about 15 minutes. Although the illustrations were taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. How It Works During the safety talk, miners learn about the six categories of critical information that should be provided during emergency communications: Who, Where, What, Miners, Event, and Response. • Who: When reporting an emergency or receiving a warning, the first thing a miner must do is identify himself or herself. This is important because people react differently based on who gives them information. • Where: Giving or finding out the location of the problem is important. Of the 48 miners interviewed about their escape, only 2 knew where the fire was located. However, this information was known by either the dispatcher or the person who discovered the fire. • What: Miners must tell or ask exactly what is happening. At one mine fire, miners near the phone heard the message to evacuate and went to gather the others on their crew. One worker shouted to a machine operator: "Come on down to the mantrip. We're going out." Because it was close to quitting time, the machine operator thought they were just leaving the section a little early and went through his normal end-of-shift routine, wasting valuable time. After giving or obtaining the three initial pieces of critical information, miners can then give or obtain details about the response in progress. • Miners: Is anyone hurt? Has everyone been accounted for? When and where was a missing person last seen?

Techniques are described for recovering about 80 pct of the cobalt and nickel contained in superalloy scrap by anodic dissolution of the scrap and simultaneous electrodeposition of a pure cobalt - nickel alloy at the cathodes in an electrolytic cell partitioned by permeable diaphragms into separate anode and cathode compartments . Superalloy scrap was alternatively prepared for subsequent anodic dissolution either by melting and casting massive scrap into suitably sized anodes , by packing moderate - sized discard scrap in inert metal baskets that subsequently served as anodes , or after concentrating the superalloy portion of grinding debris , by magnetic separation to reject corundum or other abrasives , slagging any remaining abrasives from molten grindings , and finally casting the superalloy metal into anodes . In the processing , purified electrolyte -- 1 N in NiSO4 and in NiCl₂ , and 0.1 N in CoSO4 and in CoCl2 --was charged to the cathode compartments and discharged from the anode compartments at a rate sufficient to overcome the backward migration of ionic impurities from the anodes to the cathodes . Discharged electrolyte was purified by reacting it first with SO2 and next with limestone , and then recirculated to the cathode compartments , in which a 50 pct cobalt - 50 pct nickel alloy was deposited on either blanks of stainless steel or starting sheets of cobalt - nickel alloy . The process was made self - sustaining by either adding H2SO4 to the catholyte feed to throttle the rate of cobalt - nickel deposition , thereby compensating for the slower rate of cobalt - nickel dissolution from the anode and losses occurring in electrolyte purification , or alternatively , adding H₂SO4 to

A computer program for the static load analysis of linear elastic structures is presented. It is the product of a two-year project for the development of a efficient program for the analysis of mine-type structures. The report is divided into two parts. The first part explains the general method of analysis, the computer program organization and the most significant numerical techniques used. The second part is a user manual for the computer program. The FORTRAN IV computer program deck and example problems were transmitted separately to the sponsor. The purpose of the work described in this report was to measure the effects of diesel engine emissions on the air quality of work areas in a coal mine. Concentration measurements of a number of diesel related air contaminants were made at the Martin County Coal Corporation Mine in Inez, Kentucky. Compounds measured included carbon dioxide, carbon monoxide, formaldehyde, nitric oxide, and nitrogen dioxide. In addition, concentrations of the two classes of odorous compound;, aromatic hydrocarbons, and oxygenates were obtained along, with aldehyde concentrations. Surveys were made of the mine by odor analysts to determine the perceived intensity of diesel-produced odors. It was found that the concentrations of the measured species were well below their Threshold Limit Values. Odor intensity levels in the moderate to strong range were observed in the mine.

Intergrated energy balances and energy flows were constructed and quantified for State, regional, and national levels from four separate supply and demand commodity balances for coal, dry natural gas, petroleum and natural gas liquids, and utility electricity. These commodity balances were integrated by source and sectors through conversion and aggregation of their components to energy equivalents expressed in British thermal units (Btu). A summarization of the total gross energy components of supply and demand for commercial energy derived from direct fuels, hydropower and nuclear power, based on individual States and regions, is tabulated for 1960 and 1965. Pertinent computerization details and more than 500 individual State and regional printout tables, in both original commodity units and Btu's, are shown. Using these data, energy flows between States and regions were calculated to identify surplus and deficit energy areas. Report emphasis is on the conceptual aspects of integrated energy balances, rather than on the development of missing State energy data.

During the second year of its existence, the Ore-Testing Section has actively prosecuted work in the standardization of testing methods, in conducting routine tests and analyses for other Government agencies, and in the determination of recommended processes for the treatment of representative ores from mining districts. Close cooperation has been maintained between the members and units of this Section and those of other Sections, J. A. Woolf and J. B. Clemmer have continued to act in an advisory capacity and R. E. Head has contributed valuable assistance in the microscopic examination of ores and metallurgical products that did not respond readily to standard treatment methods.
