NINETEEN states have on their statutes laws requiring engineers practicing within their borders to be licensed sixteen other states have such laws under consideration. While mining engineers are not specifically referred to in every case, they are referred to by implication. In only a few states have mining engineers taken any active interest in this subject, either in support or in opposition, yet it is a matter of very grave importance to them. By some it is thought that it is now too late to take any active steps toward preventing or repealing a type of legislation for which there appears to be a growing demand from some source. And it is further thought that the best course for those who are interested is to endeavor to guide legislation so that the remaining states may enact laws containing as few objectionable features as possible.

HAVE been asked many times by financial men in New York as to the best way of securing an interest or control of a gold mine in Canada. It must be understood at the start that prospectors and early owners will not sell a 100 per cent interest. They not only retain from 10 to 25 per cent interest, depending upon the work done, but usually demand more or less cash to reimburse them for expenses. These conditions are accepted by Canadian capital and operating mines looking for new properties. The winter is not a hindrance to work but may be of great advantage. The overburden of soil and gravel is generally wet and most difficult to trench in the summer time especially if at all deep. The snow also permits easy transportation of freight. Properties distant from rail transport all of their machinery and supplies during the winter months.

THOSE of us who have been following rock drilling work for the last 15 or 20 years can recall some of the problems that were encountered with the old piston type of rock drill and the solid steel which it used. There was frequent trouble in keeping a straight hole in badly broken ground when using the ordinary four- point bit that had a flare on the wings of about 14". The drill steel, when pounding down its hole, would follow the line of least resistance and draw away from the desired line when it encountered a weak side in the ground through which it was drilling. Some would overcome the difficulty by making long winged bits to prevent the steel crowding over; this would relieve the troubles to a great extent. There was trouble with the rifling of drill holes and inability to drill round holes in some ground. The cure for these ills was to use the "X" bit, rather than the crossbit. The "2" bits were brought out in an effort to make it easier to drill a round hole in bad ground. Most of these troubles were before the days when the mechanical drill sharpener was in as common use as it is today. It was not until the introduction of the Leyner type of rock drill, requiring hollow steel that the users of rock drills found themselves confronted with more difficult prob- lems than they had ever encountered before with drill steel because the steel had to stand more severe service.

THE members arrived at Ticonderoga, N. Y., at noon, Tuesday, October 15th, and were received by Mr. Cyrus Butler, Chairman of the Local Committee of Arrangements. During the afternoon the works of the American Graphite Company and the Horicon Iron Company were visited under the guidance of Mr. Butler, President of both companies, and of Mr. William Hooper, Superintendent. An excursion was then made, in carriages, to old Fort Ticonderoga, on Lake Champlain, after which the party were driven to the Rogers Rock Hotel, on Lake George. The first session of the Institute was held in the parlor of time hotel on Tuesday evening. Mr. Eckley B. Coxe, President of the Institute, opened the proceedings with the following address: I shall ask your attention, this evening, to a few reflections upon the subject of mining engineering as a profession in the United States, its past, its present, and its future, and its duties and oppor¬tunities with reference to the proper development of our great min¬eral resources. Thirty years ago, there were scarcely any mining engineers in this country, and but few in England, and there were no institutions where young men could be educated for the profession in the Eng¬lish language. France and Germany have been able for about a century to boast of mining schools of a high character, that number among their graduates such men as Humboldt, Weisbach, Rittinger, Combes, and Gruner. Of the few we then had worthy of the name of "mining engi¬neer," some had studied in the continental academies, and others were graduates in the school of practical experience, and had learned their profession in mines and smelting-works. Their work con¬sisted principally in making surveys and maps of mines and mining properties, geological reports, and analyses of ores ; but the mining engineer whom we often meet with now, who has studied chemistry, physics, mineralogy, geology, mechanics, and drawing; who is more or less familiar with machinery and its construction, and with the practical management of mines or smelting-works, and who is an expert in some one branch of his profession, would have been very difficult if not impossible to find in the United States. The metamorphic zinc-iron-manganese ore in the Grenvillian rocks of the Reading Prong m Sussex County, N.J. is unique. The singularity of its mineral composition and associations has fueled controversy among economic geologists and mineralogists for more than a hundred years. The silicate-oxide ore, in two synformal concentrations has been mined since about 1838. The Franklin mine was depleted in 1954, while the one at Sterling Hill is still producing. Although the two mines are perhaps best known for their almost three hundred mineral species and have been a mecca for collectors, they -- as importantly -- have provided a window through which to observe more than a billion years of geologic history. When pieced together, studies reveal a sequence of probable sedimentary deposition, intense folding, pseudo- viscous flow with attendant negative diapirism, uplifting, erosion, karstification, hydrothermal alteration, burial, faulting, igneous intrusion, uplift , saprolitization, and glaciation.

THE fifth annual fall meeting of the Petroleum Division of the A. 1. M. E. went down into history as being one of the best ever held by this Division and marked progress was made in the concentration of sentiment regarding several matters-particularly the principles of unit control or operation of oil pools. The first day's program was devoted to the discussion of well spacing and many valuable data were assembled and presented and the discussions following the reading of the different papers was interesting and spirited. However, throughout the whole trend of the discussion it was noted that in the background there was the idea of unit control of the pool and if such a condition could be secured the well spacing theories could be applied much better than could be hoped for if each lease in the pool was treated as a separate and individual unit.

An extended investigation by the chief engineer of the Bureau of Mines shows that North Dakota has immense beds of lignite. War conditions have stimulated the use of North Dakota lignite until it is now being used at the rate of 1,000,000 tons annually. This North Dakota lignite is coming into extensive local use and considerable of it is being shipped to various parts of the state. The great problem at the present time is to find a market for the gas, which is the principal-by-product of lignite preparation. Bureau of Mines specialists will complete their reports of the studies of lignite in this country and will then make a recommendation as to the lignite field which is best suited for the establishment of the proposed Government's experimental plant. "Broken eggs cannot be mended."-(Lincoln.) Neither can "cashed in" War Saving Stamps grow to their maturity value.

THE Lucy furnace, owned by Messrs. Carnegie, Kloman & Co., and located on the Alleghany River, on the outskirts of Pittsburgh, is a splendid modern furnace, 75 feet high, and 20 feet bosh. She had been working well on low grade ores of about 50 per cent., producing daily 68 to 75 tons. There was on stock 500 tons of Republic ore, one of the purest and best of the Lake Superior ores, averaging over 68 per cent. of iron, which had been procured for the purpose of making a trial for Bessemer iron. This was charged by itself, and Mr. Skelding, the founder, reports that he did not succeed in getting a single cast when it came down, before the furnace chilled from the hearth to the top of the boshes, some 25 feet. PICK AND SHOVEL CLUB, CASE SCHOOL OF APPLIED SCIENCE The last meeting of the year of the Pick and Shovel Club of Case School of Applied Science was held on May 20, 1919. The speaker, Dr. Zay Jeffries, gave a very instructive and interesting talk on the Metallography of Non-ferrous Metals. The club has had a very successful year in spite of the loss of a few months time through the S. A. T. C. Among the speakers for the year were Dr. F. R. Van Horn, Dr. C. H. Fulton, and Dr. W. R. Veazey of our school; Dr. E. S. Moore of Penn. State College; Dr. Ansel St. John, of the National Carbon Co.; and Mr. V. S. Bidle, of the W. S. Bidle Co. R. B. T. KILIANI, Denver, Colo. (written discussion *).-Mr. Len-nox's paper is decidedly interesting in that he shows that a field exists for the Chilean mill, in which its efficiency compares favorably with that of more modern grinding devices. The figures he has given clearly indi-cate that a coarse feed is conducive to higher efficiency than the fine feeds which the Chilean mill has usually been called upon to grind. The fact is also apparently indicated that operating the Chilean mill in closed circuit with a mechanical classifier results in still higher efficiency, and that in such cases the percentage of returns should be kept below 100 per cent. to obtain best results. It would be interesting to see the results of further tests with what Mr. Lennox calls "Mixed Feed," since the data given in Table 4 seems to' point to the fact that a mixed feed,

If world oil prices stabilize at $ll/bbl, if the US decides on the "accelerated supply" case for domestic fuel resources, if investment capital is available, if environmentalists' demand become reasonable, if land withdrawals are halted, if government grants generous depletion allowances and fast depreciation write-offs, and if many other "iffy" conditions are met-then shale oil production may reach the 1-million-bpd level by 1985, according to the Project Independence Report. In the "base case" scenario, oil shale production would be, at best, about 250,000 bpd at $11 prices, and "much lower if expectations for $7 oil prices prevail." In this regard, the FEA study reflects the conclusion reached by companies engaged in oil shale development work. Thus, except for some new technological breakthrough in mining, the birth and growth of the US oil shale industry will occur only if oil prices stabilize at about $ll/bbl.

The years immediately ahead-1961, 1962, 1963- will be critical years from every standpoint for the young engineer. In the next few years, he must learn to grow professionally. Most often, the rate and extent of this growth will be governed by his own initiative and perseverance. Habits and attitudes acquired during these early professional years relate very closely to, and even foreshadow, future accomplishments. The future goal of the young engineer is a moving target. It will change with professional growth, family requirements, changes in predominant interest, general economic and business conditions and geographic location. However ambitious and stead-fast in his goal he may be, the young engineer should not hesitate to adjust or change-for he really does not know initially what he is best fitted for and will not know until he has tried a number of things patiently and persistently.

In spite of its recognized irregularities, the cyanide-assay for copper has always been popular among volumetric methods, being easy and rapid, and reasonably accurate when the solution tested contains nothing but pure copper and ammonium salts. In order to secure this condition, however, especially in operati~ig on low-grade ores, tailings and slags of complex composition, it is the practice to precipitate the copper from the ore-solution,—usually by means of metallic zinc or aluminum. The copper thus precipitated in the metallic form must be dissolved again; and the separa tion is never, in practice, complete, since an appreciable amount of the copper remains behind in the first solution, and the second solution always contains some of the other metals of the gangue; so that the result is at best but partially satisfactory. About eighty miles north of the city of Antofagasta, Chile, located just below the Tropic of Capricorn, there spreads a wide desert area where copper oxide outcrops can be seen with the naked eye. Numerous old mining works and dump heaps with the green of atacamite and chrisocolla shining in the blazing sun, attest to the work done by miners in the beginning of this century. The dry desert air preserves the footstep marks, paths and trails of old cartwheels from years back. The mining area known as Michilla and Panizos Blancos, is located on the high plateau at 3000 ft above sea level. Around 1920 a Bleichert ropeway was built, which carried ores from the best known mine to a wharf at the Michilla bay. High grade silicious ores were shipped to the Gatico Smelter further north or to smelters in the United States or Japan.

Today, the favored option for disposal of high-level nuclear wastes is their burial in mined caverns. As an alternative, the concept of deep disposal by rock melting (DRM) also has received some attention. DRM entails the injection of waste, in a cavity or borehole, 2 to 3 kilometers down in the earth crust. Granitic rocks are the prime candidate medium. The high thermal loading initially will melt the rock surrounding the waste. Following resolidification, a rock/waste matrix is formed, which should provide isolation for many years. The complex thermal, mechanical, and hydraulic aspects of DRM can be studied best by means of numerical models. The models must accommo¬date the coupling of the physical processes involved, and the temper¬ature dependency of the granite properties, some of which are subject to abrupt discontinuities, during [a]- ß phase transition and melting. This paper outlines a strategy for such complex modeling.

Until recently, the universal practice in New Zealand was dry-crushing and direct cyaniding. With ores containing no mineral sulphides, and little or no coarse gold, 'this method, in spite of its many disadvantages, gave excellent results, and was by far the best one available, pending the solution of the slimes-problem. But the situation has now been changed. The successful treatment of the slimes, enabling the mines not only to do away with dry-crushing, but also to deal with the mineralized ores of the lower levels, which are, for obvious reasons, quite unsuited to that method of treatment, has made wetcrushing universal; and this may be taken as satisfactory proof of its superiority over the former practice.
