BHP Billiton Mitsubishi Alliance, or BMA, is AustraliaÆs largest coal miner and exporter, and is currently responsible for around a quarter of AustraliaÆs total annual coal exports. BMA and its predecessors have been part of the Queensland mining scene for around 40 years, developing world-class mines, a port, overseas markets, and an international reputation for quality and reliability. From its production base in QueenslandÆs Bowen Basin, BMA produces a broad suite of coals which are supplied to 73 customers in 24 countries. BMA was formed in June 2001 as a partnership between BHP Billiton and Mitsubishi Development Pty Ltd, under which the two companies share equal ownership and management of eight Central Queensland coal mines û Goonyella Riverside, Broadmeadow, Peak Downs, Saraji, Norwich Park, Gregory, Crinum and Blackwater û and the Hay Point coal export terminal near Mackay. This case study focuses on Peak Downs Mine, which was the second largest open cut mining operation to be developed in the northern Bowen Basin for the original CQCA Joint Venture. The first coal was mined in April 1972 and today, Peak Downs has a production capacity of over nine million tonnes of coking coal per annum. The mine is located 30 km south of Moranbah and 195 km south west of the Hay Point port facilities. Coal is mined by open cut mining methods using six draglines and two truck/shovel stripping fleets for overburden removal. Coal seams are mined using excavators and front-end loaders and 210 tonne capacity coal haulers.

Polyacrylamide flocculating agent has been used in the Leaching Division of the Risdon Works of the Electrolytic Zinc Co. of Australasia Ltd since October, 1960. Since the introduction, the.: number of thickeners in use in the continu-ous thickening stage has been reduced from eight to three; there has been an increase of 25% in throughput and a reduc-tion of solids in.:thickener overflow from 3-4 gòpòl . solids to 0.5 g.p.l. solids. Reagent addition has been at the rate of 0.25. lb SEPARAN, NP10 per ton solids.Additionally there has been a gain of 3% in current efficiency as the direct result of the addition of SEPARAN NP10 to purified cadmium sulphate solution prior to electrolysis for cadmium metal. A smoother deposit has resulted and it has been possible to increase deposition time between strip-pings from 47 to 71 hours. However, there has been a slight increase the lead content of the cadmium-metal produced.

Western Mining Corporation (WMC), managers of the Windarra Nickel Project, installed a raise-bored haulage shaft and underground crushing system at the Mt Windarra Nickel Mine in 1982. The system is the second of its type installed by WMC, the first being at the Otter Juan Mine in Kambalda in 1976/77. Both haulage systems became necessary as a result of the increasing production limitations, and escalating costs of a deep decline mine.The Windarra haulage system required a single 3 m diameter vertical raise drill hole, 470 m deep and equipped for skip haulage. Two five tonne skips, in balance, hoist crushed ore and mullock to the surface, at a design rate of 200 tonne/hr, effectively reducing truck haulage leads by up to 50 per cent. The system is now fully operational and will enable the mine to achieve its maximum production rate.The raise-bored shaft system has been shown to be cost effective and would be used again in circumstances where raise drilling is applicable.

The ""multiple of exploration expenditure"" method of mineral valuation is applicable to exploration properties from the earliest stage of exploration to a moderately advanced stage but for which no resources have been delineated. While not recommended as a primary valuation method by some workers, others believe it to be the most satisfactory method of valuing exploration properties until it is possible to employ a DCF technique. In many situations facing the professional valuer, the method may represent the only semi-quantitative option available and is frequently used. Significantly it often forms the starting point in discussions to farm-in on an exploration tenement. The paper briefly reviews the definition of value as applied to mineral valuation and in particular examines the relationship between fair value and market clearing price in ""fair"", bull and bear markets. The multiple of exploration expenditure method uses previous exploration expenditure and/or future committed exploration expenditure to derive a base value for the tenements. This base value is multiplied by a prospectivity enhancement multiplier (PEM) with adjustments for market premium or discount and consideration of the quality of the exploration team to derive a fair value for the tenements. The paper will demonstrate that there is no necessary nexus between fair value derived from the method and present book Values.

Coal mining in the Illawarra commenced in 1848. By the early twentieth century mining operations were spread over quite a distance along the coast centred on Wollongong. By this time there were already numerous tunnel mines and one shaft mine. Coal was first reported in Illawarra by Lieutenant Flinders on a voyage of exploration, southerly along the coast from Sydney in 1796. Because of the topography, particularly the escarpment and the narrowness of the coastal plain, access from Sydney was not easy by land and the normal access was by sea. It was not until some coastal areas had been developed for agricultural purposes that the mining of the seams on the South Coast commenced for the supp- ly of fuel. The most important mines in the early nineteenth century were Bulli and Osborne Wallsend. In general, coal was won from the tunnel mines and was transported directly, usually by tramway, to the nearest shipping point. Considerable hardship attended the earliest attempts at mining coal in regard to materials for mining and the way of life of the miners in the vicinity of the mines. With the growth of production and the installation of coke ovens at some mines the area, hitherto virgin bush- land, began to take on a more industrialised appearance. I have chosen this topic for my address with the intention of preserving a rather extraordinary record of recurrent additions of capital in the financing of one of the world's important silver-lead-zinc mines. The recitation of the trials and tribulations which fore-shadowed the rise of Mount Isa Mines to a position of relative prominence in the realm of non-ferrous mineral production may, I hope, be of assistance to some of the younger members of the Institute who may be called upon during their careers to meet similardevelopmental and financial problems.Mount Isa Mines Limited was incorporated in New South Wales in 1924 with an Authorised Capital of 40,000 shares of £20 each.In November 1925 the Company acquired the leases and water rights of the Mount Isa Proprietary Silver-Lead Limited for 6,250 fully paid £20 shares. Shortly thereafter, but in the same year, the £20 shares were split up into £1 shares, thus bringing the Authorised Capital to £800,000.The leases purchased consolidated and brought under one management the principal ore bodies of the Mount Isa area.Transportation facilities were indispensable to the economic future of the field, so the construction of a railway extending the Government line from Duchess, 54 ,miles to Mo.unt Isa, was assured by the passage of a bill in October 1925 by the Queensland Parliament. Under the provisions of the so-called Mount Isa Railway Act the Company was required to idemnify the Government against national loss on this branch line for a period of 10 years.

Subsidence prediction methods can be divided into two basic types: empirical and analytical. Empirical methods are based largely on a combination of experience, intuition and observations from a large number of observed subsidence data. They are simple in their application, but they are not based on any principle of mechanics. Analytical methods are based on equivalent material modelling principles, where the ground surrounding the extraction is mathematically represented by idealised materials that deform according to the principles of continuum mechanics. Wide applicability and improved understanding are the principal advantages claimed for this approach. In NSW, significant progress has been achieved in the area of subsidence prediction during the last ten years. Empirical prediction curves are available in NSW for predicting the ground movement in the Southern and Newcastle Coalfields. A' comparison of subsidence values predicted from these curves with the actual monitored values indicates that the curves are adequate for use in conjunction with the existing damage assessment methods. Future research for improving the existing empirical prediction curves can only be justified if it is cost effective. There are several numerical models currently in use in NSW for predicting subsidence. The models do not appear to be superior in their ability to predict subsidence when compared with the empirical curves. the performance of these models will no doubt improve along with advances in defining strata properties and failure mechanisms.

Each technological process can be reduced on the transport networks, and namely on the parametric networks and the non-parametric ones. The parametric networks are created by the piping, electrical cables or channels. The non-parametric network is created by the ways, suspended grooves, trackages and also by the belt conveyors or other conveyors for continuous material transport. If we reduce the technological process on transport networks, then, by the creation of these networks models and their mutual interconnection we obtain the model of the whole technological process. The model can be understood as the universal one, without exaggeration, because it is valid for any technological process. However, for us the mining production process is important what represents the mining and transport of raw materials under the support of the ensuring system. In this contribution one of the first attempt is described, and namely how to connect the parametric network which has been already worked out very properly with the non-parametric network what is presented in this contribution by the transport line of belt conveyors.

Every step on the path from the mine to the smelter invites a comparison between material inputs on one side and outputs plus accumulation on the other. Or put simply, between what you think you have produced with what you find you have at hand. The discrepancy between these sets of comparisons is the error. Following that error in a systematic and objective manner is a way to improve the mineÆs measurement systems, that in turn leads to more accurate accounting for ores, metals and concentrates. Because the control of production is so tightly coupled with the accounting of materials, any lasting improvements in materials accounting will benefit the predictions of materials movements and quality. This translates to more reliable planning and scheduling in stockpile management, logistics, shipping and marketing. The statistical tools described are direct adaptations from the long-standing methods used to maintain the quality of manufactured product in the discrete parts industries. Their use in the process industries, of which mining is one, requires some care owing to the continuous nature of ore extraction and its variable properties. The tools can be used for problem diagnostics and as early warning systems. In common practice many professional staff, in attempting to get a perfect reconciliation between expected and observed results, try to explain away the error or bury it completely. The methodology advocated here requires a different mindset because the error must be given pre-eminence for lasting improvement to be realised.

Borehole radar is a proven geophysical technology that can be used to map an orebody ahead of mining. This paper will present a case study, where borehole radar is being used within the mining cycle to map out orebody blocks, both as a strategic and tactical tool. Refined equipment and procedures now enables a slimline borehole radar tool to be deployed on the end of drill rods, making it easier and faster to deploy in an underground mine with minimal impact on the mining process. Boreholes are drilled in advance of mining; cover holes to ensure the competence of the hanging wall and geology holes to determine the location and grade of ore are two such examples. All of these boreholes can be entered using a borehole radar tool to map geology and structure ahead. The radar data can provide images of the orebody as well as help detect potential water bearing structures that could impact on safety at a mining face.

A large amount of wastes from the preparation plant is produced. The properties of these wastes vary depending on the mineralogical contents of the mother rock in which the coal is embedded. The waste quality depends on the method of mining and cleaning. The waste mainly consists of clays, quartz, carbonaceous materials, mica, pyrites and so on. About 55 per cent of coal-ash is now utilised and the remains are disposed of at the disposal sites, however, the life of the disposal site is limited. Moreover, it is difficult to find new disposal sites. Therefore, it is requested that the percentage of the utilisation of the coal-ash be increased in every field in Japan. So, it is very much available if the injection material for natural/artificial openings can be applied on the cement that is added to flyash. Among the man-made pozzolans, a flyash is probably the most successful component used in grout injection. When flyash is added to Portland cement concrete, the same kinds of oxides as those of the cement are being added. As an injection component, flyash acts, in part, as a fine aggregate and, in part, as a binding component. However, there is not a substantial alteration of the properties of the original component. From these points of view, in order to clarify to what degree the flyash content affects the properties of the injected grout mixture; different combinations of flyash, Portland cement and water were considered by means of several experiments.

In the case when the number of independent variables is greater, a careful design for carrying out tests has to be made in order to obtain, with the smallest possible number of tests, as much as possible neutral information about the influence of independent variables on the dependent ones. Only on the basis of such design and its statistical analysis it is possible to come to right conclusions about the function of the whole system. The influence of pressure, temperature, humidity and granulation of the coal upon the resistance to pressure and the water absorption of the briquettes has been tested, with the aim to examine how each of the two dependent variables changes depending on the values assumed by any of the four independent variables and which of the mentioned independent variables significantly influences the dependent ones. The full factorial design with 16 experiments and the central composite design with 27 experiments have been applied. The influence of the independent variables upon the dependent ones has been examined by applying the analysis of variance. The influence values of individual factors and their interaction upon the dependent variables have been stated as well as coefficients of curvilinear equation.

An electron probe micro-analyser, controlled by a dedicated mini-computer,has been operating at Imperial College since 1970. The data assessment capability of the computer was limited and, in order to make better use of the information produced by the analyser, extra computing facilities were needed. Following the initiation of a Laboratory Automation Project at Imperial College involving the use of a central computer linked to laboratory type computers and to further more powerful systems,it became possible to carry out much more detailed and extensive mineralogical analyses by connecting the mini -computer to the Laboratory Automation Network. The paper describes the techniques employed including hardware, software, inter- connection, analysis and operating methods.

For gas content analysis in recent years, it has been standard procedure to report results on a 'dry ash free' (daf) basis, under the assumption that gas only adsorbs onto coaly material. In order to test the relationship between ash and sas content, samples of various rock types were taken from two drillholes in the Newcastle Coalfield. The results of this study confirmed the correlation between gas content and ash, providing an accurate means of relating gas contents for all carbonaceous rock types.

Metal casting operations are a significant source of hazardous air pollutants. In particular, high production iron foundries emit significant quantities of volatile organic compounds (VOCs) during pouring, cooling and shakeout of iron castings made in green sand molds. End-of-the-pipeline capture and destruction methods to reduce VOC emissions add crippling costs to foundries. Alternately, the incorporation of advanced oxidants (AO) into metal casting green sand systems has been shown to reduce emissions from high production iron foundries in the US, and at the same time reduce operating costs. Cost savings are driven by the benefits of AO in clay recovery systems. Emissions reductions are the direct result of cascading AO-based reactions taking place in green sand molds. This sustainable greening of the metal casting process is a prototype for the development of other AO and non-AO process-based solutions for sustainable high temperature processing of materials. Fundamentals of AO technologies will be discussed along with the performance characteristics of AO processing systems in the metal casting industry and the breadth of other processing and remediation applications for which AO technologies have the potential to be successfully employed.

Discovered in 1991 by combined plume detection and bottom-tow photography (Binns and Scott, 1993) and for some years thereafter the highest tenor mineral occurrence known on the ocean floor, the PACMANUS hydrothermal field has since been surveyed and sampled in great detail by CSIRO and international research agencies (Binns et al, 1995; Auzende, Urabe and Scientific Party, 1996; Binns et al, 2002; Tivey et al, 2006). Since 2005 commercial surveys employing deep-tow geophysical packages and remotely-operated vehicles (ROVs) have been conducted by Nautilus Minerals Inc and partners within Papua New Guinea-granted offshore exploration licenses (Nautilus Minerals Inc, 2008). Two academic drilling programs have been conducted, one under the international Ocean Drilling Program (ODP) directed at deep structure (Shipboard Scientific Party, 2002; Binns, Barriga and Miller, 2007), and one using a 5 m capable seafloor diamond drill to investigate the immediate subsurface at one site (Petersen et al, 2005). There are significant Mineral Resource and Reserve reporting challenges facing a mining company operating in the global arena. This paper specifically examines the Mineral Resource and Reserve reporting challenge facing BHP Billiton. The changing regulatory environment creates a significant challenge for global mining companies when reporting Mineral Resources and Reserves. The development and implementation of internal policies and standards for collecting and collating resource and reserve information is required for corporate governance, however the challenge is then to report this information publicly in such a way as to comply with the various codes and requirements in the many jurisdictions in which the company is required to report. The move to an International Code is not only desirable but is an essential requirement in todayÆs global market. The agreement to report using a single code internationally is however only the first step. A truly practical international reporting system must have common definitions and guidelines for interpretation as well as an international approach to the definition of a Competent Person, and even more importantly a common acceptance of that code by the relevant investment regulatory bodies. Without the universal acceptance of the concept of an international reporting code by the major regulatory bodies, implementation of such a code will be limited. With the major global mining companies seeking to raise capital in the USA, the worldÆs largest capital market, the Securities and Exchange Commission (SEC) and its approach to reserve reporting is becoming increasingly important. The development and implementation of an International Code must gain the support and acceptance of the SEC if it is to be successful.

The distribution of a contaminant in a bulk mass greatly influences the effectiveness of sampling procedures. Most currently used sampling guidelines for genetically modified organisms (GMO) testing have stringent distribution requirements. Specifically, all these protocols are based upon the assumption that GM material, if present, is randomly distributed. Yet, assuming randomness is risky because the applied sampling plan may not provide an accurate estimate of the content of the contaminant. Despite the general consensus that an evaluation of the possibility of non-random distribution of GM materials within lots is a pre-requisite for the definition of effective sampling protocols, no experimental data on the distribution of GMOs in kernel lots are available anywhere in the world. Additionally, to date there is no distribution-free statistical model to estimate sampling errors, thus making the theoretical definition of optimal sampling technique impossible when randomness cannot be assumed. Here we present preliminary results of the KeLDA project, which is the first study investigating the distribution of GM materials in large soybean lots imported within the European Union. The extensive variability of GM content, observable both within and among soybean lots, indicates that heterogeneity issues cannot be overlooked when defining sampling strategies for large lots of particulate material and that randomness cannot be assumed a priori. A new statistical model free from any distribution assumptions, developed in order to estimate the sampling error associated with different sampling protocols together with the risk of false-negative results, is also presented. The new model, which is applicable to any consignment of particulate material with respect to any kind of contamination, presents two novelties: first, freedom from any distribution assumption; second, the possibility of estimating the magnitude of the sampling error associated with different sampling protocols as a function of specific distributional properties.

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

After reviewing the many excellent papers being delivered here, it is apparent that we are all concerned with the same general subjects of commodity agreements, international cartels, and anti-trust problems as well as the impact of governments on resource management and minerals pricing. Accordingly, as a relative newcomer to the mining business, I feel that my most meaningful contribution can be made by taking a more philosophical look at the future of our system of democratic capitalism. Unfortunately, governments the world over seem intent on jeopardizing the high standards of living resulting from the Industrial Revolution and furthered by the emergence of its by-product, capitalism. This tendency is particularly germane to the basic natural resource field, since government regulations, controls, and intervention in mining far exceed even the constraints normally imposed on hard-pressed consumer-oriented businesses. Increasingly, many governments seem to feel that natural resources no longer belong to private individuals but rather are the property of the state to be developed in a regulated manner and usually in a way directly contrary to the functioning of the free market system.
