Clearly there is a tremendous need for assistance in Eastern Europe since most industries must undergo major restructuring. The new governments face many dilemmas, the first task being to establish an order of priorities to deal with the numerous problems at hand. Issues such as the standard of living take low priority compared with market economy and ecological problems. The concept of a Comecon market is now virtually non-existent and trade in roubles ceased from 1991. From this time onwards countries were obliged to trade using free market prices. Governments must also avoid the economic mistakes of countries such as Poland with its high devaluation and lack of economic control and, if possible, contain inflation and unemployment. The privatization of Eastern European enterprises raises considerable difficulties, particularly for large corporations, employing anywhere from 50-100,000 people, which played a major role in the national economy. Whichever method is selected, however, still has to overcome the problem of lack of capital and evaluating the national property. For example, earnings represent only a small percentage of the value of these national industries and thus cannot convert to private ownership without foreign capital investment, either direct or as joint venture capital.

Stabiity analyses of fractured and faulted rock masses require delineation of the position, extent, and orientation of geologic discontinuities. The size of the smallest active discontinuity that may potentially be resolved using the spatial distribution of microseismic event locations is limited by the accuracy and precision of the location methods. At a hard-rock mine in the Coeur D'Alene mining district of northern Idaho, two data sets consisting of calibration blast signals from a known source site and origin time and microseismic event signals were recorded using a stope-wide accelerometer array. These seismic signals are used to quantify various sources of error in event location. Five factors influencing source location errors are examined in this US. Bureau of Mines study: (1) biases of the numerical source location techniques, (2) receiver array geometries, (3) uncertainties in receiver positions, (4) errors in picking arrival times, and (5) uncertainties in seismic velocity structure, including the effect of mine openings. In addition, synthetic data (accelerometer positions, travel-time picks and wave velocity) are used to determine the effect of known systematic and random errors on source location calculations. It is shown that the commonly accepted association of minimum travel-time residuals with the best location solution does not necessarily hold true when there is a systematic error in seismic velocity. Recommendations are made for increasing the accuracy and precision of locations of microseismic events detected under similar field conditions.

The galvanizing process involves the use of accessory equipment in a series of aggressive environments including zinc ammonium chloride flux, molten zinc at 45S°C (850°F), and acid for stripping of adherent zinc. An Fe-Ni-Cr-Co alloy has been identified which combines excellent strength and resistance to molten zinc and acid attack making it suitable for accessory equipment. The alloy was field tested by a commercial galvanizer as basket material and was found to provide improved life compared to original low-alloy steel baskets while cross-section thickness was reduced 44%. Additionally, other associated processing cost savings were realized.

The results are presented of research aimed at validation and development of a general purpose CFD code FLOW-3D. FLOW-3D is a commercial code developed by FLOW SCIENCE, INC. A number of physical modeling experiments involving the filling of cavities of different geometries with coloured water have been performed in order to compare the measurements with the results of computer simulations. Other numerical calculations were also done to be compared with the known analytical solutions.

"In mid-1986, a world-class mining enterprise was created in Highland Valley, British Columbia, bringing together the copper mining operations of Lomex and Cominco . In 1988, Highmont joined the new partnership.Highland Valley Copper is the largest copper mine in North America in terms of both tonnage mined and tonnage milled, and it is one of the largest in the world. Due to its relatively low ore grade its production of copper in concentrate ranks about ninth in the Western World.The current eighteen year mine plan is based on ore reserves of 761 million tonnes. The daily milling rate is 133 000 tonnes. At the end of mine life, a total area of approximately 6500 hectares will have been disturbed. At this time, vegetation has been established on about 600 hectares and while work will be done during the operating years, it will not be until the end of mine life, about 2008, that the last half of the land can be reclaimed and revegetated.Once final reclamation has been accomplished, Highland Valley Copper will have completed its "" temporary use of the land"". In the meantime, about 1250people have had employment for about 50 000 man years, at wages ranking among the best in Canada.IntroductionTo provide and sustain our way of life, we need steel, copper, aluminum, zinc and many other minerals.To sustain mining, we must have adequate ore reserves and replacement of reserves as they are mined. Each year the search becomes more difficult as more of the Earth's surface is investigated and depo sits are mined. This calls for aggressive and sustained efforts.In British Columbia, past and present mining activities have disturbed less than one-tenth of one per cent of the land.With today’s technology, mining operations can be substantially reclaimed and thus complete the cycle of ""A Temporary Use of the Land""."

With the advent of acid rain legislation included within the Clean Air Act Amendments of 1990, a great deal of uncertainty with regard to price, source and production quantities has been cast into the coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward, South American coals move into the northern markets, states propose legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries, while some utilities question the long term availability of eastern compliance coal. Any major coal producer must make decisions now to assure their continuing presence in the market place; several companies have adopted a strategy to acquire eastern compliance reserves while others have invested in technology to compete as a low cost producer. This paper discusses some of these options in light of the uncertainties of the market place, from an eastern coal producer?s viewpoint.

The Los Bronces porphyry copper deposit is located in the high Andes of Central Chile. Ore is mined from several tourmaline breccias and from an earlier porphyry. After years of experience in the geostatistical estimation of reserves in different zones of the ore body, we believe that success lies in considering the evaluation as an integrated process beginning with the analyses of the drilling density and sampling methodology, ending with the critically important reconciliation between the estimated and the actually extracted ore, in general, when errors or differences occur, focus is centered in the calculation stages of geostatistics. However, this paper demonstrates that all the evaluation stages are equally important and require the direct and continuous geologic input to ensure the best possible estimate within the frame of the geologic constraints.

Silicon is the second most abundant element on earth, exceeded only by oxygen. Silicon dioxide forms a crystalline structure of repeating SiO2 molecules which form characteristically hard, durable crystals. As a result, crystalline silica is Ubiquitous in the crustal rocks, sediments and the mineral products derived from mining. An examination of the history of studies that identify silica as a human and animal carcinogen is presented in the context of the development of a public health policy in California. The implications for the cost of conducting aggregate and other mining operations in the state are discussed.

The dissolution behavior of copper and gold from their pure state and from Au/Cu alloys in cyanide solutions has been investigated using a rotating disc. Oxygen was used as an oxidant. The effect of the composition of the alloys, stirring speed of the disc, concentration of lixiviants and temperature on the overall dissolution kinetics has been studied. Gold/copper alloys of three compositions were used in this study. The atomic percent of gold in these alloys was 75, 50 and 25, respectively. The dissolution behavior of these three alloys was compared with that of pure gold and of copper under the same chemical conditions. In general, the dissolution of copper and gold from alloys is partially controlled by surface chemical reaction and largely by mass transfer.

State-of-the-art Resistance Spot Welding (RSW) equipment has the potential to permit adaptive feedback through recent advances in computerized process control. The initial step toward achieving this goal involves assessment of the effect of specific variables and the interaction between these process inputs on spot weld characteristics. This investigation addresses this issue through the application of Taguchi methodology to understand and refine a RSW schedule developed for joining of two dissimilar aluminum-lithium (AI-Li) alloys of different nominal thickness. The experiment was designed to establish a hierarchy of inputs with respect to each 'other, and to determine the significance of these inputs with respect to experimental noise. Valuable insight was gained regarding the interaction between process variables and the effect of certain equipment-related changes. In spite of a decrease in equipment performance, an improvement in the maximum strength attainable for defect-free spot welds resulted from the application of the statistical experiment.

Getting the best match between truck and haul road requires examining the cost effects of many factors. Most mines use a bottom line measure based on cost per ton of material moved. This measure focuses on the two components of truck haulage cost per ton: productivity (or performance) and operating cost. For specific tasks, productivity can be measured or predicted using either field measurement or modeling. Individual tasks can be combined to provide a larger scale, longer term net figure for total mine output. True cost is more difficult to capture. Factors are time- and task-oriented and can be influenced by a summation of factors over a truck's lifetime. For example, "allocated" costs, such as owning (depreciation) and some repair costs, are spread over long periods. Items such as fuel and tires can be tied more directly to certain tasks. This article focuses on the more direct, task-oriented factors that affect truck productivity and cost. Major factors The relationship of haul roads and trucks means that each must be examined separately to isolate the most important factors affecting performance and cost. 6.1 INTRODUCTION A surface structure will suffer damage when the additional stresses induced by ground deformations associated with surface subsidence, plus the original stress introduced by construction de¬sign, exceed the strength of the structural elements. In this con¬text, there are two methods available for preventing and control¬ling surface structural damage: one is to strengthen the structure and the other is to design the mining operations such that ground deformations at the structure site can be reduced to an acceptable level. Mining operations include panel layout and mining tech¬niques. These methods are detailed in this chapter. It must be noted that most prevention/control methods men¬tioned in this chapter are used in the countries where the reference papers are cited. In the United States, the coal operators are not required to take those measures mentioned in this chapter. Some of the methods described in this chapter cannot be implemented with¬out changes in the current mining practice as permitted by laws. In addition cost of implementing those methods are not considered here. 6.2 PANEL LAYOUT As shown in Figs. 2.9, 2.10, and 2.11, permanent ground deformations in a subsidence basin mainly concentrate near the edges of the underground opening, and can be divided into four zones. A structure located in different zones will be subjected to different types and magnitudes of ground deformations. In laying out the panels, Table 5.1 and Figs. 2.9, 2.10, and 2.11 could be taken into consideration. Attempts could be made to avoid placing the structure on a location where the ground deformation to which that structure is sensitive is at its maximum. Therefore rational design of the panel is the simplest way to reduce structural defor¬mations. Panel design involves the determination of panel dimension, panel edge location, direction of face advance, and use of yield chain pillars. A. Panel Dimension Since longwalls in the US employ a multiple-entry system, where rows of chain pillars are left unmined, subsidence over those chain pillars is usually smaller. Therefore, whenever possi¬ble, the panel dimension could be designed such that a major structure or structures are over those unmined chain pillars, be¬tween adjacent panels, or some distance beyond both ends of the panels. At the center of the supercritical final subsidence basin, a structure will not be subjected to any final or permanent ground deformations. In order to create such a condition, the panel width must be such that the structure will be located beyond the major influence zone of the final subsidence basin, the minimum dimen¬sion of which must be: [ ] where L is the width or length of the final mined out gob, t is the width or length of the structure to be protected, h is mining depth and [ ] s is the angle of full subsidence. B. Panel Edge Location Wherever there is a permanent panel edge, there are large ground deformations induced on the surface on both sides of the permanent panel edge. Therefore whenever possible the panel di¬mension should be designed such that the permanent panel edges could be located in the areas with the least impacts. In terms of permanent edge location, it is best to eliminate any permanent panel edge under a structure or groups of structures. If this cannot be done, the panel should be lengthened to reduce the number of permanent panel edges, or narrower multiple panels advancing in the same direction in a staggered manner could be employed. If the structures are located in Zones II and III, the longer dimension of the structure must be parallel to the nearest perma¬nent edge (Fig. 6.1). But in Zone IV, the longer dimension should be tangential to the corner of the permanent panel edge. If the structure is inclined to the permanent panel edge, it will be sub¬jected to twisting and shearing. C. Direction of Face Advance The direction of face advance should be parallel to the long axis of the structure. But if the structure is to be located at or close to the center of the final subsidence basin, the direction of face advance should be perpendicular to the long axis of the structure. Careful choice of the direction of multiple face advance is the most effective way to reduce structural deformation and thus dam¬age. This applies the principle of overlapping and cancellations of ground deformations, due to multiple face advance, at the right time and at the right intensity, e.g., opposing tilts, concave and convex curvatures, tensile and compressive strains are induced simultaneously on the structure to be protected by two or more faces. D. Use of Yield Chain Pillars In US longwall panels there are generally two or three rows of stiff chain pillars between the panels. The combined width of the chain pillars ranges from 100 to 350 ft(30 to 107m). depending on mining depth. In general, surface movement above the chain pil¬lars after the panels on both sides have been extracted is much smaller, as compared to that in panel center. Thus in order to create critical or supercritical width of opening and eliminate sur¬face bumps over the chain pillars, yield chain pillars may be em¬ployed (Jarosz and Karmis, 1986). However if yield pillars are to be used, it must be designed such that it yields totally right after the panels on both sides have been extracted. Unfortunately cur¬rent yield pillar design techniques cannot predict when and how much it will yield. In summary, whenever possible attempts could be made to lay out the panel in such a way that surface structures are located above chain pillars between panels or above solid coal beyond both ends of the panels. In those areas the surface structures will most likely be unaffected, or if affected, the damage is so minor that no remedial measures are necessary. 6.3 CONTROLLED MINING TECHNIQUES Several mining techniques are available for reducing the sur¬face ground deformations of specific types. Solinox is a physical scrubbing process capable of removing a number of noxious materials from off-gasses, especially SO2, hydrocarbons, halo¬gens, heavy metals such as dust, etc. As these materials are dissolved physically, (not chemically bound), the solvent is absolutely stable and no by-products are formed in the scrubbing cycle. The process has been installed in three plants up to now, treating from approximately 30 MMSCFD to approximately 100 MMSCFD. These installations are in a non ferrous metal smelting operation, in a cellulose factory, and in a roasting process.

It is not often that mines have as much warning of the approach of bad ground conditions as was the case at the Western Mining Corporation, Kambalda Nickel Operations Lafranchi/Schmitz Decline. Most aspects of this operation are in fact quite unique and like the best solutions, the answer to the problem of weak and foliated ground conditions was relatively simple; requiring the use of readily available explosives although the idea of using it in this manner may not be the most obvious.The use of high shock energy POWERGEL 2131 cartridges proved to be the correct answer, in conjunction with small changes in drill pattern design. The resulting lack of overbreak bears testimony to the success of the concept and the commitment of the miners to achieving a safe working environment.

Even in an otherwise care-fully done sampling procedure, reducing subsample weight, or splitting, when the grain size of material is too large commonly generates significant error. Such error can be estimated from the standard deviation of differences between values of PAIRED ASSAYS. Samples from split-ting steps immediately before comminution, and showing a restricted range of grade, generate paired assays. Splitting steps characterized by relative standard deviations exceeding 16% generate nonrepresentative data. Such steps should be redesigned to optimize reliability of assay-dependent studies. A sampling scheme can be graphically characterized, and then redesigned as appropriate, using a SAMPLING NOMOGRAPH. Use of the nomograph avoids continued replication of assays. Generally at a splitting step, excessive error can be reduced by comminuting more material. Unnecessary effort can be mitigated by comminuting less finely and/or by splitting to a smaller weight.

Two recent unplanned detonations occurred during blasting operations in sulfide-bearing ores in a Nevada gold mine. Other premature detonations have also reportedly occurred at other Nevada, California, and Arizona operations within the past few years, with increasing frequency. Unplanned or premature detonations can be extremely hazardous to life and can cause extensive property damage. A miner was injured in one of these occurrences. This report, by the U.S. Bureau of Mines, is intended to acquaint personnel involved in such mining activities with the basic causes for these accidents. These causes include the exothermic oxidation of pyrite (FeS2) and formation of ferrous sulfate (FeS04), the exothermic and energetic reaction of the ferrous sulfate with ammonium nitrate-fuel oil (ANFO)-based explosives, and the associated elevated temperatures that can set off detonators and explosives in the boreholes. Recommendations for safe operation by the Mine Safety and Health Administration, the Bureau, and the mine involved with the recent incidents include monitoring temperatures in the blast holes, analyzing for sulfate and ferrous ions, and limiting the time between loading and firing in accordance with conditions in the blast holes. Other procedures for safe operations should fit specific conditions in, the mines.

Designs, installation procedures, and performance characteristics of martensitic cast steel concaves are reviewed. Longer wear life, fewer pieces to install, and eliminating the need to scarf joints are the principal benefits of using martensitic steel to replace austenitic 12% Mn (Hadfield's) steel, the traditional concave material for large gyratory crushers. Installation procedures that reduce the risk of breakage are described. Operating practices that affect concave performance are also discussed.

The advance of science and technology influences the modern economy in countless ways. Older industries must adapt to changes in the marketplace, while new industries are born by applying new technology to meet consumer needs. In light of declining head grades and increased unit costs in the US minerals industry, new technological developments in the production environment are paramount to maintaining a competitive footing in the international marketplace. Micro-engineering research provides the transition between the knowledge base and the application of new technology on the production level. Economic considerations The primary goal of technical development in the production environment is to reduce unit operating costs. Simply stated, this is accomplished by improving operating efficiencies and productivities on the production level. The goal of micro-engineering research in the production environment is to evaluate promising technologies and develop the criteria necessary to apply them in operations. As such, this process is the first step toward innovation and discovery. Generally, the micro-engineering research is followed by macro-engineering development. In the production environment, there are generally more development projects than can be accomplished in a timely manner. Usually, this is the result of financial and human resource limitations. Consequently, it is necessary to prioritize the work such that the most beneficial projects are accomplished first. By performing a discounted cash flow analysis and using benefit-cost ratios (for non-mutually exclusive alter¬natives) or net present value criteria (for mutually exclusive alternatives), the projects can be rated from best to worst. In this way, the financial and human resources can be best allocated to first complete those projects giving the highest returns before moving on to other activities. Moreover, this information is a prerequisite for management to justify additional financial or human resources.

The application of the QEM*SEM image acquisition and analysis system to the measurement of the mineral matter in coal and the materials in fly ash is described. A new sample mounting technique was developed using iodinated epoxy to provide a backscattered electron contrast between the coal, the mounting medium and the mineral matter. Several comprehensive and detailed species identification programs for silicate minerals and materials were developed to analyse the 1000 count x-ray spectra used for the measurements. Case studies are presented to demonstrate the capabilities of the new technique to distinguish different coals and fly ashes by their mineral and material composition rather than by conventional chemical analysis. Applications of the new technique are aimed at demonstrating that composition and size distributions obtained from OEM*SEM measurements can be used: 1. to characterize coal with respect to combustion problems in power stations, 2. to characterize coal for fine coal cleaning, 3. to characterize fly ashes in relation to problems such as erosion in combustion systems and the ease of precipitability in dust collection facilities, 4. to refine the classification systems used in marketing coal for pulverized fuel firing and fly ashes as a component of cement and building materials.
