Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.

"There are many reasons invoked when discussing the relevance of deep-sea mining minerals. The shift towards more focus on renewable energy (“the green shift”) will not be possible without more materials coming from the mining industry. The increasing population, and thus increased number of consumers, will lead to an increase of the mineral demand. It has been established that recycling will not satisfy the need for more minerals by itself. Meanwhile, land mineral resources - such as copper – become every day more complex to extract. The question of the deep-sea minerals exploitation’s viability needs to be studied now. Within the framework of feasibility studies, various topics such as environment, technologies and operations management must be addressed. Recognising deep-sea mining as a hybrid activity - taking from the mining, maritime and the offshore oil and gas industries - it is deemed too complex for a global assessment. Each deep-sea mining environment is worth its separate study.Norway is recognised as a seafarer nation. Looking towards the sea and driven by the will to thrive on the Blue Economy, Norway decided to investigate the case for deep-sea minerals on its Extended Continental Shelf. The MarMine project is a materialisation of this endeavour. The Norwegian case will address its own particularities such as a respectable water depth, the arctic environment, the remoteness to shore support and an environmental aware population as well as subsequent policies."

Results of the R/V Sonne Cruise (Edison) to the Tabar-Feni Arc from March 11 to April 5, 1994, a joint German-Canadian research cruise aboard the vessel R/V Sonne, undertook detailed mapping of the Tabar-Feni island chain, Papua New Guinea. The Tabar-Feni chain is host to several large porphyry stocks and epithermal gold deposits, including the giant Ladolam gold deposit on the island of Lihir (minimum 19 million oz. Au). The principal objective of the cruise was to map the seafloor in the vicinity of recently active alkaline volcanic islands in the Tabar-Feni chain and to characterize the tectonic setting of large high-level porphyry and epithermal gold deposits in the region. Additional work was carried out on shallow-water hot springs associated with mineralized geothermal systems on the volcanic islands. Complete sets of 1:50,000 scale (20-m contour) maps of the seafloor were produced for each of the four island groups (Feni, Tanga, Lihir, Tabar). The Lihir group was the most active and the most interesting. At least 4 (and probably 6 or 7), previously unknown volcanic cones were discovered within about 10 miles south of Lihir. The volcanoes are clearly very young and appear to have erupted along extensional faults produced by regional plate rotation. This recent volcanic activity appears to reflect recent forearc extension and represents the southward propagation of volcanic activity towards New Ireland. One volcanic cone at 1,490 m water depth is hydrothermally active, with very large areas of diffuse venting (100-200 m across), densely populated by beds of giant clams (probably calyptogena). Other vent-specific fauna are also present, including crabs, snails, sulfide worms, scale worms, limpettes, etc. The clam beds sit on a crust of hydrothermally baked and indurated, sulfidic, hyaloclastite-rich muds. The mineralization consists mainly of fine-grained disseminated pyrite and amorphous Fe-sulfides. A second, much larger cone at a depth of 1,070 m is capped by massive vesicular lavas which are intensely fractured and mineralized. The UNEP Shelf Programme (USP) is the access point for a collaboration of international organizations with expertise in marine geoscience and maritime law. It was established in response to a United Nations resolution, stating that the United Nations Environment Programme (UNEP), working through the Global Resource Information Database (GRID) system, should work in conjunction with Intergovernmental Oceanographic Commission of UNESCO (IOC) and the International Hydrographic Organization, to assist coastal States, and in particular developing States and small island developing States (SIDS) with submissions to establish the outer limits of their continental shelf under Article 76 of the United Nations Convention on the Law of the Sea (UNCLOS).

This project funded by Government of Flanders (Belgium) and coordinated by the Intergovernmental Oceanographic Commission proposes to draw recommendations for conservation of the biodiversity and for minimizing the impact of future nodule mining from the description of the referential state of suprabenthic megafaunal assemblages within a nodule ecosystem in the Clarion-Clipperton Fracture Zone (CCFZ). The description of this specific ecosystem is based on the analysis of about 200 000 photographs and some 55 hours of film collected by French and American exploratory cruises. The video and hotographic sampling has been achieved by means of different towed and remote control devices designed for Ifremer and NOAA including the manned submersible “the Nautile.”

Fine-scale dating is a key parameter in characterizing the growth history of hydrogenetic ferromanganese crusts. We once compared several dating methods, micropaleontological (calcareous nanofossil), radiometric (10/9Be), and paleomagnetic (step-wise measured inclination) methods on single samples, but these independent methods were not consistent with each other (Joshima & Usui, 1999). For example, a 4-cm thick crust was dated as 3Ma by the fossil-paleomagnetic combined method, while it dated older than 5.5 Ma by Be-10 dating. This discrepancy suggests a question if the Be-10 radiometric method can give us false ages or growth rates (Usui et al., 2002) because of post-depositional change, diffusion or other reasons. In order to answer the question, we conducted ultra-fine magnetostratigraphy with a SQUID microscope on the same hydrogenetic Mn crust sample. Rock magnetic measurements revealed that the main magnetic mineral is well dispersed single domain grains, which is typical to magnetite but not yet specified (Oda, 2005).

One of the numerous challenge for underwater mining is the positioning. This paper describes an architecture for the integration of an Ultra Short BaseLine (USBL), an Acoustic Synthetic BaseLine (ASBL) operating in Sparse Array mode and a Doppler Velocity Log (DVL) closely coupled with an Inertial Navigation System (INS) for precise subsea positioning in severe environments. By using such architectures, the INS can help to reduce the noise on the measurements coming from acoustic sensors. Another advantage is the capability to reduce the number of required transponders on the seabed, and as a consequence, reduce the time for the deployment and calibration of each transponder. The paper further describes sea-trials performed to assess the ability of a complete positioning system to provide decimetric positioning precision even with a single beacon deployed in the navigation area.

An analysis of noble metals (NM) in natural samples is most problematic. Determination of their traces in geochemical samples, in part, for the purpose of deposit evaluation, is a difficult analytical task. A number of international standard reference materials of rocks and ores, in which NM content is certified, is estimated at a half dozen. For example, in the International proficiency test for analytical geochemistry laboratories (GeoPT), which is held by the Department of Earth Sciences (The Open University, United Kingdom), the data for gold and platinum are observed very rarely, and the results obtained in different laboratories differ on 1-3 orders of magnitude. It is caused by low contents of NM in nature, by a variety of their complex and mineral species, as well as by a complicated matrix composition of platinum-containing objects. Among these objects are ferromanganese ores, enriched strongly with Fe, Mn, Ni, REEs - the elements hampering a precise determination of NM due to a complexity of instrumental inter-element correction. The absence of the reliable methods of NM determination in these ores drastically limits the possibility of deposit evaluation.

"INTRODUCTIONThe area beneath the seafloor preserves valuable resources that are inevitable to sustain our industrial society. Hydrocarbon resources such as petroleum and natural gases are one of the representative examples, which have been mined over a century (Brandt et al. 1998). In addition, submarine resources such as methane hydrates, ferromanganese crusts, and metal deposits of hydrothermal origin have long been known (Rona 2003; Kvenvolden and Rogers 2005), although methods of their mining have not yet been developed. All of these resources are distributed heterogeneously, and various exploration techniques have been developed and examined. The Japan Agency for Marine-Earth Science and Technology (JAMSTEC) is conducting a project on the development of exploration methods of these unexploited resources (Urabe et al. 2015; also see http://www.jamstec.go.jp/sip/images/pamphlet_e.pdf). The present study particularly focuses on our attempt on the developing an exploration method of hydrothermal ore deposits.Seafloor hydrothermal ore deposits are associated with submarine volcanoes of mid-ocean ridges, hot spots, and island arcs, and back arcs (Hannington et al. 2010). Active hydrothermal systems discharging high-temperature fluids can be detected above the seafloor as anomalies of temperature, turbidity, and acoustic impedance (e.g. Kasaya et al. 2015). However, because of the temperature limitation of mining (Boschen et al. 2013), the target of mining may be extinct and probably buried. To explore buried hydrothermal ore deposits from the vast seafloor area, geophysical surveys that can obtain information below the seafloor must be required. Several techniques including magnetic, electrical, and gravitational methods have been developed (e.g. Jones 1999; Kowalczyk 2008). Although physical properties taken by these methods are sensitive to the presence of hydrothermal deposits, difficulties are sometimes encountered. For example, anomalies of magnetic susceptibility and electrical conductivity, which characterize the presence of ore deposits, may be found above non-hydrothermal bodies such as volcanic bodies and reservoirs of hydrothermal fluids (e.g. Honsho et al. 2016). Thus, combinations of multiple methods must be used to specify the existence of buried hydrothermal ore deposits"

To effectively manage the potential environmental impacts of deep-sea mining of manganese nodules, we need to know substantially more about the effects of sediment redeposition on abyssal communities and the time scales of recovery from such effects. As an initial step towards a predictive understanding of mining impacts on abyssal benthos, we are conducting a series of biological studies within the framework of the Benthic Impact Experiment (BIE). Mining operations will cause resuspension of sediments across extensive areas of the abyssal Pacific Ocean. The resultant plumes likely will produce redeposition layers, ranging from a few sediment grains in thickness to > 1 cm, over thousands of square kilometers of the seafloor. The impact of such redeposition on abyssal benthic communities is exceedingly difficult to predict. While there has been speculation that redeposition of 1 mm or less will exert deleterious effects, there has been very little testing, and the BIE will provide the first in situ test of redeposition impacts. In a series of cruises before and after controlled resedimentation, we are collecting biological samples to determine the undisturbed state of the ecosystem, the immediate effects of disturbance, and the time-course of recovery resulting from quantified levels of resedimentation.

"Since Ellefmo et al. (2014) published resource estimates of undiscovered seafloor massive sulfides (SMS) on the Arctic Mid-Ocean Ridge (AMOR), there has been an increased focus on establishing new knowledge about exploitation technologies for such deposits. This also includes understanding the process mineralogical properties of typical SMS deposits.The part of the AMOR that lies between Jan Mayen and the Svalbard Islands and is located within Norwegian jurisdiction and, as such, investigating the potential for mineral production from hydrothermal vent fields has been seen as strategic. The AMOR has been explored for active hydrothermal vent fields since early 2000s (Pedersen et al., 2010b). One of the active vent fields discovered, Loki´s Castle, is located in the northern part of Mohn´s Ridge. This vent field was first described by Pedersen et al., (2010a) and consists of two mounds, each approximately 100-150 m diameter and 20-30 meters high, hosting several active chimneys, up to 11 m high.Loki´s Castle has been selected as a case site in order to study the properties of typical SMS occurrences with respect to possible future deep-sea mining activities. As part of the MarMine cruise in 2016, the Loki Castle was visited and sampled for e.g. mineral characterization and mineral processing analyses. In total, more than 500 kg rock samples were collected using ROVs, and intended for further research (Ludvigsen et al., 2016). In addition to sampling mineralized rock fragments, survey data like bathymetry, magnetics and Underwater Hyperspectral Imaging (UHI) was collected using Automated Underwater Vehicle (AUV)."

A comprehensive multi-disciplinary marine geological survey of northwestern Graham Island, Queen Charlotte Islands, British Columbia, Canada was conducted by Offshore Survey and Positioning Services Ltd. of Vancouver, B.C. on behalf of the Geological Survey of Canada; Energy, Mines & Resources Canada, Pacific Geoscience Centre, Sidney, B.C. Canada during October 1984 and July 1985. The aim of the survey was to map both the surficial geology and geomorphology in order to identify and evaluate the nature of the nearshore sedimentation and recent tectonics including stability (slumps and scarps) seafloor faults (frequency and displacements) and both the classification and consistency of soil type boundaries and properties. Data was acquired by utilizing conventional indirect applied marine geophysical techniques including side scan sonar, precision echo sounding and complimentary soil sampling. During October 1984 a total of 320 line kilometres of data including 180 soil samples were acquired. During July 1985 a total of 300 line kilometres of data were acquired including 150 soil samples.

Since the mid 1970's, the science of remote sensing has invented and demonstrated sensors that hold unique promise for users that operate in the marine environment. Earlier, visible and infrared sensors provided images and temperature maps of surface conditions, but the 1970's introduced active (radars) and passive (radiometers) microwave sensors capable of penetrating clouds and operating day or night over the world's oceans. Space-based observation satellites permit these systems to span the globe many times each day, providing a view of the world's oceans and Arctic areas consistent with daily and, sometimes, hourly changes in the marine environment. Experimental satellites launched by NASA proved that such systems had great scientific merit, but, even more importantly, they could produce information valuable to marine transportation, fishing, and resource exploration and extraction. This latter subject includes the off-shore search and production of petroleum and natural gas resources and ocean mining as well. Concern over the availability of domestic critical and strategic mineral supplies has led the Bureau of Mines to evaluate the reserve development potential of alternative sources in Alaska. Near the village of Platinum, on the southwest Alaska coast, the Red Mountain concentrically zoned ultramafic complex is a source of onshore alluvial placers containing platinum-group-metals (PGM). It has long been suggested that valuable placers may also underlie the shallow coastal waters of the Bering Sea. A direct correlation of placer PGM and chromium to ultramafic rocks in the area was studied by the Bureau and the extent of the complex was mapped. Magnetometer and gravity data and geological studies suggest the complex is a large lensoidal body trending several kilometers offshore to the southwest with a probable steep southeasterly dip. Multiple Pleistocene glaciations and marine transgressions have eroded the western and southwestern portion of the complex. Sediments containing PGM, chromium, and associated gold (largely derived from glacial till) have been transported northward along the advancing coastline by littoral currents. Beyond the breaker zone, these sediments are generally buried by recently winnowed sand and gravel transported by strong longshore tidal currents. There is also evidence that paleoplacer channels underlie the marine sediments.

The cost of an offshore exploration project is mainly dependent on the size of the vessel engaged for the work and increases dramatically with increasing size. Of the various factors influencing vessel size, the type and size of the sampling equipment is typically the principal consideration. This scenario is particularly true of shallow sampling programs employing a vibracore system. The problem develops when certain bottom materials such as densely packed fine sand require sampling. This type of material being one of the most difficult for the standard vibracore systems, with integral core liner, to penetrate to a reasonable depth of some five to seven meters. The problem is mainly related to the excessive cross sectional area of the cutting bit required to accommodate the core liner. The typical solution has been to apply more power to the vibracore drive head which results in a considerable scale-up for the entire system with attendant increase in vessel size. In order to reduce operating cost, M.M.R.I. has developed several systems for deployment from vessels in the 20 meter range. Two systems are modifications to the basic vibracore and a third is a vibralift system. Basically, one of the vibracore units is employed where core liners are required, utilizing a special jet bit designed to reduce the cutting pressure on the bit while not affecting the integrity of the core. For the past twenty years or so the oceans of the world have been transformed in the minds of most Americans from the ultimate and nearly infinite receptacles for sewage and other wastes to an almost sacrosanct and threatened last refuge of Mother Nature from man on Earth. While this general movement has helped somewhat to moderate the flows of pollutants into the oceans, it has had severe and sometimes devastating impacts upon various attempts to develop seabed mineral resources. Marine mining proposals have been easy targets for attack. In most cases, they have short or no histories and involve prototype or first-generation methods. They commonly lack major financial backing, and do not command significant public support. Their constituents are limited. Opposition movements to such proposals have been able to evoke strong support by appealing to this "last refuge" image and depicting mining operations as the final assault. In mounting these public appeals, the movements obtain visibility and support. Because of the small and sometimes tentative status of the constituencies which support particular proposal s, the potential liabilities for opposition movements are minimal.

During a series of dives with the submersible ALVIN in 1984, samples of massive sulfide were recovered from four vent sites. All sites occur within a linear, steep-walled cleft about 50 m wide and as much as 30 m deep. The cleft bisects the axial valley floor throughout the 15-km-long study area and appears to have been the source for the most recent volcanic eruptions in the valley. Three of the vent sites are defined by a set of discrete hydrothermal discharge zones; as many as eight have been identified over a distance of 500-800 m along the cleft floor. Sulfide deposits occur as individual and coalesced mounds, spires, and chimneys generally less than 3 m in height but a few might be as high as 10 m. The vents are also marked by extensive, yellow-to-amber ferruginous sediment and clots of bacterial matter. Some vents have extensive colonies of tube worms, gastropods, mollusks, and several predator species, such as crabs and squid. The fourth vent site has no visible discharge and consists mainly of "dead" spires and chimneys of massive sulfide. The massive sulfide samples collected with ALVIN are primarily sphalerite with minor marcasite, pyrite, pyrrhotite, isocubanite, chalcopyrite, wurtzite, and anhydrite. Bulk analyses of these chimney and spire samples show Zn contents approaching 60% by weight and significant enrichments in Ag and Cu. Vent fluids have the highest concentrations yet reported for Zn, Fe, and Mn. Thus, the Zn- and Ag-rich nature of massive sulfide from the southern Juan de Fuca Ridge study area

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. The technology available for mining of underwater mineral resources such as placers and phosphorite, typically occurring with variable amounts of overburden, has remained largely unchanged for decades. The traditional bucket ladder dredge with maximum digging depth of 48 m and monthly capacities about 500,000 m3 still reins as the only heavy duty mining system capable of working the tough materials characteristic of heavy metal placers. Attempts at adapting the bucket wheel cutter-suction dredge to these severe conditions have not yet been successful except in moving small volumes from shallow depths. High capital cost (20-30 million U.S. dollars), high cost of overburden removable, and turbidity generation for the bucket ladder are often significant negative factors in mining operations where this system remains the only viable alternative. The Japanese continue to advance the technology of their submersible dredge pump system powered by specially adapted, direct drive electric motors. Present systems are designed primarily for working surficial deposits of aggregate to depths as great as 90 meters, the pump suspended by cable from a surface vessel with an eductor pipe leading from the pump to the vessel. Such a system may prove adaptable to a variety of surficial deposits including phosphorite, shell and heavy minerals in addition to aggregate. However promising for the exploitation of surficial deposits, little advantage can be expected for the deeper buried and more difficult deposits.
