"Speakers and attendees of the 2016 Cutting Edge Conference could not be faulted for keeping one eye on the presentations taking place at the Hyatt Regency at LAX in Los Angeles, CA on Nov. 7 and 8 and another on the results of the historic election in the United States that took place on Nov 8. While there was certainly interest in the presidential campaign, there was also a great deal of interest in Measure M on the California ballot. Measure M, which passed easily, is a half-cent sales tax increase that will fund the most ambitious transit expansion in Los Angeles County history.In the coming years, the ballot measure will transform a traffic-choked region by funding the construction of nearly a dozen new rail lines with an estimated $120 billion raised in four decades. Among the projects that could come to fruition are a twin-rail tunnels project through the Sepulveda Pass and new connections in the city.During the update on West Coast projects, Bill Hansmire summed things up with a slide asking “How much work is there on the West Coast,” and his answer was “Billions.”From Seattle, WA south to Los Angeles, there is already a lot of work for tunneling and underground construction experts, and Measure M ensures that there will be plenty of work for decades to come.Currently, The Los Angeles County Metropolitan Transportation Authority (Metro) has three rail projects underway that were funded by Measure R in 2008 — the Regional Connector, the Purple Line subway extension and the Crenshaw/LAX Line that are designed to alleviate the traffic pressure with an eye to more solutions.Measure M is the fourth sales tax increase to fund transportation in L.A. County, bringing the base sales tax rate to 9.25 percent. In some cities, which already levy their own sales tax, the rate would be higher, The Los Angeles Times reported.About 35 percent of the revenue will fund major new transit projects, such as the subway under the Sepulveda Pass, extension of the Gold Line to Claremont, extension of the Crenshaw Line to West Hollywood and acceleration of the Purple Line Subway construction along Wilshire Boulevard to finish in 2024, 10 years earlier than scheduled.About 17 percent would fund a dozen highway improvement projects, such as widening parts of I-5 in the Antelope Valley and southeastern county, adding bus lanes to the Sepulveda Pass section of the 405 freeway and adding truck-only lanes to a section of the 710 freeway."

"Mine waste rock management involving waste rock movement and placement, is a critical aspect in the planning of open pit mining operations, as the waste rock haulage cost can be the largest portion of the mine operating cost. The concept of sustainable development in the mining industry also encourages environmentally friendly waste dumps that have zero hazards to people and the surrounding environment. Therefore, a detailed waste management schedule must satisfy economic and environmental considerations. However, the available tools in the market cannot provide optimal waste dumping schedules to meet all these constraints. This paper introduces a user-friendly and automatic tool to optimise the waste dumping schedule, which minimises the haulage cost, and covers the encapsulation of reactive materials to minimise acid mine drainage problems. This tool has been developed by using a new mixed integer programming (MIP) mathematical model that considers both single-lift and multilift dumping scenarios. The application of the proposed tool on a data set collected from a gold mine shows that the multilift dumping scenario has provided a more flexible and economical waste dumping schedule than the single-lift scenario, and both scenarios satisfy environmental requirements.Citation:Fu, Z, Topal, E and Erten, O, 2016. "Wet-weather or 24×7 wet-trafficability is a commendable design objective for unpaved mine haul roads, but practically often difficult to achieve, due both to the road sheeting material selected, and also its breakdown under the action of traffic and environment. Accidents allied to wet-trafficability issues, either due to rain or often more commonly, over-watering of mine roads, is increasing and especially the loss of control or uncontrolled vehicle movements categorisation. The dominant system failure is that once vehicle control is lost, control cannot be regained.The friction supply, or ‘skid resistance’ of a mine haul road sheeting is critical to the safe operation of the road and data has to be collated concerning the variation of friction supply with sheeting material engineering or indicator properties. In the light of the paucity of data existing in this field, this paper presents the contributory research that informs the development of improved and validated unpaved mine road friction supply estimates, based on a number of mine site evaluations across a range of sheeting material types and characteristic parameters, leading to improved predictive models of friction supply.Results from this preliminary review will enable operators to assess their road sheeting materials, improve and validate unpaved mine road friction supply estimates. "Evolution Mining is the sole owner of the Mt Rawdon open cut operation, located 75 km south-west of Bundaberg in Queensland, Australia (Figure 1). It is a massive, volcanically hosted, low-grade gold deposit that exhibits excellent characteristics conducive to low cost mining and treatment.In 2014, Mt Rawdon began investigating initiatives to deliver higher mill throughputs without any significant capital expenditure or modifications to the existing processing plant. Various studies have shown throughput increases are possible by applying more blast energy, essentially by reducing feed size through blasting and leaving less work for the comminution circuits (Brent et al, 2013; Ziemski, 2011; Workman and Eloranta, 2003).Given that 53 per cent of energy used on a mine site is consumed by the comminution circuit, with only two per cent being consumed by drill and blast (Smith, 2013), it makes logical sense for a mining operation to align their drill and blast with their processing plant. The term commonly used when exploring this relationship is a ‘Mine to Mill’ program.Over nearly 12 months, various blasting options and Mine to Mill methodologies were tested at Mt Rawdon. Throughout the journey, it was abundantly clear that the Mine to Mill initiative is not as simple as making one technical or physical change and expecting an improvement. Rather, true sustainable improvements demand a paradigm shift across both the mining and processing cultures, where all departments are aligned and working towards the one outcome. "The rise of autonomous haul truck fleets may have been initially driven by the rapid escalation of the cost of equipment operators, but the actual improvements reported by the major iron ore miners far exceeds the simple reduction in workforce. Utilising cost models developed for feasibility studies and mining contract modelling, the limits of cost improvements due to simple labour reductions are compared to those achieved by the early autonomous fleet adopters and through traditional process improvement techniques such as fleet class upgrades or hot-seating of equipment. As autonomous fleet implementation matures, it is likely that the gains seen by current adopters will seem minor compared to the limits generally governed by the limit of equipment utilisation. "Many open pit (OP) mines with considerable vertical extent are approaching the end of their life-of-mine; some of them are seeking the opportunity to make the transition from OP to underground (UG) mining. The decision on the best location for transition from OP to UG mining should be addressed at the strategic mine planning stage. Conservatively, the transition to UG mining is considered near or after the exhaustion of the reserve within the ultimate pit.However, if UG is evident and exclusively viable from the inception, defining the best location for the transition through a conservative approach may not be an optimal option to explore. This clearly establishes the need for a mathematical model that aims to maximise the project value and considers OP and UG mining with crown pillar (CP) requirement simultaneously. Underground mine layout varies from one UG mining method to the other, and consequently the variation in the location of transition is eminent. Thus, focus on the selection of UG mining method must be a part of this analysisThis paper presents an implementation of an integer programming (IP) based mathematical model that evaluates the changes in mining layout and the project value under possible variation in the transition point from OP to UG mining for stoping and block caving methods. An IP problem is a mathematical optimisation or feasibility method in which some or all of the variables are restricted to be integers. The outcome of the implementation reflects that mining strategies with OP transition to stoping and block caving methods generated higher values than OP-only mining strategy. "Open pit mines today have more technology and data available. The challenge is to effectively use resources to analyse and identify mine productivity improvements. AMC Consultants Pty Ltd (AMC) has completed more than 100 benchmarking studies worldwide. In the process of gathering cost and productivity data, insights have been gained on how mines are using data to drive productivity. This paper aims to share good practice on using data, what benchmarks operations should be aiming for, where mines are currently sitting, high value areas to target, and how to best prioritise improvement to meet operational goals.A key purpose of data is to assist in managing and improving operations. Key information is used to drive meetings, decisions, budget estimates and reports. Safety, equipment productivity, available stocks, grade and spatial reconciliation are examples of where data is important for management systems. The key is to keep reporting simple whilst maintaining access to source data for troubleshooting and analysis.Some operations still have paper-based reporting systems. Some operations collect data directly off machines and instruments, use cameras and have off-site control centres. The level of technology is a fit-for-purpose choice.Comparisons of productivity assumptions commonly used in feasibility studies with good practice productivity numbers sourced from AMC’s benchmarking database will be shared in this paper. A typical activity mining cost breakdown will highlight where the high value areas for productivity improvement sit.In addition to examining the productivity of each mining step it is also important to examine the impact on the mine plan. Equipment numbers, strip ratio, grade and material hardness can impact the results of bottleneck analysis. A bottleneck example case study will highlight how productivity and other factors can be used to identify and prioritise improvement opportunities.Keep it simple. "The mining industry is often challenged with the task of evaluating narrow vein open pit deposits. A realistic mineable solution from optimisation needs to accurately represent mining dilution and the practical limitations of mining equipment. Open pit dilution is driven according to mining method and fleet selection as this dictates the ‘selective mining unit’ (SMU) that can be practicably mined.Common evaluation methods represent dilution by:a mathematical dilution assumption addition of a dilution skin reblocking of the model to an appropriate SMU.This paper will explore an alternative method of applying dilution by adapting an underground stope modelling tool. By considering an SMU as a stope, automatic stope shape creators such as Datamine’s Mineable Shape Optimiser (MSO) can be used to create wireframes for each mining unit over the entire deposit. Using these wireframes, the model can be subblocked and assigned as either ore (inside the wireframe) or waste (outside the wireframe) prior to optimisation.The MSO process considers SMU geometry and a depth specific value-based cut-off. "Surveying, and as a result, surveyors, have been around since the start of time, and it has been said that so has their methodology!The theodolite and tape have been the backbone of a time-tested practice that has led to ground breaking advancements such as electronic distance measurement (EDM), global positioning system (GPS) and positional laser scanning. However, it was the introduction of the unmanned aerial system (UAS) that has allowed mine sites such as St Ives to take the next step towards truly turning survey data into metadata.This paper will explain how the unmanned aerial vehicle (UAV) was adapted to meet the requirements of a mine site supporting a major open pit operation, and how the open pit mining team adjusted their planning and production processes to maximise use of the extra data and information available to them.The advantages of the system include point cloud surveys with corresponding large-scale up-to-date photography and computer generated high detail contouring of mined areas that are then incorporated into the mine plan. "Robustness can be defined as the ability of a system to resist change without adapting its initial stable configuration. Robust design methodology, which is widely accepted in the manufacturing industry, allows the establishment of robustness and reliability metrics in scenario analysis.In the mining industry, a mine can be considered as a system with design parameters such as processing plant and mining capacities. Traditionally, a limited number of scenario iterations are performed in an attempt to determine optimal capacity values. An important strategic decision such as process plant capacity in particular is made during the very early stages of a mining study, often based on a low level of information. Lack of time and tools to run and analyse a larger number of possible scenarios for different design parameter combinations are usually the main reasons for not performing a full analysis. In addition, the uncertainty of other mining study input parameters creates more risk in decision-making.With advances in technology, it is now possible to automate the process of generating several thousands of scenarios in an affordable and timely manner. This allows performing the results analysis and assessing robustness and reliability criteria within a reasonable time frame. It is possible to generate a surface of results based on the net present value (NPV) for each scenario. This surface will reflect the efficiency level of the capture of the economic rent for each production scale. In addition, each scenario can be tested under diverse conditions of volatility of other external variables such as prices, costs or recoveries for example.This paper aims to establish a methodology that applies robustness criteria to determine the best scenario on several surfaces of value, which is then assessed with real data from a mining project. Obtained results demonstrate the advantages of using the proposed methodology in dealing with the above-mentioned multidimensional problems. "Since the commencement of mining operations at the Cowal Gold Operations (CGO) in 2005, reverse circulation (RC) drilling has been the preferred method for grade control (GC) sample collection. This method was selected because it allowed:for multibench drilling (20 m hole depths for two benches of mining) to aid mine planning increased data density for comparison against the wide spaced ore reserve model angled drill holes to intersect perpendicular to the strike and dip of the shallow dipping mineralisation ability to take two metre sample intervals to enhance the understanding of the mineralisation’s short-scale variability and provide the ability to flitch mine.From June 2008 to December 2013, RC GC was performed using a UDR rotary cone splitter. The field duplicate data over the period displayed strong precision, with a correlation coefficient of 0.94 and an average relative per cent difference (RPD) of 21 per cent for gold. Up to 66.1 per cent of field duplicate data greater than 0.1 g/t fell within ±20 per cent RPD. This is within limits of industry best practice. The Mine to Mill reconciliations over the same period showed the estimated GC grade was 7.7 per cent lower than the calculated head grade (CHG).In December 2013, the Progradex sampling system (PGX) was introduced at CGO due to its advertised ability to capture 100 per cent of the drill cuttings for the complete sample interval, inclusive of fines. Analysis of field duplicate data indicates that since the introduction of the PGX, the sample precision has drifted. From January 2014 to February 2016, the correlation coefficient was 0.92 and up to 51.2 per cent of field duplicate data, greater than 0.1 g/t fell within the ±20 per cent RPD. Over the same 26 month period, the Mine to Mill reconciliation improved to one per cent lower than the CHG. Granulometric analysis of the RC samples collected from the PGX indicated the fines material(<212 µm) averaged up to 22 per cent of the samples mass and following assay determination, the fines material represented a weighted average of 31 per cent of the total gold content within the sample.This paper highlights the:importance of the complete capture of all drill cuttings during an RC drill programinfluence of fines material on the sample quality and accuracyimpact sampling of the fines material has on the Mine to Mill reconciliation performancechallenges experienced in commissioning a PGX system.Citation:Reid, B, 2016. "The efficiency of the truck-shovel haulage system is significantly influenced by the truck fleet size. A discrete event simulation model with 3D animation has been developed to estimate the productivity of a truck-shovel network system, shovel efficiency, truck cycle time, truck utilisation and the optimal fleet size. The simulation model considers the dynamic variability of traffic conditions and also the truck as an individual entity. "Sunrise Dam Gold Mine (SDGM) is located 820 km from Perth, 220 km from Kalgoorlie—Boulder and 55 km south of Laverton in Western Australia. The SDGM main pit had successfully operated since 1997 and was due to be completed during 2012. An opportunity existed to extract the high-grade crown pillar – 600 kt @ 7 g/t for 135 koz by either open pit or underground methods.The crown pillar was the 60 m (vertically) thick remaining part of the high-grade Cosmo orebody between the top of the paste filled underground mine stopes and the planned base of the final open pit shell.There were two major difficulties being considered when choosing the underground or open pit options:a major wall failure in the upper section of the main pit wall directly above the crown pillar restricting access from the base of the open pit to the top of the crown pillarimpact of a high rainfall event while the crown pillar was being mined from either surface or underground resulting in flooding of the underground mine workings.This paper will discuss the following issues:the process to identify and evaluate the risks in both options using knowledge based modelling software; this technique allowed the evaluation of a complex set of assumptions to arrive at the preferred optionremediation of the Watu failurethe selection of the preferred option and the challenges encountered before, during and after the extraction of the crown pillarthe planning and geotechnical work to ensure the safe extraction of the crown pillarsuccessful outcomes transitioning from open pit operation to a solely underground operation.Citation:Robeson, A, Cowan, M and Brockman, M, 2016. "In today’s mining industry, the pressure of reducing costs and increasing production while maintaining high safety standards is at the forefront of operational endeavours. A combination of specific mining knowledge and technological advances has helped enable this notion. Fleet management systems have been developed to enable sites to better measure and manage production to improve operational efficiency.The integral part to managing production is having accurate, readily accessible data. This empowers key stakeholders in the management team to drive production reporting, materials tracking and budget forecasting.If a site does not run a fleet management system, manual input is heavily relied upon for production data, which introduces increased risk of human input error. Errors can drive outcomes that don’t achieve increased production at a reduced cost. Alternatively, a fleet management system can have improved accuracy but involves a high monetary investment. "Even with the cyclic nature of mining, when it comes down to it, the bottom line is that whatever direction the commodity market is going there is always a desire to improve the economics of an operation in order to deliver a greater return to investors. Adapting to market pressures by introduction of an operational process change can often have a downstream impact. What may be less obvious is that reconciliation can play an important part in measuring the effectiveness of many operational changes. Through the adoption of best practice reconciliation and related comparisons, it is possible to measure the impact of changes across the mine value chain and identify variability that may have been introduced. Using analytical business improvement tools, examining and monitoring planned changes can be crucial in understanding whether the introduced changes have been effective and whether they have provided the expected result. "An effective geotechnical design provides an accurate and appropriate assessment, balanced with a mining company’s risk profile. Justifying the cost of slope assessment requires an understanding of the input sensitivities, and resultant risk, to achieve a slope of a required functionality. As a project progresses from Scoping to Feasibility, the geotechnical risk becomes better resolved through increased expenditure on drilling, testing, analysis and modelling as long as the input data is appropriately spatially distributed. Providing accurate and appropriate geotechnical assessments in the early stages provides confidence in all following stages, especially where initial analysis indicates difficult geotechnical conditions. It is also in the early stages of project definition that there is most opportunity to maximise the value of the deposit through investigations into optimal mining methods.This paper examines the advantages of geotechnical engineering input through a project study period. Early geotechnical involvement allows the Scoping and Pre-Feasibility Studies to be more effective. "A high altitude review of the state of the mining industry provided by a study of multifactor productivity shows a continuation of lower output year on year for the capital and labor inputs applied. The story is sadly similar for both U.S. mining and the Australian mining sector. In fact, according to PwC analysts, the world’s mining equipment productivity has declined 20 percent during the past seven years (Lumley, 2014). Although the reasons for the continuing decline in mining productivity are varied, the need for improvement is clear.The world’s mining industry fleet of more than 400 large draglines moves billions of tons of overburden and ore (phosphate, limestone, etc.) annually. This discussion will review a few of the tools available for improved productivity in dragline operations.Benchmarking equipment performance exposes the possibilitiesIn the September 2013 Mining Engineering cover story Graham Lumley and R. Adsero suggested that analyzing best practice equipment performance from an industrywide database for specific equipment performance improvement goals would be beneficial (Adsero, 2013). Benchmarking equipment performance by normalizing differences and then comparing specific measures of performance will provide a road map to improvement for those following the leaders. For those already performing at best practice levels, a benchmark confirms and bolsters what has already been achieved. As described in the SME February 2014 paper by this author, best practice is the average of the top 10 percent in annual output. Filling performance gaps identified by a comparison to best practice by investigating the details of the why and taking action to change, makes all the difference. This is true for all major mining equipment. Given the large gap between average performance and best practice performance most mining operations can benefit. Best practice performance provides a view of what is possible to the 90 percent majority of mining operations that are performing below the top 10 percent.For dragline mining operations, identifying specific characteristics and practices of leading dragline performance will provide a reference for comparison."

"Strategies to improve performance in mining production, maintenance and mineral processing operations have evolved over time from straightforward time studies of individual machine performance in the 1960s-1970s to more sophisticated and better focused statistical and financial tools that have emerged in the 1980s-1990s. These newer strategies fall under the broad descriptive category of operational excellence.Operational excellence is the term that embodies a number of performance evaluating strategies, the most popular and relevant to mining include the following:• Six sigma for addressing errors within mining or milling process and work standards.• Lean manufacturing to optimize organizational and operational performance through continuous improvement.There are other strategies that can be applied as well and this paper is not focused on a review of the pros and cons of any one strategy. However, the common threads in these strategies embody the expectation that expected results from these efforts can be quantified and that value will positively benefit the targeted work process, organizational unit, equipment deployment or time schedule when applied to it as part of continuous improvement efforts.The priority for proceeding with any one or more of these efforts is based on the calculated net value of the required resources to make the change versus the estimated value gained. The practice is identified as the value mapping process.This discussion summarizes the value mapping process methodology used at a mature uranium mine and mill in northern Canada to work through the myriad of potential improvement efforts available through the operational excellence process for continuous improvement."
