"INTRODUCTION This investigation was undertaken to obtain information concerning the effects of boron in steel and its method of addition, so that boron, which is readily obtainable domestically, may be used to relieve the great demand for those scarce, strategic, alloying elements that hitherto have been considered necessary for the successful manufacture of quality steel.Previous Work Guillet 4/ seems to have been the first to predict that boron-bearing steel might have a possible industrial use when, in 1907, he published results of an investigation into the properties of steel containing 0.21 to 1.51 percent boron.Possibly Walter 2/ was the first to appreciate the fact that extremely small percentages of boron are effective in improving the properties of a steel. His patent, issued in 1924 claimed steels containing boron within the limits of 0.001 to 0.100 percent; furthermore, the specifications disclosed that boron increased the hardenability of steel and refined its grain structure. In 1937, Naton and Piwowarsky 6/ otherwise observed that boron increased the hardenablity of steel."

Computer-assisted control of a mining machine can place the operator in a safe, remote location. A guidance system aids remote positioning of a mining machine by determining its position and heading. The mechanical position and heading system (MPHS) is one of several guidance systems being developed at the U.S. Bureau of Mines. The MPHS uses linear position transducers (LPT's) to provide navigation information during face maneuvers. This report presents an overview of the MPHS theory and implementation, including recent design modifications made for more successful underground testing. This report also presents the experimental setup and procedure for the underground test. The test showed that the MPHS provides reliable and accurate results and can, therefore, provide useful guidance information for face navigation.

Ask someone what they can tell you about the Royal Canadian Mint and most likely the first thing that they will mention, is coinage. The Royal Canadian Mint manufactures Canada's one-cent coins, nickels, dimes and quarters - over 1 billion per year. Most of these coins use copper and nickel as base material, and all of this metal is mined, refined and processed in Canada prior to being shipped to the mint for coin production. In 1985 alone, 1270 metric tons of Canadian nickel and 2160 metric tons of Canadian copper were absorbed in circulating coinage. July 1987 will have marked the introduction of Canada's new one dollar coin, an important new addition to Canada's monetary system. The first phase of this program will consume about 2,235 metric tons of Canadian nickel in the initial production run. Annual requirements in subsequent years are estimated at 225 metric tons. The Royal Canadian Mint is also a major producer of circulating coinage for foreign countries. Since the state-of-the-art Winnipeg plant swung into full production in 1976 the Mint has struck more than 5.2 billion coins for some 35 nations around the world. 1985 sales have increased almost 6 fold over 1984. 1987 already shows commitments for a further significant increase in volume in this business. The use of Canadian metals in export to foreign nations as coinage adds still more to the Royal Canadian Mint's key role as a major market maker for Canada's mining industry. The success of the Mint in this realm can be directly traced to it's 75 years as one of the world's most important refiners of gold. Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

THE INDUSTRIAL strength and the security of the United States require an adequate, dependable, and continuing supply of raw materials, of which minerals constitute an indispensable segment. With an expanding population, a rising standard of living, and the instability inherent in a constantly changing international situation, the mineral supply outlook is a major national concern. Structures, roads, and machines are built largely of mineral products; the energy to heat the structures and to power the machines is derived mostly from minerals; agricultural out-put is sustained with the aid of mineral fertilizers; and the Nation's economic and military security both are founded ultimately on its ability to obtain and utilize essential metals, nonmetals, and mineral fuels.

This proceedings volume contains papers presented at W U.S. Bureau of Mines (USBM) technology transfer seminars on New Technology for Longwall Ground Control. These seminars were conducted in Washington, PA, on April 12, 1994, and Denver, CO, on May 10, 1994. The papers herein describe several new, highly practical USBM technologies now available for ground control in longwall mines, including lie Coal Mice Roof Rating (CMRR), cable bolts, the MULSIM/NL model, and the Wood Crib Performance Model. Other significant topics addressed include longwall panel layout, coal pillar design, horizontal stress in longwall mines, roof support selection for gate entries, and ground control monitoring.

Silver and silver alloys tarnish readily by the formation of tarnish on the surface when exposed to a wide range of sulphur-containing atmospheres. This tarnish is unsightly and undesirable and can be removed either with a silver polish or a chemical dip. Polishes are, however, not suitable for irregular and embossed surfaces such as on coins, medallions and jewellery items, because of uneven removal of the tarnish layer and excessive wear. Successful tarnish protection can be achieved by either storing the items away from the aggressive atmosphere or by coating/treating the exposed surfaces with a protective layer. Storage is feasible for collections but is not suitable for items that are handled or worn regularly, such as jewellery. A number of commercial coatings and treatments have been developed, but to date there has not been a systematic evaluation of tarnish protection. This paper details the performance of a range of generic coatings in an accelerated tarnish test. The degree of tarnish was evaluated by means of loss in reflectivity and change in colour. Four coatings/treatments improved the tarnish resistance of silver by more than tenfold. These include an organic lacquer, rhodium electroplating and an organic self-assembled monolayer (SAM) conversion coating. Research is continuing to optimise these coatings. This circular presents Part III-A of a series reviewing the literature on effects of breathing dusts with special reference to silicosis; it deals with the economic and legal aspects of dust diseases in industry; Part III-B will contain data on the status and cost of compensation for silicosis, Parts I and II of the series have been issued as Information Circulars 6835, 6840, and 6848; Part I defines and classifies dusts, indicates sources of exposure, and describes the physiological effects of breaching dusts; Part II-A discusses the principal dust factors producing pulmonary pathology and methods of determination of dust in air; and Part II-B presents data on the engineering and medical control in the prevention of dust diseases and general recommendations for their control in industry. A summary and general conclusions will complete the series.

The Bureau of Mines in cooperation with the Solution Mining Research Institute conducted surface and subsurface investigations over five solution-mined salt cavities in the Hutchinson, KS, area. The purpose of these investigations was to determine the mechanisms that lead to the formation of sinkholes above collapsed solution cavities. Of the five salt-solution cavities investigated, four had collapsed and produced sinkholes prior to the time of the investigations; the fifth cavity was considered stable. Exploratory drilling and coring operations were conducted at all five sites; surface stability monitoring was conducted at three of them. The results of these studies indicate that excessive dissolution at the salt-shale contact of each collapsed cavity produced large, unsupported roof spans that ultimately exceeded the structural integrity of the overburden. The stable cavity was not exposed to excessive dissolution at the salt-shale contact; this limited the roof span and ensured a stable cavity. The data also show that surface settlement in the vicinity of the two surface-monitored sinkholes continued for approximately 7 years after the sinkholes formed, indicating that the rubble piles of the collapsed cavities were undergoing gradual consolidation.

"Archean lode gold deposits of both vein and chemical sedimentary types typically have major enrichments of certain rare elements, including Au, Ag, As, Sb, B, W, Se, Te and Bi, coupled with low or negative enrichments of the more abundant and mobile base metals, Cu, Pb and Zn. On the other hand, in massive base metal sulphide deposits Au, Ag, Cu, Zn and in some instances Pb are all enriched by a factor of 200 to 2000 t:'Jf'1pared to background and there is no large separation of gold relative to the base metals.The fluids from which gold was precipitated in veins were at temperatures of 320 to 480°C, at lithostatic pressure, had significant C02, and Na """" K; whereas the fluids which generated base metal deposits were at 250-300°C, at hydrostatic pressure, had C02 < < H20 and Na > > K.Many lode gold deposits are characterized by K, C02 and Si additions to their enveloping rocks, whereas base metal deposits typically have a fixation of Fe, Mg, Si and S in footwall rocks. Lode gold deposits may also have a relatively large halo of low-temperature oxidative, sadie spilitization in enclosing volcanic rocks, where seawater has later streamed into cooling stocks or flows that have initially acted to focus gold mineralizing fluids along thermal contraction fractures. The submarine environment is one hydrologically appropriate for the mixing of two initially independent hydrothermal systems, and the blending of their separate characteristics. Hence, lode gold and base metal massive sulphide deposits appear to be products of two distinctly different crustal and hydrological regimes. The former involves a high-temperature, high-pressure discharge of fluids which probably were generated during dehydration accompanying burial and progressive accumulation of volcanic-sedimentary sequences, with an additional influence of marine water in the near-sea-floor environment. The latter represents thermally driven convection of ocean water at lower temperatures and under hydrostatic conditions.Auriferous fluid systems with only minor base metal content could plausibly be generated during dehydration accompanying burial and metamorphism, when the water-to-rock ratio is low and halogen availability is limited by crustal abundance (- 60 ppm Cl). These two factors may constrain the uptake of the abundant base metals into fluids, but the solubility of rare elements is not constrained by limited fluid; and preferential uptake of Au along with other rare elements may be promoted if such elements compete more successfully for the limited halogens than the base metals, and/or have an alternative complexing agent such as CO or C()j-."

There are two kinds of problems concerning the elements of a population : the first is to estimate the proportion of some specific kind of element in the population, e.g. the amount of gold in a block of ground (equals population) or the proportion of mercury in a sample; the second is to estimate the length, breadth, volume, etc., of a specific kind of element, e.g. the grain size of quartz grains in a beach sand or the size, shape and arrangement of lenses of ore in an ore deposit. Given a specific objective, a bounded population, identified elements and the element characteristics of interest, it is then necessary to select a sample of the elements from the population and the problem of sampling requires a decision on how to select the sample. It is also necessary to establish, either by heuristic analysis or empirically, based on long experience, the model frequency distribution of the desired element characteristics: in general, constant-probability models are used as models, the binomial or Poisson for count data and the normal distribution for measurements (or their transformed equivalents). The objective of sampling then becomes to obtain an appropriate statistical estimate of the desired population parameter: for example, the estimators may be the mean (X) and variance (a2): these should be unbiased sufficient estimators of their corresponding parameters (u, a2, respectively). Statistical tests are performed in order to determine that the estimators are of the appropriate kind: all statistical tests are designed to test against bias of a specific kind, although they are stated as tests against randomness. Given a random sample of some population, the estimators are usually stable and adequate to solve the sampling problem. Random samples are simple to define but exceedingly difficult to achieve in practice: in selecting a sample, if every element in the population has an equal chance of occurring, then the sample is a random sample. Interaction between the arrangement of elements in a population, i.e. its structure, and the sample selection process frequently introduces bias—that is, some elements have more chance than others of appearing in the sample and, hence, the sample is not random. An algorithm for dealing pragmatically with this aspect of the sampling problem offers one way of achieving random samples and, therefore, adequate estimators. Examples of the use of this algorithm on various kinds of geological populations, in both field and laboratory, illustrate the requirements for solving sampling problems and the achievement of appropriate estimators.

A PERIOD of business depression and falling prices always raises questions as to the possible responsibility of the monetary or banking system. This is natural enough, for it is agreed that the supply of money or credit is a very important factor in modern business and in prices. However, it is far from being the only important factor. One of the chief merits of the gold standard is that under its workings the supply of currency and credit is regulated automatically to the masimun extent, in- stead of by the control of any arbitrary authority. The supply of new gold comes from the mines, and mining is free. It is distributed among the countries by the currents of trade and the play of economic forces, with the general result that the distribution tends to be in accordance with the economic development of the countries and their ability to use it or command it. Inasmuch as the accumulated stock of monetary gold is very large in comparison with the annual additions, the total avail- able supply changes but little from year to year, and it may be assumed that price-changes that are properly chargeable to gold will take place gradually rather than suddenly.

Coal is essential to America?s future energy needs. To meet these needs mining methods must be safe, economical, and environmentally acceptable. Belt conveyor systems for coal haulage from surface mines offer great potential in this situation. The advantages over conventional truck haulage are particularly promising for area strip mines in western coal fields such as the Powder River Basin where relatively thick, flat-lying coal seams occur. The current demand for low-sulfur coal specifically emphasizes the need for better mining methods in these areas. Underspoil haulage is the term applied to transportation of coal from the pit to the surfate in area strip coal mines by belt conveyors in tunnels under the spoil. The advantages over trucks include lower manpower requirements, greater pit safety and efficiency, and improved reclamation procedure. This evaluation includes a comparison of total mining costs for truck haulage versus six variations of the underspoil haulage concept. The more efficient of these underspoil haulage systems have economic advantages over truck haulage which become more pronounced with deeper overburden, thicker coal, and higher annual production.

Recent highly publicised incidences of disastrous containment failures, none more pertinent than the 2019 iron ore tailings dam failure in Brumadinho, have focused the world’s attention squarely on the often-challenging subject of tailings storage. Unwanted ultrafines, that are deemed to be unworthy of further treatment or not to have further saleable value, are therefore a significant issue for mine owners looking to reduce risks and perceptions associated with long-term storage of tailings. In this context, there are strong drivers to identify safer approaches to ultrafine tailings management, especially if it can also lead to increased revenue, together with better water stewardship and environmental outcomes. The better management of tailings needs to be considered from both containment challenge and processing opportunity perspectives. This paper focuses on the latter, reviewing from a technical and economic perspective, the feasibility of more extensive processing and/or reprocessing of specifically iron ore tailings, in a bid to reduce the overall volume for management in long-term storage. Herein the opportunity lies in recovery processing, as much as enhanced thickening and/or mechanical dewatering, and therefore the paper discusses both issues as equally important sides of the same coin. Recent interest in iron ore ultrafines processing and reprocessing studies suggests that the enhanced processing of iron ore tailings offers multiple perceived advantages. Apart from a potential reduction in tailings volume, associated with safer containment, lower environmental impact and improved water management, the prospect of increased revenue from additional Fe recovery presents supplementary motivation for iron ore players to embrace this approach, as further elaborated in this paper.

The U.S. economy grew moderately in the second quarter of 1985 with real gross national product (GNP) recording a seasonally adjusted annual growth rate of 2.0%, up from the 0.3% growth of the previous quarter but significantly below the 7.1% growth of the second quarter of 1984 (table I). Personal consumption expenditures grew 5.3%, with purchases of durable and nondurable goods rising 7.4% and 5.1 %, respectively; nonresidential and residential fixed investment--the two components of fixed investment--grew 11.8% and 5.6%, respectively; and Government spending rose 3.6%. However, these gains were tempered by a major decline in the growth of business inventories (from $19.1 billion to $8.3 billion) and the continuing growth of the net export deficit (from -$28.4 billion to -$33.3 billion). While the high value of the dollar compared with other currencies has been a major cause of the expanding trade deficit, its value, as measured by the monthly Federal Reserve Board (FRB) multilateral trade-weighted dollar index, has declined over 17 index points from its February peak to 140.94 in July. The July dollar value was still high historically. The rate of inflation, as measured by the fixed-weighted price index for GNP, remained low at 4.1%, down from 4.3% in the first quarter, and employment continued to grow at a rate sufficient to keep up with new additions to the labor force. Civilian unemployment has remained steady at 7.3% over the past 6 months. Industry Statistics The FRB recently revised its index of industrial production and changed the base year from 1967 to 1977,1/ The revised total index shows a 0.1 % higher annual growth rate between 1967 and 1984 than the previous index. In the slower growing or declining industries, such as metal mining, primary metals, and fabricated metals, however, downward revisions in the indices and rates of growth have occurred. The previous and revised annual rates of growth between 1977 and 1984 for several of the sectors of interest to the mining industry are shown in table 2.

MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

THE relative importance of things is a fascinating subject for thought. As we look about us we realize the Creator of all things has provided the metals for our use, each in the quantity needed-iron in vast quantities gold in small quantities. Had gold been given us in the quantities of iron, the mechanical age mould Eave been very different. You may find some pleasure in running over in your mind this question of the quantity available of an element and man&apos;s need of it in the scheme of things. Nickel in this sense is a middle group element. It was not essential to man&apos;s early development. Its usefulness dates back only about one hundred years. The quantity available to man has increased as his needs in- creased. On two occasions more nickel became available than was needed and on both of these occasions the ex- cess was soon absorbed by new and useful developments.

Throughout October, U.S. producers priced unalloyed 99.5 percent aluminum ingot at 53¢ per pound. Dealers, in last month&apos;s domestic market, were quoting unalloyed ingot at a range of 45.5¢-46.3¢ per pound. Costa Rica recently issued a proposal to Japanese aluminum smelters to participate in an integrated aluminum-refining project which would include bauxite development. The project reportedly would include a 600,000-kilowatt hydroelectric power station, a 600,000-metric-ton-per-year alumina plant, and a 300,000-ton-per-year primary aluminum smelter. Two U.S. firms--Aluminum Co. of Amerjca (Alcoa) and Martin Marietta Co.--and several European aluminum smelters are also said to be interested in taking part in this project. Alcoa conducted a feasibility study for the Costa Rican Government in 1970 and estimated the bauxite reserves to contain 150 million metric tons.

According to the annual refinery-capacity survey of the Bureau of Mines, the number of refineries in the United States showed little change in 1940, increasing from 057 the first of the year to 562 at the close. Although a number of plants were dismantled in Texas and other States, more than compensating gains were made in California, Illinois, and other States. Low gasoline prices, competition for crude-oil supplies, particularly in Illinois, and the termination of a favorable distributing arrangement for independent plants in the Los Angeles area, forced about 50 refineries to close down in 1940. The number of operating plants accordingly declined from 461 on January 1, 1940 to 420 on January 1, 1941 and the number of idle plants increased from 86 to 136 in the same period. These developments were also reflected in the capacity data, the operating capacity declining from 4,196,694 barrels daily on January 1, 1940 to 4,180,588 daily on January I, 1941 and the idle capacity rising from 431,952 barrels to 53g8381 barrels in the same period. However, the completed capacity on January 1, 1941 (4,718,969 barrels daily) was 2 percent above the previous year.
