After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. Across the life-of-mine, water is both an essential commodity to mining, and one of the most significant hazards. In Australia, a land of drought and floods, availability of water is a critical strategic risk for mine sites and neighbouring stakeholders, with both insufficient water leading to curtailed operations and contested space, and extreme water closing operations through flooding of mine sites, transportation infrastructure and unplanned regulatory restrictions. In addition to these major strategic risks, water must be addressed in operational risk management activities in many different ways.This paper develops a set of categories for classification of water risks based on academic papers from the water in mining literature. These categories are applied to media content analysis of articles in International Longwall News (ILN) (an online coal industry news site) obtained with the search terms ‘water’, ‘rain’ and ‘flood’. Identified risks are discussed within the context of the life-of-mine. The paper uses these same categories to analyse the treatment of water risks in a new coal industry risk management body of knowledge called RISKGATE (http://www.riskgate.org, Minerals Industry Safety and Health Centre, The University of Queensland). The discussion of water risks in both INL and RISKGATE is compared and contrasted to pinpoint opportunities (and a roadmap) for further development of a specific RISKGATE water module for site-based operations. Mining is a major global industry that requires the moving of considerable volumes of earth and rock (overburden) to win the valuable ore prior to mineral extraction and processing. As a result of this process, new landscapes are created, both extracted voids and overburden piles, as well as infrastructure for management of mine operations, wastewater, tailings, other raw materials, transportation and extreme rainfall events. Resource companies must develop and obtain regulatory approval for detailed plans that manage this displaced material through all phases of the life-of-mine and rehabilitate the site at the time of closure (including landform stability, revegetation and ongoing management).Individual mine sites operate in long time frames (ten to 50 years), with several mines often operating in the same region, generating cumulative overburden volumes and heavily altering the original landscape. These impacts are universally framed as a negative consequence of the industry, especially by modern society that values natural (and some agricultural) landscapes as pristine and almost sacred. Overburden and tailings are also seen as a problem, and are a significant business cost to mining practice.This paper looks to investigate perceptions of mining and post-mining landscapes, questioning the aesthetically driven emphasis on the ‘natural’. It proposes instead an opportunity to reframe the way we look at overburden and landscape impacts from mining, exploring the possibility of imagined post-mine landscapes unburdened by traditional aesthetic expectations. These landscapes, to be conceived by regional stakeholder roundtables, have the capacity to be built by regional mining consortia as a foundation for sustainable post-mining economies.Post-mine regeneration offers both the motivation and the basic materials to create an altogether new environment from a blank slate. In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. The mine site is situated south east of Port Hedland in the Pilbara region of Western Australia. A detailed engineering design was undertaken for six irregularly shaped waste rock dumps at the site. The design was undertaken to ensure long-term stability of the dumps and optimise material movements for closure construction. The Watershed Erosion Prediction Program (WEPP) and SIBERIA landscape evolution modelling was undertaken for the landforms using regional and site-specific material characteristics to provide an indication of the maximum allowable slopes and corresponding slope lengths for long-term stability.The majority of the waste materials present in the waste rock dumps are considered likely to be subgrade banded iron formation (BIF) and chert, which is generally competent material. The presence of a large number of dolerite dyke swarms indicates appreciable volumes of dolerite were produced as waste from the pits. Geological records also indicate that the dolerite is logged as being heavily kaolinised in the geological logging, hence kaolinite is very likely to be present within the waste dumps on-site. This material has an elevated risk of being highly erodible/dispersive. Clays and shales are also likely to be present in the dumps and are considered to be less competent material (relative to the BIF/chert).The final design configuration of the largest existing ‘unplanned’ waste rock stockpile is compared to a hypothetical continuous ten degree outer embankment alternative. Community members’ sources of information about companies’ social investments are often influenced by the messages in a variety of communication channels, such as newspapers, television and social media. In this sea of communication channels, corporate communications may not always have the desired effect in influencing community perceptions. This paper explores the efficacy of communication between mining companies and communities in Chile through content analysis of corporate sustainability reports and newspaper reporting.Chilean media reporting between 2005 and 2013 is examined to identify community perceptions of corporate social investments made by mining companies. Content within the Chilean newspapers El Mercurio (national) and Soy Chile (regional) is contrasted with content from corporate sustainability reports published by The National Copper Corporation of Chile (Codelco) and Barrick Gold Corporation, Canada (Barrick) for the same period. The objective is to identify differences in the way that corporate social investments are reported by companies in sustainable development reporting and by media in newspapers.Overall, the study demonstrates that the media’s framing and reporting of corporate activities was more negative than positive. Moreover, media outlets tended to focus upon the ‘negative impacts’ or ‘damage’ to communities brought about by mining developments. Conversely, companies’ public communications were largely focused upon direct improvements in livelihoods (health, education, etc) of neighbouring communities. This preliminary study provides a baseline for the development of new formats of effective communication with neighbouring communities. A soil cover isolates potentially acid-forming (PAF) mine wastes from atmospheric interaction and thereby mitigates acid mine drainage. As a cover that comprises either a single layer or a composite barrier, it essentially manages percolating rain water from flowing into these PAF materials and minimises air flow as oxygen has low diffusivity in saturated soils. However, the availability of suitable soils as cover materials is limited, especially in arid and semi-arid regions where weathering rates are low.This paper investigates the potential use of mine wastes as cover materials in a water-shedding soil cover in north-west Queensland. Four cover trial plots were built using mine wastes as cover materials. Each 2.3 m cover trial plot consisted of a 1.5 m soil cover made up of waste rocks and fines, a 0.5 m drainage layer that consisted of 0.1 m waste rock aggregates and a base layer made up of blended mine tailings. The hydrologic properties of cover materials were determined by in situ measurements and laboratory experiments, which, in turn, were used as input in a numerical model that described the cover’s transient soil moisture profile. The successful performance of the cover is reliant on the long-term stable geochemical behaviour of the substrate used as cover material. Therefore, investigations were carried out to determine the geochemical properties of the cover materials constructed from benign waste rock using static and kinetic tests, with the objective to increase the level of certainty of the material’s benign characteristics. The mining industry often embraces mine closure criteria that require the reinstatement of predisturbance or even presettlement (ie historic) ecosystems. However, the extent and severity of disturbance associated with most mining activities mean that critical physical and biological characteristics are irreversibly altered. Consequently, it is rare that a reconstructed landscape can support ecosystems even close to the historic condition, and this rarity is reflected in the small number of mine leases that have been extinguished by attainment of such completion criteria. Novel ecosystems are defined as those in which some or all physical and biotic components are irreversibly different from the historic condition. Recognition of the concept of novel ecosystems allows mine closure criteria to be set according to attainable physical and biological conditions that provide safe, stable and manageable environments with acceptable ecological functions. We propose that a landscape that first maximises physical stability and economy yet will provide a range of environments for vegetation communities and fauna habitats that may be very different from those existing prior to a disturbance should be considered suitable alternatives to, eg targeting idealised historic environments. As a result, mine closure criteria should be established by detailed description of the best attainable physical conditions, with negotiated identification and testing of the most appropriate biological systems for the various parts of the reconstructed landscape. As a general practice, revegetation would use native, but not necessarily local species if the new physical environment is not conducive to the survival and growth of local species. These new ecosystems would need to be managed in perpetuity, although the intensity of management might be low if landscape design and engineering are combined with appropriate species introductions. Here, we suggest an abbreviated procedure that may be adapted in light of local conditions and circumstances for guiding decisions influencing the physical and biological properties of reconstructed landscapes that will enable novel ecosystems to meet realistic closure criteria.CITATION:Doley, D and Audet, P, 2014. RISKGATE, an Australian Coal Association Research Program-funded (ACARP) initiative, has been designed to assist the Australian coal mining industry in improving minimum standards for safety performance, efficiency, operating practice and training. The online system is innovative in that it is built upon a foundation of industry expert knowledge gathered through action research workshops, which is further supported by a broad array of industry, academic and technical resources. In operation, RISKGATE offers a continuum for knowledge transfer and communication of current practice in risk identification, assessment and management in the coal mining industry. The primary mission of RISKGATE is to focus industry attention on prioritising control management as a way to achieve acceptable risk.A Coal Mine Tailings Dam Module has recently been added to the RISKGATE suite. The key risk, or initiating event, associated with coalmine tailings dams is catastrophic failure of the dam, leading to the release of tailings and water. This can occur due to geotechnical instability of the dam itself or of its foundation, overtopping and erosion of the dam, and piping failure of the dam itself or of its foundation. Coalmine tailings dams are also prone to seepage into the foundation and through the dam, particularly during operation when large volumes of water are discharged with the tailings. The most significant risk associated with seepage is the release of potentially contaminated water to the environment. Contamination can take the form of elevated salinity, acidity and dissolved metals. Run-off from coalmine tailings can cause erosion and can also potentially contain contaminants. Desiccation of the tailings surface can result in dust generation and dispersion.The paper presents the background and context of the RISKGATE project, the need for the addition of the RISKGATE Coal Mine Tailings Dam Module, and a description of the developed module, including the five initiating events considered, their causes and associated preventive controls, and their consequences and associated mitigating controls. "Underground coal mining is the dominant method of extracting thermal and coking coal in the southern and western coalfields of New South Wales. Monitoring mining-related subsidence forms an important component of environmental impact assessments and subsidence management plans, particularly when there are conflicts between the interests and requirements of mining and environment and community groups. However, there are few specific guidelines for monitoring the impacts of subsidence on terrestrial and aquatic ecosystems, leading to inconsistent policy approaches and highly variable abilities of monitoring programs to accurately detect biological change.This paper highlights the use of a conceptual framework to guide the development of a long-term ecological monitoring program at an underground coalmine in the Western Blue Mountains, New South Wales. "The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. An important part of planning for the rehabilitation of uranium mine sites is the ability to assess the geomorphic stability of the final landform, over time frames ranging from decades to millenia. Depending on the environmental conditions, erosion features such as gullies may incise into containment structures, potentially leading to the exposure and transport of encapsulated radioactive material. Further, erosion may lead to increased sediment loads and the transport of other mine-related contaminants off-site and into downstream waterways. While erosion may be monitored and assessed over the short term (years to decades), the longer-term behaviour (centuries to millennia) of such landscapes is not within any meaningful human management time frame. Landscape evolution models (LEMs) can provide information on soil erosion rates at decadal or centennial scales over large spatial scales, and evaluate the sensitivity of these processes to environmental changes. However, an important issue associated with the use of models is the ability to assess the reliability and accuracy of the model. In this paper, the CAESAR-Lisflood LEM is tested for its ability to predict soil erosion from a series of 30 m × 30 m experimental plots specifically constructed for this purpose on a trial rehabilitated landform at the Ranger Uranium Mine in the Northern Territory, Australia. Model predictions of bedload and suspended sediment loads from the erosion plots were compared with field measured observations collected over four wet seasons from the trial landform. Once calibrated for the specific site hydrological conditions, the predicted sediment yield – specifically, bedload – demonstrated an excellent correspondence with the field data. However, longer-term simulations of ten years identified an exhaustion effect in sediment yield from the landform. These latter results indicate that a weathering function needs to be incorporated into CAESAR-Lisflood to ensure confidence that the CAESAR-Lisflood LEM will be able to correctly predict the long-term evolution of a rehabilitated landform once it has been?constructed.CITATION:Lowry, J,?Saynor, M,?Erskine, W, Coulthard, T and Hancock, G, 2014. Mining ‘as usual’, until the most recent decades has resulted in limited landform planning and a general lack of mine waste landform design. Material characterisation, mine planning and dedicated professionals undertaking these tasks were rarely available or in place at the majority of mines. This has led to landform instability, erosion, sediment and poor quality water emanating from mine landforms. In many cases rehabilitation and reclamation failed and these sites have ‘landform features’ that are difficult to relinquish or leave and have little or no apparent land use. In many cases mined landscapes around the world have resulted in a less functional and degraded environment, with deleterious impacts on surrounding ecosystems.This situation is now slowly being addressed, as global companies, academics and practitioners and their organisations have started to exploit the ideas from an integration of earth sciences and mining through the application of planning software dedicated to the design of landforms.This development has had its genesis primarily in the United States. We suggest that process has been driven, in recent decades, by the application of resources in response to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), (USA Congress 11 December 1980) and other mine reclamation legislation enacted by federal and states regulators in the USA. The combining impact has seen a huge transfer of capital back from the public purse and ‘potentially responsible parties’, into abandoned mines to affect control, remediation, and reclamation/rehabilitation of those mines.Given this investment in rehabilitation and reclamation, people engaging in the business of landform planning have had the opportunity to address landform reclamation of historic and active sites. The skills of engineers and scientists with improved technology, waste rock characterisation and modelling tools have been combined resulting in the evolution of landform design and in mine planning of active mines. This has delivered cost-effective, sustainable mine closure designs for over 30 years. Integration of mine design with an understanding of geomorphic principals and the natural landscape, coupled with waste and soil characterisation, yield a positive result. Recently work has been applied across large and small-scale projects by companies. As these processes develop, ideas and concepts are evolving that active mines, or mines in the early planning stages, could use to help reduce double handling, and in the long run reduce overall project and closure costs, more effectively attain the desired final land use, and enhance the industry’s reputation and licence to operate.CITATION:Leidich, T,?Lacy, H?and Van?Zyl,?M,?2014. Cyanide has been used for over a century worldwide for gold extraction. However, the presence of several metals and metalloids in ore requires greater amount of cyanide for an efficient gold recovery due to their solubilisation in conjunction with gold. The extraction residues are discharged into tailing storage facilities (TSFs) and may cause bird mortality if there is exposure to cyanide-bearing wastewater exceeding the toxic threshold. The toxicity arises from free cyanide released from weak acid dissociable (WAD) cyanide complexes. The International Cyanide Management Code (ICMC) has deemed 50 mg/L of WAD cyanide released into TSFs to be safe for wildlife protection. However, this concentration is based on observations of an apparent lack of toxicity rather than a toxicological approach. The National Industrial Chemicals Notification and Assessment Scheme (NICNAS) identified in 2010 that there is a lack of toxicity data to properly assess the environmental significance of cyanide levels at gold mines. Lack of knowledge for the toxicity of free cyanide and metal cyanide complexes to wildlife led to consider alternative direct assessment techniques for designating safe levels. Whilst toxicity may be assessed by using young chickens with animal ethics approval, the traditional bioassay approach to assess cyanide toxicity is impractical for gold mine TSFs. Bioassays using algal species such as Euglena gracilis, a unicellular alga, are widely used for ecotoxicological studies. A unique feature is that the Euglena gracilis Z cell has plant-like while SMZ cell has animal-like characteristics. "Prior to the 1950s in the USA, surface coalmines were generally left without any reclamation. As government regulations advanced, mine operators were required to backfill the area and plant grasses or trees. After the federal Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977 in the USA, mine operators were required to conduct pre-mining analyses of the site and to designate a land use that could be achieved after the mining. Common post-mining land uses in the USA are: agricultural uses such as prime farmland reclamation with crops, hayland and pasture, and biofuel crops forestry wildlife habitat building site development.Provisions and regulations for each post-mining land use were developed and practices to achieve successful and sustainable land uses were established. Mine and ore beneficiation wastes and smelter contaminated soils often cause phytotoxicity and threaten adverse environmental effects if not remediated. Science has clarified both the risks from soil metals and methods to alleviate those risks that can be applied at low cost. Phytoremediation is a family of plant and agronomy based technologies to deal with environmental aspects of sites requiring remediation. If valid risk assessment indicates that metals comprise risk, phytostabilisation may be used to alleviate that risk for most contaminated sites. In particular, Zn-Pb, Cu and Ni mine and smelter sites are readily remediated by making the soil calcareous and fertile, with added organic and metal sorbent amendments that include soil microbes to ‘revitalise’ the soil. In each case, the soil fertility and causes of phytotoxicity should be clarified by agricultural soil extractions, and the combination of amendments required to improve fertility and reverse phytotoxicity identified and found locally. In contrast with phytostabilisation, phytoextraction/phytomining uses rare metal hyperaccumulator plants and agronomic management to maximise annual phytoextraction of soil elements into plant shoots for harvest, ashing and use as a metal ore. Plants that accumulate more than two per cent Ni in shoots, and yield 10–20 t ha-1 dry biomass yield 200–400 kg Ni ha-1, which has value greater than all common agricultural crops. Considering the value of elements, existence of hyperaccumulator plants and demonstrated agronomic management for Ni phytomining, it is clear that mine sites and Ni mineralised subore-grade serpentine soils can be phytomined economically as an agricultural mining technology. A team developed agronomic methods and improved cultivars of Alyssum, which can be profitably grown on temperate zone Ni mineralised or contaminated soils. Plant species for tropical ultramafic soil materials have been identified. Fiji is a developing nation that relies on economic opportunities and recently experienced increased interest in mining and mineral exploration that could potentially benefit the country. In order to understand the lack of, or failure of, past rehabilitation activity, this study applied risk-based approaches to identify the significance of activities or actions applicable to rehabilitation of post-mined land in Fiji. This involved the use of qualitative, semi-quantitative and quantitative risk methodologies, which allow assessment and evaluation of mechanisms of mining administration and practices, as well as rehabilitation methods and approaches that have been applied successfully to post-mined land in other countries with similar environmental and climatic conditions and social and regulatory environments to Fiji. The semi-quantitative risk-based technique followed an earlier approach applied for mine closure by Laurence (2006) and provided a systematic way to assess and evaluate rehabilitation issues that were identified on-site by assessors, who were able to estimate through expert judgement the likelihood and consequences based on conditions, situations observed and circumstances on-site. It demonstrated that experienced professionals could reproducibly score likelihood and consequence of selected items relevant to mine site rehabilitation, despite the wide-ranging issues identified during post mined land rehabilitation. The quantitative risk-based approach was adopted as a method to determine environmental bonds for mining projects using the assessment of consequences and likelihood results from the semi-quantitative approach, then incorporating unit cost of materials or activities for local conditions required to fully rehabilitate each issue at net present value. Mineral resource development activities impact the health and well-being of many people, from workers, to families and surrounding communities. In the current environment of corporate social responsibility life-of-mine planning considers that mining activities should be conducted in the best environmentally, socially and economically acceptable way for the entire life of the mine (ie from exploration to decommissioning and closure). In this context, the health impacts of mining extend throughout the life of the community from worker injury and chronic exposure to communicable and non-communicable causes of illness, through to family and community health and well-being. At the inaugural Life-of-Mine conference in July 2012, the authors proposed the life-of-mine in the life-of-community (LOMLOC) matrix as a framework for understanding issues at the interface between resource extraction operations and the surrounding environment.This paper reviews and compares health activities extracted from social and environmental reports published by selected major mining companies with American operations in Canada, Colombia and Brazil. These corporate approaches to public health management are mapped to the LOMLOC matrix to identify and compare trends and behaviour in corporate health investments. Addressing nutrient deficiency, among other factors, is vital to the growth and establishment of plants in mine spoils and tailings ponds. Although several organic amendments are available for this purpose, it is important to determine the appropriate ameliorant for the selected plant species. This research examined the effect of different amendments on the growth and ground cover of Centrosema molle, Calopogonium mucunoides and Sorghum spp. in copper/gold tailings. Plant growth and ground cover drastically increased with the application of organic ameliorants, especially manure. Among the three plants, Calopogonium exhibited the best growth and has shown its capability to establish a dense ground cover even in unamended tailings.
