Law is as old as civilization. In its early stages the so-called law of the jungle, "the survival of the fittest," was entirely operative. Man was quite largely a law unto himself and was likewise his own lawyer. As civilization developed and individuals segregated themselves into bands or communities, man-made laws became a reality, the individual sacrificing certain privileges for the benefit of the band or community in which he was privileged to live. Our present system of law is a continued development of that process. Very early in this development the exigencies of the occasion called into being classes of individuals who were given to study the laws then existing, and this group became known as lawyers. They advised what could or could not be done under existing laws. They were the aggressors in formulating new laws and principles under which the communities must live. Concurrently with the development of the law and the lawyer, the engineering profession was born. In our early civilization, each man was his own engineer; he built his own home, constructed his own bridge, and provided his own means of conveyance. As civilization became more complex, technical study was required to consummate projects and thus meet the requirements of an expanding community. The engineering profession assumed this burden. Both groups were human and thus susceptible to human mistakes and errors. It was Macaulay who said: "The world generally gives its admiration not to the man who does what nobody else ever attempts to do, but to the man who does best what multitudes do well." BiRth of Petroleum Industry In 1859, by the completion of the Drake well in Pennsylvania, the petroleum industry as we know it was born. Its rapid progress since that time has been both extraordinary and remarkable. The zeal of the individual operator to secure all possible oil in the shortest time, even to the extent of bringing into possession a part of the oil underlying a neighbor's property, developed unnecessary drilling, wasteful methods of recovery, great loss of gas, the early abandonment of property with much unrecovered oil thereunder. WHILE Mr. Fahrenwald has been working on the fundamentals of ore-dressing, in Idaho, the Northwest Experiment Station of the U. S. Bureau of Mines, in cooperation with the University of Washington, has been studying the corresponding fundamentals for the closely-allied subject of coal-washing. In this work many of the principles outlined in Mr. Fahrenwald's paper have been touched on, one important exception being that phase of his studies where conditions were approximated between those existing on a table and those existing in a hindered-settling classifier. During the past three years this work has been given over almost exclusively to a study of coal-tabling to devise better methods of cleaning fine sizes of coal, particularly the coals of the Northwest, which are very difficult to wash. One important result of this study thus far has been the development of a satisfactory hindered-settling coal classifier, now in use in several commercial plants. Recently table stratifica-tion has been the subject for study. This latter phase of the work with coal,. as well as the earlier portion dealing with hindered-settling classification, has in a measure paralleled Mr. Fahrenwald's work with ore. Without going into details about the results of the coal experiments, I shall merely say that, from a quali-tative standpoint, they are, in general, concordant with Mr. Fahrenwald's, but that from a quantitative stand-point the results, particularly those with, table strati-fication, are somewhat different. These differences may disappear as the work progresses-Mr. Fahrenwald is further ahead with his experiments than we are at the Northwest Station-but if not, the disparity would not be surprising, and indeed would be what one might reasonably expect when investigators work on two very dissimilar materials and use different apparatus and methods of study. However, this- mention of our coal-washing experiments is made only in passing. A principle of general application that may be estab-lished from Mr. Fahrenwald's paper is that different types of stratification should be used in successive' gravity-concentration processes to. obtain best results.

For anyone contemplating flotation research with only a very limited amount of mineral available for testing, the choice of suitable experimental equipment is by no means obvious. Hallimond's original and delightfully simple cell1 has been modified by subsequent investigators2to give quantitative and reproducible results on small samples. However, the modifications have necessarily compromised its simplicity, and the services of a skilled glass blower are required to duplicate the cell. Vacuum flotation tests3 at best qualitative and may, under certain conditions4, be quite impracticable. A hundred years ago, Thoreau observed that "our life is frittered away by detail," and his advice was to "simplify, simplify," The success of the simple cell described below, which was developed by the author and differs somewhat from Hallimond's original, suggests that Thoreau's advice still has merit a century later. CELL CONSTRUCTION The cell [Fig. 1 (a) and 1 (b)] consists essentially of a 25-ml pipet from which has been cut the con- stricted top. The length cut off is not critical since this merely determines the final volume of the cell. Cell volume may be varied in this way from 20 to 50 cc. A pyrex extension tube, equal in diameter and approximately half the length of the cut pipet, is attached to the top of the pipet by means of 2 ½ in. of close-fitting tygon tubing. When assembled, the two pyrex tubes should be spaced about ½ in. apart. Another length of tygon tubing is added to the extension piece for sealing purposes. A ¾ -in. disc of porous material (teflon cloth is ideal), secured in place over the pipet tip with another piece of shaped tygon tubing, completes the cell assembly. Tygon tubing may be shaped by pushing it over the pipet tip or some similar form and heating carefully over a low flame. For flotation [Fig. 1 (c) 1, the pyrex extension tube is rotated approximately 70º from the vertical and held in position by a wire hook and eye. Floated material, after reaching the free surface, falls and rests on this inclined plane. The barrier formed by the bent tygon tubing ensures that floated material does not slide back and return to the vertical portion of the cell.

MILLER, Canada. The nomination for President has attracted the attention of a large number of members, as is evidenced by the receipt of many hundreds of letters and postcards. Most of these favored either Sidney J. Jennings or Philip N. Moore, each of whom received many cordial endorsements. Such a wide interest on the part of the members is a very wholesome sign, but where there is so much activity it is natural to expect a certain amount of criticism. Some of the letters indicate that the authors feel that the nomination of President should be left entirely to the Committee on Nominations without any effort by the members at large to influence them. Others feel that the nominations are largely controlled by a small group and that the members at large can have little influence. As the result; of the experience of the last few months; a majority of the Committee on Nominations begs leave to suggest that the method of making nominations be changed so that two candidates, at least, for the various offices to be nominated, and suggests that the Directors appoint a committee to investigate this question thoroughly with. a view to making definite recommendations. In accordance with its opinion that the best interests of the Institute would be served by a change in the Constitution, allowing the nomination of two candidates, and in view of the fact that this Committee has no authority to make more than a single nomination for each office, considering the high standing of both Mr. Jennings and Mr. Moore and the large number of members favoring each of these gentlemen, this Committee respectfully suggests the desirability of ,the immediate nomination of Philip N. In the summer of 1917 it was decided to fireproof the main Tramway hoisting shaft of the Anaconda Copper Mining Co. at Butte, Mont. The shaft has three hoisting compartments and one pump compartment; it is timbered with 12 by 12-in. (30.5 by 30.5-cm.) fir timber, and is 2475 ft. (754 m.) deep. Subsidence and displacement of the surrounding country rock had produced exceedingly heavy ground, and had carried the shaft out of line, in several places, by as much as 2 ft. (0.6 m.) displacement. Constant repairing and realigning of the timbers had been necessary in order to maintain clearance for the cages. The most feasible method of fireproofing, therefore, seemed to be to cover the timbers with a coat of concrete applied with the cement gun. The cement gun, which is operated by compressed air at ordinary mine pressures, feeds a mixture of sand and cement through a hose to a nozzle having a water connection. The mortar in fluid form is thus sprayed upon the prepared surface in thin layers, which can be built up to any desired thickness. The cement gun can be set up at any convenient point; satisfactory results have been obtained with the nozzle a distance of 500 ft. (152 m.) from the gun. The shaft was thoroughly overhauled and the timbers put in the best possible state of repair. Between the 1000 and the 1400 levels, much loose ground lay against the shaft timbers on the north side; this was breast-boarded back and a 30-in. (76-cm.) reinforced-concrete retaining wall was erected, leaving a space of 12 in. (30.5 cm.) outside the shaft timbers to allow for future movements of the ground. For convenience in handling men and materials, it was arranged to concrete the auxiliary hoisting-cage compartment and the pump compartment first, using the cages of the main hoist to serve the cementing crews. The auxiliary cage was then available while the remainder of the shaft was being concreted. A tight partition of 2-in. (5.08-cm.) plank was erected between the auxiliary and the adjoining hoisting compartments, for better protection of men riding on the cages. The application of concrete made this

The Australian Magnesium Corporation Limited (AMC) is constructing the worldÆs largest magnesium metal plant at Stanwell, 24 km west of Rockhampton in Central Queensland. The $1.3 billion, 97 000 tonne per year plant is scheduled to commence production in mid-2004. It will produce magnesium from magnesite using the innovative, locally developed AM Process Technology which enables magnesium to be produced at internationally competitive costs. The technology will enable the plant to have the lowest environmental impact of all the available magnesium production processes. The project will meet current world-best-practice environmental and emission standards while on a life cycle analysis, magnesium produced by the Stanwell plant will result in net reduction in global greenhouse gas emissions. Magnesium is the lightest of the structural metals. Its high strength to weight ratio and ease of casting and machinability makes it particularly suitable for the manufacture of light weight automotive components. Reducing the weight of motor vehicles through the use of light weight materials such as magnesium is the current primary means adopted by the automobile manufacturing industry to improve motor vehicle fuel efficiency and the lowering of emissions of greenhouse gases. The Australian Magnesium or AM process has been developed over the past decade by AMC in conjunction with the CSIRO to produce magnesium from magnesite mined at AMCÆs Kunwarara deposit. Over $200 million has been spent developing the AM process, designing, building and operating a demonstration plant at Gladstone and to complete an environmental impact statement and receive environmental approvals as well as funding for the commercial Stanwell Project. The paper outlines the development of the AM process technology, the operations of the Gladstone demonstration plant confirming the process technology, its operating costs and environmental performance. The paper covers the particular attention that was given to minimising the production of CHCÆs, the development of new cover gases for molten magnesium, the minimising of emissions of greenhouse gases and the life cycle analysis of magnesium as a replacement for steel and heavier metals in motor vehicles which confirmed its use resulted in a net reduction in global greenhouse gas emissions. The project received both Commonwealth and Queensland Government environmental approvals by August 2000.

The question as to the proper amount of total carbon that the malleable founder would prefer to have in pig iron for use in the production of air-furnace, white iron castings, must be considered from different angles, that is, whether it is desirable or advantageous from an economic standpoint to use some kind of low-carbon scrap on his mixture, or make use of pig and sprue only. Whereas silicon is the acknowledged scrap carrier in the case of cupola gray iron castings, carbon performs this role for the most part in malleable iron practice, irrespective of the character of furnace used for the production of the white iron castings. In this particular, the advantage lies with the maker of gray iron castings in that the silicon content in pig iron through a regulation of furnace temperature is under very easy control by the blast-furnace manager, whereas he has little or no control over the resultant percentage of carbon, as this is dependent on the quantity of coke in the hearth, and hearth temperature, coupled with the amount of hearth slag and its particular composition. As perhaps more than 95 per cent. of white iron castings are made in air furnaces the following statements are intended to cover that situation particularly: In the malleable process the composition of the hard iron castings (that is determined upon as best suited for the work in hand) is the one factor that must control the composition of the mixture to be used; because if the elements are not between certain definite limits individually and collectively the annealed or finished product will be unsoitable, due, perhaps, to lack of sufficient strength or because it is too hard, to machine easily. The annealed product can be divided into two classes, one of which greatly predominates, that is, by far the largest tonnage is used for machine parts where high strength and ductility are essential requisites, while a far smaller amount, light in weight and thin in section, is used for other manufactured products in which castings of any reasonable degree of strength and ductility have proved satisfactory.

"On behalf of Bob Bruce and myself I would like to begin by stressing some key points.First, most of us know that the Canadian Mineral Processors was formed in 1969 and is an offshoot of the Canadian Gold Metallurgists. I attended that first meeting in 1969, and I haven't missed a meeting since! Pretty obvious that CMP serves the best booze! At any rate, we know that our meetings are supported by CANMET. Camsell Hall is always at our disposal; Bob Bruce acts as permanent secretary pretty much free of charge; we receive a financial grant from CANMET. This brings me to a second point.Second the Canadian Mineral Processors do not enjoy a free ride in this relationship. CMP provides a genuine service to the mining industry, to government, and to universities. For the industry, CMP serves as a forum for the rapid dissemination of new ideas and new technology developed at remote locations throughout Canada. New developments outside Canada are introduced by invited speakers at our meetings. The effect is to help reduce operating costs and increase efficiency.For government, problem areas and research priorities can be isolated through mutual discussions. Direct communication at our meetings can help CANMET to temper its goals and modify its national priorities.For universities, CMP provides a wealth of operating experience and practical know how. The yearly proceedings are a major current reference source fo1· those of us who teach mineral processing. Admittedly, the proceedings are publ-shed from CMP coffers. However, I note that our fees are up this year, which brings me to a third point.Third, we face some potential problems of a financial and political nature. From a financial view, we may lose our CANMET grant and other financial good will simply because of spending constraints. Our fees are expected to climb each year thereafter.From a political view, we know that the metallurgical society of CIM is anxious to incorporate CMP as a section. The pros and cons of such a merger have been described in a recent mailing. In th2 final analysis, the political and financial problems are interrelated. There are several alternative solutions to both problems, which brings me to a fourth point"

THE active mines in the Park City district at the present time are the Silver King Coalition, Daly-Judge, Daly West, and Silver King Consoli¬dated. Several other companies, such as the Daly, American Flag, Ontario, etc., are doing considerable development work. In the Silver King Coalition mines the ore is a replacement of a dark siliceous limestone bed, varying in thickness from 18 in. to several feet. In places the ore has reached a thickness of 25 ft. This limestone bed lies within 100 ft. of the underlying Weber quartzite. There are other lime beds, similar in appearance to this one, in the Park City formation, which is approximately 700 ft. thick; but not one of them has been found to contain any traces of ore. Directly under and in contact with the ore-bearing bed is another, composed of gray lime well studded with dark concretionary nodules; and this one is an unfailing indication of the proximity of the ore-bearing bed. These ore deposits make out from or have connection with some one of the ore-bearing fissures, which were undoubtedly the channels for the circulation of mineral-bearing solutions. It is therefore proper to run prospecting drifts in the fissures, although they seldom contain much ore. As a general rule, drifting in the fissures is not costly. Mining and mucking cost from $2.50 to $4 per foot, and very little timber is required. There are instances, as in the Daly fissure in the Daly-Judge mine, where the expense of keeping drifts open in the fissure is so great that it has proved economical to make the drifts in the foot-wall rock and run crosscuts into the fissure at short intervals. In the Park City mines it is not easy to determine beforehand the best method for extracting the ore from a newly discovered ore shoot in the bedded deposits. While we may get one dimension from the drift run in the fissure, that will not give us a correct idea as to the other dimensions of the orebody. The fissures here referred to have a N. 35° E.

THE work of J. E. Johnson, Jr., on the effect of small amounts of oxygen in cast iron in increasing its strength and resistance to shock, is of interest from the technical and scientific standpoints. The following exposition of the theory carries Mr. Johnson's explanation further and, in my opinion, will disclose certain related phenomena and perhaps shed further light on the subject. Some facts, so novel in character as to excite incredulity, have been accepted finally by many metallurgical authorities. One of these is that oxygen to the amount of 0.060 per cent. in cast iron gives it a breaking strength of 3,500 lb. per square inch, compared with a breaking strength 2,500 lb. per square inch in cast iron of the same composition with re-ect to elements other than oxygen, but having only 0.010 per cent. oxygen. The "oxygenated" cast iron, even if made in a coke furnace, has properties equivalent to the best charcoal pig iron. Mr. Johnson has also established the fact that the variations in combined carbon cannot account for the results. By microphotographic evidence he has shown that in oxygenated cast iron the graphite particles are dense and spherical, while in well-deoxidized cast iron the graphite particles are flaky and leaf-like. It is just a matter of common sense that iron of the latter structure is much weaker than the former. The analytical and microscopical work has been done with care and there is no doubt in my mind about the accuracy of the, experimental results. In this paper then, we shall consider it as accepted that small amounts (0.060 per cent.) of oxygen increase the strength of cast iron by producing a structure in which the round and solid particles of graphite are surrounded firmly by a principal matrix of ferrite. The purpose of this paper is to show that the reason why the graphite particles are round is founded on the fact that the particles of any precipitate are made denser and harder by the presence of a reagent having a solvent action on the precipitate. This can be stated as a law, although I have never seen it so given in any textbook.

This paper treats only of the practicability of introducing a standard classification into the records of production and distribution of coal which we try to keep in the Bureau of Mines. From the point of view of gathering and analyzing statistics, the requirements of a satisfactory classification are that it shall be so definite as to eliminate the factor of arbitrary judgment, that it shall be reasonably simple and, finally, and most important, that it shall be understandable to the trade. In other words, to be woven in the statistical record it must be adapted to the raw material which flows in from the 7000-odd mines that produce the coal. The success of any scheme of classification, from the point of view of use, will depend largely on the degree to which it utilizes the accumulated experience of the trade and employs as far as may be possible the accepted trade designations. The experience of the Tidewater Coal Exchange during the war would be an excellent point of departure for a use classification of the coals of the Eastern Appalachians. Although the exchange long since passed out of existence, coal is still quoted and sold by the old pool numbers, and they have shown rather extraordinary vitality. Some years ago, in the Geological Survey, the experiment was tried of getting operators to classify their own coal by offering them a list of standard designations on the annual statistical questionnaire. The results were more amusing than informative. What with the confusion in terminology and the natural temptation to put one's best foot foremost, there was a general tendency to grade up the quality. Floods of semi-bituminous coal flowed in from many sources, millions of tons from districts where not a pound of that quality has ever been produced. The producers of semianthracite in Arkansas almost without exception would report their product as anthracite and their neighbors in the little Paris field, producing a fine blocky house coal averaging about 17 per cent, volatile, would say, "Our coal isn't anthracite; it's a semianthracite." Finally we discontinued the publication of those data as being more misleading than helpful.

(written discussion*)..-The mode of intercrystalline oxidation which the authors" have so well observed and described is characteristic of nickel that has been exposed' to: the action of an oxidizing atmosphere at higher temperatures, such as, those at which; it is annealed or heated for rolling or forging. Oxidation under such conditions proceeds inward from the surface along the, crystal boundaries' producing a net-work, probably of oxide; which causes a very brittle condition of this surface material. This, in turn, generally results in surface cracking and checking during further, rolling and a defective sheet or other product is produced. An example of this is shown in Fig. 2, which shows the surface, of a badly surface-cracked sheet of nickel produced by incorrect heating con-ditions. A cross-section of this sheet etched with nitric acid is shown in Fig. 1, which reveals the intercrystalline oxidation network adjacent to both surfaces.These layers are so brittle that it is not possible to deform them by rolling without severe cracking along these lines or, planes of weakness. The best, and possibly only, remedy for this condition lies in its prevention by the maintenance of a neutral soft flame for heating and annealing nickel during the entire course of its manufacture. I should like to suggest that, those making microscopic investigations of nickel and nickel-rich alloys try the use of acetic-acid .solutions of nitric acid for etching these metals rather than aqueous solutions, of nitric acid. I have found that a solution containing 50 per cent. nitric acid, from 25-45 -per. cent. acetic acid, and from 25-5 per cent. water gives excellent results with. Wrought and cast nickel and Morsel metal and superior results to those obtained with nitric acid, alone. The acetic. acid seems to inhibit the passivity that nickel often assumes toward nitric acid and much more uniform etching may, be obtained. The proportions of nitric and acetic, acid may be varied somewhat from those given without mate-rially altering the quality of the etching, although without any distinct improvement in it.

Introduction Tailings disposal methods used by the mining industry include the use of on-land impoundments, surface and underground mine backfill and marine disposal. The latter method, where applicable and under certain circumstances, can be the most economical and best environmental option. The term marine disposal is used to describe deposition of tailings in the open ocean, coastal waters, fjords and inland lakes. A major element in planning and designing a marine outfall is the assessment of its potential environmental impacts. The nature of the disposed tailings, and the physical, chemical, and biological characteristics of the receiving water body must be carefully assessed prior to deciding whether marine disposal is an acceptable option for a particular project. During the last decade, the North American mining industry has demonstrated a commitment to studying potential adverse environmental impacts of marine tailings disposal and to continue monitoring of the receiving waters. Extensive monitoring programs have been undertaken by Canadian mines. Marine tailings disposal is not used in the United States today. One of the largest U.S. mines proposing to use this option is the Quartz Hill mine of U.S. Borax in Southeastern Alaska. To assure the regulatory agencies and the public of the viability and acceptability of this option, U.S. Borax undertook an extensive program of environmental studies aimed at assessing the impact of marine tailings disposal. This program was part of the feasibility and environmental permitting studies conducted by Bechtel Civil & Minerals, Inc, on behalf of U.S. Borax. Due to the unique nature of the proposed tailings disposal system, a Board of Consultants was established. The Board assisted in planning the modeling and field program and reviewed ongoing work. This paper outlines the basic elements of the marine tailings disposal study program which can be viewed as a prototype for similar studies elsewhere. Background The Quartz Hill molybdenum deposit is located on a knoll in an elevated valley in a mountainous region of southeast Alaska, about 45 miles east of Ketchikan (Figure 1).

Changes in coke hardness affect the working of the blast furnace, for soft coke is an obstacle to proper furnace operation. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged; increasing this ratio increases the hardness of the coke. The best means of determining the hardness of coke is the combined tumbler and ball-mill. What is Good Coke? It is not always appreciated that the correct answer may be such a reliable forecast to the physical condition of the blast furnace, and incidentally its entire operation, that among the ordinary variations in other raw materials and also in operating conditions, it assumes a position of primary significance. Inasmuch as coke forms two-thirds of the total bulk of material charged, this assertion will not seem exaggerated, and in the subsequent discussion its applicability will be presented. Coke is the ideal blast-furnace fuel because it is strong and hard enough to resist the crushing and grinding effects of the furnace burden, and its porosity allows the ready passage of gas upward through the charge, and rapid combustion before the tuyeres. Coke deprived of its strength and with a cell structure physically frail and chemically susceptible to solution by carbon dioxide has its chief asset eliminated. When the melting zones are approached the fluid cinder trickling toward the hearth will envelope the small pieces of coke and form a sticky mass that will retard the free passage of gas. Blast pressure will then rise, driving will slow up and fragments of coke will lie inert before the tuyeres, rendered practically incombustible by their slaggy envelop. It is believed also that coke messes at cast are attributable to quantities of such coke floating unburned in the hearth. FoR many years the copper-bearing steels have been of considerable interest to the metallurgist because of their corrosion-resistant properties. More recently the discovery of their definite age-hardening characteristics has focused attention on them again. In a recent paper, Smith and Palmer(l)† have given an admirable description of the behavior of a considerable number of steels of this type and a study of their results suggests two questions of a more or less fundamental sort. In the first place, it has been plainly shown that the hardening effect of added copper does not increase up to the maximum solubility of copper in iron as given by earlier investigators, but reaches its greatest value considerably below this point. This fact suggests that either the solubility is not so great as previous investigators have stated, or that the age-hardening mechanism is not the simple precipitation phenomenon that has been postulated. In the second place, the nature of the aging mechanism in this particular system should be determined. Recent developments in the study of age-hardening processes have shown that the increase of hardness is often, but not always, accompanied by precipitation and the action of a particular system is not predictable on the basis of its components or type of phase diagram. It would be of considerable interest to study the aging of the iron-rich iron-copper alloys in detail. One would like to know whether the aging mechanism is different at high and low aging temperatures, and whether the extreme sluggishness of the system may perhaps represent some new type of aging process. The experiments to be described were carried out in an endeavor to answer these questions. THIs paper brings forward a discussion that was prepared for the meeting of the Coal Division in Chicago in 1938.1 War in Europe less than a year after that meeting, followed by our defense preparations and entry into the conflict, caused general cessation of large-scale experimentation on the subject, and it is best to confine this paper to events in the United States during the five-year period since the preceding paper was written. The views of members of the Coal Division's Committee2 on Rock-dust-ing for 1943 were obtained before this paper was written and the manuscript was reviewed by them. Extent of Rock-dusting Statistics on the use of rock dust in the United States during the years 1930-1933, appearing on page 97 of Volume 139 of the Transactions are extended in Table I herein through the year 1941. The results through 1933 did not appear encouraging, but there has been improve-ment since that date. It has always been true that the larger operations were the ones that used rock dust. In 1941 only 10 per cent of the mines in the country used rock dust, but they produced 57 per cent of the coal, employed just under 50 per cent of the miners, and accounted for 52 per cent of the man-hours. Unfortunately, collection and compilation of these statistics are slow procedures, and figures dealing with the tremendous war expansion of the industry are not likely to be available for a year or more. In 1941 the five leading states in regard to percentage of man-hours worked in mines using rock dust were: Utah, 92.1; Wyoming, 79.3; Alabama, 77.4; New Mexico, 72.5; West Virginia, 65.3. In 1857 the Philadelphia and Reading Railroad Company, whose main line extended from Philadelphia to Pottsville, Pennsylvania, with branches into the coal regions of Schuylliill County, made a contract with the Fairmount Rolling Mill, at Philadelphia, for the rerolling of some four thousand tons of iron rails. The essential features of the agreement were that the old rails should be piled with puddled iron and rolled into flats for the rail pile, which latter was • to be of a section seven inches square, and after being heated, and reduced, by rolling, to a bloom of a section about fire inches by six inches, was to be reheated, before being finished into the rail of the T pattern, four inches high, weighing sixty-four pounds per yard. Great care was exercised in the execution of this contract, and the rails being distributed over all parts of the road, gave general satisfaction by their excellent wear. Five years afterward, the principal proprietor and manager of the Fairmount Rolling Mill was elected President of the Reading Railroad, and very many of the rails made under his supervision were still in use in the tracks of the company, of which he had just assumed the management. His first efforts were, therefore, directed to the procuring of more rails of the same quality wherewith to replace those worn out. Here he encountered some trouble, makers refusing to bid because of the details in the specification, the required reheating being the objectionable feature, for which it was generally intimated they would not be sufficiently remunerated for the increased labor, extra coal consumed, and the changes necessary from the established methods of working. Most of the new rails were, therefore, bought, and the old rails rerolled without regard to any particulars as to the manner of piling, heating, etc., each manufacturer furnishing what he deemed the best article possible for the money. THE ore smelted in the Winnamuck furnace during the year 1872 consisted, for the most part, of oxidized ores from the Winnamuck mine, only sixty tons of outside ore (from the Spanish mine) having been smelted. The latter, like the principal Winnamuck ore, was oxidized or so-called carbonate ore. There was mixed with these oxidized ores three hundred to four hundred tons, or 7 to 10 per cent. of galena, some of which was mined with the oxidized ore, while a part was mined separately from the lower portion of the mine, and afterwards mixed with the ore, with a view of preventing the formation of deposits of metallic iron in the furnaces. The average assay in silver of all the ore handled was 51.46 oz. per ton, most of it existing as chloride of silver. The lead contents were 34.98 per cent., all, or nearly all, in the form of carbonate of lead. The relative amount of silver is not at all constant, the best silver ore often being poorest in lead. The predominant gangue was silica, several determinations of which have been made on representative samples, yielding in three such samples 26, 38, and 58 per cent. silica, the latter test being ore containing but little lead. The average contents in silica are about 35 per cent., with 6 to 7 per cent. sesquioxide of iron, and small quantities of alumina and lime. Mechanically, the ore was very fine, and so thoroughly disintegrated that it presented few distin¬guishing characteristics, rendering sorting or separating of ore from waste difficult, and often impracticable. Experiments on a small scale have been tried, with a view to separate the silica by washing; but these were unsuccessful, as the finest slime, requiring a long time to settle in still water, contained a large amount of silver; and on a careful sizing and washing of the sands and coarser parts, the silver contents were found to be less dependent upon specific gravity

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Columbia and British Columbia, to give service to users of Portland cement. ACCIDENT PREVENTION During the early part of the century, there began a complete transformation in the processes of manufacturing cement. Electricity, with its attendant hazards, was beginning to replace steam; huge rotary kilns and tube mills were being substituted for the vertical kiln and "coffee grinder" mill. Only a few far-sighted leaders realized the import of these innovations, and they also recognized the fact that workmen must be protected against the hazards of the new machinery. By their sincerity and firm purpose they infused into the whole industry the concept of industry's responsibility for safeguarding employees. Kansas retained, for the eighth consecutive year, the fourth position in the list of oil-producing states. The total crude-oil production during 1934, as reported by purchasers to the State Corporation Commission, was 45,538,564 bbl. on 97 per cent tank table calculations of the purchasers, or 46,946,973 bbl. as carried on 100 per cent measurement in U.S. Government reports. The corresponding figures for 1933 are 40,008,940 and 41,236,021, respectively. The increase of production over 1933 was due to the rising demand for oil from Kansas, caused principally by three factors: the continued regulation of the producing branch of the industry by Federal and State authorities, which had the effect of reducing illegal production that has been so destructively competitive with Kansas crude and refined products; the normal decline of production in other areas; and, last and best, general increased demand of the public for petroleum products. The price level remained unchanged for the first time in oil history for so long a period. Kansas 36" gravity crude remained at $1 per barrel from September, 1933, and throughout 1934. Price stability and the confidence in the regulation of production to meet the consumer demand, which is increasing, brought greatly renewed interest in Kansas fields. Drilling activity has been largely in the western part of the state where expiration of leases, on large blocks of acreage, assembled before the depression, is forcing either action or loss of the lease investment carried for a long period. The drilling of these many blocks of acreage, previously assembled on geologic information, has caused the opening of more fields than during any previous year of Kansas oil history and is proceeding faster than anticipated a year ago. Interest grows within a successful enterprise, and the momentum caused by the successes of 1934 will continue in 1935 unless unusual conditions arise and end the apparently good opportunity for financial return. Geological exploration methods used in new field discoveries are shown in the tabulation of new discoveries (Table 3).
