The Beverley uranium mine û now in production in the remote north of South Australia at1000 tonnes per annum û was established to meet a projected, but little-recognised shortfallin primary supply of uranium for the nuclear industry in the early part of the 21 st century. Inthe context of AustraliaÆs lack of bi-partisan support for uranium mining and the nuclearindustry, a four to five year window of opportunity existed from 1996 to establish the mine.During this period, Beverley achieved a number of firsts including: the first ISL mine inAustralia; the largest ISL mine in the world and the first to produce more than 500 tonnes ofuranium in its first year; the first to be established under a new Native Title regime in SouthAustralia; and the first to be established under a revised South Australian Mining Act.Beverley was brought into production against the background of: hostile opposition fromanti-nuclear activists; a suspicious and at-times hostile media; a regulatory and politicalcommunity that was unfamiliar with ISL mining; commercially unsophisticated Aboriginalgroups; an inexperienced engineering industry; and the vagaries of development in a remote,semi-arid location with neither population nor infrastructure. The lessons that can be learnedfrom Beverley showed that û like much in life û flexibility and timing are crucial.

Newmont Australia is the operator of the Mt Leyshon mine near Charters Towers, Queensland. Mt Leyshon is an open cut gold mine, which processed on average 5.0 Mt of ore and produced up to 250 000 ounces of gold per year. Mining was completed in early-2001, followed by treatment of low-grade ore stockpiles for a further 12 months. Approximately 250 ha of waste rock dumps have been rehabilitated. Rehabilitation of two of the three tailings storage facilities (TSF) has been completed and the third is in progress. A field performance monitoring system that includes an automated meteorological station, large-scale lysimeters (measurement of net percolation), and in situ moisture content sensors (measurement of moisture storage changes in the cover material) were installed to monitoring performance of the cover systems placed on the waste storage facilities. This paper focuses on the installation and calibration of the in situ moisture monitoring system. The moisture monitoring system provides automated detailed in situ volumetric water content data above and within the large-scale lysimeters. A portable unit that provides spatial in situ moisture content measurements at additional locations on the cover system is also utilised. The paper will focus on installation and calibration of the in situ water content monitoring instrument in the waste rock, coarse cover material, and fine textured cover materials of the tailings facility and waste rock dump cover systems.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.

Bacteria can play a key role in the processing of 'difficult' ores. Bioleaching opens the way to potentially extract copper from vast amounts of otherwise hard to process refractory low-grade chalcopyrite. In my talk I will outline our research philosophy to develop bioleaching as a Precision Processing unit process step. In our view, Precision Processing is a sophisticated approach to mineral processing where the ultimate goal is to measure and characterise the ore body in-ground and in real time during mining, allowing the down-stream unit processes (bioleaching, in this case) to be continuously tailored and tuned via feedback and feed-forward controls to obtain the highest possible recoveries at the lowest possible cost and environmental impact. I will describe some of the work that we are undertaking to better understand the interfacial phenomena underlying the fundamental bioleaching process with the aim of coming to a Precision Processing approach. We use techniques such as interfacial electrochemistry (scanning electrochemical microscopy, SECM), AFM, zeta potential measurement, and synchrotron science to elucidate the parameters that drive bacterial selectivity and adhesion, bacterial metabolism, and dissolution and precipitation processes for model systems and real chalcopyrite ores. As examples of our research, I will discuss in some detail our method to produce and characterise micro-patterned CuxS - silica thin films as model substrates for electrochemical and bacterial adhesion work and our approach to the interfacial chemical characterisation of extracellular polymeric substances of bio-active bacterial cells. I will also cover some of our recent findings relating to measurement and interpretation of bacterial adhesion on sulfidic substrates and its implications for bacterial adhesion and substrate selectivity. After having identified and discussed crucial leaching parameters, such as pH, Eh, T, [Cu2+], and [O2], the talk will go on addressing some of the early achievements and challenges encountered in our work to design and prepare low-cost, rugged sensing devices that allow the in-situ (in this case, in-dump or in-heap) localised measurement of these parameters. I will conclude my talk by painting the picture of how the work of our group might contribute to realising the dream of transforming bioleaching into genuine high-tech Precision Processing of minerals. Reliable face support pressure is necessary for shield driven tunnels in cohesionless soils to prevent excessive ground movements. This paper presents experimental work on stability of a tunnel face using transparent soil models aiming to obtain magnitude of tunnel face minimum supporting pressure, failure pattern and extension of failed zone. A model tunnel was preinstalled in transparent soil which was supported at the face by means of water pressure. Tests were performed by reducing supporting pressure until collapse occurred. Model tests were sliced optically with laser sheet and images were captured for every decrement in tunnel supporting pressure. Later, these images were analysed by digital image correlation (DIC) and vector fi elds of incremental displacements were obtained. Values of minimum support pressures were given for different cover/diameter (C/D) ratios. Geometry of the failure zones depicted for different (C/D) values and appeared to be of chimney shape with a limited extension front of the face. A minimum support pressure was achieved with support pressures as low as 10 ± 1 per cent of the effective vertical stress at the tunnel axis. The stability of the tunnel face was related to the coefficient of active earth pressure with C/D ratio having a small effect on the magnitude of required pressure at collapse. In general, results of the study were in agreement with current knowledge of full-scale situations.

Grade control is a process of maximising value and reducing risk, through the delivery of quality tonnes to the mill via the accurate definition of ore and waste. It essentially comprises data collection, integration and interpretation; local resource estimation; stope design; supervision of mining and stockpile management. The foundation of all grade control programs should be that of geological understanding led by high-quality mapping and sampling to drive appropriate estimation strategies and mining. Gold veins show various complex features relating to erratic grade distribution (nugget effect), variable geometry and internal architecture. These include variations in dip, strike and width, late-stage faulting/shearing effects and geometallurgy. Such variations generally require close geological understanding to ensure optimum grade, minimal dilution and maximum mining recovery. A well designed grade control program will prove to management and stakeholders that by applying geological knowledge, the mining process can be more efficient and cost effective. This paper reviews the issues of grade control in underground gold mines and focuses on integrated mapping and sampling through three case studies.

Landscape interpretation, geology and mining history is being successfully used to explore options for sustainable community tourism product development. Recent work by the author in Europe and Australia has indicated the value of adding and producing interpretive information about mine and quarry locations - both active and inactive. This work has allowed for the branding and development of new sustainable community tourism products based on the landscape, folklore, mine and geological heritage.   Communities in rural areas are seeking new opportunities to sustain their local economies. Using a relatively new phenomenon called geotourism as a starting point; they have developed themed products connected to walking/cycling guides, interpretive panels and visitor centres. These themes can be linked to geology, archaeology, botany, local history and to industrial heritage sites such as old mines, to generate local employment. This new geotourism approach has successfully brought a new and greater audience to discover the value of geology and mining history.   Communities have established a unique place for themselves within the tourism marketplace using the geotourism brand. Other communities with an established tourism product are also now using geological and mine heritage via geotourism to rebrand and meet changing global trends. The pooling of resources under the banner of geotourism has led to cost effective marketing, targeting and promotion of products.   Geotourism has emerged strongly in Europe, North America and China in the last decade. The Australian minerals industry now has an opportunity to implement this new branding concept to assist and benefit the communities in which they run their activities. Communities can also take advantage of the potential to develop a sustainable geotourism business around a past or present mineral industry in their vicinity.

The traditional measure of Lost Time Injury Frequency Rate (LTIFR) as a measure of improvement in safety performance is recognised as inadequate and misleading, lulling managers into believing that safety is improving. It is a reactive measure, and steadily declining LTIFRs around the world have failed to be accompanied by a similar reduction in the fatality rate. This paper confronts the industry with the attitudes of some mining managers, such as one that allowed fatalities to occur in the case of a gold mining company at a rate of one death per 150 000 ounces of gold produced while claiming their safety record has improved, as shown by a falling LTIFR, and viewing fatality reductions as a long-term goal instead of an immediate priority. A quantum shift in management attitudes is required to focus on proactive measurements to detect the indicators of an impending disaster, and to predict conditions conducive to fatalities. Corporate CEOs are challenged to attend the funerals of all workers killed in the workplace. CEOs who fail to attend such funerals send a message to employees that the CEOÆs priorities lie elsewhere, and that profits take priority over workersÆ lives. The dichotomy of whether mining companies are run for the benefit of shareholders or whether companies owe social responsibility to the community is examined. The role of individual responsibility for personal safety is examined, together with the psychology of employees in the mining industry. A number of proactive measurable indicators are suggested to stimulate discussion on developing robust measuring tools to predict and therefore prevent fatalities.

Large mining operations need equipment that consistently performs as expected. The most effective way of ensuring this is to have a defined life cycle with an optimised maintenance strategy. The determination of this life cycle is an economic decision, influenced by the construction and utilisation of the equipment. An effective life cycle costing (LCC) tool must be able to process the many variable factors involved.Many factors influence the costs that are associated with a machine over its life. The most variable of these are the costs of maintaining the equipment. Maintenance costs are dependant not only on the utilisation of the machine, but also on the strategy that has been developed to support the machine through its life. A combination of supplier support, component changes, regular servicing and unscheduled maintenance needs to be modelled, based on a variety of drivers. Traditionally spreadsheets have been used to model these factors, but the increasing complexity of the situation can make spreadsheets unwieldy and difficult to manage. A database solution that breaks each activity into its constituent components, links them to an associated mine plan driver and then aggregates the result is the ideal tool to provide a time based cost profile. The evaluation of a number of scenarios, representing different maintenance strategies/life cycles can be rapidly undertaken. Auditability through inbuilt tools is required to provide easy tracing of data. Use of the host company's account structure allows for reporting against the standard chart of accounts.

The transition from exploration to feasibility is a stage in the development of mineral resource projects that is frequently not handled well. The transition marks a point in the project development process where resource evaluation priorities change significantly from the discovery of mineralisation and the rapid assessment of the potential tenor of the mineralised system, to the detailed assessment of the deposit.   Information used in the exploration process tends to be of a qualitative or theoretical nature initially, but gradually becomes more quantitative in character as geological knowledge relating to individual prospects grows.   The transition from discovery and rapid exploration of a new deposit occurs at a relatively early stage in project development, coinciding with the first attempt to prepare a resource estimate for the deposit. Fundamental assumptions regarding both structural and grade continuity and uncertainty inherent in existing information need to be made so that they themselves may be addressed during the collection of additional data.   The effective commencement of feasibility studies involve the introduction of new accountabilities either as a result of appointment of a project manager, and through needing to be able to quantify: ò     the quality of data being collected for resource evaluation purposes; ò     confidence associated with resource estimates; and ò     the need to develop an audit trail for the project, required to make the resource evaluation decision-making process as transparent as possible.   Quality assurance is a concept to which exploration geologists have frequently had little exposure. Being able to demonstrate the quality of data used in feasibility studies is, however, a crucial component of the overall risk management and reduction.   Development of a transparent audit trail for data assists in demonstrating the quality of data which is frequently perceived to translate directly to confidence inherent in resource estimates.   Establishing procedures for geological data collection and management also provides a more reliable framework for making decisions that impact on project execution, again resulting in improved confidence in resource estimates and associated geoscientific data.   Regular, independent technical audits, in principle similar to audits conducted for the ongoing certification of standards compliant quality assurance systems, are a major, positive factor in effective project management and execution.   Information used in project evaluation, feasibility and development must be based on facts. Facts are effectively observations that are ideally made systematically, recorded in a systematic manner, and by being collected effectively are not subject to change.   Effectively managing the transition from exploration to resource evaluation, feasibility and project development involves recognising the nature of changes in the nature, detail and scope of geoscientific data required at each stage of project development. In doing so it is essential to: ò     recognise when the change occurs (as early as preparation of the initial resource estimate for a project); ò     accept that the change may not be gradual; and, ò     ensure that the project evaluation team is adequately resourced.   These objectives require recognition of the value of previous experience and the need to instill a true team approach amongst both staff and contractors associated with the project. Regular formal and informal communications between staff, contractors and other stakeholders in the project are an essential tool in ensuring personnel are aware of factors affecting their role in the project.

Solid Energy New Zealand Limited owns and operates the Ohai coal field (Wairaki Coal Mining Licence, CML) in western Southland. The Morley Stream passes directly through the middle of the CML and has required diversion in the past to enable open cast mining to proceed. Solid Energy is evaluating two new open cast pits at Ohai. Commissioning these new pits would necessitate further diversion of the Morley Stream. One of these potential new mines is adjacent to an abandoned State Coal Mines (State Coal) pit and there is an opportunity to substantially rehabilitate this old pit as a corollary to the new mine and the stream diversion project.   Past Morley Stream diversions were undertaken by State Coal and so they predated the Resource Management Act 1991 and the degree of community environmental awareness and involvement that has become the norm these days. Not surprisingly the design and construction of the historic stream diversions was based purely upon mining (operational) and engineering considerations. This led to the stream being diverted in a manner that achieved the clinical conveyance of design volumes of water from points A and B.   Solid Energy realised that the proposed new diversions need to adopt more holistic and environmentally sustainable design principles while also including appropriate mining and engineering constraints. This project involved the design of a 1.7 km diversion of the Morley Stream (median flow of about 1000 litres/second) that would enable progressive prestripping and development of the new mines and would also address final rehabilitation (of the stream), geotechnical risks, hydrological and ecological issues. To address all of these factors the project required a multidisciplinary approach. Moreover, it required a clear understanding of how the mining operational constraints could be integrated with the environmental considerations. A significant aspect of the project was how to take account of fishery instream habitat needs, the resource consent requirements and most of all, the involvement of key stakeholders such as the Fish & Game Council, Department of Conservation, the Iwi and local community in the design process. This was achieved through coordinated consultation and stakeholder involvement in a technical design workshop.

To solve the mining safety and health needs of the future, access to, and sharing of, timely and relevant information will be crucial. The next generation of the Web will provide tools (RDF, OWL, SPARQL, etc) to define and link content for more effective discovery, integration, and reuse across applications and organisations. A recent Gartner Research Report (Finding and exploiting value in Semantic Web technologies on the web, May 2007) predicts these technologies will begin to coalesce in ten years. Implementing this Semantic Web requires structured web content described via metadata (information about information). If an industry or enterprise bases its metadata on a common vocabulary, it becomes possible to share and reuse information. The National Institute for Occupational Safety and HealthÆs (NIOSH) Mining web site provides access to more than 1500 NIOSH-developed publications, products, and topic pages on issues as diverse as ground control, respiratory diseases, and mine emergency management. As the site has grown, locating content has become increasingly difficult. To improve the searching process, a panel of internal experts representing all major research programs was established to develop a controlled vocabulary for indexing that content. The outcome is the NIOSH Mining Safety and Health Thesaurus, a faceted, hierarchical thesaurus containing hundreds of mining safety and health terms organised into 20 facets (eg diseases, injuries and disorders; hazardous events and exposures, equipment, engineering and administrative controls). One immediate goal of this project is to reduce the complexity of locating information on the NIOSH Mining web site by implementing metadata and faceted information retrieval techniques. Another goal is to stimulate discussion in the international mining community regarding developing metadata standards so the industry is ready to adopt future Semantic Web technologies to improve access to mining safety and health information.

Although most New Zealand coals are low in ash, there are situations where high ash coals could be won. Not all high ash coals can be upgraded by physical means, since the ash is either inherent in the coal or bound in such a way to make its physical removal either impractical or uneconomic. Nevertheless, the authors believe, the situations where high amounts of ash can be economically removed by physical means to make a saleable product are considerable.

The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

Prediction of fragmentation by blasting is most commonly based on theassumption that a single distribution of pre-existing discontinuities is present within a blasted rock volume and that the underlying mechanism of failure is tensile failure. It is assumed that the tensile stress field created by a blast initiates and extends radial cracks around the blastholes. Interaction between radial cracks from different blastholes and the free surface creates rock fragments. In reality, fragmentation of the rock occurs due to two mechanisms.One is related to the compressive-shear failure of the rock (mainly rock matrix) close to the blastholes, while the second mechanism is the previously mentioned tensile failure of the rock mass. The secondmechanism of failure occurs in the form of extension of the larger cracks in the region beyond the crushed rock, and this type of fragmentation occurs after the crushing phase. In the case of hard rock or blasting where the extent of crushing is minimal, the currently used prediction methods give a reasonably good result. However, there are many blasting conditions where the amount of rock crushing is significant. In the case where fragmentation of the given rock volume occurs dueto two different mechanisms, modeling of the rock fragmentation with a single distribution function is not appropriate. To model the fragment size distribution generated by two different mechanisms, it is necessary to use a two-component fragment size distribution function and a scaling parameter that will determine the proportion of the fragmented volume created by each mechanism. The purpose of this paper is to present results of blast fragmentation modeling based on two mechanisms of failure. The two-component model (TCM) utilises experimentally determined parameters from small scale blasting and parameters of the Kuz-Ram model, for more accurate prediction of the complete rock fragment size distribution curve. The methodology is such that it is possible to predict complete fragment size distribution, including fines, of ROM product for a future mine, at the feasibility phase of mine design.

"In project evaluation there are two matters of keen interest to non-executive directors: the process by which an investment recommendation is reached, as well as the investment itself, as presented. It is sometimes mistakenly believed that Boards of directors are interested only in the result. That is not so. The process by which project evaluations are derived and socialised with the Board is as important as the result, sometimes more so.Setting aside the gloomy predictions of the doomsayers and looking through short-term volatility in supply and demand, the overall availability of mineral resources more often than not exceeds demand. There are in reality more development projects in prospect at any one time than are needed to meet the market. Only the fittest will prosper, although some others may survive.Optimism springs eternal in the mining industry and every project promoter, executive or entrepreneur has a convincing project development case. Some will create value for shareholders, but the historical evidence suggests that many will fail to meet the expectations set in their evaluation.Boards of directors make the final decision to invest, or not, in a new mine. Knowledge is power, and on that basis the balance of power favours management. Management has the facts (or in some cases, what passes for fact) and the passion to invest. The non-executives have the power of approval – yes or no – but before making a decision directors must demonstrate due diligence, the essential precursor to project approval.Management has a vital part to play in facilitating that due diligence process and in encouraging the independent thought processes of the Board. A closed approach by management fosters a negative, risk-averse attitude on the part of the Board. One that encourages an understanding of the rigour of the project evaluation process and the robustness of the result will allow directors to understand better the implications of their decision.CITATION:Knight, R, 2016. Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

This paper examines the cost and economic consequences of varying a number of key factors in the course of developing and operating new underground longwall coal mines with both shallow and deep cover in New South Wales. The economics of the project are assessed for the first 20 years of mine life using the discounted cash flow method with produc- tion and selling price being determined to provide break even costs for a range of minimum rates of return.

The El Salvador porphyry Cu deposit (26¦ 15Æ Lat S, ~2700 masl) and associated exotic mineralisation is situated at the back-scarp of the late middle Miocene Atacama pediplain in the western Precordillera. New, together with published 40Ar-39Ar data from El Salvador combined with morphologic analysis reveal that the palaeospring plumbing system related to exotic mineralisation at the Damiana exotic Cu deposit and the local geomorphology has not changed fundamentally between the late Eocene and late Miocene. Stable H/D isotope data on supergene alunite from El Salvador indicate an overall increase in dD values (VSMOW) from -74ë at 35.82 ¦ 0.95 Ma to -23ë at ~11 Ma. The transition from strongly to moderately negative deuterium values occurred between ~16 and ~13.5 Ma. Supergene alunite from the El Hueso (3950 masl) sedimentary rock-hosted epithermal deposit ca 35 km SE from El Salvador was dated at 8.19 ¦ 0.01 Ma and yielded a dD value of -25ë. We interpret the increasing deuterium excess as the result of strong evaporation and recycling of meteoric water after ~15 Ma and as indicative for a change in precipitation patterns and climate desiccation. In contrast, the strongly negative dD value for late Eocene supergene alunite points to a more humid climate and an elevation similar to the present. The late Miocene supergene activity at El Hueso is probably related to an uplift of the Precordillera to elevations sufficient for capture of orographically controlled precipitation.
