Proper selection of large walking draglines, based on sound engineering principles and field experience, has not kept pace with the large capital expenditures needed to buy these stripping machines. The use of large walking draglines for stripping overburden in US surface coal mines grows steadily, but equipment selection continues to pose problems. An improper size, model, make, or spoil reach selected for a particular stripping application results in additional, unnecessary coal production costs. Large walking draglines are being used to dig deeper tar sands at the Syncrude operations near Fort McMurray in Northern Alberta, Canada. This application is compared with typical deep digging operations and dragline use prevalent at typical US strip mines.

The Bureau of Mines annually canvasses the peat producers in the United states and publishes economic data on the peat industry, based upon reports submitted by producers. This publication lists all producers that reported commercial production to the Bureau for 1960 and presents data on individual plants. The companies named herein represent virtually all commercial producers, although a few small companies may not have been canvassed as the industry has many small operations that operate intermittently. Output of the various companies listed ranged from a few tons to more than 50,000 tons. Peat is included in the Bureau's annual surveys of the mineral industries because peat is classified as a mineral fuel. Although none is used for fuel in the United States, peat is a potential source of energy and ranks as one of our large mineral resources. The domestic peat industry sells peat, chiefly, for use as a soil amendment for general soil-improvement purposes. During the past decade the industry has expanded rapidly with operations increasing from 45 in 1947-494/ to 115 in 1960. Output during this period has more than tripled, increasing from 131,782 short tons to 470,889 short tons.

R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. The subject of many discussions and technical papers in the last 20 years has been the prediction of the well-bore pressure gradients that are required to induce or extend fractures in subsurface formations. The subject merits this attention because of the frequently recurring problems that arise from an inability to predict fracture pressure gradients. Encountered in several common types of operations in the oil industry are problems associated with the prediction of formation fracture pressure gradients. When wells are being drilled in both new and old fields, lost circulation is often a very troublesome and expensive problem. Complete loss of circulation has been disastrous in some cases. Many times, such disasters could have been avoided if techniques for calculating fracture pressure gradient had been employed in the well plans, and if casing strings had been set, and mud weight plans had been followed accordingly. In areas of abnormally pressured formations, the prediction of fracture gradients during the well-planning stage is extremely important. In fact, it is as important as the prediction of formation pressure gradients, which has received a great deal of attention in recent years. There are several published methods used to determine fracture pressure gradients. However, none of these methods appears to be general enough to be used with much reliability in all areas. In 1957, Hub-bert and Willis published a classical paper that included the development of an equation used to predict the fracture extension pressure gradient in areas of incipient normal fau1ting.l Overburden stress gradient, formation pore pressure gradient and Poisson's ratio of rocks were the independent variables that were shown to control fracture pressure gradient, the dependent variable. In 1967, Matthews and Kelly published another fracture pressure gradient equation that is different from that of Hubbert and Willis in that a variable "matrix stress coefficient" concept was utilized.3 Later the same year, Costley wrote about a similar idea.5 Goldsmith and Wilson used a least-squares curve-fitting technique and field data from the Gulf Coast area to correlate fracture pressure gradient with formation pore pressure gradient and formation depth.' They noted that the fracture pressure gradient increased with increasing depth while the pore pressure gradient remained constant. In each of these cases, the problem for which a solution was sought was to determine the bottom-hole pressure gradient required to initiate or extend a fracture. Results of the previous work show that fracture pressure gradient is a function primarily of overburden stress gradient, pore pressure gradient, and the ratio of horizontal to vertical stress. There is argument for a fourth variable in that in many cases breakdown fracture pressure gradient is greater than the fracture extension pressure gradient. Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

[The Thompson Creek Coal and Coke Corporation, a. mall company engaged in producing coal in the Rocky Mountains of Colorado, is currently engaged in a struggle of destiny to increase their production from inclined seam operation to compete with highly mechanized horizontal bed mines. This paper introduces some of the problems encountered it pitch seam mining as they apply to the convention, room and pillar system employed at the present time. Further described is the test work now being conducted to overcome these obstacles with an. attendant increase in productivity. East Pit Lake is an artificially created lake that resulted from the remediation and reclamation of surface coal mining operations at TransAlta Utilities&apos; Whitewood Mine in the Wabamun area west of Edmonton, Alberta. The original excavation resulted from the creation of a mine end cut at the northern extent of the mining operation. The area of the surficial drainage basin that feeds East Pit Lake was relatively small. Therefore, most of the inflow and outflow from the lake would result from regional ground water flow. There was a concern about the lake&apos;s ability to provide a suitable habitat for a sportfish population. To determine the final recovered water level and rates of recovery, a two-dimensional ground water flow model was used. Data supplied by nested piezometers in and around the mine were used to calibrate the computer simulation and assess predicted recovery.

Startup of a new plant is a very interesting time. It generally is also a very demanding and often frustrating period. Startup problems can become serious ii they impede the early achievement of full plant production. Raw materials are wasted, manpower is unproductive, field modifications can be extremely expensive and market commitments may not be met. This paper outlines a well proven and highly successful approach to eliminating many of the problems and frustrations often experienced in plant startup. The procedures and methods summarized in the following paragraphs have been developed over a period of 25 years during which some 90 plants were started up.

Irrigation of agricultural crops may be a cost-effective option for the utilization of gypsiferous minewater as it may also create an opportunity to produce crops during the dry winter season on farm sin South Africa, such as in Mpumalanga. In this study, intensive field monitoring systems were developed and implemented to assess the feasibility and sustainability of irrigation with gypsiferous mine water. Soil water and salt balance components, as well as crop yields, were monitored in field trials carried out at Kleinkopjé and New Vaal Collieries (Anglo Coal), and at Syferfontein (Sasol). Field measurements indicated that high crop and pasture yields can be obtained, provided fertilization and irrigation water management are appropriate. Soil water and salt balances indicated that considerable amounts of minewater can be used and considerable masses of salts can be removed through precipitation of gypsum in the soil profile. With appropriate management, water and salt runoff and salt leaching can be intercepted, thereby minimizing the impact on groundwater. The SWB model is being validated through on-going monitoring. This will allow the use of the SWB model at other sites to predict the long-term impact of irrigation with mine water on soil and groundwater, as well as to run scenario simulations in order to recommend sustainable management of irrigation with minewater.

Elevation of surface charge density on colloidal particles in the presence of a high potential electrostatic field is demonstrated as a viable technique for preventing the accumulation of solids in solvent extraction circuits. The effect of the technique is manifest by relative turbidity measurements between pregnant leach solution and raffinate, by changes in the character of the sludge accumulations, by alteration of the zeta potential of particulates, and by a general reduction in the mass of solids.

The main users of computerised financial evaluation tools in the mining industry are the mining investment analyst, the mine manager together with his financial manager and the mining student (undergruadate and post-graduate). The mining investment analyst&apos;s needs mainly centre around the-micro and macro aspects affecting the mining industry in general. The mine manager needs a tool to assist him with the planning, reporting and controlling of production, costs, efficiency, productivity and cashflow. For the mining student studying Financial Evaluation, the main need is for a computer program which will assist him in learning the basics of the subject. This paper concentrates on the needs and objectives of the course Financial Mine Evaluation, the approach to which is presented. Emphasis is placed on the practical computing sessions and the role of the FCS-EPS package as a training tool.

Gold rush histories are usually written as though they were unique events in the development of a region or nation. While this is a valid way of looking at gold rushes, it is not the only way. This paper is a brief attempt to relate the West Coast rushes to a wider context. During the second half of the nineteenth century the lure of gold transformed the Pacific Rim. Gold rushes drew more than half a million Europeans and Americans to lands bordering the Pacific. By 1900 a chain of mining, industrial and urban centres ran from California to Alaska; from Ballarat to New Guinea, and on to Western Australia. The New Zealand rushes were a significant chapter in this story. People, cargo and information passed from rush to rush. Techniques learned on earlier goldfields were imported; those developed in New Zealand were, in turn, taken up elsewhere. Administrative systems and regulations developed in Australia were implemented in New Zealand, improved and passed on to Canada. This interconnectedness was so strong that gold-seekers thought of the mining regions as a distinct culture, &apos;the whole digging world&apos;. Much can be made of the similarities shared by rushes. But comparison can also highlight the individuality of each rush. +The early days of the West Coast rushes were perhaps the strongest assertion of a diggers&apos; culture. A brief period in which a remarkable orderliness was created through mateship, self-regulation, and the occasional threat of rough justice. The West Coast rushes were both a unique experience and an integral part of a process which transformed the Pacific Rim during the nineteenth century. Understanding their part in that bigger story highlights just how unique they were.

The primary problems of pillar design in seams subject to interaction are due not only to difficulties in predicting loading, but also to the often unsymmetrical nature of the stress fields. The effects of uneven stress fields on failure patterns within a pillar were studied wing a two dimensional finite element method. Lower seams, including ultra- close mining situations were evaluated considering conventional pillars. Pillar case study data for under mining were analyzed to determine if empirical trends in stable pillar sizing could be derived. Recommendations for multi-seam pillar design are made, based on anticipated loading conditions within a pressure bulb. Applications of the research results are demonstrated using case studies

In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.

"IntroductionThe copper-molybdenum property of Brenda Mines Ltd. is located 18 miles north west of Peachland in the Okanagan Valley of the Southern Central interior of British Columbia. The actual site is 50 miles north of the international boundary and 150 air miles east of Vancouver at an elevation of 5000 feet above sea level. The earliest written mention of the prospect is found in the Geological Survey of Canada, Memoir No. 243, issued in 1947 by Dr. H.M.A. Rice. In 1954 the area was staked by a prospector, Bob Bechtel, who interested Bern Brynelsen of Noranda Exploration in examining the claims. A joint Noranda - Kennecott program resulted but since the grades were so low the property was not taken up until in 1964 a re-examination by Chapman, Wood and Griswold produced recommendations leading to the construction of the Brenda Mine as it is today.The rounded, timber covered mountains of the area are composed of the tuffs, argillites and limestones of the Upper Triassic Nicola Group, which is intruded by a Jurassic quartz diorite, called the Brenda stock0 The actual orebody occurs in a strongly fractured zone within the Brenda stock, approximately 1500 feet from the contact with the Nicola group0 The ore minerals, .chalcopyrite and molybdenite, associated with pyrite and magnetite of lesser importance, occur as fillings within the fractures 0 The grade of the ore decreases outwards from a central higher grade core and in January 1971 total reserves were estimated at 165 million tons assaying 0,182% Copper and 0,049% Mo."
