After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

The initial work, Bureau of Mines In- formation Circular 7516, was published in October 1949 in conjunction with the synthetic liquid fuels program authorized by Public Law 290, 78th Congress. It included references to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. A supplemental bibliography, Bureau of Mines Information Circular 7705, was published in January 1955 to cover the period September 1948 through June 1952; and Supplement 2, Information Circular 7751, published in September 1956, covered the period June 1952 through June 1954. Research and testing in a small scale equivalent of a commercial flota-tion plant was completed on four low-grade, iron-bearing materials from the western Mesabi range. Closed circuit-flotation of calcium-activated silica with fatty acid collector developed data for comparison with the batch process and highlighted problems not evident from previous bench testing. The four ore samples contained from 27 to 39 percent Fe and were equally represented by nonmagnetic taconite and semitaconite type materials. Iron concentrates containing 6.0 percent, or less, SiO2 were made 5, all four samples. Of the two material types, the semitaconite was the ore amenable to treatment, yielding iron recoveries of about 90 percent as cc pared with 70 to 80 percent for the other. Pilot plant tests showed that concentrate grade made in batch tests could be duplicated in the closed circuit and demonstrated that the amount of recoverable middling iron varied considerably between ore samples. The continuous tests also showed that water temperature strongly influenced results in the treatment of one ore but apparently was of indifferent consequence in another. Progress in thickening and filtration of flotation concentrates was made through introduction of tapioca flour to serve the dual role of iron mineral depressant and flocculant.

The U.S. Bureau of Mines, in cooperation with the Iron Range Resources and Rehabilitation Board, investigated the potential of using northeastern Minnesota papermill waste sludges as a binder for Mesabi Range iron ore (taconite) concentrate. Sludges from five different commercial papermill waste treatment operations were evaluated in laboratory tests. Except for the coarsest sludge, all were fairly easy to blend with the taconite concentrate using conventional mixing methods. The coarsest sludge had to be reslurried at 2 pct solids before adding it to the concentrate in order to obtain pellets without visible sludge clumps. Drying and grinding the sludges made them less effective as binders because of a lower degree of rehydration. On a dry weight equivalent basis, twice as much raw sludge binder was required to obtain similar pellet physical properties as with bentonite; however, the pellets made with raw sludge had superior metallurgical properties. Over 30 pct higher reduction rates and over 1500 C higher softening temperatures were obtained with sludge binder than with bentonite. Sludge D, which had the lowest fiber and the highest alkali metal content, resulted in the lowest reducibility enhancement. Even though more raw sludge was required than bentonite, the sludges have virtually no value, and therefore may provide a cost-effective additive binder for producing improved metallurgical-quality pellets. Large-scale testing has not been done to confirm these laboratory results.

"7.1. INTRODUCTIONThis chapter addresses the joint venture and examines a number of general concepts of the joint venture relationship. Chapter 8 looks at some specific concepts related to the provisions of a joint venture agreement, which are equally applicable to a shareholders’ agreement or other contractual relationship. The term “joint venture” is used because the author is a common law solicitor (a matter of convenience for which apologies are offered to civil law readers), but it should be noted that, in many aspects, the legal structure of an entity is irrelevant. It is the relationship of the parties, be they venturers or shareholders, that is important, and the areas of concern are surprisingly similar (except for terminology).The details of the joint venture relationship and agreement could fill several books. Accordingly, this chapter and the next focus on selected topics that appear to have caused problems or confusion or to be the basis for disputes. And remember that, although the following discussion is in the context of a joint venture, many of the comments apply, either directly or indirectly, to virtually any common undertaking and the agreement defining it.For interest’s sake, this chapter starts with a summary of some of the earlier types of agreements and arrangements that have evolved into the joint venture agreement of today in Canada, the philosophy of their format, and the reasons for their demise.7.2. EVOLUTION OF THE CANADIAN JOINT VENTUREThe Early DaysMuch of the opening up of Canada’s north is due to exploration for and development of mines. The early discoverers were relatively free to roam and explore at will and, if they were fortunate enough to find something, they dealt with the appropriate government to acquire exploitation rights. The early interests lay in gold or silver. Workings were small, usually worked by the owner alone or with only a couple of helpers to extract the native gold or silver. If the owner wanted to move on, he could sell his property outright and use his stake to look elsewhere.As logging and mining camps were opened, the development of better roads and railways made access easier. Entrepreneurs saw the opportunity to make money by assembling large parcels of land and working them as a single operation. In order to do this, some owners who were not ready to sell out had to be convinced to do so through more attractive offers"

Scheelite, the most abundant tungsten mineral in the Philipsburg region of Montana, is found in replacement deposits and along fissures and cracks in limestone at various distances from contacts with acidic igneous rocks. It also occurs at the limestone-igneous contacts, but typical garnet tactites are developed in only a few places in the region. The most favorable host rocks for scheelite mineralization are the Jefferson, Hasmark, and Madison limestones. Scheelite is exposed in float, outcrops, and surface and mine workings along a 2-mile-wide belt extending southwest from Lost Creek beyond Silver Lake, a distance of 15 miles or more. (See fig. 1.) Some scheelite is found in veins formerly mined for silver. Powellite and molybdenite occasionally are present with the scheelite. Hubnerite occurs in quartz veins in the Black Pine area 10 miles northwest of Philipsburg. These quartz veins occur in the quartzites of the Precambrian Spokane formation. Tungsten production in the region has come almost exclusively from scheelite deposits, both lode and placer. During a 6-year period beginning in 1943 a total of 142.0 tons of 63-percent W03 concentrate was produced by H & H Mines Co. In the early 1950's, the Trigger mine produced 4,000 tons of 1-percent W03 ore and the Tip Top 650 tons of 2.0-percent W03 ore and 2,906 tons of 2.2-percent ore. There has been sporadic production from some of the smaller properties in the area.

Coal resource data from published sources and company files were used by the Bureau of Mines to determine the location and extent of strippable coal reserves in Wyoming. Total strippable reserves of 23 billion tons were estimated in seven major coal areas. Seven large strip mining operations were active in 1969, and their production totaled 45 million tons of coal. Cutoffs used to define strippable reserves were (1) minimum coalbed thicknesses of 5 feet; (2) overburden-to-coal ratios of less than 10 cubic yards of over- burden per ton of coal; and (3) total overburden thicknesses of less than 120 feet, except where reserves occur in multiple beds or a single thick bed. Tertiary rocks along margins of the Powder River basin contain most of the strippable coal reserves in Wyoming. The Wyodak beds, ranging in combined thickness from 30 to 1.30 feet, crop out on the east flank of the basin and contain an estimated 19 billion tons of strippable subbituminous C-rank coals under less than 200 feet of overburden. Partings between these beds total less than 60 feet. The 100- to 200-foot-thick. Healy bed on the western flank of the basin and the 35-foot-thick School and 20-foot-thick Badger beds on the south also contain large strippable reserves. Elsewhere in Wyoming, strippable reserves. Elsewhere in Wyoming, strippable deposits are subbituminous coal of Late Cretaceous and Tertiary ages, mostly in the Hanna and Great Divide basins in the south-central portion of the State and in the Kemmerer-Hamms Fork region in the southwestern corner.

The evolution of trapped geothermal heat in hot underground mine along with emission of toxic gases and dust during mine activity makes the mine environment unfavorable is hazardous to worker’s health. This imposes significant demand on cooling and ventilation systems. As a result, substantial costs are incurred while implementing environmental regulation processes to dissipate the heat and provide comfortable working conditions. Thus, as an alternative, the development of cost effective materials to act as efficient thermal insulators is on the rise. Thermal conductivity is an important property that is a direct measure of a material’s ability to facilitate/deter heat flow. In addition to their superior chemical resistance, adequate mechanical strength, abrasion and fire retardant as well as environmental benefits in comparison to existing building materials such as ordinary Portland cement, aluminosilicate based geopolymers are now gaining widespread interest as promising thermally insulating and sustainable materials. This paper begins with an overview of geopolymers, transitioning into a discussion of recent developments in the field of geopolymer development as a thermally insulating material broadly classified into: filled geopolymers and porous geopolymers resulting in structures with enhanced ability to impede heat flow.

I. INTRODUCTORY. INDUSTRIALLY, the most important service that geological science can now render to mining in the Upper Mississippi leadand zinc-fields is to devise some practical scheme whereby the productive ore-belts may be located with greater certainty than they have been in the past. Up to the present time there has been little service of this kind, and in spite of all that has been worked out concerning the geologic features of the region, and notwithstanding all that has been written about these ore-deposits, this particular phase of the subject has been, for some reason or other, the very one that has received the least consideration. The neglect by geologists in this respect has been all but complete. The following notes are suggestive of some practical solutions to the problems presented. As here suggested, the geologic relationships of the ore-bodies were surmised some years ago, though somewhat vaguely perhaps. No opportunity for securing critical data appeared until recent investigations of a private character were undertaken, which bad in view the extensive prospecting of undeveloped areas. Fresh from rather wide experiences of a decade in the principal mining-regions of four continents, and after a lenstrum's residence among the chief mining-camps of the West and of Mexico, under conditions which measured geologic hypotheses in meters and rigidly tested their values in, terms of dollars, the recent return to the Joplin field and a new survey of its ore-conditions were fraught with somewhat unexpected results. Aspects of the ore-deposition were presented of which previously there was no hint. Ten years' absence from the district had tended greatly to clarify former hazy impressions. It enabled many features, then only dimly outlined, to be considered more nearly in their true perspective and in their real relationships to their surroundings. First, a definition of a small scale miner is in order. The US Bureau of Mines classifies him as one who produces 360 t/d (400 stpd) of ore or less. In Canada, he would be refered to as a "junior company." Mexico identifies the small scale miner as one whose gross income from operations is less than $880,000 per year. A small surface mine in India employs less than 400 people, and a small underground mine employs less than 150. Peru considers a small scale miner one who produces less than 54 000 t/y (60,000 stpy) of ore. Obviously, the term is relative. What may be a small mine in one country is a medium or large mine in another. This lack of agreement is understandable since small scale mining does not often cross national boundaries. Rather, its effects are felt at the regional and local levels within each nation. Its importance doesn't lie with any huge contribution to the GNP or balance of trade. Instead, its value is as a local employer and as a frontrunner in geologic exploration.

This report presents findings from a Bureau of Mines study on barriers that may prevent miners from correcting and avoiding groundfall hazards. Such barriers stem from four basic types of problems: (1) inability to recognize groundfall hazards, (2) inability to correct groundfall hazards, (3) lack of motivation to search for groundfall hazards, and (4) lack of motivation to correct groundfall hazards. Data are presented that summarize the views of miners, section supervisors, and mine inspectors about the contribution of these barriers to groundfall accidents and what they think should be done to reduce the frequency of injuries sustained by falls of roof and rib. The report also includes a summary of miners' responses concerning their recent experiences with groundfall accidents, along with industrywide statistics on accidents and injuries caused by ground falls in underground coal mines.

(communication to the Secretary*) :—Although Mr. Bordeaux prefaces his paper with the statement-that it is a general outline of practice in the Republic, many of his statements seem to be made from the view-point of a particular case, which does not always agree with general practice. For the purpose of calling attention to some of these variations, I respectfully offer the following comments: The operation of crushing and grinding is performed by so many different methods and systems that it is useless to select any one as the standard. However, primary crushing in rock-breakers followed by stamps is thus far so general that it might be so classified. Whether or not it is the best way, is open to question. Regrinding may be performed by any of the various types of Chilean mills, Huntington mills, or similar machines, or the material may be taken directly from the stamps and delivered to the tube-mills. Mr. Bordeaux's statement that " the slimes can be treated only by decantation; the new Butters slime-filter, as used in Nevada, does not seem to be successful with silver-ores," is surely an error. All over Mexico many of the purely silver-ores are being successfully handled by the Butters or similar filters, such as the Moore and the Burt filters, and a letter to the manufacturers of these filters will undoubtedly bring a list of the silver-ores now being successfully treated in this way. The statement that crushing silver-ores in solution is impossible is equally erroneous. Most modern mills crush the ore in solution, in some cases containing as much as 0.12 per cent, of KCN. I cannot for the moment recall any modern mill in Mexico which does not follow this practice. There may be some reason for it in particular instances, but, generally speaking, the practice is to crush in solution. Care in installation avoids any mechanical loss of cyanide, and the chemical loss is so small as to be negligible.

"More than a dozen AEM systems are currently being used in the routine exploration for massive sulphides. The systems differ from one another in minor respects, but fall into four main categories: rigid-coupled in-phase/quadrature systems; towed-bird, single-component systems; differential systems; and passive systems.Although field tests are important in demonstrating the performance characteristics of the AEM/airframe assembly (noise-levels, coupling effects, etc.), more meaningful evaluations can be made through physical or computer modelling. The latter approach has been used to compare the response of twelve AEM systems to both vertical and horizontal sheets, simulating a large orebody and a con-ductive overburden respectively. The effects of height changes are also studied.The results demonstrate that each AEM system has its own particular advantages and disadvantages. The relative importance of these is a matter for the geophysicist to judge, on the basis of specific geological and environ-mental information. Data currently available on AEM systems are adequate to permit an objective evaluation of the systems for a particular exploration program."

"The natural difficulties associated with the size evaluation of dusts render absolute measurement difficult, or indeed, impossible. Assuming that the desirability of gravi­ metric sampling be conceded, it appears likely tha,t the most suitable means available for physical evaluation are the method of total turbidity measurement, to give a con­ ventional value for specific surface, together with microscopical examination, the great merit of the latter being that in the hands of an experienced operator, semi-quantitative discrimination between coal and other particles is possible.The pipette method, as modified by Fryer, probably-deserves more attention than it has received up to the present. Whatever method is used, it is recommended that in view of the lack of medical knowledge, as much information as possible should be obtained with reference to the total mass concentration, the surface area of the total dust,' and the mass and area of the particles below 5μ in size."

"At the San Manuel mine (Arizona, USA), in-situ copper leaching of a copper porphyry deposit was carried out from 1986 to 1999 during underground and open-pit mining. In 1993–1994, well¬field testing of the supergene zone, composed primarily of chrysocolla and copper-rich clay minerals, led to estimates that 52% of the acid-soluble copper (ASCu) could be recovered during in-situ leaching; however, the actual recovery from zone 6, which had the longest leach history, was approximately 42%. Comparing drillcore assay data from holes drilled before and after leaching also indicated an approximate recovery of 42%. Mr. B. Neilly: A week or so ago the Secretary was good enough to forward me an advance copy of this paper by Mr. Logan and it was suggested that I comment on it at this meeting. At that time I was not very certain that I would be here, so I committed my thoughts to paper. As a matter of courtesy to Mr. Logan, I sent him a copy of my proposed remarks and I would like to give you just what I sent to him. Appreciating fully Mr. Logan's ability and many sources of information, one naturally hesitates to question anything seriously set forth as his considered opinion. Neither does one of my political stripe like to accuse him of being too 'conservative.? However, in places his paper reminds me of another general manager of a Canadian bank. While I was still Secretary of the Ontario Mining Association, this general manager wrote asking for our forecast on the current year's mineral production, stating that he proposed to refer to such production figures in his annual address to his shareholders. The request was considered very complimentary to the Ontario Mining Association and, in my opinion, justified a great deal of serious study and effort. Finally, the estimate was prepared and forwarded, showing a modest increase over the previous year's total. Picture our surprise and chagrin on reading his address to find that he predicted not an increase but, if you please, a decline of over $10,000,000. Before I cooled off I wrote asking the basis of such a prediction and got a reply to the effect that men in his position had to be ultra conservative in picturing the future.

Success in implementing new technology for metallurgical processes is not a foregone conclusion: This paper includes a survey of 23 new technology-based metallurgical plant start-ups, in which the authors have identified 7 successes, 9 difficult start-ups, and 7 failures. Success is defined not only as meeting the schedule and budget to the end of mechanical completion; the key goal is a fast ramp up to the full design production level, with minimum plant and equipment modifications required after start-up. This paper sets out the key factors that underlie achievement of a quick production ramp up curve, as determined from the authors' project experiences and a quantitative analysis of over twenty metallurgical plant start-ups, both pyrometallurgical and hydrometallurgical. Thorough test-work and pilot plants, plus appropriate scale-up to the full commercial plant, are key determinants of success in implementing new technology in metallurgical processes. Another critical factor is the number of new elements and their interactions. Project phasing is also particularly important for new technology projects, with appropriate review after each phase to develop a risk mitigation plan for the subsequent phase. New technology projects need committed champions to advance the project in the face of sceptics, but also require dispassionate and unbiased experts to ask the hard questions. As a project evolves, it is important to periodically question the appropriateness of assumptions, as well as to re-assess the relevance and completeness of data from test-work I pilot plants I industrial analogues. Sufficient human and financial resources are required to complete the often arduous implementation phase. During the ramp-up period, the operation generates little positive cash flow; however, significant expertise and capital are required for the de-bottlenecking projects that are often necessary to reach the plant's design output level.

The measurement of various gas concentrations in the atmosphere at a particular location has become a problem of considerable importance. Levels that need to be monitored vary from the range of percent for constituents such as oxygen to parts per million levels for gases like nitrogen dioxide. In particular, mine air can become contaminated with noxious or toxic gases from several sources: fires within the mine, diesel-powered equipment, and explosive sources. The contaminants that result are carbon monoxide (CO), carbon dioxide (CO2), and oxides of nitrogen (NO and NO2). Additionally, oxygen (O2) may be depleted. Thus, the workman can be exposed to potentially toxic or asphyxiating atmospheres. A device was needed that will continuously monitor the mine air in working areas and provide warning of hazardous atmospheres. The Mine Air Monitor was conceived as being a portable, rugged instrument capable of measuring the concentration of the various atmospheric constituents in the mine environment. The unit was to provide both warning signals and quantitative measurements when hazardous contaminants existed at too high a level, or when the oxygen was being depleted. The initial concept involved optical sensors for all of the contaminating gases to be measured, namely CO, CO2, CH4, and NO2, and an electrochemical cell to monitor O2. When the explosion proof requirements of Schedule 2-G made the concept appear to be unfeasible from the standpoint of weight and portability, the program was redirected and a three channel monitor employing electrochemical sensors was adopted. In this case the gases to be monitored were O2, CO and NO2. The remainder of the program was oriented towards obtaining good, commercially available lectrochemical sensors for the above gases, testing them, reducing deficiencies noted during these tests, and making the necessary modifications to integrate the three sensors into a Mine Air Monitor suitable for the mine environment.
