The entire subject area of micro-seismic events due to stored strain energy, as distinct from gas-driven coal outbursts, can be readily sub-divided into firstly events with their energy source from within the coal seam (termed “bursts”) and secondly, event with their energy source outside of the coal seam in either the overburden and/or floor strata. The reason for sub-dividing micro-seismic events in this manner is that if the causation mechanisms and associated geotechnical conditions are materially different, then effective pre-mining predictions and subsequent operational controls may also differ. Attempting to explain a multitude of micro-seismic event types without consideration of varying source mechanisms will inevitably lead to inadequate causal explanations and effective controls.

For public organizations, preparing accurate project cost estimates is a critical component in capital project planning. Project delivery methods provide a structured approach to moving projects through the design and construction lifecycle, and typically use cost estimates as key inputs at each stage to determine if the project will advance. As design stages can occur years or even decades before construction contracts are awarded, estimates need to make reasonable assumptions about how the work may be executed (means and methods) as well as potential future market trends so that appropriate values for material pricing, labour costs, escalation, and owner’s costs can be included. This process is challenging enough during stable markets, as historic trends can often be misleading and require a suitable understanding of economic factors to use appropriately. When you mix in the market volatility that has been observed since 2020, developing accurate project cost estimates becomes even more challenging. In cases such as this, having a structured approach to cost estimating that includes an adequate risk-based reserves cannot be overstated as it provides the basis for ongoing project decisions. This paper explores some of the historic and more recent market trends that have impacted key aspects of project cost estimates for capital project planning. It also provides recommendations on how to develop cost estimates for infrastructure projects, with examples from Metro Vancouver, which plans for and delivers regional-scale services to 2.6 million residents. A brief commentary on the use of escalation clauses in contracts is also presented.

Preliminary design is underway for the Massachusetts Water Resources Authority’s (MWRA) next major tunnel program, the Metropolitan Water Tunnel Program (MWTP). The MWTP is the latest part of MWRA’s ongoing efforts to achieve redundancy for its metropolitan water transmission system including its historic deep rock City Tunnel, City Tunnel Extension and Dorchester Tunnels. The MWTP comprises several deep rock tunnels that will be approximately 10-foot to 12-foot finished diameter totaling just over fourteen miles long and ten connections to existing large diameter surface piping and pumping stations. This paper will present an update on current engineering and permitting efforts, packaging schemes, and the schedule to complete the MWTP.

The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges which, continuing to develop over time, hampered excavation completion and impacted the cast-in-place final lining technique and work execution sequence for the entire project. The continued degradation of the excavated hard rock tunnel conditions led to a unique, dynamic, geologic setting that forced the project to innovate new and adaptable measures allowing for a conventional cast-in-place liner to be completed in a safe and timely manner and minimize delay.

The Lower Olentangy Tunnel project includes 47,000 cubic yards of planned ground improvement for earth pressure balance machine (EPBM) tunneling (5.2 km) and microtunneling (335 m) in glacial soils. Jet grouting started in late 2021 and will continue through 2023 to complete operations at 5 shafts, 14 safe havens, 5 watermain ground improvement zones, and a river crossing. Typical jet grout columns are installed at depths between 15–24 meters. Discrete soil-cement blocks range from 267–8,900 cubic yards in volume. This paper discusses the methodology, testing, and technical considerations associated with jet grouting operations in glacial overburden across an urban environment.

With the world’s ever-expanding push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source found in the USA is bastnaesite, a rare earth bearing fluorocarbonate mineral, currently mined at the Mountain Pass Mine in California. To increase production, it is essential to optimize existing processes and create new ones to better utilize current resources. Therefore, a US Department of Energy Critical Materials Institute sponsored research program was carried out at the Kroll Institute for Extractive Metallurgy to expand the fundamental understanding of the industrial bastnaesite concentrate leaching system. With the help of prior knowledge, thermodynamic calculations and design of experimentation based lab testing, a novel single-stage hydrochloric leach system was created to optimize the rare earth extraction from bastnaesite. Historically, the existing industrial process has utilized a two-stage leach system involving a high-temperature hydrochloric acid leach with liquid solid separations followed by a caustic crack stage of the leach residues. A series of single-stage leach experiments were run by reacting locked cycle flotation concentrates with hydrochloric acid to test common leaching parameters. The results of these patent pending single-stage tests have shown rare earth recoveries significantly higher than reported recoveries of historic two-stage caustic crack processes, all while decreasing the equipment required and the type and amount of reagents needed.

Particle processing is a key to using solid particles in fuel cell applications. Selectivity with regard to reactivity, impurities, etc. is an important feature and the treatment of particle surfaces could greatly impact the performance of direct carbon fuel cells. Solid fuel particles will become increasingly important in the future. Present energy conversion systems for solid fuels are too inefficient. New energy conversion systems for solid fuels with higher energy conversion efficiencies are possible. Fuel cell technology is a key technology in these new conversion systems. The direct carbon fuel cell (DCFC) operates on carbon particles obtained from a variety of solid fuel feedstocks. The DCFC is the only fuel cell designed to directly oxidize carbon particles in a special anode chamber. The particles are generally graphite structure with high purity. The electrolyte used is the high temperature solid oxide, molten carbonate, or hydroxide electrolyte. Since a pure stream of CO2 is produced, the stream can easily be sequestered and disposed. Pure carbon dioxide produced as a by-product would also have a market in many industries. A well-defined technology roadmap identifying key research and development (R&D) issues is necessary to provide a framework for the development of these systems and to prevent entrenchment in inherently inefficient technologies. Because of variation in rock type and site conditions, it is important to create site-specific prediction models for peak particle velocity (PPV) and understand instrumentation mounting locations to better interpret the readings provided following blasting operations. The Atlanta Airport is expanding the section of underground tunnels for its Plane Train people mover, and drill and blast operations were determined to be the suitable method of excavation for the project. Extensive work was done to begin creating prediction models and determining levels of concern based on readings from various types of instrumentation. This paper analyzes the effect of close quarters construction blast vibrations and observed frequency spectrum on existing structures with data from 22 different seismographs mounted in various locations and ground conditions.

Efficient performance of EPB TBMs in clayey ground is primarily dominated by the flow capability of the excavated muck in the cutterhead and screw conveyor. Currently, Consistency Index approach is used to evaluate clay clogging potential, but it does not include the effects of surcharge pressure on clay behavior. In this paper, a macro-scale soil rheometer is introduced to assess the clogging potential under various water content and surcharge loading conditions. The results show that, in addition to water content, surcharge pressure has clear impact on clay clogging too. In practice, Consistency Index chart can be refined to incorporate the impact of face pressure to better simulate the EPB tunneling conditions.

The paper discusses key elements of the planning and implementation of 6.69 m Ø slurry mixshield tunnel boring machine (TBM) assembly in a small diameter deep shaft including incorporation of a fully pressurized launch lock, preparations for saturation diving, surface support infrastructure and initial mining sequence.

This paper presents the details of the Kramer tunnel project in the Federal State of Bavaria, Germany. This road tunnel, which has been under construction since December 2019, is the key component of the western bypass of the town of GarmischPartenkirchen. Once completed, it will relieve the town’s central district from enormous volumes of traffic. The contractor is the joint venture named ARGE Kramertunnel consisting of BeMo Tunnelling and Subterra. The whole project will be completed and handed over to the project owner, Staatliches Bauamt Weilheim, in 2023. The opening of the entire bypass section including the tunnel to traffic is planned for 2024. The tunnel, with a total length of 3,609 m (2.24 miles) and an estimated cost of EUR 178 million (incl. VAT), is designed as a single-tube, double-lane structure with one traffic lane for each direction of travel. The safety issue that exists for single-tube tunnels is solved by a parallel escape tunnel passable for vehicles. All tunnels and ducts are excavated according to the principles of the New Austrian Tunnelling Method (NATM). In order to reduce the geological risk for the owner, the escape tunnel was supposed to be completed before the design process for the main tunnel ever began. The exploratory tunnel was awarded to a competitor with an separate contract.

INTRODUCTION Newmont Gold Company's Rain operations are located in Elko County, Nevada, approximately 9 miles southeast of the Town of Carlin.The property was submitted to Newmont Exploration Limited in 1979 and underwent development drilling over the course of the next four years, culminating in the completion of a project feasibility study in October 1986. Initial project scope included development of an open pit mine, an 815,000 DSTPY heap leach, a 572,000 DSTPY mill (Mill No. 3), and associated support facilities. Approval to proceed was given by Newmont Gold Company management in June 1987. Detailed engineering began in early July, followed immediately thereafter by procurement of major equipment components through various second hand sources. PROJECT DESIGN Keep It Simple In early August, Newmont Mining Corporation, parent company of Newmont Gold Company, became the takeover target of an "investor" group headed by T. Boone Pickens. Details of the ensuing events have been well documented by the press; suffice to say their impact on this project was material and required immediate flowsheet changes. Project design throughputs were increased to 1,000,000 DSTPY and 760,000 DSTPY for the heap leach and mill, respectively, in mid- September. These changes caused major project headaches as all general arrangement drawings had been approved and structural steel as well as concrete contracts were in place. Additionally, ground breaking was to commence in two weeks time! Rain project management assembled shortly after the announced changes, to devise an engineering and construction strategy capable of handling these new business conditions. The project had been justified using a gold price of $325 per ounce with a forecasted overall cash cost per ounce of $230. Hence, strict control of capital expenditures was necessary to maintain development economics. Mill start-up had also been moved forward one month, to August 1, 1988. To meet an already ambitious schedule, construction techniques needed to be simple and proven as most of the facilities were planned for erection during winter at a site with design criteria of -40F and 90 mile per hour winds. Perhaps the most critical factor requiring consideration was that of personnel. Newmont Gold's revised business plan called for corporate-wide production increases from 587,000 ounces per year in 1987, to 1,400,000 ounces by mid- 1989. Labor requirements were forecasted to grow from 900 employees to over 2,100. This fact, in combination with the rapid growth of Nevada's gold industry, led to the expectation that turnover of operating personnel would be extremely high. It was concluded that, to meet cost, time, and operational goals, the necessary strategy could be succinctly put - "Keep It Simple." The Santa Fe Mine, located in west central Nevada, began leaching ore in 1988 and completed ore processing in 1995. Homestake Mining Company has completed final reclamation of the site, including remediation of bare surface soils resulting from the oxidation of sulfide minerals and migration of acidity in the mine waste repositories. The need to remediate oxidized sulfides and mitigate resultant acidity at the Santa Fe Mine emphasizes the economic, reclamation, and environmental advantages for understanding and pre-planning for management of potential sulfide wastes during mine planning phases. The lack of pre-planning by mining companies for sulfide waste management was common in the 1980's due primarily to mining of reserves characterized largely as oxide deposits and to the common opinion that low moisture regimes in arid or semi- arid climates would not allow for significant acid generation. Since the 1980's, operational experience has shown that sulfide wastes, deposited randomly in waste dumps and without adequate planning for final reclamation success, can create final reclamation problems that are very costly to remediate. While mine waste characterization, waste management plan compilation, and in-pit selective waste handling procedures add operational costs, the reclamation experiences at the Santa Fe Mine are indicative that pre-planning and management is worthwhile both in actual overall cost efficiency and in successful reclamation of the mine site. The reclamation program at the Santa Fe Mine shows Homestake's continued commitment to the successful management and reclamation of their mine sites.

Like the Arizona jeans commercial says: Arizona's not just a state, its a state of mines. Nearly 300 mines operate in Arizona making it the largest nonfuel mining state in the nation. Although copper is king in Arizona's mineral complex, nonmetallic minerals play important roles both regionally and nationally. Throughout Arizona's mineral resource development history industrial minerals have dominated over the metals for most, but not recent years. The State's metal mining industry which makes Arizona the number one mining state in the United States is a relatively young phenomenon. Arizona was an important industrial mineral producer long before her metal mining industry got started. Salt, phosphates, silicates, and oxides as food additives, tanning chemicals, gemstones, components of aboriginal ordnance, pigments, and construction materials are among the minerals produced long before copper, gold, silver, and the other metals became important. Around 92 % of Arizona's mineral industry is made up of nonfuel minerals, 86 % of that is accounted for by copper. Another 4 % is taken up by copper byproducts of molybdenum, silver, and gold. The remaining 10% of the production is occupied by non-fuel, non-metallic minerals. Arizona's 1994 industrial mineral production of nearly $380 million ranks us among the top 25 in the nation and higher than the total mineral production of at least 15 states.

The U.S. mining industry - once world dominant and largely independent of foreign sources for most major commodities - has today lost this position, with little likelihood of regaining it. But even though Business foretold The Death of Mining four years ago, the current outlook is less pessimistic because of drastic restructuring of the industry; a major reduction in its labor force, with resulting large increases in productivity; and introduction of improved technology. In the face of this clearly changed climate for domestic mining, it is important to examine the role of the development and research establishment in the industry's future, which raises a complex set of questions: 1. Where and to what extent can new technology assist in the continued survival of the industry ? 2. What is the past record of the research establishment in developing new technology; and what is the industry's record in supporting and adopting it ? 3. In the light of these records, and of the drastic cuts in both research staffs and expenditures, what areas should be the most important targets for new technology? New Technology vs. Old A1 though mineral processing's origins can be traced back through five or six millennia, its modern structure is about 200 years old.

Critical minerals are nonfuel minerals, essential to the U.S. economy and national security, whose supply chain may be disrupted. Mine wastes are potential sources of critical minerals. The goal of this project is to estimate and characterize critical minerals endowment in three mining districts in New Mexico: Black Hawk (Grant County), Hillsboro (Sierra County), and Magdalena (Socorro County), and assess their acid-generating potential. The Black Hawk district is an arsenide five-element vein deposit (Ag, Ni, Co, As, U, Bi, and local minerals like Pb, Cu, Zn, W, and Sn). The Copper Flat mine in Hillsboro district is a copper porphyry deposit. The Kelly mine in Magdalena was first mined at 1878 and are carbonate-hosted Pb-Zn deposits. Mine waste rock piles and tailings are sampled using USGS Beta sampling procedure. Geochemistry results show that Black Hawk district mine wastes samples are elevated in Ag (>200 ppm), Co (290 ppm), Ni (2,130 ppm), and Zn (8,463 ppm). Copper Flat mine tailing is elevated in Bi (111 ppm), Cu (7,453 ppm), and Zn (2,360 ppm). Downhole profile plots in Copper Flat show the positive correlation between Cu, S and Te values. Magdalena samples are elevated in Cu (5,700 ppm), Zn (129,500 ppm), and Pb (58,100 ppm). Determination of acid-generating potential in these areas suggests that Black Hawk district mine wastes are non-acid-forming while high S present in some Copper Flat and Magdalena samples can potentially cause acid mine drainage.

Predicting rockmass permeability is critical in evaluating various engineering designs, including estimating gas inflow to a longwall mine in the case of a hypothetical breach in the gas well. This study conducted field permeability measurements to validate a geomechanical model capable of predicting rockmass permeability during longwall mining. A series of slug permeability tests were conducted in an active mine in Pennsylvania. A model of the mine was constructed in 3DEC numerical modeling software, and permeabilities were calculated. The modeling results agreed well with the pre- and post-mining permeability measurements, showing the applicability of this tool to evaluate gas well stability near mine workings.

Alkaline pressure oxidation (POX) is an oxidative pre-treatment option that is commercially used for high-carbonate sulfidic gold ores. The high carbonate grades within the feed ore shifts the ideal operating pH to a basic regime. Compared with acidic POX, alkaline POX typically requires additional steam input due to a lower sulfur oxidation load and a high rate of in-situ carbon dioxide generation that needs to be vented along with steam. The cost of this steam addition is the largest differentiator between acid POX operation and alkaline POX from a cost comparison. However, alkaline POX can offset these costs through reduced acid usage for pre-acidulation and decreased alkali reagent consumption for subsequent neutralization. This paper reviews the specific operating cost impacts of acid/base consumption between alkaline and acidic POX with ores which require pre-acidulation, the overall economics of alkaline POX, and the regimes in which alkaline POX is economically favorable. The findings aim to guide industry professionals in making informed decisions for alkaline POX adoption by providing a summary view of its operational benefits and costs, contributing to the development of cost-effective and sustainable gold ore processing techniques.
