The subject of classification is so broad that this discussion is confined to what the author believes is of prime importance in connection with proper grinding and classification. The years past have witnessed many noteworthy changes in fine grinding and classification, which have been accompanied by a readjustment of ore-dressing flowsheets for the preparation of better ground and/or sized products at an expenditure of less power, steel and maintenance than formerly. Nowhere in the industry is more being done in the way of experimental work to lower costs than in grinding circuits, because, at best, grinding costs are high. Recent years have indicated that, on the average, finer grinding has a real application. Without careful preparation of the process feed, no operation can be highly efficient or successful. In an earlier paper, the findings of an extensive survey at representative concentrators were presented1. Also, in the year of 1935, a technical discussion was given by Dr. J. V. N. Dorr (Some Notes on Classification Trends in America) before the Chemical, Metallurgical and Mining Society of South Africa In both papers mentioned, much has been said regarding flowsheets, grinding and classification. The author is very familiar with these papers, having had considerable to do with the actual operation of the flowsheets, as well as large mills and classifiers in the work described. Some data from the second paper have been included in the following discussion. Circulating Load In this particular paper it seems advisable to deal with the classification phases of the work that to a major extent govern the success of any closed-circuit grinding unit. The equipment of a laboratory in which students are to be trained for practical work in metallurgical chemistry presents many difficulties not encountered in the fitting up of a commercial or works laboratory. At an industrial plant the chemical work required usually demands the frequent repetition of a comparatively limited number of methods. In a steel-works laboratory, for instance, by far the larger part of the work consists in making determinations of the usual impurities found in iron and steel; at a smelter the great bulk of the work is confined to the analysis of ores, slags, mattes, and fuels, which involve the frequent application of perhaps not more than a dozen different methods. In a laboratory of this character, therefore, those operations most frequently applied may each have a certain section set apart and fitted permanently with such apparatus as best facilitates the carrying out of this one operation. The work of a commercial or custom laboratory is perhaps more varied than that of a works laboratory, but the couditions are similar in these respects, that there is usually no great need for economy of space, and that a few skilled workmen are employed to carry the determinations through from beginning to end without interruption. On the other hand, the laboratory of a technical school should be planned on such a scale that a comparatively large number of students may work at the same time, and each desk should be equipped for general metallurgical analysis. In most institutions for technical education the student's program is so arranged that his day is divided among several subjects in the course of study; only a few consecutive hours being devoted to one subject, or spent in one laboratory. A series of laboratory tests was conducted to determine the limits of practicability in regulating the weights of various cement slurries. It was found that slurry weights of 12 to 19 lb per gallon could be obtained by adding bentonite to decrease the weight and barytes ore to increase the weight. It was also found that barytes ore was not usable in all cements. LIGHTWEIGHT CEMENT SLURRIES INTRODUCTION During the drilling and completion of oil wells the magnitude of the hydraulic pressures exerted on certain formations is critical. In many cases considerable care must be exercised to prevent drilling mud weights from becoming too high, and in those wells where loss of circulation is a problem, the use of normal weight cement slurries will generally result in lost returns during casing cementing operations. While mud weights can easily be controlled, it is necessary to exercise care in the selection of weight reducing additives for cement slurries in order that slurry weights may be reduced sufficiently to prevent the loss of a large portion of the cement to the thief formations without seriously affecting the setting properties of the cement. EXPERIMENTAL RESULTS An extensive search revealed that a large number of materials .that might have been otherwise practicable as a weight reducing additive were not acceptable for use with oil we cements because the imposition of pressure on the slurries caused the additive being tested to be compressed or to absorb water from the slurries, resulting in negligible decrease in the slurry weight. This search for lightweight additives disclosed that bentonite, a material very commonly used for reducing the weight of drilling muds and cements, produced the best results without undue harmful effects on the properties of oil well cements. (written discussion ?).¬Your secretary requested a brief description of the Russell Sage Foundation, in order that members of the Institute, if they should desire to avail themselves of it, would know what type of service is offered to them through our institution. The foundation was established in 1907 by the gift of Mrs. Russell Sage of $10,000,000 as a capital fund, the income of which is to be spent for the improvement of social and living conditions in the United States. One of the lines of activity which the foundation has felt would lead toward this end is the development and promotion of community surveys; and because the scope and methods followed in these surveys are very similar to the scope and method of much of the institution's work in general, an idea of its main activities can perhaps be given best by describing one of our surveys. Incidentally, it may be pointed out that antecedent to the survey stand at least two important facts: first, the recognition. that communities are active, not static forces, that they develop, that changes in. material and human relationships occur continuously, and that with them come new social and civic problems which must, in many cases, be diagnosed and prescribed for anew; and second, the reality of scientific advances along lines which make possible at least some measure of solution of the problems. Evidences of these changes are abundant; many of them are found in the rapid growth of cities in the last few decades. Some months since, in the Johannesburg gold-fields of South Africa, the attention of the author was directed to certain statements to the effect that the gold-contents of foul or extremely dilute cyanide-solutions could not be effectively precipitated in practice by the usual zinc-method. Such statements caused all the greater surprise, because it is well known that this difficulty is not encountered in other wellknown districts, as, for example, in New Zealand, where solutions containing less than 0.05 per cent. of KCy are regularly reduced in practice to below 1 grain of gold per ton, while in Mexico and the United States almost equally satisfactory precipitations are not uncommon. As a result of these representations, however, the author visited several plants at work in the Transvaal, and noted that while at some few mines the precipitation was really excellent, at others the effluent, after treatment, was much too high in bullion-contents. An investigation into the causes of these unsatisfactory results disclosed the fact that more attention to the close packing of the zinc-shavings in the extractor-compartments tended to improve the results, even with the most dilute solutions. The function of the zinc being one of surface, it stands to reason that a compartment well filled with zinc would be more effective than a half-filled one. Moreover, the quality of the zinc was inferior. This should be in long, tough, thin, light threads; light enough to ignite readily, and tough enough not to disintegrate easily into a slime. The coarse shavings too frequently employed appear to give the reverse of the best practice ; they are brittle, contain less surface, and take up more room. What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. The ore deposit of the Buckhorn Mines Co., Buckhorn, Nev., is peculiar in being a shallow kaolinized mass of material with basalt walls, and having apparently no direct connection with any of the usual gold-bearing rocks. The average ore contains 16 per cent. water of hydration, and the cyaniding of this hydrous clayey material offered unusual difficulties as compared with an average Nevada quartz ore. The orebody was thoroughly developed; then the mill was built according to the latest cyanide practice, with such changes as were thought to be demanded by the peculiar nature of this ore. Upon starting the mill, the ore proved more difficult to handle than had been anticipated. It is hoped that an account of how these difficulties were met may prove of interest to anyone having a clayey ore to handle and to the profession in general. Geology The Buckhorn orebody lies along a north and south fault plane of perhaps 1,000 ft. dislocation, that can be traced for miles; but the only other known mineralization consists of similar ore in the Murphy mine, a mile farther north. The east or hanging wall is hard and smooth, being a typical fault plane. The best ore is along this wall, gradually grading down toward the west until at 30 to 60 ft. it is too low-grade to mine. The country rock on the west consists of alternating layers of hard and soft basalt and basalt scoria, pitching toward the mine. One of these basalt layers on the hillside a little above the mine is marked, for 3 or 4 miles in length, by a line of springs which seep out along it. Perhaps the meeting of the surface drainage, passing down these basalt layers, with the fault-plane solutions explains the formation of the Buckhorn orebody.

In the construction of internal-combustion engines, the cooling of the combustion chamber and pistons is of great importance. In certain types of engines, the adequate dissipation of heat from the bearings is also important. One of the important factors affecting heat dissipation from these parts is the thermal conductivity of the material used. A search of the technical literature shows that, in general, the thermal conductivity of the elements1 has been determined accurately by a number of investigators. The data on the industrial alloys are, however, meager. For an investigation of these alloys, the thermal-conductivity apparatus described in this paper has been constructed at the laboratory of the General Motors Research Corporation. It is desirable that an apparatus for work of this nature should give fair accuracy of results with a convenient form of specimen and a reasonable rapidity of operation. A summary of the different methods of determining thermal conductivity is given in the first volume of the " Dictionary of Applied Physics," pages 429 and 470. The method selected as best satisfying these conditions is that of Griffith, on page 443, with the addition of a guard ring similar in principle to the method used by Berget (P. 445). Briefly, the method consists of heating one end of a bar T, Fig. 1, electrically, measuring the amount of heat transmitted through the bar by a flow calorimeter J fastened to the other end, and measuring the temperature gradient along the bar. Recently Hiller1 reported results on the impairment of the strength of quartz glass rods through wetting, indicating that there was general agreement with the prediction of the Griffith formula in that for the liquids used the rods were weakest in water i.e. the liquid which probably had the greatest free energy of immersion. The Griffith equation predicts that the tensile stress necessary to propagate a crack of length c is where ? is the interfacial free energy, E Young's modulus. Since for a solid immersed in a liquid of surface tension ?L and contact angle 8 at the solid-liquid-gas contact, ?s - ?SL = ?L cos ? where ?s is the surface free energy of the solid. Hence comparison between ?L cos 0 and strength impairment should be possible. In a study of the usefulness of the Kuznetsov pendulum2 as a means of studying rock drillability we have determined the effects of various liquids on the pendulum hardness of Bavarian limestone. The pendulum used had diamond points (Burgess Vibro-graver), a period of 1.14 sec and a total on sample weight of 1191 g. The decline of the pendulum oscillations was recorded by a light beam on light sensitive paper carried on a kymograph. Rehbinder's expression relating hardness to amplitude attenuation as a function of time can be written In A = - (1/H) t + In Ao where A, A, = amplitude at time t and initial amplitude respectively, H = hardness parameter, and t = time. The line of best fit to the experimental points was determined using the IBM 7090 electronic computer, the computer also gave A, by extrapolation to zero time. The results for the various liquids tested are given in Table I and Fig. 1. W. R. Ingalls, since 1905 editor of the Engineering and Mining Journal, retires from that position with the issue of Mar. 22, to open offices in New York City as a consulting engineer. The severing of this connection .will not be complete, however, as Mr. Ingalls will continue as consulting editor, and will handle the metal-market quotations in the Journal which are now the accepted authority for the government settlements of ore importations and the basis of practically all the ore settlements between miners and smelters throughout' the country. No greater compliment can be paid to Mr. Ingalls than this, unless it is the recognized fact that these quotations have been made what they are by his ability and his integrity, which secured for him channels of information vital to the accurate estimating of the market, but denied to anyone else. The Journal, under the. strong hand of Mr. Ingalls, has always been the acme of ethics in technical journalism, and the best wish that can he given to his successor, not yet announced, is that the Journal may long continue to live up to the standards not originated, but so consistently maintained and strengthened by Mr. Ingalls. His spelter statistics are accepted as authoritative wherever the English language is read and zinc ore is mined. He has found time during his very arduous years on the Journal to he the author of several works on the resources and metallurgy of zinc, lead, cadmium, etc.; for 5 years was the editor of Mineral Industry; and was consulting engineer for the Bureau of Mines and joint author of their voluminous and authoritative work on mine safety rules. His retirement from the Journal is a distinct loss to every one of the Journal's readers individually and to the profession as a whole. Universal good wishes go with Mr. Ingalls to his new field, which has for a long time been offering him professional attractions that his confining editorial work has not permitted him to accept.

In the mining and handling of sulphide ores, some degree of oxidation takes place on the sulphide surfaces, which are exposed to the atmosphere. It is, moreover, well known that the oxidation compounds formed are a factor when such ores are subsequently treated by flotation. Modern operating technique and reagents are capable of contending with this condition to a major degree, provided that the proportions of the reagents used are varied correctly. This is particularly true at the Tennessee Copper Co., where the ore treated contains pyrrhotite in addition to other sulphides. A number of soluble salts, some of which are unstable, can be formed during the oxidation of the sulphide ores. Those unstable salts, whose oxygen requirements are unsatisfied, are constantly changing to more stable forms because oxygen reacts with them during the crushing, grinding and other operations of ore preparation. We add no chemicals of any kid to the ore pulp in its preparation for flotation feed. Consequently the only compounds that are present in the flotation feed are those produced by the natural oxidation of the ore in the presence of air and water. The Tennessee Copper Co. ore is composed of from 60 to 70 per cent sulphides and from 40 to 30 per cent non-sulphide material. It is not the purpose of this paper to discuss the nature of these various oxygen-sulphur compounds nor their effect on flotation, but to describe a method for correcting the effect. Suffice it to say that we have found that the reducing sulphur and oxygen salts have a depressing action on our bulk flotation process.' From long experience we find that the best means of correcting for this variation in our work is to increase or decrease the quantity of xanthate, the promoting agent, as the quantity of the reducing salts increases or decreases. "Various methods are used to identify the grain composition of fine-grained materials because so far the best notion of the grain size has not found and there is no single method to define grain size. In practice the most important are the following grain sizes: sieve diameter dt, effective diameter de, substitute diameter d2 and statistical diameter dst. The mentioned sizes are connected with the methods of analyses. Methods are correct but measure of different diameters of grain and their results are different.The most important methods of granulometric composition analyses are the following: the sieve analysis, the sedimentation method and the conductometric (Coulter-Counter) methods. In each of these methods various physical features connected with the grain size are measured.Sizes of grains defined by different formulas or measurement methods are associated mutually by dependencies, which are results of differences in their determination or calculation ways.In order to determine principles of results comparison the classification analysis results on linearly or non-linearly connected was made. Analyses which results demonstrate the same type of grain size distribution are treated as linearly connected. It is based on the general formulae which determines the probability density function of random variable which is the function of another random variable having the known density function.In order to show the difference in the grain composition of the same material qualified by different methods, three methods of investigations were distinguished. They are: the sieve analysis performed on precise sieves, the sedimentation analysis performed by means of a sedimentation balance “Sartorius” and the microscopic analysis performed after preparing a microscopic slide where the grain size was measured by the Martin’s method.The materials selected for the analysis were quartzite and glass, which are the material of high purity.The obtained results of mentioned above three types of analyses were approximated by distribution function of four distributions: Weibull, log-normal, cut Weibull and Gaudin-Schuhman."

Adaptive Processing as proposed in geometallurgy has to rely on spatially interpolated information on geometallurgical parameters like phase composition, size distributions of particles of different phases, grain shape parameters, and portions of value elements in different grains. Using the geostatistically predicted values for adaptive processing, e.g. for the selection of milling diameters, thresholds in physical separation, or choices on using an extra pre-separation step, is typically not optimal. Mathematically this effect is introduced by two forms of nonlinearities: 1) The nonlinear scales of compositions, distributions, and shapes have special properties with respect to geostatistics. Classical geostatistics creates some artefacts for these nonlinear scales. On the other hand, modern geostatistical procedures adapted to these scales do not provide unbiased results with respect to linear transformations of the data (e.g. biased block estimates). 2) Neither economic nor ecological effects (e.g. monetary gain) of processing decisions are linear in the interpolated geometallurgical parameters. These nonlinear transforms are not unbiasedly estimated by the likewise transformed unbiased geostatistical predictions of the geometallurgical parameters. Furthermore, we need to optimize the conditional expectation of the gain, rather than obtain an unbiased estimate. Standard geostatistics as such does not provide the "right sort" of estimates for adaptive processing. A nonlinear kriging procedure is needed to approximate the nonlinearities mentioned before. We propose to solve these problems simultaneously using a nonlinear geostatistical technique for predicting the target function (the monetary gain), rather than to predict the geometallurgical parameters and compute the gain from them. The optimization can then be performed directly on this estimated function. It can be shown that this optimization performed on the conditional expectations, not on unbiased predictions, would yield the best possible processing choice. We propose a procedure choosing the processing parameters on an approximation of the conditional expectation. The difficulties with the classical approach and the effectiveness of this new approach are illustrated by a simplified simulation example with a single processing parameter and a simple dependence on the microstructure.

"The main goals in zinc electrowinning process are decreasing of power consumption and increasing of current efficiency. In this study, the electrowinning of zinc in the presence of different additives in electrolyte were established and Arabic Gum, Gelatine, sodium lauryl sulphate and l-hexyl-3-methylimidazolium hydrogen sulfate in the five levels using Taguchi method was examined. In our previous researches, using orthogonal array, effect of zinc electrowinning parameters such as anode type, current density, sulphuric acid concentration, temperature and zinc ion concentration was studied and the optimized conditions for zinc electrowinning was obtained. Anode composition: Pb-Ag 0.5%-Sn2%-Sb1%, current density (A/m2):500, acid concentration (g/1):165, temperature: 60°C, zinc ion concentration (g/1):70. The main goals in zinc electrowinning process are decreasing of power consumption and increasing of current efficiency. ln this research, the effect of four additives: Gum Arabic, Gelatine, sodium lauryl sulphate and an organic material in the four levels with Taguchi method was examined. ln fact the effect of electrolyte environment and determining the best electrolyte under the optimized conditions is the main aim of this study.IntroductionDue to its low cost and abundance, zinc is widely used in the production of brass, galvanized steel, sacrificed anodes and primary and secondary batteries [I]. Some 80% of world primary zinc production is derived via roast-leach-electrowinning processes [2-4]. In the electrowinning process to both improve final product quality and current efficiency the leachate should be purified [5].To produce zinc a current method is to extractit from acidic zinc sulphate solutions by electrolysis with aluminum cathodes and insoluble lead-based anodes [6]. Though the electrolytic processing of zinc has been performed for many years, there are still current efficiency problems in the cathodic process. These low efficiencies (88- 93%) have a serious impact on the costs associated with the energy consumption. On the other hand, these low efficiencies increase energy consumption and decrease the quality of the surface morphology [7- 8]."

In flotation where a bulk flotation concentrate is produced or a gangue sulfide such as pyrite contaminates a concentrate, residual collector has to be removed from the sulfide surfaces to allow selective separation in a subsequent flotation step. Depending on the sulfide mineral, the main species that needs to be removed when using a xanthate collector is either a metal xanthate or dixanthogen. For the identification of surface species, specific solvents may be used to remove each species û metal xanthates are known to be soluble in acetone whilst dixanthogens are known to be soluble in non-polar solvents such as diethyl ether. Xanthates break down with time, temperature and pH into various decomposition products. The major decomposition product is dixanthogen which can aid flotation but other products such as perxanthate and carbon disulfide can have an adverse effect on flotation. Various analytical techniques can be employed to monitor the formation of decomposition products on the surface of the mineral and in solution. The best of these is ultraviolet spectroscopy as it has diagnostic peaks for decomposition product determination. In this work two approaches were taken to understand the relationship between the flotation of a chalcopyrite and pyrite from an ore containing these two minerals. One approach was to remove the xanthate species with an organic solvent and then use ultraviolet spectroscopy to determine the concentration of dissolved species. The second method involved measuring xanthate decomposition in solution by measuring the residual xanthate concentration using ultraviolet spectroscopy. These experiments confirmed the species adsorb at the surface of the mineral and how these species affect the recovery and grade of the valuable mineral. In both cases pH and temperature were varied and two xanthate collectors (SEX and PAX) were used to study these relationships. These relationships could be applied to industrial flotation systems and allow for more accurate determination of optimal xanthate dosage and hence save on reagent costs.

DIVERSITY There are plenty of examples to show that diversity has been the fundamental downfall of many organisations, particularly when you consider the international position. What about core business, the return of companies to key competence directions and market focus. The stockmarket for instance defines groups and companies in key groups of core business. The expectation is that companies toe the line and do not diversify across their areas of defined expertise. In essence, the market has given notice that the requirements are to focus and stick to our core business. So what right does the conference have to suggest that diversity is the key to prosperity. Hasn't the organiser read the book, studied the history, listened to the market - obviously not. Have they got it wrong, My feeling and belief is no - the organisers have got it right. However, the matter is not as simple as first perceived. What is Diversity, or Diversification as I would prefer? Is it a product position? Is it a geographic position? Is it an expansion or change in services offered? Does a gold mining company diversify into copper or diamonds or aluminium or nickel? Does a gold miner in Australia diversify into China or Kazakhstan or West Africa? How do the two relate? They don't. A successful company will always possess a 'core competence' not so much a 'core business'. The best example of this is the service company extraordinaire - McDonalds. They don't sell hamburgers or french fries, they sell a service, a convenience, a lifestyle. The core business is hamburgers and if McDonalds were to diversify further into new styles of hamburgers, I suggest to you they would fail. But if McDonalds were to diversify into other products based on their 'core competence', provision of service, then I would suggest to you they would be very successful. THE electron diffraction pattern as seen in the electron microscope represents an approximately plane section of the reciprocal lattice. Identifying the zone axis of a diffraction pattern is often laborious for a crystal of low symmetry, especially if several crystal orientations are present. A program has been written in FORTRAN II (Version 2) for the IBM 1620 which will assist in plotting out reciprocal lattice sections. The calculation is performed by choosing a zone axis [uvw] and determining the d spacings and angle between the planes (Ow - v) and (wO - u). (This procedure is varied slightly for zone axes with Miller indices equal to zero.) Cartesian coordinates for the reciprocal lattice points are then calculated for these planes and for (ww— [u + v]). Any reciprocal lattice points within the parallelogram formed by the origin and these three points are then computed. The input and output are best described by use of an example (Monoclinic ZrO2) used in the author's work. Input consists of two cards: 1) The crystal parameters: a, b, c, a, 8, y, e.g., 5.1477, 5.2030, 5.3156, 90.000, 99.380, 90.000. 2) Three numbers, D, E, F, e.g., 5, 3, 3.0710-the first is the limit of the sum (u + v + w) considered; the second limits the absolute value of u, v, and w to (E- 1), e.g., 2, so that zones (221) would be the highest order considered in this example; the third, F, is the required constant, yL. "Zeolites are naturally occurring as hydrated aluminosilicate minerals. They belong to the class of minerals known as “tectosilicates” and are related to the common minerals feldspar and quartz. Seven natural zeolites that occur in large, commercially exploitable deposits, are: clinoptilolite, chabazite, mordenite, phillipsite, erionite, analcite, and ferrierite. Among them, clinoptilolite is the most abundant one and is not the best known, but is one of the more useful natural zeolite. Clinoptilolite [(Na3K3) (Al6Si30O72) 24 H2O] is very closely related to heulandite and is currently being considered for disuse it self as it may just be a variety of heulandite. It differs from heulandite significantly only in its enrichment in potassium and slightly more silica and it is argued that a separate mineral is not needed.There are large zeolite deposits in western part of Turkey. The sample used in this study was taken from the Gördes region of these deposits. Screen, chemical, XRD and mineralogical analyses were used to determine properties of the natural zeolite sample used in this work.According to the size distribution of the sample, it is found that the zeolite sample used in this study is below 1 mm in size and almost 80% of it is below 0.5 mm. X-Ray Diffraction (XRD) and mineralogical analyses show that the natural zeolite is found to be in the forms of clinoptilolite and heulandite. Clinoptilolite forms as a devitrification product of volcanic glass in tuffs. Quartz, clay minerals, orthoclase, plagioclase, biotite, seruzite-muskovite and epidote were observed as impurities. XRD analysis also shows that the sample contains approximately 58-60% clinoptilolite, 5% quartz, 5% feldspar, 10% smectite, 5- 10% illite and mica and remaining volcanic tuffs. Several types of mineral processing methods were performed in order to remove impurities from the natural zeolite sample to produce high purity zeolite. Gravity separation methods such as shaking table and superpanner were carried out for separating heavy minerals, while high intensity dry magnetic separation was used for discarding magnetic minerals."

IN the mining and handling of sulphide ores, some degree of oxidation takes place on the sulphide surfaces, which are exposed to the atmosphere. It is, moreover, well known that the oxidation compounds formed are a factor when such ores are subsequently treated by flotation. Modern operating technique and reagents are capable of contending with this condition to a major degree, provided that the proportions of the reagents used are varied correctly. This is particularly true at the Tennessee Copper Co., where the ore treated contains pyrrhotite in addition to other sulphides. A number of soluble salts, some of which are unstable, can be formed during the oxidation of the sulphide ores. Those unstable salts, whose oxygen requirements are unsatisfied, are constantly changing to more stable forms because oxygen reacts with them during the crushing, grinding and other operations of ore preparation. We add no chemicals of any kind to the ore pulp in its preparation for flotation feed. Consequently the only compounds that are present in the flotation feed are those produced by the natural oxidation of the ore in the presence of air and water. The Tennessee Copper Co. ore is composed of from 60 to 70 per cent sulphides and from 40 to 30 per cent nonsulphide material. It is not the purpose of this paper to discuss the nature of these various oxygensulphur compounds nor their effect on flotation, but to describe a method for [ ] correcting the effect. Suffice it to say that we have found that the reducing sulphur and oxygen salts have a depressing action on our bulk flotation process.1 From long experience we find that the best means of correcting for this variation in our work is to increase or decrease the quantity of xanthate, the promoting agent, as the quantity of the reducing salts increases or decreases. Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."
