Rio Tinto Iron Ore is currently working towards finalising comprehensive Native Title land access agreements, which cover all of the current eleven mines and infrastructure owned and operated by the company in Western Australia's Pilbara region. Critically, the agreements represent a mutual commitment to a long-term relationship and address many areas of concern by promoting indigenous enterprise, well-being and regional development opportunities. Our objectives in the process are to obtain the informed consent of the traditional owners for our Pilbara expansions while providing benefits to them in a way which provides lasting and substantial improvements to health, education, housing and real jobs in the mainstream economy.   To facilitate the agreement negotiations, Rio Tinto Iron Ore (RTIO) proceeded in 2005 to research and design a specific strategy around Aboriginal relations and local community engagement in the Pilbara. Wherever we operate, Rio Tinto follows a fairly simple formula in working with communities, which is comprehensively aligned to local context.   This presentation provides an overview of Rio Tinto Iron Ore's community engagement strategy in Western Australia's Pilbara region. It will also explore the establishment of regional standards on employment, business development and contracting that have been developed to ensure Indigenous people are engaged in the development of their region and are able to contribute to supporting the growth and development of mining in the area with the expectation that there is prosperity for all. High-water rapid-solidifying material, called 'high-water material', is a new material developed by the authors over many years. The material can solidify nine times its volume of water into solid. The material is a fine kind of binder with special properties. The solidifying body of high-water material with water has quite a high early strength. The compressive strength of the material within three days can reach the same strength as conventional Portland in 28 days. One ton of the material can replace three tons of conventional Portland cement as binder. Some important achievements have been made in application of high-water material. In metal mines, based on the material, a new full-tailing cemented backfill technology has been developed. The characteristic of the new technology is that high-water material is used as binder and full tailing or alluvial sand is used as backfill aggregate. Because of the application of the new technology, major technical problems in backfill technology such as classifying of tailing, dewatering, transportation of pulp, low strength of hackfill body. environmental contamination and so on, have been solved.

Mineralogical analysis of supergene sulphide ore recovered from areas close to the underground workings at the abandoned Mutooroo (South Australia) mine shows that the original sulphide minerals have undergone substantial alteration. The cause of this alteration is believed to be contact with the highly saline, acidic mine water. The copper is now present as a sulphide that can best be described as a copper- and iron-delicient chalcopyrite, CuxFeyS2, where in most cases x < y. The values of x and y vary from point-to-point within each grain.Leach tests under a variety of conditions show that dissolution of the copper from the supergene sulphide ore can be readily achieved, particularly when compared with the behaviour of Mt Isa chalcopyrite concentrate. For the supergene sulphide ore, an increase in the acidity and the iron(lll) concentration of the leachant re ults in an increase in the rate of copper dissolution.The results are briefly discussed in terms of the experimental in-situ leaching operation at Mutooroo, South Australia.

Data collected from payload management systems at a number of surface mining operations show significant variance. Heavily loaded trucks travel slower up ramps than lightly loaded trucks. Faster trucks are slowed by the presence of slower trucks, resulting in 'bunching' and production losses. A stochastic model was constructed to simulate a truck haulage return cycle of 12.5 km at a large open pit gold mine in the USA. For a fleet of 35 trucks, the best estimate of the benefit achieved by a sustained reduction in payload variance of 25 per cent is a throughput increase of 1.6 per cent, within a possible error range of 0.6 to 3.2 per cent. This potential benefit is worthy of further investigation by Continuous Improvement teams at large open pit mines. The model also indicates that, under the right circumstances, provision of an overtaking lane can provide throughput benefits of up to ten per cent, The feasibility of providing unidirectional haulage circuits within large open pit mines should be examined.

For more than 15 years after the Northparkes orebodies were first discovered in 1976, the project was delayed by the need to find an economic way of mining the low-grade E26 deposit. The decision to use a low-cost block caving method to mine the orebody was made in the early-1990s; but the project's future did not solidify until 1993 when a radical new approach was adopted which sought to integrate business imperatives with technology and organisation strategies. The approach led to the establishment of a strategic vision which tied together all the components that could have a major impact on the project, to provide a framework for guiding strategic choices. The strategic vision strived to break away from the old rules of how mines are organised and operated; and involved finding imaginative new ways to radically redesign mining processes to achieve quantum leaps in performance.

In conjunction with Charles Copeman, we have arranged the presentation of a paper by Charles with a support paper by myself presenting alternatives to currentaccepted legal concepts involving the ownership of minerals by the Crown and the absence of ownership in any minerals or entitlement to benefit therefrom by the owner of the land on or under which the minerals occur.2. The current situation has its historical route in the concept of gold and silver being royal metals and belonging wherever situated in the Kingdom to the King and it is submitted it can be'seen as being archaic in nature perhaps even feudal and perhaps worthy in this day and age of reconsideration.Our purpose in these papers is to present an alternative view supported by argument challenging the present system and hopefully, creating room for comment and interchange amongst those involved in the industry. My solutions are not Charles Copeman's solutions and vice-versa. However, we do share a common belief that the present system may not be the best system.

Beach sands on the Morobe coast of New Guinea contain significant amounts of chromite. This chromite, together with the more abundant associated minerals such as olivine, enstatite, tremolite, antigorite and feldspar has been de- rived from rocks of the Papuan Ultramafic Belt and transported to the beaches by three rivers, the Paiawa, the Saia and the Sesimbai. Of the hundreds of samples taken, 26 have been analysed mineralogically and chemically in some detail. On this basis, five groups of samples, four on- shore and one offshore, representing character- istic mineral assemblages, have been recognized. The chromite grains themselves have been exam- ined to determine variations in amount and in the Cr/Fe ratio, since this is of economic importance. Much of the chromite fails to reach a high Cr/Fe ratio as a result of magnetite rims around chromite grains. The precious metal content of the sands is negligible.

The CSA Mine is located in Cobar, New South Wales and is operated by Glencore. Large scale underground production started from 1965, with zinc, lead, silver and copper extracted in the past. The current operations focus on copper, with a silver co-product.From 2014 to 2016, Cobar Management Pty Ltd (CMPL) undertook a major capital project to upgrade the primary ventilation system at the CSA Mine. This involved the development of ten raises using full-face raise boring from surface to a depth of 1450 m. The total length of the raises was approximately 2500 m. Geotechnical conditions were identified as a key project risk during the early planning stages of the project. Timely quantification of the geotechnical risks was required to minimise project delays and cost overruns. Geotechnical investigations were planned and conducted for each raise prior to pilot drilling and full-face back reaming.Nine of the ten raises had final wall camera and laser baseline surveys completed following full-face reaming. The surveys were conducted progressively, allowing ongoing back analysis and calibration of geotechnical evaluations as the project advanced.This paper presents the design and planning process of the raise bored excavations. It details the geotechnical investigation work undertaken to mitigate the geotechnical risks and the challenges and learnings from the project including the benefits of close collaboration between the parties involved.CITATION:Sidea, D and Brettell, T M, 2017. The results of full-scale tests on precast segment made at University of Roma are presented. The segments were cast using fibre-reinforced concrete produced without any traditional reinforcement, by using fiber made in high-strength steel and a new type of anchorage.Bending tests were performed in order to check the bearing capacity of the segments under the flexural actions; these occur during de-moulding, handling, storage phases as well as in the in situ condition (due to asymmetric soil pressure). Furthermore, point load tests simulating the TBM thrust were performed, in order to study the construction phase (excavation).The results show that the segment response largely respects the material testing and design advice according to the Fib Model Code 2010. With the continuing demand for industrialisation and urbanisation, the rate of mining and processing lower grade ores will also increase, producing large quantities of waste. As extreme weather events associated with global climatic changes are to be expected, the risk from mine tailings management will also increase (Edraki et al., 2014). In sulfide rich tailings, weathering within the critical zone controls the fate and distribution of the contaminants such as copper, zinc, and lead in the environment (Hayes et al., 2014). Tailings evolve geochemically and physically with time as they age under the influence of complex interacting factors. Understanding of the complex interactions between these controlling factors is important for predicting and mitigating the potential risks associated with sulfide tailings such as generation of acid mine drainage (Lindsay et al., 2015). Wetting and drying initiates weathering processes, influencing the hydrological, geochemical and geomechanical properties of the tailings. In semi-arid climates where evaporation exceeds precipitation, salts may precipitate within the pore system as well as on the tailings surface. These salts become the temporal sink of heavy metals until the next episodic rainfall (Nordstrom, 2011, Grover et al., 2016). Therefore, using kinetic and static test to describe the trajectory of these material evolutions without considering the complex interactions could potentially lead to erroneous prediction. Mining in the state of Western Australia (WA) formally commenced in the 1840s, and over the ensuing 180 years has evolved to be the epicentre of the Australian mining industry and a significant contributor to the national economy. The lithology of WA is replete with mineralisation that hosts uranium and ‘critical minerals’ required for the global renewable energy sector. The state’s first uranium mine is under development, and high levels of activity are occurring in the state’s nascent critical minerals sector, with 168 WA-based companies pursuing rare earth-bearing minerals, 51 of which are actively drilling on their tenements. WA’s mineral deposits typically contain levels of the naturally occurring radionuclides (NORs) thorium-232 and uranium-238 that are elevated above the global crustal average. Workers are exposed to NORs during the mining and mineral extraction processes, and radiation doses that exceed applicable exposure standards may eventuate. The research traces the history of worker radiation doses from 1977 to 2020, finding the maximum dose was 163.4 mSv, more than eight times the current derived annual dose limit. Whilst 93.5 per cent of all workers received doses of less than 5.0 mSv per annum, the potential for elevated doses is ever-present as witnessed by 10.3 mSv reported in 2009/2010. The increase in activity coincides with a revision of the dose coefficients (DCs) associated with the intake of radionuclides. The research evaluates the revised DCs and forecasts doses from inhalation of radioactive dusts will nearly double, and lead to workers receiving doses exceeding 5 mSv for the first time since 2009/2010. The research finds that the current regulatory framework is fit-for-purpose. However, inter-agency relationships, and the capacity of the regulator to effectively regulate the current and future number of mining operations is questioned. The mining industry is vulnerable to capability and capacity constraints – but has failed to respond to issues in relation to competent radiation safety officers first raised by the Winn Inquiry (Winn, Mathews and Tough, 1984). Disconcertingly, monitoring of worker exposures to NORs reached a nadir in 2021, raising questions as to the veracity of worker doses reported to the regulatory agency. The research recommends personal dust sampling be prioritised.

Methods of calculation of the reliability of process computers are getting more and more important. The paper presents long period observations of 21 process computers with online applications in the iron and steel industry. About 5000 failure events during 10 years have been systematically recorded and evaluated. On the basis of these long time observations it is possible to develop a probability model of the failure behaviour of process computers.This failure model is constructed with four different states of the process computer:Working phase, working phase with undetected reasons, repair phase, failure phase resulting from external influences.The model is defined by differential equations for the probability of one of these four phases. Long time observations show, that all of these four phases are closely correlated with the capa-city of a process computer, restarting without detection of failure reason, changes of programs and software, costs and time of repair. So the result of this analysis is a model of failure for process computers, which allows to predict breakdowns of process computers on the basis of external parameters.

The Cadia mine has shifted from an open pit operation to the Cadia East underground panel cave. The resulting increase in milled tonnes, more competent ore and the decrease in fines production through shifting to panel caving were predicted to require an increase of over 25 per cent in installed power. This expansion was accomplished via the installation of secondary and high pressure grinding rolls (HPGR) crushing of the ore, with the semi-autogenous grinding (SAG) mill receiving a combination of primary, secondary and HPGR crushed feed. This design, criteria and rationale for selection was presented at the SAG Conference 2011. Long Operations is located on the eastern slope of the Kambalda Dome in Western Australia. Kambalda hosts nickel deposits that are modelled to have formed from an exsolving sulfide melt from a parental komatiite melt. The nickel deposit model predicts a stratigraphical relationship where massive Fe-Ni-Cu-sulfides are deposited in troughs at the base of komatiite channels. The basal contact of the sulfides is generally tholeiitic basalt. The Kambalda geological sequence form a dome structure with a granodioritic core and have undergone tectonic and metamorphic overprinting, resulting in the formation of upper greenschist to lower amphibolite-facies units.On the basalt-ultramafic contact, within the Long Operations, there are two separate channels hosting seven different orebodies. The Moran orebody is the most undisturbed orebody at Long Operations, with many primary magmatic textures preserved, making it ideal for studies to improve the existing nickel sulfide formation model. Detailed exploration and production infill drilling and systematic sampling indicates consistent nickel tenor variations over the entire Moran orebody. This was also observed in other deposits in Western Australia and was explained as metamorphic variations. Similar variations are observed with some trace elements that cannot be explained by metamorphic overprint but with gravitational segregation in the liquid sulfide. Other more complex trace element patterns (eg Cr) require additional explanations and are partly originated from incorporation of underlain basalt and sediment and partly from gravitational segregation.From a mining perspective, the Moran orebody can be used as an example of modern high-speed mining, but at the same time preserving samples for the future and allowing knowledge from the geological context and geochemical signatures to improve future exploration.CITATION:Staude, S, Marriott, S, Griffith, J, Laming, C, Hammond, D, Stanfield, S and Sheppard, S, 2014. Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. Flotation recovery in geometallurgical modelling is usually predicted based on relationships developed from batch flotation testing of different ore types. These batch flotation tests are usually performed at a constant set of operating conditions and at a fixed feed grind size P80. Usually the laboratory feed grind P80 is that which is expected to be produced in the full-scale flotation circuit for that particular ore type.Flotation recovery will be a strong function of the valuable mineral particle size distribution, with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation of this fraction. This valuable mineral particle size distribution is not characterised by the solids P80 parameter alone. The proportion of material in each class will also be a function of the slope of the size distribution and the degree of preferential grinding of the valuable mineral in comparison to the total mass of the ore.This paper will demonstrate (through example) how these other size distribution parameters can change with a change in grinding technology, the size and operating conditions used in a grinding unit and the characteristics of the classification technology used in conjunction with the grinding unit. Case studies will be presented that demonstrate how this can result in these parameters being very different in laboratory testing to that produced in the full-scale comminution circuit. A rule of thumb that laboratory rod milling rather than ball milling produces a size distribution most similar to that of the full-scale grinding circuit will be challenged. These differences can result in a significant change in flotation recovery. It is therefore important to consider these parameters when developing a laboratory geometallurgical program, to enable more accurate prediction of the flotation recoveries that will be achieved in the full-scale process.CITATION:Runge, K C, Tabosa, E and Jankovic, A, 2013. "On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? In situ synchrotron X-ray and in situ neutron diffraction-based experimentation have been implemented to characterise the formation of the complex calcium ferrite iron ore sinter bonding phases silico-ferrite of calcium and aluminium (SFCA) and SFCA-I. Experiments were carried out using fine-grained (<20 ¦m) sinter mixtures containing ~77 wt per cent Fe2O3, 14 wt per cent CaO, 3.5 wt per cent SiO2 and 5 wt per cent Al2O3, with diffraction data collected during heating until 1300 - 1350¦C, which was enough to ensure complete melting of the SFCA phases. In the case of the in situ synchrotron experimentation, results showed that altering the nature of the starting sinter mixture (ie substitution of goethite for hematite; substitution of an amorphous Al2O3-based mineral for gibbsite) did not have a significant effect on the thermal stability range of the SFCA phases. It did, however, have a profound effect on the formation and rate of consumption of the calcium-rich ferrite phases C2F and CF, and on the formation mechanisms of SFCA and SFCA-I. The in situ neutron diffraction experimentation is the first described in the context of iron ore sintering, and the observation of both SFCA-I and SFCA formation in the in situ diffraction data represents the first step in achieving the goal of charactering iron ore sinter phase formation in large volumes of industrial sinter starting materials with a wide range of particle sizes (up to 6.3 mm).CITATION:Webster, N A S, Pownceby, M I, Madsen, I C, Studer, A J, Lu, L, Manuel, J R, Kimpton, J A and Fisher-White, M J, 2013.
