THE present value of most coal properties resides largely in the coal remaining to be mined, which thus constitutes the most important asset. The object of this paper is to discuss methods commonly used in computing the value of mineable coal. To distinguish clearly between such coal values and the values of other property, the several kinds of property values may be divided into classes; this is necessary to avoid unintentional omissions of items of importance. VALUE OF COAL RESERVES Judicial decisions prescribe, and appraisers commonly accept, current sales value as the preferred means for determining the value of transferable property. With few exceptions a property is worth the sum that can be realized from its sale by a willing seller to a willing buyer, a sale in which compulsion urges neither party, and between whom there is no community of interest to fix a value; or it is worth at least as much as a responsible buyer will offer for it. Actual sales of like property or bids from responsible buyers for the property, or for substantially like property, are the best established methods for determining values. Only in the absence of such sales or bids can valuations by other methods be entertained, and only for reasons of weight can sales values be set aside. Sales of coal in the ground, as customarily carried out through lease, under royalty agreements, are therefore the most trustworthy means available for determining the value of coal reserves.

,Measurements are reported for the thermal conductivity of four heat-resistant alloys which were measured at the National Bureau of Standards. Data are given for two samples of AISI Type 316 stainless steel covering a combined temperature range from -150° to + 800°C. The thermal conductivities of three samples of AISI Type 347 were measured over the temperature range from -150° to +150C. Thermal conductivity values are given for Carpenter 20 stainless steel from 100" to 800" C. Data are given for Inconel 702, in both the solution-annealed and the age-hardened condition, over the temperature range from -150" to +800C. SINCE 1958 the National Bureau of Standards, at the request of other government agencies or private laboratories, has carried out measurements of the thermal conductivity of a number of metals and alloys. This paper presents available thermal conductivity data obtained in this way on samples of four heat-resistant alloys. The data presented for Carpenter 20* stainless steel are, to the best of our knowledge, the only thermal conductivity values which have been reported for this alloy to date. Although thermal conductivity values for AISI stainless steels 316 and 347 have been reported by previous investigators, the present data are believed to be of particular interest because, for each alloy, the effect on thermal conductivity of small changes in chemical composition can be observed. THE subject of classification is so broad that this discussion is con-fined to what the author believes is of prime importance in connection with proper grinding and classification. The years passed have witnessed many noteworthy changes in fine grinding and classification, which have been accompanied by a readjust-ment of ore-dressing flowsheets for the preparation of better ground and/or sized products at an expenditure of less. power, steel and main-tenance than formerly. Nowhere in the industry is more being done in the way of experimental work to lower costs than in grinding circuits, because, at best, grinding costs are high. Recent years have indicated that, on the average, finer grinding has a real application. Without careful preparation of the process feed, no operation can be highly efficient or successful. In an earlier paper, the findings of an extensive survey at representa-tive concentrators were presented1. Also, in the year of 1935, a technical discussion was given by Dr. J. V. N. Dorr (Some Notes on Classification Trends in America) before the Chemical, Metallurgical and Mining Society of South Africa. In both papers mentioned, much has been said regarding flowsheets, grinding and classification. The author is very familiar with these papers, having had considerable to do with the actual operation of the flowsheets, as well as large mills and classifiers in the work described. Some data from the second paper have been included in the following discussion.

The overall success of many strip coal mining operations depends primarily upon the efficient use of draglines to remove overburden. These machines require enormous capital investment and unless used efficiently the profitability of a venture is adversely affected. It is important that the dragline works continuously and it is imperative that the walking path and other facets of its operation be predetermined exactly so that the desired production rate is achieved with a minimum of non-productive time. Details of dragline operations which are of particular interest are walking path, prediction of best cut and positioning to maximize production, the angle of swing which produces the swiftest operation, optimum fill factor allowable for the type of material and conditions of ground, the maximum depth from which it can excavate and operating level with respect to the elevation of the high wall. The aims of the present paper are: 1. To establish a cut-off point in the cost-depth ratio. 2. Predict the most economic method of stripping in a given area using graphical plots of walking path implemented with information necessary to ensure optimum production. The optimum operating efficiency of the dragline in relation to the terrain and other conditions imposed on its operation will be evaluated. The model is based upon operating data which has been collected from site observations of a large strip coal mining operation in Central Queensland, Australia.

SINCE the discovery, of von Laue, that a crystal forms a natural grating for X-rays, our knowledge of the structure of solids has gone forward with rapid strides. This progress is not only of purely scientific interest, but has also yielded direct technological results. One of the most valuable results is the broadening of our knowledge of the structure of pure metals and alloys. To promote these studies it is often desirable to have at our disposal pieces of metal consisting of one single crystal. As is so often the case in the natural sciences, we obtain the best results by making our earliest experiments on pure, simple materials and avoiding unnecessary complications. The Cryogen Laboratory at Leyden followed this method with much success, because the work was done at such low temperatures that the heat movement of the atoms was almost' absent. Similarly we can simplify the studies of metals by leaving out of consideration the influence of the grain boundaries and the mutual influence of the crystals by using unicrystalline instead of polycrystal-line metal. Methods of making single crystals have been scientifically studied during the past few years. Some methods were already known in the arts, but these have been improved and new methods have been developed. Weak, brittle, three-rayed crumbling stars Here the suggestion is that as the air-hardening temperature rises it causes two prominent effects, one helpful and the other harmful, the increase of the former exceeding that; of the latter up to a certain point, at which the steel is most useful, and then in turn being outrun by it. The first is the progressive dissolving of the free carbide in the austenite, increasing the stability of the red-hard state. The second is the progressive coarsening of the grains, and thickening of the intergranular cement, developing at last into spandril-like three-rayed stars of the 1,288° specimen. (2,350° F.) of Plate D, thus giving clear proof of incipient fusion, that is of crossing the solidus. This causes intergranular weakness. The individual grains may have great red-hardness, but they do not cohere. They approach the condition of a bag of emery grains.

THE crystal laboratory, Dept. of Physics, Massachusetts Institute of Technology, was confronted with the problem of obtaining a supply of optical grade calcium fluoride (CaF2) for use in growing synthetic CaFe2 crystals. A search of the known fluorspar deposits did not indicate that any quantity of optical spar could be obtained. Even the best material had to be sorted by hand to remove impurities. The process for growing CaF2 crystals developed by Professor D. C. Stockbarger of the Dept. of Physics, M.I.T., necessitates very pure feed materials. Exclusion of impurities is required, even in amounts detectable only spectrographically. The impurities occurred as minute inclusions of SiO2, BaSO4, CaCO3, FeS2, water or air. Crystals up to 4 in. in diam and weighing several pounds are made by the Harshaw Chemical Co. in Cleveland. Since the time required to grow a 4-in. crystal is about one week, and since the cost of manufacture is high, removal of impurities by any concentration method appeared practical. The mineral engineering section of the Dept. of Metallurgy undertook to investigate the possibility of concentrating clear optical fluorspar, -4 mesh +10 mesh, from a feed containing over 99 pct CaF2. Various innovations of the known methods of concentration were considered, but in each case the minute amount of impurities associated with the crystal produced such extremely small differences

A MINERAL can best be defined as a phase,' where the term "phase" is described as a homogeneous,* physically distinct, and mechanically sep- arable portion of a system. If one phase develops from another, certain nuclei must first be available.2.394 The manner in which new material is added to these nuclei, and the subsequent structural and other characteristics of the phase, is often markedly influenced by factors other than its temperature, pressure, and gross compositional environment. Rates of growth, presence of impurities, the availability or lack of oxygen, the pH of the system, and percentage of completion of the often determine which modification will develop. Many transitional phases develop when a relatively insoluble precipitate is formed from solution. Different modifications are formed, depending on the speed and percentage of reacting solution added. Some of these "forms" are stable and do not "age" or transform into the so-called stable modifications. These modifications are difficult to treat in terms of equilibrium diagrams for the simple reason that these minerals do not represent an equilibrium situation described by only two (temperature and composition) or three terms (when pressure is considered). Many crystals exist as stable or meta- stable phases in nature in environments much different from those indicated by certain equilibrium diagrams. In August, 1977 the United States Congress passed Public Law 95-87 which has been commonly referred to as the Surface Mining Control and Reclamation Act (or SMCRA). This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The criteria for design for the previously mentioned facilities has been enumerated by regulations and in many ways restrict the use of site specific design parameters. The symposium on mine safety held in connection with the annual meeting of the Institute three years ago, it. was pointed out that "at present no convenient, reliable, accurate means for determining the gas content of mine air is available, for use by the ordinary mine man." In a letter addressed to Coal Age and published on Feb. 25, 1925, Thomas T. Read, then Director of the Safety Service of the Bureau of Mines, stated: "It is to be hoped that sometime in the near future some-one will invent a reliable methane indicator that is con-venient to, use and will permit the keeping of all flames of every character out of bituminous mines, through doing away with the safety lamp." The Martienssen methane detector, which has re-cently received the official approval of the Bureau of Mines, is intended to. meet the demand for such an in-strument as expressed at that meeting and on many other occasions. The characteristics which qualify it for the task are the following: (1) simplicity; (2) small bulk and light weight; (3) ruggedness; (4) accuracy sufficient for the requirements; (5) safety; and (6) dependability. The principle on which the working of the instrument is based may best be explained by giving a brief out-line of the various stages of development through which the inventor, Professor Martienssen of the University of Kiel, Germany, advanced to the final solution of the problem which he had undertaken to solve.

In discussing the taxation of mining enterprises, it is desirable to place limits of both time and space on the field of discussion. For our present purposes it seems best to limit consideration to taxation of mining enterprises in the United States, and to further limit the subject to taxation under approximately current conditions. Even with such limitations the field is large enough, since in this country we have, in most regions, a number of taxing powers; so that state, county and village tax systems must ordinarily be considered, in addition to our national or federal taxes. Nor is it possible, in discussing United States mineral taxes of today, altogether to pass by similar taxation in earlier periods, or related systems in other countries. It is perhaps hardly necessary to remind you, at the outset, that each age in the history of the world displays its own system of public revenues, and that the taxation systems of today are everywhere different from those of older times. Theories as to taxation have varied according to the economic basis of the society in which they were formulated, and our ideas as to justice in taxation fluctuate with changes in social conditions. The word taxation is used in a fairly definite sense today, but you have only to glance into the history of taxation to find that the paragenesis of ore deposits is a fairly simple subject as compared to the paragenesis of taxation systems.

This chapter reviews the steps which should be taken from the time it is decided to consider autogenous grinding in the development of a new ore deposit or the expansion of an existing plant up until the purchase of the new autogenous mills. In this case the term autogenous includes semi -autogenous, secondary pebble mills, and lump milling as well as fully autogenous grinding systems. Also, both wet and dry grinding alternatives have been included. Before the test program it must be decided how many bulk samples are required to properly assess the autogenous grinding possibilities of the deposit. Also, a decision must be made on where and how the samples are to be ground i.e. pilot mill at site or in established location, wet and or dry grinding, etc. In the test program itself, certain fundamental data must be obtained. The testing should include enough work to determine whether fully autogenous or semi-autogenous grinding should be used and what type produces best power efficiency. Also, all the other pertinent data should be collected such as power; tonnages; feed, charge, and product sizing; circulating loads, etc. If a secondary mill is required to produce a final grind the decision on whether a pebble or ball mill should be used may require additional test work. Finally, the concentration of the mineral may play an important part in selection of the circuit and should become a part of the final testing once the grinding has been established.

Greater automation of facilities is probably the best hope of the mining industry in its efforts to surmount continually rising labor costs. Underground mining, with its inherently low unit labor output, is especially vulnerable to rising costs, and here maximum automation is becoming increasingly important. One area of such operations that has been receiving a great deal of investigation is that of ore haulage and hoisting, two steps that often account for 10-35% of underground operating costs. Innovations and experimentation by mining firms and manufacturers over the past few years have resulted in larger, faster and more efficient tramming and hoisting equipment, but the White Pine Copper Co., at its operation in the Upper Peninsula of Michigan, is preparing to start up an entirely new concept in haulage later this summer. Known as the Dashaveyor System, it consists of individually powered modules (cars) that run on tracks inside a rectangular tube or on an open trackway at predetermined speeds up to 50 mph. At White Pine the Dashaveyor will be used to carry ore (crushed underground to -10 in.) from the mine to the concentrator. Dr. James Boyd, president of Copper Range Co., which is a 25% shareholder in The Dashaveyor Co., has indicated that if the Dashaveyor meets the expectations for surface operation, it will also be used underground for ore transport in place of the several miles of conveyor belts currently in use (Business Week, July 29, 1967).

in Cast-Iron. It has been generally accepted that the presence of silicon in cast-iron leads to the formation of graphite; and this has been explained by saying that the silicon lowers the solvent power of iron for carbon at and somewhat below the freezing-point, so that, in the presence of silicon, the iron is unable to retain in solution or combination the whole of the carbon with which it has united while molten, and therefore expels the excess of carbon in the form of graphite, during and immediately after solidification. Probably the best way to study this question would be to examine pure cast-irons, i.e., those containing nothing but iron, carbon and silicon, which at the same time should have been saturated with carbon when molten. But the data for such a study are not at hand; so we must turn to commercial pig-irons as they are made in the blast-furnace, and before their composition has been changed by remelting. Much evidence has been offered of late, tending to oppose the theory of the action of silicon above set forth. Some of this evidence will be examined here. 1. Mr. Bachman's Results. In particular, Mr. F. E. Bachman† has published a collection of analyses of cast-iron, in which the proportion of graphite at first appears to be nearly independent of the proportion of silicon present. During the discussion on the Preparation and Utilization of Sniall Sizes of Anthracite (page 613 of present volume), several inquiries were made concerning the use of the McClave grate, which was mentioned by Mr. Coxe as having proved satisfactory in the generation of steam at his collieries, and also at a large number of industrial estal)lishments in Scranton and elsewhere. For a more satisfactory repIy to such inquiries than could be furnished in the oral discussion, I have prepared the following paper to be included in the published proceedings. And, as the use of the fuel under consideration necessarily requires the employment of a blower to change the fire, from a condition giving an incandescent radiant heat only to one giving a hot gaseoua flame as well, I shall add a description of the McClave Argand blower and its method of action. The grate and blower combined form a complete and effective system fcr burning small fuels, such as anthracite culm, birdseye, buckwheat, bituminous slack, etc., in boiler and other furnaces; while the grate alone is now extensively used with the larger sizes of hard and soft coal in furnaces where blast is riot required. THE behavior of mixtures of immiscible liquids in porous solids is of rapidly increasing interest to those engaged in the production of petro-leum. The operation of artificial water-floods and the control of natural ones immediately raise questions concerning the fundamental nature of such processes. Moreover, it is now recognized that often water occurs dispersed throughout the rock from which the oil issues into the well,1 and thus tends to move toward the well simultaneously with the oil. The work reported here is a laboratory investigation of the simultaneous, steady-state flow of oil and water through the same column of uncon-solidated sand. It is thus directly related to the situation in which water occurs in oil-producing sands; it may have less direct implications for the displacement of oil from sands by water. However, it is to be clearly understood that the experiments to be described were performed pri-marily to obtain information of a more or less fundamental nature, and are not an attempt to reproduce, on laboratory scale, any part of an oil field. The dynamic behavior of a system in which oil and water are flowing simultaneously through sand is best described in terms of its "effective permeability" to either phase. For incompressible fluids flowing through a system of uniform cross section, the effective permeabilities to the two phases, in darcys, may be defined by the equations:

NOTE BY THE SECRETARY.—This address having been made the object of much hostile comment, arising, as Mr. Weeks believed, in large part from misunderstanding of its purpose and meaning, was, by his express direction, withheld from official publication in the Transactions until he should have so modified or added to it as to make such misunderstanding impossible. His illness and death prevented him from executing this intention; and, consequently, the only version of the address now in the Secretary's hands is one of which the author had forbidden the publication. Under the circumstances, therefore, it seems best to publish, in this place, only some portions of the address and its appendixes which have a historical value and are beyond controversy, giving at the same time a summary of its general nature, based upon the original manuscript and upon correspondence with Mr. Weeks. For this summary, the Secretary is alone responsible. The address was essentially a restatement of well-known and established facts, which it interpreted as proving that, of the three elements of the Bessemer process (namely, the pneumatic principle, the successful mechanical application of that principle, and the recarburization with spiegeleisen), William Kelly was the first inventor of the first, Bessemer of the second, and Mushet of the third. Mr. Weeks used the words " original inventor " in the sense (as he explained in one place) of first inventor, and neither asserted nor believed that Bessemer's con-

BELL,* Montreal, Canada (written discussion?).-Mr. Hardinge's "hammer" theory is, I believe, a sound one; but, unfortunately, at the very place in the Hardinge mill where there should ,be a large number of small "hammers," there is room for only a very few. The results in Mr. Van Winkle's paper seem to indicate that the practical development of the theory can best be accomplished by stage crushing, using cylindrical mills. It would be very interesting to know if any stage-crushing experiments have been made at Inspiration with Marry mills. Mr: H. Kenyon Burch says:1 "The Marcy mill also proved to be a most excellent intermediate crusher, handling as high as 800 tons of 3-in. feed and under, to pass an 8-mesh screen without return of oversize." It seems reasonable to suppose that a large part of this output would be a finished- product; consequently, if it were possible to send the oversize from two of the primary mills to one secondary mill using balls of small diameter, a considerable saving in power might be realized, provided it were not necessary greatly to enlarge the secondary mill. It does not seem reasonable to suppose that fine material can he crushed as quickly or as efficiently in a primary ball-mill as in a re-crushing mill especially designed for that work. Experimental data, of course, are essential in deciding questions of this kind.

In the summer of 1908, R. B. Cochran, Superintendent of the Compania Metalurgica Mexicana at Sierra Mojada, Mexico, presented to the Department of Geology and Mineralogy at Case School of Applied Science an interesting series of silver-, copper-, and lead-ores from the Veta Rica mine. These ores contained several interesting minerals which were associated in a somewhat peculiar manner, so that I was impelled to make a closer study of their occurrence. The investigation has brought out several new facts concerning the geology of the district and the geological occurrence of the ores, and therefore has seemed worthy of record. Two papers have been published previously about the region, one by Chisml in 1887, and the other by Malcolmson² in 1902. These articles, however, treat of the district more from the stand-point of the metallurgist and mining engineer, and not much attention is devoted to its mineralogy and economic geology. 11. Geographical Location of the District. The Sierra Mojada is situated in the extreme western part of the State of Coahuila, near the Chihuahua boundary. It is reached best via the Mexican Central railroad from El Paso, Tex., to Escalon, Chihuahua, a distance of 494 miles. From this point, a branch line, the Mexican Northern railroad, runs 78 miles in a NE. direction to the mines, which are its northern terminus. The railroad was built about 1890, practically on account of the Sierra Mojada mining-district.

Accurate knowledge of the solid solubilities of the elements that dissolve in the important base metals is needed for guidance in the preparation and heat-treatment of the alloys derived from these components. While there is still difference of opinion concerning the merits of the X-ray and microscopic methods of determining such solubilities, it is certainly true that the recent extensive use of X-ray diffraction to review the existing constitutional data has revealed many glaring inaccuracies and has brought about a much improved knowledge of phase-boundary locations, which will inevitably come to include all of the important alloy systems. When the work is done with all necessary precautions it appears that in the majority of cases where the solubilities extend beyond a few tenths of a per cent the X-ray back-reflection technique is capable of furnishing the best of information in this field. For the most prolonged and thorough studies it is obviously advisable to combine the results of several methods, in particular, to obtain an agreement between X-ray and microscopic data. This paper reviews the work previously done on the solubilities of phosphorus, arsenic, antimony and bismuth in copper and, in consideration of the uncertainties thus made apparent, presents new X-ray data obtained with the first three members of this group. Copper-phosphorus System Heyn and Baurl found that in slowly cooled alloys phosphorus forms a solid solution with copper up to about 0.175 per cent. Huntington
