PUBLIC debts, and the policies guiding public finance in Canada today, are in such a state that every intelligent citizen should be familiar with them, and should be concerned about them. None of you have robe reminded that taxes have already risen to a point where they both annoy and hurt you, but they should also alarm you; alarm you, not so much because of the taxation, but because of the mounting expenditures represented by that taxation. I have no hesitation, therefore, in presenting a paper dealing with public finance at a meeting of the Mining Institute, since all present are concerned,. both as individuals and as representatives of the industry. Moreover, it is important that engineers, particularly, should become better acquainted with the interlocking relationships of economics, public finance, government, and technology. While I am neither an economist, a tax expert, nor a chartered accountant, I shall try to tell you, from my viewpoint as an engineer and an interested voter, the story of public finance in Canada today and of certain causes and effects, and I shall venture certain conclusions. In doing so I may merit criticism by experts, but I will risk this in the hope that sufficient interest will be stimulated in the subject to persuade you, as individuals and as groups, to advance, or to institute, your own studies in public finance, and in turn to interest others. I hope that some of the ideas which will be expressed, or which may develop, will bear fruit. I fully realize that several eminently qualified men have spoken on this subject during recent months, and that many authoritative articles have been written. However, I approach it with confidence, because I propose speaking to you not as an authority, bur as one of you, having similar interests and similar engineering knowledge, who only a few months ago became particularly interested in the subject, studied it, and who now sets before you a summary of his findings, with the conviction that the situation is so serious that constructive planning and constructive action by all thinking citizens are imperative.

Several promising systems for selectively oxidizing the iron in an iron-tin alloy commonly called "hardhead" were investigated in a research project conducted to devise a method for recovering tin from this troublesome alloy. A satisfactory oxidation method was developed and tested successfully on melts of 2,000 grams. Molten hardhead (near 1,080° C.) was blown with air to oxidize iron and leave tin in the reduced state. Recovery of available tin was 96 to 98 percent. Tin products contained 2 to 0.1 percent iron which was reduced to 0.06 percent by filtration at 250° C. Iron oxide formed during oxidation was absorbed by a fluid flux cover composed of 43 percent silica, 17 percent burned limestone, and 40 percent fused borax. Less successful but nevertheless promising results were obtained with mixtures of steam and hydrogen which were sufficiently selective at temperatures between 600° and 950° C. but did not result in complete oxidation of iron. Carbon dioxide-carbon monoxide mixtures also oxidized iron selectively but incompletely. Both stern and carbon dioxide systems produced sufficiently encouraging results to additional research on these systems.

Biosorption of heavy metals can be an effective process for the removal of heavy metals ions from aqueous solutions. In this study, the adsorption properties of Rhodococcus opacus biomass for Pb(II) and Cu(II) ions was investigated. The effects of initial pH, initial metal concentration and biomass concentration on biosorption efficiency were studied in a batch system. Results showed that the initial pH would play an important role in the Pb(II) and Cu(II) ions removal by R. opacus and affected the zeta potential of R. opacus. The equilibrium adsorption was reached with 60 min. The Langmuir and Freundlich models were used for describing of adsorption isotherm data. The maxi-mum adsorption capacities of biomass were determined as 94.3mgg-1 and 32.2 mgg-1 for the Pb(II) and Cu(II) ions, respectively. The experimental data fitted to pseudo second order kinetic model. Adsorption capacity of Pb(II) ions was found to be reduced by the presence of the other competing metal ions in the system. The FT-IR results of R. opacus biomass showed that biomass has different functional groups and these groups are able to react with metal ions in aqueous solution.

"AbstractThis paper provides a rough outline of economic expectations for the near future and then goes on to discuss their effect on the expected demand for metals, using zinc, copper, nickel and aluminum as detailed examples.IntroductionMINING, as you are all painfully aware, is a cyclical business. We believe that it will remain so as long as there are economic cycles.The fortunes of the industry are tied to those sectors of the economy where decisions can be postponed until more favourable times: automobiles, housing, appliances, inventory building and capital spending. Over the past two years, while U.S. GNP fell by 3.8%, automobile production declined by 31 %, from 9.7 million units in 1973 to 6.7 million in 1975. Housing starts plummeted some 43% from 2.1 million units in 1973 to 1.2 million in 1975. Little wonder that U.S. copper consumption fell by 37% and zinc consumption by 38% over the same period.With the rest of the world's economies moving in unison with that of the United States, it is also not surprising that times have been tough for mining.Arthur Burns, chairman of the U.S. Federal Reserve, contends that each recession sows the seeds of its own recovery. The worse the recession, the better the subsequent recovery. If this is true, then the lot of the mining industry should improve significantly over the next two to three years."

Two key elements in the design of a pastefill or high density hackfill system are the preparation of the backfill material and its distribution underground. This paper examines these two areas. Owing to the essentially impervious nature of total mill tailings, preparation of pastefill and high density fill from current tailings involves a physical dewatering process. There are currently three methods available for this process: I. Vacuum or pressure filters. These represent the 'traditional' approach to the preparation of pastefill. 2. Paste production storage mechanism. This is a thickening/storage mechanism developed with the specific objective of producing paste/high density backfills. 3. Fluidization. This system utilises silos fitted with simple dewatering devices and nozzles. Recently developed by CANMET, it provides the simplest and most economical approach. This paper describes and compares the three preparation methods, from a practical and an economic point of view. Once the pastefill/high density fill has been prepared and binder added, the backfill must be distributed underground into the stopes. A fundamental factor in the design of a distribution system is the rheology of the material- No two materials will exhibit the same properties, and a sequence of rheological and related testing is required prior to the completion of the design of the underground distribution system. This paper covers the testwork normally required and discusses the fundamental design parameters of pastefill distribution systems. The final section of this paper summarises the use of pastefill at three mincsin Canada.

The U.S. Bureau of Mines has established a wire rope research laboratory to examine the factors that affect the life of wire rope. Ropes of sizes ranging from 3/4 to 2 in. in diameter and from 2 to 35 ft in length were tested to determine their breaking strength, elongation, and torque. This was done to characterize the test equipment on ropes used in mine hoisting systems.

"Confidence in the design and stability of an undercut cemented rockfill (CRF) span requires a thorough understanding of its emplaced material properties. The unconfined compressive strength (UCS) of cast 6×12-inch QA/QC cylinders is typically used as an index test to track the performance of a backfill plant. However, these strengths need to be adjusted for oversize aggregate removal and sample size effects if used to estimate the emplaced UCS. UCS testing of 6×12, 12×24, and 18×36-inch cast CRF cylinders was used to quantify the relationship between readily available 6×12-inch QA/QC strength data and the emplaced UCS. Test results indicate that the UCS of 18×36-inch cylinders is roughly 40% of the 6×12-inch UCS for similarly compacted samples. Mine QA/QC data indicate that the UCS of CRF is highly dependent on the degree of compaction as measured by bulk density. Based on these results, knowledge of the emplaced CRF density compared to 6×12-inch QA/QC density is also necessary to estimate the emplaced UCS. The scale effect reported in this study is more pronounced, compared to current understanding of backfill properties discussed in the literature, and underscores the need for further site-specific testing. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SRMD), in cooperation with Barrick Gold Corporation, is conducting research with the goal of determining a relationship between 6-inch QA/QC cylinder strengths and the in-place strength of cemented rockfill (CRF). CRF cylinders with dimensions (diameter × length) of 6×12, 12×24, and 18×36 inches were cast onsite at the Turquoise Ridge Joint Venture (TRJV) and Cortez Hills Underground (CHUG) mines using CRF mixed at the mines’ respective batch plants. UCS tests were performed after 28 days of curing to estimate the size correction factor for each mine’s CRF. This paper presents an overview of the mix designs, sample collections, testing methods, test results, and an estimate of the UCS size correction factor for CRF at these mines. BACKGROUND Underhand cut and fill mining methods utilizing cemented backfill are common in underground metal mines in the United States. These methods are advantageous for controlling weak or highly stressed rock mass conditions by creating an engineered material that can be placed in openings, forming a beam that provides a safe, stable back for the next undercut. Increased use of underhand methods in the last 30 years has greatly improved safety in many cut-and-fill mines. However, with the continual push for more efficient and cost effective mining, there is a need to thoroughly understand the geotechnical properties of cemented backfill to assist in designing safe, stable openings while optimizing costs and production schedules."

Vertical magnetic surveys have been made over about 3, 150 miles of the crystalline area of east-central Alabama. A contour map (100-gamma interval) showing regional magnetic anomalies has been prepared (scale 1:250,000) from data points located at quarter-mile intervals on all public roads. Small one- and two-station anomalies were eliminated, leaving only areally extensive anomaly features associated with regional geology. The regional gradient was "filtered" from the basic data and the resulting magnetic configuration compared to the regional geology. Regional lines of vertical magnetic intensity trend northeast and follow the structural framework of the area. Correlations can be made between a large number of geologic and magnetic features. The strongest regional anomalies are associated with the Goat Rock, Bartletts Ferry, Towaliga, and Brevard fault structures. The Inner Piedmont area is characterized by a broad regional high. The magnetic values of the northern Alabama Piedmont grades gently northwestward, disrupted occasionally by elongate highs and lows associated with amphibolites or granites. Scattered throughout the Piedmont are anomalous areas of high magnetic intensity; some are related to magnetic-bearing rocks, and some Indicate possible mineralization. Introduction The copper smelter of the Hudson Bay Mining and Smelting Company, Limited was constructed to handle the concentrates produced by the concentrator, the residues from the zinc plant, concentrates from Sherritt-Gordon Mines, Limited, and other custom material that might be available. Construction work was started in 1929 and the first concentrates were smelted in November, 1930. From that time until June, 1931, the operations were more or less of an experimental or tuning-up nature. In designing the smelter, it was believed the following tonnages would be available for smelting per day: Copper Tons Content H. B. M. & S. Co. concentrates 331 14.0 per cent H. B. M. & S. Co. zinc plant residues 77 2.5 per cent Sherritt-Gordon concentrates 200 20.0+ per cent Consideration was given to wet-smelting the charge, but, in order to give greater flexibility to the operation, it was finally decided to roast the concentrates before smelting. Briefly, the smelter equipment consists of three Nichols-Herreshoff roasters, one reverberatory furnace, two Peirce-Smith converters, a Walker casting wheel, and a four-unit Cottrell plant, two units' for the roaster gases and two for the converter gases. A general plan of the smelter is shown in Figure 1. Prior to the commencement of smelter operations, a stockpile of about 9,000 tons of concentrates had been built up by the concentrator and the old pilot-mill. The zinc plant was in operation, but the equipment for drying the residues at the smelter had not been completed. Sherritt-Gordon did not commence their shipments of concentrates until April, 1931. The only flux available was barren sand from a pit ten miles south of Flin Flon, adjacent to the railway. Several small deposits of metal-bearing siliceous ore had been discovered in the district, but none of these were sufficiently large to be considered as a source of smelter flux. At the beginning of March, 1931, the entire stockpile of concentrates had been consumed, and available tonnage for smelting was limited to the daily production of the concentrator.

Over forty years of uranium mining in the Elliot Lake region of Ontario (1956–1996) has resulted in the production of over 300 million pounds of uranium. With the completion of mining activity, Rio Algom Limited and Denison Mines Limited are utilizing progressive environmental technologies and management systems to reduce and manage the environmental risks associated with the 150 million tonnes of potentially acid-generating tailings in nine regional waste management areas. Water covers designed to reduce oxygen entry and, thereby, significantly inhibit acid generation, have been applied at six of the sites with the Quirke site serving as a demonstration site for the Mine Environmental Neutral Drainage program. All five of Rio Algom Limited’s effluent treatment plants are monitored and controlled from a central control station utilizing a Supervisory Control and Data Acquisition (SCADA) system based on “Fix Dmacs” technology. Scheduling, auditing and reporting of plant operating and environmental monitoring programs for the entire watershed are controlled utilizing the Regional Environmental Information Management System (REIMS). Proper application of these technologies and management systems facilitates delivery of cost-effective environmental monitoring, care and maintenance programs at these sites and provides tools to demonstrate compliance with all environmental performance criteria.

The Indentation Fracture technique is being developed as a tool for use in comminution and mineral liberation analysis. Fracture toughness measurements for a number of mineralogical materials were made and comparisons were drawn between these and properties measured with the Ultrafast Load Cell drop weight apparatus. The technique has also been used as a probe to quantify differences in fracture properties at different areas in the microstructure of a material. In both a Utah limestone and a South African quartzite, material near a grain boundary fractures very differently to that in the bulk. Ongoing work is ultimately aimed at producing a comprehensive fracture model for a multi-mineral system based on its micro-fracture characteristics.

Natural gas was first stored underground in Welland, County, Ontario Province, Canada, in 1915.3/ The following year natural gas in the United States was first stored underground successfully in the Zoar field near Buffalo, N, Y. Only three additional storage fields were in use in the United States in 1930, but by 1940 the number had increased to over 30, and since that time growth has been more rapid. At least 80 fields, with a combined storage capacity of 440,828 MM c. f ., were being utilized by 1949.4 / In May 1952, 142 storage projects having a capacity of 915,000 MM c.f. were in operation .5/ These fields are distributed from New York to California--from Michigan to Texas. In the Appalachian region alone, there are 101 storage fields with a combined capacity exceeding 526,000 MM cu. ft. Why Natural Gas is Stored Natural gas is stored in order to be readily available to meet the needs of consumers.

The St. John Del Rey Mining Company, Limited, is an English company owning 150 square miles -of mining lands near Belo Horizonte, Minas Geraes, Brazil. The area is 2,300 to 5,000 feet above sea level, with a pleasant and healthy climate. Bedrock is Precambrian. The Nova Lima series of metamorphosed sediments and some volcanics is overlain uncomfortably by the Minas series of quartzites, itabirites. etc. Batholithic granite and gneiss cut both series and basic dykes cut all these rocks. There are important deposits of gold, iron, and manganese on the Company's holdings, as well as occurrences of arsenic, antimony, cobalt, nickel, dolomite, day, quartz, -ochre, bauxite, kyanite, and asbestos. Except for gold and consequent recovery of arsenic, all the other materials are relatively unexploited. The Company operates the Morro Velho gold mine and the Espirito Santo and Raposos gold mine. The Morro Velho mine was purchased in 1834 for £56,000. To the end of 1952 it had produced 7,000,000 troy ounces of gold from 15,000,000 short tons of ore. The ore z?ones are replacement deposits in a sinuous siliceous dolomitic rock locally termed "lapa seca," and plunge east, near surface at 45 °, at 8,000 feet at 15°. The ore minerals are pyrrhotite, arsenopyrite, pyrite, and chalcopyrite. Gold is finely distributed and almost nowhere visible. Ore reserves at the end of 1952 were estimated at 5.5 million short tons grading 0.39 oz. gold per ton. Chances exist for new ore within the mine area. The Espirito Santo and Reposos mine, in folded banded iron formation, has mineralization similar to Morro Velho but sulphides are less abundant. The mine to a depth of 2,500 feet has estimated ore reserves of 1.5 million tons of an average grade of 0.28 oz. gold per ton. New ore may be expected both laterally and at depth. To the end -of 1952, the ?Company had paid dividends of almost £4,- 600,000, largely earned from the operation of the gold mines.

One of the oldest settled portions of Canada is that "strip of land" extending into the Gulf of St. Lawrence, known as the Gaspe peninsula, with the Bay of Chaleur on its southern boundary. This "strip of land" is still so very sparcely populated that only at a few places does settlement extend more than a few miles from the coast. ? The peninsula is 160 miles long, 75 miles wide and with the exception of the above mentioned settlements is a mountainous wildness-void of all roads or inhabitants. Developments in the interior, of all nature, out-side of the cutting of timber by limit holders, was entirely lacking until the year 1915, when mining was first commenced. In the summer of 1844 Sir William Logan made a preliminary survey across the peninsula, from Cape Chat on the Gulf of St. Lawrence to Cascapedia on the Bay of Chaleur, passing through a country ?of which very little was known at that time. After a rather rough trip to the headwaters of the Grand Cascapedia river, Logan's party descended this river to its mouth, passing ten miles west of what is now known as the Federal mines. There is no record of Logan, or of any of his party, finding zinc or lead ores of any character on their journey across the peninsula, and until 1909 no precious or base metals were discovered within reasonable distance of Logan's survey.

"Rare earth elements (REE) are essential and unique components of many high-technology products without which functioning of modern society would be greatly impaired. Commercial deposits of REE are limited to a few geographical locations. Largely untapped sources of REE are available in endof- life (EOL) magnets, rechargeable batteries, and electronics. Presently, < 1% of REE in EOL wastes is recycled. Conversion of EOL wastes to liquid streams allows use of IBC’s Molecular Recognition Technology (MRT) process to selectively recover, separate, and purify target REE and associated metals at g/L to mg/L or lower concentration levels. The MRT process together with its applications to separations of REE and associated metals in recycling as well as in mining are described. Economic and environmental advantages of MRT are presented. INTRODUCTIONRare earth elements (REE) include the lanthanide series (La-Lu), Y, and Sc. These elements are not rare, but concentrated minable deposits are scarce (Cordier 2012; Haxel, Hedrick, & Orris, 2002). Over 95 % of the world’s supply of REE is controlled by China (Hanson, 2011a) where they are mined, processed, and the pure elements incorporated into a growing number of consumer and military products. The consumer products are marketed worldwide. Since REE are vitally important in consumer and military products, this situation has caused other nations to scramble to develop the capability to produce their own supply (Cordier, 2012).In the U. S., Molycorp has reopened the Mountain Pass REE mine in California and production has begun (Goldenberg, 2010). Development of a reliable internal source of REE is of high national priority in the U.S. (Hanson, 2011b; Hess, 2012: “Obama Announces”, 2012). These elements have in recent decades been incorporated into new consumer and military products that are essential to our economy and defense. These products range from wind turbines, high performance magnets, hybrid car rechargeable batteries, energy efficient lighting electronics, flat screen televisions, and smart phones to advanced weapons systems (Haxel et al., 2002; Levkowitz & Beauchamp-Mustafaga, 2010)."

Limonitic nickel laterites slurries exhibit complex rheological properties including time dependency that varies from thixotropy to rheopexy. Chronic problems may occur if plant designers and operators fail to take time dependency into account. Stress decay tests indicate that laterite slurry takes roughly two minutes to approach steady state after a step change in the shear rate. As a result, most rheometer measurements are taken at a non-equilibrium state, making evaluation difficult. Two minutes is also long relative to the time that a unit of slurry in a processing plant is at any given shear state, so the slurry may never reach equilibrium. This paper presents a method to describe the rheology of laterite slurry using a Flow Array, which describes the rheology using an array of instantaneous flow curves crossed by an equilibrium flow curve. A rate equation for structural change in non-equilibrium conditions allows time dependence to be efficiently modeled. This flow array allows the flow behavior of time- dependent slurry to be predicted in non-equilibrium conditions using a simple time-step methodology. As a part of the program of investigation of domestic sources of manganese in the western United States, engineers of the Bureau of Mines examined. and obtained samples of ore from two properties in the vicinity of Barstow, San Bernardino County, Calif. In addition to these, samples from two other properties in the same vicinity were submitted by the owners. As the ores were too low-grade to be acceptable for the direct production of ferromanganese, beneficiation studies were made to determine the amenability of the ores to concentration by ore dressing. The Big Reef manganese claims axe about 140 miles east of Barstow, Calif. The claims were leased by W., E. Thurber of San Gabriel, Calif., from the owner, C. S. VanDoren of Daggett., Calif. Manganese oxides occur as a replacement deposit in heavily brecciated andesite along a fault plane. Four samples were taken by an examining engineer of the Bureau of Mines from the ore zone, which, when composited, were representative of all the exposed ore. Preliminary tests were made on lot B, and final tests wore made on the composite sample. The Trans-Oceanic property is about 20 miles southeast of Barstow, near Newberry, in the. Pisgah mining district, Calif. The sample, submitted by the owners, was taken from a 1,000-ton reject clump from a hand-sorting operation. The ore occurs as a replacement of rhyolite.

Natural gas and mixtures of natural gas and hydrogen were used as fuels in a laboratory engine to determine the relationship of emissions to air-fuel ratio and to establish practical lean limits for air-fuel ratio. Synthetic gas manufactured from coal (Synthane) and natural gas were used as fuels in a vehicle to obtain comparative data on emissions and performance. Results showed that lean limits for air-fuel ratio when using hydrogen-enriched natural gas were extended significantly beyond Chat of natural gas. Synthane pro¬duced exhaust that was significantly less reactive than exhaust from natural gas. With lean air-fuel ratios, the acceleration performance of a vehicle fueled with Synthane was improved over its performance when fueled with natural gas.

The general types of industrial behaviour of liberated valuable sulfide minerals in the 0 - 10 ¦m size fraction are described and tests to explore on site at a concentrator the general nature of any deficient behaviour are discussed. In addition, the general types of behaviour of the gangue minerals in this size fraction are also described in terms of their mechanisms for recovery. These behaviours are also discussed in terms of the type of grinding device and grinding environment in which they were produced and the target grinding product size. Major recent improvements in the industrial capabilities of grinding devices are discussed.Present difficulties in characterisation of particles in the 0 - 10 ¦m range are described and desirable improvements for the future are outlined. Further, desirable improvements for industrial processing of valuable minerals in this size range are discussed along with some remedial actions.

This paper, dealing with network planning in an industrial complex, discusses the type and size of project that can be handled on a manual basis. After a review of the fundamentals of network planning, and specifically of the Critical Path Method, the author analyses several different types of projects, each with its own characteristics. Some can be handled in conjunction with a computer, but others can be dealt with equally well without one. Among the projects discussed are a blast furnace reline, the installation of a billet mill flying shear, and routine maintenance-type operations.
