ABSTRACT Aurora Energy Ltd. is considering a 10,000 t/d process plant to produce 97 million lb (43,998,460 kg) of U3O8 over a 17-year project from uranium deposits in coastal Labrador. This paper summarizes the test work, mostly done by SGS Mineral Services in Lakefield, Ontario, and the economic studies supporting flowsheet selection. The proposed flowsheet includes semi-autogenous grinding (SAG) and ball milling, acid leaching using air/SO2 as an oxidant, and resin-in-pulp (RIP) extraction of uranium from the leached slurry. Other unit operations examined include ore sorting, heap leaching, liquid- solid separation, solvent extraction, and nanofiltration for eluate upgrading. We also review the extensive environmental test work and studies that were completed.

This report of the Federal Bureau of Mines presents a laboratory procedure, with the requisite equipment, for electrowinning ingot (liquid) cerium metal from a fused-fluoride bath, the metal purity being about 99.9 percent. Physicochemical studies, including bath properties and electrochemistry, are included, with a speculative model of the mechanisms involved. An historical review of the methods used for electrowinning misch metals and yttrim-group metals, as well as individual rare-earth metals, is presented. The electrolytic preparation of metal from fused salt and nonaqueous media is summarized, along with the unsuccessful attempts at depositing the metals from aqueous solutions.

"Pressure leaching and pressure oxidation in autoclaves are important alternatives in the extractive processing of gold, copper and nickel ores. The application of advanced control to pressure leach and pressure oxidation autoclaves could achieve significant benefits as has been shown in alumina pressure leaching. This paper compares and contrasts alumina digestion autoclaves to other mining autoclaves with respect to advanced controls. The application of advanced control in alumina with over 30 units controlled worldwide, and its benefits will be reviewed. The design and potential benefits from advanced control for pressure oxidation and leaching will be presented.INTRODUCTIONIt is this author's position and the purpose of this paper to propose that advanced control could be effectively applied to autoclaves in the nickel, gold, and copper mining processes. This is based on the proven effectiveness of advanced control on autoclaves used in the alumina industry for pressure leaching of bauxite ores. Incremental, but significant increases in production could be realized by applying advanced control to autoclaves, as evidenced by the alumina industry, and this not being implemented in other autoclaves in the mining industry.In addition, today the mining industry is being challenged to improve their production methods. In some markets like nickel, there is pressure to improve productivity and reduce the cash cost per ton. While in other markets like copper and gold, demand is vigorous with favourable pricing, and there are advantages to increase production and productivity given limited plant capacity. Advanced control has proven its capability to improve mineral processing operations through increases in throughput, recovery, as well as reducing variability. In today's mines, autoclaves are being used to a much larger scale and with much larger importance, thus it would be beneficial to improve operational performance through the use of advanced control.Accordingly, it is the author supposition that an opportunity exists in the mining industry to use a proven advanced control technology to improve the operations and financial performance of mines using autoclaves."

The Bureau of Mines evaluated 42 composite samples from selected Michigan-Wisconsin iron formations by reductive roasting-magnetic separation and flotation at minus 325 mesh. Samples having poor to marginal response on initial examination by conventional methods were reevaluated by finer grinding, by reagent suite modifications, and by selective flocculation-desliming techniques. Results ranged from excellent on Menominee Range samples to relatively on Gogebic Range ores. Marquette Range samples ranged from responsive to nonresponsive, depending upon grain size and mineral association.

The development and use of short-lived radioactive tracer methods for the on-stream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a-large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

Bureau of Mines researchers investigated the combined effect of copper and tin additions on the mechanical properties of hot-rolled steels. Wrought steels containing 0.2 wt-pct C and up to 0.2 and 1.0 wt-pct Sn and Cu, respectively, were made and evaluated by conducting tensile and impact tests and electron-beam microprobe and electron microscopy examination. Tin additions did not significantly affect the tensile properties of steel at different copper contents in the hot-rolled condition. Tin lowered the copper content at which strengthening by copper precipitation normally starts, 0.8 wt-pct, and decreased the strength of steel aged at 1,022° F (550° C). The most adverse effect of tin was lowering the notch toughness of steels at most copper contents.

I welcome this opportunity to appear before you and to review briefly the various health and safety services of the Bureau of Mines available to the mining industry, other than coal, and also to tell of our plans for extending these services to improve safety and health conditions. The Bureau's health and safety activities are basically services by which we attempt to develop and disseminate information on improved techniques in mine accident prevention and promote mine safety education in the mineral industries. Unfortunately, some mining companies, particularly some of the smaller operations, seem to be unfamiliar with these services, The Bureau of Mines is charged by law with the responsibility for inspecting coal mines; other services to the coal mining industry and are provided only on request, Safety inspections and other services that we offer are provided for noncoal mining industries solely upon request.

The creation of an accurate and precise enough database requires the collection of many representative samples, subsampling and assaying them without destroying their integrity. The selection and implementation of sampling protocols often lead to severe difficulties, making the unaware practitioner vulnerable to massive exploration, feasibility and operating failures. Therefore, there is no substitute for a good understanding of the Theory of Sampling (TOS). Either because of ignorance, or because of short-term economic reasons, failure to comply with many stringent conditions can be devastating for the validity of a feasibility study, leading to false evaluations, to the abandonment of a viable property, or to the exploitation of one that is not profitable. All these failures have something in common: insufficient duplicate sampling, subsampling and assaying were performed; very important, preliminary heterogeneity tests were never performed; for short-term economic reasons, poor sampling and subsampling protocols were selected, second-class sampling systems and weightometers were installed and poor preventive maintenance and cleaning were implemented;and sampling experts were called only when the project was obviously in trouble. The conclusion is clear: in due time, iterative auditing of sampling practices is an insurance policy against massive financial losses for the company involved. A complete, comprehensive 100 point checklist of sampling Quality Assurance and Quality Control is provided, so critically important details to ensure success are not forgotten.

Rock samples were taken, away from zones of mineralization , from seven sections of five rhyolitic zones as define d by Spence (l967) in the Noranda area. The purpose of the investigation was to test whether there were intrinsic differences between the zones which would differentiate between non-productive zones and productive zones. For the elements sought (major elements, Cu , Pb , Zn and S) , no clear chemical difference between the zones was found. Thus, identification of a favour able zone from the over -all composition of the zone does not appear promising. Within sampled sections, there is no clear gradual compositional change up through the sections. A capping of highly siliceous massive rhyolite is present in five of the sections sampled. A layer of relatively basic material occurs near the base of individual units. The third (mine zone) and later zones contain abundant pyroclastic material, where as the non-productive zones do not.

Pressure leach autoclave circuits are employed in the leaching of ores, concentrates, mattes, alloys and intermediates for the recovery of metals into solution. Once the metals are extracted into solution the value metals can be recovered by hydrometallurgical means such as by purification followed by electrowinning, hydrogen reduction, pyrohydrolysis, crystallisation and other unit operations. In many of these integrated flowsheets the pressure leach step is pivotal to the recovery of the value metals from the host material. In an expansion or a new project, a large component of the capital cost can be associated with the pressure leach step and process engineers frequently look for opportunities to mitigate costs. This paper examines a new route for increasing the capacity of an exothermic pressure oxidation leach for sulphide concentrates, sulphide and phosphide mattes and alloys.

In open pit blasting, energy is released and transmitted through the geology. Negative effects can impact operations and can affect mine production. This paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. It includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blast-induced ground motion.

The thermodynamic data necessary for the quantitative treatment of Metal-NH3- H2O systems at elevated temperatures are lacking in the literature. As a result discussions of the chemical basis of high temperature processes, such as leaching and hydrogen reduction, have tended to rely on low temperature thermodynamic data. In this paper a critical review is presented of the available high temperature data for metal ammine formation in aqueous systems, and methods are suggested to enable extrapolation of elevated temperature stability constants from low temperature thermodynamic data. Predictions of the Van't Hoff Lsobar, the simple cation Correspondence Principle (whereby metal ammine complexes are treated as simple cations) and Helgeson's Electrostatic-Nonelectrostatic Model are compared with the available high temperature stability constants for nickel ammines. Up to 80 °C all three estimation methods yield results which are in agreement with experimental data. However, serious deviations occur at higher temperatures; the various models overestimate the stability constants in the order Van't Hoff Isobar > electrostatic-nonelectrostatic model > simple cation Correspondence Principle. Using the experimental nickel data as a basis, a method is presented which permits reasonable estimates to be made of the stability constants of metal ammine complexes for temperatures above 80 °C.

The effect of temperature on the physical properties of structural materials has been the subject of many investigations during the past decade. The literature on the effect of elevated temperatures. is voluminous, and during the last four years a great deal of experimental work has been carried out on the effect of low temperatures on the impact properties of steel. For many engineering purposes it is important to know the shock resistance of steels at low atmospheric temperatures, and with the ever-developing field of refrigeration and separation of materials at low temperatures, the normal limits of atmospheric temperature have been exceeded in practice. Iron and its alloys in the unnotched condition have a high impact strength at low temperatures, but in practice variations in type of notches result either from design or accidentally through scratches and surface or internal defects. A study of notched bar impact tests is, therefore, highly important to the engineer. A survey of the literature on low temperature impact testing indicates that chemical composition, heat treatment and method of testing have been the variables which have been considered in most previous work. In only a few instances has any mention of the steel- making method been mentioned and in these the comparison was between steel-making processes and not between steel-making methods on the same process. In view of the wide variations in impact properties at room temperature, in quench and strain ageing and in grain growth of steels of identical chemical composition, (by this is meant the usual five element analysis reported), it was felt

This paper is concerned with an analysis of a number of failures of large-size, hypervelocity light gas gun chambers and barrels. A brief description of the light gas gun principle and of the various types of guns is first given. The failures and the investigations carried out are then described in detail, with the failures divided into two groups. The first group comprises those failures caused by certain conditions to which the guns may be submitted, and includes, for example, severe local heating of the bore surface causing hardening and cracking of the steel. These conditions were accidental and steps were taken to prevent them. The remaining failures were due to faults in the material or in the heat-treatment, manufacturing or assembling procedures. Specific problems, such as hydrogen embrittlement, and the use of high strength gun barrels above their ductile-brittle transition temperature by preheating prior to firing, are briefly considered. Acid mine drainage is a serious water pollution problem, for its contaminants will eventually effect the quality of the receiving streams. According to the Appalachian Regional Commission (1969)1, 10, 500 miles of streams have been polluted by mine drainage, and 70 percent of this acid pollution is accounted for by underground mines. Due to the severe damage to aquatic life, to recreational and industrial use, and to domestic water supply, more stringent mining and anti-pollution laws have been legislated and coal mine operators are required to treat the mine water discharges to meet the minimum standards. For years now, abatement and treatment methods have been extensively studied. Progress reports presented in the Fourth Symposium on Coal Mine Drainage Research, 1972 1 suggest that a thorough investigation and understanding of the basin discharge is necessary in order to cope with the mine drainage problem. The extent of mine water discharge contamination can be considered as a function of the basin streamflow and acid generation load.' A conservative treatment cost estimation these days is $0.40 per 1, 000 gallons for water with 100 ppm iron, 500 ppm acidity. These figures need not include collection and pumping costs nor the cost of dispersing of chemical waste by-products. To achieve optimal abatement and treatment of mine drainage, predictions of the quantity and quality of mine water discharges are needed. Basin discharge is a continuous process and it can be considered as a. macro-system. This system can be subdivided into micro-systems to describe the various mine discharge .types in the basin. The mining activities could produce acid water discharges from deep mines, stripmines, or associated gob piles. A total study entitled ?Resource Allocation to Optimize Mining Pollution Abatement Programs?* will consider all of these sources. However, this paper will discuss only one micro-system, the drift (deep) mine type. We will look at a single mine and its watershed. The total research project considers a multiple mining complex in an extensive stream basin.

The homologous series of saturated fatty acids investigated in this study generally show a steady gradation of properties with chain length. The solution pKa values were assumed constant at 4.9, however reported pKa values could be lower or higher. Hematite flotation response and surface pressure for aqueous solutions of these fatty acids were measured as a function of pH. For the shorter chain fatty acids, the undissociated acid was shown to be the predominant surface active species with flotation, supplemented by the physical adsorption of acid anions as the chain length increased. The reduced solubility of the longer fatty acid carbon chains made these reagents ineffective as flotation agents. The maximum flotation response of hematite using tetradecanoic acid corresponded with the precipitation edge of the reagent. The results show that the values of surface pressure of the surfactants are not always a good indication of their effectiveness as flotation collectors.

Although the Mt Charlotte gold resource was discovered in 1893, it was only in 1954 that geologists correctly interpreted drill data and defined a large low-grade orebody. The mine has been a large, low-cost and profitable producer since 1962 when bulk mining commenced using cut and fill. From 1968 a combination of long hole open stoping with delayed mass blasting was used. This proved to be an excellent mining method for the large, separate subvertical orebodies. The structured but otherwise good quality rock allowed very large stopes to stand unsupported. Exceptionally large equipment, for its time, was used to efficiently mine, muck and move the ore at low-cost. The mine only just survived severe cost pressures in 1974-76, due to very low gold prices. Better gold prices in 1979 and a need to access deeper ore meant a bold commitment to sink the Cassidy Shaft and refurbish the mine to sustain future profitability. In 1997 the Sam Pearce Decline connected to the underground workings, making it profitable to mine upper level remnant ore. Mining-induced seismicity has been a feature of mining at Mt Charlotte. The main cause has been shearing on structures. A mine-wide seismic system was installed in 1994. Large seismic events have occasionally made management question whether a safe working environment can be maintained. Thorough investigations led to an understanding of the problem and development of procedures to minimise seismicity.

Our present and future needs for base and previous metals are not satisfied by the present rate of new viable discoveries. This deficiency can be met by increasing the number of competent exploration organizations and by doing a more effective job of prospecting. My principal purpose is to show that new discoveries can be increased by improving the use of exploration techniques in a concept-oriented exploration program. Exploration techniques are defined and classified. The effectiveness of many exploration groups can be improved by better definition of objectives and thorough planning of the exploration program. The role of objectives, planning, and the use of techniques are discussed within the scope of the exploration framework. Common pitfalls in the use of exploration data are identified such as: inconsistency of geologic measurements, negative use of data, indiscriminate use of geo-surveys, collection of irrelevant information, and the unrealistic desire for exploration panaceas. Suggestions for improving the use of techniques include the use of multiple-working hypotheses, improvements in the quality of exploration data, use of geology in the selection, planning and interpretation of geochemical and geophysical surveys, and the recognition of variables and limitations affecting the interpretation of exploration data. The critical role of geologic mapping by Federal and State agencies is mentioned for satisfying the continual exploration demand for better geologic maps and filling many gaps that currently exist. The importance of imaginative and qualified exploration personnel is discussed as well as the maximum utilization of their exploration creativity. The problem of integrating field studies, research and training at universities and research institutions is identified. The need for high-quality research in economic geology is emphasized especially the importance of reducing the steadily increasing gap between basic and applied research.

Two commercial nickel solvent extraction plants treating laterite leach solutions and using LIX®84-I have been operated in Australia. These circuits employ similar extraction chemistry but differ in their leaching and stripping operations. An alternative process involving elements of both can be conceived. The preparation of the feed solution to solvent extraction plays an important role in nickel extraction using LIX®84-I and the special features of manganese removal and cobalt oxidation in the preparation of the PLS are discussed. This paper compares these three circuit configurations with special reference to the extraction and reductive stripping of cobalt, the transfer of zinc and copper to the strip aqueous, ammonia transfer and sulfur transfer. Pressure hydrometallurgy operations require vessels to be lined with an impermeable membrane for corrosion protection and one or more courses of refractory or ceramic brick. Examples of unit operations that utilize composite lining systems include pressure oxidation autoclaves, sulphide precipitation autoclaves, chloride leach reactors, flash vessels, cyclone separators, and direct contact condensers (heater vessels and quench vessels). The refractory lining must satisfy multiple requirements: it must thermally insulate the membrane from process fluid, be structurally stable, provide erosion resistance, be chemically compatible with process fluid, and provide an economic service life. New hydrometallurgical processes are pushing the pressure, and temperature, with each new generation of plants. A fundamental understanding of all factors affecting the mechanical stability of the lining system is essential as lining designs move further away from the industry's experience base. The impact of irreversible chemical swell, operating factors, design factors, and installation factors are presented based on modifications to the traditional one-dimensional mechanical stress model. A new stability criterion - that the brick lining remain in contact with the steel shell membrane - is presented. This new stability criterion imposes new restrictions on the lining design.The effect of geometry and adding additional degrees of freedom to the analysis is explored using two-dimensional and three-dimensional Finite Element Analysis (FEA). The effect of these additional degrees of freedom on the results of the one-dimensional model are discussed.
