The anthracite industry, which produces about 50 million net tons of coal annually, has been talked of as being able to last for another century; but if the water record of the past century continues into the expected century, this expectation of many years production still to come out of the remaining reserves will not be attained. The industry will be a submerged one in fact as well as in name. A recorded forecast of what has since occurred appears on page 34 of the Mine Inspectors' reports of 1897: It should also be noticed that bodies of water had accumulated in parts of abandoned mines before duplicate surveys of the same were required by law; and as a result we have today to contend with bodies of water, the exact location and position of which are not correctly known. Since that date, 47 years ago, the implications of the foregoing comment have grown enormously. In the period between 1923 and 1940, abandonment of collieries in the southern field resulted in the flooding of approximately 60 sq. miles (30 per cent) of the field. The ahandonment of collieries in this field has imposed additional expense for pumping on the collieries still operating. This condition will be aggravated by the extension of developments and cause suspension of operations if economic conditions do not justify the assumption of additional pumping costs. During the years, the region's rainfall has not altered, but the quantity going inside the mines through breakages in the surface, brought about by extraction of the coal, has increased materially, as indicated by the ratio of tons of water pumped to tons of coal produced underground for one of the large companies in the northern anthracite field: Year Ratio 1920................. 8.4:1 1925.................. 10.6:I I930.................. The selection of a particular machine for production drilling is the most critical drill evaluation the pit engineer is called upon to make. It is a true engineering design problem requiring value judgments. Generally, the procedure follows these steps: (1) Determine and specify the conditions under which the machine will be used, including such service factors as labor, site, weather, etc. (2) State the objectives for the rock-breakage phases of the production cycle of operations--considering excavation and haulage restrictions, crushing capacity, production quota, and pit geometry-in terms of tonnage, fragmentation, throw, etc. (3) On the basis of blasting requirements, design the drill-hole pattern (hole size and depth, in- clination, burden, spacing, etc.) (4) Determine the drillability factors and select the drilling methods which appear feasible for the kind of rock anticipated. (5) Specify the operating variables for each system under study, considering drill, rod, bit and circulation fluid factors. (6) Estimate and compare performance parameters, including costs. Major cost items are bits, drill depreciation, labor, maintenance, power and fluids. (7) Select the drilling system that best satisfies all requirements with the lowest over-all cost.

THE problem of picking the best students for an engineering college can no longer, be considered as simply one of determining the amount of general ability, but rather of finding special aptitudes for scientific work, according to Carl C. Brigham~ a Princeton University professor, who has been conducting researches on methods of selecting engineering undergraduates at Cooper Union, an evening school in New York City. When we first began this investigation seven years ago," says Dr. Brigham, "we thought the whole job would be done a soon as we had found a good method of measuring general intelligence. Today we feel that we are still about five years away from a solution, but on somewhat firmer footing than when we were looking for general ability.

OVERWHELMING proof of the importance of oil in a modern national economy is afforded by the present European War. Treat¬ies and national boundaries have been cynically violated to secure greater supplies of the precious fuel. Petroleum substitutes have been desperately, and far from successfully, sought. The whole German military theory of the drang nach Osten, the drive to the East, is directed at cutting the British supply of oil and securing a supply for Germany. This is a war of machines, and the machines of war feed hungrily on oil. In view of this fact, it is surely comforting to know that we are living today in a nation which has surpassed all the rest of the world not merely in unearthing the raw supplies of petroleum which lie beneath its surface but also in every phase of the industry in mining, refining, processing, production, and distribution.

IN the third year of war, geophysical oil exploration broke all records to keep pace with the demand for increased reserves. Geophysical prospecting for strategic and other minerals also grew in scope. The trend of geophysical oil exploration throughout the war is indicated in Fig. 1. This figure resembles the one presented in the last annual review issue of M&M (February 1944, p. 62), corrected for data on-operations in the last months of 1943 and extended into 1944. The average number of geophysical oil prospecting crews in the field in 1944 was 451, whereas the total in 1943 was 340. An upward trend in the use of all geophysical methods is clearly evident throughout the year. Seismic operations were 67 per cent, gravimeter surveys 28 per cent, and other methods 5 per cent of the total. Seismic reflection and refraction crews increased 181/2 per cent over the 1943 average, gravimeter operations increased 73 per cent, and other methods gained 92 per cent. The increase in seismic and gravimeter operations, particularly the latter, is probably due to an increased production of equipment and the organization of new service companies. Miscellaneous methods gained largely through a revival of magnetometer work, and an increase in the use of torsion balances and electrical equipment. In comparison with the prewar average of 1941, it is noteworthy that seismic operations increased 58 per cent, gravimeter operations 88 per cent, and miscellaneous other methods gained as much as 283 per cent. Unfortunately the expansion in the number of geophysical crews does not indicate a proportionate increase in efficiency or in areal coverage, as will be brought out later.

THE COAL DIVISION started its share of the annual meeting Monday morning with a study of coal classi fication. A. C. Fieldner was in the chair. The report of the tellers of the ballot for division chairman, stating that Thomas G. Fear had been elected to that office, was read by M. D. Cooper. Mr. Fear acknowledged the honor in a few words. In reviewing the history of the Coal Classification Committee the chairman pointed out that this was its third symposium, the last previous one having been held at the 1930 Annual Meeting. Throughout its work the com¬mittee has had the active cooperation of the Canadian workers who are interested in the subject which should result in a uniform scheme of classification in Canada and the United States. F. E. Lathe, of the National Research Council, Ottawa, abstracted the first two papers of the session entitled "Determination of the Alkali-Soluble Ulmins in Coal," by Edgar Stansfield and K. C. Gilbart, and "Moisture Determination for Coal Classification," by the same authors. The third paper "Condition of Water in Coals of Various Ranks"' was presented by its author, A. W. Gauger. Written discussions of these papers were presented by H. C. Porter and Gilbert H. Cady. In the oral discussion which followed, W. T. Thom, Jr., brought out the advisability of considering age as a factor in classification. Mr. Fieldner favored retaining bed moisture as a partial classification basis, stating that a review of many coal analyses revealed a remarkable consistency in this item in samples from a given mine particularly where the moisture content was not high. Mr. Porter pointed out that the structure and porosity of coal often have much to do with its moisture content and that these vary in different parts of a seam, particularly in anthracite. Mr. Gauger expressed doubt as to whether the Stansfield method gives the true moisture content of coal, which is needed for classification purposes.

CLYDE WILLIAMS has reminded me that in the fall of 1929, gave, in MINING AND METALLURGY, an account of the hopes and aspirations of Battelle Memorial Institute, which was then just swinging into initial operation; and that therein I remarked that B.M.I. should stand, as well, for Better Metallurgical Industries, since helping to better them was the Institute's aim. So he has suggested that some of the betterments of the past fifteen years might well be listed. A yearly summary of progress comes pretty close to the ultimate in futility, for everything proved of value in that year had its inception in earlier years, and everything really new has still to be proved. Plenty of things hailed as wonderful achievements for that year, by some enthusiasts invited to contribute to the summary, turn out in later years to be inglorious flops. But over a decade and a half, betterments that are really such become self-evident, and recounting some of them can be done without guesswork or wishful thinking. An inventory of what was known and utilized in 1929 compared to what is now known and used is not too hard to make. Perhaps the most clear-cut picture of what is known and used at a certain date is drawn by the handbooks, textbooks, and equipment catalogs of that date, with scientific periodical literature forecasting what knowledge may later be used when it is verified and assimilated. The tools available for production or for research limit the application of old and the finding of new knowledge.

MECHANIZATION in coal mining is a phrase which has attracted world-wide attention, and those persons not engaged on the practical side of coal-mine operations seem to regard mechanization as a panacea for many difficulties of the industry. The term "mechanization" as now employed by experienced mining men is restricted to mean mechanical loading of coal at the face. In a broader sense mechanization in coal mining was begun nearly half a century ago with the introduction of compressed-air undercutting machines and locomotives and, later, of electrically operated locomotives, undercutting and shearing machines, and drills. The use of coal-cutting machines, which has increased until now about three- fourths of the bituminous coal produced is being mechanically cut, first displaced hand-picking except in a few long-wall mines, and later gradually displaced the dangerous and coal-smashing method of blasting-off- the-solid.

When ore bodies are faulted or mill feed turns refractory, mining managers and engineers act vigorously to convert imminent failure into eventual success. The recent proliferation of onerous environmental regulations and restraints is likewise a threat to successful mining enterprise, in some ways more insidious and dangerous than the problems presented by natural obstacles. The regulatory burden has become so heavy that a pall of pessimism covers much of the mining industry. In this paper we frankly recommend an approach that does not just "make the best of it" but rather directs the whole environmental process: first, to improve planning, engineering, and operating procedures; and, second, to demonstrate the need for modification of laws and regulations which are intolerably burdensome to both the mining industry and the public.

This paper surveys a few of the quantitative exploration models that might be of interest to an ex-plorationist seeking to apply methods of operations research to mineral exploration. A general development of each model is presented, and the model is evaluated relative to the exploration activity. Finally, a philosophy of exploration and mineral resources is presented, and a possible exploration strategy incorporating concepts of some of these models consistent with this philosophy is proposed. The high cost of conducting an effective exploration program has generated an increasing interest in methods of optimizing the allocation of the resources of a firm engaged in mineral exploration. As a step towards this, mathematical models have been formulated which are designed to quantify those variables of mineral exploration in such a manner that they can be integrated with all phases of the firm's operations so as to optimize its profit objective. QUANTITATIVE MODELS General: Exploration models express at least two concepts: mineral occurrence and effectiveness of search. In simplest terms, an exploration model might be formulated mathematically as follows: P(X) = F(X) . G(X), where P(X) = the unconditional probability of discovery of X deposits, F(X) = the probability of occurrence of X deposits, and G(X) = the probability of discovery of X deposits, conditional upon their existence in the search area. With these general models as a basis of reference, some of the specific exploration models are examined below. The Allais Model: DEVELOPMENT - M. Allaisl performed the first study in which a philosophy of exploration was formulated into a probability framework. His objective was to estimate the economic profitability of the exploration of the Algerian Sahara. Allais divided the Algerian Sahara into blocks of land (called cells) 10 km square and defined the random variable, X, as the number of mining districts per cell. Thus, F(X) would describe the probability of 1, 2, or n mining districts occurring within any cell of the search area. Allais reasoned that his best information as to the form of the distribution, F(X), was the number of mining districts per cell that had been found in well explored areas in the world, such as the Western States of the U.S. He found that the Poisson function produced a reasonably good fit to the distribution of districts in these explored areas: where? is a parameter, such as the average number of districts per cell. IN an engineering fashion we have made an assay of the engineering profession, using as a. sample the engineers listed in "Who's Who in America" (1928-1929). We are aware that some will say it is an unfair sample; that it came from the best mine. This is readily admitted, with this qualification: that all engineers and architects by virtue of their training and experience have been freed of most of the dross to which mankind is heir. They are -a selected group to begin with, having all the potentialities those in the sample possess. We are also aware that some will say a part of those included in the sample are not engineers. Our answer to that criticism is this: An engineer is no less an engineer because for the time being he is president of a bank, a university, an opera company, or a hotel company. Moreover, he is no less an engineer because he is a governor of a commonwealth, a United States senator, a member of the Cabinet, or the President of the United States.

The insufficiencies of our mineral resources are becoming well known, and the national political conscience seems to be troubled at last by our dependence upon mineral commodities which must come from other lands. This realization places increased responsibility upon the industrial, educational, and governmental groups whose task it will be to solve the problems of mineral supply. As we all know, from the time that man first sought mineral deposits until recent years, prospectors have been largely responsible for mineral discoveries. Today the era of the prospector is almost over. The human ants that have literally examined all accessible outcrops and have tested the gravels of nearly all stream beds in the United States have left undiscovered few worthwhile mineral deposits within the scope of their recognition. The pages in the history of mineral exploration are now being turned from the era of the surface prospect to the era of the hidden de- posit.

Most brittle solids are relatively weak in tension and this weakness can be very significant in determining their performance in structures and excavations. Consequently, accurate knowledge of the tensile strength of brittle materials has long been recognized as important. In the past, measurements of the tensile strength of materials such as concrete, ceramics, and particularly rock have been hindered by problems encountered in fabricating test specimens and in accurately loading them. These difficulties have resulted in a scarcity of published tensile strength data. This can be readily seen in tabulations such as Wuerker's "Annotated Tables of Strength and Elastic Properties of Rocks.

WILLIAM H. KOBBÉ (communication to the Secretary*).-I have read with much interest the discussion of my paper by Arthur Knapp and I. N. Knapp published in the March Bulletin. These discussions apparently assume that my paper advances a. number of ideas that are not intended: 1. That the total sandbody or pay is to be removed. 2. That upon bringing this sand and oil to the surface 100 per cent., or perfect separation, can take place. 3. That this tremendous quantity of sand is then hauled away in wagons and distributed as road material. The paper raider discussion is not a theoretical treatment of the subject but is the result of actual experience in oil production under the conditions mentioned.. That wells that produce sand produce in ore oil, and the best operating methods to bring this about are fully treated. It is, of course, impossible to remove all the oil sand underlying a property, but the greater the amount removed the greater becomes the production of oil. As stated in my paper, the surface disposal of this large volume of sand is a problem and the only use to which it can be put is road surfacing; but I did not intend to convey the idea that all this sand was thus used. Only a very small quantity was required on the company's roads, and two wagons only were employed for this purpose. The remaining sand accumulated in the numerous "washes" and sumps. Although this sand contained sufficient oil to stain the hands, it was, surprisingly dry and could be easily shoveled. As stated in the paper, "the piles of sand are gradually freed of their oil content and a crust forms on their surface which will bear the weight of a man." I consider this a high degree of separation. A small amount of oil necessarily remains in the sand and is held there by capillarity. Otherwise it would be useless as a road binder, and, furthermore, to recover such oil special processes of treating are required. Arthur Knapp says, "of the total volume produced by pumping, not more than 4 or 5 per cent. can possibly be sand." I cannot agree with this statement as I have managed many properties where the wells were so operated that the amount of sand produced was five times this figure.
