There exist several legislative provisions in N.S.W. which work together to control surface subsidence due to extraction of coal by underground methods. The important ones are the Coal Mining Act, Coal Mines Regulation Act, Mine Subsidence Compensation Act and Dams Safety Act. In addition, there are guidelines laid down by the Chief Inspector of Coal Mines for mining under and in the vicinity of tidal waters and the ocean. There are also conditions of coal mining leases and conditions of approvals given to undertake various methods of mining which stipulate further controls. The legislative provisions and relative controls are designed to minimise surface damage, ensure safety , of major public utilities, control- surface land use and compensate damage caused by subsidence as a result of coal mining operations. They aim at balanced and responsible development of our valuable coal resources consistent with adequate safeguards to surface improvements and natural features. The paper discusses in detail these legislative provisions and the mechanics of their operation with a view to emphasising the fact that underground coal mining operations are undertaken responsibly and in a planned and rational manner for the overall benefit of the community. Further, the paper aims to demonstrate the need for legislative measures and conditioning of mining operations to keep abreast of developments in the knowledge and skills of mining and subsidence engineers and continuing improvements in mining technologies. Likewise there is a need on the part of engineers and those associated with introduction of new technologies to appreciate the requirements and existence of legislative and other measures having a direct or indirect association with surface subsidence as a result of coal mining operation.

Dry milling circuits that include high pressure grinding rolls (HPGR) or vertical roller mills (VRM) and air classification have replaced dry ball milling in cement production, but how do they compare to wet milling and classification circuits in mineral processing plants? Two case studies are presented that compare the energy efficiency, wear, liberation and capital cost of dry and wet milling circuits. In both case studies the VRM and HPGR consume half the energy of a wet tumbling mill for the same duty. However, the dry classification system tends to significantly erode the energy benefits. A number of improvement opportunities are presented that have the potential to improve the energy and capital efficiency of dry milling circuits. These improvement opportunities focus on the dry classification system that consumes significant energy in heating and fan power requirements and requires a large proportion of the footprint.

The epithermal silver-gold Red Rock Deposit is hosted in the Late Permian inter- mediate to silicic composition Drake Volcanics of New England, N.S.W. This deposit represents one of the few low sulfur epithermal precious metal systems in eastern Australia, and differ! from epithermal models in that the hydrotherma: system which produced mineralization was active in a shallow water marine environment. The Red Rock Deposit has a resource of 180,000 tonnes of 66g/t Ag and 0.9 g/t Au, and a Ag:Au ratio of 70:1. Mineralization is largely associated with hydrothermal brecciation, and occurs as disseminations, vein stockworks, and struc- turally controlled lodes. Ore minerals comprise acanthite (argentite), electrum, native Ag, Ag- sulfosalts and base metal sulfides, Alteration minerals associated with ore are quartz, cal- cite, adularia, pyrite, illite, illite-mont- morillonite, chlorite and sphene (leucoxene). Illitic and propylitic alteration zones sur- round the hydrothermal breccia. Bulk rock analyses indicate that alteration is character- ized by the addition of Si, K, Fe, Mg and the loss of Na and Ca. Ore was deposited from a boiling fluid in a temperature range of 222- 295¦C, and of 0.5-7 wt. Z NaCl equivalent sal- inity. An upper hydrostatic depth limit of about 800 m is implied for the boiling fluid ii an open vein. Sulfur isotopes indicate a mag- matic sulfur source, and oxygen isotopes imply a predominantly marine ore fluid. Modern analogs of the submarine hydrothermal system that formed the Red Rock Deposit occur in the Taupo Zone, New Zealand, and southern Kyushu, Japan.

Vale’s Sudbury Clarabelle Mill processes Cu/Ni ores from a number of mines in the Sudbury basin in Ontario, Canada. Bulk sulphide flotation produces a copper-nickel concentrate with pyrrhotite as the major diluent. After successful commissioning of the Voisey’s Bay Cu/Ni Mill (VBN) in Labrador, a miniplant campaign on Clarabelle ore with the VBN flow sheet produced a significant recovery improvement over current performance. In 2001, the Mill Redesign Project moved grinding energy into rock/sulphide and pentlandite/pyrrhotite separation and in 2006 Cu/Ni separation was re-introduced to Clarabelle Mill to produce a saleable Cu concentrate. The projects were a great success. What remained was to simplify the Clarabelle flow sheet by introducing the missing components found in the VBN flow sheet. This project known as CORe has evolved through many stages including the mining boom and surviving the 2008 economic downturn and it is scheduled for completion in mid 2013. This paper outlines some of the challenges faced in this major brownfields project – organizational, technical, financial and operational.

Rock masses usually exhibit scale dependent mechanical properties primarily due to presence of discontinuities and their inhomogeneous nature. One of the essential preconditions for selection of appropriate strength and deformation parameters of a rock mass in relation to tunnel design is assessment of the scale of the joint network relative to the scale of excavation. In tunnel design practice, scale effects are estimated indirectly using small-scale unconfined compressive strength (UCS) tests and rock mass classification based empirical correlations. Large-scale UCS tests have the benefit of direct assessment of anisotropic and scale dependent properties of a rock mass.This paper presents results of a large-scale UCS test on a jointed siltstone. A 450 mm diameter sample with inclined bedding planes was cored and tested in uniaxial compression until failure with load and displacement measurements. The aim of the test is to determine strength and deformation parameters and correlate them with results of small-scale UCS tests of the same sample. The relationships between the small-scale and large-scale rock mass parameters were validated against published correlations from the literature.

MOIL Limited is operating 7 underground and 3 opencast mines in central India and producing annually more than 1.2 million tonnes of various grades of manganese ore. The underground mines are operating at shallow - 90 m at Munsar mine to moderate - 353 m at Balaghat mine below the surface with horizontal cut and fill (HCF) or its variant method of stoping with post filling by hydraulic sand stowing. The Munsar mine is being worked underground since 1903. The opencast mining is presently stopped. The ore body below the opencast quarry is geological continuity of the area excavated in past by opencast method of mining. The underground mining is done through the adit in three levels i.e. 270’L, 220’L, 170’L and by incline in western part of the property at 70’L. The horizontal drift development has been developed in the manganese ore body with sill drive of 5 m above the sill pillar in lower level at 70’L and barrier pillar of 5 m thickness is left for protection of upper level at 170’L. Valuable mineral has been locked in sill pillar and therefore rock mechanics investigations have been carried out. On the basis of study now the drift development has been carried out in footwall rock at 70’L, (-) 30’L and below levels and it has improved the mineable manganese ore by about 20%. In this modified HCF stope design, an alternative fill material in place of sand, which has been developed in house by use of overburden (OB) material after treatment, has been used for hydraulic stowing. The experimental trials find out that the alternative fill material of OB is more compact and forming a non expansion floor for the men and machines in the stope. This will certainly help in the introduction of mobile underground mining equipment for drilling in the stopes and mechanical mucking, transportation and loading of the ROM. The paper presents rock mechanics investigations and future use of alternative fill material of OB for better safety and productivity at Munsar Mine of MOIL. Centennial Coal operates the Springvale and Angus Place longwall mining operations that extract coal beneath the Newnes Plateau in the Western Coalfields of New South Wales. Springvale and Angus Place mines have a history of difficult geotechnical conditions, where mining operations are conducted with a thick coal roof interbedded with numerous claystone units and relatively high levels of vertical and horizontal stress. The combination of a relatively high stress regime and weak laminated roof has led to numerous roof failures throughout the mine’s life.Following underground roadway development, the mine roadways can experience high levels of roof movement that can lead to roof falls. Two-point wire extensometers (known as ‘telltales’) are extensively used for roadway condition monitoring. Along with extensive other geological and geotechnical data, monitoring data is used to prepare geotechnical hazard plans that are then used in all areas of mine planning to allow for safe and efficient operation of the mine.This paper presents a case study of the use of a new software tool that allows time-scaled visualisation of monitoring data in the context of longwall and development face positions and installed strata support. It can be used in the identification of geotechnical risk factors and their interaction with the mining process to allow a more robust geotechnical hazard process. In a recent publication (Bueno and Lane, 2011) the authors presented the analysis of a consolidated dataset composed by 137 autogenous/semi-autogenous grinding (AG/SAG) mill pilot trials. By comparing the measured data against theoretical specific energy consumption, the analysis indicated which circuit configurations were more or less energy efficient. However, the analysis has also indicated that the energy efficiency of each of the types of circuits vary significantly.There are numerous factors that contribute to the variations of energy efficiency of AG/SAG mill-based circuits, such as feed size distribution, recycle ratios and ore characteristics. In view of this, the present work accesses these factors individually and discusses what may lead a particular circuit configuration to be more or less efficient in terms of energy and costs.CITATION:Bueno, M and Lane, G, 2012. This paper extends the existing knowledge associated with the design and placement of prefabricated pastefill barricades through a consideration of asymmetric drive geometry and conditions. The load capacity of prefabricated barricades and their failure modes are considered in relation to abutment geology and barricade geometry that includes curvature and span and drive geometry that includes abutment angles, haunch angles and misalignment. Design charts are provided for typical barricade sizes to provide general guidance for design capacities and optimising location placement based on asymmetric drive geometry. A recent barricade failure is considered in relation to the drive geometry and the potential impact it had on the installed capacity.

Australians are at the forefront of exporting their mining expertise in a number of areas. Minerals education is just one example. The growing economies of Southeast Asia host some of the most prospective mineral fields in the world. Laos for example, hosts the world class Sepon and Phu Kham copper-gold deposits. The Philippines has the fifth largest global mineral resource inventory. These and other countries in the region lack the mining engineers, geologists and metallurgists required by international mining companies to ensure their operations are sustainable. This paper describes the author’s experience in working with mining schools in Southeast Asia and specifically the Philippines, Cambodia, Laos, Thailand and Vietnam. Various strategies to ensure sustainability and lessons learnt are presented.

Over the past 12 years screening of materials has undergone a dramatic change in both the types and materials used in screen mats and the quality requirements of the finished product. With the main thrust now on quality and a cleaner product a different approach was needed in the operation of sizing screens. New screen mats with many different aperture configurations have been developed using rubber and plastics.to replace the traditional screen mat of woven wire or punched plate.

The R&D landscape for ore pre-concentration technologies within mining is characterised by the development of individual technologies and point solutions. This presents METS and mining companies with the combined challenge of understanding how to apply pre-concentration technologies to create maximum value, and how to sustainably integrate the technologies into their businesses to maintain the value. The paper will consider the requirements of an integrated pre-concentration system and presents a portfolio of R&D projects that have co-developed and integrated a suite of new precencentration technologies and methodologies across the mining value chain. Focus areas include in-situ orebody characterisation, blast design, real time cross belt mineral sensing, and consideration of how much data needs to be acquired in order to make value based decisions between ore pre-concentration options. An ore pre-concentration workflow is presented to demonstrate how additional optimisation opportunities are enabled both by moving decision points further upstream in the value chain, and by integrating the concepts of pre-concentration into the design of mineral processing equipment. Additionally, several research projects examine the non-technical factors that present barriers to uptake of new technologies within mining companies. Organisational culture, risk management and socio-political factors are discussed and a set of management tools are presented that allow organisations to self-assess their readiness for new technology uptake, along with process models to assist management with identifying and navigating the ecosystem of stakeholders that are decision makers in the use of pre-concentration technologies.

This paper describes major events in the design, construction, camtissioning and operation of the Elura concentrator. It covers the period fran September, 1974 when laboratory testwork on drill core cotmenced to March, 1983 when the concentrator catmenced operation on run of mine ore following successful completion of initial ccnmissioning tests. The concentrator was designed to treat 1.1 million tonnes of lead-zinc-silver ore per year with a plant availability of 89 per cent. This treatment rate has been achieved for test periods.

The incidence of colliery disasters has highlighted the need for more centralised and directed coal mining safety research in Queensland, with particular impetus from explosions at Box Flat in 1972, Kianga in 1975 and Moura No 4 in 1986. Inquiries which identified the likely causes recommended measures and, research and two outcomes have been the present Mines Safety Research Advisory Committee and The Safety in Mines Testing and Research Station at Redbank, near Brisbane, dealing with all mining problems, coal and metalliferous. Already, important research into ignition and explosion and other health and safety matters has been accomplished; the Station has become an accredited testing laboratory; and international recognition has been achieved. Now the advisory, testing and research arms are soundly in place to pursue preventive investigations and be ready to provide assistance in any emergencies.

A flow sheet has been developed to treat a high tonnage highly preg-robbing gold ore. The ore is low grade and fine grained with a high proportion of very fi ne free gold. The key components of the flow sheet include gravity, flotation, intensive cyanidation with direct electrowinning, and carbon-in-leach of the flotation concentrate. The circuit produces a low overall mass pull to concentrate allowing economic intensive treatment of large tonnage low-grade material. Efficient recovery of fine gravity gold using a Falcon concentrator in both the milling and flotation circuits, and subsequent intensive cyanidation in a Gekko InLine Leach Reactor (ILR) is critical to the process with over 70 per cent gold recovery expected in this circuit. Grind size control was also found to be important in controlling the activity of the preg-robbers in the carbon in leach circuit and also in the solid liquid separation performance. Tests at the large-scale demonstration plant have been conducted to demonstrate the effectiveness of this flow sheet. A large low-grade deposit is currently under development with the aim of developing a 10 Mt/a treatment plant with the subsequent addition of equivalent sized process lines in multiples of 10 Mt/a. The economic development of this orebody is critically dependant on understanding and exploiting the properties of the ore. In particular it is critical to minimise the effect of preg-robbers by recovering free gold with Falcon concentrators and InLine Leach Reactors. Recovery of the remaining gold by flotation into a small mass yield allows this fraction of gold to be treated by CIL leaching utilising high carbon levels. It is critical is to ensure operation at the optimal grind size to maximise liberation of the free gold and minimise pregrobber activity. The ore has been identified as preg-robbing with low recoveries obtained if treated using conventional cyanidation and carbon absorption. The mineralogy consists of predominantly fi ne grained free gold with minor sulfides including pyrite and arsenopyrite. With conventional cyanide leaching in the absence of carbon, gold recovery is less than 50 per cent. Direct cyanide leaching of the ore in the presence of activated carbon results in an improved but still uneconomic gold recovery. The gravity recoverable gold (GRG - as defined by Andre La Plante) content of the ore has been measured to be 70 per cent to 85 per cent in various tests with liberation grind size of approximately 106 ¦m. This indicates gold is predominantly free and suitable for recovery by batch centrifugal concentrators into a low mass yield. This property of the ore presents the opportunity to maximise the recovery of gold by separating it from the majority of the preg-robbers prior to leaching. Due to the very fine gold particle sizes and the necessity to maximise recovery of this fine fraction Falcon concentrators were selected for the duty, with their proven high recoveries at very fine gold sizes. The gravity recovery in the milling circuit is designed to be in the range 55 to 65 per cent. This has been achieved in the existing pilot plant using a Falcon operating on ball mill discharge within the mill recirculating load. Intensive leaching in an InLine Leach Reactor is essential to recover the gold from the gravity concentrates. Tabling is not a preferred option since recovery is lower than intensive cyanidation and any gold losses to table tails will report to CIL where recovery is reduced by the presence of preg-robbers. Furthermore, tabling recovery from the gravity concentrates is particularly poor due to the fine particle size of the free gold. ILR recoveries of 98 per cent were demonstrated in the pilot plant using an ILR100BA and leach conditions were investigated in the lab using pilot plant generated Falcon concentrate. Recovery of gold from the pregnant solution was achieved with direct electrowinning at pilot and efficiency and sizing parameters were determined at lab scale. To further increase free gold recovery Falcon concentrators will be installed in the flotation circuit. Location of the Falcons in the circuit is not finalised but installation on the rougher concentrate stream is favoured since it will allow multiple pass recovery. This is expected to recovery a further ten to 20 per cent of the gold, as indicated by lab tests on pilot plant generated material. The gravity concentrate from the flotation circuit will also be leached using InLine Leach Reactors. Initial intensive cyanidation tests carried out on lab generated flotation concentrates indicated higher recoveries than CIL can be obtained even though the concentrates contain significant levels of preg-robbing material. This can be explained by the high cyanide, high pH leaching conditions used in the ILR which alters the absorption equilibrium of the preg-robbers. Further optimisation of the leach conditions will be undertaken once more concentrate becomes available. Recovery of the remaining gold content is achieved by flotation into a small mass yield, however the preg-robbers are also recovered into this concentrate. Due to the presence of the preg-robbers gold leaching must be carried out in the presence of high levels of activated carbon in a CIL system. The recovery has been shown to be strongly dependant on the carbon loading and the concentrate particle size. The carbon competes against the preg-robbers for dissolved gold while excessive grinding increases the surface area and activity of the preg-robbers. This has been demonstrated in test work however the economic optimum leaching conditions and carbon loading have yet to be determined. The grind size is critical to the economics of the project, not only due to its effect on gold recovery but also due to its effect on the major operating and capital costs at both the front and back end of the process. It is critical to grind enough to obtain both gravity free gold and flotation liberation at low mass yields however over-grinding results in large increases in mill size and power at the front end and filtration or thickening costs at the tails. Because these unit operations treat essentially all the plant feed even small changes can result in major impacts on project economics. The viability of this project is greatly enhanced by the high recovery of gold into a small mass yield. In particular the production and intensive leaching of the free gold gravity concentrates will allow over 70 per cent of the gold to be recovered efficiently with minimal impact from preg-robbers. By using flotation the mass of the remaining fine preg-robber contaminated material, to be leached in CIL, is greatly reduced allowing this difficult material to be economically treated. How to monitor and control the support and surrounding strata system on a longwall face effectively is one of the major research problems in ground control. Based on observations on movements of the support and surrounding strata of face No. 2703 of Dongpang colliery, the relationship between the downtime related to support and surrounding strata and other influential factors is analysed systematically in this paper. Monitoring indices and control measures are then determined by taking corresponding downtime as an objective function. When the monitoring method, developed from the above findings, was used on face No. 2703, the downtime due to support and surrounding strata was remarkably reduced, and the face advanced Normally.

Determining the environmental consequences of green field projects is becoming an increasingly important component of new projects. Feasibility studies are regarded by potential investors as incomplete if a comprehensive Environmental Impact Assessment (EIA) has not been completed. These EIAÆs need to meet various local and international requirements in order to achieve bankability. Heavy mineral mining projects are often located in ecological sensitive coastal zones, and bring with them a suite of social impacts in the mainly developing countries within which they are usually located. This paper draws on experience gained in undertaking EIAÆs for heavy mineral mining projects in Kenya, Mozambique and South Africa, and uses these case studies to identify potential pitfalls. Important lessons include the need to initiate the EIA process as early as possible in the project, in order to develop management systems to mitigate the environmental impacts of exploration. Close and on-going consultation with affected communities is also seen to be critical to the success of the EIA. Proactive participation on the part of the environmental consultants with the project team and all interested and affected parties (IAPs) is important. An EIA commissioned later in project planning makes it difficult for the EIA to contribute in a positive manner to the project. Early engagement with environmental consultants allows the environmental assessment to develop from a report to an actual process, and to become fully integrated with project planning. The proviso is that an initial æfatal flawÆ assessment is required to identify any potential æshow stoppersÆ, in order to meet one of the important objectives of EIA, namely an assessment of whether or not the proposed project is the preferred development intervention in the study area. For more controversial proposals this may require the commissioning of a Strategic Environmental Assessment (SEA), which circumvents some of the limitations of the project level EIA. Whilst confidentiality is a constraint to full disclosure, an open participatory approach to public consultation is essential to add credibility to the EIA process and to gain, at least, the acceptance of the process from the majority of IAPs. Full disclosure is encouraged by organisations such as the International Finance Corporation, who acknowledge that good public consultation costs a lot of money, but bad public consultation costs a lot more! An open approach to disclosure presents understandable difficulties for proponents, as they are required to give up some of their control over the project, and to trust the social scientists engaged in the process. However, independence in the EIA process is critical to its success. This paper will highlight these and other issues by drawing on five case studies to identify lessons learnt, and explore the above themes in more detail.

To reflect on the early history of mining in South Australia requires considerable imagination and rashness. The people who were the chief actors in the scene have long since passed away. Accounts of their activities are hazy and debatable. A broad brush account is all that I can hope to accomplish under these circumstances. It is fitting that a picture be painted and possible lessons learnt from the achievements of our pre- Decessors.

The BLEG (Bulk Leach Extractable Gold) technique is a semiquantitative measure of cyanide extractable gold contained in a sample. A 5kg sample is leached in cyanide solution for 24 hours and gold is precipitated out of the pregnant solution using zinc and assayed by AAS. The detection limit is reported as ppb (parts per billion). Telfer is located 1300km north north-east from Perth in the Great Sandy Desert. The climate is one of hot summers with irregular rainfall and mild winters. A large portion of the area is covered by aeolian sand and seif dunes with poorly developed drainage, rare outcrop; topographic relief is a maximum of 96m. Poor outcrop and poorly developed drainage render conventional stream sediment sampling and soil geochemistry inadequate. Therefore a technique providing a minimum number of samples with maximum accuracy and sensitivity was needed. Consequently BLEG orientation surveys were conducted over the Telfer Mine area in 1983, 1984 and 1985.

However, mining can cause damage and pollution of the environment and therefore we must manage our resources wisely accounting for the physical, biological and social environments. Contrary to the view of some people not conversant with the facts mining has in many cases improved the environment. This paper described how two sand dune systems that were unstable prior to mining have been stabilised by revegetation after mining.
