TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. J., summarized and reviewed the available statistics of fatalities in metalliferous mining in the United States. Mr. Hoffman's report was published in the Engineering and Mining

Tasks during Phase I of this contract effort were performed in four principal functional areas. These were geology, hydrology, reclamation and mining. Data were gathered from literature reviews, mine visits, survey of manufacturers, consultation with government agencies, and unpublished or private communications with contractors and consultants. The data collected were analyzed for omissions or inaccuracies, then organized into tables, graphs and flow charts to provide a concise body of technical and cost data suitable for the engineering analyses required in Phase II of this contract. Maps illustrating estimated grade and thickness of the oil shale were prepared, some of which are included as exhibits to this report. A preliminary mine layout was performed to test the completeness of the collected data.

F. C. Bond: This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = —Cdx/x [1] either Corn must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant. According to the Third Theory, in the general case n is a constant equal to 3/2, and C is a variable related to the work index Wi. If x is placed equal to P (the size in microns which 80 pct of the product passes) and F is the size 80 pct of the feed passes, then C equals 5 W1, and dE = 5 -5 Widx/x = 10 Wi 10 Wi w = vP vF which is the basic equation of the Third Theory. It is apparent that this integration involves the error of treating the parameter Wi as a constant, just as the author's treatment involves the error of integrating his variable n as a constant. These errors are probably relatively unimportant, considering the small range of the variables. When more is known about the factors contained in the work index, Eq. 1 can be revised as a partial differential equation. The Third Theory exponent of 1/2, or n = 3/2 in the Charles' differential equation (Eq. l), was not chosen primarily because it is the average between the Kick and Rittinger exponents; this may be merely fortuitous, since it is illogical to define truth as the average between two errors. It was first discovered from the study of a large mass of crushing and grinding data and confirmed by laboratory testing. The general correspondence of the Third Theory equation to actual crushing and grinding results over the entire size reduction range argues strongly that a fundamental phenomenon is involved. The a posteriori theoretical explanation of the constant Third Theory exponent is that the work done in breaking rock is proportional to the length of the crack tips formed. Compressive force applied to the rock results in deformation and strain energy. When this locally exceeds the breaking strength a crack tip forms, the surrounding strain energy flows to the crack tip and extends it to split the rock, with release of the energy as heat. Under rapid impact the crack tip may form before the strain has reached equilibrium, resulting in less energy expenditure and probably a coarser product. In any case, the elastic limit of a brittle material is practically the same as its breaking strength, and the work necessary to form the crack tip is the work required to break. The crack length of a ton of broken rock cannot be measured directly. However, the particle shapes of feed and product are similar, and the crack length is considered equal to the square root of one half of the new surface area formed. It is, therefore, proportional to 1/vD, where D is the equivalent product particle diameter. This is the basis of the Third Theory equation. Many secondary factors can be imposed upon the crack length breakage. These may cause the Third Theory work index to increase or decrease somewhat as the product size becomes finer. The work index is properly a parameter rather than a constant, making it an increasingly valuable practical criterion of the work input required in crushing and grinding.

This report presents production and delivered costs for coal exports from the five major Western coal-exporting countries: Australia, Canada. Colombia, South Africa, and the United States. Cost data were compiled from visits to 43 mines by U.S. Bureau of Mines engineers between 1985 and 1990. All report costs are in January 1989 U.S. dollars per short ton. Production costs for raw coal are divided into mining and regulatory categories. Costs are broken down by type of cost, type of mine. and country. Scheduled operating and capital costs for raw coal were processed by the Bureau's MINSIM discounted cash flow program to determine total production costs calculated at 0% and 15% discounted cash flow rates of return (DCFROR). Delivered costs are for salable coal delivered to various markets. Costs are broken down by supply country, market, and type of cost. Scheduled operating and capital costs for salable coal were processed by the Bureau's MINSIM discounted cash-flow program to determine total salable coal costs at 0% DCFROR. Added to total salable coal costs were transportation and port costs to get delivered costs. Comparative overview information on the coal industries of the five study countries are appended. This appendix includes information on industry economics and exports, production and reserves, and coal industry issues.

The mineralogy of the Avalon Nechalacho deposit is complex with significant fractions of HREEs, Zr, and Nb found in refractory minerals such as zircon and fergusonite. Sulphuric acid baking followed by water leaching can be used to extract REEs from flotation concentrates, but acid baking does not completely "crack" the zircon and fergusonite, so the extractions of Zr, Nb, and HREEs are not high. An alternative flowsheet has been developed that is able to obtain significantly improved extractions of HREEs, Zr, and Nb from flotation concentrates or acid bake residues. This is accomplished by cracking the zircon and fergusonite minerals with caustic soda at high temperatures, followed by water washing to recover excess caustic soda and soluble sodium silicates and phosphates. REEs, Zr, and Nb in the solid residue can then be solubilized with HCl or H2SO4. This paper highlights some of the findings from an extensive laboratory program and discusses several flowsheet implications.

Mineral maps produced via optical and scanning electron microscope û mineral liberation analyser (SEM-MLA) automated mineral identification systems are being used to examine the relationships between mineral phases in spatially well-constrained samples of intact and crushed rock. The use of sophisticated image analysis software allows data pertaining to individual or groups of mineral phases to be extracted from the mineral maps. Analyses of the extracted data can be used to identify populations of phases. Data extracted from the images can be compared with mineral processing data, eg hardness, grindability, degree of liberation, from the same sampling intervals, enabling ore characterisation to be linked to processing behaviours in a spatially constrained, quantified manner that can potentially assist with mine planning and optimisation.

This paper is one of a series covering mineral resources of the Nation . It describes briefly most of the known manganese deposits of eastern Arizona , which for the purpose of this report includes the counties of Navajo , Apache , Gila, Graham, Greenlee , Pinal , Pima , Santa Cruz , and Cochise . With few exceptions , these descriptions are the result of field examinations by the writers . Work on this paper was begun in May 1956 , and in the following 18 months 151 deposits were examined . The distribution of the deposits by counties is as follows : 1 in Navajo , and 1 in Apache , 37 in Gila , 4 in Graham, 13 in Greenlee , 25 in Pinal , 13 in Pima , 12 in Santa Cruz , and 45 in Cochise . In surveyed areas the locations of the deposits are described by section , township , and range and in unsurveyed areas , by approximate projections of these subdivisions . The township and range numbers refer to the Gila and Salt River base and meridian . The history, production, ownership , geologic setting , and mining methods used are discussed for most of the deposits that were visited . Probably , some occurrences have been overlooked , but all of the principal ones have been examined . Ore dressing studies were made of typical ores from several of the larger districts . The work was performed in the laboratory of the Bureau of Mines Tucson Metallurgy Research Laboratory . The results of these studies are given with the descriptions of the deposits from which the samples were taken .

The average annual growth rate of real gross domes-tic product (GDP) from the third quarter of 2001through the second quarter of 2003 in the United States was about 2.6 percent. GDP growth rates in the third and fourth quarters of 2003 were about 8 percent and 4 percent, respectively. Many other indicators reflected a rebounding U.S. economy — rising consumer confidence, higher retail sales, greater industrial production and more housing starts. Inflation also reached a 38-year low in 2003. The upward trends in many sectors of the U.S. economy in 2003, however, were shared by few of the mineral materials industries. Annual output declined inmost non fuel mining and mineral processing industries, although there was an upward turn toward yearend as prices began to increase (Table 1).

In planning activities the aim is to adapt them to changes in conditions, in the needs of the mining industries, and in the public interest; those that contribute most to solving the present problems are emphasized, investigations of less immediate importance being recessed if necessary. The strategic minerals investigations of the bureau afford an example of this change in emphasis to problems of immediate and urgent interest, and during 1941 they comprised, upon the basis of appropriations and expenditures, more than 90 percent of the work of the division.

THE metallurgical industry has purchased more than sixty per cent of the industrial gas cleaning equipment installed in Canada. This includes cyclonic collectors, scrubbers, cloth filters and Cottrell Precipitators. These are the principal types of equipment which are used commercially for the cleaning of gases which result from the processing of iron, nickel, copper, lead, zinc, gold, gypsum and aluminum ores. The recovered dust, which usually contains metal values, is returned to the process. The cost of the equipment is thus economically justified. This is in contrast to other industries, such as those involving steam power generation, asbestos, cement and lime production, where, though dust collection equipment is extensively used, it is installed primarily for nuisance abatement. Communities are becoming more and more conscious of air pollution, new and more stringent legislation is being enacted, and, for other than economic reasons the smelting industry will eventually be required to install more efficient gas cleaning equipment. The Old Dominion Co, at Globe, Ariz., like the: Phelps Dodge Corporation with which it is closely allied, considers safety a major operating problem. Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.

(New York Meeting, February, 1912.) By the old method of determining platinum in ores and bullion, the silver-alloy first obtained in the regular course of assay is parted in strong sulphuric acid and the residual metal weighed. This is re-alloyed with silver by a second cupellation and parted in nitric acid, the residual metal being again weighed. Any difference shown between the two weighings is assumed to be, and is called; platinum. Sometimes it is so, and if any considerable amount of platinum be present, there will be a decided difference between the two weighings; but a slight difference is no real evidence whatever of the presence of platinum. On the other hand, the second weight may equal or possibly exceed the first, even when traces of platinum are present. Again, other members of the platinum group may go into solution in nitric acid more or less. If present, these would be called platinum and escape detection. The method does not provide any direct tests whatever as to the presence or absence of platinum. It is often indecisive, and sometimes jives erroneous results. It is, therefore, quite unsatisfactory. Being called upon many times to determine platinum in a wide variety of materials, particularly when present in very small amounts, I have realized the disadvantages and defects of this old method. ROCK is no doubt the most abundant of all material things because the planet on which we live is made of it. All animal and vegetable organisms and the multitude of natural and manufactured products that occupy a comparatively insignificant film on the outer surface of the planet are derived from rock. Processes of Nature acting for untold centuries have transformed rock into soil, making possible the development of vegetable and annual life; and rocks have supplied the numerous raw materials, metallic and nonmetallic, wherewith the innumerable appurtenances of a complex civilization have been fabricated. As time goes on we live with increasing speed and with enlarged desires. Time and space are shortened by man's ingenuity, and products for human use must be manufactured with greater and greater celerity. It was inevitable that Nature's slow processes of rock alteration should fail to keep pace with human demands and that the variety of natural products should fall far short of the requirements of an industrial age. Man therefore supplemented these processes by attacking rock in its native bed amid using it to supply needs not otherwise satisfied.

This paper briefly describes the principal commercial and near-commercial deposits of gold-bearing gravel and the important placer-mining operations in Lemhi County, Idaho. It is on of a series on western mining districts being published by the Bureau of Mines. This paper is based on a field survey of the placer-mining districts of Lemhi County in the summer of 1938. Available information concerning gold-bearing gravels was obtained from prospectors and claim owners; operators supplied the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

The effects of solutes on the distribution of two-dimensional configurations of grains in zone-refined tin have been studied. When solutes with partition coefficients (ko) greater than unity are added, three-sided pains become more prevalent and the growth law changes. It is shown by electron-Probe micro-analysis that a solute buildup occurs ahead of a moving grain boundary when ko > 1. It has been found recently1, 2 that solutes with partition coefficients greater than unity have a larger retarding effect on grain growth than solutes with k, less than unity. ko is defined as the ratio of the concentration of solute in the solid to the concentration of solute in the liquid with which the solid is in equilibrium. Niessen and winegard2 have suggested that this effect is probably due to the complex shape changes which occur during the process of grain growth and that no theory based on single boundary motion3-5 can explain the results. They suggested that the dissociation of the unstable fourfold junction was delayed in alloys where ko was greater than 1 because the boundaries at the junction had to move into a region of high solute concentration. If indeed this mechanism were correct, it was felt that not only would the dissociation of fourfold junctions be affected by the solute buildup ahead of the boundaries, but the collapse of three-sided grains would be impaired. These combined effects would naturally lead to a modification in the distribution of the number of sides per grain seen on a two-dimensional section. The present investigation was undertaken to test these hypotheses by examining the grain-growth process in detail. EXPERIMENTS The Distribution of Grain Configurations in Zone-Refined Tin as Seen on a Two-Dimensional Section. Following the method of Bolling and Winegard,6 zone-refined tin was cast into button-shaped specimens and, subsequently, plastically deformed under a drop hammer at room temperature. The resulting flat coin-shaped samples were annealed at 200°C, some for 50 sec and others for 100 sec. The specimens were then examined to determine the distribution of the number of sides per grain, i.e., the num- ber of crystals adjacent to any particular grain in the section. For simplicity, the grains were classified as three-sided, four-sided, and so forth; this concept is schematically illustrated in Fig. 1. As indicated by smith,' it was necessary to examine every grain within an enclosed area to obtain a proper distribution of the relative frequency of each type. Once upon a time, the process engineer developing the design criteria for a new saprolite ferronickel smelter had it easy: most ores were around 2.5% Ni, with a Fe/Ni ratio of 4 to 5 and a SiO2/MgO ratio of about 1.6; to use the French word: garnierites. The ferronickel grade selected was the conventional 20 to 25% Ni and the impurity levels could be predicted from well established [C], [Cr] and [Si] vs (FeO) graphs. However the process engineer can no longer depend on statistics to design smelters: Ni grades are decreasing while the goethite contents are increasing; SiO2/MgO ratios vary from 1 to 3; and Al2O3 concentrations are reaching levels that cannot be ignored. Mechanistic models must be developed to select or predict essential parameters such as kiln and furnace reductions, ferronickel grade, slag losses, metal and slag liquidus, operating temperatures, etc. But these models must be simplified so that they can be used on a routine basis; and they must be calibrated against a wide range of commercial operations in order to yield the most realistic predictions possible. The present paper proposes one possible approach, using FactSage as a basic source of thermodynamic data. The predictions thus obtained are compared to actual performance for two well documented operations, as well as to the predictions made with other tools that might be more accessible.

The most traum atic event within the lUK coal industry during the last 30 years was its privatisation. Who were the relatively unknown people from RJB: white knights or robber barons? This paper highlights the strong safety and progressive engineering cultures th at existed and continues within the company. A long-term view of the business coupled with proven professionalism is amply developed. Quite dearly, to revert to private ownership is not a return to Victorian values but ‘back to the future’.
