The thirty-fifth consecutive National Safety Competition sponsored and conducted annually by the Federal Bureau of Mines, Department of the Interior, closed with several noteworthy accomplishments to its credit. Some of them are: 1. A record low injury-frequency rate of 18.293 disabling work injuries per million man-hours equal to that established in 1957. 2. The third lowest injury-severity rate (4,335). 3. The second highest number of mines and quarries participating (672) 4. A record number of participants finishing the competitive year without a disabling work injury. 5. All recipients of Sentinels of Safety trophies free of disabling work injuries for the first time since 1952.

Surface resistivity techniques were used at four field sites to monitor changes in apparent resistivities with variations in soil moisture content in the vadose zone. Apparent resistivity values were correlated with gravimetric moisture contents from soil samples taken at each site. Tensiometer readings were taken at two sites and correlated with the results of gravimetric moisture contents and apparent resistivities. Moisture at two of the sites was added by extensive watering; rainfall events were monitored at the other two sites. A recharge event at a dewatering program was monitored at a fifth site. A Ghosh-Koefed multi-layer computing algorithm was used to derive true resistivities from bulk or apparent resistivities. An automated data acquisition system was developed to measure resistivity changes and to process the data in the field. These studies are the first to evaluate measurement of moisture migration in clay rich soils using surface resistivity techniques. Results indicate that surface resistivity techniques readily measure changes in moisture contents in the vadose zone in clay rich soils. Correlation of apparent and true resistivity values with gravimetric moisture contents is more complex and requires additional research.

Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems in developing urban areas. Uncertain knowledge of abandoned coal mines also imposes potential hazards in coal excavation operations since water inundation or the release of methane gas is a pricnipal hazard when mine excavation operations break into an abandoned mine. U.S. Army requirements for an effective method for detecting and mapping subversive man-made tunnels have resulted in a surface-operated automatic earth resistivity survey system with a digital computer data processing system. Field tests aimed at demonstrating the system performance resulted in successful detection of tunnels having depth-to-diameter ratios up to 15 to 1. Under the sponsorship of the Bureau of Mines, a similar system was designed and constructed for use in the detection of coal mine workings. This report discusses the hardware and software aspects of the system and the application of the high-resolution earth resistivity method to the survey and mapping of abandoned coal mine workings. In the field tests reported, the targets of interest were both air-filled and water-filled workings.

The rare-earth group are among the least familiar of the 92 known elements. Moreover, the relatively few people who have even heard of the rare earths ordinarily regard them merely as very rare elements having unusual names but doubtful commercial application. This typical attitude can be attributed partly to the fact that no commercial uses have been developed for most of the members of the group and partly to the fact that those which do enter into useful articles do so anonymously. Most people speak with a degree of familiarity of the "chromium" plating on their automobiles or household appliances; "antimony" ash trays and cigarette boxes are on sale in many department stores; and "tungsten" lamps and even "molybdenum" steels are advertised in popular magazines. However, the average user of a pocket cigarette lighter is not conscious that the important sparking element is a "flint" made from ferrocerium, and if he does chap on to inquire about the composition he is likely to be told that it is "sparking alloy", "misch metal", or 'pyrophoric alloy." Similarly, the wearer of spectacles made of "Crookes" or other tinted glass probably is not aware that the light softening effects are due to the presence of rare-earth oxides, or that the arc light on his street may owe its brilliance to cerium fluoride in the carbon electrode. Despite a variety of practical applications, however, most of the rare-earth metals still must be listed as scientific curiosities. In fact, little is known as to the properties which may make them useful products at some future date. Meanwhile it is important to note that Nature has been relatively generous in her distribution of the rare earths and that adequate supplies of most of them will be forthcoming when these elements have proved their worth as commercial products.

In This report, factors which currently enter into the design, manufacture, and quality assurance of explosion-proof enclosures are reviewed, with special emphasis given to the sealing concepts and sealants/cements, per se, for lenses. The physical and mechanical properties of a number of representative sealants and adhesives are measured, and found to exhibit great variance, with few discernible trends which might afford a firm base on which to establish minimum property standards. Accordingly, acceptance criteria for adhesives and sealants are suggested based on the survivability of an explosion-proof enclosure as a structure rather than upon the minimum mat real properties of its constituents. Procedures or surface preparation of adherends, and for quality assurance, also are proposed.

This circular is an abstract of a manuscript-completed in August 1932, which cannot be published in its entirety due to lack of printing funds. It was originally planned to publish the manuscript as one of a series of bulletins dealing with the mining and milling of ores of the principal metals. Because of the common association of lead and zinc minerals in many ore deposits, and because a considerable proportion of the zinc produced in this country is obtained as a by-product of lead mining or vice versa, it seemed necessary to treat the mining and milling of lead and zinc ores in the same volume.

Abstract-The late Archean Pipestone Lake anorthosite complex (PLAC) is a 0.9 x 17 km sill-like layered intrusion that is part of a suite of coeval megacrystic anorthosite bodies in the Cross Lake region, northwestern Superior Province. Exploration for Ti-V-Fe oxide mineralization and concurrent geological investigations have contributed to a greater understanding of the lithostratigraphy of the PLAC and its oxide mineralization. Mapping and drill core studies have established a laterally continuous igneous stratigraphy comprising six leucogabbro/anorthosite zones and three melagabbro/gabbro zones. Field evidence, including disrupted blocks of layered units, scour contacts, and size-graded and modally-graded layering, suggests younging towards both the northern and the central parts of the complex. A decrease in the anorthite content of the feldspars from An75 in the south to An30 in the north suggests that the magmas become more evolved to the north. Macrorhythmic layering and gross morphological features suggest that the PLAC crystallized from four major influxes of geochemically similar basaltic magmas. The paucity of magmatic erosional features in the PLAC indicates that layering developed in a relatively static magma chamber, so that in-situ crystallization processes are required to account for the observed petrologic diversity. Drilling has confirmed that a significant Ti- V-Fe resource is contained in two of the four discrete mineralized subzones in the PLAC. Textural evidence and the stratiform nature of the oxide-enriched subzones are consistent with a magmatic origin for the oxide mineralization.

The recovery of the energy inherent in coal beds throughout the world has been done through the years by methods that today may be justly regarded as primitive. While the techniques of coal mining through the application of machines and the enhancement of information and skills have advanced to an extraordinary extent, particularly during the past 20 years, the underlying means is essentially the same as when man first began to mine coal. Despite this progress in the manner of coal mining, it continues today as a hazardous, toilsome, grimy task. Coal mining per se has advanced at a greater and more rapid stride in the past 25 years than the mining of any: other mineral, but the basic method is fundamentally the same as it was the first day a miner took a pick into his hands many centuries ago. Under compuision of the present urgency to implement the President's promise to make the United States the arsenal for the democracies there is a tendency to demand a relaxation of restrictions on hours of labor and to speed up all industrial processes. The pressure is the more insistent with growing realization of the importance of the time factor in the success- ful prosecution of the war effort and the lack of skilled workers due to (2) operation of the draft, lack of an apprentice system in industry, and loss of skill by workers unemployed for long periods during the depression. With "total" war such as it is today the probabilities are that everyone will be required to exert greater effort (in many instances in activities to which they are unaccustomed) for longer periods than ever before has been necessary. The question arises, "What will be the aftereffects as well as the immediate effects on health, safety, and efficiency?" A review of the literature leaves the impression that this question has not been an- swered completely, especially as regards the ultimate effects. Mechanization, speeding up of industrial processes, mass produc- tion, and the small industrial concerns present many problems to indus- trial medicine. Does the tendency to expect the worker to produce at full speed all the time he is on the job decrease the effectiveness of the shorter working hours and cause undue fatigue, loss of efficiency, and increased accident proneness? The answer is important as this condition is likely to be intensified by the exigencies of the present emergency. According to Viteles (1)3, The increased tension under such conditions of work appears to offset the savings in muscular force made pos- sible by the machine. The tension, the speed, the subject- tion to specialization of work and a rhythm uncontrolled by the individual promote fatigue, characterized by a "decrease in the power to work, a decrease in pleasure taken in work, and a decrease in the enjoyment of the hours spent away from work."' The crowding of workers in temporary structures without proper provision for comfort and health may add greatly to the general fatigue factors already present in many industrial establishments. In 1932 Lockhart (2) stated that the production and maintenance of a healthy, satisfied industrial population is the most urgent necessity, involving problems so serious as to constitute a national task too great economically to be relegated to industrial concerns. If this was true in 1932, it must be doubly so today.

Development and production from open cut mines continued its vigorous growth trend during the year 1968. Material handling and transportation were again exposed to the use of larger equipment with shovels, trucks and front end loaders leading the way. Highlights of World Mining Activities Africa: The Anglo American Corp. opened a new high-grade copper mine in Zambia during the year. In Angola, the Companhia Minera do Lobita planned a 3 million ton iron ore production for 1968 from new mines which will ultimately produce 5 million tons per year. A feasibility study of Bethlehem Steel Co., for the development of large high- grade iron ore reserves in Gabon, was in final stages of completion this year and Pickands Mather and Co. continued its investigation of iron ore deposits along the Ivory Coast.

"The Nd-Fe-B scrap was placed in Fe crucible with pure Mg in an Ar atmosphere, and the scraps were melted using an induction heating method. The effects of experimental parameters such as melting temperature (range of 993K to 1073K) and holding time (15min-600min) on the ability of extraction were investigated. The microstructure and diffusion layers were analyzed by Scanning Electron Microscopy (SEM) and Energy Dispersive Spectroscopy (EDS), and the constituent phases were characterized using XRay Diffraction (XRD). Diffusion of Nd through the Nd-Fe-B scrap into liquid Mg was described, and the diffusion coefficient of Nd in liquid Mg was estimated.INTRODUCTIONNd-Fe-B magnets are usually produced either from comminuted melt-spun ribbons as bonded magnets or hot pressed bulk magnets, or by sintering in conjunction with prior green compaction in an applied magnetic field (Sagawa et al., 1984). These magnets have been widely used for various electromechanical and electronic devices such as voice coil motors (VCMs) and magnetic resonance imaging (MRI) (Samardzija et al., 2012; Matsuura et al., 2006). The production of the Nd-Fe-B magnets is increasing by about 20% per year because of their excellent magnetic properties. However, the expansion of Nd-Fe-B magnet market induced a concern for the scarcity of Nd at the aspect of natural resource. Therefore, the development of an effective recycling process for Nd-Fe-B magnet scraps is an extremely important issue from the viewpoint of resource and energy conservation. Several recycling processes for the Nd-Fe-B magnets have been proposed (Uda et al., 2002; Lyman et al., 1993]. It has been reported that the best separation of rare-earths from the Nd-Fe-B magnets is obtained by sulfuric acid dissolution followed by precipitation of recyclable rare-earth salts. However, this process can make a large amount of waste water including dangerous solutions. Recently, (Xu et al., 2000) have reported a technique to extract Nd from 18Nd-72.4Fe-0.9B-1.82Pr-5.3Dy (wt.%) magnet scrap by using liquid metal extraction (LME) processing. However, these techniques seemed to be difficult for application, because the scraps consist of an infinitesimal amount of other minor elements (Pr, Dy, Cu, Al and Tb), and these minor elements can make a new intermetallic compounds with Mg. Also, some oxides or the plated Ni metal can be preventable to reaction between solid-liquid (S/L) interfaces. For these reasons, the substantive reaction mechanism between Mg and Nd-Fe-B scrap is not clear. In this study, the simple composition of 33Nd-66Fe-1B (wt.%) magnet scraps were prepared using an induction melting process. The effects of the experimental parameter on the diffusion properties between Mg and scraps were investigated to determine whether these methods could be used in industrial application in a liquid metal extraction (LME) process."

"The oxidized nickel ores from San Felipe deposit are composed mainly Smectites which gives to the pulps very unfavorable rheological .properties (cinematic viscosity and high shearing strength) for transportation processes (pumping), very low settling velocities and very low thickened pulps. These properties do not allow the preparation of high % solids, which affects the economic efficiency if a high pressure acid leach (HPAL) process is used. Pulps of close to 30% solids have very high BYS making pumping impossible. CIPIMM developed three technologies to solve these problems and to substantially increase the % solids in the pulps to be leached without a thickening step. These technologies are: • CIPIMM 2. At Preparation of pulps using additives. This method is based on the effect of some additives (inorganic salts) to improve the pulp’s properties. The use of this method allows increasing the % solids in the pulp up to 40% with good rheological properties • CIPIMM 2B. Preparation of pulps by thermal treatment of the ore previous to the preparation of the pulps. This method is based on the thermal destruction of the clays structure. Its use allows to obtain pulps with 50 - 60 % solids with excellent rheological characteristics. As a collateral effect, the Ni and Co grades increases by 10 - 15%. • CIPIMM 2C. Pulp preparation by chemical treatment. This method is based on the chemical transformation of clays, to obtain without thickening, pulps with 43- 45% solids and excellent rheological properties. The use of one of the three technologies depends on the chemical and mineralogical composition of the ores and the results of technical-economical evaluations to determine which one is the best alternative before running higher scale tests."

IN order to understand how alloying elements influence hardenability through their effect on the rate of pearlite nucleation, it is advantageous to use a model to describe the mechanism of pearlite nucleation. The model which currently is most widely accepted has been described, among others, by Mehl et a1.1-3 and by Hultgren.4 Pearlite nucleation involves both the nucleation of ferrite and cementite.4,5 Cementite nucleates first, followed rapidly by the formation of ferrite at the cementite-austenite interface. The conclusion that cementite is the first phase to form during the process of pearlite nucleation is based, in part, on the observation that proeutectoid cementite is continuous with pearlitic cementite and that the orientation relationship between proeutectoid ferrite and austenite is not the same as that between pearlitic: ferrite and austenite.6,7 Recently, Smith" has suggested that the dissimilarity in orientation relations, instead of indicating the pearlite nucleation sequence, may be evidence that pearlite is nucleated in a grain adjacent to the one in which it is growing. Also, Modin9 as shown that ferrite in pearlite may be continuous with proeutectoid ferrite, and he has also shown that proeutectoid cementite is not always continuous with pearlitic cementite. Thus, it appears that the conclusion that cementite always initiates the pearlite nucleation process is open to serious question. The author believes that important evidence on the question of how pearlite is nucleated exists in the rates of pearlite nucleation of different steels. The following is a review and analysis of this evidence. If the nucleation of pearlite is considered as requiring the nucleation of both cementite and ferrite, then the time to nucleate pearlite consists of the time to nucleate the first phase to form, plus the time to nucleate the second phase at the advancing interface of the first. In the absence of a visible proeutectoid constituent, the second phase must be nucleated very soon after the first. If cementite is the first phase to form, the time to nucleate pearlite will be approximately equal to the time to nucleate cementite. Since the nucleation rate of a phase precipitating from solid solution increases with the degree of supersaturation, it would be expected that the rate of pearlite nucleation should increase with increasing carbon content. Digges10 has shown that the reverse is true. He determined the quenching velocity necessary to suppress pearlite formation in plain carbon steels as a function of carbon content. His results showed that pearlite formation could be suppressed with lower quenching velocities as the carbon content of the steel increased, at least up to 1.25 pct C, the highest carbon content he studied. Thus, it would appear that in plain carbon steels, in which pearlite is formed at the nose of the C-curve, the hypothesis that cementite nucleates first does not predict the observed change in nucleation rate. The validity of the current model of pearlite nucleation may be tested also by determining whether or not it predicts the relative influence of alloying elements on the nucleation of ferrite and pearlite. This can be done best by a consideration of the changes in a TTT diagram produced by a change in alloy content. Hultgren4 suggests that the general shape of a TTT diagram, as well as what constituents will form from austenite, can be predicted from the relative nucleation rates of ferrite and cementite. This is illustrated in the schematic diagram for a hypoeutectoid low alloy or plain carbon steel shown in Fig. 1. The C-curves for ferrite nucleation and for cementite nucleation are represented by AA' and CC', respectively, and the start of ferrite formation and pearlite formation are represented by AX and BC respectively. Adopting the current theory, Hultgren suggests that between X and C pearlite forms directly from austenite, since cementite nucleates more rapidly than ferrite in this temperature range. Conversely, at temperatures above Tx, ferrite is the first to nucleate and proeutectoid ferrite is formed. As proeutectoid ferrite grows, austenite becomes enriched in carbon, so that the cementite nucleation rate is increased. As a result, pearlite nucleation above temperature Tx is accelerated, beginning along BX and not along C'X. Temperature T, represents the temperature at which the nucleation rate of ferrite equals that of cementite. By extending this type of reasoning, using the principle that the nucleation rates of ferrite and cementite increase with increasing supersaturation of austenite with respect to these phases, it should be possible to predict the influence of carbon content on the shape of the isothermal transformation diagram. For a slightly higher carbon content than that of Fig. 1, the curve A A' representing the beginning of ferrite formation should be moved to the right, whereas the curve CC' representing the beginning of cementite formation should be moved to the left. For hypoeutectoid plain carbon and low alloy steels, this prediction does not agree with existing data. Instead, as the carbon content is increased, the pearlite curve moves to the right along with the ferrite curve and always appears to join it tangen-tially. This behavior is demonstrated by the TTT-curves of a series of manganese steels" shown in Fig. 2. In this figure, TTT-curves for four alloys containing 0.20, 0.40, 0.60, and 1.20 pct C are superimposed. The curves are identified in the figure legend. The letters F, P, and C are used to indicate the start of ferrite, pearlite, and cementite formation, respectively. In these steels, it appears that the nucleation of ferrite and of pearlite are related processes. As a result of the foregoing evidence, it is proposed that the formation of pearlite be considered as follows: Either ferrite or cementite may nucleate from austenite, then grow until the remaining phase is nucleated at the interface between the growing phase and austenite. (The growth of the first phase to form is assumed to be accompanied by a composition change in the adjoining austenite.) Gold-based nanoparticles in the size range of a few nm have attracted increasing interests in catalysis, sensors and biomedical applications. The study of the unique catalytic properties of nanosized gold was inspired by the pioneering work of Haruta on the nanogold-catalyzed CO oxidation (1-4). There have been a number of excellent reports discussing both fundamental and application aspects of gold nanoparticles in catalysis (3-8). Our work reported herein is aimed at investigating the preparation and application of gold and its alloy nanoparticles for potential applications in fuel cell catalysis. Fuel cells operating by electrochemical oxidation of hydrogen or methanol fuels at the anode and reduction of oxygen at the cathode are attractive power sources due to their high conversion efficiencies, low pollution, lightweight and high power density. While methanol offers the advantage of easy storage and transportation in comparison with hydrogen fuel cell, its energy density (~2000 Wh/kg) and operating cell voltage (0.4 V) are much lower than the theoretical energy density (~6000 Wh/kg) and the thermodynamic potential (~1.2 V). The poor activity of the anode catalysts and inefficient activity or issue related to "methanol cross-over" at the cathode electrode are associated with the loss of about one-third of the available energy at the cathode and the other one-third at the anode. Extensive studies have been focused on Pt-group metals (Pt+Pd+Rh+Ru+Ir (PGM)) for both anode and cathode catalysts. A major problem is the poisoning of Pt by COlike intermediate species (9,10). Recently, oxide-supported gold nanoparticles in the <10 nm size range have emerged as one of the best catalysts for CO oxidation (1-3,11), and for water gas shift reaction in reforming stage using 5 nm Au on Fe2O3 (6). Gold and its alloy with other metals in the nanosize range present new alternatives (2,12). Whether the unique properties of gold nanoparticles can be exploited for addressing these problems is a focus area of our work. The ability to harness the large surface area-to-volume ratios and the unique surface sites of nanoparticles in <10 nm size range, especially in heterogeneous catalysis, constitutes a major driving force in fundamental research and practical applications of nanoparticle catalysts. It is this size range over which the metal particles undergo a transition from atomic to metallic properties. The understanding of factors controlling the morphological and surface reconstitution associated with such a size range is of fundamental importance to the ultimate exploration of nanostructured catalysts. We have been investigating the interfacial structures and properties of core-shell types of nanoparticles consisting of gold or alloy nanocrystal cores and organic monolayer shells that were prepared by twophase synthesis (13) and processing (14) protocols. Important attributes of such nanoparticles include controllable size monodispersity, processibility, and stability towards size- and composition-tunable catalysis (15-21). Some of these attributes were studied for understanding their electrocatalytic properties in the oxidation of methanol and reduction of oxygen, which are of fundamental interest to fuel cell technology.

"The more than 75 research projects funded throughout the first 10 years of the Dust Center's operation have resulted in numerous cumulative findings fulfilling the goals of the Center. These project descriptions present the methodologies and project-to-project relationships leading to their various accomplishments and demonstrate the mesh between project objectives and Center goals.To develop equipment for collecting respirable dust samples.To develop experimental methods for particle-by-particle characterization of morphology, size, and chemistry.To develop experimental methods for overall respirable dust sample characterization of size distribution, chemistry, and crystallography.The project directly addresses the Center's goals to enhance the understanding of the scientific and engineering characteristics of fine and respirable mineral particles found in mining and milling atmospheres and to establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment, and control measures) in the generation of fine particles. The project also aims to contribute to the development of control mechanisms for reducing ambient respirable dust concentrations and worker exposures.The work on this project is related to similar work on Coal Mine Dust Characterization (Project No. 2701/MN1) and Characterization of Dust Particles (Project No. 4203/PS3).Airborne dust sampling was performed at the following locations: 1) a sand and gravel quarry in Southern New Hampshire, 2) a welding facility, 3) a ceramic powder facility, 4) a metal powder facility, and 5) the air in Cambridge, Massachusetts. A portable sampling box incorporating two Sierra personal cascade impactors was designed and produced. At a 2-LPM flow rate, the effective cut-off diameters of the Sierra impactors were 10.0, 6.0, 3.5, 2.0, 0.9, and 0.5 mm, respectively, for each stage, and the air passed through a PVC filter after the last stage. In addition, the sampling box contained a total respirable dust filter. The substrates were weighed carefully before and after collection, and the weight increases were recorded. All films, foils, and filters were put in the balance chamber for more than 8 hours to stabilize the temperature and humidity before weighing. A Cash 21 microbalance (±0.001 mg) was used to weigh the Mylar films, SS films, and filters."
