The meaning of the title, "Blank Piece of Paper," refers to the need for management to take a completely fresh viewpoint to the problems facing our industry. These problems are so severe and some so new that conventional thinking may not be adequate to resolve them. Innovation has to be a part of every company's approach to the solutions, our concept is to start with a "Blank Piece of Paper.' The objective of 'this paper is to outline steps which can be taken to improve the profitability of a mining business. This is not an examination of technical solutions to individual problems, but rather recommendations for overall change in management thinking. This philosophy is based on our actual, hands-on experience in major open pit operations worldwide over the past 25 years.

The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business' success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed' both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.

"What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation's future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry's past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer's market" forced on a highly competitive industry. One result was to limit the industry's resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

"The city of Denver, CO has experienced extreme growth in the past decade, with the population of the city topping more than 700,000 people in 2018. The current storm water drainage system was put in place in the early 1900s and has not been able to keep up with the growth of the city.When it rains north and east of the city, the runoff goes toward the South Platte River. With the dense population and sometimes severe thunderstorms in the summer, the city has experienced significant flooding that not only endangers lives of residents, but some of the storms have caused millions of dollars of property damage.The Platte to Park Hill Project is a $298-million nearterm, four-phase solution to the flooding that includes the Globeville landing outfall; an open drainage project in the Cole neighborhood in north Denver; an area for temporary water detention and another temporary water detention in Park Hill.The largest and most complex phase of the project is the Globeville landing outfall — a $70-million box culvert project that includes a pair of 157-m (515-ft) long, 243-cm (96-in.) diameter storm water tunnels that pass beneath a busy rail yard with 17 tracks for the Union Pacific Railroad (UPRR) and two Regional Transportation District (RTD) commuter rail tracks. The tunnels, which were installed parallel to a pair of existing 243-cm (96-in.) tunnels, were designed by Brierley & Associates as a client of Merrick & Company for the City & County of Denver, and Bradshaw Construction constructed the one-pass tunnels.From the start, it was evident that the tunneling portion of the project would be the most challenging because of the rail yards.“It’s a little bit more complicated because the railroads have such tight restrictions for settlement,” said Rebecca Brock, Brierley’s project manager. “We had a lot of meetings with Union Pacific and RTD to figure out what are prescribed versus tolerable settlements.”“The portion extending beyond the UPRR under the RTD rails was challenging, as RTD is new to tunnel installations under its tracks,” said Lester Bradshaw, president of Bradshaw Construction. “The RTD tracks employed a unique foundation of continuous concrete with integral raised concrete ties on rubber bushings. Minimizing settlement to these tracks was a critical requirement.”"

The prolonged exposure of equipment operators to shock and whole-body vibration (WBY) is linked to cumulative back, neck, and abdominal disorders. In low-coal mines, space restrictions make seat suspensions difficult to use in isolating operators from shock and WBY. Researchers at NIOSH, Pittsburgh Research Laboratory, are responding to these issues by investigating viscoelastic foams. For the full-load case. an ergonomic seat with viscoelastic foams isolated the shuttle car operator from shock at 15Hz. Researchers used results from additional foam testing with an analytical model to identify viscoelastic foams that provide shock isolation at a frequency below 5 Hz.

Hoisting coal using water and air is a technology which has potential to improve the economics and safety of transporting coal. The Coal Air-Lift Hydrohoist is a prototype coal hoisting system developed by the U.S. Bureau of Mines (USBM). This paper discusses the method used to regulate the supply of water to the 50-m-high hydrohoist U-tube such that the pressure difference at the bottom of the U-tube is held constant. Maintaining a constant pressure difference results in a steady flow of slurry out of the hydrohoist.

Because of increased pressure from Federal & State Regulatory Agencies, most acid flows will require some sort of treatment prior to being discharged to receiving streams. In many industries, the volumes of liquors are large and their acid content varied. Pressure to minimize costs of waste treatment equipment and land usage makes development of a treatment process incorporating these desires mandatory. "Standard" methods of acid neutralization with lime have been known for years, however, the volume and characteristics of the resultant precipitated solids can create a disposal problem. Also, when standard lime treatment is used, the settling characteristic of the precipitated solids is normally slow. In some instances, the necessity of added dissolved solids removal, (such as iron, needing aeration) add to the problem of concentrating neutralized solids. In a paper published in the September 1970 issue of "Coal Age," *the results of extensive test work by personnel of the Homer Research Laboratories of Bethlehem Steel Corporation, Bethlehem Pa., were reported. This paper dealt specifically with development of a flow sheet to treat acid mine drainage (hereafter referred to as AMD) from coal mine operations. The Burnaby Mountain Tunnel was an integral part of the Trans Mountain Expansion Project. General Contractor, Kiewit Ledcor TMEP Partnership (KLTP), contracted with McNally Construction to build an underground tunnel between the Burnaby and Westridge Marine terminals under Burnaby Mountain. The pipeline was constructed within a 2.6-kilometre tunnel, eliminating the need to run the pipeline over the mountain and minimizing community impacts. The complexities of this Project led to multiple innovations, including the design of a Tunnel Boring Machine (TBM) capable of excavating through mixed-faced conditions concurrently thus allowing the Project team to complete the tunnel with limited geotechnical information.

The oxidants which participate in the bacterially catalyzed oxidation of minerals are dissolved oxygen and some aqueous iron(III) complexes. Speciation studies indicate that these complexes consist of iron (III) -sulfate and iron (III) -arsenate ions. The complexes have different oxidizing powers as indicated by their calculated standard reduction potentials. The thermodynamics of the oxidations of pyrite and arsenopyrite are related to the mechanisms of the reactions. The mechanisms are discussed in terms of primary processes occurring on the mineral surfaces and the secondary reactions of the primary products. The importance of the conclusions to plant operation is discussed.

This paper exposes the reasons that led the Empresa Nacional Minera del Sahara, S.A. (ENMINSA) to the selection of a conveyor belt system for the transport of phosphate rock over a distance of 100 kilometers. ENMINSA was created in 1962, with the main objetive of the exploitation of phosphate rock deposits in the Spanish province of Sahara, in North West Africa. Poor grade outcrops were known previously. A detailed geological research carried over the province led ENMINSA to the discovery of deposits not exposed, and of much higher grade. The sector known as Bu-Craa was chosen as the most promising, and was explored by means of drill holing and shafting. The important amount of information obtained permitted a detailed evaluation of the capacity and grade of the rich ore contained in the Bu-Craa area. Simultaneously with the systematic reconnaissance of the Bu-Craa deposits, ENMINSA developped the study of the technical and economical problems required for the beneficiation of the rock, which comprised five main groups of projects: rock exploitation; beneficiation plant; rock transport from the mine site to the Atlantic coast; storage, handling and loading facilities by the sea- side, and power plant. Once determined the location of the marine loading facilities, which to date are in an advanced stage of construction (figs. 1 and 2), the studies conductive to the selection of the best transport system from the mine to the ocean, along 100 kms. distance were undertaken.

Chemically, mica is a complex silicate of sodium, potassium and aluminum. There are no important uses of mica where the chemical analysis is important, except that in some uses of ground mica, the content of iron oxide present as an impurity must be kept to a very low limit. Muscovite mica is frequently found containing black and red "stain" as a homogeneous part of the books or sheets. In most cases this stain or impurity is magnetite or hematite. Some mica contains impurities deposited by infiltration. This is commonly a red stain, less often brown or white. The best mica is free from all such impurities, and the greater their content, the less value does the mica have.(1) It is because of these undesirable impurities that a large segment of the fine ground mica industry relies on weathered pegmatites and alaskite ores as a source of raw material. The mica concentrates obtained from these ores are relatively clean and require moderate beneficiation to meet color and density specifications. One need only to observe the stained and decrepitated condition of the mica recovered from mica schist to appreciate the challenge that processing this material presents. Despite these adversities there are several advantages to be gained by mining and processing mica schist ores. The mica content of these ores are considerably higher than the pegmatites and alaskite ores now being mined, often containing in excess of forty percent mica. "The science of “optimal economic pit design” has been highly refined in the last decades. Even with the proliferation of optimizing and heuristic algorithms exploiting ever faster computers, the most common input is a single block model and a single set of cost assumptions, each of which is an estimate and prone to errors. An analysis of price assumptions produces a suite of nested economic shells, each with its own quantities of ore, waste, grade, and profit, but due to irregularities in the mineralized body, the growth of these shells can be erratic. To control the impact of the errors of the model and cost assumptions when choosing the pit shell for design, graphs of pit shells characteristics, such as stripping ratio, cost per unit of product and profit/ton, can be analyzed to consider points with higher stability, or robust pits. Selection of robust shells for a pit limit and for push backs can help to understand the impact to profit and risk. The robust shells also guide the preferred solution sets for final pit and cutoff optimization. INTRODUCTION “An open pit mining operation can be viewed as a process by which the open surface of a mine is continuously deformed. The planning of a mining program involves the design of the final shape of this open surface.” Optimum Design of Open-Pit Mines, Lerchs, H. and Grossmann, I. Transactions C.I.M. Volume LXVIII 1965. Traditionally an analysis of economic pit shells and sensitivity was performed by varying the input metal price. This was done with both floating cone algorithms as well as early versions of the Lerchs-Grossmann (L-G) algorithm. This gave an indication of the pit sensitivity to price but since other variables also change, some with metal price (perhaps steel and equipment), and some independently (fuel and tires) the understanding of these different pits was restricted. In addition, a run of the program could take hours, making a detailed analysis of small changes unwieldy. The L-G algorithm was programmed by a variety of people and sold as part of commercial mining packages, however it was first and most successfully commercialized by Jeff Whittle in 1984. When Whittle’s 3-D™ was expanded to 4-D the parameterization of the economic inputs was considered and the ability to run a suite of “pit shells” became automatic. The competing NPV Scheduler™ program sold by DataMine™ offers similar pit shell analysis capabilities."

Endako Mine is an open pit molybdenum mine located in the north central region of British Columbia, Canada, approximately 160 km. west of Prince George. Production for the latter part of 1992 is expected to average at 63,500 tonnes per day of which 27,000 tpd constitute the mill feed. This production is achieved with five 15 to 19 cu. yd. electric shovels, six Euclid R190 and two Unit Rig M120 diesel-electric haul trucks, and three 121;.1 inch electric rotary drills. There are three ore zones delineated into pit areas called the Endako, Denak East and Denak West. Present mill feed source is the South East stage of the Endako Pit while the stripping is carried out in the South Wall stage also of the Endako Pit. The mine high grade aggregate is reduced in the primary and secondary crushing circuits before processing in conventional RM/BM/flotation circuits. The majority of the Molybdenum Sulphide (MoS2) is roasted on site to produce technical grade Molybdenum Oxide (MoO3) while a portion is further refined and treated to yield a 99.9% pure Molybdenum Sulphide (MoS2) "Ultrapure" product.

So far my consulting in industrial minerals has been confined principally to carbonate rocks,-salt, coking coal, and glass sand. Much of this work has been for companies either too small for a full-time geological staff or unaware of the value of employing one or more qualified geologists permanently. It gave me considerable personal satisfaction to see several of the latter companies employ one or two full-time geologists after the completion of a consulting contract with them. One possible reason why some companies lack the wisdom to hire geologists is that they are dominated by engineers who still subscribe to the old idea that engineers are self-sufficient in all fields. They could have learned this from their professors. I once knew a Dean of Engineering who got purple in the face when a faculty committee was discussing the financing of a broad gauged engineering project and suggestions were made that assistance be obtained from the Schools of Business and Law and from some of the science departments tie pounded the table and shouted "Engineers are trained to handle all this!" In teaching engineering geology some years ago I used to tell the class repeatedly that the course would not make them geologists, that the purpose was to teach them

On March 15, 2012, about 24 attendees from several western states attended Roundtable 2012, hosted by Knight Piésold and Co. at the Red Lion Hotel and Casino in Elko, NV. The focus of this year?s discussion was ?Acid Rock Drainage for Engineers and Environmental Scientists.? Other names may have been more suitable for the event, perhaps combining geochemistry, with air and water quality and their long-term effects on soil and rock mechanics. Bryan Ulrich (senior vice president, Knight Piésold?s Nevada operations) and Steve Lange (senior geochemist, Knight Piésold, Denver, CO), helped facilitate the discussion. Attendees included personnel from a dozen mining properties, various corporate offices and academia. There were also attendees from a geochemical testing laboratory to help respond to specific questions pertaining to testing protocol and procedures.

Kaolin deposits of Patagonia (Argentina) were formed by ?in situ? alteration of volcaniclastic rocks or by erosion, transportation, and deposition of residual clays in small basins. The mineralogy, geochemistry, grain size distribution, and specific surface area of natural and washed kaolins were studied in order to point out the relationships with the ceramic process. Primary kaolins are coarse-grained, kaolinite+quartz±halloysite, with a very low specific surface area. Sedimentary clays are either kaolinitic?smectitic and very fine-grained or kaolinitic with a coarser particle size distribution. An interdependence between mineralogy, chemistry, particle size distribution, texture, surface activity and ceramic behavior was found. Plasticity is strictly dependent on surface activity and expandable clay minerals. Slip rheology is affected by soluble salts, smectite, and tubular halloysite. Kaolinite-halloysite play an opposite role versus smectite-I/S in slip casting and tile pressing. Kaolinite and quartz are beneficial for drying behavior while expandable clay minerals increase drying sensitivity. Firing behaviour is mainly affected by minor components supplying fluxing oxides.

The oxidation kinetics of pyrite and refractory gold concentrates in acidified ferrous sulfate solutions in the presence of oxygen-sulfur dioxide gas mixtures has been studied. The effect of temperature, pulp density and gas composition were determined. The optimum oxidation rate was obtained at 80°C and 2 percent sulfur dioxide in the gas mixture. The oxidation of the sulfide minerals is attributed to the presence of ferric ions, which are continuously regenerated by the gas mixture. The objective of this study is to find a new hydrometallurgical method to render sulfidic refractory gold ores amenable to cyanization.

The Mina Santa Rosa mine in Panama was the victim of a mine closure 24 years ago that left the community in dire straits. The mine showed the potential resources of greater than 1M ounces of gold and 4.5M ounces of silver. Veragold Mining Company decided to reopen the mine and address all the issues that were involved in the startup of an historic mine. This paper provides methods to restore the community trust, provide a transparent process, and develop an environmentally sound flowsheet. Immense scrutiny surrounded the Tailings Storage Facility, and the company developed a plan focused on paste thickening and surface stacking to eliminate the need for a conventional tailings’ facility. Paste thickener principles and benefits are also provided.

"Tunnel face instability is one of the most common issues in EPB tunneling. The evaluation of an ideal face support pressure is a critical element in the design and construction phases of EPB tunneling. In this study, measured tunnel face pressures in three EPB tunneling projects (University Link U230 and U220 projects and the Northgate Link Extension N125 Project) for Sound Transit in Seattle, WA are compared with the calculated analytical methods. This comparison shows that the analytical methods generally overestimate the required tunnel face support. The best practice for managing the face pressure in EPB tunneling operation is discussed based on the experience gained through these projects. Furthermore, the algorithm that is developed for identifying ground loss in these projects is addressed. INTRODUCTION Earth pressure balanced tunneling relies on using muck within the chamber to support the face. Muck is pressurized by controlling the advance rate of the tunnel boring machine and the speed of the screw conveyor. Target face pressure is typically calculated by using the geotechnical assumptions in the geotechnical baseline report. The concept behind EPB tunneling is that the application of sufficient face support pressure will prevent tunnel face instability and the resultant over excavation. Tunnel face instabilities caused by a lack of sufficient face support can lead to ground loss and surface settlement (Anagnostou & Kovári 1996, Kirsch 2010). A certain support pressure must be achieved to counteract water and earth pressure with an adequate factor of safety. While the water pressure can be predicted accurately, the determination of the resultant earth pressure on the face is less precise. This becomes manifested in the relatively high partial safety factors on the earth pressure."
