The emergence of Impact and Benefit Agreements (IBAs) in the Canadian mining sector has been read by many as a positive governance innovation. Negotiated directly between mineral resource developers and Aboriginal communities with limited government interference, IBAs serve to manage impacts associated with a mining project and deliver tangible benefits to local communities. Notwithstanding their increasing use and significance, limited systematic analysis has been undertaken to determine whether they are, in fact, working. This paper reports on the effectiveness of a number of IBAs negotiated in support of three northern Canadian diamond mines, drawing on evidence from time-series data, key informant interviews, and focus group meetings in Yellowknife and Dettah, NWT, and Kugluktuk, NU. While some deficiencies were apparent and perceptions of effectiveness varied somewhat by Aboriginal community, the IBAs were generally found to be meeting their objectives, especially with respect to the delivery of benefits. For Aboriginal communities affected by mineral development in the Canadian North, this represents a significant change to typical outcomes of the past. Moving forward, research on IBA effectiveness needs to adopt a longer timeframe and begin to gauge the degree to which IBAs are able to address long-standing concerns associated with hinterland resource extraction beyond their agreement-specific objectives.

"Acid recovery is an important process step in pickling and leaching processes. Pyrohydrolysis in spray roasters and fluidized beds is a well-established technology to recover hydrochloric acid, but the hydrolysis in the liquid phase is more and more considered as an alternative new process route. The characteristic features of these three processes will be discussed along with select industry trends. For example, hydrochloric acid based leaching processes for ilmenite and nickel laterite ores produce far larger volumes of waste acid streams than the steel industry. Scaling-up of the spray roasting technology to the highest possible capacity is necessary in order to become more cost effective. In addition, process routes based on ferric chloride pyrohydrolysis allow the production of super-azeotropic HCl (up to 30 wt.%). Finally, the new ECOmode concept optimizes the operation of both pickling lines and the spray roast acid recovery plant. Long term results from industrial applications show that fuel savings in the spray roaster of 25% are easily achieved without additional process steps. An attractive feature is also to upgrade existing installations to higher plant capacities.INTRODUCTION Pyrohydrolysis is the conversion of metal halides into metal oxides at elevated temperatures in the presence of water vapor. Reaction products are a hydrogen halide gas and a metal oxide. The process was originally developed and introduced into the market by ANDRITZ Ruthner in the 1960’s. It has found wide technical application in the field of acid recovery and oxide production. The introduction of this process has revolutionized pickling technology. The use of hydrochloric acid has strongly increased over the last decades, since pyrohydrolysis is available for the total recovery of waste pickle liquors from mild steel pickling, as illustrated in Figure 1.Chloride media are also used increasingly in the metallurgical industry. Oxide production processes for Mg, Co, Ni, and Al have been installed. Processes using hydrochloric acid are known for the leaching of ores as well as for the re-extraction of metals from organic solvents. In both cases the recycling of HCl is of substantial importance to achieve highly economic processes and to reduce waste."

"Systematic characterization of the mineralogy of massive sulfide ore deposits can provide valuable insights into ore genesis and metallurgical processing that would not be apparent otherwise. We describe a method wherein (1) normative mineral abundances are calculated from whole-rock chemical assays using an algorithm, (2) the results are cast in block models, (3) the results are then verified with automated image analysis of a subset of samples prepared as grain mounts by backscattered electron imaging and X-ray mapping on a scanning electron microscope, and (4) those verified results are integrated with textural data determined by optical microscopy.The technique is applied to the magmatic Ni-Cu-Co sulfides of the Ovoid orebody, based on geochemical assays of 3175 whole-rock samples. Three principal ore zones are defined in the Ovoid. Type I ore occurs in the center of the deposit; it is magnetite-rich and pyrrhotite-poor with intermediate contents of pentlandite and chalcopyrite. Type II ore surrounds Type I ore and is pentlanditechalcopyrite- rich with intermediate contents of pyrrhotite and magnetite. Type III ore occurs at the base and along the outer periphery of the northern part of the orebody; it is pyrrhotite-rich and chalcopyrite- poor with an intermediate content of pentlandite, and a low-to-intermediate content of magnetite. La caractérisation systématique de la minéralogie des gîtes de sulfures massifs peut fournir des indications précieuses sur la genèse des minerais et le traitement métallurgique qui ne seraient pas disponibles par d’autres méthodes. Nous décrivons un procédé par lequel (1) un algorithme est utilisé pour calculer l’abondance de minéraux normatifs à partir d’analyses lithogéochimiques, (2) les résultats sont exprimés dans des blocs diagrammes, (3) les résultats sont par la suite validés par analyse d’image automatisée sur un microscope électronique à balayage en électrons rétrodiffusés et par cartographie en rayons X sur des échantillons constitués de grains montés en résine, et (4) les résultats de cette validation sont combinés aux données texturales obtenues par microscopie optique.Cette technique est appliquée aux sulfures magmatiques de Ni-Cu-Co du gisement Ovoïde, en utilisant les analyses géochimiques de 3175 échantillons de roche totale. Tumbling mills and some theoretical and practical aspects of milling are discussed. Attention is directed towards the difficulty of relating the dynamical analyses of the motions of particles within mills to the existing treatments of breakage processes. This synthesis may be advanced by a study of milling that utilizes the matrix analysis of breakage processes. Application of the matrix analysis to results obtained on (i) grinding in open-circuit a zinc ore in a conical pebble mill and in a modified conical mill, (ii) "grinding of cement clinker in a compound mill, and (iii) to some drop-weight grindability tests is discussed. It is shown that the 'IT-breakage model adequately describes the breakage processes of each of the tests. (The proportion broken in each breakage cycle is given by 'IT and is independent of particle size.)The size distributions of the products are accurately predicted in the cases considered. Matrix analyses of the breakage of coals, various ores and a cement clinker have been made. Appendices give an elementary account of the matrix methods and give the equations fully describing reverse order closed circuit operations. The matrix analyses of breakage processes and the survey are used to examine briefly closed circuit grinding.INTRODUCTIONTumbling mills are slow-speed crushing and grinding machines which have been developed from some fairly simple types into many widely differing forms. The advent of artificial intelligence and expert systems in the computer industry combined with recent technological innovations in mathematical and economic problem solving is sure to change this perception. PARETO OPTIMALITY is an economic and a mathematical optimisation concept applied to solving real life operational problems; and one that the current volatile economic forces would require managers to employ because it is virtually real. REALISMM is a computer software package developed using the principles of Pareto optimality, dynamic programming, optimal clustering of information and decision maker interaction to generate decision maker preferred solutions. REALISMM has scope for artificial intelligence and expert systems application for cases where the decision maker is unsure about his objective preferences.

The USBH Mining Systems and Ground Control Generic Research Center funded a project leading to the improved planning of airflow and refrigeration in underground mines experiencing hot working conditions. The project was broken down into approximately five phases: 1. Visiting some of the known hot mines in the U.S. and sending out a questionnaire to determine other mines which might be experiencing hot working conditions in the future. 2. Choosing two mines in which to conduct measurements to determine the insitu rock thermal conductivity and diffusivity, and comparing these values with laboratory determined values. 3. Investigating computer programs available for mine climate simulation, and testing these programs with case study examples from the two mines where the rock thermal properties were measured. 4. Considering improved ways of estimating the wetness factor and experimenting with the use of heat flux meters to more directly measure the rock heat inflow into the airstream. 5. Applying the results of these investigations to simulating the climate for future mine development and production areas at the two- mines. The project is approximately two thirds completed. At the time of writing, the insitu measurements at one of the mines are still being recorded. This paper will be describing the procedures and results of the insitu rock thermal property measurements, and give a brief description of some of the simulated results obtained for a mechanised cut and fill stope case study from the Homestake Gold Hine in South Dakota.

Dense medium drum separator efficiency was analysed at two Western Australian iron ore concentrators. Efficiency data had hitherto been difficult to accumulate due to the high cost of analysing representative, and therefore large, coarse ore samples. To overcome this problem, recoverable density tracers, which are in effect artificial mineral and gangue, were manufactured in three different sizes (15 mm, 30 mm and 60 mm). Their use enabled partition curves to be studied within one hour of conducting a test: separation densities were generally lower than the feed medium density for all three sizes of density tracer. For a given set of operating conditions, the smaller tracers had lower separation densities and larger ecart probab/es than the large tracers. These phenomena are explained with the aid of a conceptual model of a drum separator, which assumes that the feed ore plunges to the bottom of the drum upon introduction. Particle rising velocities are, therefore, process determining.Medium rheology was altered by adjusting the proportion of solids in the pulp. This was accomplished by changing both the pulp density and ferrosilicon/magnetite ratio. Higher solids volume fractions invariably caused a decrease in separation densities and an increase in ecart probables, most markedly for the smaller tracers. A similar response was observed when feed tonnages were raised.An explanation for these phenomena is sought in the discussion which also suggests means of improving drum separator efficiency.

This paper, a follow-up to an earlier study, gives the history of Canadian developments in mineral processing from 1921 to the fall of 1964. It deals extensively with comminution and flotation, and then goes on to cover the fields of gravity concentration, magnetic concentration, cyanidation, the processing of uranium ores, and instrumentation. Several outstanding examples of installations are given. The paper concludes with a discussion of present-day trends in mineral processing. Introduction T HE history of the developments in mineral processing in Canada from its earliest times to 1920 has already been published by one of the authors (1). The present paper is thus a logical follow-up to bring this history to date. From 1834 to 1920, mineral processing in Canada, as elsewhere in the world, was in its formative stage. This, however, prepared the ground for developments that have resulted in a mining empire from the Atlantic to the Pacific, a mining empire which could be said to be almost on par with that in the United States.

FOR many years the disk-type and cloth-covered drum filters have found widest application in liquid-solids separation, which uses continuous filters. The disk type is less expensive, occupies less floor space per square foot of filtration area, and requires negligible down time for filter media changing. However, because filter cloth is billowed out by the blowback in the cake discharge, it is very short-lived if the scraper blades are set too close. Consequently cake weight is very important in assisting cake discharge, which normally necessitates a minimum cake thickness of 3/8 to ½ in. Also, the vertical position of the disks eliminates the possibility of efficient cake washing for removal of soluble values. The disk-type filter is generally limited, therefore, to applications that require no cake washing and form relatively thick cakes within the normal range of filter cycle times. The conventional cloth-covered drum filter is a more flexible unit, permitting wider variation in the percentage of cycle time devoted to cake formation, dewatering, or washing, as required by the application. Thinner filter cakes can be discharged because a horizontal line across the filter medium at the location of the scraper blade is equidistant from the edge of the blade at all points. The scraper blade therefore may be set a short distance from the filter medium or, where wire winding is not used, a floating scraper can be utilized so that the contour of the cloth can be followed. The drum filter is generally employed when there are difficult filtering slurries with resultant thin cakes or when cake washing to recover soluble values must be practiced. Difficulties sometimes encountered in continuous filter operation can be summarized in the following four categories: 1) Low filtration and/or washing rates due to blinding of the filter medium. 2) Poor cake discharge resulting from sticky cakes, filter medium blinding, or too thin a cake for the particular type of filter. 3) High filter media costs caused by short life and frequent down times for cloth changing. This results from blinding or from abrasion by the scraper blade when cakes are thin. 4) Blowback of filtrate at cake discharge because not enough air passes through the cake to purge the drainage area and filtrate lines during dewatering. To reduce or eliminate blinding tendencies several modifications have been tried, for example, cover-cleaning showers, blowback under the feed slurry, and snap-blow cake discharge. In many cases, however, this simply retards the rate of blinding, since the filter medium is kept clean at its outer surface only by these methods. As blinding usually occurs within or on the back of the medium, the operator is finally forced either to remove the cloth and scrub the medium intensively with a cleaning solution or acid-rinse it on the filter—all resulting in down time, short cloth life, and additional costs.

Bi was electrorefined from alloys containing 10-90 wt% Pb, together with Cu and Ag as minor impurities, in a basic cell and in a recessed-channel cell with 27.5:72.5 NaCl-PbCl electrolyte at 450-470 degrees C and 10 000-20 000 A/m2. The voltage in the basic cell was as high as 9 V, with some carryover of Bi to the cathode observed, whereas in the recessed-channel cell it was as low as 285-635 mV. Flow patterns observed in a room-temperature model indicated that the recesses provide both static liquid hold-up and good mixing of the alloy, enhancing cell performance in combination with the reduced anode-cathode distance of 0.90 mm. The purity of the resulting anode product is as high as 99.9%

Overexposure to noise is a widespread, serious health hazard in the mining industry, and causes hearing losses to a large percentage of the mining population. Recognizing this fact, the Bureau has a major on-going research effort to address this problem area. These proceedings include an overview of the Bureau noise control program and summarize nine selected noise control research programs.

Optimized mixer settler designs will now handle total flows of over 6,000 m3/hr.Computational Fluid Dynamics (CFD) is a timely and predictable tool for design development. Lightnin has the capability of using numerical analysis methodology to evaluate flow patterns and phase separation. CFD can show performance differences between changes, in mix tanks, in settler geometry, and in liquid depth, against variable flow rates. Understanding the differences allows the development of optimized designs. This paper focuses on the major design components of the mixer settler and how technological advances will lead to further improvements, when designing for today’s largest flow plants.

Heavy metals and sulphates in acid mine drainage (AMD) can beadsorbed onto bentonite clay, leaving clean water and a heavy metal loaded clay precipitate as products. Due to the toxicity of heavy metals, the clay could not be disposed of safely in the past. A method was thus required to remove the heavy metal content from the clay. Acid leaching was proposed to liberate the heavy metals from the loaded clay. Sulphuric, nitric and hydrochloric acid were considered as lixiviants. Loaded clay samples were leached over a range of pH values from 1 to 3.5 to identify an optimum leaching condition. From the results it was found that metals can berecovered from loaded bentonite clay by means of acid leaching and the optimum pH for heavy metal liberation was found to be 2.5, with uranium as an exception, being optimally leached at a pH of 3. This allows for the possibility of selective leaching. Furthermore, X-ray diffraction analyses indicated that the clay structure did not deteriorate significantly during acid leaching, suggesting that the bentonite could be reused. The treatment of AMD with bentonite clay, and subsequent acid leaching of the clay, is a sustainable solution, and current outcomes could possibly lead to industrial implementation of the process during water purifying and metal recovery from waste streams. The Maragorik Prospect represents a partially eroded Pliocene acid sulphate style epithermal gold system hosted within the Sigule Volcanics and Riet Bed sediments which is inferred to have formed from a degassing porphyry body at depth. A regional sinistral rotation provided by transform faults associated with the opening of the Manus Basin imparts a dilational character to mineralised NE trending faults formed parallel to the Warangoi Graben. A controlled-source audio magneto-tellurics (CSAMT) survey has identified E-W trending buried conductors which may represent alteration formed within dilation zones. While some gold mineralisation occurs within vuggy silica at Palang Hill, the target is auriferous enargite (luzonite)-bearing breccias from the LK1 and Gureki areas.

Drilling for roof bolting has created a new dust problem for the coal-mining industry. Drilling is inherently dusty, and control of dust produced by drilling vertical or nearly vertical holes is much more difficult than control of that produced by drilling flat or down holes.4/ Also, the dust produced by roof drilling differs in composition from that produced by drill-fur, or cutting the coal face because it contains a significantly greater amount of free silica and therefore presents a greater potential hazard of silicosis. Roof bolting has been practiced successfully in the mines of the St. Joseph Lead Co. in southeastern Missouri for over 20 years, but it was not until 1947 and 1948 that large-scale roof-bolting experiments were conducted in coal mines.5/ Although the need for dust control in conjunction with roof drilling was recognized from the beginning, the development and acceptance of roof bolting progressed so rapidly during 1949 and 1950 that solution of the dust problem lagged behind other engineering phases of the technique.

When a new bridge was needed across the upper reaches of the Yellowstone River in Montana, removing the old concrete bridge piers became an environmental concern for the highway department engineers. The location is about fifty miles downstream from the north edge of Yellowstone Park. The determination was made by the federal and state agencies charged with protecting the resource, that the old piers had to go but the river bed had to remain unchanged. Concerns were expressed that removing the concrete presented the potential for environmental damage to this protected portion of the river. These concerns prompted the state to place stringent restrictions on the contractor in the way they carried out the demolition and disposal of the piers. The reinforced concrete masses had to be removed to an elevation at least fifteen feet below the river bed and every bit of concrete debris had to be removed from the river channel. Explosive removal was discouraged, but the only other options: saw cutting, mechanical or chemical breaking, were not viable.

Since the start-up of its first Direct Reduction Module in April 1973, S1DBEC has produced over 2 million tons of prereduced iron. During this period, SIDBEC has acquired comprehensive experience in the operation of the direct reduction process and at the same time has learned to recognize the characteristics that the oxide should have to constitute an adequate feed for the process. A comparison is made as to the design and operation of the two direct reduction units now operating at Contrecoeur, Que. A description is given of a method of evaluation of a direct reduction unit, which takes into account the main process variable sand which permits comparison ofthe results on a daily basis. The paper defines the characteristics that the iron oxide and the prereduced iron pellets must have to meet the specific requirements of the direct reduction and the electric arc furnace processes. A simple model makes possible a rapid evaluation of the technical and economic effect related to the use of a given raw material. Finally, the paper outlines the advantages of prereduced iron in the steelmaking process and on the quality of the steel products.

Blasting safety is a subject that cannot be overemphasized. Two years ago, a study was published describing g a series of fatal blasting accidents which took the lives of ten metal and nonmetal miners during the period of May 1973 to August 1974.1 Each accident was described, and the direct causes were delineated. In each instance, specific MESA safety regulations were violated. Four of the victims were killed by drilling into explosives; two were killed by lingering too long in the vicinity of fuse rounds; two fatalities resulted from improper guarding of shots; one blaster did not retreat far enough to avoid the blast concussion; and another used an improper tester for checking an electric blasting cap. All of these fatalities could have been avoided by adhering to the MESA blasting regulations contained in 30 CFR Part 55 (Health and Safety Standards-Metal and Nonmetallic Open-Pit Mines), Part 56 (Health and Safety Standards-Sand, Gravel and Crushed Stone Operations), and Part 57 (Health and Safety Standards-Metal and Nonmetallic Underground Mines).
