FOR the second time the Mineral Industry Education Division opened the sessions at the Annual Meeting by gathering at the Engineering Woman's Club, Sunday at 3 p. in., and, in spite of the informality of the hour, with a good attendance of representative men in the educational field. The chairman of the Division, Thomas T. Read, after briefly reviewing some of the more significant events of the past year, introduced H. P. Hammond, professor of civil engineering, Brooklyn Polytechnic Institute, a leading figure in the project of the Engineers' Council for Professional Development for accrediting engineering schools. Prof. Hammond made it clear that the project is not to rate engineering schools but to accredit them; not to arrange them in order of excellence, but to segregate them into two groups, those that are entitled to recognition as genuine engineering schools, and those that are not. About thirty schools in the whole country will presumably fall into the latter class; they are typified by an unnamed institution where the teacher of mathematics bears the title of Professor of Civil Engineering and the man who teaches chemistry that of Professor of Chemical Engineering, and having no engineering instruction except some elementary surveying, but still claiming in its catalogue to be an engineering college. While everyone would like to avoid the necessity of accrediting engineering colleges, it cannot be avoided, since the University of the State of New York, and several other agencies, are already doing it. If it cannot be avoided it is best that it should be done by a qualified agency set up by the national engineering societies, so that the results may command respect and general acceptance. It is for this reason, and this alone, that the accrediting committee of the E. C. P. D. has been set up. It is now ready to begin its task, and during-the coming year it will accredit the schools in two of the seven geographical districts into which the country has been divided, beginning with New England and the Mid-Atlantic States.

I. INTRODUCTION. AT the Seventy-sixth meeting of the Institute, held in New York, N. Y., February, 1899, I presented a, paper on this subject entitled, Coal-Cutting Machinery,' which has become somewhat out of date, in view of the decade's development in this feature of the coal-minim industry. It should be explained that the present paper is limited to the use of mining-machines in bituminous mines. Practically all of the anthracite mined is ?shot from the solid," no undercutting being done. Anthracite-mining is therefore not considered in the statistics or other references. The statistical record as compiled by the United States Geological Survey shows that in 1898, the year preceding the presentation of my former paper, there were 32,413,144 short tons of coal undercut by the use of machines. In 1907 the machine-mined coal-product amounted to 138,547,823 short tons. In sympathy with the general decrease in coal-production during 1908, the output of machine-mined coal decreased to 123,183,334 short tons, but the proportion of machine-mined coal to the total output, nevertheless, showed an increase, from 35.1 per cent in 1907 to 37 per cent in 1908. In 1898 only 19.5 per cent. of the total product was undercut by the use of machines. The number of undercutting-machines in use in the bituminous mines of the United States has increased from 2,622 in 1898 to 11,144 in 1907, and to 11,569 in 1908. The total production of bituminous coal in the United States in 1908 was almost exactly double that of 1898, while the machine- * Published by permission of the Director of the U. S. FOR the first ten months of 1942, on which data are available at the time this is written, the coal-mining industry achieved a most creditable safety record, and ha1 figures for the year may show a record surpassing that of 1941 in which the industry reached the best accident rate in its history. The ten- month accident rate for both bituminous and anthracite mining in 1942 was 2.197 fatalities per million tons of coal mined, compared with a revised rate of 2.271 for the same months of 1941. The bituminous rate decreased from 2.139 in 1941 to 2.039 for ten months of this year, and the anthracite rate shows a reduction from 3.707 to 3.699 for the same period.

IRON ORE is widely distributed throughout the world. Ores sufficiently high in iron content to be practical for the operations of iron and steel making occur in so many places that it is only by the accident of political subdivisions that any given nation does not have adequate and suitable iron ore. Data prepared by various authorities show that in the Lake Superior region alone there are reserves of 1,200,000,000 tons of iron ore of an iron content and at the level of production cost to which the industry has been accus tomed. At an annual consumption of 80,000,000 tons these reserves will last fifteen years. Taken alone these figures would be alarming, but over a considerable period of years the total reserve tonnage has been more or less steadily increased by improvement and extension of mining and beneficiation methods. The rate of depletion of reserves has been only about one third of the rate of consumption. On this basis the cheap high-grade ores of Lake Superior would last 45 years.

PALEOLITHIC MAN, laboriously shaping a stone implement in his cave, discovered that the dust irritated his eyes and nostrils and hindered his labors, whereupon, muttering a few incantations, forerunners of modern profanity, he removed himself and his work outside. There, ignoring the jeers of the hairy ?old-timers,? he turned his back to the wind and resumed operations in comparative comfort. Thus originated the dust problem in the mineral industries, and its solution. Despite long familiarity with the annoyance, danger, and loss occasioned by dust, little progress was made in the engineering solution of its problems until recent years. Some advance can now be reported but too many traces of ancient tradition and practice still remain. Considerable published information is available but only a part of this is of proved accuracy and utility. The greater portion is either misleading, being derived from too few cases to be of general application, or entirely erroneous, originating in guesswork, legend, or individual inspiration, divine or otherwise. The engineer, confronted with a dust problem, has neither the time nor the special training required to extract the values from this mass of low-grade. It is, therefore, desirable that we attempt to correlate the known values and to put them into a form upon which actual progress can be based. This discussion is, then, for the benefit of that engineer, particularly the engineer in the mineral industries and more particularly in ore-dressing plants, and is merely a gathering of facts already known but difficult to segregate.

Fording Coal Limited's mine in the Rocky Mountains near Elkford, B.C. has produced 21.8 million clean tonnes of metallurgical coal from 1971 to 1980, inclusive. This production has come from several pit areas and required the removal of 149.1 million bank cubic meters of waste rock and overburden by truck-shovel and dragline operations. Waste dumps from 30m to 200m in height have been successfully constructed on natural slopes, generally between 10° and 26°. Design considerations for the dumps include foundation and soil conditions, natural slope angles and containment of weak overburden or rehandle materials. Dump control is maintained by monitoring the crest and the face of an active dump area. Crest movement is measured by extensometers locally termed "Spoil Monitors". When crest movement rates progressively increase above normal, dumping operations are temporarily relocated. Some unstable conditions and mass failures have occurred as the result of natural foundation slopes being in excess of 26°, failure of weak water saturated foundation soils or weak material being placed on the dump.

DEVELOPMENT of complex ores in the south- western part of the Rocky Mountain region has been retarded by the prohibitive distance to the nearest suitable zinc treatment plants. In the north- western and central Rocky Mountains the building, cluring tlie past decade, of electrolytic zinc plants at Anaconda, Great Falls, Trail, and Burke has tremendously stimulated the mining and exploiting of such .ores, greatly increasing the production of lead, zinc, copper, gold, and silver. Selective flotation permits the making of high-grade led, copper, and zinc concentrates. If the zinc concentrates could be made free from lead, copper, gold, and silver, they could be shipped economically to Mid- Western retort plants designed for such concentrates. Unfortunately a considerable proportion of the precious metal content accompanies the zinc blende in the ores of this region. Although some of it is saved in 'retort residues, the treatment cost is thereby increased so materially and the proportion saved so small, that .concentrates of ordinary grade cannot stand treatment charges and freight.

A SIDE from the technical sessions held as noted elsewhere, the chairman of the various sub-committees of the Mining Methods Committee, together with a few other specialists, were invited to a conference with President Bradley, which was held on Wednesday afternoon, Feb. 20. The general plan of a comprehensive series of comparable papers descriptive of mining practice in various parts of the country, launched by this committee some seven years ago having been adopted by the U. S. Bureau of Mines, the feeling was general that the Committee could safely 1eave.that part of its work in these capable hands and turn its attention to other matters. The plans of the Bureau were presented as below by Charles William Wright of the Bureau.

Edward Stafford, Chester, Pa.:—Doring all my business life, I have been engaged in the manufacture of Bessemer and open-hearth steels, but, during my long connection with the Shoenberger Steel Co. of Pittsburg, I had some experience in the manufacture of high-grade puddled iron for horseshoes, and in making, by Dr. Otto Wuth's process, extremely pure, low-phosphorus puddled blooms (analyzing from 0.005 to 0.01 per cent. of phosphorus and sulphur), which were melted with low-phosphorus pig-iron in acid open-hearth furnaces, to make extra locomotive fire-box steel. I have also seen the Danks puddlers in operation at different times and places, notably where they were most successful, at the Otis Steel Works, Cleveland, Ohio; then under the management of our friend, Mr. S. T. Wellman. These Danks blooms were made solely for open-hearth melting-stock, to which they were well adapted. (The unavoidable presence of bits of ore-fix imbedded in the mass of the metal always prevents the profitable manufacture of merchant iron from Danks' blooms.) With the experience just described, I was to some degree in position to value fairly the means, methods and results of Mr. Roe's mechanical puddling from the metallurgical or technical and economic points of view, when given an opportunity by Mr. Roe to see his puddling-furnace or machine in operation in Pottstown, Pa. Briefly, the furnace, with water-cooled bottom, is rectangular in plan, about 20 by 8 ft. in the clear, suspended by trunnions at the middle of the long sides, at a height of 17 or 18 ft. above the general level. The oscillation (65" each way from the vertical) is accomplished by geared segments (attached to the downward-projecting side or trunnion-plates) with which engage pinions driven by a reversing engine. LIKE nearly everything else, mining geology has been reconverting. Many geologists had been in military and other government service. Many more, with mining companies, had been working primarily toward increasing production from known reserves. All of these are turning now toward their normal peacetime endeavor-the search for new ore; for most mining companies, finding themselves with accumulated deficits in development work, are more than ready to go ahead with their postwar plans made a year or more ago but still stalled at the close of 1945 for lack of man power. These plans include not merely development in the old home camp but also wide exploration for new prospects both domestic and foreign. Most of the large concerns have geologists and engineers in the field in the United States, despite the outlook for higher mining costs here, and at least half a dozen strong American companies are already investigating opportunities abroad, notwithstanding past unhappy experiences in certain Latin-American nations which have welcomed capital but later found means of preventing investors from reaping the reward of their enterprise. A few of these new foreign expeditions are following well-planned programs, but too many, in their haste to get any sort of footing, are proceeding without well-considered policy. with the result that their geologists can do little more than desultory scouting.
