Sensitive and tolerant species of macroinvertebrates were present across a wide range of conductivity concentrations in the Isaac River catchment in Central Queensland, indicating the need for further ecological studies in the field to underpin the development of regionally-tailored guidelines for conductivity. The Isaac catchment has naturally high conductivity, but there is also increasing pressure on resource companies to ameliorate saline mine water discharge. Recently, catchment management efforts have included a revision of the water quality guidelines that are specific for the broader Fitzroy catchment. These guidelines include the use of macroinvertebrates as indicators of ecosystem health, but developing and applying such guidelines first requires a good understanding of macroinvertebrate ecology and population dynamics, ideally from field validation. To date, studies of macroinvertebrate tolerance to conductivity in southern freshwaters, as well as in laboratory-based ecotoxicological tests conducted in Queensland, have suggested that ranges exceeding 1000 ¦S/cm are likely to have negative impacts on survivorship of all taxa. However, these results may not be transferable to natural populations of macroinvertebrates from the Isaac, where the naturally high-conductivity water may allow the opportunity for adaptation. To test this, macroinvertebrate assemblages were examined at a series of sites in the upper Isaac River catchment at the end of the dry season in 2012. Patterns in the assemblages were examined together with water quality parameters, in order to gauge the ability of macroinvertebrates to survive at conductivity concentrations exceeding 1000 ¦S/cm. The specific conductance of the field sites ranged from 477 ¦S/cm to 9791 ¦S/cm and a total of 39 families from 13 orders were identified. Species richness was not significantly different between sites of differing conductivity. Macroinvertebrate populations were dominated by Dipterans as well as the traditionally more pollution-sensitive families Ephemeroptera and Trichoptera. There was an absence of any correlation between conductivity and species richness (P > 0.050), suggesting that macroinvertebrate taxa richness occurs independently of conductivity, at least in this particular cohort of mining and/or grazing influenced ephemeral systems in Central Queensland.CITATION:Stitz, L, Fabbro, L D and Kinnear, S, 2013. "Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. A new framework that collates and interprets pre-existing data to assess vulnerability and ultimately plan to avoid or minimise flood-related risk to infrastructure, people, downtime, environment and revenue has been developed. The æClimate Related Adaptation from Terrain Evaluation ResultsÆ (CRATER) method tested at a coal mine in Queensland, provides semi-quantitative information to assist decision makers when designating investment for minimising vulnerability of mining operations to climate. Here we present the processes involved in this three-step approach that uses pre-existing spatial data of the mine site and local knowledge to build a set of visual tools to assist decision-making. The first step of the process is performing multi-criteria evaluation (MCE) within a geographic information system (GIS) on ranked natural conditions at the mine, such as elevation, slope, drainage, soil and vegetation, which is performed to identify critical flood areas. Secondly, a fault-tree analysis identifies how impact can occur and what options there are for impact reduction. Finally, a resource assessment of the mineÆs capacity to adapt reduces the adaptation options to those most suited to the mine. The results are confidential, but for the purpose of introducing the methodology, we present simplified results, particularly of steps 2 and 3. CRATER can also be used for future æwhat-ifÆ flooding scenarios to identify the most suitable locations for roads, buildings or other critical infrastructure. The methodology is transferable to any mine, series of mines or locations along the mining value chain that have sufficient data, providing a practical decision-making tool to identify æno-regretsÆ actions that not only could reduce downtime after or during an event, but in some cases may enhance production between extreme events. "Most mineral processing plants have high water requirements for their operational activities. These plants often function in an environment where water is becoming increasingly scarce. An increase in population will result in an increased demand for water; potentially beyond the limits of supply and hence increased competition for the resource. In South Africa, Gauteng and the North West Province are likely to be first to experience a shortage of potable water.In order to avoid a water crisis, efforts must be made to ensure the effective management of water resources and the minimisation of wastage. Hydrometallurgical plants have a responsibility to society and the environment to operate in a sustainable manner - reducing their water requirements will certainly assist towards developing a sustainable footprint.This project improved site water management by: surveying the potable water and storm water systems with a view to assessing the current water accountability and determining methods to improve accountability determining the monthly and yearly water balance for the site and presenting it in the form of a water balance sheet drawing up an input-output and operational model in accordance with the Minerals Council of AustraliaÆs æWater Accounting Framework for the Minerals IndustryÆ calculating the water footprints of the refinery identifying ways in which water savings could be achieved recommending management systems for water usage monitoring.This work was conducted in South Africa. Long-term water management is typically ignored in mine closure planning. A review of 73 mine closure plans dating from 2007 to 2013 shows that, on average, relinquishment is proposed to be achieved in 11 years. A separate review of 57 mines in actual closure shows that only five have so far achieved relinquishment with an average closure period of 14 years after production cessation. The remaining 91 per cent of sites in closure have an average closure duration to date of 21 years - and still going.A common issue among those sites in closure is water management, with a further common issue being acid and metaliferous drainage (AMD). Of the closure plans that were reviewed only one site had allowance for long-term (>50 years) of water treatment. Of the sites in actual closure 25 per cent have reported that they expect such long-term water treatment, with many acknowledging that in perpetuity treatment is probable.Clearly there is a gap between what is being allowed in closure plans and the reality of closure. There are a number of factors leading to the optimism of the closure plans, including unrealistic assumptions, pressures to reduce closure cost provisions and the technical complexity of many AMD issues.Long-term water management is a reality that needs to be acknowledged and addressed. The Fitzroy River Aqua-Eco Health Project is a collaborative research project between the Central Queensland University, the University of Queensland and BMA. It is designed to assess the aquatic ecology and health of the streams within the Fitzroy catchment located adjacent to mine sites. The universities are conducting an independent sampling program expected to yield the most comprehensive monitoring to date. The project design incorporates in situ testing of water quality variables including temperature, dissolved oxygen, conductivity, oxidation reduction potential, pH and turbidity. Water and sediment chemistry incorporate testing for sulfate, suspended solids, nutrients and metals. This sampling is complemented by quantifying changes in the abundance and diversity of a wide range of biota, including microbial, macro invertebrates and fish.This paper will detail the program and highlight some of the particular difficulties in conducting this type of research in ephemeral stream systems. Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. The sustainable management of surface water associated with coal mining and coal seam gas projects is a considerable factor affecting the global competitiveness of these resource companies operating in Australia. Management of surface water can be costly, but effective water management and hence environmental stewardship enhances corporate social responsibility and the social license to operate. The surface water issues for the two industries are comparable, yet there is currently a lack of alignment between how Queensland, where the majority of AustraliaÆs coal seam gas projects are located, manages and regulates water on coal mine projects and coal seam gas projects.This paper provides a high level comparison of Queensland legislation and highlights the lack of alignment of this legislation regarding surface water management in these two industries. Through a case study, it looks at the surface water management process at a coal mine site based on the current legislation and principals of surface water management. QueenslandÆs lack of alignment in legislation regarding surface water management in these industries is understandable given the different development paths and time scales of the two industries. The coal mining industry has developed over a long period of time and the legislation has progressed in parallel, whereas, the coal seam gas industry is relatively new in Australia and the legislation has had to advance quickly. The coal seam gas (CSG) industry is expanding rapidly in the Surat and Bowen basins. CSG production involves pumping water from the coal seams to release the gas adsorbed to coal particles. The reduction in water pressure in the coal seams will cause some reductions in water pressure in overlying and underlying aquifers because there will always be some interconnectivity between the formations. The Surat Basin is a sub-basin of the Great Artesian Basin, which contains aquifers of high economic, environmental and cultural value. The Condamine Alluvium is also an important water resource, which overlies parts of the eastern margin of the Surat Basin.Under the Queensland (Qld) regulatory framework, an area of intensive CSG development involving multiple CSG operators can be declared to be a cumulative management area. For such areas the Office of Groundwater Impact Assessment develops assessments of future impacts on aquifer water pressures and develops and manages arrangements. The results are published in underground water impact reports.The Surat underground water impact report (QWC, 2012) was approved in December 2012. "Water is increasingly being recognised as a material business risk that many companies are still not well-equipped to deal with. Despite a raft of water-risk focused initiatives, methodologies and guidelines, the challenge of managing the strong link between the technical and operational water issues, along with the growing external challenges and interests in water, remain a significant risk to a companyÆs ability to deliver value.This paper provides an overview of the key lessons learnt from ERMÆs experience of working with companies across a range of water sensitive industry sectors, in particular, the mining and oil and gas sectors, to develop and implement practical approaches to manage business critical water risk. These examples highlight the importance of managing water risk by linking technical and operational aspects of water management - with the longer term strategic and social license aspects. In 2009, the Queensland Government developed a series of amendments to environmental authorities (EAs) for mines throughout the Fitzroy Basin in response to studies that assessed the cumulative impacts of mine water discharges in the basin. One of the key amendments was the requirement for all mines in the Fitzroy Basin to develop and implement a receiving environment monitoring program (REMP). The intent of the REMPs was to provide baseline information on the condition of the receiving environments of the mines and any impacts resulting from release of mine-affected water. Since this time, the requirement to complete a REMP has been incorporated into new or revised EAs for mines (including metalliferous mines) in other regions, as well as for other industries that discharge to natural watercourses (such as coal seam gas). This paper discusses the approaches that can be used to incorporate biological monitoring and direct toxicity assessments into REMPs. It highlights the importance of collecting biological data using sound experimental design principles to investigate whether releases resulted in environmental harm; and the use of monitoring data, coupled with direct toxicity assessments, for setting more realistic, site-specific trigger values and release limits (compared to the default guidelines such as Australian and New Zealand Environment and Conservation Council (ANZECC), which may not be appropriate to the region). The coal mining industry is now faced with new regulatory requirements that limit the discharge of chlorides into receiving streams. To meet these new regulatory standards for treated mine water, a zero liquid waste approach was developed using advanced treatment technologies. This paper describes how specific technical and regulatory issues related to water management have been dealt with at Anglo AmericanÆs Moranbah North mine. It compiles the collection of practices that have been implemented since 2010 in response to climatic and regulatory drivers. Operations must continually evolve as they face emerging challenges. For Moranbah North mine, one key challenge is the integration of its mine water system to that of its new neighbouring mine Grosvenor. The commitment to ongoing improvement has placed the mine in a good position to face this particular challenge.Water-related risks were identified then mitigated by technical practices, which have focused on improving underground water management, increasing storage capacity and installing a state-of-the-art control system for the management of water on-site and for releases of mine-affected water to the environment. These practices are supported by an extensive monitoring and audit system that provides confidence in the reporting of activities and outcomes. Rio Tinto Alcan has undertaken feasibility level assessments into the expansion of its bauxite mining operation in an area south of the Embley River in far north Queensland. The project has the potential to extend their Weipa operations by approximately 40 years.The construction and operation of two additional mineral ore processing plants are proposed for the South of Embley project. Golder Associates was engaged to develop and conduct modelling assessments of potential sources of water supply required by mineral ore processing.Two models were developed using GoldSim: a dam yield model and a water balance model. GoldSim is a graphical object-oriented modelling environment with a capacity to carry out dynamic probabilistic simulations. Originally developed by Golder, GoldSim has been applied successfully in a decision support role to a range of mine water management operations.The dam yield model was used to provide estimates of reliability and volume of annual water supply of several potential surface water dams. This information was then used to determine a hierarchy of water supply options for processing plant operations. The water balance model dynamically simulated the water demands of the two production plants and the consequential response in water supply, with respect to the timing and discharges provided by the various source options.Use of the model provided a preliminary operational tool to assist with water supply management decisions. Water quality issues required a blending of water from separate sources and attention paid to scheduling to ensure water supply through the dry season. The model also helped identify risks to water supply in the event of underperformance of one or more water supply sources. The ability to detect and quantify ground movements in underground mine workings is of the utmost importance to the safety of miners and continuity of operations. Rib sloughage is one of the most common forms of underground deformation. Remote sensing techniques, such as laser scanning, can be used to quantify this rib sloughage, by recording precise, timelapse point clouds of mine workings. In order to determine sloughage volumes and locations, two sets of laser scans were performed 42 days apart at a working section of an underground limestone mine. During this period, significant sloughing and scaling occurred, allowing for differentiation between the initial and final point clouds. Volumetric changes of 2.3-2.6 m3 were detected on rib faces during the time-lapse study. In addition, displacement in the mine roof was, as expected, not detected, suggesting well surveyed scans and an appropriate scan resolution.

Each year, one living inductee, two Medal of Merit recipients, honorees from mining?s past, an industry partnership award, as well as a special citation, are recognized by the MFSW for their respective contributions to the mining industry. James D. Toole, past president and chief executive officer of Southwest Energy LLC, will be the Hall of Fame inductee, guest of honor, and featured speaker at the awards banquet. Toole founded Southwest Energy LLC in 1973 and is credited with introducing innovative explosive technology, providing even greater value to its mining customers. Medals of Merit will be awarded to Joseph M. Keane, principal metallurgical engineer for SGS Metcon Research/KD Engineering, and Sean D. Dessureault, associate professor at the University of Arizona. Keane is recognized for his metallurgical expertise, especially in design development and pollution abatement. Dessureault is recognized for his advanced mining research, with more than 25 journal publications, and his entrepreneurship as the founder and chief executive officer of two mineral-related companies. To honor mining?s past, the hall of fame will induct Bartolomé de Medina for his invention of the patio process for recovering silver; Ben Williams for his management of the Copper Queen Mine in Bisbee, AZ; Charles E. Mills for his contributions at Morenci and Inspiration Copper and founding Apache Powder Co. and The Valley National Bank; John S. Finlay and Edwin B. Royle for their invention of the mucking machine; and Louis Caryl Graton for his ore deposits research and teaching economic geology at Harvard University.

The high final total moisture content of fine coal after mining and processing is one of the major reasons that this resource is not extensively used in subsequent power generation, combustion, or other conversion processes. Some coal products, like export coal, may be subjected to a variety of environmental conditions during transport and storage, such as temperature and humidity. To understand the mechanisms by which moisture is attracted and held on and within fine coal particles, further information is needed regarding the processes occurring at the coal surface. In order to determine the correlation between physical coal properties and its moisture adsorption and desorption characteristics, a series of sorption experiments were conducted on various coal samples under climatically controlled conditions. Equilibrium moisture data was collected while changing the temperature and humidity. This data was correlated to coal properties such as particle size, porosity, maceral composition, and mineral content. All the coals that were studied were medium-rank bituminous coals. It was found that the best predictors for moisture adsorption and desorption were the mineral and inertinite contents. Keywords moisture, adsorption, desorption, fine coal, surface properties.

As the mining industry continues to hire young professionals to supplant the growing number of retirees, a well-developed engineering curriculum, coupled with practical, real-world training, can prepare mining engineering graduates to make meaningful contributions in the industry. Successful companies can be measured not only by their reserve base and annual production but also by their retention of mining engineering graduates with zero to five years of operational experience. My personal experience in the industry during the last five years has been varied and rewarding. The knowledge and experience I have gained have taught me valuable lessons that prepared me for my current role.

The Global Mining Standards and Guidelines Group (GMSG) is building an international, multi-stakeholder community to advance the availability and use of standards and industry guidelines for the global mining community. Standards and guidelines are key strategic tools for operational excellence, enabling companies to move forward with efficient, innovative operations with reduced risk. Launched in May 2012, the GMSG is the first international center to bring together information, resources and collaborative projects for mining standards and guidelines, in an open, knowledge-sharing forum. The GMSG is supported by five partner organizations providing outreach and helping to guide GMSG activities: the Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the Society for Mining, Metallurgy and Exploration (SME), the Australasian Institute of Mining and Metallurgy (AusIMM), the Southern African Institute of Mining and Metallurgy (SAIMM) and the Surface Mining Association for Research and Technology (SMART). GMSG was formed under the CIM Surface Mining Society, though its mandate extends to include underground mining as well. ?SME is supporting the GMSG as a key international activity to advance the implementation of standards and guidelines in our industry, and to provide a forum for our members to access, and contribute to, projects and information to assist their operations,? said SME Executive Director David Kanagy. ?We see the GMSG as a good example of ways the major mining associations can work together for the benefit of all our members.? The GMSG charter encompasses all standards and guidelines that apply to mining; however, a number of subject areas are now being spearheaded by six working groups, namely: ? Access and usage of data from mobile mining equipment onboard systems. ? Operational safety. ? Situational awareness (namely, a unified equipment operator interface). ? Underground operations. ? Asset management and operations data definitions and KPIs. ? Energy in communition.
