[THE ORGANIC act under which Federal Bureau of Mines was established provided for the investigation of the safe use of electricity in mines. Each Congress appropriates funds for conducting this investigation. As part of this investigation, electrical apparatus used in mines is studied to determine if its operation and use might introduce a hazard. From this study, certain safety standards have been developed. These standards, established with the aid of both the manufacturer and user of such apparatus, are published in schedules, and apparatus that complies with the requirements set forth these schedules is classified as "permissible." This term is defined to designate apparatus as "completely assembled and conforming in every respect with the design formally approved by the Bureau of Mines." In the judgment of the Bureau, the manufacturers of such apparatus have adhered to certain minimum standards of safety in supplying a product that when properly used and maintained is safe for operation in mines where flammable gas or coal dust may accumulate. This work of the Bureau of Mines for increasing safety does not make it obligatory for manufacturers of mine equipment to produce only that of permissible classification. Before the effective date of the Federal Mine Safety Code,5 the Bureau sought to promote safety by recommending that mine operators install permissible equipment in gassy mines as a preventive measure against gas and dust explosions initiated by electrical equipment. For some years, the mining laws of several States have prescribed the conditions under which permissible equipment must be used. The Federal Mine Safety Code requires that ?all new electric face equipment and replacements of equipment purchased for mines where nonpermissible equipment is now being used shall be of a permissible type approved by the United States Bureau of Mines,]

Summarized Foreword This paper is one of a series arranged by Institute Divisional Committees for the Fiftieth Anniversary Meeting, reviewing the experience of the major mining and metallurgical industries during the life of the Institute. The viewpoint is national and broadly technical. Geology is stressed on a continental scale without regard for provincial boundaries. The boundary between Canada and the United States is, however, so decisive a factor in our coal-mining economics and our political evolution that mention of its implications cannot be avoided. The Laurentian Shield in Canada makes the occurrence of coal deposits a geological impossibility between the St. Lawrence Lowlands and the Great Plains. All but five per cent of Canadian coal resources occur west of Winnipeg. The utilization of this ninety-five per cent of our coal wealth has to date been a consequence of transcontinental railways' development, and the small fuel needs of thinly populated wheat farming and cattle-raising territory, in what- to judge from the development of mixed farming and greater population density of Manitoba- is merely an initial stage of agricultural intensification and accordant population growth. There is no useful purpose in measuring coal resource against consumption rate in the West as a whole, because the resource is but partially known, and it is difficult to believe that industrialism based upon coal utilization is in any but its infant stage of growth. Canada west of Winnipeg possesses, moreover resources of petroleum and natural gas, which, together with the power-potential in the long watershed of the eastern slope of the Rocky mountains, give to population centres such as Calgary and Edmonton a choice of energy resources that is almost an embarrass des riches.

The results of laboratory, bench-scale and semi-commercial investigations of a method for adding surfactant (technical-grade lignosulphonate) to the process of pressure leaching of nickel-containing pyrrhotite concentrates have been discussed. Lt has been demonstrated that feeding of technical-grade lignosulphonate distributed along the length of an autoclave ensures a reduction in its requirement by a factor of 1.5 to 2 as compared with single-point feeding; it also results in a decrease by 5% in the unit requirement of metallized iron-bearing precipitator in the process of non-ferrous metals precipitation and reduces by 0.05 to 0.1% (abs.) the nickel and copper contents in the tailings of the given process. Technical solutions have been proposed for commercial introduction of the process.

One of the requirements for the successful waging of war is an unlimited supply of iron ore. In the spring of 1941 the demand for iron ore was expected to exceed the supply. This was particularly so in the case of high-grade lump iron ore, essential to the open-hearth process of making steel. The bulk of Canada's iron ore was imported from the United States. At this time, Canada was making every effort to conserve United States funds for more vital purchases. For these reasons, the development of Canadian iron ore resources became of prime importance. Several companies undertook investigations and one of these examined the old Josephine deposit. Location The Josephine property is in the district of Algoma, in the Michipicoten area of the Sault Ste. Marie mining division of Ontario. It is 120 miles north of Sault Ste. Marie and 20 rail-miles east of Michipicoten harbour, on lake Superior (see Figure 1). Transportation in the area is furnished by the Algoma Central and Hudson Bay railway. The Michipicoten branch of this line passes within a mile of the Josephine mine. Michipicoten harbour provides a port through which iron ore is currently shipped. Power in the area is supplied by the Great Lakes Power Company, with generating plants on Michipicoten river, on Montreal river, and on St. Mary's river at Sault Ste. Marie. A series of transmission lines cover the district and one of these is connected to the Josephine mine by a 3 ½-mile branch line. History The Josephine property was staked by Alois Goetz in 1899. Before the claims could be recorded, the township in which they are located was given to the Algoma Central & Hudson Bay railway as part of a land grant. As a result, the ownership remained in dispute until August 24th, 1906, when a settlement was arbitrated by the Honourable Frank Cochrane. His ruling is interesting and is quoted in part.

The U.S. Bureau of Mines Reno Research Center investigated, developed, and patented a high-temperature cyanide leaching process for recovering platinum-group metals (PGM) from automobile catalysts. A batch pilot plant was constructed at the center and operated to demonstrate this technology to industry. Approximately 1,600 kg of used pellet, monolith, and metal support catalysts containing 1,700 g (54 tr oz) of PGM was processed. Forty-five-kilogram batches of used catalysts were leached with sodium cyanide solution at 160°C for 1 h in a countercurrent processing sequence. This selectively dissolved the PGM. Average extractions from the used pellet catalyst were 96 pet Pt, 95 pct Pd, and 73 pct Rh. Average extractions from the used monolith catalyst were 84 pct Pt, 81 pct Pd, and 66 pet Rh. Heating the pregnant leach solutions to 275°C for 4 h destroyed the PGM-cyanide complexes, causing over 99.7 pct of the PGM to precipitate from solution. The PGM precipitate was predominantly a metallic powder concentrate, typically analyzing greater than 50 pct PGM. Heating destroyed the cyanide to less than 0.2 mg/L free and total cyanide. Both the pellet and monolith residues were evaluated for disposal using the toxicity characteristic leaching procedure developed by the U.S. Environmental Protection Agency.

The old pan-amalgamation process, in operation up to and including 1905, while paying a profit on high-grade ores, was no longer able to treat profitably the ores in sight at that time, hence an alteration in the process was imperative. Fred C. Bond is recognized throughout the mineral processing world as the father of comminution equipment applied science and engineering. The Bond Work Index became a universal standard, and is the most widely used measurement tool for comminution energy consumption. This biography is the story of his lifetime of study, work experiences, experimentation, analyses and findings. His numerous published writings are reviewed. His legacy is one of comminution process engineering that will be used in perpetuity.

Industry, especially extractive industry, must now give serious attention to the impact its operations have on the natural environment and on the economic, social, and cultural context within which it operates.   While this obligation is statutorily managed, there has been a recent shift towards a culture of self responsibility. Industry is now talking about earning its ôsocial licence to operateö and the importance of maintaining the ôtriple bottom lineö, thus adding environmental and social performance to the usual financial criteria used to measure organisational performance. The social context within which companies operate has also become more sensitive with industry responding to a growing public expectation that it conduct itself in a way that strives for sustainability by operating and developing in a way that meets the needs of the present without compromising the ability of future generations to meet their own needs.   There are glowing accounts of industries engaging and collaborating with the communities within which they are based. In amongst these are also some disasters which result from cultural assumptions, industry created dependencies and the failure to attain community buy-in despite significant investment by the industry involved.   There are also remarkable stories of communities, and action groups within communities, being a significant catalyst for positive change of their natural, cultural and social environment. In amongst these stories there are also accounts of long and drawn out battles; adversarial situations where no one wins; a litany of mistrust, tricks and tactics, with the better resourced party ultimately achieving its primary objectives at the cost of the other (and at the cost of any potential fruitful, mutual relationships).   So what makes the difference in achieving the positive rather than negative outcomes? The answer lies in the way the outcomes are achieved. Building relationships based on good communication, respect for divergent views, mutual understanding, and the development of trust and empathy, makes it possible to identify shared goals and objectives that best meet the needs of all parties.   Research indicates the mining industry is making good progress in developing policy and commitment to community development and engagement but that, ætranslating commitments into improved practices at the site level remains one of the industryÆs toughest challengesÆ. (Australian Government - Community Engagement and Development Handbook October 2006 @ page 49.)   This paper considers the merits of a process of community collaboration and what it has to offer in terms of meeting that challenge.

"Careful review of site conditions and constraints is essential to select the appropriate shoring system for each project. Key evaluation criteria include the geotechnical profile, groundwater and environmental conditions, adjacent buildings and utilities, schedule and any project specific access or other constraints. Typical earth retention schemes range from rock or soil nail walls, through conventional anchored pile and lagging walls to deep internally braced cut-off systems. The Owner’s design team will often develop the conceptual approach under their design studies, and this is refined with Contractor input through Design-Build or Design-Bid-Build procurement. In downtown San Francisco, underground construction must accommodate a unique combination of variable fill, soil, rock and groundwater conditions, potential for severe seismic loadings, and constrained sites within a dense urban environment. The quarter square mile of San Francisco’s Transbay and Rincon Hill districts has seen repeated cycles of development, destruction and re-building through earthquakes and the economy, and has been intensely redeveloped over the last decade. Over 50 acres of this land has been reclaimed from the Bay since the Gold Rush and within 3 city blocks the bedrock slopes from over 250 FT depth below the fills up to outcrops over 100 FT above sea level. A series of project examples from within this small area illustrate how varied shoring systems have accommodated the highly variable subsurface conditions while offering best value in terms of cost, schedule and appropriate protection of adjacent facilities.INTRODUCTIONA walk of 3 blocks from Rincon Hill on San Francisco’s Harrison Street, north through the Transbay area to Mission Street will traverse an urban zone which has been reinvented twice within its 150 year history in response to major seismic events. This small area highlights the range of subsurface conditions and urban environments which are encountered and accommodated in shoring schemes throughout the city. This route down the north side of Rincon Hill overlies a steep bedrock slope, outcropping over 100 FT above sea level at its south end and dropping to over 250 FT below sea level at Mission Street. A complex overburden soil profile, shaped by seismic activity and changing sea-levels has created layered soils ranging from soft estuary muds, dense sandy strata and deep clay layers, in turn topped with urban fill, frequently contaminated with debris from the Great 1906 earthquake. This route runs parallel to, and 350 yards inland of, the San Francisco shoreline resulting in groundwater elevation close to sea level with almost limitless recharge within granular layers. On the higher slopes of Rincon Hill, groundwater is typically observed flowing on top of and periodically within the fractured bedrock formation. The Transbay and Rincon areas were developed early in the Gold Rush era of San Francisco. After destruction in the 1906 earthquake and fire, they became a transit gateway into the city throughout the 20th Century. Demolition of the Embarcadero Freeway in response to earthquake damage and social pressure has opened this large area to redevelopment within the last 20 years, creating a new commercial and residential hub for the city. In its latest wave of building, planners are developing taller structures with deeper basements, in turn creating new construction challenges. Selection of shoring systems appropriate for these developments requires detailed evaluation. The process must address both the rapid spatial changes in subsurface conditions and the constraints surrounding, and specific to, each site in order to define shoring performance requirements. This paper presents an overview of the subsurface conditions and land use development of the Transbay and Rincon Hill areas, with examples of the shoring systems selected to meet site-specific conditions and requirements. INTRODUCTION THOSE concerned with coal mining operations in Alberta have been asked repeatedly the same question, "Why is mechanization in Alberta proceeding so slowly as to lag far behind the mines in the United States?" This question is often asked in such a manner as to indicate that a severe reprimand is overdue to the mining engineers of this Province for their apparent indifference to the problem of improving their mining operations by increased mechanization. To the average person, unacquainted with mining conditions and problems, mechanization appears to be simply a matter of introducing equipment to load coal underground and, once this is done, substantial economies in operating costs will automatically follow. Invariably, those who have followed this simple reasoning have found, to their regret, that such is not the case and that effective mechanization involves something more than the mere process of introducing loading equipment into a mine. To be effective, any programme of mechanization must take into consideration all operations incidental to the mining, transportation, and handling of the coal from the working face to the tipple, and must utilize equipment which can be best adapted to any peculiar condition or circumstance prevailing in the mine concerned. In the use of such equipment, the net and final result should be an improvement in operating costs of sufficient magnitude to at least return to the operator, over a specific period of years or during the expected life of that equipment, all his investment plus a fair return on that investment.

IN the past, the Cadomin Coal Company has opened four mines, all in the same coal seam or its folds. Three of these were opened from river level by horizontal entries or rock tunnels, and the fourth, the present working mine, by vertical shafts. This paper deals largely with some operating phases of this fourth mine, with which the writer has been associated. The seam worked here is a thick, steep, bituminous seam, and the writer feels there is a paucity of published data on the mining of such seams. Possible reasons for this are that such seams do not !end themselves to intensive development or mining, there is little chance to mechanize because of the extreme pitch, and operations are fraught with many problems. In addition, the present operations in this particular seam are being carried on at a level below the former workings, introducing new problems, not en-countered on the upper level. Coal will, without question, long continue to be an important factor in the national economy, and some of the best coal is to be found in thick, steep seams. But with the exhaustion of the easily-mined coal near the outcrops, future coal will have to come more and more from lower levels. At Cadomin there is still considerable coal on the second level, below the old river-workings, and there is a possibility that, in the future, still lower levels will be worked. It is the purpose of this paper to indicate some phases of such lower-level operations and to invite discussion.

The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting mine illumination research to determine if light-emitting diode (LED) cap lamps can improve safety by reducing glare. Glare can impede a miner?s ability to see hazards and to safely perform their work. Another objective is to determine if a person?s age is a factor. This is important because the workforce is aging ? the average miner is now about 43 years old. Three cap lamps were used to evaluate glare: an incandescent cap lamp, a commercially available LED cap lamp and a NIOSH prototype LED cap lamp. Thirty NIOSH personnel from the Pittsburgh Research Laboratory (PRL) served as test subjects. Three age groups were established with ten subjects in each group. Testing was conducted in the Mine Illumination Laboratory (MIL) of NIOSH PRL. The results indicate no statistically significant difference in discomfort glare among the incandescent and LED cap lamps. However, an analysis of variance for disability glare indicates that the LED cap lamps were superior for the older subjects. Disability glare scores for the oldest subject group improved 53.8% when using the NIOSH prototype LED cap lamp compared to the incandescent cap lamp and 36.5% compared to the commercial LED cap lamp. It ap­pears that, given the conditions of this study, LED cap lamps will not increase discomfort glare and can enable significant improvements in disability glare for older workers. It is also evident that not all LEDs are created equal. The disability glare improved the best for older workers when they used the NIOSH prototype LED cap lamp, which has a different spectral power distribution (SPD) (more short wavelength energy) than the commercial LED cap lamp. Therefore, for disability glare, the results suggest that the SPD is an important factor to consider in cap lamp design.

The program of study of pellet binder materials was begun by the ORF in 1963 to examine various Canadian materials as substitutes for bentonite which is imported in large tonnages (199,270 tons in 1969) from the U.S.A. for Canadian pellet plant operations. Most of the raw bentonite used in Canada originates in Wyoming, North Dakota and more recently Greece, resulting in relatively high transportation costs to pellet producers. Some Canadian bentonites available in Western Canada (Alberta) can be beneficiated for uses as pellet binders but could not compete in cost with U.S. sources due to the cost of beneficiation and the higher rail transport charges to Eastern Canada. It is difficult to find a substitute for bentonite, and many materials have been investigated by research groups but, so far, no economic substitute is in use. However, some success is apparent in studies of low cost materials such as clays, sea weed, peat moss and low grade coal, The work done by the ORF over several years has covered systematic test¬ing of Ontario clays, lignite, some types of tree bark, waste sulphite liquors of various kinds, and peat moss as binders for iron ore pellets. The major effort has been concentrated on peat moss and has included a study of the influence of different additives. Since analysis of peat moss for humic acid is difficult and time consuming, a certain amount of time was devoted to development of improved methods, the most useful of which was a spectrophotometric method based on extraction of peat by sodium pyrophosphate for determination of humic substances. In the present paper, only the most recent work concerning the use of peat moss with suitable additives is discussed in detail, since it is the most conclusive and best documented portion of the program.

"IntroductionSNOW LAKE is situated in northern Manitoba at latitude 54° 55 and longitude 100°, 400 miles northwesterly of Winnipeg, 80 miles northeast of The Pas, 80 miles east of Flin Flon. A 38-mile road from Wekusko, on the Hudson's Bay railway, serves the community.The mine is located in and close to the southern edge of the Precambrian Shield in typical low-relief muskeg and lake country.The Howe Sound Exploration Company, Limited optioned the property from Nor Acme Gold Mines, Limited, after preliminary diamond drilling had outlined two orebodies of low-grade arsenical gold ore.Following the examination and study of geological data and of 50,000 feet of diamond-drill core, and metallurgical tests made during 1942 to 1945, a decision was made to develop the mine and build a 2 ,000-ton mill concurrently. This development has been described by G. C. Lipsey in a paper entitled The Development of a Mining Operation from Diamond-Drill Data which was published in the August. 1952, issue of Mining Engineering.Geological Features of the OrebodiesThe orebodies at Snow Lake occur in volcanic rocks of acid to basic composition and, to a lesser extent, in intrusive hornblendite. The hornblendite is a massive, uniform, .coarse-textured rock except in the immediate vicinity of the ore zone, where it becomes sheared and carbonatized. The acid volcanics have been converted to quartz-garnet-biotite gneiss, and the basic volcanics to amphibolite gneiss. Orebodies have been formed by the replacement of all three rock types."

The following notes deal chiefly with changes from steam to electric drives, or, in the case of the Bellevue pumps, from air to electric. Where electric power can be purchased or generated cheaply it can be used to advantage and is generally more economical than steam, especially in places remote from the central power-plant. Nothing could be more simple than the operation of electrical gear. It does not require a competent engineer constantly on the alert, oiling and watching bearings, and maintenance is at a minimum. The ease with which the current is transmitted from its source to where it must do its work is one of its greatest advantages. Transmission losses are very low. Generally speaking, the smaller the plant the lower the loss and 90 per cent, and better, efficiency is easily attained. In and around Bellevue 2300-volt, three-phase, is the standard distributing pressure; our power requirements and the distances transmitted, for the present, do not require more than this. Most of the heavier motors are 2300-volt .machines, which eliminates the cost and possible troubles of step-down transformers, and makes for a cheaper and less bulky motor. This applies to two fan, two hoist, and two compressor motors, the smallest being 75 and the largest 520 horse power. The standard pressure on power lines to all inside pumps is 550 volts, and 220 volts is general for the the tipple. While 110 volts is used for house and office lighting service, it is not economical around and in the mine. No matter what kind of device is used to lock and protect the lamps, they are invariably missing.

"The Copper Mountain Mine is located in Princeton British Columbia, Canada and produces 80 – 90 million pounds of copper annually, as well as gold and silver by-products. The ore processing plant has a conventional SAG/ball mill circuit with inline pebble crushing, followed by flotation. At most plants, much time is spent evaluating and optimizing the comminution and flotation circuits. The cyclones are a key contributor to the effective operation of the plant: They define the circulating load in the comminution circuit and provide the classification that ensures liberated material is passed through to flotation. If the cyclones are not performing as they should, the results are often a combination of lost recovery, grade, capacity and reduced throughput in flotation. For such an impactful unit operation, cyclones have historically been under-instrumented. Consider as well that the cyclones are typically located at the highest elevation in a plant, and it becomes clear why they often underperform. Copper Mountain Mine recognized the critical role that cyclones filled in their plant and worked to optimize their operation through the implementation of a Portage Cyclone Detection (PCD) system to identify plugging and roping incidents, Portage Pumpbox Control (PPC) to manage the flow to the cyclones, and AwaRE to control the grinding circuit. As a result, cyclones overflow stability has increased, switching out a roped or plugged cyclone now happens within seconds rather than many minutes, and both the grinding and flotation circuits perform better. INTRODUCTION Cyclones are one of the most extensively used pieces of equipment within the mineral processing industry because of their simplistic operating and maintenance philosophies. The cyclones are commonly used as classifiers within the comminution circuit to control the grinding product particle size for satisfactory performance of downstream operations. The cyclones are a key contributor to the effective operation of the plant and have a significant impact on the mineral processing plant operations. If the cyclones are not performing as they should, the results are often a combination of lost recovery, grade, capacity and reduced throughput. Similarly, an inefficient cyclone operation may also lead to low or high recirculating loads that impact the efficiency of the comminution circuit. This highlights the importance to have proper stability in cyclone operation while implementing any plant-wide optimisation strategy."

The selection of a stripping method and subsequently, the stripping equipment, are two of the most important decisions confronting a project engineering staff during the initial feasibility study of a new coal stripping operation. The selected stripping units average from 60 to 70 percent of the total capital outlay for mine equipment and their selection will affect the type, size, and quantity of the attendant equipment, such as loading shovels, drills, haulage trucks, and bulldozers. This paper is intended to report on an in depth study by Utah's Technical Services Staff regarding the selection of stripping equipment for the Goonyella Coal Mine in Queensland, Australia. We will touch briefly, on the objectives considered in this selection; the various alternatives which were explored; the general assumptions that were followed throughout the engineering and design of an appropriate stripping system; and computations necessary to determine the amount and size of stripping equipment. INITIAL EXPLORATION Utah Development Company (presently 90% owned by Utah Construction & Mining Co. and 10% by Australian investors) commenced systematic geological studies of the Bowen Basin coal fields of Central Queensland in 1961. The Blackwater Mine as shown in Figure 1 has since been established in this area and is now producing 3.0 million tons per annum of washed coking coal. Geological reconnaissance was then extended to the northern part of the Bowen Basin and in 1963 Utah's coal prospecting area covered 2444 square miles of Central Queensland. The authority to prospect north of Blackwater has since been trimmed to 810 square miles by relinquishments to the State.

"A plan is critical but on its own it is a bit one dimensional, the three dimensions critical to success over the long-term, through changing economic, geological and management conditions are:the quality of your planning an ability to see and adapt to change a disciplined continual improvement/learning system.This paper will examine how a number of major Australian resource companies have used a commitment management system to connect the ‘theory’ embodied in plans (whether mine, project, maintenance or training plans) and immediate reality ‘practice’ as experienced by supervisors and their crews in the workplace. In view of the bad effect that Na-bentonite direct adsorb Pb2+-containing wastewater, this article has carried out two kinds modification treatment on Na-bentonite: the direct microwave radiation modification and microwave radiation organic modification by adding quaternary ammonium salt?cetyltrimethylammonium bromide,and analysis the main influencing factors of the modification effect. In static conditions, preparing Pb2+-containing wastewater as the research object, it has respectively studied the effects of Na-bentonite, microwave soil of direct microwave modification and microwave soil of organic modification on the process of adsorption Pb2+, and discusses the effects of pH value, temperature, adsorbent dosage, stirring time on the adsorption Pb2+ in wastewater by modified bentonite, at the same time it does a verification test to the practical Pb2+-containing wastewater. Comparison the effects of adsorption Pb2+ in wastewater, the results show that organic modified microwave bentonite is obviously better than direct microwave modified bentonite and Na-bentonite, and can make 6 mg/L Pb2+-containing wastewater meet the national discharge standards. Through scanning electron microscope, the result of test is that organic modified microwave bentonite is the cause of improving adsorption Pb2+ in wastewater. Preparing modified bentonite by microwave heating will not only shorten the response time, reduce energy consumption and work-load, but also modified effect is good.
