The known high grade mineral re- sources in the United States are fast becoming exhausted; viable new deposits are more difficult to find and more expensive to develop; operating and capital costs have increased to meet more stringent regulatory standards. By contrast, international producers enjoy a cost advantage as a result of higher mining grades, improving technological competence, and more favorable government support. The domestic base minerals industry is finding it more and more difficult to compete in world markets. It has become essentially a marginal industry today. The current philosophy of taxation in the United States has evolved over the past century. The structure of the taxing system is based on the assumption that a firm must be able to pay its tax imposts out of profits. In principle, firms incapable of supporting the tax load should be replaced by others that can do so. This philosophy applies equally well to the mining industry, so long as it remains economically healthy. However, mineral resources are finite. The situation in the domestic base mineral industry has changed fundamentally in recent times. For the reasons given above, much of the industry now cannot continue to compete profitably in the open world market; and there are no known alternative domes- tic mineral resources more capable of doing so. Under these circumstances it is important to consider the effect of taxation not only on profitability, but also on survivability.

The pioneers in pressure hydrometallurgy have provided a solid foundation during the past four decades. The pressure techniques are now capable of being used to push back the frontiers in the winning of metals. Pressure hydrometallurgy has been used to meet the objectives of extracting metals; purifying metal solutions, recovering metals; and rendering waste streams acceptable for disposal to waste repositories and the environment. Some examples of each of these functions are briefly reviewed. The applicability of pressure techniques to the recovery of precious metals is discussed.

Through a joint development program between Bougainville Copper Ltd. and Nordberg, the MP1000 cone crusher was developed and tested during the period between 1982 and 1987. Following the successful prototype work, Bougainville Copper purchased an additional three units. A second prototype was installed at Codelco's El Teniente three-stage crushing installation in 1987. This unit has also completed its test period successfully. Three additional units have been sold, making a total of eight, to date. Two will be installed as secondary crushers in two separate large aggregate plants. The first unit installed in the United States was placed in operation at Vulcan Materials Company's plant in Manassas, Virginia in early May 1990. Another unit is being installed in Asarco's Ray Mines expansion. The Asarco installation will be a SAG MILL pebble crusher producing approximately 600 STPH of nominal 1/2" product. Application Objective The objective was to design a crusher that would fit on an existing 7' foundation with minimum modification and yet be capable of twice the production of a 7' cone crusher. In meeting this objective, the power rating was increased to 1000 HP, the maximum design crushing force was increased and the crusher was designed to operate at higher speeds than an equivalent size Symons cone crusher. The MP1000 was also designed to operate with a head throw that can be greater than the equivalent Symons design. For the past few years, the Cyprus Bagdad Copper Company began experiencing a significant "ore-dilution" problem from its low grade open- pit copper mine located at Bagdad, Arizona. To pinpoint the causes of this dilution, a study was initiated to investigate as well as to improve in-pit ore-waste selection-procedures using conditionally simulated ore-bodies. Prior to the actual use of conditional simulation; a comparison of different estimation methods for a mined-out area in the pit was performed. Specifically, kriging estimates were compared against the original estimates of the company which were based on the polygonal approach. The results of this comparison clearly identified part of the so- called "ore-dilution" problem, which was the initial over-estimation of average ore grades from blast rounds, using the polygonal approach. The results from the use of conditionally simulated orebodies demonstrated that the "ore-dilution" problem can be reduced by more than half if in-pit ore- waste selection is based on the kriged estimates rather than the polygonal estimates. This simulation study also showed that the current use of the polygonal approach has the effect of shipping a larger tonnage of lower grade material to the mill.

The underground portion (about 10 km) of Tokyo Wan Aqua-Line consists of eight shield tunnels connected with Kawasaki Man-Made Island in between, at four underground locations. The connection work had to fulfill strict precision and safety requirements in the ground about 60 m below soft seabed, but was completed successfully in May 1997. This report describes the connection work in detail, featuring the method of investigating shield machines’ relative positions, ground freezing method and connection mechanism and procedures. It also mentions the present state of Tokyo Wan Aqua-Line that was put in service on December 18, 1997.

In this paper, electroleaching and electrobioleaching of ocean manganese nodules are discussed along with the role of galvanic interactions in bioleaching. Polarization studies using a manganese nodule slurry electrode system indicated that the maximum dissolution of iron and manganese due to electrochemical reduction occurred at negative DC potentials of -600 and -1,400 mV(SCE). Electroleaching and electrobioleaching of ocean manganese nodules in the presence of Acidithiobacillus ferrooxidans and Acidithiobacillus thiooxidans at the above negative applied DC potentials resulted insignificant dissolution of copper, nickel and cobalt in IMH2S04 and in sulfuric acid solution at pH 0.5 and 2.0. Mechanisms involved in electrobioleaching of ocean manganese nodules are discussed. Galvanic leaching of ocean manganese nodules in the presence of externally added pyrite and pyrolusite for enhancement of dissolution was also studied. Various electrochemical and biochemical parameters were optimized, and the electroleaching and galvanic processes thus developed are shown to yield almost complete dissolution of all metal values. This electrobioleaching process developed in the laboratory may be cost effective, energy efficient and environmentally friendly. When prospectors discovered mineralized outcrops in Pine Creek Canyon in 1916, little did they know the site was destined to become one of the world's greatest tungsten mines. Located outside Bishop in California's rugged Sierra Nevada mountain range, the mine's development imposed unique challenges to the hardiest of mining men. In its early years, the Pine Creek operation was plagued by bad luck and poor timing. But through the perseverance of a dynamic group of mining personalities, it would gain world class status. Pine Creek tungsten supplied much of the defense needs of the United States during World War II and put the Bishop area on the map as a major contributor to the nation's stockpile of strategic metals. The mine's history was shaped by world politics, the ups and downs of metals demand and economic survival through technological innovations. In contrast to many mines, Pine Creek's workings went horizontally into and then up inside the mountains - nearly to the ridgetops. This resulted in the name "Mine in the Sky" being attached to the operation. The origin of Pine Creek's ore bodies is related to the emplacement of a portion of the Sierra Nevada batholith about 100 million years ago. During the intrusive process, granitic magmas engulfed overlying calcareous sedimentary rocks, flooding them with silica-rich hydrothermal fluids and metamorphosing them to skarn. The fluids also contained tungsten, molybdenum and copper. They precipitated as scheelite, molybdenite and chalcopyrite, respectively, during the metamorphic process. The ore-bearing skarns occur as near-vertical tabular pendants in the intrusive rocks. These were later exposed by the uplift of the Sierra Nevada mountain range and glacial erosion.

The Red River is located within the Sangre De Cristo Mountain Range in northern New Mexico. An approximate 12-mile segment of the river from the town of Red River to the village of Questa (Questa) includes several hydrothermal alteration zones. Alteration ?scars? formed as a result of rapid chemical weathering and physical erosion of pyrite-rich hydrothermally altered rocks. Storm water runoff from the scar drainages contributes metal-laden, acidic water to the river and creates a visible plume of discolored water in the river. Acidic runoff reduces the river pH from 7 to the mid 3s for at least 2 hours during large storms and the low pH water continues downstream. Runoff from scar drainages increases some metal concentrations in the river from below chronic ecological criteria to as much as two orders of magnitude greater than acute ecological criteria, and results in acutely toxic conditions for macro-invertebrates. A general improvement in the river?s water quality occurs downstream due to dilution from tributary inflow from non-mineralized watersheds, the natural buffering capacity of the river, and storm water controls at the Chevron Mining Inc. The effect of coatings on the incendive properties of aluminum alloy 6061-T651 in air-6.4%CH4 was studied for collisions between rusted steel and both uncoated and coated projectiles with incident energies as high as 300 J (220 ft-lb) and velocities as high as 200 m/s (660 fps). These conditions were intended to simulate the rough handling of equipment in coal mines. The ignition probability using uncoated alloy projectiles increased with increasing relative humidity and appeared to be influenced by atmospheric ozone content. The incendive properties of both the uncoated and coated alloy depended on the type of rust used, but the dependence of the coated alloy was very different from that of the uncoated alloy. A number of coatings developed in the last 25 years were found to offer protection from ignition and to remain largely intact for occasional collisions or collisions randomly distributed over the coating surface, but probably not for repetitive collisions at any given point on the coating. These protective coatings utilize a hard anodized aluminum alloy surface coated with one or more layers followed by heat treatment of the coating. Coatings containing Teflon and MoS2 and thicker than 50 µm (2 mils) appear to be most effective.

This paper presents essentially the logistic and practical aspects involved for in situ testing of mine paste backfill with a self-boring pressuremeter. The investigation discussed in this paper is part of an extensive and ongoing research project to identify and validate an in situ testing technique for cemented mine backfill such as hydraulic or paste backfill as well as Insitu behavior of backfilled stopes. After a literature review on field testing of soils and past experiments on mine backfill in situ testing, the self-boring pressuremeter was selected as the most appropriate instrument for this task. The authors presents in this paper the technical aspect involved in a field trials that was conducted in a Canadian underground mine using paste backfill. The results of this first successful trials show that self-boring pressuremeter test can provide high quality and reliable backfill characteristics results, using analytical techniques developed for soils (Ouellet et al., 1998). The parameters obtained were: estimation of the lateral stress in the ground, the soil stress-strain response and the soil strength. The logistic and equipment required to conduct such testing underground is fully described. Performance achieved in the field and technical difficulties encountered are highlighted. Recommendations for future experiments with such instruments are given. Some potential technical improvements to better adapt this in situ testing technique to mine backfill are proposed.

Up to now, the hands-on approach to construction has been stressed. This chapter reviews the basic tools available for construction design and monitoring of a construction project. It is divided into three discussions, all under the general title of computer aids, since the trend for using these tools-is via the computer. In the context of our discussions, the focus for computer aids will be on the use of evaluation and analysis techniques for coal mine construction applications, including mainframe programs, CPM techniques, as well as mini and microcomputer applications. Although the presentation of material in this chapter may be detailed at times, by no means does it cover the entire field of computer applications for design or project scheduling and monitoring. It is only an attempt to illustrate the possibilities that are available to construction and mine engineers. Interested persons can pursue computer applications for coal mining by reviewing Computer Methods for the 80's. by Alfred Weiss, editor, published by SME-AIME.

Two low water flux test covers were placed on acid generating waste rack dumps at the Kidston Gold Mine in Queensland, Australia The climate is semi arid with distinct wet/dry seasons. The present study was initiated to develop a cover system to restrict infiltration. The design of the cover required optimization of water storage and evapotranspiration. Instrumentation was installed on both dumps to measure infiltration, moisture conditions and climatic parameters. Field measurements over the last three years indicate that both covers are performing satisfactorily. Selection of the final cover for closure is described on the basis of these results.

Studies carried out over the last 10 years reveal that precipitating particles which may appear in alkaline solutions of long-chain amines and in acidic solutions of fatty acids exhibit clear isoelectric points around pH 10.6-1 1 for dodecylamine and around pH 2.5-3 for fatty acids. These colloidal species can accumulate at solid/liquid and liquid/gas interfaces and affect flotation. While the precipitate in solutions of fatty acids apparently can chemically interact with the mineral surfaces and is flotation-active if sufficiently long conditioning time is available, the cationic flotation of quartz in alkaline solutions is depressed by the colloidal precipitate. The experimental data available in literature on the adsorption, electrokinetic, contact angle and surface forces measurements in the solutions of the weak electrolyte collectors are analyzed and the role played by the precipitate is discussed. It is shown that these concepts allow for an explanation of the selective flotation of sylvite from halite with long-chain amines in potash ore flotation.

Restoration of abandoned mine sites is still one of the weak points of mining practice. The latter stands especially for the case of the surface coal and lignite exploitations, where the extended size of the disturbed land and the drastic changes to the geomorphologic features do not facilitate the implementation of a cost effective and environmentally sound reclamation plan. The paper examines the parameters involved towards the legal requirements for the reclamation of the first lignite exploitation in Greece, namely the ?Plakes? mine, located at Euboea, due to the particularities of the site. Then an integrated redesign procedure is presented, aiming at minimizing aesthetic degradation, confronting technical difficulties and preparing the site to accept new uses.

Many times during the construction of a project, whether large or small, the engineer will become involved with management of the work and workforce. In some cases, mine management will turn over the direction and responsibility of doing the work to the engineer. Because of this, it is important to know some of the basic principles of human resource applications- among other management concerns. This chapter, therefore, looks at the fundamental principles of human resource management. Three broad discussions are presented to the reader. These are: (1) organization, communications, and responsibilities of management; (2) analysis of worker motivation; and (3) supervisory leadership. Each topic encompasses the current thinking for coal mining and mining management. Much of the information in this chapter comes from Practical Coal Mine Management, by this author and published by John Wiley & Sons, Inc., which discusses in depth many of the ideas presented here. The coal workers' pneumoconiosis (CWP) has been considered as the most serious health problem in the coal mining industry. The development of CWP in a worker lung depends on the average concentration and toxic components of the coal dust and the exposure length. Toxicity studies on coal dust shows the bio-available iron (BAI) in the coal dust plays an adverse role in the CWP development. It is also found that presence of calcite in the coal seams can significantly reduce the CWP cases as evidenced by the significant difference between the coal miners in the western and Appalachian coal regions. Based on this finding, it is proposed to artificially introduce calcite to BAI -containing coals in the effort to mitigate the CWP disease in coal industry. This paper introduces the scientific bases, the main geological factor that makes the differences, the proposed methods to introduce calcite to coal dust or to coal seams. Feasibility for the proposed methods is also discussed.

A laboratory study of dense-medium cycloning with Redstone seam coal has been conducted. The investigation was performed using a 203 mm (8 inch) Heyl-Patterson dense-medium cyclone. Two underflow orifices of 31.8 mm (1.25 inch) and 44.5 mm (1.75 inch) in diam were used. The effects of feed pressure and particle size were determined on the cycloning performance. In addition, the cyclone performances with coal-rich and refuse-rich samples were also investigated. The results of the experiments were analyzed using basic hydrodynamic principles. The increase in the feed pressure increases the specific gravity of separation (defined as the specific gravity of a particle which has an equal chance of reporting to either the overflow or underfow) for both underfow orifices. The specific gravity of separation increases as the particle size decreases with the smaller underflow orifice. However, an opposite relationship has been observed with the larger under flow orifice. The separation becomes sharper with the smaller under flow orifice than with the larger underflow orifice especially for fine material. Also, the separation becomes sharper with an increased feed pressure for a coal-rich sample. However, this effect is less significant for a refuse-rich sample. This means that a high feed pressure is required for a coal-rich sample to maintain a good separation. It also means that applying a high feed pressure provides a good separation regardless of the type of feed coal in terms of ash content in the solid.
