FoR reasons well known to mining engineers, wet grinding is quite universal in plants having to do with the extraction of metallic values from crude ores. In the processing of the nonmetallic and industrial minerals, dry grinding is the more common method. The crude materials usually contain less moisture than is required for wet grinding and the products usually are marketed in dry form; most of them as powders. To grind wet, therefore, would entail the addition of water and an expense for drying the product, which is not justified. Furthermore, the material would be a dried cake that would still have to be pulverized or disintegrated before use. For producing fine products, air separators have largely replaced the earlier practice of sizing with screens and bolting reels. Mills in which the air-separating feature is an integral part of the design are now commonplace. Mill designs are many and air systems have developed along various lines, but for the purpose of this discussion, only the fundamental idea need be emphasized— the idea of using air for sizing and removing pulverized material from a grinding mill. About 20 years ago, when the use of mills equipped with air separation had become common practice, heated air or gas was introduced to such a system for the removal of moisture. The purpose of this discussion is to outline the developments and trends that have followed this experiment. It is an important development, for mills equipped with air separation are now universally used for pulverizing not only nonmetallic and industrial minerals, but a great variety of other materials. All such mills are essentially the same. Dried material is pulverized, removed by an air stream, trapped in a cyclone collector, and relatively clean air from the cyclone is returned through a fan to the mill. There is no theoretical need for a vent from the system. The practical need is to vent the air that leaks into the system; and, since the cyclone is not 100 per cent efficient as a dust collector, this vented air carries some dust with it. The initial attempt at drying was made on a system like that described, by the addition of a furnace. The minus pressure within the mill draws hot gas from the furnace. Infiltration air, along with the drying gases and evaporated moisture, is vented as before. The first application was made to a mill used for pulverizing coal. The coal contained very little moisture, so very little drying effect was needed for the success of this experiment. Actually, some calculated efficiencies of over 100 per cent were obtained before due allowance was made for the conversion of mill power into useful heat. When moisture is low, the heat obtained from the conversion of milt power is an appreciable part of that required. Activity with the legislation proposing to liberalize War Minerals Relief Act has now started before the Committee on Mines and Mining of the House. They are considering House Joint Resolution No. 170, which brings out the fact that war minerals claims in excess of $15,000,000 had been filed but that a considerable portion of the claims are being denied because of the Attorney General's. interpretation of the Act. The resolution states that it was the intention. of Congress in passing the War Minerals Relief Act "that all producers of the minerals mentioned should be repaid such sums as they are in equity and good faith entitled." The Attorney General's opinion is that the request or demand must have been made on the claimant direct. The resolution provides. that all claimants "who in response to any personal, written or published request or demand from any of the Government agencies-mentioned-in said Act in good faith expended money in producing or preparing to produce any of the ores or minerals named-therein *-*-* and have heretofore filed their claims within the time and-in the manner prescribed in said Act" are to be reimbursed for the n t-losses-incurred.

The annual meeting of the St. Louis Section was held at the St. Louis Club, Saturday evening, Mar. 10, 1917. Philip N. Moore, President, and Bradley Stoughton, Secretary of the Institute, were the guests of the Section. The meeting was preceded by a dinner, at which 70 were present, and was presided over by F. W. DeWolf. Addresses were made by Mr. Moore and Mr. Stoughton. The routine reports of the officers were- presented and the Executive Committee named above was elected for the current year. The special business of the meeting was a report of progress concerning the arrangements for the Institute meeting to be held in the St. Louis Section district, Oct. 8 to 13, 1917. The general program for the meeting met with the cordial approval and cooperation of the members of the Section. Pulsifer presented a paper on The Metallurgy of Aluminum and Magnesium; it was discussed by C. H. Clapp and F. A. Linforth. J. C: Horgan presented a paper on The Manufacture of High Explosives and their Use in Metal Mines; it was discussed by C. W. Morse, J. J. Carrigan, and C. W. Goodale. The matter of reformed spelling as proposed in a circular letter coming from Palo Alto, Calif., was discussed, after which the Secretary was instructed to write to Secretary Stoughton and ask that when the matter is opened for discussion in New York he present the emphatic protest of the Montana Section against the alleged reforms in spelling. The fluid energy mill has been in use since the 1930's when an early patent was granted to N.H. Andrews in the USA. The microniser design has been basically unaltered since that date and current designs such as the Airfilco "Micronizer" have been progressively developed from results based on wide experience. The authors have been engaged in a research programme to establish optimum design and operational parameters for the Micronizer so as to provide a more quantitative basis for scale-up prediction of results. An introductory section will first trace the development of fluid energy milling including reference to other designs which have developed alongside the micronizer (especially the “Jet-o-miser"). With regard to design features the number of fluid injection nozzles and their size was investigated to establish the optimum range. Injection angle and, the consequent diameter of the internal "tangential circle" was carefully studied to determine the effect of this parameter on product size. The research was carried out using fine limestone as the test material with air as the grinding medium. Feed size fractions of 0-120µm, 0-250µm, 0-500µm, and 300-600µm were milled and product size analyses were carried out using the Coulter Counter technique.

Prof. J. C. BRanner, Stanford University, Cal. (communication to the Secretary): On p. 398, Mr. Hedburg mentions Marionite and Brannerite as ores of zinc. Neither of these has been authoritatively recognized as a distinct mineral species. Marionite, originally described by Elderhorst, was subsequently determined to be nothing else than hydrozincite. Analyses of the so-called Brannerite were sent by me to Prof. Penfield, who says it is a mixture of Smithsonite with some other mineral. On p. 398, Mr. Hedburg says the zinc-bearing formation of North Arkansas " is recognized as the Upper Silurian." So far as my observation goes, the ores occur both in Lower Carboniferous and in Ordovician or Lower Silurian rocks, but nowhere in rocks known to be of Upper Silurian age. If Mr. Hedburg has any paleontological evidence of the Upper Silurian age of these rocks, or of any of them, he will confer a favor upon geologists by making it known. On the same page is another statement in which I cannot concur. He says that in this region, " it can easily be seen that the largest fissure-deposits have been eroded and washed away, leaving here and there a few patches adhering to the hillsides." I am compelled to say that in many years' study of the geology of the region in question, I have never been able to recognize such a state of affairs as Mr. Hedburg here describes. The patches which he regards as remnants of fissure-veins, " adhering to the hillsides," I have found to be either the edges of bedded deposits, or portions of the zinc-bearing breccias, formed along old drainage-lines, and laid bare by the ordinary processes of erosion. That fissure-deposits have been partly removed by the same agency, goes without saying; but it is, in ,my judgment, no more true of North Arkansas than of any other mining-region that erosion has selected and washed away " the largest " deposits. (written discussion *).-From a theo¬retical point of view the best method to maintain the cold junction at a constant temperature is by means of a pipe driven in the ground, to which the so-called cold-junction compensating leads are run, ;and of course there are many times and places where it can be successfully used. There are, however, several objections to this method. In the vicinity of any furnace there are apt to be underground flues for preheated air or gases, recuperators, water mains, etc., which will eliminate the probability of a constant temperature. These, of course, can be avoided by carrying the leads to distant locations known to be free, but this is not good practice because the so-called compensating leads have a rather high re¬sistance, which materially affects the accuracy of even the high resistance instruments, unless they are specially calibrated for it. Moreover, the cost of these long leads is almost prohibitive. A better way is to run short lengths of compensating leads to electrically heated constant¬ temperature boxes conveniently located near the furnace in a place that is of fairly uniform temperature. These boxes are on the market and can be procured at a cost that is approximately equal to the cost of 100 ft. of compensating leads. They can be connected to any power or lighting circuit and once set require very little care. One box will ac¬commodate a number of couples.

THE present value of most coal properties resides largely in the coal remaining to be mined, which thus constitutes the most important asset. The object of this paper is to discuss methods commonly used in computing the value of mineable coal. To distinguish clearly between such coal values and the values of other property, the several kinds of property values may be divided into classes; this is necessary to avoid unintentional omissions of items of importance. VALUE OF COAL RESERVES Judicial decisions prescribe, and appraisers commonly accept, current sales value as the preferred means for determining the value of transferable property. With few exceptions a property is worth the sum that can be realized from its sale by a willing seller to a willing buyer, a sale in which compulsion urges neither party, and between whom there is no community of interest to fix a value; or it is worth at least as much as a responsible buyer will offer for it. Actual sales of like property or bids from responsible buyers for the property, or for substantially like property, are the best established methods for determining values. Only in the absence of such sales or bids can valuations by other methods be entertained, and only for reasons of weight can sales values be set aside. Sales of coal in the ground, as customarily carried out through lease, under royalty agreements, are therefore the most trustworthy means available for determining the value of coal reserves.

It is impracticable to prepare for the present number of the Bi-Monthly Bulletin a detailed account of the memorable Joint Meeting of the Iron and Steel Institute and our Institute, held in London, the last week in July, and of the, innumerable festivities, entertainments and excursions which accompanied and followed it, in England, Scotland, Wales and Germany. This preliminary sketch, from which all " useful particulars "' have been carefully omitted, is published unofficially, as a convenient answer to the manifold inquiries of members who did not go, and who are now trying to alleviate their unavailing regret by indulging their curiosity. Perhaps they secretly hope to hear that they did not lose so very much, after all-that the affair was not all that could have been desired or dreamed; that there were serious drawbacks, shortcomings and disappointments; and that it is just as well to have stayed it home, and now to hear about it. Let them lay no such flattering unction to their souls. The month they have missed would have been the time of their lives. They will never, never know how good a time it was, or adequately repent of their folly, if they could have gone with us, and voluntarily did not go of course, those who would but could not, have our immeasurable pity, without blame. I shall present here no consecutive and minute story, but only a series of general paragraphs concerning different aspects and stages of our experience. THE WEATHER. The proverbial good fortune of the Institute attended its visiting members and guests at every stage of the late London meeting and the numerous excursions which accompanied or followed it. Even the process of crossing the Atlantic was made delightful by smooth seas, through which the great modern transatlantic liners made their way without disagreeable

THE form of dip chart here presented for the use of the profession was devised by the author when he was confronted with a particularly heavy job of geological section making and. did not have any of the usual tables or charts at hand. This was at the property of the Teziutlan Copper Co. in Puebla, Mexico, where the orebodies are much faulted and lie conformably with a slightly inclined and. much folded schist. Because of the low dip and the folding of the orebodies, the engineering, and geological data respecting them were best represented on vertical cross-sections quite closely spaced. A less finished form of the chart was published in the Mining & Scientific Press of Aug. 6, 1921, with an explanation of its use. I have checked the new drawing for accuracy against the calculated table given, and constructed an explanatory diagram beneath. As some geologists are accustomed to using the table, I have included it, since no advantage is obtained by mere interpolations from the chart to get the required angle, except as it gives a mental picture of this angle. The chart gives a more rapid and much easier solution when cases multiply so that it becomes desirable to eliminate the tedious manipulations of a separate protractor. In fact, using the parallel ruler as des-cribed, it is not even necessary to make note of the angle sought. It is brought out graphically, leaving the mind free to note the correlations. The chart itself may be made more convenient by reproduction on celluloid with a slot running on the zero line of the protractor.

CHARLES F: WILLIS,* Bisbee, Ariz. (written discussion?).-An employment department operated only with the object of relieving the foremen from hiring and for the purpose of centralizing record keeping is not likely to be entirely successful, and is doing but a small part of the good that practice has shown is possible; although it was .probably a desire to save time and to conduct the business more conveniently that led many mining companies to centralize their employment department. The ultimate object, however, is the reduction of labor turnover, by obtaining men better qualified to fill the positions to which they are assigned, by following up their work and providing for transfer to other departments or for promotion, if advisable, by reducing the number of quits for inconsequential reasons, and by supervising such laying-off as is necessary in such a way that the permanent force is not upset. It provides a stability 'of employment, free from favoritism and paternalism, probably the best form of employment insurance that we can have. The value of the employment department is in direct proportion to the breadth of its supervisor, his ability to estimate and place men, his sympathy in dealing with their petty troubles, and his analysis of quits and the reasons therefor. There is probably no better index of the soundness of the industrial relationship between the employee and the employer than the reasons why men quit; an intelligent, unbiased analysis of these reasons tells where corrective measures are necessary. In nine cases out of ten the reasons are small grievances, easily corrected, and are things usually overlooked by mine officials.

At their last meeting, the Directors of the Institute passed the following resolution regarding Robert W. Hunt, who was president of the Institute in 1883 and 1906. This resolution was engrossed and presented to Captain Hunt at a dinner given to him in Chicago, December 9, on the occasion of his eightieth birthday. Resolution At that time it was announced that $5000 had been guaranteed as the nucleous of a fund, the income of which will be used for prizes to be awarded each year, under the supervision of the American Institute of Mining Engineers, for the best papers on iron and steel subjects. The Board of Directors of the American Institute of Mining Engineers extend to their distinguished colleague, Robert W. Hunt, a hearty greeting upon his eightieth birthday anniversary. They congratulate him upon his notable achievements as a pioneer in ,the manufacture of iron and steel, and his long and admirable service both as a practical director and as a wise critic and counselor in that art. They remember with gratitude his successful administration, for two separate periods, of the Presidency of the Institute, and they recall with pride the honor conferred upon it through the award to him of the John Fritz Gold Medal. Not least is their satisfaction in the retrospect of forty-four years of his membership in the Institute, with its unbroken record of loyal friendship acid delightful companionship; and they pray, that this record may be continued for happy years to come. In witness whereof, they have ordered this minute to be entered upon the records of the Board, and a copy duly attested to be sent to Captain Hunt.

The furnace in which rimming steel is made has an important bearing on the quality of the steel produced. Furnace.—Particularly in the manufacture of low-carbon rimming steels, it is necessary to have an efficient, easily regulated furnace, because of the relatively high finishing temperature requirements. In recent years, the most important development in design of open-hearth furnaces has been the sealing and insulation of the greater part of the furnace to prevent air infiltration and loss of heat. Efficient, straight-line valves insure proper draft. Combustion controls guarantee correct gas-air ratios. Furnaces of all sizes ranging from 20 to 200 tons have been used successfully in the manufacture of rimming steels. Metal bath is varied from 20 to 40 in. in depth without appreciable variation in quality. Charging.—A normal open-hearth charge consists of pig iron (hot or cold), scrap of miscellaneous nature, and slag-making additions, such as limestone and burnt lime. Because of local conditions, some plants find it necessary to discard the use of pig iron and use some carbonaceolis substances with varying percentages of cast iron to replace the pig iron. It is questionable whether such practice will consistently produce the quality of rimming steel required for auto stampings and other severe drawing requirements. Pig Iron.—An open-hearth furnace under proper control should melt 150 tons of low-carbon rimming steel on about 35 to 38 per cent pig-iron charge basis. EDWIN LUDLOW, president of the American Institute of Mining and Metallurgical Engineers for the year beginning Feb. 15, 1921, is a well-known figure in the state that was the birthplace of the Institute-Pennsylvania-although he was born and educated in New York and is again one of its residents, after years of active work in the field. Mr. Ludlow was born at Oakdale, Long Island, and was graduated from the School of Mines at Columbia University with the class of 1879. After graduation, he became a civilian worker with the U. S. Engineer Corps under General William Ludlow, his brother, and for two years did river and harbor surveying along the New Jersey coast.

The entire War Minerals Relief Commission heard the case of the Chas. T. Pyrites & Chemical Company of Georgia on April 15 and 16. The Commission insisted on great detail with regard to the entire enterprise, although the main questions seemed to be of the amount involved. It is considered by the Commission that this claim comes unquestionably under the Act, it is one of the best examples that has been brought to the attention of the Government thus far. Testimony showed that operations were done on the property late in 1916 without request from the Government. Preparations were made to work the pyrites deposit on a comparatively small scale but , following a visit from a representative of the Secretary of Interior and a personal interview of the principal owner of the property and Secretary Lane, operations on a much larger scale were begun. The amounts expended prior to this interview were carefully separated from the expenditures thereafter. Testimony showed that it was the intention of the owners to transport their product by motor truck to the railroad-13 mi. away. This limited shipments to about 50 tons daily. Under the enlarged plan taken against the better business judgment of the owners, a railroad spur at a cost f nearly $200,000 was built to the mine. The operation included a concentrating mill with a capacity f 600 tons daily and an expensive dam to make possible the use of waterpower. With these improvements, the company was just beginning, operation under its enlarged program when the armistice was signed. This resulted in a greatly decreased demand and consequently lower prices, with all prospects indicating that the property could not operate profitably when Spanish pyrites begin to move.

THE new 4800-ton fine-grinding plant at the Hollinger Consolidated Gold Mines property at Timmins, in the Porcupine district of northern Ontario, went into operation in November 1937, and represents the culmination of an experimental program. The plant is a moderately low rectangular building of hollow tile on a steel frame, large enough to house four 7 by 15-ft. ball mills, with a 12 by 27-ft. classifier beside each mill. At one end is space for the addi-tion of another mill and classifier or a mill and classifier for the regrinding of table concentrates. This regrinding is now done in the old grinding department of the main mill building. Also within the new building are the four 6-in. sand pumps for lifting the product from the low-dis-charge ball mills up to the classifier feed launders and the containers and appurtenances of a complete dust-collecting system. Together with the usual overhead crane, these constitute the major units of equipment within the new plant. The location is at the lower end of the main mill buildings toward the old tailings pond, now so neatly leveled off and sodded to rival the very best of our own W.P.A. projects. Close by the new grinding plant is a large dome-shaped structure-the new fine-ore bin designed and built by Mr. Longmore and the Hollinger milling and engineering staffs. There are four separate automatically loaded inclined belt conveyors leading up from the bottom of the bin to the grinding plant. Each belt is equipped with a recording weightometer, in the grinding building. The whole structure and the machinery within it give the impression of permanence and a carefully integrated design with close attention to details, giving the operators every advantage for consistently good work.
