This analysis , accordingly , has been divided as follows : Nova Scotia , New Brunswick , Quebec , Ontario , British Columbia , and a group of Provinces under Dominion Law .

The technological and economic pattern of the U. S. mining industry has undergone a rapid and continuing change since World War II. To provide realistic up-to-date cost data and to disseminate knowledge of technical developments, the Federal Bureau of Mines, with the cooperation of individual mining companies, is presenting a series of mining methods and costs reports similar to those it issued before 1939. Shaft sinking has always played an important part in mine development and [ration] and is an appropriate subject for this series of reports. Shafts [are] especially important in areas such as the Coeur d'Alene district of Idaho, where every major mine is served by one or more shafts and shaft sinking is in progress at one mine or and her almost continuously.

The production of small heats of alloy steels on an experimental scale is often desirable in beginning the study of new alloy steels before large amounts of expensive alloys are used in heats of commercial size. Such small heats can sometimes be made up at crucible-steel plants, but few crucible-steel makers care to undertake experimental heats for other firms. Small electric furnaces offer some advantages over crucible furnaces for experimental work. Hansen1 in 1909 described a small 100-kilowatt single-phase, direct- arc furnace with a capacity of 50 to 300 pounds of steel, and such furnaces, of 200 pounds capacity or larger, are being successfully used by various firms for experimental work. They have the advan- tage of using the same metallurgical procedure as is used in prac- tice for larger electric furnaces. The very small sizes have the draw- back of lack of precision in controlling the carbon content of the steel. Small Rennerfelt two-phase, indirect-arc furnaces of 40 to 60 kilo- watts and small Industrial Electric Furnace Co. furnaces, single- phase with one electrode embedded in the hearth, of 25 to 50 kilo- watts, are also in use by a few firms for experimental work or for production on a very small scale. Hoskins carbon-plate resistor crucible furnaces are also sometimes used. Little seems to have been published on the use of these furnaces in making experimental alloy steels. Keeney' has given data on the making of uranium steels in a tilting Siemens furnace of 25 pounds capacity, and has described a small stationary Siemens furnace.

The Bureau of Milts studied repetitive batch electrowinning of molybdenum from molybdic oxide ) to determine the effects upon the electrolyte life, purity of metal product , and overall cell performance. The electrolyte consisted of 54.0 weight-percent sodium tetraborate (Na2B407), 23.6 weight-percent sodium chloride (NaC1), 14.9 weight-percent sodium fluoride (NaF), and 7.5 weight-percent Mo03. The feed materials were pure and technical-grade Mo03. Electrolysis was conducted at l,000° C in a graphite cell in an atmosphere of air and carbon oxides. Electrolyte degradation did not occur during repetitive winning of molybdenum from pure Mo03 in an 8-day (5,400-ampere-hour) period of operation. Electrowon metal contained <0.1 percent total impurities. The electrode configuration is a key factor in the direct conversion of technical-grade Mo03 to metal by repetitive cyclic electrolysis. The best configuration found was a cathodic crucible and a central anode. Metal purity of 99.8 percent and a current efficiency of 91 percent were maintained until the combined impurity buildup the electrolyte reached 4.7 percent silicon, l.0 percent aluminum, and 0.6 percent iron. One pound of molybdenum was produced per 1.5 pounds of solvent salts employed. About 25 percent of the initial NaCl and NaF contents of the electrolyte were lost owing to volatilization and crucible penetration.

"In response to the U.S. Bureau of Mines (USBM) Request for Proposal (RFP) for "" the establishment of a Generic Mineral Technology Center (GTC) in Respirable Dust,"" the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with participating MRIs at Massachusetts Institute of Technology (MIT), and the University of Minnesota (UMN) have prepared the comprehensive research program described herein. Michigan Technological University (MTU) joined the Center as an affiliate after its inception. This program was developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to "". . . permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . .""Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic consequences and some others, slow and long enduring, has been a major concern for labor, management and the government. This concern has manifested itself in four mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of mines according to the best recommended practices, (3) interaction of dust and lung control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workman's compensation laws for occupation related health deterioration."

"The development of certain mines in the East Tintic mining district, Utah, has been hindered considerably by the presence in the rock strata of heavy irrespirable gases which at times flood the lowest working places, as well as by abnormally high rock temperatures in the lower horizons. A study of these features was completed in the spring of this year, and the information obtained is summarized here.Heavy gases.Only four mines have been affected to date by the presence of heavy gas, and only one of these is producing lead-silver ores in quantity. These four embrace a territory extending about three miles north and south and about two miles east and west, while both within and fringing on this territory are a number of prospects which have not been affected.Thus far no fatalities have resulted from gas inflows, but a number of men have been temporarily overcome, and a few have had narrow escapes from death by suffocation. That the record is not more serious is mainly due to the fact that the gas inflow, as a rule, is relatively slow, mining operations have been quite carefully conducted, and the presence and extent of a gas inflow can be easily determined by its extinguishing action on the flame of miners' lights.When first encountered, about 1910, gas inflows occasioned much lost time. In some months the lost time averaged as much as ten days, while one mine cites for a certain month a maximum of 26 days lost out of a possible 28 working days. With improvements in mechanical ventilation and the passing of time, interference with work from the presence of gas has gradually lessened. During the last few winters, the main trouble has been with the mines being flooded with gas overnight when fans were not operated, although men have been driven out of the lowest development openings several times each winter with fans operating. At present, the main danger is in the lowest development openings having only one exit, wherein men might be trapped and possibly suffocated during an unusual and extremely rapid inflow of gas, or during an ordinary inflow, should the one source of power for the fan be disabled."

The Bureau of Mines&apos; Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. A major highlight of Fiscal Year 1993 is the completion of a new research facility dedicated to the advancement of robotics research and development. This new facility brings to the U.S. Bureau of Mines one of the largest and most unique facilities of its kind in the world. Located at the Bureau&apos;s Pittsburgh Research Center, the facility consolidates under one roof, all of the resource requirements of a first class automation and robotics research program. The Mining Robotics Development Center (MRDC) is the result of a major renovation of a large under-utilized warehouse-type structure and brings together the laboratories and offices previously housed in five separate buildings scattered throughout the Pittsburgh Research Center&apos;s 238-acre site. This new facility will support the computer-assisted mining research program, a high priority, multi-million dollar program that is expected to have a high impact on the health and safety of miners and coal productivity.

WHILE methods of utilizing blast-furnace slag have been developing, a great deal of literature on the subject has accumulated, but no comprehensive summary of information that would be helpful to engineers, contractors, architects, chemists, and others in under-standing and more successfully using this byproduct of the iron and steel industry has been published in the English language. The National Slag Association recognized the need for such a publication, and the Problems Committee of the Association under-took in 1943 to accumulate the necessary material. Over a period of several years this committee compiled pertinent information in manuscript form, and in 1948 the Bureau of Mines and the National Slag Association made an agreement whereby the Bureau was to prepare the data for publication as a cooperative bulletin of the Bureau of Mines and the National Slag Association.

More than 400 academic, Government, and industry representatives attended the third symposium on ash utilization and technology held in Pittsburgh, Pa., March 13-14, 1973. Sponsored by the American Public Power Association, Edison Electric Institute, National Coal Association, National Ash Association, and Bureau of Mines, the symposium Featured 26 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Sponsoring organizations and their chief representatives were the National Coal Association, James R. Garvey, Bituminous Coal Research, Inc.; Edison Electric Institute, C. E. Wettability measurements and laboratory waterflood tests were compared under a wide variety of conditions. Experiments were conducted with synthetic and natural crude oils, treated and untreated outcrop and oilfield sandstone cores, and synthetic brines with and without caustic, detergent, or phosphate additives. Measurements were made on equilibrated and unequilibrated systems at 77° and 150° F. Wettability was evaluated by the Bureau of Mines method from capillary pressure curves determined with a centrifuge. The waterflood data were fitted by empirical curves; the parameters of the curves characterize primary and subordinate production and also give the ultimate oil recovery. Results showed that wettability measurements at 77° F were useful predictors of recovery efficiency in waterflood tests run at both temperatures. Oil recovery in the early stages of waterflooding increased with increasing water wettability; however, the ultimate recovery was highest at a slightly oil-wet condition. The oil displaced at highest speed in the centrifuge was correlated with ultimate recovery in waterflood tests. Chemical additives to the brine sometimes lowered wettability and also sometimes improved waterflood recovery, but wettability and recovery were not correlated with additives present. The effect of additives on recovery in waterflooding was best seen in water-oil ratio curves.

If a conductor traversed by an electric current is broken, a conduction forms in the air between the two broken ends of the wire. This conduction manifests itself in an initial phase by an electric spark and, in a second phase, by an arc if the the circuit continues to supply sufficient power. This arc goes out when the distance between the two ends of the conductor becomes sufficiently large. If the break occurs in an explosive atmosphere, the energy contributed by the arc can cause an explosion. To avoid such accidents, electric circuits that may be utilized in hazardous atmospheres can be made "intrinsically safe". The investigation which we conducted is part of a research project on the intrinsic safety of arcs of high intensity but short duration, in the case of resistive circuits. We developed an electronic system which makes it possible to limit the duration of an arc at the level of the break of a conductor traversed by a current with a possible maximum intensity of 80 amperes. This experimental device for monitoring and measuring the parameters of the arc has shown that arcs of high intensity but with a duration limited to a few microseconds do not ignite an explosive methane-air mixture.

"The Republic of Colombia on December 30, 1919, enacted a new petroleum law. The Act is expressly limited to mineral oil, natural gas, bitumen, wax and fossilized resin and to asphalt intended for export.The law is not only intended to encourage local investors, but to attract foreign capitalists for oil development. Provision is made for a special edition ion of the law in such languages as the Government may deem necessary to give it extensive circulation within the country and abroad. The published editions must contain the provisions of the law relating to alienship and naturalization.All public lands, or what are termed unclaimed lands, are open to flee prospecting for the purpose of discovering the deposits named in the law, A prospector must obtain from the Government a, license which binds him to deliver to the Government topographic plans of the lands prospected, together with reports of their prospective yielding capacity. This license does not vest the li¬censee with any preferential right for contracting or leasing and may be drawn by the Government at any time.If a discovery is made by a licensee of any of the deposits named and he desires to exploit the same, he must present a memorial or application to the Ministry of Public Works, stating:- (a) the location and municipal district in which deposit beds are found; (b) boundaries of the zone of exploitation, which shall not be more than 5,000 or less than 1,000 hectares; (c) the names and nationality of all persons for whom the lease is sought and the action and time within which,they propose to make the exploitation; (d) the name of the corporation and its legal representatives with their residences; (e) if an alien, he must state his willingness to comply with the law relative to alienship and naturalization; (f) agreement to abide by all of the provieions of the law with regard to Government supervision, payment of taxes, rate of lease and causes of forfeiture; (g) the rate of rent or royalty that the applicant offers to pay, together with any other circumstances that may make the proposed lease advantageous to the Nation."

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. Using bench-and pilot-scale coking facilities, the Bureau of Mines produced experimental coke from blends of char with Sunnyside coal (high-volatile A bituminous) from Carbon County, Utah. At bench scale, additions of char made from lignite improved resultant cokes when concentrations of up to 60 pct were used in the blends. At pilot scale (500-pound movable-wall oven), four chars made by entrained-bed carbonization techniques from the parent Sunnyside coal and from a North Dakota lignite were used in two-component blends with the Sunnsyide coal. Chars from Sunnyside coal had volatile matter contents of 5.8, 9.8, and 16.0 pct, moisture-free basis; the char from the lignite had 16.6 pct. In twenty-five 500-pound tests, improvement in coke quality was observed from all blends at char concentrations to 17.5 pct. The best coke, produced from a concentration of 12.5 to 15 pct of S.8-pct volatile char, exhibited physical properties approaching those of an industrial coke produced from Sunnyside coal blended with three higher rank blending coals. Studies were also made of the effects on coke quality of char source, of particle size, of comparative use of char and of a blending coal, and of prolonged coal storage.

The Bureau of Mines determined the costs associated with the production of chromium, in the form of chromite and high-carbon ferrochomium, from the demonstated resources of 10 market economy nations. The analyses evaluated the relative geologic and economic position of these chromite resources contained within 80 producing or potential mining operations. This report presents cost evaluations of a demonstrated resource of chromite, contained within the nations studied, of appoximately 1.2 billion metric tons (t). Of this total, 70 pct is contained within the southern African nations of Zimbabwe and the Republic of South Africa. The majority of current chromium mining and smelting capacity is contained within these two countries as well. India and the Philippines have recently demonstrated greatly increased chromite resources and hold the most promise for expanding both chomite and ferrochromium production outside southern Africa. Their demonstrated resources represent approximately 7 and 16 pet, respectively, of the cost evaluated total tonnage. Chromite resources, on an identified or hypothetical basis worldwide, are highly concentrated within Zimbabwe and South Africa, with these two nations containing in excess of 95 pet of the total. Given the present market structure, a majority of chromium contained within the demonstrated chromite resources of the nations studied is economically recoverable; but from a long-term resource and economic perspective, South Africa should inceasingly dominate the markets for both chromite and high-carbon ferrochromium. In addition, it is anticipated that an increasing percentage of chromium traded on the world market in the future will be in the form of high-carbon ferrochromium as opposed to chromite, as this additional processing stage continues to relocate from the industrial nations that account for a majority of chromium consumption to those nations that mine chromite.

Analysis of reported injuries for off-highway haul trucks indicated that 42.7% were slip and fall, and of these 34.1% occurred mounting and dismounting the machine. Redesign of the lower steps was concluded to provide the most overall improvement for increased safety and accident reduction. Various existing, innovative and conceptual designs were reviewed and evaluated. The most promising candidate designs were the four-spring supported lower steps and the center tube mounted lower steps. Both configurations proved to be viable designs as they passed successfully human factors and survivability tests conducted at a large copper mine.

The purpose of this research is to identify hazards associated with roof bolting and to make recommendations for procedural and equipment design changes to reduce those hazards. To that end, the project reviewed Literature on related research, collected and analyzed roof bolting injury data, normalized the injury data be exposure time to each activity and identified problem areas within the root bolting tasks. In addition, field data collection forms were prepared and mines selected for field work. In the field, observations were made of eighty (80) different roof bolting crews bolting one hundred fifty-five (155) place;, on forty (40) sections spread among nine (9) mines. Task analysis forms were used to record unsafe behavior or conditions for each crew and each place. Informal discussions were held with the mine&apos;s safety and training officer, the maintenance officer, one section foremen and, when possible, the observed crew, concerning the training and experience of the miners. Unsafe acts were categorized and related to the "Activity While Injured" categories developed during the accident analysis. For each of these categories one or more recommendations for corrective measure, machine modification, procedural change or job training were developed. The study produced over fifty (50) specific recommendations involving machine design, procedural, safety training and supervisional issues that would lead to reduced roof bolter injuries in the near term. The authors concluded, however, that only the development of truly hands off/remote bolting can eliminate or reduce to an absolute minimum the hazards to which the roof bolter is subjected.

The goal of the Bureau of Mines diesel engine research program is to reduce exhaust emissions and minimize the risk of fires and explosions caused by the use of diesel- powered equipment in underground mines. This program has led to a fundamental understanding of the problems and to solutions that allow diesel equipment to be used safely and effectively. This volume contains reports of the presentations made at the Bureau Technology Transfer Seminar on Diesels in Underground &fines given in Louisville, KY, and Denver, CO, on April 21 and April 23, 1987. It also contains three reports of related research, not presented at the seminar, which highlight the significant achievements of a joint US.-Canadian research program on diesel emission control technology for underground mines. Topics covered in this volume include discussions of industrial hygiene problems associated with the use of diesels, accident statistics, fire and explosion control systems, measurement of diesel pollutants, emission control techniques including engine maintenance, fuel additives, diesel particulate filters, and ventilation of diesel sections. An alternative to diesel power, the hydrogen-powered mine vehicle, is also described.
