Introduction Oil shale deposits have been exploited in various countries throughout the world, but generally with government aid. The oil-shale industry of Scotland perhaps is the oldest and best-known; the largest was conducted in Manchuria by the Japanese during World war 11 as a source of liquid fuels for military uses. In general, foreign oil-shale deposits that have been exploited are much lower grade than those in the western United States. Considerable interest began to be shown in western oil shales in 1916; the peak of activities was in 1923. The catlin operation, near Elko, Nevada, perhaps was the nearest approach in this country to an oil-shale enterprise on a commercial scale. Over 100 companies were formed, ostensibly for exploiting the oil shale; a large number of them, however, proved to be stock promotions only, which gave the embryo industry a black eye. The Bureau of Mines operated an experi-mental oil-shale retort plant near Rifle, Colorado, from September 1926 to June 1927 and again from April 1928 to July 1929, after which the plant was dismantled. By this time the East Texas oil fields had come ill and the country lost interest in substitute liquid fuels. During World War II the Nation again became concerned about the magnitude of its petroleum reserves. Congress (April 1944) directed the Bureau of Mines to build and operate demonstration plants to produce synthetic liquid fuels from coal, oil shales, and agricultural and other products; a five-year Program was authorized. *' a part of this program the Bureau of Mines has built, at Anvil Points near Rifle, Colorado, a retort plant and develOped an experimental mine to supply the plant with oil shale. An important part of the mining work at Rifle is to devise methods and select practices for mining the oil shale on a commercial scale at the lowest practicable cost. The product to be mined has a relatively low value, a fact that must be kept in in mind. The combined aim of those in charge of the mining and those in charge of retorting is to demonstrate that the shale oil can be produced at a cost per barrel corresponding to the current quotation for crude petroleum —or at least very close to it. Plans call for an uninterrupted flow of broken oil shale from the lace in the mine, through crushers, through the retorts and thence to the disposal dump. The disposal of the spent shale in the Ride area should present no unusual problem. The flotability of crushed zinc oxide pellets which were doped to produce more n-type or less n-type (more p-type) properties was studied with a Halli-mond tube. Flotation data are presented to show that the pH at which 50% recovery occurs and the collector concentration for 50% recovery depends upon the concentration of doping agent added substitu-tionally for zinc in zinc oxide. The time of sintering of pellets has a slight effect on flotation behavior. A speculative model is proposed to explain the observed behavior in light of the fact that zinc oxide is a semiconductor and has a space charge region at the surface. Experimental verification is necessary before the proposed model can be established as correct. In recent years, the attachment of flotation reagents to minerals has been shown to depend upon the behavior of an electrical double layer which exists in the liquid near the mineral-liquid interface.' Thus, a mineral placed in water will undergo a surface re-arrangement, most likely be preferential dissociation of lattice atoms or by surface adsorp-tion-desorption reactions, to form a dissociation electrical double layer with the solution. Among the many factors which influence adsorption processes, the past history of the mineral itself is one of the most important. Because of trace impurities, minerals from different localities may exhibit marked differences in flotation behavior. This is not unexpected, since investigators who have studied the detailed structure of the double layer's3 have known for some time that the impurity content of many minerals may exert strong influence on double layer variables. For this reason, their studies were usually made with minerals of high purity. The precise relationship between impurities in a mineral and double layer parameters such as capacity and electrostatic potential has been obscure. However, impurities in a semiconductor type mineral which is in contact with a solution have been recently shown to produce changes in the properties of a space charge layer which extends into the bulk of the semiconductor to a distance of one micron or more.4 The double layer is influenced by the space charge layer, whose origin is best discussed in terms of the band theory of solids. A qualitative description of the behavior of impurities in the bulk of a semiconductor, from a chemical point of view, is useful at this point. Briefly, impurities or defects (lattice vacancies, interstitials, etc.) in semiconductors such as PbS, ZnS, FeS2, Cu2S, NiS, NiO, Fe2O3, ZnO, CdS, MnO2 and many others, behave somewhat like acids or bases in water. IN 1930, Taggart, Taylor and Knoll1found that addition of various electrolytes to suspensions of ground minerals resulted in the stopping or starting of Brownian movement of the suspended particles. On the basis of the many new facts found, they rejected the "classical "[t] theory of Brownian movement and proposed an "ionization" theory. This new theory was further supported in later publications by Taggart.3,4 The acceptance of the ionization theory by men in the field of flotation may be judged by the mention given this theory in Gaudin's "Principles of Mineral Dressing,"5 Wark's "Principles of Flotation,"6 as well as in a recent paper by Fitt, Thomas and Taggart.7 The proponents of the ionization theory have gone further than the mere statement of the new theory. A parallelism between the Brownian movement of mineral particles and their behavior in flotation was reported.1,3,4 Likewise, the correlation between flocculation-dispersion of mineral particles and the Brownian movement of these particles has been investigated.7 Bankoff15 has suggested that "slime-coating" can also be directly correlated with the Brownian movement of the slime particles. In each of the instances mentioned it is the ionization theory of Brownian movement that has been used to "explain" the correlations that were found. The essential conflict between the kinetic theory and the ionization theory can be understood best by a brief description of each. The kinetic theory* proposes that Brownian movement is caused by the impacts of liquid molecules against the solid particles. At any instant of time, the molecular impacts on all sides of the solid particle will not balance, and the particle will receive a push in some direction. According to this theory, all particles suspended in a liquid are in Brownian movement. However, if the particle is very large, the impacts on all sides will very nearly balance and the motion will not be noticeable. Another factor, besides the size of the particle, that affects the magnitude of the Brownian movement is the viscosity of the liquid-the greater the viscosity, the less the displacement of particles by Brownian movement. This theory has been verified experimentally by measurement of the velocity of Brownian movement, and by measurement of the compacting of suspensoid particles under the influence of gravity.2 The originators of the ionization theory found that the addition of various electrolytes to slime pulps caused cessation or commencement of Brownian movement, depending upon the chemical nature of the particle and the electrolyte. The Brownian movement of quartz particles was observed to stop upon the addition of certain electrolytes, where the conditions of the experiment prevented flocculation

Boling Dome. a piercement salt dome in the Texas Gulf Coast basin is (was) the single largest deposit of native sulfur in the Western world. Total sulfur production has been over 81.000,000 long tons and the mine is still in production. Data from over 60 years of operation and 8.000+ wells reveal a salt dome rich in history as well as minerals. Sulfur mineralization and production correlate well with caprock structure and morphology. The occurrence of Mississippi Valley-type deposits in fracture zones is notable in some areas and may warrant additional study. DISCOVERY AND PRODUCTION HISTORY Boling Dome is located in the south- east corner of Wharton County, Texas, 60 miles south-west of Houston. It is a piercement type dome in the Houston diapir province. It was discovered in 1922 when the county surveyor noticed sour gas seeps along the San Bernard River (Haynes. 1942). Several companies including Gulf Production Company. Humble, Texas Company, Sun and others quickly began drilling for oil and gas. Traces of native sulfur were reported in cuttings from many wells penetrating the caprock, but the first commercial quantities of sulfur were not found until Gulf Production's E.M. Chase 3 and 4 wells were drilled in 1927. Texas Gulf Sulphur, then mining sulfur at Gulf Dome in Matagorda County, secured the sulfur rights from Gulf for $3 million in cash and half of the profits after expenses for development and construction of plant and townsite were met (Haynes, 1942). The drilling results from 200 or so Wells revealed a massive deposit destined to become the largest single source of native sulfur in North America. Original reserves were estimated at just over 46 million long tons and were increased in later years. Production by the Frasch method was begun by Union Sulphur in 1928, and continued by Texas Gulf Sulphur Co. in 1929, and Duval Sulphur Co. and the Baker Williams Co. in 1935. Union produced 8,009 long tons, Duval produced 571,123 long tons, and Baker Williams produced 1,453 long tons. Through its deal with Gulf, Texasgulf acquired the largest and best mineralized portion of the dome and has produced 88,544,466 long tons through 1990, and production is planned for several more years. That amount of sulfur is equivalent to a cube measuring 1,152 feet on each side, or a sulfur highway 1 foot thick, 20 feet wide and 14,479 miles long. Peak production averaged 8,376 ltpd in 1948. A price war between North American sulfur producers and Mexican sulfur producers in 1956, followed by the recession of 1957 and 1958 (Haynes, 1959) coupled with a rapid increase in mining depth to below 700 feet began a gradual production decline that was never reversed (Figures 1 and 2).

Chi phase (body-centered cubic, a = 8.89A) was found in as-cast 23 pct Cr-10 pct Mo-Fe alloy as well as in heat-treated 316, 316L, 317, and modified 446 stainless steels. Chi phase resembles sigma phase in its metastability, chemical composition, and brittleness. Microstructure and some of physical properties of chi phase were developed. MOLYBDENUM has been established as a desirable alloying element for the enhancement of corrosion resistance in Cr-Ni steels and creep and rupture strength in high temperature alloys. On the debit side, however, the molybdenum addition has been known to stimulate u formation. When the molybdenum-bearing steels were subjected to prolonged heating at elevated temperatures, losses of corrosion resistance and/or ductility have been observed. Andrews1,2 first found the existence of a new phase among the anodic FeC13 extracts from type 316 stainless steel solution treated and then reheated from 800" to 1100°C. This phase was designated x and was identified by diffraction patterns as of body-centered cubic structure with a value equal to 8.89? and similar to that of a manganese. He found that the x phase in this steel always coexisted with s phase, but failed to distinguish one from the other by metallographic technique. No definite conclusion was drawn regarding the equilibrium temperature ranges of these two phases. The appearance of Andrew's work recalled an un- explained structure observed several years ago at the Allegheny Ludlum Research Laboratories during the investigation of an experimental alloy containing 25 pct Cr, 10 pct Mo, and balance Fe. X-ray diffraction patterns on the as-cast material revealed the presence of a body-centered cubic phase having a lattice parameter of 8.89?. The structure was sufficiently similar to that of y chromium that for a time it was thought that the structure might be caused by the presence of some undissolved electrolytic chromium particles. The alloy as-cast was so brittle that it shattered after the slightest hot reduction by hammer cogging. This paper gives the results of some metallographic and X-ray diffraction studies on x phase as found in several experimental alloys as well as a few molybdenum-bearing commercial stainless steels. The analyses of materials studied were as shown in Table I. Experimental Procedure Metallography: Solid specimens were polished mechanically and etched in boiling 50 pct HC1 solution in order to best delineate x and s phases in the alloys studied. INTRODUCTION The basic factors that influence the selection of a mining method are the geometry of the ore deposit and the strength of the ore and surrounding rock. These factors usually determine the ore recovery and dilution of the deposit under analysis. For the purpose of this paper we will consider a generalized case of a block caving system and the sequence of the analysis needed to optimize ore recovery. The analysis presented is intended for the preliminary planning stage. The critical factors involved in the caving process are identified and the methods for evaluating the suitability of a particular deposit to the caving method of mining are outlined. The mine design is approached by identifying the two most important, dimensions: the size and spacing of the draw points. These dimensions are estimated from a simulation model which takes into account the ore recovery, the incremental value of the ore recovered, and the safety conditions of the operations. The model estimates the number of draw points required to extract efficiently and safely the broken ore from the caving area. This number is found in the range where the net incremental value of the ore is maximized and the probability of pillar failure does not exceed the limit which is acceptable for a safe mining operation. A mining method and its design are in a continuous process of optimization. This process is unique for each deposit because of the many parameters involved; therefore, a back analysis of the operations should be performed when possible. These analyses will indicate if the ore body responds in a predictable manner to the parameters contained in the geological, fragmentation, and draw point models. SELECTION OF ALTERNATIVE MINING METHODS The selection of a mining method best suited to define the minable ore reserves of a given deposit involves consideration of the geometry of the ore deposit and the strength of the ore and surrounding rock. These two factors are usually sufficient to determine the ore recovery and dilution of the deposit. After analyzing the geological reserves and defining the limits of the deposit, either an open pit or an underground mining method can be selected to define the minable ore reserves. The sequence of steps to follow in the selection of a mining method is presented in Figure I. From an economic point of view, the strip- ping ratio is the determining factor for the selection between an underground or open pit method. In turn, the stripping ratio is a function of the grade distribution and con- figuration of the ore body. In order to obtain a preliminary estimation of the stripping ratio, a parametric analysis could be applied, such as the approach used by Professor E. P. Pfleider (1972) and summarized in Table 1.

IN spite of the great amount of operating experience and of studies directed toward elucidation of the interrelation of the several processes going on in the blast furnace, the present picture of its operation is based largely on indirect evidence and on speculation. The reason for this unsatisfactory situation is the extreme difficulty of making direct observations and significant measurements while the furnace is operating, and of translating laboratory experience to the conditions obtaining in the smelting process. Yet there are questions that can be investigated with some promise of a definitive answer; and it is the purpose of the present paper to set forth some of these questions, as a basis for discussion, which may, it is hoped, lead to active work on some of them. In order to provide a starting point for this discussion, some views held tentatively by the writer are outlined, along with a certain amount of evidence gathered from operating records and interpreted on the basis of the ideas expressed. These opinions may prove not to be pertinent, and may well not be in accord with the opinions of others; they have been included to encourage others to do likewise and on purpose to provoke informal discussion. In this way it should be possible to transcend the limitations of formal papers; to bring forth suggestions of new hypotheses or new methods of investigation; and to promote better understanding between investigators and operators in this difficult field. The statements made express the present views of one physical chemist who is not too familiar with all the difficulties of maintaining these enormous reaction vessels in reasonably smooth and economical operation; who, however, is persuaded that some of these difficulties would be less formidable if surer knowledge of the several interrelated and concurrent processes were available and made use of. For these difficulties arise largely, it is believed, from variation in conditions which the operator must meet as best be can, and should lessen as these conditions can be brought under control so that they are either made substantially constant or the variations are neutralized by compensating methods. A. VARIATION IN BURDEN AND IN MIXING OF CHARGE To the scientific investigator, who aims to control the conditions of experiment and to limit the number of variable factors, the most perplexing aspect of the blast-furnace process is that nothing seems to remain constant for long. Variations of burden seem to be unnecessarily frequent; and, even if the charge were constant from hour to hour, its constituents usually are not mixed as intimately as they might well be. One who attempts to collect and classify equilibrium data from various iron-alloy systems is soon struck with the absence of any quantitative theory that can serve as a general background against which to compare and contrast results from different systems, at different temperatures, and with different concentrations. It is not necessary to wait for a perfect theory; investigation of divergences of theory from observation may prove of great value in acquiring understanding of the subject. For example, one has only to think of Raoult's law as applied to aqueous solutions. The equations developed by Zener1 represent an effort to provide such a quantitative theoretical background, and it is therefore desirable to subject this theory to such tests as can be applied. The present article is intended to be an application of available tests, and may thus be considered as a supplement to Zener's paper. It is assumed that this paper is available to the reader. The equations make it possible to calculate the effect on the equilibrium concentration of one alloying element due to the presence of one or more other elements. In particular. they are intended to give, for alloy steels, the carbon concentrations in alpha and gamma phases in equilibrium with each other, and in gamma in equilibrium with cementite. They may, however, be modified for use for carbon-free alloys. A summary is given later of the equations used in analyzing the data in this paper, and the symbols are there defined. About 125 papers have been examined for experimental data suitable for this investigation. An effort was made to look up all available reports of ternary systems including iron and carbon, as well as similar systems of higher order. Supplementary material was also obtained from a number of binary systems. A few noncarbon ternary systems were also found to which these methods could be applied. A comparatively small proportion oi the papers read provided usable material. In many systems the number of quantitative observations made in the iron-rich region is extremely small, and the smoothed curves to be found in most published phase diagrams are entirely useless for quantitative treatment. This opinion is confirmed by the authors of the series on Alloys of Iron Research, whose remarks show clearly that they have no illusions as to the accuracy of many diagrams that they present. A further difficulty arises from the fact that these equations apply only to rather low percentages of alloying elements. The result is that at the lowest concentrations, where the best agreement might be hoped for, the errors of observation become relatively very large. The experimental difficulties in measurements of this kind of equilibrium are, of course, an old story.

Following residentsÆ concerns that the ongoing operations of Collinsville Coal (CCP) mine may be resulting in the release of contaminants, including products of acid mine drainage (AMD), into downstream environments, the Queensland Environmental Protection Agency (QEPA) issued CCP with a Notice to Conduct or Commission an Environmental Evaluation at Three Mile Creek. A key objective of the Environmental Evaluation was to assess the extent and magnitude of impacts to aquatic communities and their habitats. A multidisciplinary investigation examined a suite of physical, chemical and biological indicators to meet this objective. The study also aimed to identify contaminants of concern and the location of potential pollutant sources. Potential indicators of AMD, including elevated dissolved solids concentrations and low pH, were evident within the mine lease. However, significant differences in concentration of these indicators upstream and downstream of the confluence with Three Mile Creek were not observed. Although only proxy indicators of AMD contamination, these results suggest that the extent of impacts downstream is minimal. For the purpose of this study, physio-chemical indicators were selected on the basis of those best likely to provide an understanding of the likelihood of contamination, within the constraints of readily available long-term monitoring data. Ecosystem health indicators were adopted to supplement the existing data set and provide a more æroundedÆ perspective of water quality attributes within the system, generally unattainable by standard physio-chemical assessments. In contrast to AMD products, sediments were considered more likely to have a widespread impact on aquatic ecosystems. Waterways throughout the study region, including those unaffected by mining, have been affected by broad-scale sedimentation and were typically highly turbid. Due to the many diffuse sources of sediment potentially liberated within the catchment, the contribution of the mine compared to other land uses on total sediment loads entering streams is difficult to determine. This is clearly a major management issue for mines throughout the Bowen Basin. Streams of the central Queensland region display enormous variability in water flows and physio-chemical characteristics over a range of spatial and temporal scales. This variability presents major difficulties in distinguishing anthropogenic impacts from natural variability (noise). Despite this variability, impact monitoring by mines in the central Queensland district has tended to focus almost entirely upon physio-chemical indicators. The results of the present study indicate that a multiple indicator approach to environmental assessment is more useful for separating mine related impacts from natural ænoiseÆ and impacts from other land uses. In the absence of such information, by adopting the precautionary principle of Ecologically Sustainable Development (ESD), there is potential for an environmental impact to be incorrectly attributed to mining when other activities in the catchment may be contributing to changes in stream æhealthÆ.

This paper describes the application of amine flotation to a specific problem—that of increasing the grade of magnetite concentrates derived from an iron ore requiring extremely fine grinding for mineral liberation. Experiments conducted on an iron ore from Wisconsin had shown that concentrates containing 60 to 62 per cent iron and 12 to 14 per cent silica could be produced by magnetic separation. The residual silica occurred as quartz and hornblende, either entrained or locked with magnetite. Most advantageous utilization of the concentrate, however, necessitated that the silica content be reduced to about 5 per cent, equivalent to an iron content of 67.5 per cent. It had been demonstrated that tabling of the magnetic concentrate removed sufficient quartz and hornblende to yield an acceptable concentrate, but disadvantages inherent in tabling dictated that flotation be investigated as a substitute. The goals set for the flotation investigation were: (I) the production of concentrates of about 68 per cent iron content from the magnetic concentrate; (2) an iron recovery of about 85 per cent of that in the feed to flotation; and (3) minimum reagent cost. Both batch and continuous flotation tests were employed; the former, to establish the procedure and the latter to verify it. Although the data were obtained on a specific ore, and with a commercial application in view, it is believed that they have a bearing on other problems where amine flotation is being used or is anticipated. Samples Two samples, designated "(minus 100-mesh magnetic concentrate" and "minus 150-mesh magnetic concentrate," were used for the batch experimental work. They differed only in the degree to which the crude ore was ground prior to magnetic separation. They were stored moist in steel drums in quantities sufficient for all the experimental work reported. This procedure had the advantage of allowing all tests to be made on common samples, but had the disadvantage that the individual flotation samples, because of the difference in storage time, were subject to various stages of surface alteration. Previous work had indicated that common samples were desirable for the batch studies, and it was decided that if these data appeared sufficiently promising the effect of surface alteration could be checked best by continuous tests. The size distributions and the assays of the samples are given in Table I. The minus 150-mesh magnetic concentrate, on which most of the flotation tests were made, assayed 60.9 per cent iron, 13.3 per cent silica, and 0.016 per cent phosphorus. IN the course of a series of measurements of the rate of diffusion of carbon in austenite at about 960°C. (1760°F.) and 1110°C. (2030°F.), it became necessary to determine carbon concentration when austenite is saturated with graphite, because of indications that the hitherto accepted value of the solubility of graphite in this temperature range is too low. Specimens of carbonyl iron were saturated at temperature in a hydrogen-toluene atmosphere which was in equilibrium with graphite. The carbon content of the steel was measured either by combustion or by the loss of weight after substantially complete decarburization in an atmosphere of hydrogen saturated at room temperature with water vapor. The absence of carbide or graphite as a phase at temperature was demonstrated by microscopic examination of saturated specimens that had been drastically quenched. The mean result of concordant measurements is that gamma iron saturated with respect to graphite contains 1.39 per cent carbon at 957°C. (1755°F.) and 1.89 per cent at 1110°C. (2030°°F.). These two values, plotted along with what appears from the literature to be the best value (0.69 per cent) at the iron-graphite eutectoid temperature (738°C. or 1360°F.), yield a curve that is almost linear, and which, continued upward through a short interval, leads to a limiting solubility of 1.98 per cent at the iron-graphite eutectic temperature1135°C. (2095°F.) instead of the commonly accepted value of about 1.7 per cent. EXPERIMENTAL PROCEDURE The samples of carbonyl iron, with the exception of those for microscopic examination, were cylinders 3.8 cm. long, 0.475 cm. in diameter. They were placed in a graphite holder and suspended in a vertical furnace, the temperature of which was controlled precisely by means of the resistance of the platinum winding.1 In the empty furnace the range of temperature over a distance of 4 cm, at the heat center was 9°C. (16°F.) but at a given location the temperature remained within ±0.5°C. (0.9°F.); it was measured by inserting a platinum-rhodium couple calibrated at the melting point of palladium, 1555°C. Since the presence of the sample probably improved the uniformity of temperature, it was decided to consider the average temperature of the sample to be 3°C. lower than the maximum measured in the empty furnace with the same setting of the controller. Data were obtained in the vicinity of two temperatures, 960°C. (1760°F.) and 1110°C. (2030°F.). The samples for microscopic examination, 2.2 cm. long, 0.475 cm. in diameter, were suspended individually on pure iron wire; for these no temperature correction was applied. For three years The Hudson Coal Co. has used egg anthracite instead of coke in its foundry cupola. It has long passed the stage of being told it cannot be done—the metal would be cold, of poor quality, or the speed of operation would be low. From observation, from use and from test. we know that our metal is about average; the cast iron invokes no adverse comment from the machine shop and the speed suits our foundry requirements. We have there-iore resolved into practice anthracite combustion processes in an industrial furnace formerly using coke, under conditions suitable to our needs. When it comes to translating what we know into use in another cupola, however, where operating conditions may be different, or to explaining why, with seemingly the same conditions in our own cupola, we have attained sometimes a temperature of 2800° in the metal and at another time 2600°, or a speed of 5 tons per hour against 2 35 tons per hour, we cannot do it. We cannot do this because there seems to be an unbridged gap between laboratory ideas on combustion and practical ideas on com-bustiqn, which we have been unable to cross in terms understandable to us as practical consumers. This gap or bridge centers around the problem of how combustion actually takes place; and we believe it is controlled by two factors: (I) the character of the surface of the fuel and (2) the space provided and needed within which the oxygen of the air is allowed to or can act on that surface. It has long been contended on behalf of coke that porosity is an important factor in combustion, although, admittedly, there are two schools of opposing thought on this question, as revealed in technical literature. It has been understood generally that a light, porous coke is the best metallurgical fuel because there are more square inches of carbon exposed to the blast of air, therefore more useful carbon-dioxide reactions can take place in the given space between the entrance of the air and the point where useful work is done. It is now our general idea that the heavier and the harder the coal, the better the metallurgical fuel, provided the surface of that fuel is suitable for fast reaction with the oxygen. Time and Space A cupola is loaded in layers of fuel and iron. The horizontal line where the first charge of iron rests on the coal is the top of the bed coal. With us that is 22 in., usually, above the tuyeres where the air enters. This means 600 lb. of coal. Every subsequent coal layer is 100 to 125 lb. of coal, and that 100 to 125 lb. of coal melts 1000 lb. of iron at around 2700° in the ladle. This quantity of coal represents a 3-in. layer spread across the cupola. The question arises: If this 3 in. of coal will melt 1000 lb. of metal, why was it necessary to use 600 lb., or 22 in., of coal beneath and between the first charge of iron and the air entrance?

The Circuitron herein described applies current from the classifier motor circuit and energy from the sound of grinding media to move an oscillating disc. The disc through a photoelectric cell controls the speed of the ore feeder and consequently the amount of ore delivered to the mill. THE Telluride Mines, Inc. at Telluride, Colo., is operating a flotation concentrator recovering lead, zinc, and copper with some gold and silver. The nominal capacity is 500 tons per 24 hr. The ore, which comes from several different mines, is characteristic of the district, changing from extremely tough rhodonite to soft gouge. The ore is crushed and washed, recrushed, and delivered to the mill bin at about % in. to serve as ball mill feed. Details of Grinding Circuit The material from the fine-ore bin is carried over a belt feeder driven by a Reeves vari-speed device. The belt discharges to a No. 86 Marcy ball mill, which operates in closed circuit, with jigs and a 6-ft Dorr classifier. A Massco density controller holds the density of the classifier overflow at a predetermined point. The overflow, which contains about 5 pct + 48 mesh, goes to the flotation section. Manual Operation Before the adoption of automatic control for the grinding circuit, this work was all done manually by the operator. The bin gate was set to deliver 40 to 50 lb of ore per lineal foot of belt, and the speed of the belt was adjusted by the operator to deliver at the rate of about 500 tons per 24 hr. As the ore changed in hardness, specific gravity, or in the amount of moisture, or, as the size of the feed changed due to bin segregation, crusher setting, or other causes, the operator made corresponding changes in the rate of feed by manipulation of the Reeves control. Sometimes these changes occurred so rapidly that they caused sharp, pronounced surges, which created very considerable unbalance from normal conditions in the grinding circuit and, more critically, in the flotation section. Since it is not possible for the operator to anticipate or follow such changes closely, a very considerable unbalance from normal conditions may occur, which will require a drastic change in the rate of feed. These surges upset the fineness of grind and interfere radically with the balance between tonnage and reagent control. All of this tends to reduce the grade of concentrates, increase the loss in the tailing, and thus decrease the recovery of values. The Circuitron Some years ago, The Mine and Smelter Supply Co., in conjunction with the operators at the Telluride Mill, undertook to build a device that would give close control of the rate of feed from the ore bin and to coordinate with this a related device that would regulate the amount of sand load on the classifier rakes. Emphasis was strongly laid on the fact that such a control must apply to the entire grinding circuit and must include the feed to the ball mill, the classifier sand return, and the density of the classifier overflow. If this could be done successfully, we felt that the circuit could be operated under best possible conditions, with compensations

Part one of this two-part series covers conceptualizing and developing a maintenance information system. It explains what information is necessary to manage such a system. Next month, part two will discuss using this type of system with administrative information, including error and absentee reports as well as open work files. Introduction There is no doubt that quality, timely, and accurate information can make a solid contribution to maintenance cost reduction objectives. Yet, despite obvious benefits, methods being used to acquire information systems are proving costly, frustrating, and often unsuccessful. Those needing the information are disappointed. Mine managers, hoping to reduce costs with quality information, are instead seeing no system, no savings, and massive spending on information endeavors of questionable benefit. Options Any software vendor will happily sell you his program. Numerous mining organizations, having "gone to the cleaners" themselves, will gladly make their programs available to help cover huge trial and error development costs. Any package can only be a generalization. Any program bought from some other organization must undergo numerous modifications to make it work properly. In the process the initial cost is doubled. Many mining maintenance organizations do not know how to go about the task of conceptualizing, developing, installing, and effectively using a maintenance management information system. Consequently, many have hedged their primary responsibility of specifying what information they want, how they will get it, and how they will use it effectively. Into this void have jumped many who claim they can help. But some may not understand the special information needs of maintenance in the mining industry. By default, the whole scene of maintenance information systems has become confused and in need of clarification. A Starting Point Four broad phases are used to organize the steps by which maintenance acquires an effective maintenance management information system and initiates its use. Conceptualization is an identification of needs, factors that influence development, and an assessment of support for the system. Development is a plan of action for bringing the conceptualized information system to life. Consideration is given to the practical aspects of collecting field data, processing it, and converting it into useful information. Implementation consists of those actions by which the newly developed system is integrated into the organization and put in the hands of its personnel so that its value can be derived. Use addresses the means by which personnel use the information to accomplish maintenance improvement objectives. These phases are preceded by establishing the need for the information system. They are followed by a requirement to measure its success (Fig. 1). Conceptualizing the Information System Responsibilities - The information system user must acquire the system best suited for its use. A step-by-step process is essential to avoid many serious problems than can easily occur. The most important step is to clearly identify its objectives and lay out a course of action to achieve those objectives. The major reason for the failure to achieve information objectives is not carrying out this responsibility. Maintenance cannot delegate the task to data processing. It can obtain technical assistance but it must retain responsibility. Nor can maintenance purchase

ASIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has three major awards to make annually and one special prize for excellence in technical papers, as follows: The Robert W. Hunt Medal and- Prize, The J. E. Johnson, Jr., Award, the James Douglas Medal, and The Lewisohn Platinum Prize to senior members. ROBERT W. HUNT MEDAL AND PRIZE The partners of Robert. W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules: 1. The award shall consist of two prizes; first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2. The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best on al paper or papers on iron and steel. The scope of the term "iron and steel" shall determined by the sub-committee considering the awards. In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material. 3. A sub-committee of three to five, including the Chairman of the Iron and Steel Committee, shall be appointed by the Iron and Steel Committee annually to adjudge the award subject to approval. 4. The awarding committee shall submit its report to the Iron and Steel Committee at its October Meeting, and the award be certified to the Secretary of the Institute in time to permit the presentation to be made at the Annual Meeting of the Institute. 5. The recipient of the award shall be designated "The Hunt Medallist." This prize is administered by the Iron and Steel Committee. J. E. JOHNSON, JR., AWARD This award is made from' the income of a. fund of $3000 donated by Mrs. Margaret Hilles Johnson in memory of her husband, J. E. Johnson, Jr., who was a prominent engineer, author of two valuable volumes on iron blast-furnace construction and practise, vice-chairman of the Institute's Iron and Steel Committee, and a frequent contributor of papers. to the Institute's Transactions. Herald when he was Vice Chairman for Production of the Petroleurn Division: Generally in Table 1 the unit for presentation of data is a field. For our purposes a field is defined as the whole of a surface area wherein productive, locations are continuous. Such unit commonly includes and surrounds nonproductive areas. Such unit commonly includes a great variety of geologic conditions-—several units of continuous productive reservoirs of distinctly different structure and of distinctly different stratigraphy. Therefore it is hoped that our authors will subdivide "field" so as to enable students to make analyses that may have scientific and/or commercial value. As to each space in the tabulation, it is either (1) not applicable, (2) the proper entry is not determinable, (3) the proper entry is determinable, but not determinable from data available to the author, (4) the proper entry is determinable by the author. In spaces not applicable, the author will please draw horizontal lines; in spaces where the proper entries are not determinable, the author will please insert 2; in spaces where the proper entries are determinable but not determinable from data available to the author, the author will please insert y; in spaces where the proper entries are deter-minable by the author he will, of course, make such entries. Generally, y implies a hope that in some future year a definite figure will be available. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries are not subject to precise determination. In such cases the author should use his good judgment and make the best entry possible under the circumstances. "Seeing the elephant" was a term often heard from 1849 to 1859, the period of the great California Gold Rush. The phrase was used by those who dreamed of instant wealth that was believed could be found in California's virgin earth and mighty rivers. When news of fabulous gold strikes throughout the Mother Lode reached far away places, thousands of gold seekers left home and family to join in this incredible adventure. The barren, placid state of California soon became one of the most bustling, populous areas in the West. Before the Rush Before 1848, Mexico ruled California. It was then a remote region, isolated from the urbane world of the East by 2900 km (1800 miles) of scorching desert and impassible mountains. By sea, it was 29 000 km (18,000 miles) via Cape Horn. Spaniards and Mexicans settled the coastal lands on tracts donated to them by the Mexican government. The inland area was the domain of Indians and a few settlers who also had been granted estates by the government. Among those settlers was Captain John Sutter. He had been fortunate enough to obtain about 11 leagues of land (spanning 100 km or 60 miles in length) from Governor Alvarado of Mexico. Sutter was somewhat of a visionary and possessed a gifted tongue. He managed to receive most of what he desired with minimal trouble. Enchanted with Sutter's personality, Alvarado promised him Mexican citizenship. Alvarado also commissioned him to become "representative of the government and officer of justice on the Northern frontier." With uncanny foresight, Sutter began building a fortress on his land in the Sacramento Valley. It later became known as Sutter's Fort. It was more than just a fort, however. It also became a stopping place and home for many foreigners and Americans who traveled to California, and it eventually became the mecca for overland pilgrims. Sutter engaged in many projects. These included a cattle ranch, fur trade and trapping, and the construction of an irrigation system. With the influx of immigrants over the years, the community around the fort grew rapidly. Lumber was much in demand and Captain Sutter agreed to supply the necessary capital for a community sawmill. The site chosen was some 72 km (45 miles) northeast of the fort on the south fork of the American River in the town of Coloma. During the course of its construction, Sutter's carpenter, James Marshall, discovered a problem with the tailrace on the mill. First Strike Early in the morning on Jan. 24, 1848, Marshall was checking the tailrace. He noticed an object shining in a foot of water at the bottom of a ditch. He reached down and picked it up. His heart began to thump wildly as he realized he was holding a gold nugget. Sutter planned to keep the find a secret for as long as possible. He knew very well that he could become an extremely wealthy man. The ever loyal Marshall remained faithful to his employer and the pair did their best to obtain more

Taking the Long View THE present international situation has serious implications for this nation. The possibility of total war is no more appalling than the threat of making the United States permanently into an armed camp. A period of ten years under such conditions could mean a Communist victory without firing a shot-if the present trend toward statism is allowed to continue. As individual citizens and as members of the mining profession we have the power to oppose the march toward socialism. We must not adopt shortsighted policies dictated by self-interest, but must endeavor to size up the situation as a whole and act according to what will be best in the national interest. The economic picture for the metal mining industry under present emergency conditions is apparently bright. Demand for metals exceeds supply. But there is danger that fluctuating prices will bring Government regulation. Care must be exercised in our pricing policies, or the calamity of Government intervention will be inevitable. President Truman's "loophole" reference to percentage depletion early in the year caused a brief flurry of excitement, but now that the immediate threat is over the industry has lapsed into sommolence on this subject. Special tax privileges accorded the mining industry because of inherent risks should be guarded by a continuing propaganda campaign to educate Congress and the public. If this is not done we may find ourselves losing the necessary tax protection which we now possess by a capricious act of legislation. Stockpiling minerals from abroad certainly lengthens the life of our own mineral resources. The present consumer demand for the base metals indicates foreign sources of supply for stockpiling. However, this is only one facet of the problem. For strategic military reasons it is necessary that the United States have quick sources of all minerals within our national boundaries. Undeveloped mineral deposits do not meet this need so that where it is possible to encourage our own mineral development by stockpile purchases, it should be done. A need exists for an overall controlling agency that would make purchases for the stockpile according to military necessity, current metal market conditions, and so as to strengthen the mining industry. In the course of the history of the United States we have been engulfed in several wars by the necessity of protecting our economic rights abroad trading privileges-and also because of moral obligations. Disregarding the moral side, it is difficult to reconcile fighting wars to protect world freedom of trade when in peacetime we attempt to restrain such trade by tariff barriers. When it comes to accepting subsidies from the Government in one form or another it is difficult to overlook the immediate personal gains and see in the future that where the Government lays out capital it becomes a partner in the business and not a silent one. It is apparent that hope for the traditional American way of life cannot be bought without some self-sacrifice; and we cannot wait for the other fellow to start it because it is the responsibility of each individual citizen. By taking the long view our course should be apparent and not diverge sharply from our own personal benefit.
