"Recycling and reuse is perhaps the most favorable and beneficial way to solve the problem of industrial waste disposal. However, the use of industrial wastes like fly ash, tailings etc is in practice for brick manufacturing, land filling, embankments filling etc. These existing practices do not add enough value to the wastes. Moreover, some wastes may have very good potential to be incorporated in valuable products like paints. This study reveals about the value addition of industrial wastes like fly ash, copper tailing and blue dust as an extender in paints. Comparative properties and characteristics of these three wastes for application in paints are discussed. Fly ash, copper tailing and blue dust were characterized for physical, chemical and mineralogical properties and used in different paint formulation based on their potential to the particular application. Fly ash has been found very useful in enamel, primers and flat paints while copper tailing was found suitable in oil based paint formulations. The performance of fly ash and copper tailing paints were evaluated by comparing with those of conventional whiting extender. Blue dust was compared with conventional iron oxide for use in priming coats. The extender properties of these new material and paints prepared out of blue dust, fly ash, copper tailing, were found better than the existing related materials.IntroductionIndustrial development and environmental reforms should run parallel to benefit each other. This is the best policy, which must be adopted by industries for the sustainability of the current modern life. The high degree of industrialization and urbanization adds scads of waste resulting problem of pollution and challenges of their safe disposal. The nature of waste depends on the process that produces waste as its by-product. Therefore, policies/plans are prepared by keeping the view of possible potential hazards. Among the different wastes some are generated in the industries, which have great importance in the country’s economy, like fly ash waste from thermal power industry and mining waste. In India the total contribution of thermal power in the total electricity generation is more than 70% and it produces about 123 million ton of the fly ash annually [1]. On the other hand mining plus extraction of ferrous and nonferrous metals also produce waste in million tonnes of categories [2]. Since the generation of this waste is very high they cover large land area for their disposal and dumping [3]. The storage of this waste in the dumping sites for long time duration may cause problem of land, surface water, ground water and fertile soil contamination [4]. As far as Indian fly ash is concerned it does not contain toxic element over the limits of hazardous waste [5]. However, in general most of the metals deposits are found in the form of pyrite based ores. Mining wastes contain toxic elements e.g. heavy metals in varying amount, which get mobilized when pyrite get oxidized to sulphate producing sulphuric acid [6,7]. These ores contain very less amount of targeted metals in themselves thus they require extensive preprocesses for concentration of the metals [8]."

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

New Mexico produced 31,913,816 bbl. of oil in 1942, the lowest annual production since 1936, and dropped one place to rank eighth among oil-producing states. This production decreased 7,838,052 bbl., or 19.71 per cent, from the 1941 figure is the result of transportation difficulties caused by the dislocation of tanker sailings to east coast ports. The average per-well allowable in New Mexico on Jan. I, 1942, was 43 bbl. and at the end of the year was 38 bbl. Allocations as set by the New Mexico Oil Conservation Commission followed the recommendations of the Petroleum Administrator for War. After setting the daily outlet, however, the average daily pipe-line runs were 87,545 bbl.—11.06 per cent short of these allocations. Production for Lea County was 26,812,949 bbl., Eddy County 4,624,578 bbl., northwestern New Mexico 473,609 bbl., Chaves County 2,680 barrels. Drilling activity for New Mexico in 1942 was approximately 84 per cent of that in 1941 with 339 completions. Of these completions 254 were oil wells, II gas wells, and 74 dry holes. Proven fields accounted for 55 of the dry holes and 19 were wildcats. Three new oil fields and one new gas field were discovered as the result of wildcat drilling. Extensions were made to one oil field and one gas field. By the close of the year, the New Mexico Oil Conservation Commission had designated 59 areas as proven for oil and/or gas. Southeastern New Mexico Lea County Monument was again the largest producing field in the state, with 5,729,336 bbl.; Eunice was next, with 5,217,965; Vacuum produced 3,295,624 and Hobbs 2,973,488. The Hobbs field has the largest accumulated production, which at the close of 1942 totaled 100,381,417 bbl. The 100-million-barrel mark for Hobbs focused attention on the fact that this is the first field in the state to attain this figure, and also that, as Hobbs has been under continuous proration since July 1930, or approximately the entire life of the field, this 100-million-barrel recovery was obtained with 86 per cent of the wells in the pool still flowing and having a drop in bottom-hole pressure of only 3.5 Ib. per million barrels recovered. Hobbs stands out as perhaps the best regulated major oil field in the world. Two new oil fields were discovered in Lca County, the most inlportant being the area designated as East Lusk, consisting of the south 4 tiers of Sections in T. 19 S., R. 32 E. The discovery well was drilled in the SW. SW. 1/4 of sec. 21, T. 19 S., R. 32 E., by Culbertson and Irwin, Inc., and others. It was completed at a total depth of 2751 ft. in the Seven Rivers formation of Permian age. The initial potential of the well was 237 bbl. per day on pump. The oil produced has a gravity of 24.10 A.P.I., with sulphur content of 0.9 per cent. This oil has an asphaltic base and because

That calcium will activate quartz for flotation with anionic collectors such as soaps has been known for a number of years,12'3 and the method has been applied to the concentration of various iron ores4 5 6 as well as to other materials. Clemmer gives the permissible pH range for the activation of quartz by calcium as between 9.5 and 12.5 with an optimum value of 11.0, and Hertzog7 has determined the calcium abstraction of iron ores and of Ottawa sand, but otherwise little quantitative data are available. The purpose of the present investigation was to determine those conditions under which dilute solutions of calcium chloride will activate quartz for anionic flotation and to determine the amount of calcium ion adsorbed by quartz. Those variables, the influence of which was primary, such as calcium, sodium, and hydrogen ion concentrations, were studied. Other factors which influenced the results are discussed in the description of the experiments. Three different experimental methods were used to determine the activation of the quartz. The first method was to treat a sample of ground, deslimed quartz with solutions of calcium chloride and sodium hydroxide, and to determine the calcium adsorbed by chemical analysis of the solution. Advantages are that a direct value for the amount of calcium adsorbed is obtained, and introduction of a collector which may affect the adsorption is avoided. The difficulty is to determine the extremely small differences in the calcium concentrations before and after the abstraction. The second method was to determine the activation of the quartz by observing the contact angle obtained on pressing an air bubble against the polished surface of a piece of quartz immersed in a solution of calcium chloride, sodium hydroxide, and sodium oleate. This is the well-known "contact angle" method. The third method was to determine those conditions under which an air bubble will pick up quartz particles immersed in a solution of the desired reagents. Disadvantages common to the sec- ond and third methods are that introduction of a collector is necessary to obtain bubble contact with the mineral; very small quantities of contaminant can give erroneous results; and no information is obtainable concerning the amount of calcium adsorbed. Advantages are that tedious analyses, which at best give approximate results, are avoided, and the conditions, especially for the third method, closely simulate those of actual flotation. Although the most consistent results were obtained with the third method, this paper describes the techniques used and the results obtained from each of the three methods. Distilled water and analytical grade reagents were used throughout except where otherwise stated. Between tests all glass articles were cleaned with a chromic-sulphuric acid mixture and sodium hydroxide. Abstraction Method The raw material for the tests was Ottawa sand sized between 14 and 28 mesh. Batches of 500 g of this sand were dry ground for 1 hr in an Abbe porcelain mill with 2700 g of quartz pebbles. The batches were split down to samples weighing approximately 30 g, and the weight of each sample was adjusted to exactly this value.

The Chamber of Mines of South Africa is an association of major mining corporations, gold mines, coal mines, diamond mines and other metalliferous mines. It looks after those interests of its members which can best be handled on a co-operative basis. The Chamber's activities include the engagement of labour; the negotiations of all labour matters, including minimum wage rates, with recognised trade unions and associations; the carrying out of advanced technological research; representing the industry in dealings with the government and the administration of miners' training colleges and rescue training stations. Subsidiary companies of the Chamber handle matters such as the refining of gold and other metals; the processing and marketing of uranium and the marketing of Krugerrands. The thirty-two gold mines members of the Chamber of Mines of South Africa produce approximately 694 tons of gold per annum. To achieve this they employ 430000 persons and break about 8400 kilotons of rock per month. The working revenue is approximately 4 225 million US dollars per annum and the annual working profit is approximately 2 050 million US dollars. The electric power consumed by the gold mining industry is 1650 MW, about 20% of the total power produced in South Africa, and the annual costs of this power is approximately 200 million US dollars per annum. It is estimated that about 25% of this power is used for ventilation and refrigeration appliances. Thus the annual power costs for ventilation and refrigeration is approximately 50 million US dollars. The gold bearing reef is a narrow tabular deposit situated at varying depths throughout the gold fields. The weighted mean rock breaking depths and, virgin rock temperatures range from 1 700 - 9 000 ft (520 - 2 740 m) and 68 - 113°F (20 - 45°C) respectively. The maximum virgin rock temperature at which mining currently takes place is 130°F (54.5 C). Obviously at such depths and temperatures and with such a large labour force the provision of an acceptable environment is critical and to achieve this 59 000 000 cfm (28 000 m3/s) of air is downcasted during the main shift and 122500 tons (430 MW) of refrigeration are provided. Legislation in South Africa requires that on metalliferous mines when more than 1000 persons are employed underground during any one shift the manager shall appoint one or more ventilation officers. The legal responsibilities of the ventilation officers are concerned mainly with the measurement and control of dust. In practice, this is not the main part of their work and ventilation personnel perform many other duties such as measuring and controlling the distribution of air, checking the performance of fans and cooling plants, planning air and refrigeration requirements and, more recently, measuring and controlling noise and illumination levels. Ventilation personnel are specialists who provide management with advice on all matters relating to the mine environment. At the present time there are 506 persons engaged as ventilation personnel in gold mines and a further 1744 persons are employed in gold mine ventilation departments in a non-technical capacity, for example as construction workers, filter cleaners, fire patrollers, etc.

INTRODUCTION Dry concentration or pneumatic cleaning uses air currents as the separating medium. Pneumatic cleaning in the United States today is limited to three or four operations. In fact, the quantity of bituminous coal cleaned pneumatically has declined from its peak in 1965 of about 25.4 million tons (23.1 Mt) to its current level (1988) of less than 4 million tons (3.64 Mt) annually, as shown in Fig. 7-9 1. In 1940, pneumatic methods accounted for 15% of the bituminous coal and lignite cleaned in the United States as given in Table 7-32. Currently, pneumatic methods account for less than 2%. The largest air plant was built in Pennsylvania about 1968 with 14 units processing 1400 tph (1280 t/h) of 3/, in. X 0 (19 mm X 0) raw feed and two additional units retreating middlings. This same plant is one of only three or four plants still operating air-cleaning devices in the US. A wet plant was added in 1985 to increase the efficiency of cleaning the fines. The air plant is still used as a scalping operation for the coarse material. Five additional operations are either no longer in production or have discontinued the use of air tables within the last year. Wet cleaning methods are now being employed at the facilities that have discontinued air table operation. he advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. The advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. Despite dry concentration's drawbacks, research has continued into dry concentrating methods, including both electrostatic and magnetic separation techniques. The real application for future dry cleaning processes is probably at the power plant between the pulverizer and the boiler feed where particles are already dry and ground to fine sizes (- 200 mesh [ -0.075 mm]), increasing the effectiveness of the separation and also, possibly, increasing the liberation of clean coal from finely disseminated impurities. From a utility's viewpoint, pneumatic cleaning offers the best delivered Btu cost, based on the premise that a percent of moisture is just as detrimental as a percent of ash. Pure iron was inductively melted in small refractory crucibles and optical pyrometer and immersion thermocouple readings were simultmzeously taken. The resulting emissivities of the liquid iron surface obtained were found to be greatly affected by both the gaseous atmosphere and geometrical changes in the physical setup. Quantitative values for these effects are indicated. FOR many applications in both the laboratory and plant, optical pyrometry is still the best means of measuring temperatures in the incandescent range. A prerequisite in evaluating the correct temperature is a good value of the emissivity of the surface. To obtain the emissivity from the tabulated values of the literature can be very confusing and often far from correct. There are many reasons for these difficulties, and it is not within the scope of this paper either to enumerate or to discuss them all. Its purpose is to show quantitatively how several factors affect the apparent emissivities obtained from experimental measurements on liquid iron surfaces. The black body is the reference state for the quantitative values of emissivities and is defined1 as a body which absorbs all radiation incident on it, reflecting none; such a surface emits more radiation per unit area per unit time than any surface which reflects any radiation, and is given a value of unit emissivity. All bodies having reflective power thus have emissivities less than unity and are considered nonblack or grey bodies. The ratio of the radiant energy emitted by the flat, nonblack surface to that of a perfectly black surface of equal area and temperature is the emissivity of the surface. The above definitions are applied to flat, polished, opaque surfaces, very seldom encountered in actual measurements, and for this reason many authors have suggested that the word "emittance" be used for real bodies rather than emissivity. The emittance has reference to the material and its configuration rather than to its properties in the idealized state. Recent observations of molten iron in a small refractory crucible indicate that not only the configuration of its surface but the geometrical arrangement of its surrounding and the nature of the surrounding atmosphere have a pronounced effect on the emittance. Neglect of changes in such conditions may lead to errors as large as 40°C at 1600°C. Thus it is suggested that the term "apparent emissivity" be used and that it be recognized that its value pertains to a particular experimental arrangement only. As a result of not recognizing these differences in emissivities, which are obtainable from changes in the physical setup of an observation, many investigators have incorrectly quoted their values as those of the emissivities of particular materials rather than as an apparent emissivity for their particular arrangements. As a consequence, values of the emissivity of liquid iron ranging from 0.3 up to 0.55 are found in the literature. THE mapping of slant-hole oil fields is complicated by the fact that relationships between wells are subject to variations in three dimensions and are not readily adaptable to representation on a plane surface. Formalized perspectives usually expand into an undecipherable maze of lines and peg models with the necessary supporting dividers serve only to awe the beholder with their perplexity. The usual compromise arrived at is a plotting of the projection of the courses of all of the wells in the field onto a horizontal plane (Fig. I). These complicated plots, when used in conjunction with the individual vertical projections of the wells, heretofore have been the most practical foundation for the study of general field problems. This method has many shortcomings, however, which are not found in the recently developed straight-hole equivalent projection method. The new method supplies a series of maps similar to the type now in common use in straight-hole fields. It is remarkably simple to use and supplies a ready check on clearances between wells. Perhaps the method can best be understood if the steps that led to its development are described. Common practice of oil-well surveyors is to supply the owner with a tabling of the survey and a plan view plotted against the true meridian. If a vertical projection is plotted, it is usually plotted separately and shows vertical depths against the projection of the stations along a section line joining the top and bottom of the hole on the plan view. A more practical method would be to plot the section line of the plan parallel to the abscissa of the vertical projection (Fig. 2). If this is done, any line parallel to the "base line" will pass through the points on each projection that represent a single point in the hole. Another very useful graph, which the well surveyor could provide, would be plotting of vertical depths against measured depths. Fig. 3 illustrates the next step facilitated by this form of plotting. The lines designated "well A" represent the proposed course of a hole to be drilled. Superimposed on the drawing, in its proper relative position, is the plan view and a portion of the vertical projection of a present producer, "well B." From an inspection of the plan view we arrive at the correct conclusion that the only indicated possibility of collision is at the point of crossing of the wells on the plan view. Referring to the vertical projection, note that the vertical depths of stations on B, in the vicinity of the crossing, are plotted on the same plane of projection as A. The clearance is the indicated distance between the two vertical sections measured along the parallel to the "base line," which passes through the point of intersection of the plan view. Repeat this process for the other wells crossing the proposed course of A on the plan view and you have a preliminary check of clearance for the proposed course. COAL has been fighting a rear-guard action since the last World War. The battle against competitive fuels has been largely guerilla warfare with more sniping within the ranks than of organized opposition. Oil and natural gas are the fuels that over these twenty odd years have driven coal backward and out of many profitable markets. Now, somewhat timidly, the coal industry is trying a new weapon; namely, Research, or let us more properly say, Organized Research. Engineers have been designing this weapon for many years, supported by those interested in coal, including some coal producers. A part of this pioneer work has been Fundamental Research, the Ph.D. kind that is over the heads .of most of us. Another part has been aimed at immediate objectives and realizable profits, the practical, man-in-the-street sort. That is Industrial Research. Enough has been accomplished to make a fair exhibit, but whether this new weapon will have sufficient fire power to rout the opposition, whether the industry will really go into production and use it, the next few years will tell. NEED FOR COAL RESEARCH To utter "Research" is to use the modern magic word; to conjure up the miraculous-rubber from weeds; radar; magnesium from sea water; yes, even gasoline from coal. Research is a very general term. It means something different to every man. What is the coal industry seeking with its research; or what should it seek? And, specifically, how is it going about the job; and is it taking the best way? There are many who say that Coal has been asleep at the switch, while Oil and Gas have been taking the energy business. In an organized way this is true. Large-scale, privately financed research is just started in the Pennsylvania, anthracite industry, and it is still a dream for bituminous coal. What has been done so far collectively is purely defensive; as, for instance, to improve mechanical devices for burning coal so as to be able to recover markets for house-heating fuel long since abandoned to oil and gas. To appreciate just how seriously bituminous coal has slipped back in the national economy in the past 25 years, one has only to recall that, in the last war the Navy required for its operations all the high-grade, low-volatile coal that could be produced, and that anthracite was withdrawn from the middle and northwest markets to keep the eastern seaboard warm. All coal was "rationed" by zones, if not to individuals. Now the Navy, the Armed forces and the Merchant Marine are propelled by oil and gasoline. Gasoline and heating oil are rationed to individuals. Production of all coal in this country in 1918 reached the historic figure of 678,200, 000 tons, and in 1943, after 25 years, it is expected to reach a special wartime total of 660,000,000 tons. Meanwhile, production of crude oil this year may exceed 1,500,000,000 bbl., and like that of natural gas, reach four times the amount produced in 1918.

SINCE my working life of 32 yr has been spent in and about the anthracite mines of the Hudson Coal Co., and the previous 4 yr in a college school of mines, I can write best about the safety program of a coal mining company. However, most of the suggestions, statements and practices mentioned herein are applicable to the members of a safety organization and program of almost any industry. It is realized that industrial officials actually interested in real safety work are fully acquainted with the requirements of a practical safety program. Therefore, for such persons there may be nothing new in this paper. The Hudson Coal Co. of Scranton, Pa., employs 7,000 men and produces 5,000,000 tons of anthracite annually at nine collieries scattered for a distance of 40 miles throughout the Lackawanna and Wyoming valleys of northeastern Pennsylvania. For the past 17 yr of the above mentioned 32, I have been engaged in safety work as a safety inspector, assistant mine superintendent, and at present the safety engineer. I have also had the privilege of visiting coal and metal mines in other parts of the United States and Canada. We Americans are the most careless people in the world. If any one doubts this statement why are 100,000 of our people killed accidentally annually? Or why during the almost four years we were engaged in World War II were more of our people killed accidentally at home than were killed in our army, navy, marine corps, coast guard, and other services during the same period? We are careless everywhere in our homes, on the highway, at work and at play. The purpose of this paper is to outline the requisites of a safety department and its program to stop the accidents occurring to employees at work in mines or industrial plants. The first requisite for a safety program is that the management must be convinced of the need and value of a real safety program. By "management" is meant each department head from the president down. Otherwise a good safety department with a good safety program will not succeed because it will not have the proper personnel and equipment to work with, its rules and regulations will not be enforced, and the members of the safety department will be belittled in the eyes of most of the workmen and supervisors. Next, a safety engineer and his inspectors should have worked in the production end of the mines as workmen and also in an official capacity. They are then in a position to have practical and first hand knowledge of the accident hazards of the industry, how to prevent them, and in general the problems of both the workmen and officials. Some men are appointed as safety inspectors when they are physically unable to carry on as mine officials. Such men may know the safety end of the industry and even be safety-conscious, but if they are physically unable to be mine officials they are also physically unable to be safety inspectors, as a safety inspector in our mines must walk from 2 to 4 miles on each daily inspection-and visit each working

BALL wear in wet grinding mills has been the subject of considerable discussion in the last few years. Its importance to millmen is obvious in view of the fact that ball wear may cost from 2 to 4¢ per ton of ore for the more fortunate operators and many times this cost when a refractory ore must be reduced to a fine state of comminution. Consequently, any factual information that may be obtained on the nature of ball wear may be applied to introduce changes leading to lower ball consumption and therefore also to lower costs. In 1940, while employed with the Britannia Mining and Smelting Co., Britannia Beach, B.C., I had occasion to investigate factors that might affect ball consumption. We performed a number of tests, which will be briefly described. These tests originated as a result of changing from a 3 1/2-in. ball to a 2-in. ball of different type of manufacture and were motivated by the desire to obtain the best possible type of 2-in. ball. Our testing was helped by the fact that the company operated a one-ton electric furnace, so that it was quite easy to make steel changes. It should be emphasized at the beginning that these tests produced results that in their general application to milling should be interpreted qualitatively rather than quantitatively. As will be evident in the description of the method used in testing, the balls were subjected to an intermittent batch grinding treatment, which may have produced results in rate of steel wear that may not have an accurate correlation with steel consumption in full-scale mill operation. However, with this fixed and rather arbitrary method of testing, results were obtained that may be of some interest and may stimulate further work on this subject. Unfortunately, owing to pressure of war work, our tests, which we had intended to repeat on a continuous grinding operation, had to be discontinued. METHOD OF TESTING Tests were made in a small cylindrical mill, rotating at 72 r.p.m. Internal dimensions of the mill were 10 1/2-in. dia. by 9 in. The cylindrical inner surface was lined with rubber and the two ends were formed by steel plates. A charge of 2000 grams dry feed and 2000 c.c. of water was added every 2 hr., the mill being drained of pulp before the addition of each charge, by tilting and sluicing with water. The mill was run on afternoon and night shift for daily periods of about 15 hr. total grinding time, and each test lasted from 60 to 150 hr. This batch method of testing involved a higher average pulp temperature in the mill, which undoubtedly affected comparative results in some of the tests. HARDNESS OF BALL VS. WEAR In these tests, special "eutectoid" steel balls were used, some of which were chill-cast and quenched, some sand-cast and quenched, and some sand-cast and annealed to a dead soft condition. The outstanding developments of the year in southwestern Pennsylvania were the establishment of the Summit Fayette County gas pool and the gas pool in Nicholson township, Fayette County, and Monongahela township, Greene County, as major producing areas, and the indication of four new shallow gas pools. Curtailment of drilling for shallow gas is expected to follow order M68 of the Office of Production Management. Gas completions were approximately 70 per cent higher, oil completions nearly 25 per cent lower, dry holes were unchanged and drilling wells as of Dec. 31, 1941, nearly loo per cent higher than last year. Shallow Development Oil.—Outside Butler County, only 11 producers were drilled, with a total initial of 221 bbl. The best of these was in a portion of Gilmore township, Greene County, which ordinarily produces gas. This well flowed 77 bbl. in 11 hr., along with about one million cubic feet of gas from the Fourth (U.Dev.) sand. Washington County had a 10.20 and a 25-bbl. well in Morris township and a 20-bbl. well in South Franklin township. These were all in the Fifth Sand. The price of oil to Jan. 27 was $1.80 per barrel, when a 15¢ increase was made. This was followed by a raise of 20¢ on Apr. 23, 15¢ on May 21, 20¢ on June 18 and 25¢ on Aug. 14. The last increase was canceled on Aug. 23 by the Office of Price Administration, which pegged southwestern Pennsylvania crude at $2.40 per barrel. Gas.—An almost doubled initial production of natural gas is the result of the large increase in number of wells drilled. The outstanding discovery of the year was in the vicinity of Armbrust, Hempfield township, Westmoreland County, where a well drilled to what at first was considered the Bayard sand, but what is now known to be the Fifth (U.Dev.) sand, at 2100 ft. found nearly 5 million cu. ft. of gas. Since this completion 14 wells have been finished, only one of which was dry, giving a combined total open flow of approximately 15 million cu. ft. The sand is 35 to 40 ft. thick and the saturation extends through most of that thickness. Rock pressure, which is 1040 lb. per sq. in., is abnormally high. An area of only about one square mile has been proven but some of the 24 new wells drilling as of Dec. 31 will no doubt extend it considerably. This development has taken place in an area heretofore considered to have had little prospect. There were three good wells in other parts of Westmoreland County. One well in Franklin township, which had 12 million cu. ft, of gas in the Fifth sand, was entirely surrounded by dry holes but is still pro- . ducing at a high rate. In Bell township a 1.6 million cu. ft. well was found in the Speechley (U.Dev.) sand and in Washington township the same sand produced 2.7 million cu. ft. with shut-in pressure of 970 Ib. at 2820 ft. This well is offset by two dry holes and one well with a capacity of only 10 M cubic feet.

THE discussion of this topic at the Open-hearth Conference at Detroit on Nov. 3, 1927, was opened by statements of the general principles involved, made by manufacturers of molds. Because of their general interest they are printed below. WILLIAM HAIL RAMAGE,* Hubbard, Ohio.-I did not come prepared to read a paper, thinking. the most I would be called upon to do would be to make a few, remarks by way of discussion. A number of our friends have pre-viously asked questions. similar to this which really does not permit a direct "yes" or "no" answer. If I may he pardoned for so doing, I believe it advisable to discuss rather what we consider the principal factors which in-fluence mold life. I think possibly a little undue weight has been given to the subject of the analysis of the metal. For the last eight years we have spent a lot of time, effort, and money investigating this very problem from a chemical, physical and microscopic standpoint. We have had the benefit of complete records and history of over 100,000 molds in service at a variety of plants and over long periods of time. Obviously, I cannot be so specific that I should divulge information that is really a trade secret. In our opinion the principal factors influencing mold life are: (1) design of the mold; (2) process of manu-facture, including workmanship; (3) care in the steel plant or what might be termed "the use or abuse" in the steel plant; (4) the analysis of the iron and the physical con-dition of it. Under normal conditions these factors are of importance in the order named, although in specific cases they might be rearranged in any order you choose. For instance, the best mold made can be destroyed in one or two pours by subjecting it to certain conditions which are occasion-ally met in steel plant practice. Obviously, in that case, nothing else matters but that one item. On the other hand, I have seen molds made of such a terrible design that it was a foregone conclusion it would have to be broken after the second pour of the ingot to get it out. In that case, nothing but design mattered. As to the effect of process of manufacture, let me cite a case. Some years ago there were two batches of molds sent to a certain company. They were the same sized molds, used under the same conditions and in the same kind of service. There were, 20 molds in each batch. The second batch sent gave ten times the life of the first batch. It is true that the design was changed a little, but not very much, and it was not. a bad mold to begin with. It is possible that the iron may have been better in the second consignment but not very much. In my opinion, it is con-servative to say that of the 900 per cent improvement in life, 5 per cent was probably due to better iron, 25 per cent to better design and the remaining 870 per cent to process of manufacture and workmanship.

IN RECENT years there has been a decided trend toward bringing ores and coal out of open-pit and underground mines by long, sloping single-stage belt conveyors. Because the high investment cost of haulage conveyors dictates maximum speed and full loading for economy, conveyor belts are running faster than ever before, with a greater burden on the belts. In addition, larger blocks of ore are being mined and conveyed. Rougher use of large mining equipment generates more tramp iron; mechanical loading rejects nothing. Therefore the extraction of tramp iron and other deleterious materials for the protection of haulage conveyors at transfer points, chutes, and idlers is becoming an increasingly difficult job. In our experience, the best method of protecting long haulage conveyor belts is to extract the tramp iron, at least the large tramp iron, ahead of the main haulage conveyor or series of conveyors. It is most practical to collect the tramp iron at the earliest source -possible, usually directly after the primary car unloading dump or after the primary crushers, which are ordinarily not affected by tramp iron, see Fig. 1. The coal or ore from its primary source is fed by chutes or feeders onto a buffer or shock belt conveyor, a short, ruggedly built conveyor system that can be considered somewhat expendable. Its primary function is to bring the ore up to speed for transmission to the haulage conveyor. There is no assured method of protecting this conveyor from tramp iron damage at its feed end. Likewise, there is a possibility, although remote if the magnet applied to this belt is installed correctly, that the tramp iron extraction process will damage the shock belt, which is, however, short and comparatively inexpensive. Magnetic head pulleys with their maximum effective range of about 8 or 10. in. cannot be considered for large installations, even though they are desirable because of the continuous and, automatic tramp, iron removal feature. Further, the most dangerous form of tramp iron with respect to potential damage to a haulage conveyor is the long rod, roof bolt, or rail segment, which is not extracted satisfactorily because of the limited tangential contact of such an iron shape with the magnet. Magnetic head pulleys are also undesirable because the dribble or fines from the head pulley discharge at the same point as the tramp iron. Screens must be used to separate the fines from the magnetics, resulting in additional expense and loss of head room. Magnetic detectors have been used with success, but they only indicate the, presence of iron, and the conveyor belt must be stopped for its manual removal. The, stoppage of any conveyor means that all preceding equipment must be stopped or a cascade of material on the idle conveyor will result. Occasionally combinations of detectors and magnetic, head pulleys are used. The detector precedes the magnetic head pulley and detects only large pieces of tramp iron, while the magnetic pulley subsequently takes out the smaller ferrous metals. Suspended magnets overcome the disadvantages of magnetic head pulleys, detectors or a combination of both. Since my working life of 32 yr has been spent in and about the anthracite mines of the Hudson Coal Co., and the previous 4 yr in a college school of mines, I can write best about the safety program of a coal mining company. However, most of the suggestions, statements and practices mentioned herein are applicable to the members of a safety organization and program of almost any industry. It is realized that industrial officials actually interested in real safety work are fully acquainted with the requirements of a practical safety program. Therefore, for such persons there may be nothing new in this paper. The Hudson Coal Co. of Scranton, Pa., employs 7000 men and produces 5,000,000 tons of anthracite annually at nine collieries scattered for a distance of 40 miles throughout the Lackawanna and Wyoming valleys of northeastern Pennsylvania. For the past 17 yr of the above mentioned 32, I have been engaged in safety work as a safety inspector, assistant mine superintendent, and at present the safety engineer. GEOLOGICAL NOTES The area under discussion is situated approximately 150 m north of Loraine No. 3 shaft at ± 1500 m below surface. The block being mined extends from about halfway between 50 and 52 levels to just below 48 level (see Fig. 1). The EB reefs form the lower portion of the EB zone of the Elsburg series and in the 81 line area the various conglomerate bands show the best development. Up to 18 separate reef bands are developed and the distance from the bottom conglomerate band to the top is ± 26 m. The thickness of the quartzite which forms the middling between the various reef bands varies from 0.1 to 2 m. The strike is roughly north-¬south. The reef bands are payable individually. However, owing to the steepness of the reefs and their close prox¬imity, conventional mining would prove very difficult. The nonpayable reef bands all carry varying amounts of gold and the whole area is a massive payable reef body approximately 26 m wide and 60 m high at 300 to 400 m on strike. The major structure of the area consists of a north¬-south trending syncline. The western flank of the syncline has a steep easterly dip, in places approaching the vertical. This flank cuts out against the overlying rocks of the EA zone. The latter forms a noncon¬formity with the underlying EB zone. The eastern flank of the syncline dips to the west at an average dip of 0.17 rad (10°). The 0.1 rad (6°) north-plunging syncline was sub¬jected to severe faulting. The most important are the Nos. 4 and 10 faults, both of which have a roughly north-south strike. The No. 4 fault dips to the west at an angle of 1.04 rad (60°) with a downthrow of approximately 150 m to the west. The dip of the No. 10 fault is 0.69 to 0.81 rad (40° to 50°) west, with the western block having moved 150 m updip relative to the eastern block. The EB reefs are being mined by the sublevel stoping method down from the sub-outcrop position to the cutoff against the No. 4 fault. On the downthrow side of the No. 10 fault, that is just above the 54 level, two reef bands are payable and will be mined conven¬tionally. ROCK MECHANICS From the section in Fig. 1, it can be seen that the area under consideration is surrounded by stoped-out areas. This will naturally change the stress distribution extensively. The only way to calculate the stress field for such a geometry is to use the finite element method. It was established that this method worked for the present geometry and so the method was applied to predict the stress behavior of the final geometry. From the results, it appeared that the effect of the old stopes was to destress the area. There are, however, some areas-such as the 50 and 48 north footwall haulages-which will require continuous attention. Discussion by G. Le Bel The paper proposes three methods to determine optimum lifetime of a mining project 1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: •It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. •The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate. Discount rate selection The opportunity cost of capital represents the rate of return that would be obtained if the capital was instead invested in other opportunities considered to exist. Such opportunities must be bypassed if the available capital is invested in the project studied 2. If these other opportunities carry risk similar to the project under analysis (for example, if they are other mining projects), there is no need to add incremental [ ] risk factors. On the other hand, if these opportunities are represented by the acquisition of government bonds yielding 7%, a risk premium factor must be included. The types of risks associated with a mining venture are shown in Table 1. Together they represent the "business risk" of being a mining company. The individual project risk is important to investors if it differs substantially from the business risk of the company and that of the other investments in mining ventures that we must pass up to invest in this particular project. A risk premium or discount would then be required. This can be illustrated by the following example. Consider that a company has two investment alternatives: one is the Cavender hypothetical project located in Nevada, and the other is the same project located in a civil war zone of central Europe. The second project requires a risk premium factor on the discount rate. Conversely, a project showing highly uncertain returns that are negatively correlated with the returns of the firm's other assets may decrease the company's corporate risk. Deterministic character of NPV calculation The cash flows used in NPV calculations are obtained from a set of variables. These variables are estimated using one parameter obtained from the engineering studies. Each parameter is thus a single value that is often termed a "realistic" or "best estimate" as opposed to "optimistic" or "pessimistic." "Owing to the corrosiveness of the untreated brackish cooling water typically used for steel mills (and other environments), it is important to treat the water and monitor corrosion in such systems. Generally, corrosion rates are monitored with corrosion probes inserted into a pipeline or vessel. This has been standard practice for many years, and is widely accepted in industry. Typically, two kinds of probes are used - electrical resistance and linear polarization resistance (LPR) probes.In this study, the effectiveness and accuracy of the LPR technique was evaluated by comparing the electrochemical measurements with the results of mass loss tests using corrosion coupons. The corrosivity of the environment, a synthetic brackish water, was varied by varying the calcium hardness and alkalinity, and to simulate actual plant conditions temperatures of 35°C and 45°C were used. In addition to the corrosion rate measurements, the iron concentration was measured, as well as the imbalance from the probe.The corrosion rates obtained by LPR were from 57% lower to 385%higher than those from the immersion tests. Most probe measurements were higher than the immersion results, and 50% of the probe results were50% or more higher than the immersion results. The best correspondence between the two methods was obtained at low calcium levels, except for one measurement that was 93% higher than the coupon results. There was no clear correlation between parameters such as temperature and total alkalinity and the difference between the results. It would therefore appear that LPR measurements can differ significantly from immersion results, and LPR results should therefore be used with caution in industrial applications."

The grades of spelter demanded by the consuming industries were not definitely established until the American Society for Testing Materials undertook to fix specifications, based on the varying percentages of the common impurities (lead, iron, and cadmium) as follows: Total, Not Leap, Iron, Cadmium, Over. Prime western............... 1.50 0.08 The question which grade was the best for certain purposes and why was left unanswered. The conservatism of the zinc-smelting industry and the unwillingness of the spelter-consuming industries to engage in research work prevented the full benefits being obtained that such standardization promised. The custom smelters, producing spelter in pigs or plates, found it impossible to adhere closely to the established limits on account of the variety of ores treated; and the smelters with long-established and known brands, or those manufacturing their metal into marketable products, like sheet zinc, did not have to abide by the newly established grades based on chemical percentages. Smelters engaged in the smelting of custom ores had occasional complaints about the quality of their metal, as some of the consumers, especially brassmakers and some galvanizers, used the rigid standards of the A. S. T. M. as a basis for obtaining redress from zinc smelters whenever some of their work was faulty. Indirectly, much good resulted from such complaints; for while the brassmakers and galvanizers, on the whole, did not know what was wrong, the metallurgists in charge of zinc smelters were induced to abandon their conservatism and study the influence of impurities in spelter from the point of view of the consumer.
