The mining industry to the lay mind is one which appears peculiarly dangerous, partly because the accidents which take place are usually of a very tragic nature, and partly because other, industries claim victims more from disease than fromviolence, and their fatal nature is not advertised to the same degree so that in spite of this idea of unusual risk, it is a fact that mining will compare favourably, as regards vital statistics, with nearly all other trades requiring special training.Neverthelessthere are a larger number offatal and serious accidents occurring year by year than one would like to see, and could the deaths which take place by accident be eliminated, it is safe to say that mining would become one of the most healthy of all species of skilled labour. If we examine the accidents appearing yearly in the reports of the Mining Departments of the various colonies, it will be at once admitted that many of them need riot, and in many cases ought not to, have occurred.It is, therefore, the object of tbis essay, to pass under review the ordinary precautions which should be adopted to minimise, as far as possible, the dangerous factors whereby fatalities are brought about.

"The oil sands industry in northern Alberta disposes of the by-products of bitumen extraction into tailings ponds. The mix of tailings sand and mature fines, with gypsum added as a flocculent, constitute a waste stream called consolidated tailings or composite tails (CT). The two main challenges of the tailings disposal process are a chronic shortage of economical containment and the potential mobility of CT deposits in the event of breaching by, for example, long-term erosion, which makes abandonment of tailings ponds more complicated. Thick deposits of CT do not consolidate in adequate time to provide reassurance for abandonment of the CT containment facilities and that is why the containment must be adequately robust or the properties of CT improved for long-term stability. This paper addresses potential solutions to these problems by applying the gravity drainage of CT and quasi-homogeneous construction for containment facilities.Gravity drainage is suggested as a mechanism to facilitate the consolidation of CT in critical areas of the ponds by inserting internal sand layers within the body of the deposit. Critical CT areas are defined as areas around the perimeter of containment. The advantages of this solution are longterm stability of the disposal area by creation of stiff deposits around its perimeter and facilitation of reclamation efforts on its surface.The present solution for containment of CT deposits is not favourable from a materials balance point of view. In general, sand has become a valuable resource as it both forms the primary component of the CT matrix and becomes the containment building material. If sand is required for CT, less is available for dyke construction. This puts additional pressure on the industry as a whole to maximize the use of overburden and interburden for construction of tailings containment structures. Typically, only 50 percent of dry mine waste (overburden + interburden) is incorporated into dyke construction. The remainder of dry waste is stored either in waste dumps or in tailings ponds, consuming valuable in-pond space originally allocated to CT material. Quasi-homogeneous dykes are proposed to contain CT deposits rather than traditional minimum cross-section dykes built of overburden and/or cell sand. The quasi-homogeneous dyke may change the unfavourable material balance and lessen the construction constraints that are presently imposed on the mine/waste disposal process."

However, with cyclones the term is usually used for the fitting which is attached there to control discharge of the underflow stream.Note that the cyclone need not be so mounted that the apex is the lowest point, although that is the most common method. "The Bureau of Mines recently has issued a general information circular covering briefly the origin and occurrence, properties, uses, exploitation, and marketing of diatomite. Since this publication was prepared, additional information has become available regarding one of the newer uses of diatomite — that as a filler in battery boxes. As this market is rapidly becoming one of the important outlets, a brief discussion of such use may be of interest.Diatomite is a mineral substance composed principally of the skeletal remains of diatoms. The skeletons of these microscopic flowerless water plants are made from silica present in the water in which these tiny plants live. The minute shells or ""casts"" accumu¬late in the bottom of lakes, ponds, or inland seas, and eventually become more or less consolidated into beds of diatomite.The uses of diatomite depend largely upon its peculiar properties. Diatomite is a highly porous substance and possesses marked absorptive powers. The large percentage of pore space makes the material very light in weight. It is relatively insoluble in most solutions.The largest deposits in the world are found in California, but diatomite occurs in many other Western States and also is found in a number of places along the Atlantic seaboard. Outside of the United States diatomite occurs in many countries; Algeria and Germany are among the largest producers.Usually diatomite is mined either by underground or open—cut methods. In some instances it may be dredged from lake and swamp bottoms. It must be dried prior to grinding or other preparation for market, and for many purposes must undergo a complex sizing and grading system for removal of such impurities as sand and clay and for classification of the material to the various sizes desired,"

As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. The room temperature tensile properties of commercially pure titanium and seven titanium alloys prepared by skull casting were determined in the as-cast and heat-treated conditions. Data were compared with property data from tensile tests on wrought alloys of the same compositions in the as-worked and heat-treated conditions. The alloys evaluated were Ti-5Al-2.5Sn, Ti-6Al-4V, Ti-6Al-4V-lSi, Ti-6A1-2Sn-4Zr-2Mo, Ti-6A1-6V-4Zr-4Mo, Ti-6A1-6V-2Sn, and Ti-11.5Mo-6Zr-4.5Sn. Test specimens were prepared from both static and centrifugal castings and from plate fabricated by forging and rolling vacuum-melted ingots. The data indicate that the alpha and alpha-beta alloys have strength properties in the as-cast condition that are reasonably close to the strength properties of their wrought counterparts in the as-worked condition. An exception to this was the Ti-6A1-6V-4Zr-4Mo alloy for which insufficient data were available to form any firm conclusions. Fine-grained cast structures of Beta III (Ti-11.5Mo-6Zr-4.5Sn) were shown to be generally stronger in the as-cast condition than the wrought alloy in the as-worked condition except for the yield strength of one structure that was unusually low. Heat treatment of this alloy produced properties that were unpredictable. Indications are, however, that optimization of heat treatment parameters for each cast structure could produce strength properties equal to that of wrought materials.

The Bureau of Mines presents an economic evaluation of its leach- electrolysis process for recovering lead from galena concentrate. In this process, galena concentrate is leached at 200° F with a ferric chloride-brine solution to extract lead while leaving sulfur in the residue, which is discarded. The solution after leaching is concentrated and cooled to 100° F by vacuum evaporation to crystallize lead chloride from which metallic lead and chlorine are produced by fused-salt electrolysis. Chlorine is used to regenerate the spent leach solution before it is recycled. A cost estimate was prepared for a plant capable of producing 300 tons per day of lead, 330 days per year. The fixed capital cost on a third-quarter 1977 basis Fs $27,500,000, and the estimated operating cost without a charge for the concentrate is 4.9 cents per pound of lead product. Assuming a selling price for corroding-grade lead of 31 cents per pound and a charge for the concentrate of $332 per ton, the interest rate of return on investment after taxes is 16 percent. The leach-electrolysis process, therefore, appears to be economically attractive under the assumed market conditions.

During the past Two years in reef gold mining, "indicators" have received great attention at the hands at the Victorian gold seekers. Many years ago, what was caned the" indicator lode," was struck in Ballarat East, on the course of which extremely rich deposits of gold were discovered but as to its being a .qeneral experience in reefs or leaders no one ever dreamed. Now, however, we find that these "indicators" are frequently to be met with, though they differ very much in different localities, making it, therefore, a difficult matter for other than a careful minel' to follow them. The necessity of following "indicators" for the purpose of developing gold is now recognized, and the policy of following them up has been attended with much success in this field. In the case of Messrs Shaw and Sons, at Wedderburn, those gentlemen began to work on an "indicator" here five years ago, and immediately thereafter more by accident than anything else they being at that time inexperienced as regards "indicators " came upon gold bearing quartz, which continued payable so long as the" indicator" aud the stone were in conjunction with each other, but as soon as they parted company the stone ceasedto be of any value then, by following the" indicator," as the latter intersected fresh bodies of stone they proved again more or less payable, until a fortnight or so ago the Messrs. Shaw turned out 4 tons of stone, which yielded £1,825, with also profitable workingup to the present moment. Where they are now working is a mile north of their original find thus proving that "indicators" travel considerable distances and have something to do with the gold deposits found in reefs. On the direct course of Shaw's "indicator," as high as hundreds of ozs to the ton was obtained from the stone but, just a few inches from either side in the same" leader," not a colour could be got. Whatever the cause-whether by electricity or some unknown force in nature-the gold is found on the course of these" indicators" and nowhere else, and-as each of the Victorian Government Geologists admit-their value to the gold-seeker as a means of leading to' gold cannot be over-estimated.

Excellent metal quality, with lower power requirement, is attained in electrorefining titanium by using internal heating of the fused-salt bath. An internal heater provides more effective heat utilization, simplifies structural components in cell design, and prolongs cell life by eliminating direct application of heat to the cell container. This Bureau of Mines report covers one phase of the research in progress at the Electrometallurgical Experiment Station at Boulder City, Nev., for improving the techniques and lowering the total power requirement for electro-refining titanium metal.

Investor confidence can be compromised when one observes large discrepancies between the SAMREC reserves and the mining plan. It is therefore up to the responsible persons to ensure that all contributing factors get taken into account when determining a reserve declaration. Confounding factors could be further aggravated by large oscillations in the commodity price thus resulting in major changes to the mining plan, if the accepted price was either too optimistic or pessimistic. Additional factors that must receive our attention are, uncertainty in geological facies type, mining practices, geology and grade estimation. The paper outlines (in the authors? opinion) some of the important factors that need to be taken into account, in order to ensure proper alignment between the estimates of the life of mine (LOM) reserve grades, and the corresponding actualisation of the mining plan. These parameters provide an historical insight into what actually happens when attempts are made to implement the mining envisaged in the LOM plan. In turn these allow judicious application of discount factors that enable a realistic estimate of SAMREC reserve classification and declaration. Some of the factors that will be covered are: - 1) Flexibility of developed reserves and the ability to maintain this. 2) Mining control mechanisms and their overall efficacy. 3) The ability to extrapolate facies types and its effect on grade control. 4) The ability to control the mining mix and value variation. 5) Finding a happy medium between optimism and pragmatism.

This report is volume 10 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report describes the Ventilation subsystem of the Master Design Simulator. The Ventilation subsystem has the capabilities to handle: (1) branches in parallel or series, (2) fans in parallel or series, (3) multiple fans, (4) methane, compressed air, or other injections into the system, (5) leakages and fixed quantities, and (6) calculations of absolute pressure at nodes. The program uses the Kirchoff's Junction and mesh laws, and the Hardy-Cross iterative technique to converge to the desired accuracy in solving fox the head quantity. A case study is included in the report illustrating the use of the model. The appendices of the report constitute a user's manual for the Ventilation subsystem, and include a program listing.

.1. The purification pilot plant and the equipment, solution, and gas cycle used for removing hydrogen sulfide and carbon dioxide are described. 2. As sulfur recovery is necessary in any large Fischer-Tropsch plant, pilot-plant runs were made at 300 p.s.i.g. to study the efficiency of tri-ethanolamine solutions in removing selectively hydrogen sulfide from gases containing varying amounts of carbon dioxide. 3. Aqueous solutions of TEA of 20, 30; 35, and 50 percent were investi¬gated. Data indicate that 30 to 35 percent is the optimum concentration if both selectivity and economy are considered. Slightly better selectivity is obtained with the.20 percent solution, but steam consumption is greater owing to the higher solution rates. Results from our pilot plant runs indicate that a 50 percent solution not only produces an acid gas of lower hydrogen sulfide content but also requires high solution rates to effect hydrogen sulfide purification. 4. Data from 37 runs using TEA are presented in tabular form. In addition, the data are correlated and presented in three sets of curves. By using these curves, it is possible to calculate the compositions of the purified and acid gases for various raw gas mixtures. 5. In cooperation with the Southern Natural Gas Co., investigations were carried out at 300 p.s.i.g. on the simultaneous removal of hydrogen sulfide and carbon dioxide, from gases using various concentrations of diethanolamine. 6. Data from 17 runs employing 20, 30, and 40 percent DEA are reported in both tabular and graphic form. 7. A comparison of the data from one DEA run made at 200 p.s.i.g. with those from the runs operating at 30O p.s.i.g. shows float the absorption capacity of the solution, and, hence, the steam requirements per gallon are about the sage for both pressures. .The only real advantage of the higher pressure is the additional volume of gas that can be treated. 8. The quantity of steam needed to reactivate fouled TEA and DEA solutions increased as the reactivator pressure was increased about 1,0 to 1.1 pounds of steam was required for each gallon of circulating solution when the reactivator was operated at 5 p.s.i.g. 9. A curve is included that shows the effect of the hydrogen sulfide con-centration in a lean 35 percent TEA solution on the hydrogen sulfide content of the purified gas and on steam consumption for reactivation. 10. Both TEA and DEA reduced the organic sulfur content of the raw synthesis gas considerably. Analyses of the lean amine solutions showed a gradual build up of sulfur compounds, indicating that the compounds formed by the amines and organic sulfur do not break down under the ordinary operating conditions of the reactivator. 11. Considerable operating difficulty was encountered in the pilot plant owing to foaming of the amine solutions. Laboratory experiments in which the effectiveness of certain antifoam agents was studied showed Alkaterge C to be most promising for the particular conditions studied.

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

Today road construction sites utilize more and more information modeling in design phases as well as model based 3-D machine control systems in site operations. For main contractor, the management and control of all the site operations is a demanding task including also many challenges created by continuously developing new technology. In the paper, the main requirements for successful dynamic site management are introduced. The dynamic management means real-time possibilities for information acquiring, transfer and further utilization of the information in the management. An integration model to expand the current way of management and the utilization of present 3-D machine control systems is introduced. Different practical test results using two new different dynamic management systems are presented and evaluated. The first experiments and the results have been provided using the prototype system developed in a research project called DigiINFRA by the University of Oulu and Technical Research Center of Finland. Also, there have been tested a new commercial management system developed recently in Finland. In the conclusion, an expectation for the next generation for more dynamic road construction management methods is concluded.

The formation of gas hydrates in natural-gas pipe lines depends on temperature and pressure conditions in the lines as well as on the presence of condensed water. The operating pressure in a pipe line may be determined easily and usually is available from the records of operation, but the temperature seldom is known. In cooperation with the American Gas Association, the Bureau of Mines, in its investigation of gas hydrates, conducted a pipe-line-temperature survey and studied underground temperatures at depths at which pipe lines ordinarily are buried and the relationship of these temperatures to prevailing atmospheric conditions. A similar but mere limited study of this type was conducted by engineers of the Bureau of Mines a number of yours ago.4/ A summary of the earlier findings was included in a general report by the Bureau on the flew of natural gas through high-pressure transmission lines.5/ In the present study, data on temperature variations were obtained at several places widely separated geographically. This information should assist pipe-line engineers in designing and operating natural-gas pipe lines.

The North Shore Connector Project for the Port Authority of Allegheny County involves TBM mining a pair of subway tunnels through soil and rock under the Allegheny River and a narrow city street. Along the tunnel alignment are a historic building on shallow foundations and modern buildings on deep foundations, one constructed directly over the alignment during the latter phases of design. This paper provides an overview of the general site conditions, and technical basis for excavation support and tunneling decisions. Deformation limits, ground improvement, monitoring and mitigation plans, geotechnical baseline report development, and risk management will also be discussed.

Recent legislation and expected future legislation is aimed at reducing the dust levels developed in underground coal mines. Several techniques for reducing dust levels are being evaluated. One of these is the modification of cutting parameters such as feed rates, cutting speeds, and pick configurations in order to reduce the amount of dust generated. In order to evaluate the feasibility of modifying cutting parameters to reduce dust, the Bureau of Mines commissioned Battelle to construct a small scale mining machine which could be used for evaluating the effects of those changes in cutting parameters. Specific features of this machine were that it should be highly instrumented to measure various cutting parameters, should have a wide range of feed and speed controls, and it should be possible to vary the pick configurations and geometries on the machine. In addition, it was desired that this machine should have cutting capabilities which greatly exceed present coal mining practice and also that the unit should be small enough and portable enough that it could be taken into and out of operating coal mines with a minimum of interference with the normal coal mine operations. The first step in constructing a machine to meet these requirements was to determine the cutting forces and approximate sizes of components which would be required to cut at the speeds and feeds specified by the Bureau of Mines. Initial calculations using; published data on cutting forces indicated that cutting forces in the neighborhood of 5,000 lbs and power levels of approximately 30 horsepower would be adequate for the application. However, further data developed during the course of the project indicated that when low efficiency picks are used, cutting forces and powers can be two to three times as high as these initially estimated values. An overburden handling dragline operation was conducted at a strip mine near Colstrip, Montana. The objective of the demonstration was to determine the degree a dragline could mix overburden inhibitory zones during the spoiling process. In order to quantify the mixing process the overburden was: 1) scatter spoiled; 2) dump spoiled; and 3) spoiled in a normal manner. This demonstration was part of an effort to investigate means of reestablishing non-polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. When inhibitory material constituted < 5% of the total overburden volume, such material was essentially not detectable in the resultant spoil pile. When inhibitory material exceeded 15% of the overburden volume it was always found in the resultant spoil pile, generally with a smaller extent, indicating partial dilution. Inhibitory overburden zones often reappeared at the base or top of spoil piles in the potential aquifer and root zones suggesting the need for selective placement procedures. Scatter spoiling did not appear to be significantly more effective than normal spoiling, however clump spoiling seemed to produce less mixing of inimical zones. Mining activity has reduced ground-water levels within 1600 m of the active pit. The aquifer which is developing in spoils appears to have similar confinement characteristics as those that existed in the premined aquifer. To date no definite trends have been observed concerning changes in surface or ground-water chemistry associated with mining.

Field load tests on deep slurry stabilized bored piles have shown that end bearing resistance was unreliable due to soft toe conditions caused by debris accumulation at the bottom of the hole during pile installation. This is true whether bentonite or polymer slurry was used. Skin friction resistance was less affected by the slurry and is more reliable. A design strategy is proposed which ensures that an adequate factor of safety against the ultimate shaft resistance is maintained for any chosen design working load, such that a pile settlement of 12mm would not be exceeded.

THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) become law April 5, 1644, and a period of intensive research and development in this field was begun by the Bureau of Mines. As part of this program bulletins were published on a pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and oil shale.5 The Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because coal gasification is prerequisite to Hither the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable, collection of technical information in this form will be valuable. The material is presented in three parts, as follows: I. United States Patents. II. United Kingdom, Australian, Canadian, and South African Patents. III. Belgium, French, German, Italian, and Swedish Patents. The domestic patents for this bulletin were collected between 1963 and 1955. Some of the Foreign Patents were collected at the same time and a few of them later in 1961. Part I was published in 1960; Part II was published in 1962.
